1. India’s development cooperation in Africa: The case of ‘Solar Mamas’ who bring light

This paper examines multiple facets of New Delhi’s development cooperation with countries in Africa and argues that grassroots organizations in India that find innovative, low-cost technological solutions to developmental challenges can help governments and multilateral agencies craft inclusive, sustainable policies. The aim of this paper is threefold. First, to understand the major actors, instruments, themes, and mechanisms that make up India’s Development cooperation towards countries in Africa and how these usher in a new dimension of ‘South–South cooperation’. Second, the paper will explore the role of grassroots organizations that have found localized solutions in India that then export their learnings to other geographies and how they craft a unique role for themselves in India’s broader development cooperation framework. To explore this idea further, the paper will utilize the case study of a community-based grassroots organization, Barefoot College, Tilonia, founded by Sanjit Bunker Roy in 1972, and its solar programme. The college trains women from unelectrified, remote communities to become solar engineers who then return to their rural villages with the ability to harness solar power, earning them the title of ‘Solar Mamas’. Third, this paper argues that the uneven, fragmented Indian experience of designing development assistance programmes provides an important non-western perspective that can help decision makers craft policies for an era beyond aid.

Substantial progress has been made toward achieving Sustainable Development Goal (SDG) 3: Health and Well-Being for All. However, progress is plateauing as global health development funding decelerates, and much of the remaining gaps are among the hardest to address, especially for the most vulnerable and hardest-to-reach communities. A key element to reigniting progress toward SDG 3 is significantly improving the effectiveness of the current fragmented health commodity supply chain, through which billions in spending—approximately $6 billion in donor funds in 2015 and $50 billion in overall spending in 2017—flow each year to low- and lower-middle-income countries (LMICs). Fortunately, there is a growing number of innovative supply chain solutions available across sub-Saharan Africa that could have the potential to dramatically improve the underperforming status quo.

This paper traces the development of fintech in sub-Saharan Africa, its evolution over time, and the unfolding benefits attained at each stage of its adoption and market evolution. From the onset, fintechs have revolutionized retail electronic payment systems—a revolution that has evolved into a technological platform to manage micro-savers’ accounts, virtual savings and credit systems, public financial management, and cross-border remittances, and has led to the adoption of new monetary policy frameworks. The uptake of fintech products has led to increased financial inclusion for underserved and unserved populations, improvement of welfare, and the efficient and cost-effective provision of services across all sectors of the economy. The paper also outlines the challenges that persist and need to be addressed to allow the rapid uptake of fintech products and solutions in sub-Saharan Africa. The paper concludes that the fourth Industrial Revolution, driven by fintech, has the potential to propel the continent to higher levels of savings, investments, employment, and inclusive growth, provided an appropriate legal and regulatory framework is put in place and resources are channelled for sufficient infrastructural development.

The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

Abstract:
This TradeLab project analyses the domestic legislation of 14 developing countries in implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The present memo summarises the main findings across the 14 Parties. This memo finds that most assessed Parties have implemented the CITES' core requirements, and recommendations provided in the resolutions of the Conference of the Parties (CoP). The project identifies a minority of three African countries for which the CITES Secretariat may wish to review their Category 1 status. These Parties fall short of all or several of the following elements: they failed to appropriately designate Management and Scientific Authorities by law, circumscribe the Authorities' tasks and responsibilities, or – by exclusively regulating native species – appear not to comprehensively cover species listed in the Convention's three Appendices.

Abstract:
This policy brief provides an examination of China’s rise in relation to its African partners. It takes into account geopolitical concerns, but homes in on China’s Belt and Road Initiative, its means of expanding into Africa. It examines the role of the Digital Silk Road in the use of Chinese artificial intelligence and technology transfers on surveillance and the risks of repression. The brief aims to move beyond the politicised narratives surrounding Chinese involvement in Africa by testing them against practical initiatives on the ground. It examines Ethiopia, particularly its burgeoning tech hub known as the ‘Sheba Valley’, in order to understand China’s role in development in African countries. Ethiopia is a critical case because of: the country’s strong relations with China, leading Ethiopia to model its developmental state model on the Chinese one and incentivising civil servants to learn from the Chinese experience; Ethiopia’s attempt to develop its relatively advanced ICT hub (the Sheba Valley) in collaboration with China’s Shenzhen-based ICT hub; Ethiopia’s historically heavy surveillance and repressive practices, in part modelled on China’s practice of prioritising development over democratic reform.

