A new issue brief, Afghanistan: Where US-Iranian Interests May Yet Intersect, authored by Atlantic Council senior fellow Borzou Daragahi delves into the Taliban takeover of Afghanistan and how the swift collapse of the US-backed government in Kabul last summer not only shocked the United States and its allies in the 20-year struggle in that country, but also Afghanistan’s influential neighbor, Iran. As refugees continue to stream into Iran, the government in Tehran has still not recognized the Taliban regime and remains worried about a further deterioration in Afghanistan’s economy and social cohesion, as well as the growing presence of Sunni Jihadi militants. In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government.Of the 33 members of the still-incomplete government, only three belong to ethnic minorities. Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

Abstract:
The rapid-fire overthrow of the theocratic Taliban regime in Afghanistan (2001) and Saddam Hussein’s Baathist dictatorship in Iraq (2003) by the United States—and the disastrous aftermaths of those and other recent interventions (such as the ouster of Libya’s Muammar el-Qaddafi in 2011)— has sparked popular and scholarly interest in the causes and consequences of foreign-imposed regime change (FIRC). One of the enduring puzzles about FIRCs is that, as highlighted in Melissa Willard-Foster’s terrific book Toppling Foreign Governments, three-quarters of them are carried out by great powers against minor powers in situations of extreme power asymmetry. “Though this asymmetry of power makes an imposed change feasible,” writes Willard-Foster, a political scientist at the University of Vermont, “it should also make that change unnecessary” because “militarily weak leaders who are bereft of allies should back down when confronted by stronger states” (pp. 2–3). The 133 regime changes in Willard-Foster’s study, however, testify that the weak regularly defy the strong—and pay the price for it.

The U.S. cancellation of peace talks with the Taliban means that the presidential election in Afghanistan planned for 28 September will take place in an environment of an escalating civil war. The most important challenge for the authorities is to ensure the security and credibility of the electoral process. Although the elections carry the risk of deepening the internal political crisis, they can also strengthen the position of the new president in possible government negotiations with the Taliban, which would give the country a chance to launch an intra-Afghan peace process. Western partners can support this approach by confirming their support for the new authorities and intensifying military pressure on the Taliban.

The United States has appropriated and is obligated to spend an estimated $5.9 trillion (in current dollars) on the war on terror through Fiscal Year 2019, including direct war and war-related spending and obligations for future spending on post9/11 war veterans. This number differs substantially from the Pentagon’s estimates of the costs of the post-9/11 wars because it includes not only war appropriations made to the Department of Defense – spending in the war zones of Iraq, Syria, Afghanistan, Pakistan, and in other places the government designates as sites of “overseas contingency operations,” – but also includes spending across the federal government that is a consequence of these wars. Specifically, this is war-related spending by the Department of State, past and obligated spending for war veterans’ care, interest on the debt incurred to pay for the wars, and the prevention of and response to terrorism by the Department of Homeland Security. If the US continues on its current path, war spending will continue to grow.

Since September 11, 2001, Pakistan has pursued seemingly incongruous courses of action in Afghanistan. It has participated in the U.S. and international intervention in Afghanistan at the same time as it has permitted much of the Afghan Taliban's political leadership and many of its military commanders to visit or reside in Pakistani urban centers. This incongruence is all the more puzzling in light of the expansion of indiscriminate and costly violence directed against Islamabad by Pakistani groups affiliated with the Afghan Taliban. Pakistan's policy is the result not only of its enduring rivalry with India but also of historically rooted domestic imbalances and antagonistic relations with successive governments in Afghanistan. Three critical features of the Pakistani political system—the militarized nature of foreign policy making, ties between military institutions and Islamist networks, and the more recent rise of grassroots violence—have contributed to Pakistan's accommodation of the Afghan Taliban. Additionally, mutual suspicion surrounding the contentious Afghanistan-Pakistan border and Islamabad's long record of interference in Afghan politics have continued to divide Kabul and Islamabad, diminishing the prospect of cooperation between the two capitals. These determinants of Pakistan's foreign policy behavior reveal the prospects of and obstacles to resolving the numerous issues of contention that characterize the Afghanistan-Pakistan relationship today.

Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

It is a commonly expressed idea that a key goal of intervention in and assistance to foreign nations is to establish (or re-establish) legitimate political authority. Historically, even so great a skeptic as John Stuart Mill allowed that intervention could be justified if it were "for the good of the people themselves" as measured by their willingness to support and defend the results. In recent times, President George W. Bush justified his post-war emphasis on democracybuilding in Iraq, Afghanistan, and elsewhere in the Middle East with the logic that "nations in the region will have greater stability because governments will have greater legitimacy." When I looked at the intelligence system, as the Chief Intelligence Officer for the International Security Assistance Force (ISAF) and U.S. Forces Afghanistan in 2009, I realized that for us to be successful with President Obama's new population-centric strategy we had to refocus on the right aspects of the environment. We were focused to a large degree – I would say 95 percent – on the enemy networks (e.g. Taliban, the Haqqani Network, etc.). We had tremendous fidelity on those issues because we had been studying them for years. What we quickly realized was that we had no knowledge, no real understanding of the various tribal elements within Afghanistan. We had to understand the cultures that existed, the dynamics of the type of government that we were trying to support and the population centers in which we were actually operating. We honestly did not have any deep understanding of any of that. We were trying to figure out who was who, from the local governments on up to the national government, and we did not have any captured data, information or knowledge. We did not have that real depth of understanding that we had in other places – in Iraq it took us a while to get there. Those conditions led me and two colleagues to sit down and put our thoughts together to say we needed to do something different. We needed to completely realign our focus to the population and to the build out of the Afghan National Security Forces. We outlined the color system: the red, the white, the green, and the blue. The red was the enemy; white was the population; green was Afghan National Security Forces; and blue was us. We had a really good picture of the red and the blue, but we had no picture of the green or the white, and it was really stunning. So, we decided to put our thoughts down on paper.

Some months ago while clearing my late mother 's house I came across a stamp album from my school days in the 1960s. There were stamps from 'Croatia ', in reality produced by extremist groups in Argentina, but testifying to the existence of the Nazi puppet state of Croatia (NDH) in the 1940s. But to my surprise, I also found stamps from the 'Alawite State of Syria '. An independent Croatia is now a reality and soon to become a member of the European Union. For that matter we also have states of Bosnia-Herzegovina, Montenegro and Kosovo. And the former Soviet Union has broken up into its constituent republics. Who would have imagined this as late as 1990? But maybe the break up of states, whether Yugoslavia or Czechoslovakia, and possibly the United Kingdom if Scotland opts for independence in 2014, is a purely European phenomenon?

Ongoing dialogues and forums on nations in transition reinforce the commonality of challenges related to women's rights and roles in society, especially leadership in government. Women leaders in Afghanistan, Iraq and the Arab Spring countries face major challenges, including heightened insecurity and the risk of women's rights being rolled back significantly. The regional security of Central Asia hinges on the level of stability within Afghanistan and its foreign relations with its neighbors.1 Afghanistan is not only pivotal in the maintenance of regional security, but is also crucial to the region's economic and po- litical development. As Ashraf Ghani, chairman of the Afghan transition commission, stated, “The region needs to make a choice, a stable Afghanistan ... is absolutely es- sential.”2 However, there is looming doubt as to the ability of Afghan forces to be able to defend the state against domestic and external insurgent movements and to sustain the progress in counterterrorism and counterinsurgency that the U.S.-backed, NATO- led International Security Assistance Force (ISAF) mission in Afghanistan has estab- lished under UN mandates since the United States initiated military action against the Taliban in 2001. The year 2014 is the deadline that has been set for ISAF troops to withdraw from the war-torn country and hand over the responsibility for ensuring secu- rity in the nation to the Afghan Security Forces. Currently the U.S. and NATO forces are transitioning from a mission of combat to one of support.3 The participants of the “Bonn+10” conference4 identified 2011 as the dividing point “From Transition to the Transformation Decade,” during which the burden on the international community to assist Afghanistan in maintaining peace and continuing to develop its governmental re- forms should gradually diminish.5 Several important questions require informed and in- sightful responses: During this “Transformation decade,” what will the security picture in Afghanistan look like? Who will supplant the U.S. forces and complement the Af- ghan security forces to establish the necessary stability in Afghanistan to allow further economic and political development in the country and the region?

