Abstract:: In Tanzania, climate change adaptation is financed by international development assistance and by nationally generated revenue. While international development assistance is registered by OECD and climate change adaptation relevance tagged by donors, the proportion of the nationally generated revenue that is climate change adaptation relevant is unknown. This DIIS Working Paper analyses the climate change adaptation relevance of the national budget (from 2014 to 2022), using the same methodology applied in a previous study (Yanda et al., 2013). The study further assesses the degree to which climate change adaptation financed is devolved to local government. The study finds that a disproportionately high proportion of climate adaptation finance is used at central government levels due to priorities being established at the ministry level. Moreover, the study finds that local governments lack discretion over climate change adaptation finance due to the country’s highly centralised policies, practices and procedures. Qualitative fieldwork indicates that nearly all climate change adaptation finance accessed by local governments comes with a central government tag (directive) on how to use it.

2. Inclusion and exclusion in Somali drought emergency assistance

Abstract:: When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 3. How to encourage private sector climate initiatives in Kenya

Abstract:: Climate change is a particularly pertinent issue in Kenya because the country’s economy is highly dependent on its natural resource base (such as agriculture and fisheries), which are sensitive to temperature and rainfall variabilities. As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Kenya must work to mitigate and adapt to climate change. This requires significant financial resources. Per the UNFCCC framework, some national climate actions are not expected to receive financing from international financial sources. Therefore, the country must look for innovative ways of domestically sourcing finances for low-carbon development and climate resilience programmes. Kenya has, in this regard, set up and implemented a national climate fund for financing adaptation and mitigation projects, ideally from various sources, including the private sector. This policy brief explores the legal, price-based, property-based, and information-based incentives for private sector investment and engagement in climate adaptation and mitigation in Kenya. The analysis is based on desk research and 51 stakeholder interviews from identified private sector institutions and industries in Kenya.

4. The Challenges of Climate Financing in Conflict Contexts

Abstract:: The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

5. Urbanisation and Rural Development in Developing Countries: A Review of Pathways and Impacts

Abstract:: This paper reviews the current state of literature on the impacts of urbanisation on rural development in developing countries, with an emphasis on Sub-Saharan Africa (SSA). Assessments of these effects diverge greatly. While some authors see urbanisation as strongly benefitting rural areas, for instance, through increased demand for agricultural goods and services, others highlight negative effects, for example, through the loss of livelihoods emanating from displacements and the conversion of agricultural land. Given this complexity, a review that thoroughly analyses the causal relationships between urbanisation and rural development is warranted. To do this, this Discussion Paper identifies seven channels through which urbanisation affects rural development: i) production and consumption linkages; ii) employment linkages; iii) financial linkages; iv) land market linkages; v) information and public service linkages; vi) social interactions linkages; and vii) environmental externalities. As to the first channel, production and consumption linkages, the review suggests that urbanisation has increased demand for agricultural products and services; natural resources; commercialisation and modernisation of agricultural technologies; and smallholders’ participation in modern agricultural value chains. The employment channel suggests that rapid urbanisation is enabling the diversification of rural livelihoods by bringing new economic opportunities to rural areas, but the effects have not been uniform across countries and communities. With regard to financial linkages, flows from cities have increased in many developing countries, benefitting rural areas; yet some studies point to no or to negative effects due to reduced agricultural productivity from the loss of labour and technology, and the crowding out of investment. Land market effects are particularly heterogeneous. While urbanisation tends to drive land value up and encourages investments, there are also negative developments in terms of crowding out and speculation. As to information and public service linkages, the review suggests that urbanisation has fostered information and knowledge flows from urban areas to rural areas which have improved income, innovation, and employment. Social interactions among urban and rural citizens more generally may bridge cultural gaps, improve the flow of information, knowledge, and resources pertinent for rural economic transformation, and thereby enhance social cohesion; yet little empirical evidence exists so far in terms of effects and causalities. Finally, urbanisation affects rural development through the environmental externalities it generates: waste disposal, environmental degradation, and loss of biodiversity. If appropriate technologies are put in place, urbanisation can also improve waste management and soil fertility, thus reducing the cost of agricultural production. To this end, the review has identified research gaps that have important policy implications. First, although effective rural-urban planning, monitoring and evaluation of rural-urban development policies require better data, there is lack of data collection systems or their quality is poor. In this respect, investing in emerging data sources such as satellites data can help countries improve their data collection systems and measures. Second, research is needed to revise and reformulate better theoretical frameworks that take into account the uniqueness of African urban cities. Third, empirical evidence which documents to what extent and how rural-urban linkages provide an important arena for improving social interactions among neighbours, societies, and communities is needed. Finally, as many African countries continue to experience rapid urbanisation (mostly urban sprawl), a thorough study of the impacts of urban externalities on agricultural productivity, food security, biodiversity, and the health of rural communities is necessary.

7. Concurrent Crises in the Horn of Africa

Abstract:: The greater Horn of Africa, stretching from southern Ethiopia to northern Kenya and Somalia, is experiencing its worst drought in four decades. A fourth consecutive failed rainy season caused by the La Niña weather phenomenon has generated extreme drought conditions that have curtailed agricultural production, destroyed crops, and killed more than 3 million livestock, threatening the livelihoods and lives of millions of farmers and pastoralists. Across the region, more than 20 million people currently face starvation, and nearly 6 million children under the age of five are acutely malnourished. The number of individuals impacted by acute food insecurity will likely increase to over 25 million by mid-2022, hitting conflict-affected Ethiopia and Somalia the hardest, potentially leading to widespread malnutrition and starvation. Droughts in the region are not new, but they are becoming more frequent and severe, resulting in longer-term impacts. Climate models forecast the upcoming October–December rains to underperform, meaning the region will likely see an unprecedented five-season drought. Rangelands are unable to recover from increasing drought cycles and pastoralist livelihoods may no longer be viable in many areas. The current drought is the latest of many crises afflicting the Horn, including the Covid-19 pandemic, devastating floods, and locust outbreaks. The Horn is also one of the most conflict-affected regions of the world. Each country in the Horn has experienced some measure of political strife for decades. Conflict and violence have compounded the effects of climatic shocks on affected populations by creating additional needs and barriers for international humanitarian organizations and frontline local actors. Women and girls are bearing the brunt of these concurrent crises due to prevailing gender inequalities, which hinder their participation in decisionmaking mechanisms and humanitarian response and recovery efforts, undermining the integration of local actors in humanitarian action. While resilience-building efforts have made some progress in mitigating impacts from drought, they are not yet scaled to the overwhelming need. The combined effects of the climatic and political crises necessitate both an emergency humanitarian response and the implementation of long-term climate adaptation and resilience strategies.