11. Partnering for Africa’s digital future: Opportunities for the United States, South Korea, and India

Technological competition between the United States and China poses a special dilemma for African nations, whose prosperity depends on doing business with both Beijing and Washington. Although President Joe Biden is expected to assume a softer policy stance toward China—one couched in the language of human rights and liberal values, rather than power and strategic capabilities—competition will persist, driven by Beijing’s ambition to control the key technologies of the future. Rising US-China tensions may eventually force African nations to take sides. Speaking at the 2020 Munich Security Conference, then-US Defense Secretary Mark Esper warned allied nations that the use of Chinese company Huawei’s fifth-generation (5G) technology could compromise future intelligence cooperation with the United States. That’s a real problem for Africa because, together, Huawei and Chinese phone maker ZTE have built nearly 80 percent of Africa’s third-generation (3G) network infrastructure, while Huawei has built 70 percent of all fourth-generation (4G) networks and is competing to build all the future 5G networks in Africa. Chinese mobile-phone maker Transsion Holdings controls 64 percent of Africa’s feature phone market, and more than 40 percent of its smartphone market, and social media platforms such as TikTok and Vskit are fast becoming popular among Africa’s connected youth. For African leaders, disassociation from Beijing is becoming less and less feasible—or attractive. So too is closer alignment with the United States. Washington simply cannot match the large volumes of funding that Beijing extends to the continent. Recent conduct by leading US technology companies, including by Facebook and Google following the 2020 US presidential election, has additionally prompted a global pushback against US “big tech” that could make it harder for the US public and private sectors to compete and hold sway in African markets. Fortunately, there is a third way, both for African countries looking to avoid the crossfires of US-China competition, and for US policymakers seeking to bolster US competitiveness and influence in the region. The solution hinges on closer cooperation with emerging powers, notably South Korea and India, which have recently demonstrated their determination to better understand Africa’s challenges and prospects, and to figure out how their citizens could collaborate with African businesses and governments. For example, in his 2018 address to Uganda’s parliament, Indian Prime Minister Narendra Modi outlined “ten guiding principles for India-Africa engagement” that center on cooperation in digitalization, clean-energy technologies, and cybersecurity—a marked detour from the policies that have historically shaped India-Africa ties. South Korea-Africa relations under President Moon Jae-In have also entered a new phase, with an emphasis on commercial linkages and people-to-people collaboration. Both South Korea and India are rapidly expanding their technological capabilities, and their foreign policies also align well with US interests in the region, and vis-à-vis China. For Washington, cooperation with these emerging powers could keep the door open to US influence in Africa, and could help ensure that Beijing’s strategic foothold in the continent does not deepen. For African countries, such partnerships could help bypass the “either-or-ism” implicit in US-China competition, while encouraging greater diversity and agency in their foreign affairs. There is real opportunity for African states to realize the potential that such alliances could create, and to become significant multilateral actors, able to leverage their distinct assets and pursue their own interests. This report explores how.

Abstract:
Digital Health holds enormous potential to improving access to health care services. It has been well documented that the African health sector is facing challenges in the delivery of high quality healthcare both in terms of development of high quality programs and also in increasing access to health care services. Despite decades of foreign assistance, few countries in the region are able to spend even the $34-$40 per person per year that the World Health Organization (WHO) considers the minimum necessary to provide a population with basic health care. In spite of the billions of dollars of international aid dispensed, an astonishing 50 percent of Sub-Saharan Africa’s total health expenditure is financed by out-of-pocket payments from its largely impoverished population. Interventions that aim at increasing access to high quality healthcare in a cost effective way have the potential to greatly transform the health sector. Digital healthcare technology stands out in the 21st century as a major game changer for the health sector and the African continent is well positioned to benefit greatly since technology can help tackle the rising burden of disease and major obstacles in infrastructure and the environment.

Like other continents, Africa has embraced the so-called Fourth Industrial Revolution. Emerging technologies are defined as those that are radical or novel and may have disruptive effects in the sectors where they are deployed and in society.[1] For example, in Africa, drones have improved the way healthcare is provided in Rwanda as they are being used to deliver blood in remote areas, thus helping to ensure the security of the people. Some of these emerging technologies are being researched and tested. Others have already been deployed, including mixed reality merging the virtual and the real world, Augmented Reality (AR) and Virtual Reality (VR), 5G, Artificial Intelligence (AI), and Blockchain, among others. Currently, Africa is also engaged in technological Research and Development and deployment. Some countries on the continent already have thriving AI hubs, such as Nigeria and Ethiopia. Google has its own AI hub in Ghana, and the United Nations (UN) has an AI centre, the UN Global Pulse lab, in Kampala.

