1. Climate change adaptation relevance of Tanzania’s national budget

Abstract:: In Tanzania, climate change adaptation is financed by international development assistance and by nationally generated revenue. While international development assistance is registered by OECD and climate change adaptation relevance tagged by donors, the proportion of the nationally generated revenue that is climate change adaptation relevant is unknown. This DIIS Working Paper analyses the climate change adaptation relevance of the national budget (from 2014 to 2022), using the same methodology applied in a previous study (Yanda et al., 2013). The study further assesses the degree to which climate change adaptation financed is devolved to local government. The study finds that a disproportionately high proportion of climate adaptation finance is used at central government levels due to priorities being established at the ministry level. Moreover, the study finds that local governments lack discretion over climate change adaptation finance due to the country’s highly centralised policies, practices and procedures. Qualitative fieldwork indicates that nearly all climate change adaptation finance accessed by local governments comes with a central government tag (directive) on how to use it.

2. Inclusion and exclusion in Somali drought emergency assistance

Abstract:: When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. Abstract:: Climate change is compounding the Democratic Republic of Congo’s tangle of problems – a long-running civil war, weak governance, and deeply entrenched poverty and inequality. The country’s future is of global significance: its vast Congo-basin rainforest is a crucial carbon sink and a haven of biodiversity. DRC’s hydropower potential and its deposits of copper and cobalt could enable the energy transition, but a green resource looms over development prospects. Germany will need flexible and well-aligned national strategies to effectively support peace, human progress, and environmental protection in the DRC while putting the focus on the needs of marginalized populations.

4. Migration out of poverty: The case of post-war migration in Mozambique

Abstract:: Internal migration plays an important role in the economic development of individuals, their families, and their country. This study describes Mozambique’s most common migration patterns from 1992 until 2017 using data from three population censuses. We focus on the most important moves between regions, provinces, and rural and urban areas. Further, we document the characteristics of migrants to assess selection patterns. In the final step, we estimate the relationship between migration and multidimensional poverty by applying inverse probability weighted regression adjustment (IPWRA). We find that migration in Mozambique was very high, especially between rural areas, after the war ended as people returned from displacement. Still, it is very low in the most recent period. Recently, migration has been the main contributor to the urbanization of the greater Maputo area (capital city). Migrants appear to be positively selected on education, and are, on average, less likely to be poor.

5. Universal Basic Income: A Primer for Poverty Reduction in Africa

Abstract:: Universal basic income (UBI) scheme provides regular payment in cash to everyone in the economy irrespective of their social, economic, financial, and political status. UBI has a direct effect on poverty reduction; this implies that providing cash to everyone in the society irrespective of their financial status will reduce the rate of poverty as citizens will be able to meet basic needs such as food, housing, and clothing especially if this basic income amount is above the poverty line. For others, UBI will only increase inequality and poverty especially in developing countries who lack finances to provide such income to everyone in the society (Robert, 2019). UBI is a simple and practical solution to eradicating poverty, by giving everyone a minimum income, regardless of whether they are young, old, employed or unemployed, the government can tackle poverty reduction (Centre for Social Justice, 2018). More recently UBI has been a major issue of concern and it is seen as the answer to wider problems of technological unemployment, wealth inequality, mental health stability and social mobility. In India, UBI improved mental and physical health and in Namibia UBI program reduced household poverty from 76% to 37% in one year (Johanna, 2014). The high poverty rate and the scanty nature of the UBI literature in Africa makes this study an important contribution to the body of knowledge and further enable policy makers to reflect on the implementation of UBI principle. The objective of this paper is to analyze the effects of universal basic income on narrowing the poverty gap in Africa. The rest of the paper will bring out the role of UBI in poverty reduction, and propose some policy recommendations for the introduction of the UBI in Africa.

Abstract:: Reducing poverty has been at the heart of U.S. foreign assistance in dozens of low-income countries for more than a half-century. Despite U.S. foreign policy objectives, much work, and hundreds of billions of assistance dollars expended, the poorest of the poor have not advanced. While some low-income countries have made some small progress, after decades of aid most are still in the bottom ranks of absolute poverty. All the countries in the Least Developed Country (LDC) category have more poor people than ever before. Thirty-seven of forty-seven of these LDC countries are in Africa. Although a handful of countries have graduated from LDC status, this disturbing ranking remains basically unchanged since the LDC list was established by the UN General Assembly in 1971. This unchanging list of extremely poor countries tells us that a better understanding of poverty is needed, especially in Africa, to make U.S assistance programs more effective. While Asian countries have made remarkable progress over the past 50 years in reducing the number of poor, the absolute number in sub-Saharan Africa (SSA) continues to grow. People in SSA are more than twice as likely to live in poverty than in South Asia, the next poorest region in the world. The World Bank reported there were 284 million Africans living in extreme poverty in 1990; this number had risen to 433 million in 2018 and continues to rise. The percentage of the population living in poverty in SSA is slowly decreasing, but this decline is overcome by population growth. The COVID-19 pandemic pushed tens of millions of people below the poverty line of $1.90 per day. Climate change, rising crime, inflation, and violent conflict are forcing many more millions below this line. Governments that are unable to provide basic services and struggle to cope with high levels of national debt compound the problem. The 2030 UN targets for eradicating poverty will not be met.

Abstract:: This DIIS Working Paper presents key characteristics of each of the six cases including main crop focus, size and business model, as well as types of investors, their investment approach and the factors that motivate them. It also presents the different objectives that the investors have expressed wanting to achieve. As most of the investments involve private funds, it is reasonable to expect that one important goal is to ensure a viable economy in the investment. However, in addition to an economically sound investment, all of the investors behind these six cases have ambitions regarding ways in which they see themselves - through the investment - as contributors towards a positive societal development in the area of the investment. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

9. The effectiveness of social protection in five African countries through normal times and times of crisis

Abstract:: We study the effectiveness of social protection benefits in reducing income and consumption poverty in five sub-Saharan African countries—Ghana, Mozambique, Tanzania, Uganda, and Zambia—in normal times and times of widespread economic crisis. Using tax–benefit microsimulation models with representative household survey data, first we estimate the coverage of benefits and their poverty-reducing effects in each country. Second, we study the ability of benefit automatic stabilizers to reduce losses in incomes and consumption in times of crisis, by simulating hypothetical reductions to earnings and employment. Although the coverage of benefits is fairly high in Ghana and Zambia, the poverty-reducing impact of benefits in all five countries is low in normal times. The effectiveness of benefits to stabilize income and consumption in times of crisis is also limited because many benefits are linked to proxies of income, not income itself, or have tight eligibility criteria. Social assistance programmes are typically unresponsive to losses in household earnings and employment and provide limited support for unemployed people.

10. Declining poverty level in Ghana: Exploring the role of migrants’ remittances

Abstract:: Ghana has a long history of citizens migrating to other countries. Many of these migrants send remittances to relations and acquaintances back home, often to help recipients experiencing poverty and a lack of employment and economic opportunities. Empirical studies have established the poverty-alleviation impact of remittances in Africa, including Ghana. This study uses pooled Afrobarometer survey data collected between 2002 and 2017 to assess the relationship between migrants’ remittances and lived poverty in Ghana. Multiple statistical approaches suggest that remittances have a negative and statistically significant impact on lived poverty. We therefore recommend that the government institute policy measures to encourage the use of formal channels for such transfers to enable the country to harness the full development potential, including the poverty-reduction benefits, of migrants’ remittances.

