Abstract:
In September 2003, just a few violent months after the Bush administration proclaimed major combat operations had ended, the Coalition Provisional Authority (CPA) – the US-led civilian body charged with administering occupied Iraq – organized a two-day workshop in Baghdad to identify best practices for countries transitioning from state-led to market economies. Seeking to draw lessons that may be applicable to Iraq, the CPA invited former ministers and finance officials from Central and Eastern European countries to share their experiences. Evidently impressed by Poland’s “shock therapy,” in which Warsaw introduced a drastic neoliberal package during the country’s emergence from Soviet domination in the early 90s, the CPA appointed the former Polish finance and prime minister responsible for those reforms, Marek Belka, to head the CPA’s Office of Economic Policy. With Belka at the helm, lessons learned from Poland’s transition would be universalized and superimposed onto Iraq, with little regard to contextual factors. Iraq was, after all, seen as a blank canvas upon which the West could project its own visions. Zealously driven by a belief that markets are the most efficient way to organize a society and, by extension, to optimize individual freedom, the CPA issued what can only be described as the economic equivalent to the U.S. military’s “shock-and-awe” campaign. Within a year, the CPA issued an astoundingly high number of Orders to build the new neoliberal state. Some of the most notable included, for example, selling about 200 state-run enterprises, eliminating the right to unionize in most sectors, outlawing labor strikes, opening Iraq’s banks to foreign ownership and control, mandating a regressive flat tax on income, lowering the corporate rate to a flat 15%, eliminating taxes on profits repatriated to foreign-owned businesses, and even prohibiting Iraqi farmers from re-using “protected” varieties of genetically modified seeds.

Abstract:
The collapse of Europe’s security order coincides with a period of global transformation. Both these phenomena threaten to change the international environment that the EU has grown accustomed to and that has served its interests relatively well. They also raise major questions over the sort of actor the EU wants to be – regional or global. While the immense challenges of internal reform and breathing new life into a now-geopolitical enlargement process suggest a regional focus for the EU’s core strategic priorities, the EU can still take certain measures to avoid losing sight of the rest of the world. If the EU is serious about retaining its influence as a global actor, it must rethink its traditional way of doing business with the ‘Global South’ and learn how to autonomously navigate an unpredictable – and often fractious – multipolar world.

This briefing assesses South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP). It acknowledges programme achievements while addressing challenges, including delays to the procurement process and financial issues facing REIPPPP projects. It underscores the necessity for electricity industry reform and more cohesive energy policies. It proposes changes to how investment decisions are made, and collaboration occurs alongside the REIPPPP process to promote private sector investment, develop localisation within the REIPPPP and reduce supply chain vulnerabilities. Lastly, it provides a thorough analysis to inform recommendations that will maximise REIPPPP’s role in realising South Africa’s energy objectives.

44. Cocoa in Ghana, the ‘Political Crop’: Does State Control Shield the Cocoa Sector from Exposure to Capital Flight?

Abstract:
Since its introduction into Ghana in the 19th century, cocoa has been considered a strategic crop, over which the post-independence governments have maintained substantial control. Cocoa is indeed referred to as a ‘political crop.’ The cocoa sector is closely regulated by the government through the Ghana Cocoa Board (COCOBOD). This paper aims to investigate whether this special industrial organization structure and the strict regulation help minimize the sector’s exposure to capital flight that would otherwise occur through export misinvoicing and leakage of foreign exchange earnings from cocoa exports. Indeed, compared to the gold sector in Ghana and the cocoa sector in neighboring Côte d’Ivoire, both of which are fully liberalized and dominated by foreign corporations, the cocoa sector in Ghana exhibits relatively little evidence of export misinvoicing. Moreover, cocoa export earnings are fully repatriated as they are in the hands of COCOBOD. The analysis, however, indicates that the gains from the cocoa sector in terms of contributions to GDP, tax revenue, and poverty reduction remain sub-optimal. This suggests that there is substantial room for improvement of these outcomes through targeted reforms and policy interventions at the sectoral level.

This report, “HIV, Hepatitis & Drug Policy Reform” follows the Global Commission’s thematic reports on “The War on Drugs and HIV/AIDS” (2012) and “The Negative Impact of the War on Drugs on Public Health: The Hidden Hepatitis C Epidemic” (2013). Despite a decade-old call for urgent action, current drug control efforts fail, with HIV and hepatitis prevalence persisting among drug users. In 2023, approximately 354 million people around the world are currently living with hepatitis B or C. People who use drugs, especially people who inject drugs, are at a higher risk for blood- borne HIV, hepatitis B and hepatitis C. Although there has been some success — for example, the scale-up of antiretroviral treatments that reduced HIV related deaths to their lowest in almost three decades — progress has been uneven and people who use drugs are still left behind. This must change. Prohibition and criminalization of drug use hinder HIV and hepatitis prevention, escalating risks and obstructing treatment. People who use drugs face disproportionate incarceration, abusive policing, and stigma. Inadequate resources are dedicated to proven harm reduction options while billions are spent on punitive law enforcement measures. Achievable UN targets for ending these epidemics by 2030 exist, but a crucial course correction demands political will to embrace a new approach to drugs. The time to act is now.

