- Italy inaugurated its year of G7 presidency with the Italy-Africa summit on 28-29 January in Rome, an event representative of the current government’s ambitions.[1] The long-awaited meeting was the first test for the strategy of “cooperation as equals” with African states that Giorgia Meloni has repeatedly proposed as central to her government's foreign policy. It was also the first occasion to test the real scope of the so-called Mattei Plan for Africa, the project with which the Italian government wants to substantiate this strategy but whose official strategic outline has yet to be announced.

3. India’s development cooperation in Africa: The case of ‘Solar Mamas’ who bring light

- This paper examines multiple facets of New Delhi’s development cooperation with countries in Africa and argues that grassroots organizations in India that find innovative, low-cost technological solutions to developmental challenges can help governments and multilateral agencies craft inclusive, sustainable policies. The aim of this paper is threefold. First, to understand the major actors, instruments, themes, and mechanisms that make up India’s Development cooperation towards countries in Africa and how these usher in a new dimension of ‘South–South cooperation’. Second, the paper will explore the role of grassroots organizations that have found localized solutions in India that then export their learnings to other geographies and how they craft a unique role for themselves in India’s broader development cooperation framework. To explore this idea further, the paper will utilize the case study of a community-based grassroots organization, Barefoot College, Tilonia, founded by Sanjit Bunker Roy in 1972, and its solar programme. The college trains women from unelectrified, remote communities to become solar engineers who then return to their rural villages with the ability to harness solar power, earning them the title of ‘Solar Mamas’. Third, this paper argues that the uneven, fragmented Indian experience of designing development assistance programmes provides an important non-western perspective that can help decision makers craft policies for an era beyond aid.

4. On Designating the 14-Mile Area in the Cooperation Agreement: Missteps and Implications for Peace in South Sudan

- Using a literature-based review methodology, this paper examines the questions, fairness, and implications relating to the inclusion of the 14-Mile Area in the September 2012 Cooperation Agreement signed between Sudan and South Sudan. It finds that previous colonial arrangements and the subsequent inclusion of this area under the rubric of disputed territories muddied the waters, thus giving a wrong impression to the public about what was originally unintended and sanctioned. Second, it finds that the Malual Dinka community remains justified in arguing that the 14-Mile Area is undisputed. The fact that Arab nomads from Sudan have been permitted to enjoy access to the grazing and cross-border trade benefits does not confer right of ownership over the strip. Seen from this context, the article examines the implications of including the 14-Mile Area in the Cooperation Agreement and arrives at policy recommendations designed to ensure community resource management and investments in the area. Thus, the article advances not just community-to-community peace, but also regional peace and stability. It concludes by beseeching the governments of both Sudan and South Sudan to exclude the 14-Mile Area from any discussion of disputed areas of international borders. The article advocates that local communities should be given an unencumbered opportunity to manage issues of access to grazing areas by Sudanese nomads based on community-to-community negotiations, which have always been the tradition.

5. Tricks of the trade: Strengthening EU-African cooperation on trade in services

- Abstract:
- Services are increasingly important for international trade, accounting for about half of global trade flows. Trade in services is growing more rapidly than trade in goods. Trade in services is critical for improving the competitiveness of African economies, increasing their participation in regional and global value chains, and promoting inclusive growth. Improved trade in services with African countries could help the EU diversify its supply chains, strengthening resilience and reducing dependencies on China and other Asian countries. The cooperation on domestic regulatory frameworks required for trade in services can promote a shared understanding of regulatory goals and standards between the EU and Africa across many sectors. None of the trade agreements between the EU and African countries currently covers services, and only one African country is part of the WTO Joint Initiative on Domestic Services Regulation. There is therefore no dedicated platform for cooperation on services regulations. The African Continental Free Trade Area agreement provides an unprecedented opportunity for African countries to improve domestic services regulations and could be a new basis for cooperation with the EU.

- This CCP Inc. case study explores how Chinese diplomatic, regulatory, financial, and commercial actors work in concert to secure critical minerals in the West African nation of Guinea. Efforts in Guinea to mine bauxite and iron ore, the primary inputs for aluminum and steel, illuminate Beijing’s conduits for influencing and supporting its geo-economic objectives. Examining one key Chinese player in Guinea’s mining sector, this study highlights state actors’ connections with nominally private Chinese companies and the importance of partnerships with state-owned enterprises for building costly infrastructure. Across multiple bauxite and iron ore mining ventures, Chinese diplomatic support and state financing provided conduits to help further favored projects and increase Chinese companies’ access to Guinea’s mining industries.

- Amid a renewed Global Power competition, Africa’s abundance of natural resources, its exponential demographic development, and the current expansion of militant Islamist groups in the region, increases its strategic importance and pushes the continent to the center stage of international relations. This brief explores Africa’s position in this changing global context and examines major actors’ presence in, and stance towards, Africa on the global arena. It does this while arguing that as the competition for influence and access to resources in Africa is intensified, Western actors need to become clearer about their interests, avoid ill-perceived imposition of conditionalities – unless they are willing to risk access and follow them through – and adopt a case-by case approach to states on a continent as diverse as Africa.

- El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

9. The IMF, Africa, and Climate Change—Making Sense of an Implausible Trilogy

- Evidence suggests that Africa is the most vulnerable continent to climate change. While African countries contribute relatively little to global emissions, they remain significantly vulnerable to the devastating economic effects of this phenomenon. This paper reviews IMF activities and explores how best the IMF could support efforts by African countries to cope with macroeconomic policy and structural challenges associated with climate change. To this end, while recognizing the relative significance of the overall IMF contribution to addressing this global challenge, we make several recommendations about potential ways to strengthen the role of IMF surveillance, capacity development and financing. First, IMF staff should ensure that policy advice in the context of global, regional and country surveillance fit specific circumstances and institutional capacity of African countries as well as their economic vulnerabilities to climate change. To enable timely response to climate-related crises, staff teams should also be prepared to provide advice on a flexible basis, without being tied to formal periodic work schedules. Additionally, the IMF could facilitate adaptation and mitigation by engaging in intensive outreach activities about the economic impact of climate change. Second, there is merit in developing comprehensive IMF capacity development strategies in close collaboration with the authorities in climate-vulnerable countries. For effective implementation, the IMF will need to identify and actively seek adequate financing for capacity development activities on climate issues. Finally, while the Resilience and Sustainability Trust (RST) is a welcome addition to the IMF toolkit and represents a potentially significant source of financing for some sub-Saharan African countries, specific amendments could be considered notably with a view to limiting the potential cost for low-income borrowers to access its resources. Moreover, successful operationalization of the RST hinges on careful and flexible design of conditionality and how programs under the new facility will be linked to concurrent upper-credit tranche programs.

- The United States, a leader in space exploration and innovation, has a unique opportunity to establish enduring diplomatic, commercial, and security ties with African nations through space cooperation—with the potential to yield substantial development benefits. The U.S. space sector is robust, an area of comparative strength vis-à-vis Europe, Russia, and China. By driving space cooperation, the U.S. can reinforce the rules-based order as articulated in international agreements like the Artemis Accords. Expanded space capabilities can also support the achievement of several of the UN Sustainable Development Goals, which range from improving data-driven governance to closing the global digital gap. U.S. policymakers have an opportunity to implement a collaborative approach with emerging African space actors both to grow a peaceful and law-abiding community in space and to benefit from Africa's contributions to the global space ecosystem. Space capability can also serve a crucial infrastructure role, yielding similar benefits to “traditional” infrastructure—including facilitating access to 5G connectivity through low orbit satellites and addressing clean water and food security needs through remote sensing and satellite communications.
