202. Toppling Foreign Governments: The Logic of Regime Change, Melissa Willard-Foster

Abstract:: The rapid-fire overthrow of the theocratic Taliban regime in Afghanistan (2001) and Saddam Hussein’s Baathist dictatorship in Iraq (2003) by the United States—and the disastrous aftermaths of those and other recent interventions (such as the ouster of Libya’s Muammar el-Qaddafi in 2011)— has sparked popular and scholarly interest in the causes and consequences of foreign-imposed regime change (FIRC). One of the enduring puzzles about FIRCs is that, as highlighted in Melissa Willard-Foster’s terrific book Toppling Foreign Governments, three-quarters of them are carried out by great powers against minor powers in situations of extreme power asymmetry. “Though this asymmetry of power makes an imposed change feasible,” writes Willard-Foster, a political scientist at the University of Vermont, “it should also make that change unnecessary” because “militarily weak leaders who are bereft of allies should back down when confronted by stronger states” (pp. 2–3). The 133 regime changes in Willard-Foster’s study, however, testify that the weak regularly defy the strong—and pay the price for it.

203. The Trans-Himalayan ‘Quad,’ Beijing’s Territorialism, and India

Abstract:: Connectivity linkages between the People’s Republic of China (PRC) and trans-Himalayan countries have taken on a new hue with the recent Himalayan ‘Quadrilateral’ meeting between China, Pakistan, Afghanistan and Nepal (MOFA (PRC), July 27). Often referred to as a “handshake across the Himalayas,” China’s outreach in the region has been characterized by ‘comprehensive’ security agreements, infrastructure-oriented aid, enhanced focus on trade, public-private partnerships, and more recently, increased economic and security cooperation during the COVID-19 pandemic.[1] The geopolitics underlying China’s regional development initiatives, often connected with its crown jewel foreign policy project Belt and Road Initiative (BRI), have been highly concerning—not just for the countries involved, but also for neighboring middle powers like India, which have significant stakes in the region.[2] At the Himalayan Quad meeting, foreign ministers from all four countries deliberated on the need to enhance the BRI in the region through a “Health Silk Road”. Chinese Communist Party (CCP) General Secretary and PRC President Xi Jinping’s ‘Community of a Shared Future for Humanity’ was cited as justification for facilitating a “common future with closely entwined interests,” and the ministers agreed to work towards enhancing connectivity initiatives to ensuring a steady flow of trade and transport corridors in the region and building multilateralism in the World Health Organization (WHO) to promote a “global community of health” (Xinhua, July 28).

205. Strategies for reforming Afghanistan’s illicit networks

Abstract:: This report explores illicit networks in Afghanistan in the context of peacebuilding, democratic consolidation, and enhancing state capacity. Existing literature on the topic is sparse. While the 1990s saw study of the subject matter as tangential to international arms and drug trafficking policies, this period laid the foundation for renewed interest on the issue partially catalyzed by the 2001 US-led invasion. The 2008 global financial crisis shifted this lens toward one of countering the financing of terrorism strategies, corruption, and money laundering. The current day reflects a broadening of how illicit networks are analyzed beyond sector-specific policies; that is, the subject matter today encompasses more of the sectors that make it profitable, rather than focusing only on the most relevant component at a given time. Indeed, it is an internationalized issue, encompassing the smuggling of different goods and involving individuals of varying motivations and capacities within and without Afghanistan. Illicit networks can be broadly understood at three main levels: hyper-local, national, and international. At a hyper-local level, illicit networks represent a series of interpersonal relationships that facilitate the exchange of goods and compensation (taking many forms) beyond the reach of central law enforcement or political authority. Nationally, illicit networks comprise regional and countrywide patronage, criminal, and insurgent networks that organize and profiteer from the hyper-local relationships on a macro level. Internationally, actors with reach outside of the country move illicitly gained goods such as poppy, talc, methamphetamine, minerals, and others, as well as people via human trafficking, into trading hubs in Iran, Pakistan, and the Gulf for export into international markets. They then use poorly regulated financial institutions throughout the world (notably, Western and Gulf banking systems) to store funds, some of which make their way back to Afghanistan (though this phenomenon is particularly difficult to track). This report outlines several specific policy recommendations that will be necessary to combat the illicit networks in a manner that supports the durability of the ongoing peace process in Afghanistan and the continued consolidation of its fragile democratic institutions. These recommendations include the following: For Afghanistan: Provide a path for illicit actors into the formal economy; Generate political will and support; Establish high-level Afghan support for countering illicit trafficking; and upholding the rule of law; Implement enhanced border management; Expand the negotiating table to include more localized narratives; Strengthen and internationalize counter-threat finance strategies For the United States: Support a comprehensive economic settlement; Ensure future interoperability between Afghan and US security forces For regional stakeholders: Provide access to global markets to enhance regional trade integration; Cut off regional and international components of networks to reduce viability and profitability via neighborhood watchdogs, in conjunction with the United States

