55701. Unionists Against Unions: Towards Hierarchical Management in Postcommunist Poland

Abstract:
Contrary to standard assumptions about union opposition to economic reform, our survey of firm-level deci sion makers in ninety-five manufacturing enterprises shows that Polish trade union leaders have strong pro-market leanings, and are profoundly skeptical of the utility of institutionalized employee influence in a market economy. This skepticism towards unions is shared by rank-and-file workers, as reported in other surveys. Industrial relations institutions in Poland are becoming less participatory and increasingly hierar chical according to a number of indicators, and this is due not just to coercion from above but acquies cence from below. At the same time, unionists in practice maintain a strong presence in non-private firms. This lingering employee influence stems, paradoxically, from a belief in property rights: unionists believe that private owners should be able to manage their assets as they choose, for this will allegedly benefit workers; but where private owners are lacking, unionists feel employees must act as temporary watchdogs. Long-term prospects for unions thus appear weak, and the weakness of institutions articulating labor inter ests can lead toward the delegitimation of democratic institutions in general. Finally, rational choice and historical institutionalist approaches are seen as unable to explain our findings. An ideational explanation appears to be the most plausible.

Abstract:
Political control of armed forces is not a problem that has confronted only liberal democracies of the twentieth century. Even less is it an issue challenging only the democratizing societies of Central and Eastern Europe in the l990s. The crucial dilemma -- that a separate armed body established in order to protect a society might pose a threat to that same society -- goes back to antiquity. The ever-relevant question of who guards the guards was a central issue in Plato's dialogue The Republic, written about 2,500 years ago. Plato, in presenting what he considered to be the right order of society, described the military state as a deviation. Ancient Greece and the Roman Empire were both confronted with the dilemma `sed quis custodiet ipsos Custodes?' The question has remained the same over the centuries, but as armed forces and society have changed, the nature of the problem has also changed.

Abstract:
As a discipline, refugee studies is of a recent vintage and very much influenced by the more established tradition of migration studies. Analysis of (voluntary) migration tends to focus on individuals rather than groups. To the extent that groups are considered, they are treated as aggregates of individuals rather than as cohesive social units in the sociological sense of constituting communities with shared common historical experiences (Shami 1993). In contrast with immigrant status, refugee status is the outcome of involuntary forms of migration, in which displacement is often caused by events beyond the control of refugees, such as internal and external wars, state policies of expulsion and exclusion, development projects, and natural disasters.

Since 1993, the Institute on Global Conflict and Cooperation (IGCC), a state-wide policy research institute of the University of California, has coordinated a series of high-level, track two consultations among security experts and officials from China, Japan, North and South Korea, Russia, and the United States. Known as the Northeast Asia Cooperation Dialogue (NEACD), this forum has sought to reduce mistrust within the North Pacific region, and to avert conflicts among the major powers in Asia through ongoing, multilateral dialogues about current security issues. The informality of the process allows the participants to air their concerns and brainstorm about new approaches to building cooperation and reducing the risk of conflict in Northeast Asia.

Abstract:
Textbook approaches to forming asymptotically justified confidence intervals for the spectrum under very general assumptions were developed by the mid-1970s. This paper shows that under the textbook assumptions, the true confidence level for these intervals does not converge to the asymptotic level, and instead is fixed at zero in all sample sizes. The paper explores necessary conditions for solving this problem, most notably showing that under weak conditions, forming valid confidence intervals requires that one limit consideration to a finite-dimensional time series model.

Abstract:
While macroeconometricians continue to dispute the size, timing, and even the existence of effects of monetary policy, political economists often find large effects of political variables and often attribute the effects to manipulation of the Fed. Since the political econometricians often use smaller information sets and less elaborate approaches to identification than do macroeconometricians, their striking results could be the result of simultaneity and omitted variable biases. Alternatively, political whims may provide the instrument for exogenous policy changes that has been the Grail of the policy identification literature. In this paper, we lay out and apply a framework for distinguishing these possibilities. We find almost no support for the hypothesis that political effects on the macroeconomy operate through monetary policy and only weak evidence that political effects are significant at all.

Abstract:
We show how the ability o accumulate human capital through formal education and through a learning-by-doing process that occurs on the job affects the dynamic behavior of the human capital stock under a liquidity constrained and a non-constrained case. When there are alternatives to formal schooling in the accumulation of human capital, investing resources in increasing school enrollment rates in low-income countries may not be the most efficient means of increasing the human capital stock. In addition, removal of the liquidity constraints may not be sufficient to escape a development trap.

Abstract:
Some recent studies have suggested constructing a Monetary Conditions Index (or MCI) to serve as an indicator of monetary policy stance. The central banks of Canada, Sweden, and Norway all construct an MCI and (to varying degrees) use it in conducting monetary policy. Empirically, an MCI is calculated as the weighted sum of changes in a short-term interest rate and the exchange rate relative to values in a baseline year. The weights aim to reflect these variables' effects on longer-term focuses of policy — economic activity and inflation. This paper derives analytical and empirical properties of MCIs in an attempt to ascertain their usefulness in monetary policy.

Abstract:
This paper examines the dynamic relationship between changes in the finds rate and nonborrowed reserves within a reduced form framework that allows the relationship to have WO distinct patterns over time. A regime switching model a la Hamilton (1989) is estimated. On average, CPI inflation has been significantly higher in the regime and volatile changes in funds rate. Innovations in money growth are characterized by large associated with a strong anticipated inflation effect in this high inflation regime, and a moderate liquidity effect in the low inflation regime. Furthermore, an identical money innovation generates a much bigger increase in the interest rate during a transition period from the low to high inflation regime than during a steady high inflation period. This accords well with economic intuition since the transition period is when the anticipated inflation effect initially gets incorporated into the interest rate. The converse also holds. That is, the liquidity effect becomes stronger when the economy leaves a high inflation regime period and enters a low inflation regime period.

This paper develops a constant, data-coherent, error correction model for broad money demand (M3) in Greece. This model contributes to a better understanding of the effects of monetary policy in Greece, and of the portfolio consequences of financial innovation in general. The broad monetary aggregate M3 was targeted until recently, and current monetary policy still uses such aggregates as guidelines, yet analysis of this aggregate has been dormant for over a decade.

This study assesses the Caribbean security landscape on the eve of the fast-approaching new century with a view to considering what the future portends in the security arena. Engaging in even guarded prospection during this period of history is particularly difficult, but also exciting, partly because of dramatic changes that the world began undergoing during the 1980s. These changes make scholars and statesmen approach the new century with a combined sense of expectancy and apprehension. The expectancy stems from the anticipated benefits of the end of the Cold War, among other things; the apprehension is driven by them may unknowns that tile dynamics of changing international relations hold for the future. This is true for the Caribbean as it is for other regions of the world, and it holds true for security as it does for other issue areas.

The cycle of Indian rebellion and government repression that characterized the first centuries of contact between European and Amerindian peoples cannot yet be consigned to the history books. The eruption of an armed movement in southern Mexico, comprised primarily of destitute Maya Indians, as well as smaller demonstrations of resistance in Brazil, Ecuador, and elsewhere speaks eloquently to this fact. While the majority of conflicts between the estimated 40 million indigenous peoples in Latin America and the societies in which they live are now played out in the political arena, security issues continue to generate violent interethnic conflict. Since the Conquest, the interests of indigenous communities usually have conflicted with national governments' security policies. These include a dimension explicitly intended to control the autonomous tendencies of indigenous communities, suppress Indian political organizing, and erase the independent identity of Indian nations.