ISAF's mission in Afghanistan has shifted from a combat role to focus more on pre- paring ANSF units to assume lead security responsibility by the end of 2014. A key element in advising and assisting the ANSF is SFA advisor teams, provided by the U.S. Army and Marine Corps. A House Armed Services Committee report accompa- nying its version of the Fiscal Year 2013 National Defense Authorization Act directed GAO to review DOD's establishment and use of SFA advisor teams. Specifically, GAO evaluated the extent to which (1) DOD, in conjunction with ISAF, has defined SFA advisor team missions, goals, and objectives; (2) the Army and Marine Corps have been able to provide teams; and (3) the Army and Marine Corps have developed programs to train teams for their specific missions. GAO reviewed doctrine and guid- ance, analyzed advisor requirements, reviewed training curricula, and interviewed Army, Marine Corps, theater command, and SFA advisor team officials in the U.S. and Afghanistan.

What lessons have you personally drawn from the decade of war in Iraq and Afghanistan? Blair: The decade of war is really two decades of war–from the time the Cold War ended in about 1989 through the disappearance of the Soviet threat and the involvement of the United States in a series of individual military actions. What I've learned is that we need to do a better job thinking these conflicts all the way through before we engage in them. Because it turns out that we are relearning an old lesson, which is the use of military force is only a part of improving a situation and protecting American interests in a particular country or region. Too often, we think that a military victory itself will cause the desired result. In fact many other factors come in to play; economic development, social development, government improvement. These are not accomplished by the U.S. alone, and certainly not by American military force alone, but often with allies and other partners, and with other civilian capabilities. I think we have not thought them through carefully as to the end state that we are trying to achieve. Next we need to be realistic about the resources that are required; military, civil, and other. I'm afraid these are old lessons that need to be relearned, not new lessons, but they certainly have been borne out as some of the shortcomings of the interventions we have made in recent years. I would add, by the way, that I am not one who says our military interventions since 1989 have all been disasters. I think on the whole they have made the world a better place; bad people who were around then aren't around now, from Manuel Noriega to Saddam Hussein through Slobodan Milosevic and others; so it is not that our military interventions have been wasted. On the contrary–but we need to make sure that we get the maximum possible benefit from them and intervene in a smart way.

19. The Insurgents: David Petraeus and the Plot to Change the American Way of War

Abstract:
Fred Kaplan's The Insurgents is a highly successful and compelling intermingling of three stories: the rise and eventual fall of General David Petraeus; the intellectual history of counterinsurgency; and the broadening of the learning culture within the United States Military during the Iraq war. Indeed, the heroes of the book are the “insurgents” within the U.S. Army who all but overthrew the dominant paradigm of kinetic warfare in favor of ideas derived from England and France during the end of the colonial era.1 Kaplan's book picks up on the story told by Tom Ricks in The Gamble2 about how this intellectual insurgency transformed the way the U.S. fought the war in Iraq, preferring the counterinsurgency (COIN) approach to protecting civilians from insurgents and lowering their casualty rate, and building alliances in order to reduce the number of insurgents. For Kaplan this is nothing short of a profound alteration of the American way of war, one that caused enormous consternation amongst certain sectors of the military who were wedded to a more conventional approach to war.