Abstract:
We examine how information from trusted social media sources can shape knowledge and behavior when misinformation and mistrust are widespread. In the context of the COVID-19 pandemic in Zimbabwe, we partnered with a trusted civil society organization to randomize the timing of the dissemination of messages aimed at targeting misinformation about the COVID-19 virus to 27,000 newsletter WhatsApp subscribers. We examine how exposure to these messages affects individual beliefs about how to deal with the COVID-19 virus and preventative behavior. The results show that social media messaging from trusted sources may have substantively large effects on not only individual knowledge but also ultimately on related behavior.

In this month’s feature article, Michael Knights assesses the future of Kata’ib Hezbollah (KH) and Iran’s other proxies in Iraq. He notes that in the wake of the death of KH’s founder and leader Abu Mahdi al-Muhandis in a U.S. airstrike on January 3, 2020, “KH is still the engine room of anti-U.S. attacks in Iraq but it is less politically agile and operates in a more hostile counterterrorism environment where deniability and secrecy have become more important again.” He assesses that the “the Islamic Revolutionary Guard Corps Quds Force is also leaning on a more diversified model in Iraq, drawing on non-KH factions like Saraya al-Jihad and Saraya al-Ashura, and engaging more directly with Iraq’s minorities, including Sunni communities and the Shi`a Kurdish Faylis and Turkmen. History may be repeating itself as Iran develops new smaller and more secure Iraqi cells that are reminiscent of the formation of Kata’ib Hezbollah itself.” Our interview is with Drew Endy, Associate Chair, Bioengineering, Stanford University, who has served on the U.S. National Science Advisory Board for Biosecurity. He argues the United States urgently needs a bio strategy to take advantage of rapid advances in biotechnology, protect against the growing danger posed by its potential malevolent use, and prevent the United States from permanently falling behind as a biopower. “First, we need to demonstrate operational mastery of cells by learning to build them. Second and third, we need to build and secure the bio net. And we have to do this now, within the decade, so that we can translate these advances as infrastructure undergirding a uniquely American bio economy that projects power while advancing life, liberty, pursuit of happiness. If we do this, then we have a chance of taking infectious disease off the table. If we don’t develop and implement a coherent bio strategy, it’s game over, not to be dramatic.” In early August 2020, fighters loyal to the Islamic State captured the town and port of Mocimboa da Praia in Mozambique’s northernmost province of Cabo Delgado. This study asks what impact the Fourth Industrial Revolution will have on job creation and catchup development in Sub-Saharan Africa over the coming decade. Can light manufacturing export sectors still serve African development the way they served East Asian development in the past? If factory floor automation reduces the need for low-cost labour in global value chains, can IT-enabled services exports become an alternative driver of African catch-up development? I present case study evidence from Kenya to show that online freelancing has become an interesting sector, both in terms of its growth trajectory, and in terms of worker upward mobility in the global knowledge economy. As life everywhere moves further into the digital realm, and global internet connectivity between Africa and the rest of the world grows, more and more young Africans who stream onto the labour market may find work in the world of global online freelancing. I discuss the building blocks needed to make online work a sustainable vehicle for African catch-up development in the years ahead.

The vast majority of enterprises worldwide can be categorized as small and medium-sized enterprises (SMEs). They play a crucial role in providing a livelihood and income for diverse segments of the labour force, in creating new jobs, fostering valued added and economic growth. In addition, SMEs are associated with innovation, productivity enhancement as well as economic diversification and inclusiveness. Digitalisation is often seen as game changer that overcomes the challenges of SME finance by capitalising on the reduced transaction costs, the broader access to more and alternative data and the new customer experience shaped by convenience and simplicity. This paper aims to answer the question what the role of digital financial instruments in SME finance in Sub-Saharan Africa is. It reviews and discusses the opportunities and challenges of digital advances for SME finance in general and of three specific financing instruments, namely mobile money (including digital credits), crowdfunding (including peer-to-peer lending) and public equity. It contrasts the hype around digital finance with actual market developments and trends in Africa. Main findings indicate that even though digital advances have led to impressive growth of certain digital finance instruments, it has not triggered a remake of the financial system. Digitalisation of the financial system is less disruptive than many expected, but does gradually change the financing landscapes. Some markets have added innovative and dynamic niches shaped by digital financial services, but new digital players have in general not replaced the incumbents. Furthermore, the contributions of digital instruments to finance in general and SME finance in particular are still very limited on the African continent compared to either the portfolio of outstanding SME finance by banks or the capital raised by similar innovative instruments elsewhere in the world. Many uncertainties remain, most importantly the response of regulators and responsible authorities. They need to provide a suitable legal framework to strike a balance between the innovation and growth aspiration of the digital finance industry and the integrity and stability of markets and the financial system at large. Also regulators have to safeguard data privacy and cybersecurity and prevent illicit financial flows, bad practices around excessive data collection, intransparency and poor reporting as well as exploitation of vulnerable groups with limited financial literacy. Governments also have to address the increasing gap towards those left behind by digital finance due to issues with ownership of a digital device, mobile network coverage and the internet connection or issues of basic digital and financial literacy.