11. Profile and determinants of lived poverty in Benin

Abstract:: The 2030 Agenda for Sustainable Development, launched in 2015, outlines global aspirations and priorities through the end of this decade. Prominently, the first two Sustainable Development Goals (SDGs) call for ending poverty “in all its forms everywhere” and for “zero hunger” (United Nations, 2021a). The proportion of the world’s population living in extreme poverty decreased from 36% in 1990 to 16% in 2010 and to 10% in 2015, but the COVID-19 pandemic is likely to have reversed this trend (Sumner, Hoy, & Ortiz-Juarez, 2020). Benin has had one of the fastest-growing economies in sub-Saharan Africa in recent years (Adegoke, 2019), with per-capita gross domestic product (GDP) growth averaging 3.6% between 2017 and 2019 (World Bank, 2020). But the most recent household survey led by the Institut National de la Statistique et de l’Analyse Economique (2018) estimated that 38.5% of citizens still live in poverty. Are GDP gains translating into better lives for ordinary Beninese? According to Afrobarometer survey findings, “lived poverty” – the experience of going without basic life necessities – has worsened significantly over the past decade in Benin. More than three out of four Beninese face moderate or high levels of lived poverty. Many of these citizens continue to have limited access to the electricity grid, water and sanitation services, and other essential development infrastructure. Most importantly, our analysis shows they often lack the education and employment needed to break the poverty cycle.

Whether and how governments and companies move to further extract this mineral wealth is not only economically and environmentally important for Africa, but also for the vital importance of protecting the world’s rapidly diminishing forests. The world therefore needs a mining triple win: policies that can benefit Africa’s citizens, their environment, and the energy transition. These policies need to work for all if they are to work for any of them. But mining in Africa has been riddled with injustice. Humanity cannot afford to repeat the mistakes that have beset Africa’s mining in the past. To achieve a triple win, this time must be different. There are a whole host of policies available, and many ideas from experts. NRGI has brought these together and considered how they may work to truly achieve a triple win.

13. Taxation, infrastructure investment, growth, and poverty reduction: A case study of Zimbabwe

Abstract:: In recent decades, Zimbabwe’s development record has been disappointing. In the last few years, a severe drought and the Covid-19 pandemic have added to the country’s development challenges. This paper is concerned with the long-run need to find a path toward faster growth in GDP, employment, and incomes, accompanied by more rapid progress on poverty reduction and other parts of the global sustainable development agenda. As part of this search, the country will need to address structural constraints including a large infrastructure gap, an inefficient government, and unhospitable business climate. Among these, this paper is focused on infrastructure and alternative means of financing scaled-up investments – what are the consequences of relying on domestic taxes compared to foreign financing? To address these questions, the paper draws on simulations with SDGSIM, a computable general equilibrium (CGE) model, designed for SDG analysis but applicable to analysis of policies in a wide range of areas, including growth, fiscal space, and external shocks. The model was adapted to the Zimbabwean context and calibrated to a database for 2016. The simulations cover the period 2016-2030 and analyzes the effects of alternative levels and priorities for government spending and resource mobilization (domestic and foreign). The simulation results cover a wide range of economic indicators, including some related to the global Sustainable Development Goal (SDG) agenda. The differences between the scenario results for GDP growth, household consumption, and poverty point to the importance of strong public investment management and, other things being equal, of targeting TFP gains to tradable sectors. The advantages of reliance on domestic taxation for the funding of expanded investment include slower debt accumulation and less reliance on the decisions of external actors. Tax reliance may also give the funders, the citizens, a stronger sense of ownership and right to monitor how the money is used, with a positive impact on investment productivity. On the other hand, before the investment have yielded sufficient returns, reliance on taxes reduces private purchasing power, leading to some combination of lower private consumption and investment. Raising the tax burden by 2-3 percent of GDP may also be administratively difficult. It would of course be possible to consider scenarios that split the funding burden between domestic taxes and foreign financing.

Abstract:: This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

Abstract:: How can we explain the large gap between national legal and policy commitments to reduce and eliminate gender-based violence (GBV) and the reality and practice of GBV in Ethiopia? Hitherto explanations mainly centre on the conflict between and social and official norms, and the stubbornness of the former. In this new DIIS Working Paper, Fana Gebresenbet tries to go beyond this dichotomy to examine what happens in the ‘in-between spaces’. While the stubbornness of social norms only brings home to us the slow pace of change, it does not tell us what guides the emerging practices that contribute towards change. Instead, ‘practical norms’ are used here as an analytical tool to examine what happens as we move along the continuum from social to official norms. This helps us capture why routinised, coordinated and socially acceptable new practices occur before the major social norms change. This work is part of GLOW (Global Norms and Violence Against Women in Ethiopia), a research programme financed by the Danish Ministry of Foreign Affairs and coordinated by DIIS.

Abstract:: Marital rape and intimate partner violence are controversial issues all over the world either because they are recognised as criminal acts and strongly condemned, or because they are silenced as something that belongs to the private sphere and should not be the object of public scrutiny. In either case, they are acts of repression and gender inequality. In this DIIS Working Paper, Meron Zeleke, associate professor at the Addis Ababa University, explores the issue in an Ethiopian context. She takes a point of departure in historical debates and outlines the development of global and regional norms. The Maputo Protocol on the rights of women in Africa explicitly condemns marital rape. Ethiopia has recently ratified the protocol but has made a number of reservations including in relation to marital rape. The main part of the paper is constituted by an analysis of the ambiguous law reforms when it comes to marital rape in Ethiopia. This analysis points to several different explanations of the lack of criminalisation of marital rape, but suggests that the recent change of government may create space for addressing the issue again. The paper is part of the GLOW research programme.

18. Integrating community development in public procurement of renewable energy generation: Lessons from South Africa

Abstract:: Renewable energy is key to combatting climate change, but it is critical to ensure a just energy transition that benefits all. Denmark’s development cooperation supports the growth of large-scale renewable energy schemes in several countries, but what is good for recipient governments and Danish exports is not automatically good for the poor. In recent years large-scale wind- and solar schemes in developing countries have increasingly met with local resistance from communities who do not feel they benefit from such projects. How can Denmark help ensure that renewable energy projects contribute to community development in the areas where projects are situated? This policy brief provides lessons learnt and associated recommendations from one particular attempt to address this issue, namely South Africa’s efforts to incorporate community development as a criteria in the auction schemes through which renewable energy is procured. This policy is implemented through the nationwide REIPPP programme, which is among the few of its kind globally. While South Africa’s REIPPPP is not perfect and still developing, the programme does exemplify the basic principle that governments can build requirements for privately owned wind- and solar projects into procurement schemes. Requirements to finance community development, support Community Trusts, and allocate shares to communities are thus examples of approaches that could be developed and adapted elsewhere. In addition, the South African programme includes scoring and - performance criteria in the tendering and monitoring process that align with South Africa’s Black Economic Empowerment policy. The South African experience also, however, illustrates how public, private and community interests may differ in terms of what community development is and how it should be supported. This highlights the importance of developing democratic and inclusive structures for debating and decision-making on the use and allocation of benefits from large-scale renewable energy projects. Drawing on the lessons from South Africa and other similar schemes, the policy brief recommends that Danish development cooperation should: Support the incorporation of community benefits in regulatory frameworks for public procurement of private renewable energy generation Support development of practice frameworks for community engagement in the renewable energy sector Support community co-ownership of renewable energy generation and democratic governance of benefit sharing arrangements The policy brief is the result of collaborative research between DIIS, Stellenbosch University and the UNEP DTU Partnership. It forms part of the wider TENTRANS project, funded by the Ministry of Foreign Affairs of Denmark and administered by Danida Fellowship Centre.