206. Withdrawal deadlines in war: Vietnam, Iraq, and Afghanistan

Abstract:: At the outset of some of the most impactful wars in history, policymakers have assumed that the duration of conflict would be brief. Unfortunately, their assumptions were often wrong, as may wars like those in Vietnam, Iraq, and Afghanistan only grew more complicated with the passage of time. However, at least in these three cases, the reality of prolonged stalemate did not stop policymakers from setting withdrawal deadlines to assuage public anxieties and improve military performance. The pressures contributing to these consistent decisions across time are still relevant now. Therefore, as the United States currently seeks to deter great-power rivals and rogue regimes while combating terrorism, it is as important as ever to understand the roles and potential outcomes of withdrawal deadlines in war. In this new Atlantic Council report, Withdrawal Deadlines In War: Vietnam, Iraq, and Afghanistan, Dr. Paul D. Miller examines the effect of withdrawal timetables on public opinion, military success, and policymakers’ goals across the three titular case studies. He finds that “Withdrawal timelines do not achieve the political benefits that policymakers desire, but they do incur the risks policymakers rightly fear.” In the face of prolonged and difficult military challenges, withdrawal deadlines can exacerbate outcomes at crucial moments, and thus policymakers must tread carefully.

Abstract:: What’s new? On 29 February 2020, the United States and the Taliban signed an agreement meant to prompt peace talks between the militant group and the Afghan government. Many issues have delayed those talks, including widespread concerns about the Taliban’s willingness to compromise in a political settlement ending the war. Why does it matter? The U.S.-Taliban deal opened a fragile window of opportunity to settle the world’s deadliest conflict. But for talks among Afghans to progress, the Taliban will need to move beyond vague governing principles and put forth concrete negotiating positions on reconciliation, power sharing and governance. What should be done? The Taliban should swiftly determine clear negotiating positions and be prepared to debate – and eventually reach compromises – on these as intra-Afghan talks unfold. The U.S. and other donors should leverage prospects of post-transition assistance as encouragement, while the Afghan government and civil society should engage the group and its ideas.

208. Twelve Ideas to Make Intra-Afghan Negotiations Work

Abstract:: Eighteen years after the U.S. war with Afghanistan’s Taliban began, all sides are taking the first formal steps toward a political settlement. From designating a neutral mediator to agreeing on “rules of the road”, Crisis Group lays out twelve prerequisites for keeping the talks going. What’s new? On 29 February, the U.S. and Taliban signed an agreement on a phased U.S. military drawdown, Taliban guarantees to sever ties with terrorist groups, and swift initiation of peace negotiations among Afghan parties to the war. These intra-Afghan negotiations could commence as soon as 10 March. Why does it matter? Intra-Afghan negotiations would be the first formal step to politically settle Afghanistan’s conflict since the U.S. toppled the Taliban regime in 2001. The U.S.-Taliban deal sets the stage for those talks, but it does not resolve issues among the Afghan parties that could prevent them from making progress. What should be done? All parties have crucial preparations to make, both before intra-Afghan negotiations start and during the talks’ early stages. Crisis Group has identified twelve key points that could make the difference between a successful beginning to a peace process and delays or early stagnation.

209. Cooperation Between the United States and Pakistan: What is the Future?

Abstract:: Within the Indo-Pacific region, the United States and Pakistan have sharply divergent strategic objectives. While American objectives have changed over time, focusing in recent years on rivalry with China, Pakistan’s strategic objective has remained constant—to maintain a balance of power with India. Yet Pakistan retains close strategic and economic ties with China, and the United States considers India an important strategic partner. Nevertheless, the two countries have worked together for nearly two decades toward two tactical goals—achieving a political settlement in Afghanistan and eliminating terrorism in South Asia. There is potential for them to cooperate more broadly, for example, increasing direct foreign investment to Pakistan and helping Islamabad balance its relations with the United States and China. Washington’s willingness to expand such cooperation will depend on Pakistan’s cooperation in fighting terrorism in the region.

211. Taliban Fragmentation: Fact, Fiction, and Future

Abstract:: The U.S. and Afghan governments have, at various times, intentionally pursued strategies of “divide and defeat” in an attempt to fragment and weaken the Taliban. These approaches have proved ineffective and, as long as peace efforts are being pursued, should be discontinued. Contrary to lingering narratives from earlier eras of the Afghan conflict, the Taliban today are a relatively cohesive insurgent group and are unlikely to fragment in the near term. This has not happened by accident: the Taliban’s leadership has consistently, at times ruthlessly, worked to retain and strengthen its organizational cohesion. To this day, the group is unwilling to cross internal “red lines” that might threaten that cohesion. The literature on insurgency and negotiated peace suggests that only cohesive movements are capable of following through and enforcing peace agreements. Many of the feared scenarios of Taliban fragmentation, including the defection of “hard-liners” or mass recruitment by the Islamic State, do not correspond to current realities on the ground. Fragmentation of the Taliban is not impossible, and the group is certainly far from monolithic, but ideological rifts are not a sufficient explanation of why this has taken place in the past—or might again. By studying what makes the Taliban cohesive and what has caused instances of its fragmentation, all parties invested in an Afghan peace process might be better equipped to negotiate with the Taliban under terms the movement would be willing to accept, even if it has not defined those terms publicly. This report examines the phenomenon of insurgent fragmentation within Afghanistan’s Taliban and implications for the Afghan peace process. This study, which the author undertook as an independent researcher supported by the Asia Center at the U.S. Institute of Peace, is based on a survey of the academic literature on insurgency, civil war, and negotiated peace, as well as on interviews the author conducted in Afghanistan in 2019 and 2020.