8. Supporting Water Programming in the Sahel

Abstract:: The Sahel region of Africa is one of the most climate-affected regions in the world. Temperatures are rising 1.5 percent faster than the global average rate. Increasing temperatures and irregular rainfall have resulted in regular droughts and floods that disrupt traditional agropastoral patterns and contribute to broader instability and fragility. Lake Chad, a crucial water and livelihood source for 30 million people in the Sahel, has shrunk by 90 percent since 1960, displacing 2.3 million people and creating a humanitarian crisis. Periods of prolonged and intense drought and improper land use have degraded much of the soil in the Sahel. In Burkina Faso, over one-third of farmland is degraded, meaning some land cannot sustain agriculture even when there is enough rainfall. A rapidly increasing population, coupled with the impact of climate change, means more people are competing for diminishing water resources. This results in a vicious cycle of population growth, land degradation, and food instability. The greater the population, the greater the demand for food and the greater the use of unsustainable farming practices, exacerbating food scarcity and demand for additional farmland. As the U.S. Agency for International Development (USAID) updates its water strategy, it is important to examine the interplay of economic and conflict fragility, irregular migration, climate change, and water availability in the Sahel to identify interventions for greater resilience. In a region like the Sahel, water is critical to resilience and adaptation to the effects of climate change. While water strategy is not a cure-all, it can improve outcomes for other challenges. The Biden administration recently announced the new Partnership for Global Infrastructure and Investment (PGII), an initiative to mobilize private capital investment in infrastructure. The four pillars of this initiative—climate and energy security, digital connectivity, health and health security, and gender equality and equity—could support additional investments in water infrastructure.

Humanity cannot afford to repeat the mistakes that have beset Africa’s mining in the past. To achieve a triple win, this time must be different. There are a whole host of policies available, and many ideas from experts. NRGI has brought these together and considered how they may work to truly achieve a triple win.

11. Who Benefits from Tunisia's Green Hydrogen Strategy?

Abstract:: As the global energy sector sought to revamp itself over recent years, several countries around the world have joined a race toward green hydrogen –labelled “energy of the future”. Unlike grey hydrogen, made by fossil fuels (natural gas) and a significant source of greenhouse gases,1 2 green hydrogen is generated by electrolysis whereby water is split using electricity from renewable energy sources. The combustion of 1kg of this gas produces almost four times more energy than one kilogram of gasoline.3 In 2021, the production of green hydrogen produced represents only 5% of the 94 million tons of overall produced hydrogen globally.4 However, this quantity is bound to rise, given the various strategies developed in the post-Covid economic recovery plans or by strategies to power Europe with alternatives to Russian gas.5 While a global market for green hydrogen is being shaped, Tunisia launched in early 2022 the development of its very own national strategy for green hydrogen to be finalized by 2024. The country has already announced that it will prioritise export6 of this green fuel over local use.7 “Promoting green hydrogen, a growing market in today’s world, is very important to Tunisia,” affirmed GIZ, 8 the Tunisian government’s lead partner in this strategy development project. Although the Tunisian Ministry of Energy has made green hydrogen one of its projects of high importance, civil society, scientists, and potentially affected communities have so far been left out of all conversations. Hence, the country misses a chance to map out eventual risks, environmental and social concerns and to address emerging concerns from the outset. The large-scale production – powered by solar and wind energy megaprojects – requires vast mobilization of several types of resources along the entire production chain of this fuel. When the Ministry of Energy asserts that: “these projects do not entail obvious negative impacts on the environment,” nothing is less verified than such statement. Current discussions focus mainly on Tunisia’s position in this emerging global market, but they rarely touch on the social and environmental costs of this type of major projects. Nonetheless, multiple studies9 were published more recently, warning of the impact of these projects on natural resources – water, land, etc. – in countries heavily affected by climate change. In addition, the benefit of this new sector is questionable in terms of Tunisia’s climate commitments. To this day, the country depends as much as 97% on Algerian gas to produce electricity10 and the energy transition has stagnated. However, it plans to export the bulk of the green hydrogen potentially produced on Tunisian soil mainly to Europe, This was confirmed in interviews and meetings in the context of this report While green hydrogen is a more preferable alternative than more polluting options, its mass production would primarily benefit the energy needs of Europe. This raises another fundamental issue as it is replicating an extractivist model oriented towards international export markets and build on the overexploitation of natural resources. To develop a green hydrogen production strategy, Tunisian authorities along with their European partners, namely Germany, seek to prolong the exploitation of resources of neighbouring countries without sufficiently considering the energy needs of locals, the social and environmental risks, the fact that Tunisia is a water stressed country or the financial debt resulting from such investments.

Abstract:: The oil and gas industry is regarded as one of the most dynamic, complex and controversial industrial sectors and involves activities that generate a whole range of diverse viewpoints. This has resulted because the industry has several stakeholders who can influence and, at the same time, be impacted upon by activities associated with the value chain of oil and gas oriented business. However, one extremely important stakeholder is the community. Many researchers (Orsini 2016; Wall 2012; Mascarenhas 2011; Kinslow 2014; Boladeras, Wild and Murphy 2016) agree that the viewpoints of communities where oil and gas operations are carried out should be given high priority due to their significant influence over industry activities in their region, as well as the fact that they are the entities most impacted by these activities. This research examined notable conflicts experienced between oil companies and host communities in Africa with the aim to identify means by which relationships between the two aforementioned parties could be made cordial and sustainable. An integrated literature based research method and a case study strategy were adopted for this research. Two frameworks that will support organisations in effectively engaging and establishing cordial relationships with stakeholders were developed by the author; and the key findings of this research are that an effective means of establishing sustainable cordial relationships with host communities in Africa is by involving them in the ownership of operations in their region. This will naturally instill in them some sense of responsibility over the operations, which will in turn enable oil and gas companies to gain the trust, cooperation and support of host communities, as well as the social license to operate in their region. This relationship can be sustained if both parties work collaboratively to determine ways in which benefits from the operations may be maximised.

Abstract:: All Africans—whether living in urban or rural areas—need access to affordable, clean, efficient, reliable, climate- proof, and renewable energy for both residential and productive uses to achieve sustainable development objectives. This report sets out a comprehensive and actionable roadmap for Africa’s zero-carbon energy transformation by 2050, with most advances achieved by 2030. Natural resource management in minerals, fossil fuels, and land sits at the core of the strategy. The world is moving to decarbonization by 2050. This is the dominant geopolitical message of 2021, appearing, for example, in U.S. President Joe Biden’s online summit with world leaders in April 2021 and in the new IEA Report on Net Zero by 2050: A Roadmap for the Global Energy Sector. Africa will be part of this global trend. Prospective oil and gas projects in Africa will no longer be pursued as overseas markets and financing will shrink. At the same time, Africa’s vast renewable energy potential, in the solar and hydropower sectors especially, will engage increasingly bankable and highly attractive investments. In net terms, Africa has a huge amount to gain from a decisive build-up of renewable energy and the capacity to produce the minerals, hardware, and software of the new zero-carbon energy economy. Starting from a simple and transparent model of the annual investment volumes needed to provide continent-wide access to electricity based on renewable sources (Section 2), the report addresses various imperatives and challenges regarding Africa’s energy planning (Section 3) and financing (Section 4) and outlines recommendations for immediate implementation of the strategy from 2022 (Section 5).