Abstract:: Using a mixed-method approach we show the impacts of an integrated social protection programme on social cohesion in Malawi. We find no concrete effect of the lump-sum transfer; in contrast, the business training enhances social cohesion especially when accompanied by participation in saving groups.

Abstract:: Of the estimated 3.01 million households in Zambia, in 2015, only 35.8% and 16.1% utilised clean energy fuels for their lighting and cooking services respectively1 (CSO, 2016). Usage and access to clean energy is essential for economic growth, human development and more generally poverty reduction. This notwithstanding, access has remained low in many developing countries. For instance, 1.1 billion of the total global population do not have access to electricity, of which majority are found in Asia, Africa and Oceania (United Nations, 2016). Furthermore, the majority of this population is found in rural areas. Given the centrality of energy to people's everyday life, governments worldwide have devised dierent policies and mechanisms to enhance the use of clean energy. Limited access and use of clean energy is mainly thought of as an issue of aordability (Barnes and Floor, 1996; Pachauri et al., 2004; Rosnes and Vennemo, 2012; Murtaza and Faridi, 2014; Ismail and Khembo, 2015; GRZ, 2017; Venkateswaran et al., 2018; Kyprianou et al., 2019; Oum, 2019; Yan et al., 2019). Hence, the subsidy policies being implemented in many countries. On the one hand, it has been observed that lack of access to clean energy is a sign of poverty; while on the other hand, access to clean energy helps in the alleviation of poverty (Pachauri et al., 2004; Nussbaumer et al., 2011; Okwanya and Abah, 2018). However, in some cases, access to clean energy is hampered by both the price of the energy (i.e. an aordability issue) and by availability of infrastructure to deliver the required energy. Thus, in such situations, some governments have had to borrow to facilitate the development and expansion of energy infrastructure; on top of subsidising the use of clean energy. This notwithstanding, the lack of use of clean energy at household level is not well understood. For instance, it is thought that if a household is classied as income poor, then it will not be able to use electricity (Pachauri et al., 2004; Murtaza and Faridi, 2014). And in such cases, some governments opt to implement subsidy policies. While this approach has proved useful for some households, it is not an eective approach of delivering clean energy to the people who need it the most. There is, therefore, great need to identify aspects that determine whether a household would have access to clean energy and let alone use it. This knowledge would be critical in designing policies that hope to increase utilisation of clean energy fuels. As such, this paper sought to understand energy poverty among households in Zambia. Energy poverty is a concept concerned with lack of access and use of modern energy fuels.

23. Explaining Wellbeing and Inequality in Cameroon: A Regression-Based Decomposition

Abstract:: This study sets out to estimate the determinants of household economic wellbeing and to evaluate the relative contributions of regressed-income sources in explaining measured inequality. In particular, a regression-based decomposition approach informed by the Shapley value, the instrumental variables econometric method, and the 2007 Cameroon household consumption survey, was used. This approach provides a flexible way to accommodate variables in a multivariate context. The results indicate that the household stock of education, age, credit, being bilingual, radio and electricity influence wellbeing positively, while rural, land and dependency had a negative impact on wellbeing. Results also show that rural, credit, bilingualism, education, age, dependency and land, in that order, are the main contributors to measured income inequality, meanwhile, the constant term, media and electricity are inequality reducing. These findings have policy implications for the ongoing drive to scale down both inequality and poverty in Cameroon.

25. When pandemic meets poverty: Pandemonium for pastoralists in the Sahel

Abstract:: In the Sahel, market closures, border closures and movement restrictions to stop the spread of COVID-19 have disrupted the structurally weak pastoral sector, already made vulnerable by conflict. There are several signs of the negative impacts of COVID-19, such as difficulties in moving food and people, poor access to markets, rising food prices and loss of livelihoods. In Mali, Burkina Faso, Niger and Chad, the pandemic adds to ongoing problems of conflict and political instability. The threat to pastoralists is to lose their herds through overgrazing, zoo-sanitary diseases or lack of income to feed the animals. If pastoralists go bankrupt, they could be forced to sell their livestock at devastatingly low prices to large landholders or wealthy neo-pastoralists. This scenario would aggravate an already-growing trend in the region – escalating economic inequality and the consolidation of wealth among an elite. This risks fuelling inequality and deepening existing fault lines. The priority for Sahelian governments should be clear: keep food coming and people moving, and develop a post-COVID-19 strategy to tackle the vulnerabilities revealed by the pandemic.

Abstract:: The recent global initiative towards federalized spending has been gradually justified on the basis that decentralization of resources to sub-national governments level are likely to deliver greater efficiency in the delivery of public goods and services and consequently stimulate economic activities at devolved units (Martinez-Vasquez and McNab 2006). The devolution trend in unindustrialized nations is reinforced by the International Monetary Fund (IMF) and World Bank (WB), which considers expenditure decentralization as a key pillar of its economic growth and poverty eradication strategy (World Bank 2016). But, attention to expenditure transfer has been mainly inspired by local political reasons (Mwiathi 2017). Like the case of Kenya in 2007/2008. The 2007/2008 post-election violence saw the introduction of the new governance system, which entrenched devolved systems (GoK 2010). In a number of nations including Kenya, a devolved system of governance refers to devolution. Essentially devolution is one form of fiscal decentralization. However, devolution is more extensive and includes transfer of both economic and political powers from central government to devolved units (Ezcurra and Rodríguez-Pose 2010).

Abstract:: This paper is part of a research on gender violence experienced by women in São Tomé and Príncipe. The country has a very recent experience of democratic republic: it had its political independence in 1975 and became a multi-party democratic republic in the 1990s. It has been colonized by Portugal since the end of the 15th century and carries in its post-independence process the economic and social effects of a society that has only very recently been constituted autonomously. The data on Sao Tome inform that the country is strongly marked by poverty, dependence on external resources and a remarkable gender inequality. Gender violence is a present reality in Sao Tomean society and initiatives to confront and promote gender equality are also recent.

29. The praxis of combating VAW in Ethiopia: A political interpretation

Abstract:: Violence against Women (VAW) is among the human rights violations that women face globally every day. The roots of VAW lie in historically unequal power relations between men and women and pervasive discrimination against women in both the public and private spheres. VAW is a global phenomenon that is not limited to certain cultures or countries. However, the form it takes is context-specific. In Ethiopia VAW is pervasive, occurring at three levels as identified by the UN: family; community; and the state. Despite policy pronouncements and the implementation of some practical measures, VAW is still prevalent in Ethiopia. This new Working Paper by Dereje Feyissa, adjunct associate professor, Addis Ababa University, offers a political interpretation to explain the gap between policy and practice on VAW in Ethiopia. Specifically, it argues that the gap between policy and practice lies in the type of regime in Ethiopia, which has undermined the political will and limited the space for gender activism. Historically, this has been evident ideologically (the Marxist frame of the ‘women question’ and the vanguardism connected with it), but also in respect to political legitimacy (ethnic federalism and the priority given to cultural rights), entrenched authoritarianism and the limited space available for gender activism by women’s right groups. The Working Paper is published as part of the international research programme GLOW – Global Norms and Violence Against Women in Ethiopia – financed by the Danish Ministry of Foreign Affairs.