Globally, humans are at crossroads in the 21st century. We are witnessing momentous developments across a spectrum of severe economic challenges, institutional realignments (Brexit), tumultuous climatic changes, socio-cultural and political conflicts, insecurity, terrorism, extreme inequality, poverty, social exclusions, and gender-based discriminations. In fact, the very existence of nation-states (as currently constituted) appears to be under severe pressure as challenges mount and it becomes increasingly clear that many policymakers are often overwhelmed. These policymakers lack coherent or effective responses to growing expectations and demands from increasingly aware and aggressive constituencies for jobs, salary increases, service delivery, quality of life improvements, etc. This questioning of the legitimacy of policymakers and other constituted authority often belies the objective reality of competing needs and severe budgetary limitations for problem solving. Threatened by the prospect of losing control, governments have become increasingly defensive, short-sighted, conservative, and opportunistic as they grope for answers. They have also resorted to populist postures and the use of sound bites, catchphrases and, often, contempt and cynicism directed at real and perceived opponents, including probing of dissenting thinktanks. In the process, there has been a growing shift away not only from concrete results, transparency and accountability but also, particularly, from meaningful understanding of the partnership and contributive roles of think-tanks for all societies and nations. Thus, think-tanks are being subjected increasingly to various forms of bureaucratic and regulatory restrictions aimed at controlling them and reducing or even stifling their critical voices for evidence-based policies and reforms. The net effect is that government funding sources are increasingly drying up where they existed, or out of the question where they were merely being contemplated. Those realities are despite considerable national growth in government budgets over the past few decades. These challenges have been worsened by the exponential global increase in the number of think-tanks which, expectedly, have created greater competition for available resources.

It is clear that technology has brought about significant changes in the livelihoods of people, creating new forms of employment and advancing the traditional forms of employment for individuals. Many countries continue to invest in Information and Communication Technologies (ICTs) with the view to tackling some of the economic challenges such as unemployment. Botswana like other African countries has made annual budgetary allocations towards ICT Infrastructure. Despite, the Government’s efforts to invest and improve access to ICT, the country still faces a high unemployment rate, particularly for the youth. This study therefore, investigates the impact that access to ICTs has on the employment of individuals in Botswana. In order to provide a detailed analysis of the impact of ICTs on employment we apply a probit model for binary choice responses to being employed or not being employed, using the data from the 2014 Botswana Household Access and Individual use of Information Communication Technology Survey carried out by the Statistics Botswana. The empirical results provide evidence that access to ICTs collectively has a positive impact on employment in Botswana. However, disaggregating the ICTs forms presents slightly different results, e-skill training and access to the internet in Botswana are not significant in explaining an individual’s employment status, this may be associated with low uptake of internet and ICTs skills by individuals in Botswana. The policy message from this study is that there is a need for aggressive implementation of collective ICT. [In addition, there is need to improve collective ICTs infrastructure to create more employment].