Abstract:: The Islamic State (IS) centric threat has spread to Africa and Asia. In Sub Saharan Africa, the threat is growing in the Sahel and, in Asia, the threat is growing in South Asia. The IS influence in Africa is growing, with attacks in Congo, Mozambique, Nigeria, Niger, Chad, Mali, Burkina Faso and Somalia. The IS suffered very serious setbacks in Iraq and Syria throughout 2019 but expanded to other parts of the Middle East, Africa and Asia. All indications are that Afghanistan is likely to emerge as an alternative IS headquarters. Regarding the relations between al Qaeda and IS, the two movements, that are ideological akin, are likely to merge if not work together at least in some theatres. If so, the global threat to governments and communities will increase exponentially.

216. China’s Deepening Diplomatic and Economic Engagement in Afghanistan

Abstract:: On February 29, U.S. and Taliban representatives signed the “Agreement for Bringing Peace to Afghanistan” in Doha, Qatar, which laid out a framework for ending the 18-year old conflict in Afghanistan (U.S. State Department, February 29). Despite skepticism in many quarters regarding the viability of the deal, the negotiations leading to the agreement have been supported by many international actors, to include the government of the People’s Republic of China (PRC). On February 18, PRC Foreign Ministry spokesman Geng Shuang (耿爽) commented on the U.S.-Taliban negotiations by stating that “China firmly supports the broad and inclusive peace and reconciliation process [and] welcomes the news that the U.S. and the Taliban are expected to reach and sign a deal… China stands ready to step up cooperation with all parties to the Afghan issue and the international community for peace, stability and development in Afghanistan” (PRC Foreign Ministry Briefing, February 18). As the U.S plans to draw down its forces in Afghanistan—a key element of the February 29 deal—China is set to further deepen its involvement in Afghanistan (Nikkei Asian Review, January 14, 2019). Beijing wishes to achieve at least two key objectives. First, it wants once and for all to block any contact between the Taliban and ethnic Uighur Muslim militants seeking independence from China (China Brief, April 24, 2019). Second, the PRC wants long-term stability in Afghanistan in order to extend the China-Pakistan Economic Corridor (CPEC)—the flagship project of China’s Belt and Road Initiative (BRI)—to the war-wracked country. Beijing sees Afghanistan as a primary link between the Central Asian republics and the CPEC (China Brief, December 10, 2019). To achieve its objectives, Beijing has pursued positive engagement with the Taliban movement that controls more than half of Afghanistan’s territory. These ties have increased over the past couple of years: for example, in 2019 Taliban representatives paid at least two visits to Beijing (in June and September) for talks with PRC officials (CGTN, June 20, 2019; Al-Jazeera, September 23, 2019).

217. Broken, but Not Defeated: An Examination of State-led Operations against Islamic State Khorasan in Afghanistan and Pakistan (2015-2018)

Abstract:: Since its official formation in January 2015, the Islamic State’s affiliate in Afghanistan and Pakistan has risen to prominence as one of its most dangerous affiliates, making it one of the world’s top four deadliest militant organizations in 2018. Islamic State Khorasan’s (ISK) ascendency, however, has not come without heavy costs. Since 2015, a variety of state-led operations against ISK have inflicted substantial manpower and leadership losses upon the group across Afghanistan and Pakistan. This report is the first to conduct a systematic review of operations against ISK between 2015 and 2018 to answer the following questions: what is the nature and level of manpower losses incurred by ISK in various campaigns against the group? How have these operations altered the level of the ISK threat, and what do they reveal about ISK’s militant base? Finally, how have these operations affected ISK’s operational capacity? This report draws on open-source materials to assess the above questions, and provides detailed information on the various state-led operations against ISK in Afghanistan and Pakistan and the group’s associated costs in terms of losses of both leadership and other ISK-linked individuals. As this report demonstrates, intense targeting of ISK in both countries has resulted in substantial losses for the group; between 2015 and 2018, ISK’s losses amounted to the killing, capture, or surrender of well over 10,000 ISK-linked individuals and over 500 militants in leadership roles, predominantly in Afghanistan. A parallel examination of the group’s losses and its operational activity indicates that while state-led operations have curtailed ISK’s overall number of attacks and its geographical expansion, the group has retained its ability to conduct highly lethal attacks, as evidenced by recently claimed attacks in Kabul in late February and early March 2020. The report’s findings also imply that one of ISK’s key strengths, which has allowed it to survive the onslaught of state-led operations, is its access to a steady supply of experienced militants on both sides of the border that allows it to replace its top leaders and replenish its human capital.