30. Taxation in sub-Saharan Africa after Covid-19: Challenging but far from impossible

Abstract:: In the aftermath of the Covid-19 pandemic, the need in poor countries in Africa for more revenues is obvious and growing - also because aid agencies are quite stingy in assisting them in this crisis. The pandemic’s negative impact on revenues is especially pronounced in countries that are most dependent on international trade, tourism and petroleum exports. The good news is that sub-Saharan African tax collectors have performed almost as well as their peers in the much wealthier Latin America and substantially better than in South Asian countries. Increased domestic revenue mobilisation (DRM) in poor African countries is possible depending on the country’s specific situation and political economy - but it will not be easy: The IMF’s position is that increasing the tax-to-GDP ratio by five percentage points by 2030 is a reasonable aspiration for poor countries. That was unrealistic before Covid-19: it is even more so now. No silver bullet ('tax the rich'!) will generate substantial additional revenues on its own. Better utilisation of a range of revenues sources is needed. A stop for Illicit Financial Flows will clearly help, but is not the golden egg that many believe. Inequality may increase due to Covid-19. However, major redistribution through domestic taxation (as in the Danish welfare state model) is unrealistic in countries with low revenue-to-GDP ratios. Nor is there strong organised political support for such redistribution in poor African countries. Donor support to DRM in poor countries can provide manifold returns on investments if targeted strategically. Support to relevant local and international civil society organisations is also important to help to foster public engagement in tax reforms and improved fiscal accountability. The Sustainable Development Goals in poor countries are strongly under-financed. The progress and sustainability of the SDGs will increasingly depend on poor countries’ own revenues. Hence the centrality of strategically relevant donor support to DRM.

31. Democratic Dividend: The Road to Quality Education in Africa

Abstract:: Education is a powerful tool to fight poverty, enable upward socioeconomic mobility, and empower people to live healthier lives. But while the global adult literacy rate continues to increase, from 81% in 2000 to 86% in 2018 (World Bank, 2019), the challenge of access to quality education remains particularly severe in Africa. Even before the COVID-19 crisis, globally one out of five children aged 6-17 years were not in school; more than half of these children live in sub-Saharan Africa. Additionally, many African pupils attend schools that are inadequately equipped, creating a difficult learning environment. For example, more than half of the schools in sub-Saharan Africa do not have access to basic drinking water, handwashing facilities, the Internet, or computers (United Nations, 2019). COVID-19 may exacerbate these challenges as pupils lose school time, unequal access to online learning heightens inequalities, and health care and social-safety costs and economic losses put pressure on limited resources. Africans are aware of education challenges. Across 34 African countries surveyed by Afrobarometer between late 2016 and late 2018, one in five respondents (21%) cited education as one of the most important problems their governments should address, placing it among citizens’ top five priorities (Coulibaly, Silwé, & Logan, 2018). Not surprisingly, younger people placed substantially greater emphasis on education than their elders. At a global level, the United Nations (UN) has highlighted the importance of quality education by including it in its Sustainable Development Goals (SDGs). SDG 4 calls for governments to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” To this end, the UN outlines specific targets to be achieved by 2030, including ensuring that “all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy.” An important step toward this goal is that by 2030, all girls and boys should be able to “complete free, equitable and quality primary and secondary education” (United Nations, 2019). Many African governments have made important commitments to universal education. Of the 34 countries surveyed by Afrobarometer in 2016/2018, 33 have made school attendance compulsory (for periods ranging from five to 11 years), and 33 provide free primary education. (See Appendix Table A.2 for details.) Many governments also commit substantial portions of their yearly budgets to improving education. For example, in Côte d’Ivoire, eSwatini, Ghana, Malawi, Senegal, Tunisia, and Zimbabwe, more than 25% of total government expenditures go to education (World Bank, 2020). Afrobarometer surveys point to slow but steady progress as fewer Africans go without formal education and more attend school beyond the primary grades. But in some countries, two-thirds of adults still have no formal schooling, and significant gender gaps continue to disadvantage girls and women. Overall, just a slim majority of Africans think their government is doing a good job on meeting educational needs. Factors that contribute to these evaluations include whether citizens find it easy to obtain school services and whether they think schools are transparent about their budgets and responsive to reports of teacher misconduct. More fundamentally, our analysis finds that more democratic countries are seen as better able to provide public education. Citizens are more likely to be satisfied with government performance on education if immediate avenues of transparency and accountability at the school level are embedded in a broader political system that encourages these qualities.

32. Lived Poverty on the Rise: Decade of Living-Standard Gains Ends in Africa

Abstract:: Economic destitution – whether measured as the frequency with which people go without basic necessities or as the proportion of people who live on less than $1.90 a day – declined steadily in Africa between 2005 and 2015. However, the findings of Afrobarometer Round 7 surveys, conducted in 34 African countries between late 2016 and late 2018, demonstrate that improvements in living standards have come to a halt and “lived poverty” is once again on the rise. To prevent squandering hard-won gains in Africans’ living standards, the data point to the necessity of a renewed commitment by citizens, governments, and international donors to defending democracy and expanding service-delivery infrastructure. Key findings Between 2005 and 2015, Afrobarometer surveys tracked a steady improvement in the living conditions of the average African. Measured as the frequency with which people go without a basket of basic necessities (food, clean water, health care, heating fuel, and cash income), “lived poverty” dropped in a sustained fashion over this period – a trend matched by consumption-based estimates of poverty by the World Bank. The most recent Afrobarometer surveys, however, suggest that Africa is in danger of squandering these gains in living standards. While the citizens of most African countries are still doing better than they were in 2005/2006, deprivation of basic necessities – captured by our Lived Poverty Index – has increased in about half of surveyed countries since 2015. The trend is similar for “severe lived poverty,” the extent to which people experience frequent shortages of basic necessities. Lived poverty varies widely across the continent. At one extreme, people rarely experience deprivation in Mauritius. At the other, the average person went without several basic necessities several times in the preceding year in Guinea and Gabon. In general, lived poverty is highest in Central and West Africa, and lowest in North Africa. Lived poverty also varies widely within societies. Reflecting the legacies of the “urban bias” of successive post-independence governments, rural residents continue to endure lived poverty far more frequently than those who live in suburbs and cities. A multilevel, multivariate regression analysis of more than 40,000 respondents across Africa reveals that people who live in urban areas, those who have higher levels of education, and those who have a job (especially in a middle-class occupation) are less likely to live in poverty, as are younger people and men. But besides personal characteristics, we locate even more important factors at the level of government and the state. First, Africans who live in countries with longer experiences of democratic government are less likely to live in poverty. Second, people who live in communities where the state has installed key development infrastructure such as paved roads, electricity grids, and piped-water systems are less likely to go without basic necessities. Indeed, the combined efforts of African governments and international donors in building development infrastructure, especially in rural areas, appears to have played a major role in bringing down levels of poverty – at least until recently.

Abstract:: Modern governments in modern states in third world countries are overwhelmed with social circumstances that have forced citizens to resort to self-help. Also, prevalent unclear demographic and globalization issues are sometimes neutral lines of justification for either transit or destination posture of the West African states. Concisely, poverty issues have continuously permeated the West Africa region’s fabric, and the challenges seem protracting. It has implications for mobility, (women) trafficking, and human security, among others. The quantitative approach adopted profiled index while evaluating and descriptive methods explained the content. Among other findings, lack of national data and proper immigration service is obvious. Thus, adequate data for national planning is recommended. Further, ongoing regional and national initiatives for possible integration and collaboration to address challenges are advocated.