24. Why “Leapfrogging” in Frontier Markets Isn’t Working

Just before the yuletide of 2018, I arrived in my native Ghana after one of my long spells away. I flipped out my phone, opened Uber, and tried to flag a ride from inside the shiny new terminal of Accra’s international airport. After a couple of false starts I gave up, walked out, and headed for the taxi stand. In the many days that followed, this ritual repeated itself with remarkable regularity. Sometimes I got the Uber, but on as many occasions, I couldn’t. The reasons for the frequent failure ranged from curious to bizarre. The “partner-drivers” would accept the request. Then they would begin to go around in circles. Sometimes they would start heading in the opposite direction. On a few occasions they would call and announce that they were “far away,” even though their registered location was visible to me on the app and their estimated time of arrival had factored into my decision to wait. It would take me a whole week to figure out that the problem wasn’t always that many Ghanaian Uber drivers couldn’t use GPS all that well, or that they were displeased with fares. There were other issues that I’d left out of my calculation, such as my payment preference, which was set to “bank card” instead of “cash.” The drivers want cash because it allows them to unofficially “borrow” from Uber and remit Uber’s money when it suits their cashflow. Though Uber offers two tiers of service, the difference in quality appeared negligible. Even on the upper tier, it was a constant struggle to find an Uber whose air conditioner hadn’t “just stopped working earlier today.” As something of a globetrotter used to seamless Uber services in European and American cities, I found the costs of onboarding onto Uber as my main means of mobility in Accra onerous. Why is a powerful corporation like Uber, reportedly valued by shrewd investment bankers at $120 billion, with $24 billion in capital raised, unable to maintain even a relative semblance of quality in its product in Ghana? And in other African cities I have visited? It may seem bleedingly obvious why heavily digitalised Facebook, Twitter, Microsoft, and Google manage to deliver fairly uniform standards of product quality regardless of where their customers are based, whilst Uber, because of its greater “embeddedness in local ecosystems” and lower digitalisation of its value chain, fails. But in that seemingly redundant observation enfolds many explanations for why the innovation-based leapfrogging narrative in frontier markets, especially in Africa, unravels at close quarters.

25. Fuel Subsidy Reform and Green Taxes: Can Digital Technologies Improve State Capacity and Effectiveness?

Abstract:
Reforming inefficient and inequitable energy subsidies continues to be an important priority for policymakers as does instituting “green taxes” to reduce carbon emissions. Simply increasing energy prices will have adverse impact on poorer consumers, who may spend substantial budget shares on energy and energy-intensive products even though the rich typically appropriate more of the price subsidy. Equitable pricing reforms therefore need to be accompanied by programs to transfer compensation: depending on the situation, this can be targeted or universal. Successful reforms require measures to raise awareness-of the subsidies and the problems they cause, effective dissemination of the reform to the population, and rapid feedback loops to facilitate mid-course corrections. Digital technology, including for unique identification and payments, as well as general communications, can help build government capacity to undertake such reforms and respond to changes in fuel markets. The paper outlines the use of digital technology, drawing on four country cases. The technology is only a mechanism; it does not, in itself, create the political drive and constituency to push reform forward. However, it can be employed in a number of ways to increase the prospects for successful and sustainable reform.

Abstract:
The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

Abstract:
Following the launch of M-Pesa in 2007, Kenya has emerged as a global leader in the development of mobile money and in increasing rates of financial inclusion. This paper shows how M-Pesa’s success has led to a series of endogenous innovations that have shaped Kenya’s digital space, placing it ahead of other developing economies in the region in the deployment and use of digital technology. It also explains how the mobile financial services revolution enabled the government to implement its e-governance strategy to better provide a range of services and opportunities to beneficiaries of public programs, business, taxpayers and investors, as well as dynamizing the private sector. At the same time, even as it contributes to strengthening state capacity, the digital revolution makes new demands on the state, and the paper outlines several important challenges that Kenya will need to address in order to further consolidate its success. These include improving connectivity across the country, ensuring a fully interoperable mobile payments platform and implementing measures to strengthen consumer protection. Another important focus for the future is to transition to a fully digital identification (e-ID) system. The thrust of the paper is to provide inspiration and guidance for other countries to use Kenya’s achievements as an example.