Abstract:: In this month’s feature article, Seth Jones examines the evolving threat posed by the Taliban in Afghanistan. “The Taliban is in many ways a different organization from the one that governed Afghanistan in the 1990s. Yet most of their leaders are nevertheless committed to an extreme interpretation of Islam that is not shared by many Afghans, an autocratic political system that eschews democracy, and the persistence of relations with terrorist groups like al-Qa`ida. These realities cast serious doubt about the possibility of a lasting peace agreement with the Afghan government in the near future,” he writes, adding that “without a peace deal, the further withdrawal of U.S. forces—as highlighted in the November 17, 2020, announcement to cut U.S. forces from 4,500 to 2,500 troops—will likely shift the balance of power in favor of the Taliban. With continuing support from Pakistan, Russia, Iran, and terrorist groups like al-Qa`ida, it is the view of the author that the Taliban would eventually overthrow the Afghan government in Kabul.” In a feature commentary, Hamish de Bretton-Gordon outlines the urgent action needed on biosecurity in the wake of the COVID-19 pandemic. He writes: “For years, the United States and many other countries have neglected biosecurity because policymakers have underestimated both the potential impact and likelihood of biological threats. COVID-19 has had a devastating effect on the planet and could be followed by outbreaks of even more dangerous viral diseases. Meanwhile, advances in synthetic biology are transforming the potential threat posed by engineered pathogens, creating growing concern over biological attacks and bioterror. Given the scale of the threat, biosecurity needs to be a top priority moving forward. Not only do efforts need to be stepped up to try to prevent the next pandemic (natural or engineered), but resilience needs to be built by developing early warning systems, the capacity to track outbreaks, and medical countermeasures, including ‘next generation’ vaccines.” He stresses that “winning public acceptance for public health measures will be imperative to tackling biological emergencies in the future.” Jason Warner, Ryan O’Farrell, Héni Nsaibia, and Ryan Cummings assess the evolution of the Islamic State threat across Africa. They write that “the annus horribilis Islamic State Central suffered in 2019, during which the group lost the last stretch of its ‘territorial caliphate’ in Iraq and Syria and its leader Abu Bakr al-Baghdadi was killed, does not appear to have had a discernible impact on the overall operational trajectory of the Islamic State threat in Africa” underscoring “that while connections were built up between Islamic State Central and its African affiliates—with the former providing, at times, some degree of strategic direction, coordination, and material assistance—the latter have historically evolved under their own steam and acted with a significant degree of autonomy.”

India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Abstract:: This paper analyzes the ongoing democratization process in Iraq and Afghanistan. It examines the political institutions established in both countries by using the comparative method of analysis. The paper shows that both Iraq and Afghanistan are primarily plural societies and are divided along sectarian and ethnic lines. Drawing from the academic literature, the paper proposes that consociational democracy is the best democratic alternative for plural/divided societies. The paper mainly argues that even though Iraq and Afghanistan share somewhat similar demographic characteristics, their newly installed democratic institutions reveal a sharp contrast. It investigates the reasons for this dissimilar choice of political institutions and proposes that the democratic institutions in both the countries must be formulated in line with the principles of consociational democracy.

Abstract:: Afghanistan is a country with strong cultural norms and a male-dominated society, comprising 49% of women population. The plight of Afghan women is embedded in long history of the country. Decades old war has led 90% of Afghan women without education (aged 25). In war- torn countries around the world, thousands of women are deprived of education. The displacement and the predominance of norms or ideologies dampen the very idea of education for women. Most of the schools are far enough and the children, predominately the girls, have no easy access there. Girls do stay at home following the gender norms. However in post 2001, there have been significant developments regarding female education and their participation in public life. The most important contribution was the adoption of National Action Plan for the Women of Afghanistan (NAPWA1), 10 years strategic framework (2010-18). The paper argues that the girls‘ education in Afghanistan requires to be looked through the lens of culture. It will analyze the other barriers to women education and explore the facts how they are unequally treated in terms of access to all levels of education in the country. However, there is a long way to meet the challenges regarding women education. It will conclude with the idea that it is undoubtedly true that countries can develop where there is no gender discrimination with regard to ducation politics and social and economic rebuilding. Only gender-oriented tasks can rule out inequalities in conflict-affected societies and transform them into peaceful societies of respect and equality.

Abstract:: The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

226. No Peace Without Justice in Afghanistan

Abstract:: Afghanistan’s presidential election took place on September 28, 2019, with less than 2 million people participating out of 9.7 million registered voters. Taking into consideration Afghanistan’s total population of 35 million, the turnout was a historic low—a problem further amplified by the fact that the government poured a huge amount of financial and human resources into election preparation. The main explanation for such low turnout is twofold. On the one hand, security threats such as suicide attacks or gun violence—which reached their peak during the presidential election campaigns—deterred many people from going to polling stations. On the other hand, Afghans have become wary about determining their own political fate because, for decades, regional and international powers have steered the political wheel in Afghanistan, rather the people. After four months, election results have still not been announced, leading to further speculation and anxiety among a population which has already been the victim of four decades of violent conflict in the country. This anxiety is further exacerbated by the ongoing “peace” negotiations with the Taliban. Afghan people have learned from experience that, even in the best-case scenario of the election results or peace negotiations, they cannot hope for new justice measures to heal their wounds. As demonstrated by the experience of Afghanistan and other countries, peace and security will not last without addressing the people’s demands for justice.