16. The UN Environmental and Climate Adviser in Somalia

Abstract:: The UN Assistance Mission in Somalia (UNSOM) was among the first special political missions to receive climate-related language in its mandate, reflecting Somalia’s acute vulnerability to the impact of climate change. In 2020, UNSOM also became the first mission to have an environmental and climate adviser deployed to help implement this mandate. The adviser’s work is structured around three pillars: Mainstreaming the environment and climate throughout the mission’s mandated areas of work; Coordinating UN agencies, government actors, and NGOs working on climate across the humanitarian, development, and peacebuilding sectors; and Supporting the government in developing, funding, and coordinating its climate action plans and policies. This issue brief reviews the role of the environmental and climate adviser in Somalia, including their areas of work, successes, challenges, and opportunities for replication in other mission settings. Strong buy-in from both mission leaders and national and regional counterparts has facilitated the adviser’s ability to help the mission implement its mandate relating to climate change, environmental degradation, and other ecological challenges. Furthermore, the adviser has successfully helped to coordinate climate-related work, incorporate strategic analyses into climate-related risk assessments and responses, and liaise with local actors. The adviser has also faced challenges, including the broad scope of work tasked to a single person and the unique set of skills required, as well as the political contention surrounding the concept of climate security. The brief concludes by looking ahead to the growth of environmental and climate advisers in other UN missions and the importance of understanding and addressing interlinkages among climate, peace, and security as the impacts of climate change accelerate.

Abstract:: We re-examine the effects of negative weather anomalies during the growing season on the decision to migrate in rural households in five sub-Saharan African countries. To this end we combine a multi-country household panel dataset with high-resolution gridded precipitation data. We find that while the effect of recent adverse weather shocks is on average modest, the cumulative effect of a persistent exposure to droughts over several years leads to a significant increase in the probability to migrate. The results show that more frequent adverse shocks can have more significant and long-lasting consequences in challenging economic environments.

Elsewhere, Paris Agreement climate finance commitments are set to prioritise the countries that are most impacted by climate change. However, new research by Oxfam shows that, despite West Africa/Sahel being one of the world’s most climate-vulnerable regions, the international climate finance received falls far short of meeting national climate finance needs and is being significantly over-reported in favour of debt instruments. Adaptation finance is also insufficient. Reported climate finance does not place gender equality at the centre, and only a small part directly reaches local actors. In light of this, developed countries and other donors should scale up grant-based adaptation finance that reaches the local level and responds to the real needs of particularly hard-hit regions such as West Africa/Sahel.

Abstract:: The relationship between climate change and deadly conflict is complex and context-specific, but it is undeniable that climate change is a threat multiplier that is already increasing food insecurity, water scarcity and resource competition, while disrupting livelihoods and spurring migration. In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

Abstract:: The term ‘natural resource (in)justice’ has been used in various contexts by various scholars. Contemporary resource justice scholarship highlights several different areas of debate, including power and inequality in resource access, control, ownership, greening, eco-efficiency, feminist ecology, resource transparency, just transitions,[1] resource equity, resource rights, and fairness with regards to global inequality in North/South natural resource policies.[2] Resource injustice underlines two dynamic and interwoven contexts. First, there is the anthropogenic context, which examines the adverse effects of natural resource extraction on humans, including exclusion, degradation, inequality, and unfair treatment in natural resource allocation. Second, there is the eco-centric context, which explores the adverse effects of natural resource extraction on the ecosystem or the natural environment. The broader terrain within which natural resource justice is being pursued is rapidly changing. With the rise of natural resource justice movements, new ecological threats, the ongoing Covid-19 pandemic, and lethal feedback with deleterious capitalist resource extraction in the global South, resource justice is confronted with new challenges, notably resource conflict. Since the end of the Cold War, there has been a considerable and increasing number of studies on natural resource conflict, including on questions of resource appropriation or what has become known in resource conflict debates as the ‘resource curse’, which points out the paradox of poverty among resource-rich countries.[3] Conflict and poverty are intertwined. In 2013, 471 million people lived in fragile and conflict-affected countries, while 78% of the world’s poor lived in these countries (181 million people).[4] Natural resources – land, water, forests, air – are essential to life on Earth.[5] Natural resource conflict accounts for the incompatibility of goals in natural resource use or appropriation. The rural poor in developing countries remain the most vulnerable, as they directly depend on natural resources for their food and livelihood security, while the livelihoods of 2.5 billion people depend wholly or partly on agriculture.[6] The dynamics of fair and equitable resource allocation in contexts associated with resource injustice are largely unknown. This is true especially where the resource-bearing local population is either marginalised or excluded in decision-making processes regarding natural resources.

The present monography, sponsored by the European Institute of the Mediterranean (IEMed), addresses the socioeconomic impact of climate change. There are a lot of studies on the biophysical impact of climate change. Its socioeconomic impact has been less studied probably because of its complexity. Important knowledge gaps do exist. The purpose of gathering knowledge on the socioeconomic impact of climate change is to advise decision-makers on the difﬁcult decisions to be taken to mitigate and adapt to climate change in a region facing severe threats that climate change only exacerbates. For decision-makers, the socioeconomic impact is more relevant than the biophysical impact of climate change.

Abstract:: With increasing evidence that rural households in Sub-Saharan Africa (SSA) opt for deagrarianization as an adaptation strategy to climate change, it is becoming important to understand the role of Global Climate Change (GCC) in ongoing structural transformation processes in these countries. We use Senegal as a case study country and analyze how various GCC scenarios affect the country's economic sectors, households' welfare, and structural transformation patterns. Our simulation results suggest that GCC can increase the country's deagrarianization pace, with industrial and service sectors in the capital Dakar being the most important destinations of the former agricultural labor force. Although unplanned urbanization smoothes the overall negative impact of GCC and decreases spatial income disparities, uncontrolled deagrarianization is also associated with negative externalities. Previous growth-focused studies suggest that services partaking in Senegal’s deagrarianization can hamper its long-term growth prospects, and our results suggest that productivity increase of services can redirect part of the former agricultural labor force towards industrial sectors.

Abstract:: Africa is an enormous continent composed of several regions and 54 states, populated with more than 1.3 bil- lion people. Tere are more than 1,500 languages and diverse cultures. Both low-income and high-income countries and disparate levels of development are found on the continent. There is both concern and hope in the air regard- ing the trajectory that Africa’s development will take. Dwelling solely on negative news about confict, polit- ical turmoil, hunger and refugees is not constructive. Neither is seeing Africa through ‘rose-tinted glasses’ as a continent full of promise for trade and investment prospects. Rather, a balanced and realistic vision that looks over the horizon into the future is required. Talking about the diverse and vast continent as a whole is fraught with potential accusations of sweeping generalizations and even arrogance. Nonetheless, this is exactly what the business of forecasting is all about. To put it another way, predicting the future is essentially about painting the canvas with broad strokes and seeing the big picture. It is then up to area studies, sociology, anthropology, political science and similar disciplines to dwell on the more nuanced and detailed case studies. 32. Resolving Human Wildlife Conflict in Botswana Through Social Protection

Abstract:: This policy brief is based on a national tracer survey covering 66 villages in Botswana. The main aim of the study was to ascertain the magnitude and social impacts of human wildlife conflict (HWC) on victims and their families. In addition, the study sought to assess the relevance and effectiveness of the ex gratia compensation scheme to victims of wild animals’ attack which was introduced in 2015. The key findings reveal that local people exposed to life threatening wildlife attacks express fear and animosity towards wild animals, and also feel rejected and disappointed from a fragmented government service delivery system. Major policy recommendations to be considered by government and other stakeholders include provision of comprehensive therapeutic rehabilitation and reconstructive surgery to HWC victims, comprehensive compensation according to the severity of injuries sustained, and establishment of an Ex Gratia Scheme or Ex Gratia Tribunal.

