501. Engaging Afghan Religious Leaders for Women's Rights

Abstract:
As the economic, security and political transitions take place in Afghanistan, it is essential to work with religious leaders who have credibility and moral authority among large segments of the Afghan public. Religious leaders are among Afghanistan's traditional "gatekeepers" for making local decisions, especially on questions of women's rights, and they can be effectively engaged. Despite the very negative reactions by religious leaders to women's rights at the national political level, some at the local level have shown continuing interest in women's rights when they are involved within an Islamic framework and have participated in protecting such rights. Effective engagement with religious leaders starts with respecting their opinions and involving them directly in processes of changing strongly held social norms on women's rights and other sensitive topics, such as tolerance and peacebuilding.

502. Afghanistan's Looming Fiscal Crisis: What Can Be Done?

Abstract:
Afghanistan faces a fiscal crisis that reflects worsening domestic revenue shortfalls since 2011, which could reach $1 billion in 2014 compared with the 2011 outlook. The massive theft and fraud at Kabul Bank, failure of mining activities to pay taxes and royalties, and mislabeling of some commercial imports as duty-free are among other contributing factors. Turning the fiscal crisis around will take time, but a legitimate, credible new Afghan government coming into office is essential. Quality leadership and management teams in the Ministry of Finance and the Central Bank will be crucial for success. Urgent measures are needed to turn around poor revenue performance, including strong signals from the top, possible exploitation of limited new revenue sources, and cooperation among different agencies to reduce smuggling and contain revenue leakages. Accelerated recovery of stolen and lost Kabul Bank assets should be a priority, which could provide over $100 million per year of extra fiscal space for the budget. Reforms of the revenue system need to be initiated, including introduction of a value-added tax, and possibly reform of the revenue and customs services. Expenditures will need to be cut. This requires the elimination of unnecessary and wasteful expenditures as well as the meaningful prioritization of programs within a tight resource envelope. Additional international fiscal support will be needed to help stabilize the budget in the short run. Linking aid for the Afghan discretionary budget to increases in domestic revenues and Kabul Bank recoveries would make sense.

The United Nations Security Council passed resolution 1325 on Women, Peace and Security (WPS) in 2000, which is considered to be the back - bone of efforts to include women in peace negotiations, post-conflict reconstruction and disarmament, demobilization and re - integration initiatives around the world. Ten years after this landmark resolution was passed, the East West Institute's Parliamentarians Network for Conflict Prevention started its work on the Women, Peace and Security agenda upon the request of women members of parliament from Afghanistan and Pakistan, who felt marginalized, sidelined and excluded from their national security processes as well as from international dialogues on this issue.

505. Researching Ethnic Relations as the Outcome of Political Processes

Abstract:
Ethnic diversity is often seen to be detrimental to peace and stability, particularly if ethnicity is the basis for political mobilization. Mobilization is assumed to increase the salience of ethnicity, and with it in-group cohesion, out-group animosity, and national instability; yet the mechanisms have rarely been studied empirically. This article argues that we need to study ethnicity as the outcome of political processes, focus on the attitudinal mechanisms underlying ethnic relation; and examine this phenomenon at the individual level. To this end, the article first disaggregates the term "ethnicity" into attributes, meanings, and actions. Referring to constructivism, it then argues that political science should focus on meanings. Building on the theory and findings of social psychology, this paper shows that political science must distinguish analytically between meanings regarding different in- and out-group processes. Doing so can help advance the study of ethnic relations and conflict-management practices.

506. Drones, Risk, and Perpetual Force

Abstract:
How should we conceptualize the use of missile-equipped uninhabited aerial vehicles (UAVs or "drones") in the U.S. "war on terror"? If violence of this kind is to be effectively restrained it is necessary first to establish an understanding of its nature. To this end, it is useful to focus on those theatres of the war where drones are the dominant platform for violence (such as in Pakistan, Yemen, and Somalia), rather than where they support primarily ground-based efforts (such as in Afghanistan and Iraq). The analysis in this article is presented in two parts. The first part considers whether drone strikes are better conceptualized as acts of war or of law enforcement. If it is difficult to conceptualize drone-based violence as acts of war, then such violence may not be captured by the traditional jus ad bellum (just resort to war) framework within just war theory. And if drone strikes do not constitute a law enforcement practice, the peacetime ethics of criminal justice may not apply either. One possible solution is to develop and apply a legitimization framework of jus ad vim (just resort to force) in which vim is "force short of war," although this depends upon the sustainability of a vim/bellum distinction.

Abstract:
It is unclear that the United States has any current assessments and strategy to deal with either these governance or economic issues. If it does, it has provided no transparency as to what these plans are, and has failed to develop any effective public measures of the effectiveness of its civil aid programs after more than 10 years of effort, and in spite of the fact that the civil dimension of counterinsurgency efforts is at least as important as the military efforts. It is also important to note that World Bank and UN reporting show the same lack of progress in governance, economics, and human development in Pakistan as in Afghanistan.

Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

For over a decade, NATO's counterterrorism strategy has been built on taking the fight abroad. The number of foreign fighters is high, 12,000 and counting, and the spread of countries they come from covers much of the globe. Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

Abstract:
Ashraf Ghani was inaugurated as president of Afghanistan on 29 September, under difficult circumstances. He inherited a government that is running out of money and losing ground to a rising insurgency. His ability to confront those problems and other challenges as foreign troops withdraw will be shaped by the aftermath of the political contest that brought him to power. Forming a national unity government with his election rival Abdullah Abdullah presents opportunities to stabilise the transition, preventing further erosion of state cohesiveness. Yet, it also poses risks, particularly of factionalism within Kabul, which could undermine urgently needed reforms. Given the international role in developing the agreements that have created this new partnership, and the absence of mechanisms to resolve internal differences, the international community should serve as a guarantor of Kabul's new political order and, if necessary, mediate any serious disputes that arise.

514. Licensing Afghan Opium for Medicinal Use: Why It Won't Work

With large increases in Afghan opium cultivation and production in 2013 and 2014, there is a risk that resulting frustration may give rise to a search for extreme but unproductive solutions. There are no easy solutions to the illegal narcotics problem. The proposal that Afghanistan could shift to licensed production of opium for pain medications will not work. Due to severe problems with governance, rule of law and security, opium licensing in Afghanistan would be subject to extremely high leakages. Afghanistan's comparative advantage in supplying the illicit market means that it would likely expand cultivation to meet demand in both markets. Afghanistan is a high-cost producer of opium, and prices for licensed opium are much lower than on the illegal market, so profits might well be marginal or even negative. Existing producers of licensed opiates— Australia, Turkey, India, France and others—would strongly oppose any move to let Afghanistan become a competitor on the licensed market. Even if a more liberalized market for opiates is envisioned, technological advances and modern techniques in other countries mean that Afghanistan could not be a competitive producer.

This article examines the evolution of western policy towards the idea of pursuing negotiations with the Taliban, or 'reconciliation', in Afghanistan and the role that research and expert opinion played in that process. The official western position has evolved iteratively from initial rejection to near complete embrace of exploring the potential for talks. It is widely assumed that the deteriorating security situation was the sole determinant of this major policy reversal, persuading decisionmakers to rethink what had once been deemed unthinkable. Moreover, given the politicized and sensitive nature of the subject, we might expect the potential for outside opinion to influence decision-makers to be low. Nevertheless, this article demonstrates that it would be a mistake to underestimate the role that research and expert knowledge played-the story is more nuanced and complex. Research coalesced, sometimes prominently, with other key drivers to spur and shape policy change. Importantly, it often took experts to make sense of events on the ground, especially where the failure of the military approach was not recognized, understood or palatable to those in official circles. Research interacted with changing events, policy windows, the emergence of new personalities and the actions of various intermediaries to shape emerging positions. More broadly, the case of reconciliation in Afghanistan reveals the difficulties and challenges, but also the variety of opportunities and techniques, for achieving research influence in conflict-affected environments.

Imagine a dystopian future in which NATO, struggling against Islamist terrorism, has to deploy troops on a constant basis across Africa and the Middle East. Then all of a sudden it is struck by a series of calamities: more than 40 personnel are taken hostage in the Middle East, soldiers start dying on a weekly basis on the edge of the Sahara and an operation to handle an outbreak of ebola begins to spiral out of control. NATO, you might expect, would give up in exhaustion. After Afghanistan, western powers have little appetite for quagmires.

Private contractors have become an essential but highly problematic element in the U.S. military's total force structure. The Army in particular relies heavily on contractors to perform duties that free up Soldiers for combat roles. The vast majority of these civilian employees provide logistical and technical support. They build facilities, do laundry, and staff dining halls on U.S. bases at home and abroad. While some of these contractors have been involved in issues of waste, fraud, and abuse, these issues do not have a significant Effect on the conduct of contingency operations, especially counterinsurgency (COIN) campaigns.

Pakistan's relations with Afghanistan have been largely characterised by mutual mistrust and devised through a narrow security prism. While it will require considerable effort to end deep-seated animosity, both countries share close ethnic, linguistic, religious and economic ties. Longstanding Afghan migration to the territories that now compose Pakistan makes them an integral part of Pakistani society. Yet, military-devised interventionist policies, based on perceived national security interests, including support for Afghan, mainly Pashtun, proxies, have marred the relationship. The incoming Afghan President Ashraf Ghani Ahmadzai has offered to expand bilateral ties, providing Islamabad fresh opportunities to improve the relationship. Prime Minister Nawaz Sharif has responded positively, but the Pakistani military and civilian leadership's preferences toward Kabul are diverging further as Afghanistan's transition draws closer. By recalibrating relations toward economic ties and seeking solutions to the presence of millions of Afghan refugees on its soil, Pakistan could engage more constructively with its neighbour.