Abstract:: In economic theory, the agricultural sector plays an undisputed role in growth, development and poverty reduction in a country. The sector is pivotal for a vast majority of Sub-Saharan Africa (SSA), given the large number of people dependent on agriculture for their livelihood. With the constraints on land expansion and the dual threat of climate change and an ever increasing population, agricultural productivity has become a key matter of concern in agricultural economics. Given this, a vast majority of literature focuses on improving productivity to meet food demand at any cost. A large percentage of it is focused on the use of pesticides, pre-harvest, to eradicate pests and diseases that lead to losses in the produce. As a result, there has been a significant increase in global pesticide usage over the last few years.

35. Consumer Expenditure Inequality in Botswana

Abstract:: For over three decades, Botswana has achieved a fast growing economy, with an annual growth in real Gross Domestic Product (GDP) averaging 10.9 percent in the period 1981- 90, faster even than the East Asian Tigers or China (Good and Hughes, 2002). Between 2000 and 2001 financial year, Botswana’s economy recorded higher growth rates of 9.1 percent, an increase from 8.1 percent recorded between 1999 and 2000, which was mainly attributed to the growth in the mining sector (BIDPA Briefing, 2002). To emphasise on the desire to continue growing, Botswana has adopted Vision 2036, and other development strategies and policies to improve the implementation of interventions tackling unsatisfactory social indicators. Botswana has also subscribed to both continental and international frameworks, such as the Africa Agenda 2063 and United Nations (UN) Millennium Declaration and its Eight Millennium Development Goals, and further signed up for the UN Sustainable Development Goals (SDGs) of 2030. Regardless of the afore-mentioned positive growth, and immense efforts, the country has not achieved the desirable results it sought with regard to some of the social indicators, such as employment, unemployment, inequality and poverty.

Abstract:: The 2030 Agenda has provided new impetus to two facets of the struggle for poverty alleviation, which is a central goal of the international development community. First, poverty is no longer viewed strictly in monetary terms, but rather as a multidimensional phenomenon. Second, the need to reduce poverty for different social groups and not just at the aggregate, national level is explicitly recognised. Against this background, this paper has three objectives: (1) to analyse the trends in multidimensional poverty in low- and middle-income countries, (2) to explore rural-urban differences in poverty over time, and (3) to assess the validity of the claim that there has been a feminisation of poverty. The analysis relies on a new indicator of multidimensional poverty, the Global Correlation Sensitive Poverty Index (G-CSPI), that incorporates three key components: education, employment and health. The G-CSPI has several methodological advantages over existing measures, including that it is an individual rather than a household-level measure of poverty, which is crucial for gender-disaggregated analysis. Regarding aggregate trends, this paper shows that both income poverty and multidimensional poverty fell between 2000 and 2012. However, the decline in (extreme) income poverty in percentage terms was twice as large as the decline in multidimensional poverty. There is significant heterogeneity in the results across regions. Multidimensional poverty declined the most in Asia, converging towards the relatively low levels of Latin America and Europe, while sub-Saharan Africa’s slow progress further distanced it from other regions. These findings point to the existence of poverty traps and indicate that more efforts are needed to eradicate poverty. Regarding the urban-rural comparison, our analysis shows that poverty is predominantly a rural phenomenon: the rural G-CSPI was more than four times the urban G-CSPI. This difference remained nearly constant over time. As for the third objective, we find no gender bias in 2000 at the global level. This contrasts with the claim made in 1995 in Beijing that 70 per cent of the poor were women. However, we find that multidimensional poverty declined more among men (-18.5 per cent from 2000) than women (-15 per cent), indicating a process of feminisation of poverty. This was triggered by the decline in employment poverty, which was much slower among women. As most existing studies conclude that there was no evidence of the feminisation of poverty, this finding is new to the literature.

Abstract:: The government of Mozambique has been developing various actions aimed at poverty reduction and the consequent shift towards development. One of the actions taken has been the permission of foreign investment in the country, which, in turn, contributes to gathering foreign currencies which, if used correctly, can contribute to the increase of development. It is in this context that, in 2007, the government signed a contract with Vale Moçambique to start the extraction of coal in the coal basin of Moatize district. Due to the fact that the object in question is located underground in several villages in the aforementioned district, it was essential to move the population from its usual place of residence and consequent resettlement in other locations, including the village of Cateme. However, during and after the resettlement process, there have been several conflicts between the affected population and the mining company Vale Moçambique, in which there is a resistance to leave the places where they previously lived, the reluctance to receive houses built by the company Vale Moçambique, by the potential resettled people, and later the occurrence of demonstrations that culminated in the blockade by the resettled population of access routes frequently used by the company. These issues gravitate to the following starting question: What are the reasons behind the resettlement conflicts in Cateme?

A focus on political elites is a focus on the primacy of political interests. As both Mosca and Pareto underscore in their works, members of the elite act in order to preserve their position within their societies. Specifically, political elites’ action is aimed at the preservation of their political power. As Thomas Schwartz argues, members of the political elite are ‘ambitious people seeking office for individual recognition, career advancement, and the power to affect societies’ (Schwartz 2009, cited in Tardelli, 2013:88-89). [...] This study therefore, interrogates the content and context of executive immunity and its attendant culture of impunity that permeates the political environment. It contends that the immunity clause not only sanctifies, abinitio, criminal behavior by the said public officials but also gives them every incentive to be vile and depraved to their heart’s content – to turn immunity into impunity.

Abstract:: In 2017, the Global Terrorism Database reported 2 402 incidents of terrorism in Africa.1 Perhaps this number is not shocking when considering the extensive international media coverage over the past decade, displaying headlines detailing terrorism-related violence erupting in African countries such as Mali and Libya. Even so, this number is marginally lower than the annual tally over the past five years.2 Counterterrorism strategies by African governments, foreign powers such as France, and multilateral efforts from the African Union, among others, have contributed to the decline. However, to begin to disregard terrorism as an extreme risk on the continent would be a grave mistake. The threat must be considered not only for its intensity, but for its reach as well. Given the pervasiveness of terrorism in North Africa and the Sahel region, international scholars and practitioners have given their attention to analysing and mitigating the threats in these regions. Yet, recent terrorism-related violence in the eastern Democratic Republic of the Congo (DRC), Mozambique and Tanzania demonstrates the need to carefully consider the risk of terrorism spreading south-east. The key characteristics that have rendered many of the North African and Sahel countries vulnerable to increased terrorism also exist in southern and eastern Africa; these include poverty and unemployment/underemployment, fragile state governance and civilian grievances. Considering further the poor response to terrorism by the DRC, Mozambique and Tanzania governments, better response mechanisms for this region are needed. Based on the insufficient capacity to protect against the nascent but potentially expanding terrorism, this article argues for urgent attention to be brought to building state resilience that will successfully confront and reverse the spread of terrorism in southern and eastern Africa. This requires developing strong leaders who can make necessary socio-economic and political system changes.

Abstract:: Key findings Africans share at least some of the SDG ambitions to create more equal societies. Across 34 countries, substantial majorities support women’s right to run for political office (71%) and to own and inherit land (72%). They are less committed, however, to full economic equality: A much slimmer majority (53%) favour equal access to paying jobs for women, compared to 42% who believe men should have preference. And even a woman’s fundamental right to physical safety has less-than-universal support: More than one in four Africans (28%) – including 24% of women – still see wife-beating as justifiable. In Gabon and Liberia, seven in 10 citizens share this view. While most Africans say girls and boys now have equal access to education, significant gender gaps in educational achievement remain. Even among the youngest cohort, more women than men have no formal education, and more men than women have post-primary schooling. Large majorities also say that women have achieved equal access to jobs. But women are less likely to participate in the labour market (55% vs. 67% of men), and among those who do, women are more likely to be unemployed (52% vs. 39%). About one in eight women (12%) say they experienced discrimination based on their gender during the past year. One in three (32%) Liberian women report this experience. Women lag behind men in ownership of assets and are substantially less likely to have decision-making power over household resources. Women also trail men on indicators of digital access and connection. And the gap may be widening: Although women’s Internet use has doubled over the past five years, the gender gap in regular Internet use has increased. Africans are divided on the question of whether women are making progress; 49% say equal opportunities and treatment for women are better than a few years ago, but almost as many say they are the same (31%) or worse (19%). Nonetheless, almost two-thirds (64%) give their governments positive marks on promoting equal rights. There is, in short, some disconnect between popular satisfaction with equality performance and significant – and sometimes growing – gaps in actual achievement.