Since the end of the U.S.-Soviet Cold War, there has been growing discussion of the possibility that technological advances in the means of combat would produce ftmdamental changes in how future wars will be fought. A number of observers have suggested that the nature of war itself would be transformed. Some proponents of this view have gone so far as to predict that these changes would include great reductions in, if not the outright elimination of, the various impediments to timely and effective action in war for which the Prussian theorist and soldier Carl von Clausewitz (1780-1831) introduced the term "friction." Friction in war, of course, has a long historical lineage. It predates Clausewitz by centuries and has remained a stubbornly recurring factor in combat outcomes right down to the 1991 Gulf War. In looking to the future, a seminal question is whether Clausewitzian friction would succumb to the changes in leading-edge warfare that may lie ahead, or whether such impediments reflect more enduring aspects of war that technology can but marginally affect. It is this question that the present essay will examine.

Abstract:
When political observers talk about European security, they invariably refer to the challenges Western Europe faces on its peripheries from a renationalized Russia, conflicts in the Balkans, and Islamic fundamentalism in North Africa. Rarely do they imagine that the greatest dangers to the new Europe may come from within, that the kind of stability Europe has enjoyed since World War II could be merely a passing chapter in history, not a transcendence of history. Without suggesting that there is necessarily a worst case ending, this study will argue that there is indeed a series of crises converging on post-Cold War Europe that threaten its stability and that need to be addressed by European policy makers and taken into account by Americans.

The dismantlement of the Soviet Union also brought about the liberation of six Central Asian Muslim republics—Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan (figure 1). Although Azerbaijan is part of the Caucasus region, it is included in this study because: The independence of that country, like that of the Central Asian states, was brought about as a result of the dismantlement of the Soviet Union. Azerbaijan, like its Central Asian counterparts, is a Muslim state, and faces similar politico-economic problems. Azerbaijan's conflict with Armenia involving Nagorno-Karabkh reminds one of a number of conflicts in the Central Asian region. These include a seething ethnic conflict in Kazakhstan (involving the Khazaks and the Slavs), the ongoing civil war in Tajikistan "along ethnic, national, and religious lines (since the Russian forces are "also involved in this civil war), and the ethnic conflict in the Fargana valley that cuts across the borders of Kyrgyzstan and Uzbekistan. Like the economies of its Central Asian neighbors, the Azeri economy was largely dependent on the economy of the former Soviet Union. Consequently, like its other neighbors, Azerbaijan is also busy establishing economic self-sufficiency, along with strengthening its religious political, linguistic, and ethnic identities.

As it struggles through the first decade of the post-Cold War era, the international community is confronted with an unprecedented increase in the number of internal conflicts and complex emergencies. With some 120 active wars and more starting each year than are ending, the world is a much less safer place than ten years ago. Never since the end of World War II has conflict-related displacement reached such levels. Fifty million refugees and internally displaced persons, or one in every 115 living human beings, require assistance. Tens of millions more do not show up on the statistics, such as the direct and indirect casualties of conflict and violent or forgotten crises. More than 90 percent of the casualties are civilians.

Many experienced observers have noted a persistent fatigue in current systems of international cooperation on research in science, engineering, and medicine. The institutions designed to serve global science since the end of World War II are not keeping pace with the changes sweeping science and technology. In the mid–1990s, the unease and uncertainty has become acute. Yet, simultaneously, research and education in science, engineering, and medicine are themselves becoming increasingly international in scope. This trend is not created by formal collaborative institutions. Instead, the factors setting the global pace include the rise of high–capacity, rapid modes of electronic communications; the end of the Cold War and the defense–based motivations that drove much innovation; the expanding scientific capacity throughout the world; and the emergence of new scientific problems that are increasingly global in nature and widely acknowledged as common priorities among scientists and nations. The uncertain “fit” between traditional institutional arrangements and tomorrow's generation of scientific activities has engendered widespread concern. A central question is how best to re–tool existing mechanisms to serve most effectively international collaboration in addressing the societal goals and research frontiers of the 21st century. The prescription for possible therapies, however, must be accompanied by a clear understanding of the nature of the symptoms and a careful analysis of the current state of existing, collaborative mechanisms.

Less than 10 years later, as part of a series of measures to balance the U.S. federal budget and enact a package of tax cuts for small businesses, the Congress approved legislation to terminate this source of funds for the Caribbean.

Intellectual property (IP) protection is becoming increasingly crucial in the context of new international commitments, the competition for private investments, and global “technology racing.” This paper examines the common base for a Western Hemisphere IP arrangement and notes the most prominent existing regional integration accords that include IP commitments. Just as the 1980s now stand out as the decade of the debt crisis in Latin America, the 1990s have become the free trade decade. After a number of failed attempts at trade liberalization during the 1970s, many states in the region now have made dramatic progress in their efforts to reduce tariffs and eliminate quantitative restrictions (QRs) (see Table 1). The strongest evidence of this new openness is reflected in Mexico's 1994 entry into the North American Free Trade Agreement (NAFTA) with the United States and Canada, the stated intention at the 1994 Summit of the Americas in Miami to develop a plan for the full expansion of hemispheric free trade, and the ongoing consolidation of such subregional trade pacts as South America's Southern Cone Common Market (MER - COSUR), including Argentina, Brazil, Paraguay, and Uruguay.

The binational center (BNC) has been one of the most successful elements in U.S. cultural programs overseas and, as such, has made important contributions to U.S. foreign policy. Through the historical study of binational centers, one sees that contemporary issues in cultural relations and public diplomacy have been dealt with on many occasions in the past, and they resurface according to the demands of the moment. This historical study of BNCs thus provides a way of reflecting upon and reconsidering perennial issues involving cultural programs and the effective conduct of U.S. foreign policy.

Abstract:
From the beginning of the industrial era to the present time, French social history has been characterized by recurrent strikes of great magnitude. Contrary to most postwar industrialized countries where large strikes ceased to play a key role in sociopolitical changes, the French case presents an important anomaly. This research demonstrates that strikes have been instrumental in reshaping French society since the early 1950s. First, strike waves and generalized disputes supported the rapid expansion of the Welfare State throughout the postwar period. They also prompted leftist parties and unions to achieve coordination in their strategies and to orchestrate national demonstration strikes, which resulted in the emergence of a leftist electoral majority. Besides, the 1968 strike waves and the leftist strategy to achieve political power supported the upward trend in unionization in the 1970s. Beginning in the early 1980s, this French pattern of strikes has resulted in a number of perverse effects that account for the crisis of the mid1990s. In that respect, the French experience supports the idea that advanced industrial societies cannot afford recurrent general strikes without damaging the very fabric of democracy and without jeopardizing their economic future.

Abstract:
According to West German standards, there is only a weak nonprofit sector in East Germany today. The East German quasi-nonprofit sector nonetheless is an indispensable institutional ingredient of political integration. It is characterized by an amazing degree of structural and ideological continuity. Much of its organizational setting dates back to the pre-1989 era. Both funding and managerial attitudes are shaped by state-centeredness. Nonprofit institutions are heavily engaged in mitigating the social costs of economic transformation. Many of them, especially at the local level, are controlled by members of the former-communist PDS (Party of Democratic Socialism). Thus, the East German quasinonprofit sector presumably integrates two important societal groups more effectively than the regular polity: those alienated from the new democracy due to economic disappointment or deprivation and those alienated from the new democracy due to ideological reasons (former communists in particular). This indicates a remarkable institutional elasticity whose main function is to "synchronize" the dramatically accelerated pace of political change and the much slower pace of societal change.