227. A Peacekeeping Mission in Afghanistan: Pipedream or Path to Stability?

Abstract:: This article analyzes how an international peacekeeping operation (PKO) can support an intra-Afghan peace settlement by mitigating information and commitment problems and fostering compliance during the settlement’s implementation phase. To frame the information and commitment problems currently hindering an intra-Afghan settlement, I briefly review noncooperative bargaining theory, its application to civil conflicts, and how PKOs can lessen mutual uncertainty and foster stability. Anchoring this research on Afghanistan, I analyze the first peacekeeping mission in Afghanistan, the 1988–1990 United Nations Good Offices Mission in Afghanistan and Pakistan (UNGOMAP). UNGOMAP’s eventual failure to foster peace highlights Afghanistan’s complexities and the dangers of an insufficiently resourced PKO operating in a state without a viable, incentive-compatible settlement. I apply these lessons to policy analysis, where I explore possible PKO options and their potential for incentivizing compliance with a future intra-Afghan deal. Though a viable PKO currently seems improbable given Afghanistan’s ongoing violence and the Taliban’s insistence on the complete withdrawal of foreign forces, future conditions may change, and I highlight necessary prerequisites where a PKO may become possible. If designed properly, an Afghanistan PKO can fill a critical monitoring and verification capacity and bolster Afghanistan’s prospects for long-term stability.

After an initial investment in shallow wells that ran dry, increasing numbers of settlers began to use percussion drills to sink wells into the ground up to 130 metres in depth. Then, with affordable diesel generators and waterpumps imported from Pakistan and China these farmers transformed what was once rocky desert soil into productive agricultural land.

229. Global Terrorism Index 2020: Measuring the impact of terrorism

Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from the Global Terrorism Database (GTD) and other sources. Data for the GTD is collected and collated by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland. The GTD contains over 170,000 terrorist incidents for the period 1970 to 2019. In 2019, deaths from terrorism fell for the fifth consecutive year, after peaking in 2014. The total number of deaths fell by 15.5 per cent to 13,826. The fall in deaths was mirrored by a reduction in the impact of terrorism, with 103 countries recording an improvement on their GTI score, compared to 35 that recorded a deterioration. The full GTI score takes into account not only deaths, but also incidents, injuries, and property damage from terrorism, over a five-year period. The largest fall in the impact of terrorism occurred in Afghanistan, which recorded 1,654 fewer deaths from terrorism in 2018, a 22.4 per cent decrease from the prior year. However, Afghanistan remains the country most impacted by terrorism, after overtaking Iraq in 2018.

230. Fitness OSINT: Identifying and tracking military and security personnel with fitness applications for intelligence gathering purposes

Abstract:: The objective of this paper is to demonstrate the possibility of tracking and identifying military and other security personnel, operating in secretive or restricted areas. Such exposure might have dire consequences from the perspective of counterintelligence or physical security. Open Source Intelligence (OSINT) and Social Media Intelligence methods and techniques were employed to gather and analyse information on security and military personnel and expose their activities on-line. The case studies presented in the article exemplify utilisation of the new “Suunto” fitness application for open-source-based intelligence research. Despite general Operational Security rules that require all personal data such as names, pictures and habits to be kept discreet, open-source based research with one of the most popular fitness applications allowed the identification of military personnel and government agents operating in Afghanistan, Mali, Syria or working at national military facilities. In a single case, it took the author less than thirty minutes to identify personal details of a US Army soldier in Afghanistan and a Special Forces officer in one of the European countries and obtain their home addresses and pictures of them and their families. The results of the research show how OSINT techniques concerning fitness applications are useful both for intelligence and counterintelligence, specifically for malicious and terrorist purposes, and how necessary it is to make fitness and other, supposedly personal, activity private, especially for those who carry out sensitive missions and work in a restricted or secretive environment.

231. Towards a structural understanding of powerbrokers in weak states: From militias to alliances

Abstract:: This article aims to contribute to a theoretical understanding and discussion of conflict in weak states. More granular than one at the level of systemic phenomena, this analysis is focused on the actors, and the political structure in weak states. The article aims to improve on efforts to accurately describe these conflicts. After a theoretical introduction, the theorem on powerbroker systems will be applied on the case studies of Afghanistan, Lebanon and Mali. Building on this, the contours of the political system in each case will be highlighted by looking at the very origins of socio-political life. The working hypothesis is that powerbrokers, built on self-governing communities, ally and bandwagon according to Balance of Threat (BoT). This working hypothesis will be tested by examining a derived hypotheses per case study and identifying a) self-rule communities, b) the political-military nexus of powerbrokers within each system, and c) the behaviour of the related BoT alliance. Afghan, Lebanese and Malian powerbrokers all confirm the hypotheses. The powerbrokers originate in a context of self-governing communities trying to maintain their internal autonomy vis-a-vis a more centralised state and world system. During conflict, the communities band together against a perceived external threat, building neo-feudal political-military bodies. Pooling military resources under skilled leadership and privileged access to outside sponsors sparks the birth of a post-conflict politicalmilitary elite. It is beneficial to maintain powerbrokers as they are better suited to distribute resources through patronage at scale. Powerbroker alliances in weak states can be well explained by a theoretical approach based on balance of threat and more research is needed