46. Innovation and New Directions: Searching for Novel Paths in Arab Education Reform

Abstract:
In October 2018, Carnegie published a report calling for fundamental educational reform in the Arab world and arguing for the need for that reform to move “from schooling to learning” in order to “serve the needs of pluralistic societies and foster the development of active, responsible citizens who are empowered to deal with complexity and advance constructive change.”1 The report gave a number of recommendations encompassing the different fields within which education takes place: the school, the state, and the society at large. This paper, with many of the authors of the first report participating again, attempts to go in further depth about the findings of the first report. It is evident that Arab governments still see education reform as a top-down effort that continues to perpetuate power relations and authoritarian thinking, sidelining critical and creative thinking among students. The paper places special emphasis on several reform efforts that are being implemented across the Arab region, many in a bottom-up approach that attempts a collaborative approach with governments but is not held hostage to old authoritarian thinking. Rather than simply admiring the problem, the paper attempts to highlight several experiences taking place within different Arab educational systems, not so much because these experiences are necessarily transportable but rather to point out that together with the challenges, there are also successes that can be built on. Consistent with Carnegie’s strategy of working with experts from the region, the paper has once again drawn on the practical experiences of experts from the Qatari, Jordanian, and Egyptian educational systems as well as from the regional, bottom-up experience of the TAMAM project, led by the Arab Thought Foundation and the American University of Beirut and spanning eight different countries. Under the able coordination and facilitation of Nathan J. Brown, these experts have authored a document that I hope will further contribute to the debate on education reform in the region—and help push it forward. I want to acknowledge the Asfari Foundation for their generous financing of this project, and hope that policy recommendations in this paper will help guide future education policies in the Arab world.

47. Prospects for Mexico’s Lithium Sector After Reforms to the Mining Law

The Mining Law reform establishes that lithium exploration, mining and use are activities for which the state is responsible, without the option to grant concessions, based on the argument that they are activities in the public interest. The Mining Law reform leads to the existence of a dual legal system for lithium. On the one hand, the concessions already granted are regulated and monitored by the Ministry of the Economy. On the other hand, exploration and mining that takes place after the reform will be carried out by the state through a state-owned company. The objectives and responsibilities of the state within this dual system are unclear. For the mining and processing of lithium to be an opportunity that translates into benefits for Mexican people, clear, consistent and credible policies are needed. There are challenges in terms of governance, both for the special system created and the general concessions system. At NRGI, we have identified three aspects of governance we believe require analysis: (1) failures in governance of the general system; (2) governance of state-owned companies; and (3) supply chains and value generation.

48. Control, Development, Legitimacy, and the 2024 Problem: Russia Two Years Before the End of Putin's 4th Term

In 2020, the Russian Federation’s legislature adopted constitutional reforms initiated by President Vladimir Putin. The reforms allowed Putin to “zero out” his presidential term count, and thus maintain ambiguity about his plans in 2024. They also set the stage for a radical revamp of governance in the country, with hope to kick-start Russia’s economic growth before 2024 and to ensure that the system could withstand instability stemming from a potential succession crisis. The reforms did bring substantial changes. However, as it is evident from major policies regarding capital investments, public administration, and the COVID-19 pandemic, the reforms left political decision-making top-heavy, poorly informed, short-sighted, and constrained, making it highly questionable whether they could achieve the goal of stimulating growth and stabilizing the regime’s domestic position before 2024. It was amid this set of contradictions and ambiguities that Putin decided to start a war of submission against Ukraine in February 2022. As of March 2022, it is too early to conclusively evaluate the consequences of the war on Russia’s future, and having been finalized in early February, this report cannot attempt to do it. However, by undoing the foundations of economic and social development, the war seems to have set Russia on a course where the regime aims to resolve the contradictions and ambiguities detailed in this report by previously unseen levels of domestic repression and external aggression.

In addition to Afghanistan, Iraq has been one of the US’s major state-building projects in the 21st century. The recent events in Afghanistan have again highlighted criticism against large-scale interventions. The changes in Iraq’s electoral law have brought about some positive changes, but did not address the root causes of the problems in the political system. Institutions in Iraq are weak and marred by politicization and pressure from powerful parties. Hence, their independence is highly questionable. While improving democracy in Iraq would require radical change, taking minor steps forward remains a more attractive and doable option for the Iraqi and international leadership. However, by working with established political players, the very barriers to more significant reform are simultaneously being strengthened.

50. Schengen reform and the instrumentalisation of asylum-seekers: New Commission proposals legitimate states’ existing practices

Abstract:
The European Union lacks a consistent asylum and migration policy, which makes it vulnerable to the instrumentalisation of asylum-seekers, most recently visible in the Belarusian actions at its borders with EU countries. In December 2021, the European Commission published proposals on tackling the instrumentalisation of migrants and reforming Schengen rules, but they appear to miss their targets. Instead of addressing the hostile third country, the instrumentalisation proposal weakens the rights of asylum-seekers at the border. Schengen reform proposes the possibility of an indeterminate period of reintroduced internal border controls, legitimating the years-long border controls in six Schengen countries (France, Germany, Denmark, Austria, Sweden and Norway). Asylum and migration policy is also progressing, as the 18-month-old proposal for the New Pact on Migration and Asylum is expected to move forward, contributing to the badly needed harmonisation of policies.