Abstract:: From a geohistorical point of view, Cameroonian cities are characterised by what B. TAMRU (2001) describes as a “process of vulnerability“. This concept is in line with the phenomenological approach, which studies the impact of human actions on risk and its aggravation, based on the study of damage (P. PIGEON, 1994). However, urban dynamics are still poorly taken into account in the diagnosis of environmental risks. In this case, the flood risk is rarely studied in all its spatio-temporal depth: “The risk of flooding is thus most often analysed at a time “t”, according to a given hazard, on channels considered as stable”. From this point of view, starting from a diachronic analysis, the geohistorical context of Cameroon cities, particularly urban centres such as Douala (economic capital) and Yaoundé (political capital), constitutes an important key to reading the current urbanistic, social, economic and environmental challenges. Based on recent news, in particular the images of the Yaoundé VII Town Hall flooded after the downpour of 8 June 2021, this paper analyses the vulnerabilities of Cameroon cities through the prism of two variables: firstly, the socio-spatial processes that produce them and, secondly, the mechanisms that determine the capacity of cities to adapt to environmental risks. It brings to the fore the thorny issue of urban governance lato sensu. The case of the Commune of Yaoundé VII is symptomatic of urban governance in Cameroon and raises the question of whether municipal executives are definitively caught in the dilemma of “laissez-faire” and “faire laisser”.

35. Environmentalism After Decentralization: The Local Politics of Solid Waste Management in Tunisia

Abstract:: Ten days before the end of 2020, Mustapha Laroui, then Minister of Environment and Local Affairs, was dismissed from his post on suspicion of corruption. Laroui served in Tunisia’s ninth post-revolution government, headed by Hishem Mechichi who also kicked him out of office. He was arrested the same day. The scandal that ended Laroui’s career in government concerns facilitating the transfer of 282 containers equivalent to 480 tons of Italian waste to Tunisia via the port of Sousse.1 The full extent of the scandal was revealed after the investigative TV show “Al Haqa’eq al Arba‘a” (the four truths) ran an episode on 2 November 2020 uncovering the scale of the problem. Twenty-three additional suspects were arrested and questioned in relation to the scandal, including the director of the National Agency for Waste Management (ANGED), who was later released, and a Tunisian diplomat based in Naples. Though it made the news in November, the imported waste had been sitting in the port of Sousse since early 2020. Reports indicate that the deal that brought southern Italian waste to the Tunisian shore was signed between the export-oriented Tunisian firm Soreplast and the Naples-based Italian firm Sviluppo Risorse Ambientali Srl. Contrary to the media narrative – whereby Soreplast had allegedly imported post-industrial plastic waste to process, recycle, and export – the formal contract indicates that the objective was the permanent elimination of the waste in Tunisia, with a price tag of 48 euros/ton, not to exceed 120,000 tons per year, for a total value of 5 million euros. Dirty scandals haunt Tunisia’s solid waste management sector. An investigative report published by Nawaat2 in May 2015 focused on the rampant corruption in the management of the country’s largest controlled landfill, the landfill of Borj Chakir in the municipality of Sidi Hassine, a southern suburb of Tunis with a number of working-class neighbourhoods (quartiers populaires).3 A pithy summary describes the situation: solid waste management is a highly lucrative sector where opacity and corruption are not only endemic but also institutionalized. The report exposes the rigged public tendering process which enabled the French company PIZZORNO Environnement headed by François Léotard to win the contract for the management of the Borj Chakir landfill because of Léotard’s friendship with ousted president Zine El Abidine Ben Ali. The infractions were reported in a 350-page investigation prepared by Abdelfattah Amor, 4 which addresses corruption and embezzlement affairs across sectors perpetrated by the authoritarian regime and its cronies. The creation of ANGED in 20055 as a public non-administrative agency responsible for solid waste management (henceforth SWM) seems to have facilitated institutionalized corruption in the sector. Starting in the 1990s with the acceleration of neoliberal policies, a veneer of awareness-raising campaigns to create environmentally conscious citizens hid institutionalized corruption in SWM from public view. Labib (figure 1) was the emblem of these campaigns. The environment mascot whose statues filled roundabouts across Tunisia is associated with the RCD (Constitutional Democratic Rally), the one-party-state of the authoritarian regime. After the revolution, most of these statues were vengefully destroyed in protest. Those still standing are a reminder of the powerful ideas the authoritarian regime ingrained in citizens’ minds about the environment, and which encompass two elements: aesthetics (decorating public spaces with statues) and moral uprightness, measured in terms of conforming to a specific behaviour, such as not littering. Framed like this, environmental protection was a personal moral responsibility rather than a societal political-economy question related to patterns of consumption, the inevitable waste these patterns create, and ways of disposing of the produced waste. Nonetheless, Labib did help raise awareness about environmental protection. Although the removal of most of these statues is a break from the authoritarian regime, no awareness-raising efforts have replaced the mascot.

Abstract:: Decarbonising the current energy system does not secure a sustainable future if challenges beyond carbon emission are ignored and the economic model which continues to exacerbate the challenges we face is not rectified. Genuine environmental reform requires an intersectional approach, one which does not just patch over problems but instigates reform. The socio-political and environmental crises we face are symptoms of the same problem and must be treated as such. In order to reach a sustainable future, policies should resolve current issues without creating or exacerbating existing challenges. If there is a reason for social movements to exist, it is to challenge dominant values as flexible and changeable and to offer alternative ways to live. Across the MENA region, there are growing calls - from experts and activists - for reform in the region to simultaneously deal with wider socio-political issues whilst decarbonizing energy systems. In the MENA region, states are preoccupied with developing renewable energy (RE) at large scale. Examples include Morocco’s Ouarzazate Noor Solar Plant and Dubai’s Mohammed bin Rashid Al Maktoum Solar Park. This is an extension of the existing energy model. Megaprojects are political as much as economic projects. They support exclusionary political regimes and enable states to strengthen existing socio-political systems, and thus further reduce the political autonomy of the individual. Energy megaprojects are projections of state centralization, as they require no input from the localities in which they are placed. They therefore actively reduce political freedom. An alternative model - the decentralised RE model - allows for ownership and operation of RE to remain in the communities where it operates. Solar and wind technology is scalable, whereas previous technology was not. This allows for the creation of an energy system that is not only sustainable but also democratically owned and designed, and socially just. A decentralised system, whereby individuals have a direct say in how their energy systems operate, is vital in ensuring energy justice is achieved alongside climate justice.