45. Stokvels: An Instrument for Income Generation and Wealth Creation?

Abstract:: Stokvels are increasingly being recognised as a solution to contribute to income generation and wealth creation, especially amongst low-income earners who are excluded from the formal financial markets. This study investigates the contribution of stokvels to income generation and wealth creation in Eswatini focusing on the poorest region, Lubombo. The study uses 436 stokvel participants which were accessible through NGOs (Joyful-heart, Bantwana Initiative, Imbita Women Finance Trust, and World Vision) which promote savings groups in the country, Lubombo region. The study employs Principal Component-based asset index as a proxy for assets accumulation (wealth creation). The findings from the descriptive statistics indicate that women are dominating stokvels participation in households. In support of income generation, the participants in the study are capable of saving up to E796,123 per annum, and the total loan amount issued increases the total contributions by 6.7%. The generated revenue results for a total of E0.8m. Even though the prominent goals for most of the participants are consumptive, still members can acquire assets and accumulate wealth through borrowing before the cycle matures, thus significantly increasing their socioeconomic status. The study recommends an establishment of a stokvel representative body (such as Eswatini National Association of Stokvels) to capture the Lilangeni value of stokvels that generate in the informal economy, as well as assist in promoting stokvels campaigns for information exchange platform, deal with other stokvels issues of interest, and create and monitor a stokvel data base in the country.

46. A Role for Social Protection Investments to Support Food and Nutrition Security

Abstract:: Social protection programming, such as cash transfers and vouchers provided at the individual or household level, has become increasingly prominent as a tool to combat food insecurity worldwide. Advantages of a social protection approach include the ability to target and reach the most vulnerable segments of society and to provide direct support for basic needs without reliance on complex causal pathways.The U.S. Agency for International Development (USAID) invests relatively little in social protection despite its flagship initiative, Feed the Future, which seeks to mitigate food insecurity and to reduce the prevalence of stunting in 12 countries (formerly in 19). Ghana’s LEAP (Livelihood Empowerment Against Poverty) program represents an exception to the U.S. investment pattern. In partnership with UNICEF, USAID/Ghana has made noteworthy investments in the expansion of the LEAP cash transfer program to add a new eligible group of beneficiaries: pregnant women and children under one year old. The intention to intervene during pregnancy and the first year of life is motivated by a growing understanding that good nutrition during this window is critical to physical and cognitive health and human development outcomes that last a lifetime. This report explores the development of Ghana’s LEAP program since 2008; its current coverage, successes, and challenges; and opportunities for both the government of Ghana and donor partners to spearhead continuous improvements for program outcomes and resource efficiency.

48. Reversing Zambia’s high risk of debt distress

Abstract:: A load of unsustainable debt hangs heavy over Zambia. Zambia is part of a list of 25 low income countries considered at high risk of debt distress in 2018. Government’s efforts to reduce the country’s infrastructure gap as well as bring down poverty and inequality have resulted into large spending overruns, a growing subsidy bill and a substantial public sector wage bill over the last five years. Alas, domestic revenues remained low and stagnant. So Government resorted to massive external borrowing to finance arguably unsustainable expenditure. This approach to spending pushed borrowings to about 59% of GDP as at end of 2017, which is in the territory of unsustainable debt levels. In October 2017, the IMF issued a red flag that Zambia was at high risk of debt distress, implying that the country was likely to breach the thresholds for debt and debt service indicators and, should it continue on the same trajectory, it would likely default on its debt service obligations.

Abstract:: Cocoa production forms a very important part of Cameroon’s agroindustrial enterprise particularly along the coastal forest zones along the Littoral Quadrant. There are several communities in the South West region of Cameroon, which economies rely heavily on the cocoa industry. These communities that include areas like Munyenge, Bafia, Bai Bikum, Ekata and many others operate seasonal economies that depend on the fluctuating harvest of the cocoa farmers. The peak periods of harvest in these cocoa producing communities are usually periods of boom that have a serious ripple effect on these communities’ economy. The cocoa industry in these areas is well organized and it has attracted migrant labor from far and near. There are migrants from far off places in the North West and Western regions of Cameroon who come and settle in cocoa producing areas in the South West Region2 . In these areas, there are different categories of cocoa plantation operators: those who own cocoa farms as sole proprietors, while others work as paid labor and others as Two-party operators.3 In these producing areas, there are other categories of workers like the cocoa buyers who act as intermediaries between the farmers and the exporting companies like TELCA. Cocoa buyers are agents who buy cocoa directly from the farmers and intend to sell to exporting companies. Some of the cocoa buyers are independent operators while others act as agents to cocoa exporting companies. These companies alongside the Cameroonian’s government have contributed enormously to develop the cocoa sector, which is an important export exchange earner. The government of Cameroon through regional bodies like South West Development Authority (SOWEDA) and the Rumpi Participatory Development Project4 have taken interest in enhancing the cocoa industry because of the role that it plays in the development of these particular areas and the nation as a whole. The growth and expansion of the cocoa sector in these areas has attracted a huge influx of migrants and it is against this backdrop that this paper establishes a link between cocoa production, seasonal migration and some of the social ills associated with these seasonal movements.

In Malawi, agriculture accounts for 35 percent of GDP and generates more than 80 percent of foreign exchange. In addition, agriculture is the most important occupation for 71 percent of the rural population in which crop production accounts for 74 percent of all rural incomes. Oxfam’s new campaign highlights the systemic inequality and human suffering in food supply chains – and shows how action by supermarkets, governments, small-scale farmers and workers could lead to a decent and dignified standard of living for millions of people. This case study looks at the positive example of the Tuzamurane Cooperative in Rwanda, which has enabled women farmers to access the lucrative international export market for dried pineapple. The combination of a community-focused business model and a positive relationship with an ethical distributor has enabled these farmers to move out of poverty, with benefits for the wider community.

52. Rethinking the Concept of a “Durable Solution”: Sahrawi Refugee Camps Four Decades On

Abstract:: The Sahrawi people, who have long lived in the western part of the Sahara, have been housed in refugee camps in Tindouf, Algeria, since 1975—the year that Morocco took de facto control of Western Sahara. Their situation poses many questions, including those regarding the status of their state-in-exile, the role of the Sahrawi Arab Democratic Republic, and the length of their displacement. The conditions in the Tindouf camps present a paradigmatic case study of the liminal space inhabited by long-term refugees. Over the decades, residents have transformed these camps into a state-like structure with their own political and administrative institutions, which has enabled the international community to gain time to search for an acceptable political solution to the long-term conflict between the Polisario Front (the Sahrawi rebel national liberation movement) and the Moroccan government. The existence of a state-like structure, however, should not itself be understood as the ultimate solution for the thousands of people in these camps, who are currently living in extreme poverty, surviving on increasingly meager international aid, and enduring an exceptionally long wait for the favorable conditions whereby they may return to their place of origin. This essay is divided into three sections. First, it addresses the question of the Western Sahara from a historical point of view. The three major phases of the Sahrawi-Moroccan conflict provide the context for the formation and the current situation of the Sahrawi refugee camps. Second, it touches on the implementation of durable solutions for refugees living in camps and the supposedly transitional role of these spaces in such solutions. Finally, the essay applies an analytical framework to the paradigmatic case of the Sahrawi, demonstrating the contradictions between the theoretical model used to understand protracted refugee situations and the permanent problem regarding the rights of refugees.