Abstract:: The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

Abstract:: When it has been more than 17 years since the fall of the Taliban regime, the Afghan conflict is far from being over. The country continues to experience a kind of resilient civil war in which neither the legitimate government of Kabul, supported by a large part of the international community, nor the Taliban have managed to impose themselves in a clear and lasting manner. To date, it seems that none of the contenders considers it feasible that the conflict will end with a military victory. This reality has ended up addressing all the direct actors (the government of Kabul, the US and the Taliban) and the indirect actors (NATO, Russia, Pakistan, Iran...) to seek a negotiated end. The task is not easy given the difficulty to find an acceptable definition for everyone on the Afghanistan that should arise from the agreement. Reconciling the Islamic Republic that some advocate, with the Democratic State designed by the current Constitution is not an easy task. Perhaps for this reason, more than a decade of talks has not been enough to illuminate a peace agreement acceptable to all. At first, one might think that nothing has changed and that the talks currently undegoing are hopelessly doomed to failure, as they face the same problem as all previous attempts: the impossibility of reconciling the interests of the Afghan government, the Taliban and the US and its allies. However, it seems that the ongoing talks have been addressed by the US and the Taliban with a different spirit. The fatigue after so many years of conflict and the evidence, eventually assumed, of the impossibility of a military victory seems to have made a dent in both, making them see that there are only two possible options: accept an imperfect agreement or be doomed to an endless war.

Abstract:: Contract disclosure is a growing global norm. The Extractive Industries Transparency Initiative (EITI) board agreed to require all member governments to disclose the contracts they sign with oil, gas and mining companies beginning in January 2021. Around the world governments, companies and civil society are increasingly advocating for disclosure. In Myanmar, progress has been extremely slow. Despite civil society activists and several major investors supporting reforms, the government has not disclosed any petroleum or mining contracts so far. With new licenses expected to be issued in the petroleum, minerals and gemstone sectors, the Myanmar government should act now to keep pace with a global trend.

237. The Helmand Food Zone: The Illusion of Success

Abstract:: This study documents how the Helmand Food Zone was developed, its origins and architects, as well as the different actors involved in the implementation and the subsequent challenges of delivery. Initially presented as a drug control project, the Helmand Food Zone came to be accredited for supporting stabilisation and governance in the Helmand province between 2008 and 2012. Driven by political demands rather than evidence, the program became a flagship in Helmand, and lauded as a success, despite evidence to the contrary. The study builds on in-depth fieldwork and high-resolution satellite imagery collected before, during and after the implementation of the Helmand Food Zone, as well as interviews with some of the main protagonists in the donor community. In total, 4,122 household interviews took place with farmers over an 11-year period in either all or some of the 28 research sites in Helmand province, in areas both north and south of the Boghra canal. The latest body of fieldwork was conducted in spring 2018 and consisted of 310 interviews in the same research sites, supplemented with a further 52 interviews with women who resided in former desert areas.

238. Nomad-settler conflict in Afghanistan today

Abstract:: Conflict between nomads and settlers appeared repeatedly in the media in Afghanistan and elsewhere after 2001, but it has rarely been studied systematically. In order to fill this gap, AREU launched a three-pronged research project on Natural Resources Management (NRM) in December 2016 supported by the EU. The purpose of this paper is primarily to inform and update policymaking on matters related to nomad-settler conflict in Afghanistan, as well as to lay the foundations for future research efforts. It provides a first, and necessarily mapped, assessment of the conflict and of resolution efforts as they stood in 2017—2019. The study looks at the several drivers of nomad-settler conflict, including the opacity around the Pastures Law, the government weakness, or demographic pressure over a scarcer irrigated land. It then looks at past conflict resolution efforts and their limited impact, before formulating recommendations around hybrid solutions where the state would play only a limited role. It also discusses possible options for future, improved resolution efforts.

239. Finishing Strong: Seeking a Proper Exit from Afghanistan

Abstract:: A precipitous U.S. withdrawal from Afghanistan would endanger many of the social, political, economic, and health gains that have been achieved in Afghanistan over nearly 20 years. Afghanistan has a myriad of problems, including corruption, violence, and poverty, but these challenges often overshadow improvements in mortality rates, media and cellular access, tax collection, and women and girls’ education and political freedoms, among others. To prevent these gains from dissipating, the international community should encourage the Afghan government to meet certain governance benchmarks and continue on its path to self-reliance. The United States and its international allies should also consider a gradual withdrawal of troops, funding for the Afghan security forces, and economic assistance, based on a timeline that reflects facts on the ground and progress on peace negotiations.

Only then will Afghanistan be able to free itself of foreign presences and embark on its own journey to prosperity and self-reliance.

241. Tell Me How This Ends: Military Advice, Strategic Goals, and the “Forever War” in Afghanistan

Abstract:: When the United States invaded Afghanistan after the attacks on September 11, 2001, and then overthrew the Taliban regime, senior military officers were not predicting that the United States would be militarily involved 18 years later. Yet, after expending nearly $800 billion and suffering over 2,400 killed, the United States is still there, having achieved at best a stalemate. This CSIS report concludes that the mission in Afghanistan expanded from a limited focus on counterterrorism to a broad nation-building effort without discussion about the implications for the duration and intensity of the military campaign. This expansion occurred without considering the history of Afghanistan, the Soviet experience, and the decades-long effort required in successful nation-building efforts. The report makes a series of recommendations: improving the dialogue between senior military and civilian officials about desired goals/end states and the implied intensity/duration of a military campaign; continuing the development of military strategists; revising military doctrine publications to include discussion of choices about goals/end states; and taking more seriously the history and experience of others.