Abstract:: This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

Abstract:: Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

Abstract:: The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

42. Integrating community development in public procurement of renewable energy generation: Lessons from South Africa

Abstract:: Renewable energy is key to combatting climate change, but it is critical to ensure a just energy transition that benefits all. Denmark’s development cooperation supports the growth of large-scale renewable energy schemes in several countries, but what is good for recipient governments and Danish exports is not automatically good for the poor. In recent years large-scale wind- and solar schemes in developing countries have increasingly met with local resistance from communities who do not feel they benefit from such projects. How can Denmark help ensure that renewable energy projects contribute to community development in the areas where projects are situated? This policy brief provides lessons learnt and associated recommendations from one particular attempt to address this issue, namely South Africa’s efforts to incorporate community development as a criteria in the auction schemes through which renewable energy is procured. This policy is implemented through the nationwide REIPPP programme, which is among the few of its kind globally. While South Africa’s REIPPPP is not perfect and still developing, the programme does exemplify the basic principle that governments can build requirements for privately owned wind- and solar projects into procurement schemes. Requirements to finance community development, support Community Trusts, and allocate shares to communities are thus examples of approaches that could be developed and adapted elsewhere. In addition, the South African programme includes scoring and - performance criteria in the tendering and monitoring process that align with South Africa’s Black Economic Empowerment policy. The South African experience also, however, illustrates how public, private and community interests may differ in terms of what community development is and how it should be supported. This highlights the importance of developing democratic and inclusive structures for debating and decision-making on the use and allocation of benefits from large-scale renewable energy projects. Drawing on the lessons from South Africa and other similar schemes, the policy brief recommends that Danish development cooperation should: Support the incorporation of community benefits in regulatory frameworks for public procurement of private renewable energy generation Support development of practice frameworks for community engagement in the renewable energy sector Support community co-ownership of renewable energy generation and democratic governance of benefit sharing arrangements The policy brief is the result of collaborative research between DIIS, Stellenbosch University and the UNEP DTU Partnership. Abstract:: This TradeLab project analyses the domestic legislation of 14 developing countries in implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The present memo summarises the main findings across the 14 Parties. This memo finds that most assessed Parties have implemented the CITES' core requirements, and recommendations provided in the resolutions of the Conference of the Parties (CoP). The project identifies a minority of three African countries for which the CITES Secretariat may wish to review their Category 1 status. These Parties fall short of all or several of the following elements: they failed to appropriately designate Management and Scientific Authorities by law, circumscribe the Authorities' tasks and responsibilities, or – by exclusively regulating native species – appear not to comprehensively cover species listed in the Convention's three Appendices.

Abstract:: Mining sector investments in Africa can be structured so that the continent may benefit from climate policy in de- veloped countries that puts a global price on carbon. Cur- rent supply chains rely on complex, specialized networks where different parts of the production process are locat- ed in different regions of the world. This system of global value chains5 leads to greenhouse gas emissions through cross-border transportation and excess waste (especially in electronics and plastics). There is some evidence that border tariffs harm vertical specialization, where different regions are specialized in a very specific task.6 Therefore, carbon pricing, including carbon border tax, could lead to the localization of value chains. Multinational companies may move intermediate stages of production closer to the source of mineral extraction, providing a boost to foreign investment across Africa. The incentive for companies to shrink these value chains is even higher in the aftermath of the COVID-19 pandemic, which exposed some of the risks of relying on extensive global supply networks.7 These global trends sit within a broader and relatively recent context of soaring environment, social, and governance (ESG) investment affecting companies, shareholders, and governments alike.

Abstract:: The effects of climate change are felt globally in frequent and severe disasters, increasing temperatures, and changing rainfall, with significant implications for society. Climate security acknowledges that climate change can undermine peace and increase levels of violence by affecting the drivers of conflict.[1] Somalia, South Sudan, and Mali are all exposed to climate change, face complex security challenges, and host large peacekeeping forces. Increasing temperatures, changing rainfall patterns, droughts, and floods have disrupted livelihoods and forced migration in three African countries. Climate change contributes to farmer-herder competition over land and water. Elites take advantage of climate-related disruptions by exploiting marginalised groups, as do armed groups seeking to recruit youth. The relationship between climate change and insecurity has been recognised in multilateral organisations with a mandate in climate, peace and security (CPS) in Africa. The United Nations Security Council (UNSC) has included climate security-specific language in country situation and peacekeeping mission resolutions, which has led to the creation of an Environmental Security Advisor position in the UN Assistance Mission in Somalia (UNSOM).[2] The African Union (AU) is advancing analysis and responses to CPS across Africa, including in high-level fora and in coordination with Regional Economic Communities (RECs).[3] The European Union (EU) is a global leader in development aid and climate finance, and several of its Member States have been instrumental in international climate diplomacy and CPS discussions.[4] This article[5] discusses climate change and conflict and describes a risk-based approach to investigating links between the two.[6] It further outlines relevant climate data and context-specific climate vulnerabilities in Somalia, South Sudan, and Mali and analyses five themes in CPS in the three countries. The article concludes with recommendations for institutional responses. The research is based on a review of academic literature and institutional reports. Early versions of case studies formed the basis of consultations with government ministries, thematic experts, and CPS practitioners.[7]

Abstract:: Climate change is expected by many to produce new and/or intensified mobility patterns, including migration and displacement. However, only limited research exists on the relationship between climate change and human mobility, specifically on the implications of increasingly intense slow-onset climate change, such as weather variability and extremes. This DIIS Working Paper provides initial data and analysis on climate, mobility and governance in Ghana as an input to the Governing Climate Mobility Research Programme. In parts of Ghana, temperature increases have now topped 1.5 ºC, weather patterns and seasons are shifting, and all of this is occurring on the backdrop of other environmental and agrarian changes. This paper documents such changes through multi-decadal analyses of temperatures and rainfall as well as vegetation change. However, it also links these changes, and how they are experienced locally, to existing governance and mobility dynamics in the programme’s case study areas in the Upper West Region and Eastern Region. For instance, the paper indicates how governance interventions, including failures, have affected agrarian livelihoods as seen in the deteriorating irrigation infrastructure in the Upper West Region, and how existing mobility patterns are linked to resource access and rural livelihoods. This working paper is a scoping study and therefore provides a detailed introduction to such environmental, socio-economic, governance and mobility dynamics in the study areas, as well as identifying key dynamics and possible linkages for further study. It builds on a previous GCM working paper that explores the historical linkages between climate, mobility and governance in Ghana.

47. Sahel Climate Conflicts? When (fighting) climate change fuels terrorism

Abstract:: Levels of armed violence in the Sahel are skyrocketing. Conflict metrics show that the region is caught in a spiral of insecurity.1 Communal violence and jihadist insurgencies have significantly undermined local states’ grip over large parts of their territories, particularly in the three-border area straddling Mali, Burkina Faso and Niger. Amidst the proliferation of non-state armed groups, attacks by terrorist groups linked to al-Qaeda or the Islamic State networks have risen sharply since 2015. Policy and media discourses suggest that soaring terrorist violence is linked to, if not driven by, climatic and environmental factors. In the Sahelian context – the argument goes – in a region characterised by environmental degradation and sustained population growth, climate change has the potential to exacerbate competition over dwindling resources, fuelling conflict escalation and radicalisation. This narrative draws on global discourses about resource conflicts and climate wars, and contributes to shaping security and development policies targeting the Sahel. Climate change mitigation and environmental protection measures are thus seen as structural preconditions to tackle the root causes of the Sahel’s insecurity and rising (jihadist) violence. The idea that terrorism and climate change are somehow connected is a seductive one. It offers international donors the opportunity to kill two birds with one stone by addressing jointly what are arguably the most pressing issues facing the international community, thereby overcoming political divides. And it provides local governments with a narrative that depoliticises conflicts and downplays their own responsibilities. However, such simplistic Malthusian arguments that connect terrorism in the Sahel to climatic and environmental factors do not stand up to empirical scrutiny. Whether and how natural resources are associated with conflicts’ onsets and dynamics, and to what extent climate change has the potential to exacerbate these trends, are questions that remain highly contested. Just as much as with other issue-areas of climate change, there is no shortage of unsubstantiated misconceptions about climate and conflict, and environment and security more broadly. This Conflict Series Brief sets out to illustrate that misconceived environmental security policymaking, especially when based on rhetorical shortcuts that overlook and contradict the most recent evidence, is not only ineffective, but can have radically adverse impacts. Even if well-intentioned, climate change mitigation and environmental protection measures based on false premises may result in conflict exacerbation, rather than resolution: a situation that violent jihadist entrepreneurs exploit. To this end, the Brief scrutinises three programmes rolled out in the Sahel to fight desertification, prevent food crises, and preserve wildlife which have ended up contributing to the encroachment of terrorist groups in the region. The lessons learnt from these cases helps highlight the policy implications for existing and future efforts to fight violent extremism and promote sustainable development sponsored by the Sahel’s international partners, including the EU.