Abstract:
This paper seeks to explain the continuity in German policy in Europe across the 1990 divide. Although the collapse of the Soviet bloc and reunification transformed the context of German foreign policy, its fundamental direction remained unchanged. The new Germany, like the old, made solidarity with the western allies the cornerstone of its policy in Europe. Chancellor Helmut Kohl did address new policy challenges in the East. But he made stronger western institutions, and a deeper European Union in particular, his top priorities. Neorealism and neoliberalism, this paper argues, cannot adequately explain the strong western orientation of the Federal Republic in the early 1990s. The constellation of power and institutions at the international level left German leaders with different ways to combine association with the West and engagement in the East. In order to explain the priority accorded solidarity with the West, it is necessary to bring in the foreign policy priorities espoused by Kohl and the views of history and its lessons that informed them.

Where is Germany heading? So we have been asking ourselves since the wall fell. We had been reasonably calmed down: they were apparently not out for new adventures of their own. No Eastward going it alone -- neither in Eastern Europe, nor with the Russians. Nor any autonomous power politics. Abstract:
We posit a continuum of modes of governance, anchored at the poles by intergovernmental and supranational politics. Movement from intergovernmental politics toward the supranational pole implies the increasing importance of three factors in EU policymaking: EU rules, EU organizations, and transnational society. We propose that an increase in one of the three factors creates conditions that favor growth in the other two. We also offer a theory as to what drives initial movement toward supranational governance: increasing levels of cross-border transactions and communications by societal actors will increase the perceived need for European-level rules, coordination, and dispute resolution mechanisms. The theory provides a coherent answer to the question of why integration proceeds faster in some domains than in others. We expect movement toward supranational governance in sectors where the intensity and value of cross-border transactions is rising.

Abstract:
In this paper, we propose a dynamic theory of legal integration, test the model quantitatively, and then cross-check it by way of process tracing. We show that transnational exchange, litigation, and the production of Euro-rules have evolved interdependently, and argue that this interdependence provokes and reinforces the spillover effects that partly drive the construction of supranational governance. In case studies of the impact of the legal system on outcomes in two areas, the free movement of goods and European social provisions, we show that our model outperforms the dominant framework for understanding how the EC legal system operates - intergovernmentalism. In each of these areas, the data show that the legal system functions to reduce member-state government control over policy outcomes, and to enhance the influence of supranational institutions, national judges, and private actors.

One of the central issues in making sense of the European Union is the question of the degree to which it functions as an autonomous state. One pole of this debate conceives of the EU as a supranational entity while the other argues that it remains an intergovernmental bargain. Here, we propose to analyze the EU in terms of the structuring of its policy domains. 12 of 17 domains appear organized by nongovernmental organizations. We conclude that while the governments retain direct control over important parts of the EU, they have allowed most policy domains at the EU level to become autonomous.

Abstract:
Many European and American observers of the EC have criticized "intergovernmentalist" accounts for exaggerating the extent of member state control over the process of European integration. This essay seeks to ground these criticisms in a historical institutionalist" account that stresses the need to study European integration as a political process which unfolds over time. Such a perspective highlights the limits of member state control over long-term institutional development. Losses of control result from member state preoccupation with short-term concerns, the ubiquity of unintended consequences, and processes that "lock in" past decisions and make reassertions of member state authority difficult. Brief examination of the evolution of EC social policy suggests the limitations of treating the EC as an institutional "instrument" facilitating collective action among sovereign states. It is more useful to view integration as a path-dependent process that has produced a fragmented but still discernible multi-tiered European polity.

Abstract:
The patchwork of national telecommunications monopolies in the EU was incapable of meeting a rapidly growing need on the part of societal actors for efficient, technologically advanced, cross-border telecommunications. The Commission mobilized various transnational actors -- equipment manufacturers, business users, providers of new services, suppliers of alternative infrastructures -- to support its plans for EU-level liberalization and harmonization. Whereas in a first phase the Commission acted as a source of initiatives and models for states whose policies were in flux, the second phase saw a dramatic shift in the nature of governance. Employing its powers under Article 90 of the Treaty (which does not require Council approval), the Commission set out to abolish national monopolies in telecoms equipment, services, and, finally, infrastructures. The telecoms case thus supports three of the project's central propositions: that societal transactions drive movement toward supranational governance; that changes in EU rules, organizations, and transnational society are interlinked; and that member states do not always control these processes of institutionalization.

Everyone studing EMU cites the theory of Optimum Currency Areas: whether a country like Sweden should join the currency union depends on such parameters as the extent of Swedish trade with other EU members and the correlation of Sweden's income with that of other members. Few economists have focused on what we consider one of the most interesting aspects of this issue. Trade patterns and income correlation are endogenous. Sweden could fail the OCA criterion for membership today, and yet, if it goes ahead and joins anyway, could, as the result of joining, pass the Optimum Currency Area (OCA) criterion in the future. (Further, even if Sweden does not enter EMU quickly, it will be more likely to satisfy the OCA criteria in the future as a result of its recent accession to the EU.) The few economists who have identified the importance of the endogeneity of trade patterns and income correlation are divided on the nature of the relationship between the two. This is an important empirical question, which may hold the key to the answer regarding whether it is in Sweden's income interest to join EMU. We review the OCA theory, highlighting the role of trade links and income links. Then we discuss and analyze the endogeneity of these parameters. We present econometric evidence suggesting strongly that if trade links between Sweden and the rest of Europe strengthen in the future, then Sweden's income will become more highly correlated with European income in the future (not less correlated, as some have claimed). This has important implications for the OCA criterion. It means that a naïve examination of historical data gives a biased picture of the effects of EMU entry on Sweden. It also means that EMU membership is more likely to make sense for Sweden in the future than it does today.

European competition law allocates far-reaching competences to the European Commission. The paper asks for the conditions under which the Commission may use these rights against the member states, focusing on the most powerful provision - the right of the Commission under Article 90 to issue directives by itself in those cases where member-state governments have allocated specific rights to undertakings that conflict with the Treaty's rules. In addition the Commission may pursue Treaty violations on a case-by-case basis. In European telecommunications policy the Commission has used its powers rather successfully, with all liberalization decisions being based on Article 90. But for European electricity policy the Commission has shrunk away from using these powers in favor of initiating council legislation. The paper analyzes the conditions of the Commission's ability to act under European competition law in a multi-level framework, drawing among others on a principal-agent approach.

Two seemingly contradictory trends dominate the European debate over legitimate rule. On the one hand, there appears to be no ideologically viable alternative to liberal democracy following the collapse of the Eastern Bloc. On the other, the rapid progress of European integration has triggered an intense public debate over the European Union's "legitimacy deficit" and active popular opposition in many Western European countries. This paper asks whether these two seemingly contradictory developments can be reconciled. It argues that they can once it is recognized that the modern inter-state system is undergoing profound change. State sovereignty is being undermined by the trans-nationalization of foreign policy and the inter-nationalization of governance. In particular, the European Union has crossed the border from horizontal (or anarchical) interstate cooperation to vertical (or hierarchical) policy making in a multi-level political system in which states are but one level of the policy.

The debate on economic 'globalization' suggests that the blurring of territorial boundaries shifts the power relations between nation-states and domestic market constituencies in favour of the latter. States have lost autonomy since policies are increasingly formulated in supranational or global arenas. Market actors may use their wider choice of geographic location in order to lobby for low regulated market environments. The paper seeks to differentiate this common view considerably. It argues that economic internationalization weakens the capacity of domestic market actors to engage in self-binding agreements that formerly had solved regulatory problems. Networks of interstate collaboration in turn lack the ability to monitor and enforce negotiated agreements. Both developments impose new duties of market supervision on the nation-state. Empirical reference is drawn from the stock exchange sector that went through a process of transformation which has led to an enhanced role of the nation-state in the model of sectoral governance.