242. Creating a Real Peace in Afghanistan

Abstract:: It has been a long, grim war since the first U.S. troops appeared in Afghanistan on October 7, 2001. The fighting has now lasted close to 18 years, and the conflict has become one of the worst managed wars in American history. The effort to reinvent Afghan government as a functioning democracy has so far been an unstable nightmare mixing corruption and uncertain central leadership with power brokers, ex-warlords, and divided leadership. Efforts at economic growth and reform have fallen far short of their goals, vast sums have been wasted or lost through corruption, and the current Afghan economy now survives on the basis of outside aid and domestic narcotics exports. Major security efforts have at best produced an uncertain stalemate and one where the Afghan government increasingly seems to be losing control in the countryside in order to maintain its hold on major population centers. Three different Presidents have made major errors in overall strategy. President Bush gave priority to Iraq at the cost of giving the Afghan war proper attention and providing adequate forces to deal with the return of the Taliban. President Obama first authorized a surge — which wasted major resources in Helmand — and then called for a premature U.S. withdrawal based on totally unrealistic goals for Afghan force development. President Trump has adopted a strategy which has no clear political or economic element, and is unclear as to whether the U.S. is willing to keep supporting Afghan government military efforts or is giving priority to peace more as part of an effort to withdraw U.S. forces than to achieve a lasting and meaningful peace settlement. This report addresses the options for staying in Afghanistan, for reaching a cosmetic or real form of peace, and for some form of unilateral withdrawal. It describes the challenges in each area: the current stalemate in conflict and the debate over Afghan Government versus Taliban control, the critical problems in Afghan governance, the weaknesses in the Afghan economy, and the many remaining challenges in creating Afghan forces that can stand on their own. It addresses the challenges in cutting or removing U.S. land and air forces. Finally, it addresses critical problems in assessing and costing the current level of U.S. involvement in the war, and in estimating the future cost of supporting a peace or continuing the fighting.

243. ‘Peace’ in Afghanistan, Iraq, Syria, Libya, and Yemen

Abstract:: In fairness, peace almost always consists of a pause in the fighting that becomes a prelude to war. Taking modern Europe as an example, the Napoleonic wars were punctuated by failed peace attempts, and then led to the rise of Germany and a whole new series of wars with Austria, Denmark, and France. The repressive peace settlements following Europe’s upheavals in 1848 set the stage for decades of new rounds of conflict and revolution. World War I led to World War II, and then led to the Cold War and now to the Ukraine. Nevertheless, the current U.S. efforts to support peace negotiations in Afghanistan and the Middle East seem remarkably weak even by historical standards. In the case of Afghanistan, “peace” is being negotiated without even the same cosmetic level of local government participation that occurred in Vietnam. It is being negotiated when there is no political stability to build upon, and no apparent prospect that the coming election can bring real unity or effective leadership.

Abstract:: The Afghan War has entered a critical period in which the U.S. is actively seeking a peace settlement with the Taliban, and doing so in spite of the fact that it is negotiating without the full participation of the Afghan government. Peace is a highly uncertain option. There are no official descriptions of the terms of the peace that the Administration is now seeking to negotiate, but media reports indicate that it may be considering a full withdrawal within a year of a ceasefire, and other reports indicate that it is considering a 50% cut in U.S. military personnel even if a peace is not negotiated. As of mid-August 2019, the Taliban has continued to reject any formal peace negotiations with the Afghan government, and has steadily stepped up its military activity and acts of violence while it negotiates with the United States. Terrorist groups like ISIS-K add to the threat, as do the many splits within the Afghani government and political structure. The Taliban has not encouraged further ceasefires, or shown any clear willingness to accept a lasting peace on any terms but its own. It may well see peace negotiations as a means of negotiating a withdrawal of U.S. and other allied forces and a prelude to a peace that it could exploit to win control of Afghanistan. At the same time, major uncertainties also exist regarding continuing support for the war. Some press reports indicate the Administration is seeking a 50% reduction in active U.S. military manpower in country by the end of 2019 or some point in mid-2020 regardless of whether a peace settlement is reached. Some members of Congress have called for major U.S. force cuts and shown only a limited willingness to keep up U.S. support of the Afghan government and forces if peace negotiations do not succeed. Much depends on current trends in the war, and the extent to which the Afghan Government or the Taliban are winning control and influence over the country. Much also depends on the degree to which the Afghan government forces can stand on their own if a peace negotiation leads to the withdrawal of U.S. and Resolute support forces, or if the U.S. makes major further force cuts.