Abstract:: According to the International Panel on Climate Change, climate change will affect the rivers leading to the Mediterranean, desertification will increase, rise in sea level will affect coastal settlements, and crop productivity will decrease in the region. Therefore, climate change is an important issue for the Mediterranean region. The European Union (EU) is a frontrunner in climate change policy, committing itself to a decarbonized economy by 2050. The EU also promotes climate action in the world through its climate diplomacy. Such EU action in promoting the norm of climate action can be explained with reference to EU’s economic interests. In this paper, I analyse whether the EU serves its economic interests by promoting climate action in its neighbourhood policy towards Egypt. Based on documentary analysis, this paper argues that European companies benefitted from the market-based solutions adopted by the Kyoto Protocol in Egypt, exported renewable energy technologies to Egypt and face a level-playing field in terms of regulations promoted for them by the EU in Egypt.

49. Failing Africa’s Farmers: An Impact Assessment of the Alliance for a Green Revolution in Africa

Abstract:: The Alliance for a Green Revolution in Africa (AGRA) was founded in 2006 with the goal of bringing high-yield agricultural practices to 30 million smallholder farming households. With the adoption of commercial seeds and inorganic fertilizer, AGRA set out to double crop productivity and incomes while halving food insecurity by 2020. As AGRA reaches its self-declared deadline for these ambitious goals, how well has AGRA done in increasing productivity, incomes, and food security? The organization has received roughly $1 billion in funding, two-thirds of it from the Bill and Melinda Gates Foundation, and disbursed more than $500 million in grants, mainly in 13 priority African countries. The Green Revolution technology campaign has been supported during this time by international programs far larger than AGRA and notably by national governments in Africa, which have spent roughly $1 billion per year on programs that subsidize the purchase of commercial seeds and fertilizers. There is little publicly available documentation of impacts, from AGRA, the Gates Foundation, or donor governments that have supported the initiative. This paper attempts to fill some of that accountability gap. Because AGRA declined to provide data from its own monitoring and evaluation, we use national-level data to assess progress in productivity, poverty reduction, and food security in AGRA’s 13 countries. We find little evidence of widespread progress on any of AGRA’s goals, which is striking given the high levels of government subsidies for technology adoption. There is no evidence AGRA is reaching a significant number of smallholder farmers. Productivity has increased just 29% over 12 years for maize, the most subsidized and supported crop. This falls well short of doubling yields, which would be a 100% increase. Overall staple crop yields have grown only 18% over 12 years. Meanwhile, undernourishment (as measured by the FAO) has increased 30% in AGRA countries. These poor indicators of performance suggest that AGRA and its funders should change course. We review more promising approaches African governments and donors should consider.

Abstract:: Low-income countries of the Global South will be hardest hit as Earth’s climate changes, yet fear of climate change often fails to stimulate activism among their citizens. We foreground efficacy—a belief that one’s actions can create political change—as a critical link in transforming concern into action. However, that link is often missing for marginalized ethnic, socioeconomic, and religious groups. Prior case studies show the power of community institutions to mobilize and empower marginalized citizens, yet community institutions can also reinforce the perception that action is futile by conveying narratives of neglect and discrimination. Analyzing interviews, focus groups, and survey data from a case study of Kenya, we find that Muslims express much lower efficacy to address climate change than other religious groups; the gap cannot be explained by differences in science beliefs, issue concern, ethnicity, or demographics. Instead, we attribute it to socialized understandings of marginalization vis-à-vis the Kenyan state.

Abstract:: This paper discusses the political economy of oil in Uganda since the announcement of its discovery in 2006. It focuses on the dynamics of oil revenue generation (pre-commercial production) and expenditure, investor-stakeholder contestation (i.e. between bureaucrats, investors/oil companies, and domestic stakeholders), and the role of public policy. Although the Government has created several institutional and regulatory frameworks to manage oil-related revenues and ensure that oil contributes to structural transformation, Uganda is already experiencing many of the stylized facts associated with natural resource exploitation, including macroeconomic instability, rent dissipation, and, more broadly, threats of adverse impact on the environment and on local livelihoods in the oil regions. Besides these, Uganda, and similarly endowed African countries, face the economic challenges related to the global shift in recent decades towards a low-carbon development paradigm and the threatening prospect of oil investments becoming ‘stranded assets’. Abstract:: Prior to the advent of so-called scientific knowledge and systems, indigenous knowledge was the single-most important aspect of human development utilised by communities across the world to sustain their well-being. With the advance of technology, indigenous knowledge is often mistakenly labelled as unscientific, illogical, irrational, traditional and a development impediment.1 Such conceptions of indigenous knowledge resulted in the favouring of scientifically driven approaches, which are mainly Eurocentric, as the main solutions to the development–democracy challenges of underdeveloped nations. Indigenous knowledge is also usually viewed as valueless to sustainable development. Consequently, newly independent states in Africa, South America and Asia have followed the adoption of a “one-fits-all” approach to development. Unfortunately, the adoption of foreign-born and -grown development and democracy models without integration into indigenous development and values creates political and development uncertainties in Third World countries. Policymakers and development planners have thus failed to achieve sustainable development. A dependency syndrome of developing states on Western fabricated development models has thus emerged. Nevertheless, the last three decades have witnessed a paradigm shift from the total sidelining of indigenous knowledge to the importance of promoting, empowering and linking it to solutions. A new area of interest is indigenous natural resource management mechanisms. As mentioned previously, conservationists and policymakers downgraded indigenous resource management mechanisms. According to Zelealem and Williams:2 “[R]ecent interest by conservationists in indigenous resource management systems, however, has arisen from the failure of many other types of conservation initiatives and the search for viable and sustainable alternatives to current models for managing resource use.” In this regard, Ethiopia is very rich in indigenous knowledge systems, practice, knowledge creation (such as Qine), architecture, medicine, agriculture, cottage industry, conflict resolution, governance, natural resource management mechanisms, terracing experience (of the Konso people) and building (of houses from stone in North Shewa and Tigray). However, these indigenous knowledge systems and practices are not systematically identified, studied, documented and utilised in a manner that meets sustainable development goals and improves quality of life. The indigenous knowledge system in Ethiopia is an unseen, underutilised and neglected resource with incomparable potential for development.