Successful international cooperation is a puzzling problem for social scientists. The ozone layer has been subject to both international treaties and domestic legislation. It is one of the foremost success stories in international relations, yet insufficiently understood. In this paper I argue that existing approaches - including the sophisticated and highly acclaimed epistemic community approach - do not take the underlying theoretical problems seriously enough. Departing from the epistemic community approach, I propose a framework for a network analysis combining interests, knowledge and power into a coherent model, which is derived from this case but can apply to similar cases sharing similar characteristics. It is argued that one of two rivaling policy networks gained hegemony over the other, mainly by winning over allies from the competing network. Ultimately this contributed to the competing network's breakdown.

Electronic networks—and particularly the new tools of e-mail and the World Wide Web (see below for an overview of basic concepts and a glossary with short definitions)—have great potential for enhancing global democratic access to policy-making processes. But de facto access to effective use of these technologies is biased in all the predictable directions: by race, gender, economic status, and location. Africa, to date the least connected continent, is particularly disadvantaged. By cutting the costs of long-distance communication, however, the information revolution is also opening up new possibilities. How well Africa and Africa's friends take advantage of these opportunities will depend at least as much on our collective capacity to learn as on the material resources available to us.

Recent Congressional action to significantly cut aid to Africa is only one sign among many of a trend to reduce U.S. involvement on the continent. How much further Africa is marginalized in the U.S. will ultimately depend on the ability of Africa's multiple constituencies to reverse this trend. Nevertheless, events on the continent are likely to compel a greater commitment of resources than U.S. policymakers currently contemplate. And engagement at any level needs to be based on clear identification of U.S. interests in Africa and well-defined criteria for establishing priorities.

From 1971 through mid-1995, the yen continually appreciated against the U.S. dollar because the Japanese and American governments were caught in a mutual policy trap. Repeated threats of a trade war by the United States caused the yen to ratchet up in 1971-73, 1977-78, 1985-87, and 1993 to mid-1995. While temporarily ameliorating commercial tensions, these great appreciations imposed relative deflation on Japan without correcting the trade imbalance between the two countries. Although resisting sharp yen appreciations in the short run, the Bank of Japan validated this syndrome of the ever-higher yen by following a monetary policy that was deflationary relative to that established by the U.S. Federal Reserve System. The appreciating yen was a forcing variable in determining the Japanese price level. After 1985, this resulted in great macroeconomic instability in Japan--including two endaka fukyos (high-yen-induced recessions).

There are huge discrepancies between the official Chinese and U.S. estimates of the bilateral trade balance. The discrepancies are caused by different treatments accorded to re-exports through Hong Kong, re-export markups, and trade in services. Deficit-shifting between China, on the one hand, and Hong Kong and Taiwan, on the other, due to direct investment in China from Taiwan and Hong Kong, is partly responsible for the growth in the China United States bilateral trade deficit.

Since the end of the Cold War, the power and prestige of the United States in East Asia have suffered a worrisome degree of erosion. The erosion is, in part, the by-product of long-run secular trends, such as structural shifts in the balance of power caused by the pacesetting growth of East Asian economies. But the decline has been aggravated by shortcomings in U.S. policy toward East Asia, particularly the lack of a coherent strategy and a clear-cut set of policy priorities for the post-Cold War environment. If these shortcomings are not corrected, the United States runs the risk of being marginalized in East Asia--precisely at a time when our stakes in the region are as essential as those in any area of the world. What is needed, above all, is a sound, consistent, and publicly articulated strategy, one which holds forth the prospect of serving as the basis for a sustainable, nonpartisan domestic consensus. The last decade has witnessed a momentous transformation in the political economy of East and Southeast Asia. From the 1950s until the early 1980s transnational production played a limited role in the strategies of Northeast Asian governments and firms. Ubiquitous policies of protection and promotion aimed to increase domestic investment, production and exports. Governments discouraged outward investment through financial controls, particularly over foreign currencies; they limited inward foreign investment to narrowly confined niches, and then often subjected it to onerous restrictions to prevent foreigners from gaining a major foothold in the national economy. The few exceptions involved areas in which domestic production was inadequate: investments in Southeast Asian raw materials and energy; investments by Japanese and Western firms in Korea and Taiwan for some labor-intensive products to be sold in local or third-country markets (but rarely in Japan); and a handful of high-tech investments by Western firms such as IBM which enjoyed such strong patent positions that they could not be forced to license their technology. Since the mid-1980s the combination of rapid currency appreciation, rising costs of labor, land and pollution control in Northeast Asia, and liberalizing economic reforms in Southeast Asia led to a huge surge of direct foreign investment, mainly for the production of labor-intensive manufactured goods. The focal point of Northeast Asian economies shifted from export-led growth based on protected domestic markets to management of regional production networks spread throughout Asia.

Abstract:
Microsoft Corporation, the largest company in the US software industry, has been under anti-trust scrutiny from the Department of Justice for most of the 1990s. In 1995, its planned acquisition of Intuit, Inc. prompted a Silicon Valley law firm, on behalf of unnamed complainants, to submit a White Paper to the DOJ, on the subject of Microsoft's long-term strategy. The White Paper, relying on the theoretical concepts of network externalities and lock-in effects, argues that Microsoft will use Intuit's products to attain monopolistic positions in network operating systems, on-line services, and electronic commerce, and will eventually be in a position to affect the content transmitted over electronic networks.

This year, the world celebrated the 100th anniversary of the modern Olympiad. Consider this vision of a world at peace: The opening ceremonies in Atlanta's Centennial Olympic Stadium, where more than 10,000 athletes from 197 countries gathered to demonstrate the highest ideals—teamwork, sportsmanship, and recognition of personal achievement. All invited countries participated, free of the ideological and political restraints that prevented many from attending in years past. For 16 days in July and August the world came together to honor those striving to surmount universal standards of excellence. Our hearts reached out to the hurdler who stumbled just before the finish line, the marathon runner who shook off fatigue, the Paralympian who rose above all expectations. We saw, for a brief moment, the potential all of us have to better ourselves and our world.

55756. Meeting on the Viability of International Economic Sanctions

Abstract:
The Carter Center convened a small, informal meeting to examine the question of whether there might be developed "more effective" international economic sanctions -- those which better achieve desired political goals without causing great suffering to innocent people. President Carter and others have expressed frustration that recent sanctioning efforts have fallen short of their objectives, yet sanctions appear to be one of the only tools available to the international community short of a resort to force. This meeting, chaired by Harry Barnes, Director of the Conflict Resolution and Human Rights programs at The Carter Center, set out to identify 1) what factors might be involved in designing more effective sanctions; 2) what obstacles must be overcome; 3) what steps governments and international bodies such as the United Nations might take to improve sanctions; and 4) what steps might be taken by non-governmental organizations (NGOs). The following is a summary of the discussion and possible follow-up actions, paying particular attention on potential roles for NGOs.

In my travels throughout Latin America, I have always found the region's leaders eager to converse with American statesmen, but with few exceptions, they mostly had to content themselves with speaking to specialists like me. The kind of transnational dialogue that would permit hemispheric relations to rise to a higher level just did not exist. When President Carter asked if I would direct a new program at The Carter Center, my thoughts turned to the question of whether I could help form a group of senior statesmen from thoughts the hemisphere, who not only could consult with each other, but also work together to advance the ideals of human rights, democracy, social justice, and equitable development that lie at the core of the inter-American promise.

Wars produce contrasting effects on the state's status in the domestic arena: they bolster its internal control but, at the same time, create opportunities for collective action of which domestic groups can take advantage and weaken state autonomy. As the case of Israel suggests, within the confines of geo-political constraints, states modify their military doctrine to balance the two contradictory impacts. The main purpose of the paper is to lay the foundation for a Sociology of Strategy by drawing on the case of Israel.