31. Automation and AI: Implications for African Development Prospects?

Now that computers are capable of taking the jobs that require brain as well as brawn, it may appear there is little left for humans to do. There are many scary forecasts of the capacity of automation and AI to replace a lot of workers very fast. Self-driving vehicles may wipe out opportunities for taxi driv- ers and truckers, for example. Brynjolfsson, Rock, and Syverson note there are 3.5 million people em- ployed driving vehicles in the US. If automation reduced that to 1.5 million, that alone would increase total US labor productivity by 1.7 percent,1 but it would also leave two million drivers looking for work. In 2013, Oxford economists Carl Frey and Michael Osborne made waves by predicting that 47 percent of US employment was automatable over the next two decades, with a higher estimate for developing countries.2 Erin Winick of Technology Review subsequently produced a summary table of job losses and gains estimations on automation.3 Some of the worldwide figures are in Table 1. There are clearly two sides to the ledger, but some of the predicted job loss numbers at the global level are considerable. The forecasts suggest bad news for Africa in particular, given concentration in types of low-skill jobs that might be easy to automate, rising working age populations, and already far too few good jobs to occupy the existing population. Arntz et al. suggest the share of workers at high risk of automation is 40 percent amongst those with a lower secondary education and above 50 percent for those with primary or less education.4 Advanced manufacturing and AI applications including automated call centers might even reverse the trend towards manufacturing and low-skilled services moving to developing countries. That would imperil a recent run of global income convergence. And there have been cases of impact al- ready: Foxconn replacing 30 percent of its workforce when it introduced robots, and 1,000 lost jobs in Vietnam when Adidas shuttered a factory and moved production to “speed factories” in Germany and the US. If this is the beginning of a trend, it would be harmful to African development prospects.

33. Financial Inclusion in Eswatini: What is Driving the Adoption of Mobile Money?

Mobile money has gained increasing importance and prominence in many sub-Saharan African countries and as a result, it is seen as a possible key to fast-tracking financial inclusion in developing countries including Eswatini. Although financial inclusion rates have improved considerably in Eswatini, the adoption of mobile money is still relatively low in the country compared to other countries in sub-Saharan Africa, yet a majority of the population knows about the technology. This study investigates the driving factors of mobile money adoption in Eswatini using a logit and probit analysis based on the 2014 FinScope Financial Access and Consumer Survey. Findings reveal that the likelihood of using mobile money increases with increasing levels of financial literacy, education, sending and receiving remittances using mobile money, usage of informal financial products, living in an urban area, and adjusting income during times of shock. Results suggest opportunities for financial inclusiveness such as designing and implementation of financial literacy education and money management programs, purposely targeting the underserved population (rural), as well as informal financial product usage formalization.

34. The Impact of Information and Communication Technologies on Jobs in Africa: A Literature Review

In the past two decades, Africa has experienced a wave of mobile telephony and the early stages of internet connectivity. This paper summarises recent empirical research findings on the impact that information and communication technologies (ICTs) have had on jobs in Africa, be it in creating new jobs, destroying old jobs, or changing the quality of existing jobs in levels of productivity, incomes, or working conditions. The paper discusses various channels in which ICTs can impact jobs: In theory, they have the potential to allow for text-based services platforms that can help farmers and small and medium-sized enterprises (SMEs) become more productive or receive better access to market information; mobile money has the potential to allow the most vulnerable workers more independence and security; and the internet could allow women, in particular, to increase their incomes and independence. This literature review examines what rigorous empirical evidence actually exists to corroborate these claims. Most of the studies reviewed do indeed find positive effects of ICTs on jobs (or related variables) in Africa. On the basis of these findings, the paper reviews policy options for those interested in job creation in Sub-Saharan Africa. The paper concludes by highlighting that these positive findings may exist in parallel with negative structural dynamics that are more difficult to measure. Also, the review’s findings - while positive across the board - should be seen as distinct for ICTs in the period of the 2000s and 2010s, and cannot easily be transferred to expect similarly positive effects of the much newer, Fourth Industrial Revolution Technologies (such as machine learning, blockchain technologies, big data analytics, platform economies), which may produce entirely different dynamics.

Abstract:
This report presents findings from a TechWomen program evaluation conducted in 2018 by IIE’s Research, Evaluation, and Learning team. The evaluation assessed change in participants’ professional skills and capacities. The evaluation team utilized Social Network Analysis methodology to measure development of the participants’ professional networks with each other and with STEM professionals in the U.S. The report also outlines how the program impacted participants’ and mentors’ cross-cultural understanding and exchange of professional best practices. Finally, the report highlights program’s impact on participants’ and mentors’ communities and specifically on women and girls. TechWomen is an initiative of the U.S. Department of State’s Bureau of Educational and Cultural Affairs implemented by IIE. Launched in 2011, the program supports the United States’ global commitment toward advancing the rights and participation of women and girls around the world by enabling them to reach their full potential. TechWomen empowers, connects and supports the next generation of women leaders in science, technology, engineering and mathematics (STEM) from Africa, Central and South Asia, and the Middle East by providing them the access and opportunity needed to advance their careers, pursue their dreams, and inspire women and girls in their communities.