Abstract:: Development assistance plays an important role in the development of energy sectors in sub-Saharan African countries and it is increasingly being used to promote new renewable energy like solar and wind. The relationship between aid and domestic African priorities is however complex and outcomes are not always as donors had intended. By way of collecting experiences from a number of different approaches in different African country contexts a new DIIS Working Paper analyses recent trends in development assistance for new renewable energy. Overall, the paper demonstrates a shift to promoting market-led approaches that aim at mobilising private capital for power-sector investments. Whereas more capital has indeed been mobilised for new renewable energy projects the paper suggests that more support is needed if a transition to cleaner energy and universal access to energy services are to be achieved. Furthermore, the promotion of market-led approaches poses not only opportunities, but also a number of challenges to governments and donors. Clean energy and decarbonisation are often less of a priority among key decision-makers in African countries than they are for western donors. The paper argues that it is important to recognise these different interests and to be realistic about how to bridge them. Furthermore, despite improvements in recent years the capacity to plan, procure and integrate renewable energy in power systems remains a challenge in many countries. This points to the importance of ensuring a balance between support for market development and support for capacity-building of government entities. Needs are likely to differ from one country to another and change as renewable technologies develop. The constant adaption of approaches is therefore crucial.

The most extensive data on soils in Africa is grounded in soil mapping done in the 1950s and 1960s—60 to 70 years ago—which suggests that the problem could be even worse than currently known. This destruction is stifling agricultural productivity and income growth while prohibiting the soil from carrying out its climate control functions such as carbon sequestration and water filtration. This paper diagnoses the challenges faced by governments, international organizations and research institutions in mitigating and reversing the decline of soil quality in Africa. It highlights the dearth of human capital and resources that undermines these efforts and employs the lessons learned towards outlining a framework that is based on global partnership, stronger farmer engagement and robust investment. The paper argues for a new soil initiative that is organized around workstreams that prioritize establishing soil information systems, understanding the economic costs and consequences of soil degradation, and enhancing human and institutional capacity towards soil science. This multipronged approach will reinvigorate the fight against soil degradation and destruction both globally and on the African continent.

Abstract:: It has often been cited that major armed conflicts (>1,000 casualties) afflicted two-thirds (23) of the world’s recognized biodiversity hotspots between 1950 and 2000.1 In 2011, the International Law Commission (ILC) included in its long-term work program Protection of the Environment in Relation to Armed Conflict.2 This led to the adoption of twenty-eight Draft Principles, including designation of protected zones where attacks against the environment are prohibited during armed conflict.3 Protected zone designations apply to places of major environmental and cultural importance, requiring that they “[...] shall be protected against any attack, as long as it does not contain a military objective.”4 Most research on armed conflict and protected areas has focused on impacts to wildlife and less on how to protect these natural habitats from the ravages of armed conflict.5 This article highlights some of the gaps in the ILC Draft Principles towards protecting protected zones in bello. It uses transboundary protected areas (TBPAs) formalized through multilateral agreements to illustrate challenges on the ground. TBPAs are internationally designated “[...] protected areas that are ecologically connected across one or more international boundaries [...]” and sometimes even established for their promotion of peace (i.e., Parks for Peace).6 There is little legal research on how to design TBPA agreements for conflict resilience, conflict sensitivity, and ultimately positive peace.7 The research draws from two case studies in Africa’s Great Rift Valley: the Greater Virunga Landscape (GVL) between the Democratic Republic of the Congo (DRC), Rwanda, and Uganda, and the Kidepo Landscape, which forms part of the broader Landscapes for Peace initiative between South Sudan and Uganda. Both suffer from armed conflicts of various types and present two of the only TBPAs in the world that have incorporated environmental peacebuilding into their transboundary agreements.8 The case studies illustrate different approaches to TBPA design and the pros and cons of each modality in the context of conflict resilience and conflict sensitivity. This guides us on how to better protect protected areas in bello, ensuring that protected zones endure on the ground and not just in principle.

Abstract:: Reforming inefficient and inequitable energy subsidies continues to be an important priority for policymakers as does instituting “green taxes” to reduce carbon emissions. Simply increasing energy prices will have adverse impact on poorer consumers, who may spend substantial budget shares on energy and energy-intensive products even though the rich typically appropriate more of the price subsidy. Equitable pricing reforms therefore need to be accompanied by programs to transfer compensation: depending on the situation, this can be targeted or universal. Successful reforms require measures to raise awareness-of the subsidies and the problems they cause, effective dissemination of the reform to the population, and rapid feedback loops to facilitate mid-course corrections. Digital technology, including for unique identification and payments, as well as general communications, can help build government capacity to undertake such reforms and respond to changes in fuel markets. The paper outlines the use of digital technology, drawing on four country cases. The technology is only a mechanism; it does not, in itself, create the political drive and constituency to push reform forward. However, it can be employed in a number of ways to increase the prospects for successful and sustainable reform.

Abstract:: We study the impact of rainfall risk on fertiliser use by Tanzanian maize farmers using newly available spatially disaggregated agronomic survey data on Tanzanian maize producers. We show that fertiliser use is highly sensitive to rainfall risks. Our discussion embeds these findings into the wider debate around environmental sustainability and mineral fertilisers, thus relating directly to the country’s government efforts of climate mainstreaming into their (agricultural) policies. We conclude that chemical fertilisers are useful for agricultural productivity growth but that they should be used to supplement more economically and environmentally sustainable practices.

Abstract:: Food security and yield production have been extensively studied in regard to fertiliser response in the context of Sub-Saharan Africa. Soil fertility gradients within farms interact with other complex factors such as plot management, alongside bio-physical as well as socio-economic constraints, to create extensive heterogeneity in yield production. Hence, blanket recommendations regarding increasing inputs may not just lead to limited or no change in productivity but may affect long term sustainability. To try and explore the relationships between these factors, Classification and Regression Tree (CART) analysis was used to simplify the effect of plot management decisions. Data was from the focal plots of the 2016 and 2017 Tanzanian Agronomy Panel Survey (TAPS 2017; n = 580) with a range of yields and socio-economic contexts (2.10tha-1 – 3.68tha-1). Results suggested that in low resource fields, management factors are subservient to extreme soil degradation while in high resource fields good management such as optimal planting are needed for maximum predicted yield (4.48tha-1; n = 51). Boundary line analysis was conducted, and maximum yield-nutrient response values calculated. The yield gap obtained suggested only up to 60% of locally obtainable yield is reached, highlighting the necessary balance between intensity of resource use and good management for sustainable and sufficient crop production, especially in the case of extreme soil degradation.

Abstract:: I study the economic motivations behind a reduction in the discretionary power of environmental regulators, and the impact that such reduction has on perceived corruption in South Africa. I examine the transition from the Air Pollution Protection Act of 1965 to the Air Quality Act of 2005, a change from full to partial delegation of regulation. By constructing a principal-agent model, I argue that this transition might have occurred because of an increase in the dispersion of rent-seeking motivations of public agents. This happens because, from the principal’s perspective, the possible harm— loose pollution control and misappropriation of environmental fines— generated by corrupt agents is greater than the potential benefits brought by diligent agents. In my empirical analysis, I use diff-indiffs models for a two-period panel with 191 South African firms to show that the regulatory change decreased treated firms’ perceived corruption, but did not improve other institutional quality measures.

According to the most diffused view, countries with good institutions will invest more in physical and human capital, will use productive factors in a more efficient way, and will achieve greater income level. But what are good institutions? And how should governments implement them? Answers to these questions have proven to be difficult mainly because of two characteristics of institutions: (i) institutional functioning is complex: the way institutions affect economic agents’ incentives is dependent on these agents’ individual preferences and the way they interact, which are difficult to predict; and (ii) they are context specific – the same institution in different contexts might result in a different economic outcome.