Abstract:
With the implementation of the North American Free Trade Agreement different view regarding the possible environmental risks and the measures that had to be taken in order to be able to manage them were expressed. Some environmental organizations for the first time sought to influence international trading issues in local, national and trinational networks. Current globalization processes have established new challenges to the citizens because they have forced them to focus their political action simultaneously in national, regional and global public scenarios. Therefore, Mexican, Canadian and American citizens have been increasingly involved in their countries' economic integration processes, creating awareness of the possible risks generated by the current globalization patterns and of the ways in which they can be affected. This paper concentrates on the challenges that civic organizations in general, and environmental groups in particular, have had to confront in order to maintain or try to improve their living standards with the implementation of NAFTA and offers some considerations on the successes and failures of civic and environmental actions in the purview of NAFTA.

The classification of current political tendencies in the United States is sometimes confusing. Since the beginning of Ronald Reagan's first presidential campaign, American journalists and scholars have used indistinctly terms like right, conservatism, neoconservatism, ultraconservatism, extreme right, New Right, etc., to define the different political forces behind Reagan's ascent to the White House. This confusion is evident in the work of John Judis. He believes that Kevin Phillips (a conservative scholar), Paul Weyrich (a New Right activist), Irving Kristol (a neoconservative leader), and William Buckley (a traditional conservative), could all be embraced within the term "conservative" without considering any differences in their theoretical and political position.

Abstract:
During the Intergovernmental Conference (IGC) of the European Union (EU) for reviewing the provisions of the Maastricht Treaty once again public and experts around the world realize the dramatic improvement of the security situation of the old continent that European integration led to. Few would doubt about the impact IGC will have on the security of the broader area of the Northern Hemisphere and the world in general. This is even more true considering the coincidental interaction of the EU with the evolutionary developments of the Western European Union (WEU), the North Atlantic Treaty Organisation (NATO) and of the internal national adaptations in the once divided into East and West parts of the Euroatlantic social, economic, political and defence space. Important outlines of a new design for the Euroatlantic security architecture with stronger European security and defence identity are already drawn. One should soberly admit that whatever political decisions are taken in the next two years, some more time would be needed to give a better shape and clarity of the new security design and its defence component. Bulgaria's structured dialogue with and pre-accession strategy to the EU as well as her formal submission of an application for full membership of the Union and the intensified dialogue that stemmed from it logically bring the country to the need of taking decisions for practical adaptation to the Common Foreign and Security Policy (CFSP) and the future Common European Defence (CED) of the EU. These evolutionary developments importantly coincide in a non contradictory manner with the deepening involvement of the country in the activities of the WEU, NATO's instruments - the North Atlantic Cooperation Council (NACC) and the Partnership for Peace (PFP) programme, with the efforts of the governments of the Balkan and the Black Sea regions to improve their stability and strengthen regional peace and with the procedures of formulating a concept for the European security in the 21 century by the Organisation for Security and Cooperation in Europe (OSCE).

55762. The Bulgarian Military Education at a Crossroads

Abstract:
The Bulgarian system of military education is the most important source of officers for the Armed Forces. More than ninety percents of the Bulgarian officers are graduates of one of the three service academies. Furthermore, the graduation of the "G.S. Rakovski" Military College of the General Staff is a prerequisite for an appointment at commanding positions above battalion level, and the completion of the newly established strategic course at the "Rakovski" college - a requirement for command positions above brigade level. Therefore, we examine the quality of military education as a factor determining the future of the Armed Forces. Since the 1960s, the service academies provide higher education to their graduates. Shaped after the Soviet style, the five-year long education at the academies is highly specialized with a strong emphasis on engineering sciences. This specialization reflects the compartmentalization of the Armed Forces, and continues during the officer education at the "Rakovski" military college. Although such education might have been rationalized in the years of the Cold War, in the author's opinion, it does not meet security, technological, and organizational demands of the post-Cold War era. The current requirements to military education are shaped by the new world political order, economic, technological, and legal factors, and the development of Bulgarian democratic institutions. Some of these are general for military educators worldwide, while others are specific for the present situation in Bulgaria. Of a particular importance is the role of the military education for the development of democratic civil-military relations in Bulgaria. The most important single factor demanding change, however, is the Information Revolution and the corresponding Revolution in Military Affairs. More than ever, military must be educated to anticipate change, cope with ambiguity, question traditional boundaries, and lead organizational transformation. To be effective, Bulgarian military needs a rapid transformation. The Bulgarian system of military education and the people responsible for it have the unique opportunity to lead in this transformation. They will either lead it or military colleges and academies will become anachronisms.

The problems of peace and security in Europe occupy an important place in the public conscience. New ways of improvement of the security situation are constantly being examined. The lessons learned from the terrible events in former Yugoslavia show us there is a lot to be done. Europe needs new and better instruments for strengthening of stability and security, applicable to all countries. This Research Report offers some ideas in that direction. The dissolution of the Warsaw Pact increased the number of countries in Europe whose national security interests are being defended mainly by themselves. The usefulness of all the international efforts, like the Helsinki Final Act, the Declaration of Madrid Meeting and the CFE Treaty is indisputable. They treat the problems of the then existing two opposing military alliances. The efforts of the people who gave birth to these processes deserve the highest estimation and respect. Now new steps towards a further development of the confidence and the security of our continent are needed. Our special interest is directed to a higher transparency in the military area.

Abstract:
The Balkan security is a measure and a means for guaranteeing an acceptable level of economic welfare, human freedoms and stable peace for the states in the subregion and for the whole of Europe. The traditional views of a military concept about the building of state's security systems (by means of defending their integrity, sovereignty and independence) are focused on the usage of power in the international relations. If we take a deeper look into the Balkan security problem we will see that these views are getting more and more irrelevant to the new strategic environment. Though the military fundamental does not disappear, it gives way to other determinants. It is getting more and more obvious that the erosion of the economic and the social public tissue eats away the traditional institutions of the law, of the power and of the statehood. It also aggravates the building of modern civil society. The economic and social destabilization leads to the escalation of crises and conflicts, that pass over the reasonable political and legal limits. The acute clash of interests takes the uncivilized guise of genocide, ethnic cleansing, terrorism and other crimes against humanity. In the new strategic conditions security means more than territory and sovereignty. Economic security and welfare and the protection of civil rights begin to dominate subregional security. More and more often we also add to the latter the problems of national and transnational security. These three factors form the foundations of the stable regional development concept. When we combine them with the opportunities for technological transfer they give us the real measure of social development, there by contributing to keep crises under control, to prevent conflicts and to build peace.

Leaving theoretical questions aside, the measurement of human rights is often considered to be appropriate in evaluating a country's human rights situation. Such data are used as an auxiliary tool of exogenous pressure, which is known as political conditionality whereby aid is related to specific political practices. Often human rights organizations of the South ask for the instrument of political conditionality against repressive regimes. However, exogenous pressure directed mainly towards elections and the respect for political human rights may be criticized as a kind of imperialistic attitude, trying to implement Western values in Non-Western societies.

55766. The Honecker Trial: The East German Past and the German Future

Abstract:
Fifty years after the Nuremberg tribunals, Germany is once again caught up in a series of controversial trials involving former dictators. This time officials of the former German Democratic Republic (GDR) sit in the dock. Some observers have criticized these proceedings, maintaining that they will result in the imposition of an arbitrary form of 'victor's justice.' Others have claimed, in contrast, that the cumbersome German Rechtsstaat ('state under the law') will prove incapable of responding to public demands for retribution. In this paper the author maintains that Germany's courts have not been at a loss to answer these complaints. By grounding their judgments in preexisting East German law, the courts have managed to bring some of the GDR's former leaders to justice while at the same time guaranteeing most defendants the full protections of the rule of law. In the process the courts have even conveyed an important message about the terms under which both German populations will be brought back together again.