Abstract:: According to the IMF, the 2016 GDP per capita estimate for Eritrea was only $771 per annum; for Ethiopia $739; for Gambia $435; and for Nigeria, sub-Saharan Africa's most populous country with major petroleum reserves, it was $2,930, or around $244 a month. According to a comprehensive report prepared by the African Development Bank Group, the number of impoverished people in sub-Saharan Africa had doubled from 1981 to 1998, with the number of people living on less than US $1 per day in the region, "reaching 290 million in 1998, which is over 46% of the total population." According to the Food and Agricultural Organization of the United Nations, in 2014/2015 some 153 million individuals in sub-Saharan Africa, about 26 percent of the population or one out of four individuals above 15 years of age, was "hungry but did not eat or went without eating for a whole day because there was not enough money or other resources for food." [...]a case can be made that all this aid has contributed to fostering a culture of dependency in which foreign aid grants become a form of entitlements that governments rely on to maintain a status quo, as opposed to attracting the type of private sector investments that grow economies.

Abstract:: Ghana’s post adjustment growth and poverty reduction performance has been hailed as impressive, albeit with spatial disparities in the distribution of welfare, especially between the north and south of the country. Researchers generally agree that economic growth does not always reduce poverty. Indeed, the effectiveness of growth in reducing poverty depends on the level of inequality in the population. Growth that increases inequality may not reduce poverty; growth that does not change inequality (distribution-neutral growth) and growth that reduces inequality (pro-poor growth) result in poverty reduction. Policy makers can promote pro-poor growth by empowering the poor to participate in growth directly. Policy makers can focus on interventions that improve productivity in smallholder agriculture, particularly export crops, increasing employment of semi-skilled or unskilled labour, promoting technology adoption, increasing access to production assets, as well as effective participation in input and product markets. Also, increasing public spending on social services and infrastructure made possible by redistribution of the benefits of growth benefits the poor, indirectly.

Abstract:: As with most societies around the world, violence has been a common feature of many African societies. While political violence, especially those targeted at the state and involving armed groups, has gained popularity in public discourses, social violence is one form of violence that is not necessarily against the state. Often driven by few (if any) political objectives, social violence is increasingly becoming a regular occurrence in many states across Africa and other parts of the world. Unfortunately, because of the complex nature of its causal antecedents, social violence attracts less attention from scholars and policy makers. Based on the long-standing arguments that poverty and violence have a significant relationship, this paper focuses on, and demonstrates, the connection between the increasingly high poverty rates and armed social violence in Africa including urban violence and organized crimes such as kidnapping and drug trafficking. The paper presents a set of recommendations to ameliorate poverty and manage the incidence of armed social violence in Africa.

Abstract:: Across Sub-Saharan Africa (SSA) agriculture is a dominant sector in the economies of most countries accounting for between 30 to 40 percent of gross domestic product, and the sector is a leading source of jobs for over two-thirds of Africa’s population. And yet, though it has the potential to be an agricultural power, a combination of low productivity and an inadequate policy framework make SSA the world’s most food-insecure region. Over the last 40 years it has also been steadily losing its share of the global agricultural market. With less than 10% of SSA’s population, Thailand exports more food products than all SSA countries combined, and Brazil’s food exports are now 150% higher than those of SSA, although levels were similar in the 1980s. The “Green Revolution” that transformed tropical agriculture in Asia and Latin America largely bypassed Africa, with total factor productivity growth in agriculture lagging behind that of other regions in the world (Evenson and Gollin 2003) 1 . Two main factors are responsible. First, little land on the continent is irrigated. Only two percent of Africa’s renewable water resources are used, compared to a global average of five percent. Of the 183 million hectares of cultivated land in SSA, 95 percent is rain-fed and less than 5 percent benefits from some sort of agricultural water management practice—by far the lowest irrigation development rate of any region in the world. Moreover, of the 7.1 million hectares equipped with irrigation equipment, only 5.3 million are currently operational. Second, modern inputs and technological processes are grossly underutilized. Africa has, by far, the lowest rate of improved seed and fertilizer use of any region— a rate that has remained virtually constant for the last 40 years—and the lowest level of mechanization in the world. In consequence, African farmers have the lowest farm productivity; their grain yields only one-half of those achieved by Asian or Latin American farmers.

Abstract:: The Sahel is one of Africa’s most fragile regions and suffers from multiple longstanding and overlapping challenges, including entrenched poverty, underdevelopment, climate risks, and food insecurity. These chronic vulnerabilities have been exacerbated in recent years by the spread of a byzantine network of extremist and armed groups that have instrumentalized simmering local grievances and inter-community tensions to spread across the region’s porous borders. The fall of the Libyan regime in 2011 and the 2012 Tuareg rebellion in northern Mali were the genesis of ongoing instability in the region. Over the past decade, extremist and armed groups have continued to both entrench themselves in northern Mali and expand their operational footprint into Burkina Faso and Niger.2 Collectively, these three countries now constitute the core of the Sahel crisis (Cooke, Sanderson, Johnson, & Hubner, 2016). A variety of bilateral and multilateral military operations in Mali and across the wider Sahel region have been unsuccessful in stemming the violence, and since 2015, the number of terrorist attacks in Burkina Faso, Mali, and Niger has risen year on year (ACLED, 2019). The deteriorating security situation in Burkina Faso, Mali, and Niger has generated increasing concern among bordering West African states about the possibility of further regional spillover of conflict into their respective territories (United Nations, 2020a). This paper looks at the impact that violent extremist activity has had on citizens in the Sahel epicenter countries of Burkina Faso, Mali, and Niger as well as the periphery countries of Benin, Côte d'Ivoire, Ghana, Guinea, Senegal, the Gambia, and Togo. Using Afrobarometer Round 7 survey data collected in 34 African countries between late 2016 and late 2018, it examines citizens’ perceptions of how governments are handling the violence and looks at potential vulnerability factors that may expose West African states to the spread of violent extremist activity, including governance performance, trust in institutions, civil liberties, and ethnic and religious tensions or marginalization. The security situation across the Sahel region is highly fluid. Burkina Faso, for example, has seen a rapid deterioration in security since fieldwork for the Round 7 survey was conducted, which would not be captured in the data presented below. However, the findings do provide an important snapshot of public opinion on a range of issues relevant to building more effective counter-terrorism policy.

Abstract:: Though Africa has recorded high levels of economic growth over the past decade, previous Afrobarometer surveys of citizens found little evidence that this growth had reduced levels of poverty in any consistent way (Dulani, Mattes, & Logan, 2013). However, new data from Afrobarometer Round 6, collected across 35 African countries, suggest a very different picture. While “lived poverty” remains pervasive across much of the continent, especially in Central and West Africa, we now see evidence that the decade of economic growth seems to have finally delivered broad-based reductions in poverty. “Lived poverty” (an index that measures the frequency with which people experience shortages of basic necessities) retreated across a broad range of countries. In the roughly three-year period between Round 5 (2011/2013) and Round 6 (2014/2015) surveys, our data suggest that “lived poverty” fell in 22 of 33 countries surveyed in both rounds. However, these changes show no systematic relation to recent rates of economic growth. While growing economies are undoubtedly important, what appears to be more important in improving the lives of ordinary people is the extent to which national governments and their donor partners put in place the type of development infrastructure that enables people to build better lives.