Peace is a highly uncertain option. There are no official descriptions of the terms of the peace that the Administration is now seeking to negotiate, but media reports indicate that it may be considering a full withdrawal of its military support within one to two years of a ceasefire, and other reports indicate that it is considering a 50% cut in U.S. military personnel even if a peace is not negotiated. As of late-August 2019, the Taliban continued to reject any formal peace negotiations with the Afghan government, and its military activity and acts of violence while it negotiated with the United States. Terrorist groups like ISIS-K add to the threat, as do the many splits within the Afghani government and political structure. At the same time, the other options are no better. They either mean leaving without a peace and the near certain collapse of the Afghan government, or continuing the war indefinitely with no clear timeframe for victory or the emergence of an Afghan government that can fight on its own or act as an effective civil government. Much of the analysis of these three options has focused on the possible terms of the peace, the immediate progress in the fighting, and/or the coming Afghan election and Afghanistan’s immediate political problems. These are all important issues, but they do not address the basic problems in Afghan security forces that will limit its military capabilities indefinitely into the future, or the scale of the civil problems in Afghanistan that have given it failed governance and made it the equivalent of a failed state, and that will shape its future in actually implementing any peace or in attempting to continue the war.

Abstract:: This article focuses on internal displacement of the tribal people from North Waziristan Agency in the wake of military operation called Zarb-e-Azb. It takes Abharam Maslow’s model of hierarch of needs for analyzing the life of IDPs in camps. We argue that the institutions responsible for taking care of the camps tried their best to cope with the situation nevertheless, keeping in view Maslow’s model of hierarchy of needs, the IDPs faced difficulties to overcome their biological and psychological trauma.

Abstract:: The Washington Post’s publication of the Afghanistan Papers reveals that, although the official line was that the war was turning in favor of the US and its allies in Kabul, policymakers have long been aware that the situation was bleak, deteriorating, and unlikely to produce anything resembling a “victory.” Following 9/11, the US identified failed states as a key national security risk, in that these environments enabled terrorists, rebels, warlords, and other non-state actors to plot and plan operations against the US and the international community. Given that Afghanistan seemed to represent the prototypical weak state, the solution was obvious: Afghanistan needed to be transformed into a strong state that would resist non-state actors—particularly terrorist groups such as Al Qaeda. But in trying to achieve this lofty goal, the US has lost thousands of soldiers and contractors and spent several trillion dollars—and the costs will likely continue rising. The Afghans themselves have suffered even more, with over 100,000 deaths since 9/11. Despite all of this loss—and the open acknowledgment that the strategy is failing—there is little appetite among US policymakers for reversing course.

Abstract:: The seizure of power in Afghanistan by the Mujahiddin (“war- riors of faith”), in 1992, opened a new but certainly not peaceful chapter in the modern history of the country. The new bosses in Kabul, who were linked at one point only by the common interest of overthrowing the pro- communist regime, were now not only unable to consolidate power, but could not get around an almost open split in their leadership. The result- ing wobbly system of rotating leadership was bound to be unable to sat- isfy everyone’s wants. The inability of the Mujahiddin to achieve consensus led to the col- lapse of their hopes to unify even in the face of a direct challenge from the Taliban in the early 1990s. In 1996, in the wake of the popular disappointment with the rule of these “warriors of faith” (with whom the Taliban were connected not only by an ideological umbilical cord, but by some active participants), the Taliban seized Kabul and usurped power with direct support from Pakistan. They pushed supporters of President Burhanuddin Rabbani out to northern regions along the borders with the former Soviet Central Asian republics.

Abstract:: During the past two decades, the U.S. government infrastructure has ground to a halt for a variety of reasons, particularly due to deficit reductions, military spending, health care, and overall party-line budget disagreements, but even more recently on border security and immigration. Regardless of party politics and the daily administrative drama in the White House, how does one of the wealthiest countries in the world prepare for the impact of making war and defending peace within these economic and political constraints? Authors for this issue of MCU Journal address the economics of defense and how those costs impact nations. Aside from the economic costs the United States bears for its defense, the articles in the Spring issue of MCU Journal will demonstrate there are other costs and unique limitations faced by America and other nation-states. For example, smaller nations such as Oman must rely on technologically advanced allies for their defense support. Long-term political costs also may apply to these nations, as James Lockhart’s article on the Central Intelligence Agency’s intervention in Chilean politics discusses. There are also other ways to wage “war” that are discussed in this issue; for example, looking to the past, President Thomas Jefferson attempted to wage a trade war against Great Britain and France to maintain U.S. trade neutrality and, looking to the present and future, governments must address the real costs of cyberwar. Finally, we must consider the political and diplomatic costs associated with U.S. servicemembers and their work in foreign states, but also the relationship repair they must rely on to keep the peace.

250. Afghanistan Ahead of the Next Turbulent Presidential Election

Abstract:: The U.S. cancellation of peace talks with the Taliban means that the presidential election in Afghanistan planned for 28 September will take place in an environment of an escalating civil war. The most important challenge for the authorities is to ensure the security and credibility of the electoral process. Although the elections carry the risk of deepening the internal political crisis, they can also strengthen the position of the new president in possible government negotiations with the Taliban, which would give the country a chance to launch an intra-Afghan peace process. Western partners can support this approach by confirming their support for the new authorities and intensifying military pressure on the Taliban.