Abstract:
Growing income inequality within a country is caused by socioeconomic factors and inadequate government policies and ultimately leads to social and political instabilities. The ideology of supply-side economics in the United States and the United Kingdom during the 1980s, for instance, induced policies of inequality which were then perceived as a way to stimulate economic growth. The demise of East European socialism since the late 1980s also led many developing countries to pursue market reforms as a way to resuscitate their moribund economies. There is evidence, however, to indicate that the distribution of income in these countries is becoming more unequal with attendant and frequently grave social and political consequences.

In the roughly four decades between the end of the Second World War and German unification, West German society gave rise to a distinctive kind of capitalist economy, governed by nationally specific social institutions that made for high international competitiveness at high wages and, at the same time, low inequality of incomes and living standards. Already by the late 1980s, when the differences in performance and social organization between the West German economy and its main competitors came to be widely noticed, the continued economic viability of the 'German model' began to appear doubtful to many. Shortly thereafter, the survival of the German version of advanced capitalism became tied to its successful extension to the former East Germany. With the 1992 completion of the European Internal Market, it became in addition dependent on the compatibility of German economic institutions with the emerging regime of the integrated European economy.

The Kellogg Institute hosted an academic workshop on “Poverty in Latin America: Issues and New Responses,” from 30 September to 1 October 1995. This was the third annual workshop in the series “Project Latin America 2000,” supported by The Coca-Cola Company. The workshop gathered scholars, policymakers, business and labor leaders, grassroots practitioners, and journalists from throughout the Americas to examine current trends in poverty, inequality, and employment emerging in the aftermath of structural adjustment, and to share policy experiences aimed at improving employment opportunities, organizational capabilities, and living conditions of the urban and rural poor. Vilmar Faria (Special Advisor to the President, Brazil) and Víctor Tokman (Assistant Director General and Regional Director for the Americas, International Labor Organization, Peru) organized these events. This report summarizes the academic workshop, including abstracts of each of the papers presented, the discussants’ remarks, the issues debated, and the organizers’ conclusions.

The papers and discussion summarized here were presented at the workshop “The Political Economy of Regional Development and Cooperation in the Pacific Basin, with Special Reference to APEC,” which was held at the Kellogg Institute, 12–14 October 1995. Some of the papers presented, including those by Yoji Akashi, Brian Job, and Clark Reynolds, will also be published in their entirety as part of the Kellogg Institute Working Paper Series. The United States, Canada, Japan, Korea, Indonesia, the Philippines, and many other East Asian countries all belong to the Asia-Pacific Economic Cooperation (APEC), and a distinctive feature of the workshop was that it consisted of experts from both sides of the Pacific. The result is a comprehensive look at the issues of trade and development in this region. Yorizumi Watanabe pointed out some tensions between regional and multilateral trade agreements. Satoshi Hanai’s paper analyzed the current Japanese recession; the papers by Akashi, Tsutomu Kikuchi, and Job focused on APEC, the former two from an Asian perspective, the latter from a North American—which provided a provocative contrast between different explanations and interpretations of the exact same events. Shozo Inouye analyzed Japan’s contribution to human resource development throughout the Asia-Pacific, while Michael Plummer and Reynolds analyzed the economic impact of economic integration in this region.

The environment of cultural pluralism and ethnic diversity is now grudgingly but generally acknowledged as a critical variable that must be incorporated in designing new strategies for development. There is urgent need to discuss the relationship between ethnicity and development in all its manifold political, economic, and social dimensions. The task is daunting; on its outcome may rest the fruitfulness of many designs of development involving billions of dollars and the fate of millions of poor people. The aim of this paper is to offer some empirical evidence and to generate some theoretical insights into the behavior of the ethnic factor in the development experience of two Third World countries, one in the Caribbean and the other in the Pacific Islands. I believe that systematic data derived from individual case histories can offer important building blocks towards constructing a wider theory on the connection between ethnicity and development.

The paper expresses skepticism about concepts current in the contemporary literature on democratization, such as 'democratic consolidation' and/or the 'lack of institutionalization' from which most of the new democracies supposedly suffer. The further claim is made that these democracies-or 'polyarchies', to use the term preferred here-have, in fact, two very important institutions, elections and particularism/clientelism, which are not generally recognized as such due to the narrow way in which political scientists usually conceptualize institutions. Finally, the paper traces some correlates and elective affinities resulting from what it labels 'informal institutionalization.' The main argument is that, in order to contribute to improving the quality of many of the new polyarchies, analysts must describe their main features realistically, which requires moving well beyond merely negative characterizations limited to what these countries seem to lack in comparison with older polyarchies.

Abstract:
The paper presents a detailed analysis of electoral practices in nineteenth-century Chile. It argues that such elections have been largely misunderstood in Chilean historiography, given the fact that the political system has been viewed simply as a tool in the hands of the rich. Indeed, the existence of income requirements in order to register to vote has even led analysts to assume that only wealthy males actually voted. By contrast, this paper shows that a majority of the voting public in the electoral processes that occurred every three years was drawn from the middle-lower to lower strata of society. The politicization of artisans and other working-class groups therefore began early in the nation's history. Moreover, the involvement of people in the electoral politics of the time greatly exceeded the numbers of men who actually voted. As such, the elections permitted the formation of a considerable degree of loyalty within the population at large for the emerging parties, which helps explain their strength in the Chilean case. The nineteenth century's electoral practices also created a competitive and highly militant electoral culture that affected the conduct of elections well into the twentieth century, i.e., even after crucial transformations in the early 1890s permitted them to become a vehicle for the realization of Chilean democracy.

The 1995 elections in the multiethnic Caribbean state, Trinidad and Tobago, were not an ordinary affair. They not only saw a change of regime but with it a change in the ethnic identity of the new political rulers. Control of the government by one ethnic party or the other poses a threat to the welfare of excluded and defeated parties. For many years one ethnic community controlled the government and entrenched its supporters at all levels of government as well as allocating most resources for the benefit of its own community. With the arrival of a new communally based party to power following the 1995 elections, vital interests are at stake. This paper examines how the change of government occurred through the electoral process.

The paper begins with a brief overview of the present social situation of Latin America, arguing that during the 1980s the widespread poverty and deep social inequality already existing in the region further increased. After this the paper reviews several strategies that could be used by would-be reformers, pointing out the potentialities but also the limitations of these strategies. Consequently the present text examines the broad contours of political coalitions that might be able to deal reasonably effectively with poverty and inequality. The paper concludes by arguing that the only possible foundation for these strategies and coalitions is a morally and democratically inspired view of the respect due to the dignity of every human being. The likelihood of such an emergence is not assessed.

Protection of Ecuadorean industry, even after the tariff reform of 1990, has continued to be important for the nonbasic needs industries, which have a very low level participation in the Andean group (GRAN), but little protection has been provided for the basic needs industries, which have extensive participation in the Andean group. In light of these facts, this paper uses a macro neostructuralist model to evaluate whether the opening of the Ecuadorean economy to the Andean group will generate development of the basic needs consumer sector, at least in the initial stage, with positive effects on growth, income distribution, and external adjustment of the Ecuadorean economy. However, it is important to recognize that Ecuador may need special trade conditions with respect to the rest of the Andean countries or else go through a significant technological change (substitution of imported inputs for domestic inputs) and/or institutional change to ensure the success of this process.