Abstract:: Uganda has made commendable achievements in human development and poverty reduction as part of efforts to achieve Millennium Development benchmarks. Despite the efforts, the country’s under-fve mortality statistics remain high, underscoring the serious challenges that the government faces in its efforts to ensure the survival of children under 5 years of age. The fourth Millennium Development Goal required a two-thirds reduction in child mortality, which implied a decrease in under-fve mortality rate from 156 in early 1990s to 56 per 1,000 live births by 2015. By 2015, the child mortality rate had reduced to 90 per 1,000 live births implying a signifcant stride made in its reduction over the several years. Nevertheless, the rate was still high and the country missed hitting the target of MDG-4 (The Republic of Uganda, 2015; Uganda Bureau of Statistics (UBOS) & ICF International Inc, 2012).

69. Why Are Indian Children So Short?

Abstract:: India's child stunting rate is among the highest in the world, exceeding that of many poorer African countries. In this paper, we analyze data for over 174,000 Indian and Sub-Saharan African children to show that Indian firstborns are taller than African firstborns; the Indian height disadvantage emerges with the second child and then increases with birth order. This pattern persists when we compare height between siblings, and also holds for health inputs such as vaccinations. Three patterns in the data indicate that India's culture of eldest son preference plays a key role in explaining the steeper birth order gradient among Indian children and, consequently, the overall height deficit. First, the Indian firstborn height advantage only exists for sons. Second, an Indian son with an older sibling is taller than his African counterpart if and only if he is the eldest son. Third, the India-Africa height deficit is largest for daughters with no older brothers, which reflects that fact that their families are those most likely to exceed their desired fertility in order to have a son.

Abstract:: Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

Abstract:: Poverty in Botswana is more pronounced in female-headed households (FHHs) especially those residing in rural areas where employment opportunities are limited. Similarly, the proportion of the FHHs to the total poor increased between 2002/03 and 2009/10. However, no study has so far analyzed whether feminization of poverty has occurred. This paper therefore, examines feminization of poverty in Botswana using the 2009/10 Botswana Core Welfare Indicator Survey and the 2002/03 Household Income and Expenditure Survey datasets. The results indicate no evidence of feminization of poverty (at both national and regional levels). However, the results reveal evidence of feminization of poverty amongst the married couples, the widowed, the divorced, the unemployed, those working in own farms and the self-employed. Therefore, public policy should focus on gender sensitive poverty alleviation strategies, with specific focus on the vulnerable FHHs, especially the divorced/separated and the widowed, in order to fully address the feminization of poverty amongst these groups.

Abstract:: Governments across Sub -Saharan Africa seek to address the increasing pressure on land by introducing land reforms. More than half — at least 32 countries — have introduced reforms since the end of the Cold War. Though the reforms are heterogeneous, most of them share a number of characteristics. Most reforms aim to streamline land legislation, land administration and land dispute settlement and to promote markets in land. These new wave land reforms typically do so by recognising existing rights to land (customary rights included), by decentralising responsibility over land administration and land dispute settlement and by promoting registration and issuing land title deeds. How are land reforms being implemented? What is their effect on institutions at the local level? Are the land administration and land court institutions becoming more accessible due to the reforms? This policy brief addresses some of these questions.

79. More Inclusive Decision-making Processes in Foreign Land Leasing: Policy Insights from Kenya

Abstract:: Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.

80. Migration and social mobility in Burkina Faso: historical perspectives on the migration divide

Abstract:: Mobility is a resource and a privilege that is unevenly distributed between countries, and within countries. People from developing countries depend on visas and residence permits to a larger extent than citizens of the developed world. Most migration policy research determines the inequality of mobility mainly as a consequence of restrictive immigration policies in destination countries. The focus of this paper is instead on the limited access order that has led to unequal access to migration between people from an African sending country, which has been largely overlooked. This paper shows the historical emergence of a migration divide between intercontinental and intra-African migrants. Through a historical analysis, the paper under-lines how academic migration to France became a means to social mobility in Burkina Faso after independence, while today there is a breakdown of the social elevator via migration since preferential access to migration is likely to enhance the divide between rich and poor.

Abstract:: Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these disparities and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth.

83. Does Violence Pay? The Effect of Ethnic Rebellion on Overcoming Political Deprivation

Abstract:: Studies have found that politically deprived groups are more likely to rebel. However, does rebellion increase the likelihood of achieving political rights? This article proposes that rebellion helps ethnic groups to overcome deprivation. I illustrate this by using a "typical" case (the Ijaw's struggle against the Nigerian government) to demonstrate how ethnic rebellion increases the costs for the government to a point where granting political rights becomes preferable to war. Further, I exploit time-series-cross-sectional data on deprived ethnic groups to show that rebellion is significantly associated with overcoming deprivation. The statistical analysis shows that democratic change is an alternative mechanism.

Abstract:: In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.

Abstract:: This paper explores the broad issues of Gender, Water and Migration among rural dwellers in Ghana. Particular emphasis is paid to women who seek to improve their life chances and reduce their level of poverty through out-migration from their indigenous homeland primarily to urban and small town enclaves. It updates research on migratory trends in Ghana and examines the socio-economic and health conditions of rural women as a consequence of poor access to water, sanitation, and hygiene (WASH). The politics of water access and impact of globalization and disasters, among other factors, are raised to highlight how such phenomena linked to issues of climatic change and migration, can lead to loss of indigenous knowledge (IK) in rural communities. The paper ends with an overview of how one organization, WaterAid Ghana (WAG), is attempting to alleviate rural women’s poverty by providing sustainable WASH services delivery and advocating for WASH as a basic essential service and right. The use of culturally appropriate and endogenous development is proposed, with the right requisite levels of local and government leadership and financing, to reduce WASH related poverty, support rural development and reduce migration of men and women to overburdened cities where slums are developing without adequate WASH services and negative health outcomes.

87. Determinants of Household Welfare and Poverty in Botswana, 2002/03 and 2009/10

Abstract:: This paper investigates household determinants of welfare and poverty in Botswana. Using the 2002/03 Household Income and Expenditure Survey (HIES) and the 2009/10 Botswana Core Welfare Indicator Survey (BCWIS), and employing regression analysis, we identify education level and employment status of the household head, as some of the key determinants of household welfare and poverty in Botswana. Moreover, we find that residing in rural areas increases the likelihood of being poor and negatively relates to welfare. Therefore, public policy must continue to emphasize on education and job creation amongst the strategies for poverty reduction in Botswana. Still, initiatives for rural development are also critical for poverty reduction.

88. Explaining Sectoral and Spatial Variations in Growth Pro-poorness in Nigeria

Abstract:: This paper examines the sectoral and spatial variations in growth pro-poorness in Nigeria, using the Shapley decomposition, the Ravallion-Huppi decomposition and the Oaxaca-Blinder decomposition. The results show that spatial and sectoral variations in pro-poor growth are a result of inequality and shift in population, human capital (spatial variation only) and structural factors (sectoral variation only). In addition, the paper finds that the zones and sectors with moderate growth have high poverty-growth elasticity, while zones and sectors with high growth have low poverty-growth elasticity. Thus, spatial and sectoral variations in growth pro-poorness result in weak response of poverty to growth in Nigeria.