Abstract:: The 2015/16 El Niño drought proved to be the worst drought Swaziland has experienced since 1992. In total nominal monetary terms, the drought cost Swaziland minimally E3.843 billion, representing a 7.01% of Swaziland’s Gross Domestic Product (GDP) in 2016 or 18.58% of government expenditure in 2016. Despite the significant drought losses, the country has on paper a solid Disaster Risk Management (DRM) Policy (2010). However, even with extensive experience from past droughts in 2009/10, 2007, 2001, and 1992, the country is still struggling to become drought proof. The reason Swaziland is so affected by drought is that the country’s economic backbone rests on agriculture. The inherent vulnerability to drought is that the food production system in the country is still highly dependent on direct rainfall. Due to chronic drought-like conditions in the Shiselweni and Lubombo regions, households in these regions are now discouraged from participating in agriculture. To illustrate, an assessment of agricultural assets in households reveals that household participation in agriculture is less than 30%, with a measly national average of 25.3%. As a result, the country is now too dependent on the international, basically South African, market for its basic food needs. The implication is that as droughts become more frequent, their impact on the country will be detrimental to the economy, particularly on rural livelihoods.

Abstract:: The National Food Security Policy (NFSP) 2005 stresses recurrent droughts and the high incidence of HIV/AIDS in Swaziland as the major contributing factors towards adverse food insecurity in the country. Consistently, when droughts hit the country, food production plummets and pushes a significant portion of the population into food insecurity. An investigation of the predictors of food insecurity among households during the 2015/16 drought provides information on the households that are prone to drought induced food insecurity, so as to inform food security risk mapping in the country. The assessment found that the most significant factors associated with increased food insecurity odds at the household level include households in the Lubombo region which is the poorest among the four regions. Households that do not have toilet facilities in their homesteads, those that depend on rainwater and boreholes as their main source of drinking water, as well as households that use lanterns or oil lamps as their main source of lighting are more likely to be food insecure. Another important factor that can be a good predictor of increased food insecurity during a drought is the ownership and use of tractors and hoes within households that depend on crop production as one of the main sources of food.

Abstract:: The problem of human-wildlife conflict (HWC) in Africa – meaning the interaction between humans and wildlife that results in negative effects for both humans and wildlife – poses risks to the preservation of livelihoods as well as wildlife conservation. HWC affects the food security of people, it decreases their physical and psychological well-being and increases their workload.1 In Botswana, for example, where the largest concentration of elephants on the continent can be found (estimated at 126 114 in October 2018),2 the significant number of elephants is not only putting pressure on the ecosystem, but has also led to increased HWC. The wildlife numbers pose a threat to human life, with official statistics indicating that between February 2018 and June 2019, 20 deaths by elephants and several injuries were recorded.3 Elephants encroach on communities, not only killing people but also destroying crops, thereby impoverishing the rural communities who rely on farming for their livelihood. Hidden costs in the form of diminished psychosocial well-being and disrupted social activities raise additional concerns.

Abstract:: The protracted conflict since 2003 in Darfur, Sudan, has resulted in massive loss of human lives and assets, disrupted livelihoods and led to severe food insecurity in some areas. Some 1.6 million internally displaced persons (IDPs) are registered as living in camps. For unregistered IDPs – that is, displaced people living in rural settlements and urban areas – estimates vary considerably, especially as there is no systematic registration of displacement outside of camps.1 IDPs and their host communities have limited livelihood options and often rely on unsustainable coping strategies, such as unmanaged cutting of trees and shrubs for fuelwood and charcoal production. This places an additional burden on Darfur’s fragile ecosystem and related livelihoods.2

Abstract:: Climate change is “the defining development challenge of our time,” and Africa the continent most vulnerable to its consequences, according to the African Union (2015) and the United Nations (UN Environment, 2019). Farmers in Uganda waiting endlessly for rain (URN, 2019), cyclone survivors in Mozambique and Zimbabwe digging out of the mud and burying their dead (Associated Press, 2019) – these images bring home what changing climate and increasingly extreme weather conditions may mean for everyday Africans. Long-term changes in temperatures and rainfall patterns are a particular menace to Africa, where agriculture forms the economic backbone of development priorities such as food security and poverty eradication (Food and Agriculture Organization, 2018). As an issue, “climate change” per se does not register among the “most important problems” that Africans surveyed by Afrobarometer want their governments to address (see Coulibaly, Silwé, & Logan, 2018). But concerns about the effects of climate change may be embedded in some of the other priorities identified, including water supply (cited by 24% of respondents), food shortages (18%), and agriculture (17%). And progress in addressing these priorities may be seriously impeded by a changing climate. African countries dominate the bottom ranks in the Notre Dame Global Adaptation Initiative (ND-GAIN) Index (2019), meaning they are the world’s countries most vulnerable to and least prepared for climate change. Despite the continent’s minuscule contribution to the greenhouse gas emissions that cause climate change, most African countries have willingly signed on to international agreements to fight it, including the United Nations’ Framework Convention on Climate Change, the Kyoto Protocol, and the 2016 Paris Agreement on Climate Change (United Nations, 2019). The Paris Agreement mobilizes worldwide action to limit further temperature increases and to strengthen the ability of countries to deal with the impacts of climate change, including a commitment from developed countries to allocate $100 billion by 2020 for climate adaptation and mitigation needs of developing countries (Munang & Mgendi, 2017; UN Climate Change, 2018). In March 2019, policymakers and key stakeholders from all 54 African countries gathered in Accra for Africa Climate Week 2019 to lay plans to be presented at the UN Climate Action Summit in New York in September (UN Climate Change, 2019). The United Nations has summed up its pressing demand for climate action in its Sustainable Development Goal No. 13: “Take urgent action to combat climate change and its impacts,” calling on countries to integrate climate-change measures into national policies and strategies, strengthen resilience to climate-related hazards and natural disasters, and build awareness and capacity for early warning and impact reduction (United Nations Development Programme, 2019). Many African governments have laid out their countries’ vulnerabilities in agriculture, water resources, food security, livelihoods, and other sectors and have incorporated climate-change mitigation in national plans (see, for example, Uganda’s Ministry of Finance, Planning and Economic Development, 2018, and Ministry of Water and Environment, 2015). But building climate resilience will require a committed and coordinated effort (Busby, Smith, White, & Strange, 2012), backed by significant resources and a population that understands and supports the need for prioritizing climate change. How do ordinary Africans see climate change? Does talk of urgent action align with their experiences and needs? Findings from Afrobarometer’s latest round of public-opinion surveys across Africa show a keen awareness of climate change in some countries – often backed by personal observation – but the opposite in others. Across the continent, among people who have heard of climate change, a large majority say it is making life worse and needs to be stopped. But four in 10 Africans are unfamiliar with the concept of climate change – even, in some cases, if they have personally observed detrimental changes in weather patterns. And only about three in 10 are fully “climate change literate,” combining awareness of climate change with basic knowledge about its causes and negative effects. Groups that are less familiar with climate change – and might be good targets for awareness-raising and advocacy in building a popular base for climate-change action – include people working in agriculture, rural residents, women, the poor, and the less-educated.