This paper attempts to assess the extent of income inequality among nations and the development of international inequality over the last three decades. After a brief introductory discussion of changes in the economic policies of industrialized countries towards poor countries and corresponding changes in the attitudes of economists, the author goes on to give an impression of the actual state of the international income distribution and mention some general problems of such comparisons. In the third section he computes an inequality index to describe the development of the international income distribution over time and presents some decompositions. The fourth section investigates the robustness of the results, and the fifth section presents an extension to world-wide inequality and reflects briefly on the significance of the results.

The increasingly global scope of democratization has challenged comparativists to engage in crossregional research as part of a collective enterprise. The response to such a challenge, however, hinges upon their ability to both base their research on a set of clear concepts, a prerequisite for theory-building, and clarify their method of case selection, a prerequisite for theory-testing. While these conceptual issues have yet to be fully resolved, I show how the work of a group of 'regime analysts' provides the best starting point for scholars interested in this enterprise. For this purpose, I show how the disaggregation of the concept of political regime provides the basis for a distinction among three analytically separable problems--the process of transition, the outcome of this process of transition, and the process of consolidation--and for more nuanced distinctions in terms of modes of transition, regime types and subtypes, and degrees of consolidation. I also show how the problem of conceptual stretching is avoided by regime analysts in the course of case selection through the vertical organization of their concepts along a ladder of generality and the application of a simple rule. Finally, I show how the study of political regimes on the basis of quantitative indices of democracy fails to avoid the problems of conceptual conflation and conceptual stretching.

Focusing on government support for the 36th International Eucharistic Congress of 1955 in Rio de Janeiro, this paper explores the reciprocities between church and state in contemporary Brazil. It argues that economic considerations were central to the link between religion and politics. Under the crucial church-state pact fostered under President Getúlio Vargas and nurtured throughout the democratic-populist era (1930-64) public subsidies helped the church expand its social and religious works and created dependence on the state. The International Eucharistic Congress highlighted how finances and faith mingled in Brazil's complex mosaic of religion, politics, and society. The paper discusses the history of the Eucharistic congresses, analyzes the church-state pact in Brazil, and gives an account of the 1955 Congress and its economic ramifications.

The recent trend toward democratization in countries throughout the globe has challenged scholars to pursue two potentially contradictory goals: to develop a differentiated conceptualization of democracy that captures the diverse experiences of these countries; and to extend the analysis to this broad range of cases without 'stretching' the concept. This paper argues that this dual challenge has led to a proliferation of conceptual innovations, including hundreds of subtypes of democracy-i.e., democracy 'with adjectives.' The paper explores the strengths and weaknesses of three important strategies of innovation that have emerged: 'precising' the definition of democracy; shifting the overarching concept with which democracy is associated; and generating various forms of subtypes. Given the complex structure of meaning produced by these strategies for refining the concept of democracy, we conclude by offering an old piece of advice with renewed urgency: It is imperative that scholars situate themselves in relation to this structure of meaning by clearly defining and explicating the conception of democracy they are employing.

'Development' has long been equated with modernization and Westernization and studied as a straightforward economic issue. The discipline of economics has been the main source of policy prescription for development decisionmakers. This view is now widely criticized as ethnocentric and as economically reductionist. Change is occurring: economics itself is reintegrating ethics into its conceptualization, methodology, and analysis; a new paradigm of development is in gestation; and a new discipline, development ethics, has come into being. Development ethics centers its study of development on the value questions posed: What is the relation between having goods and being good in the pursuit of the good life; what are the foundations of a just society; and what stance should societies adopt toward nature? The new discipline emerges from two sources, which are now converging: from engagement in development action to the formulation of ethical theory, and from a critique of mainstream ethical theory to the crafting of normative strategies to guide development practice. Development ethics has a dual mission: to render the economy more human and to keep hope alive in the face of the seeming impossibility of achieving human development for all.

Mexico's motor vehicle sector is viewed as a most successful case in industrial restructuring. In the mid-70s it was an industry characterized by outdated machinery and incapable of competing in the international market. Today its manufacturing plants are competing worldwide in automotive production, exporting more than a million engines and 400,000 vehicles a year. This transformation is explained by changes in Mexico's positioning within the automobile global market as well as by the policies applied by the Mexican government to regulate vehicle production, imports, and sale in the country. The North American Free Trade Agreement (NAFTA) is changing the institutional framework of the Mexican economy and radically liberalizing its highly protected domestic automotive market. In this study we examine the evolution of Mexico's automotive sector in the last fifteen years and the various factors contributing to its transformation. The first section reviews Mexico's overall economic strategy and trade policy. The second focuses on the regulation of vehicle and auto parts production in Mexico. Clearly, trade restrictions have been very important for the development of Mexico's automotive sector. The third section deals with the performance of the Mexican automotive industry up to 1993, before NAFTA was put into effect. It is followed by some comments on the changes that NAFTA is already bringing about. In the final section, we present our view on the industry's outlook.

The transitions to democracy in the 1980s have yielded a wealth of experience regarding the way societies reckon with a recent past of massive human rights violations. This paper looks at the most influential literature produced contemporaneously with those experiences and analyzes its current validity in the light of new contexts in which the issue arises. The author places emphasis first and foremost on the duties that the State owes to the victims of human rights violations and to society and then looks at the objective limitations that most transitions place on governments' ability to satisfy demands for truth and justice. These duties are part of an emerging rule of international law that demands that certain crimes should not go unpunished. But the obligations of the State to the victims and to society are varied and not dependent on each other; even if prosecution and punishment are rendered legally or politically impossible, the duties to disclose all that can be established about each violation, to offer reparations, and to dismiss the culprits from the armed and security forces remain fully in force.

This article outlines the factors influencing and distorting military planning (with special attention to the 1992-1996 period.) In the early years of the post-Cold War era, the US defense establishment set out to formulate a new military posture. This was supposed to reflect the new strategic environment and pursue the opportunities afforded by advances in information technology. The result, however, was a “new” posture closely resembling the old, writ somewhat smaller. It was to be progressively bolstered by cutting-edge technology inputs. However, while remarkably expensive, these inputs would only partially fulfill their promise, while exhibiting varying degrees of reliability and sustainability. Soon the USA would be spending as much and more inflation-adjusted dollars on its armed forces as during the Cold War. Also driving requirements and budgets upward would be the adoption of new strategic goals, roles, and missions exceeding those of the Cold War period. Over subsequent decades, the tension between purported military requirements and resources constraints would grow acute, while the armed forces found themselves over-extended worldwide and mired in seemingly endless wars, despite their presumed (and costly) advantages. How did US defense policy come to this point? The Development of America’s post-Cold War Military Posture shows how dysfunctional planning assumptions and processes can easily lead to dysfunctional policy.

When Czechoslovakia separated into two independent republics on January 1, 1993, it was hailed as the "velvet divorce." Relief that a European "ethnic" conflict had been resolved without physical aggression was apparently so deep as to have blunted curiosity about the real issues underlying the conflict. This paper looks back into the file and, in particular, explores the impact of party political developments on efforts to mediate some form of constitutional compromise. The analysis is not intended as an account of the separation (which would necessarily delve deep into historical, cultural, and economic questions). The more specific aim is to consider the issues and institutional pressures that dominated party development between 1989 and 1993, and to evaluate their contribution to the split. The article concludes that the profoundly unpopular decision to separate the country emanated from irreconcilable views on the correct "transition" path rather than a deeply rooted nationalism on either side. Moreover, both Czech and Slovak electorates were, to a striking degree, "held hostage" to party choices of economic policy and a common state, presented as mutually exclusive possibilities.

A changing world fraught with new uncertainties and complexities challenges America to understand the issues and dangers U.S. foreign and defense policy must confront. Economically and politically, however, it is a fact of life that the United States must engage the post-Cold War world with a smaller, more cost-efficient intelligence capability than the 13-organization, $28-billion-dollar intelligence apparatus of today. This might be achieved by a meat-cleaver approach—such as across-the-board cuts based on the erroneous assumption that every part of the apparatus is equally dispensable or indispensable. Preferably, it can—and will—be accomplished by prudently eliminating redundancy and by abandoning missions no longer deemed essential or affordable.

Practitioners of the late lamented science of Sovietology have been roundly criticized for failing to predict one of the most momentous events of the twentieth century—the disintegration of the Soviet Union. Anxious to avoid a repetition of past mistakes, post-Sovietologists have in turn devoted a good deal of attention to the question of whether the USSR's largest successor state, the Russian Federation, is itself in danger of breaking apart. Like the Soviet Union, the Russian Federation is a multinational state with ethnically-defined territorial subunits; political elites in these subunits, faced with massive political, economic and social uncertainty, may be attracted by the idea of political independence. During the first half of the 1990s, post-Soviet Russia has indeed experienced more than one crisis of center-periphery relations. The present study, however, suggests that the likelihood of a general disintegration of the Russian Federation peaked in the early 1990s and is now decreasing. In view of this analysis, the war in Chechnya is an exception to an overall trend toward consolidation, rather than an indicator of a general breakdown in center-periphery relations.

Is secession contagious? If so, can it be contained or quarantined to limit its spread? These two questions must be addressed to understand the challenges posed by ethnic divisions within and between states today. The end of ideological competition between the United States and the Soviet Union has not ushered in an era of global peace, but instead a period characterized by ethnic conflicts within many states. The coincidence of the disintegrations of the Soviet, Yugoslav, and Czechoslovak federations suggests that secession does spread with potentially nasty consequences.

In the fall of 1995, with assistance from the John D. and Catherine T. MacArthur Foundation and the Carnegie Corporation of New York, the New York Academy of Sciences organized a meeting on international collaboration in science, engineering, and medicine. The meeting was held at the Rockefeller Foundation's conference center in Bellagio, Italy from October 30 through November 2, 1995. The Academy gathered together a group of experienced international leaders to examine changes in the context and con– tent of global research cooperation and the efficacy of existing institutional mechanisms to facilitate future scientific activities. The meeting resulted in a summary report presenting the consensual views of the participants, and the New York Academy of Sciences is currently exploring a range of follow–up options with its institutional partners. Copies of the report can be obtained by contacting the Academy at the address listed below. The critical question under review at Bellagio was to assess current disparities among research opportunities, needs, and institutions and to determine the need for a more extensive international review. Discussions were based in part on extensive preparation. Prior to the meeting, all participants prepared personal statements summarizing their views of future directions for scientific collaboration, key lessons from past experience, and fundamental characteristics of successful collaborative mechanisms. These statements together with a summary issues paper produced by the New York Academy of Sciences, the meeting agenda, and biographical information on participants are collected here. The statements appear as originally distributed; none have been revised in light of the meeting's discussion. With 25 different perspectives it is to be expected that a diversity of views are represented here. However, the commentaries fall broadly along four lines of inquiry.

Abstract:
The founding of the Federal Republic of Germany as a democracy had two primary negative referents: the institutional weakness of the Weimar Republic that made it susceptible to the Nazi seizure of power and the authoritarian statist tradition of the nineteenth century. This essay argues that the institutionalization of the professional civil service in the early Federal Republic drew selectively on these negative examples, somewhat ambiguously exchanging the location of political parties and the professional civil service, but retaining substantial elements of subsequent redefinition of the role of the German citizen. Throughout the 1970s and the 1980s, German statism was rendered "inappropriate" not only for German society, but also for the institutional identity of Germany's venerated professional civil service.

Abstract:
This paper looks at the relationship between the rise of Islamic radicalism and changes in the global political and economic order. The author suggests that the major independent variable explaining whether Islamic radicalism can take power in a given state is the degree to which the state is able to articulate and then successfully pursue a national agenda. The success of such an agenda is in turn dependent upon the position of the state in the context of the global order. Thus, the author makes the claim that the creation of an integrated, global market exacerbates rather than suppresses Islamic radicalism because it interferes with the ability of any given state to pursue its own agenda. Economic liberalization weakens state authority, exposes its citizens to global competition and creates social and economic dislocation, providing an opportunity for Islamic radicals to position themselves as an alternative to further global integration.

The Carter Center and UNDP co-sponsored a Conference in Nicaragua on July 4-5, 1995 to accelerate resolution of the property problem that has entangled the country's politics and impeded its economic development and democratic consolidation. The culmination of more than one year of intensive analysis and numerous expert missions to Nicaragua by the Carter Center, in collaboration with the UNDP Property Project, the Conference brought together for the first time a group of Nicaraguan leaders representing the entire spectrum of affected interests. With Sandinista leaders sitting next to persons whose property was confiscated in the revolution, the meeting was a visible reminder of the remarkable transformation of Nicaragua from a society torn by war in the 1980s to one committed to the search for solutions to national problems through peaceful, legal means. Hosted by the UNDP and chaired by Jimmy Carter and George Price, the meeting provided an important boost to the Nicaraguan leaders to formulate a definitive solution to the property issue. The conference identified the elements of a package solution and the next steps needed to resolve the complex property problem. During the course of the day and a half meeting, significant consensus emerged on a number of general principles: including that small beneficiaries of urban and agrarian reforms should be protected, that former owners should be compensated with improved bonds, and that recipients of larger properties should either pay for or return those properties (see Appendices 1 and 2). In conversations on the issue of U.S. property claims, Nicaraguan officials explained the progress that has been made on resolving the claims of U.S. citizens, of which one-third to one-half were Nicaraguans who were alleged to have been associates of the former Somoza government and are now U.S. citizens. Former president Carter proposed a Follow-up Commission of representatives of the groups at the Conference to meet immediately to translate the consensus and the general proposals into specific decisions and laws. The 18-person Commission was selected and met on July 14 under the auspices of the UNDP. All parties attended, and the Commission moved expeditiously to develop concrete proposals in two subcommittees: (a) to provide security for small property holders and (b) to increase the value of the bonds. The entire group also discussed large property issues, expanding the privatization program, and ways to address abuses. The Commission set a deadline to complete all their work in three months.

Abstract:
Independent candidates and representatives from 27 political parties contested more than 2,000 municipal and Parliamentary postions in elections in Haiti on June 25, 1995. In the pre-election period, the Provisional Election Council (CEP) judged the qualifications of nearly 12,000 candidates, and disqualified about one thousand without explanations. The process was so prolonged and contentious that the ballots had to be changed up to the last days, and there were numerous mistakes. The CEP's erratic performance led three parties to boycott the election, and virtually all to question the CEP's judgment and independence. The unresponsiveness of the CEP to legitimate complaints raised by the political parties sowed seeds of distrust in the electoral process.

Abstract:
With the first peaceful transfer of power from one political party to another in Nicaraguan history in 1990, Nicaraguans ended a decade-long civil war and began a process of reconciliation. Within the space of a year, the army was shrunk from 96,000 to less than 15,000 troops, the Nicaraguan Resistance was demobilized, and new forms of dialogue between previously hostile groups emerged. Nevertheless, economic recovery remained elusive in the face of hyperinflation, high expectations and competing demands among organized groups, and a lack of confidence among investors and producers. Disputes over property have played a significant role in Nicaragua's recent political and economic experience, and are a fundamental factor in its future economic recovery and political reconciliation.
