Abstract:
South Sudan’s civil war expanded into Equatoria, the country’s southernmost region, in 2016, forcing hundreds of thousands to flee into neighboring Uganda in what has been called Africa’s largest refugee exodus since the 1994 Rwandan genocide. Equatoria is now the last major hot spot in the civil war. If lasting peace is to come to South Sudan, writes Alan Boswell, it will require a peace effort that more fully reckons with the long-held grievances of Equatorians.

The 2011 civil war in Syria attracted thousands of fighters from at least seventy countries to join the Islamic State. Al-Shabaab carried out large-scale attacks on civilian targets in Uganda and Kenya as retribution for the deployment of peacekeeping forces in Somalia. In this report, Martha Crenshaw considers the extent to which civil war and foreign military intervention function as a rationale for transnational terrorism, and how understanding the connections between terrorism, civil war, and weak governance can help the United States and its allies mount an appropriate response.

Abstract:
Between May 2019 and September 2020, the United States Institute of Peace convened a bipartisan senior study group to consider the factors that have reshaped the Red Sea arena. The study group determined that, in recent years, the geopolitical and geo-economic dynamics of the Horn of Africa have become tied to the Middle East and broader Indian Ocean in a manner unprecedented in the last century. However, U.S. strategy in this evolving environment has struggled to keep pace with these interconnected, complex, and transregional dynamics and to account for the region’s increased relevance to U.S. interests. The final report of the senior study group defines U.S. interests within a hierarchy of priorities to assist policymakers in calibrating diplomatic, development, humanitarian, and security interventions and provides recommendations for defending and advancing these interests

This report provides a careful examination of monitoring and oversight mechanisms set up in Sierra Leone, Indonesia, Sudan, and South Sudan between 1999 and 2015, and offers a series of key lessons for the design of future monitoring mechanisms.

More than five years after South Sudan’s first ceasefire agreement, ceasefire monitors are still on the ground. The hope was that their work would help overcome the mistrust between rival factions, halt ongoing violence, and deter further violations. Drawing on interviews with monitors, combatants, politicians, civil society representatives, diplomats, peacekeepers, and others, this report examines the history of ceasefire monitoring in South Sudan and offers recommendations for donors supporting future monitoring processes in South Sudan and elsewhere.

The relationship between corruption and violent conflict is complex and significant. Corruption affects access to basic services, contributes to resource scarcity, and fuels organized crime. It was included on a European Commission checklist for the root causes of conflict, and it was cited as a potential driver of extremism in the 2019 report of the Task Force on Extremism in Fragile States. Focusing on several social movements in Kenya, this report reviews the efforts of collective civic action to combat corruption and advance transparency, accountability, and good governance.

Nigeria’s keenly anticipated national elections are scheduled to take place in February and March 2019. These elections will mark the sixth vote since the reintroduction of democracy in 1999—and will follow the country’s first peaceful transition of power to an opposition party in 2015, when Goodluck Jonathan of the PDP conceded to Muhammadu Buhari of the rival APC. Based on field research in eight states and Abuja, this Special Report identifies the emerging and shifting risks of election violence for Nigeria’s 2019 elections and provides recommendations for Nigerian authorities and international donors supporting the electoral process to help mitigate these risks.

The five-year-old civil war in South Sudan is an unparalleled humanitarian and security crisis, causing the largest exodus of refugees on the African continent since the Rwandan genocide and leaving over a third of the population displaced and two-thirds severely food insecure. Beyond the human toll on South Sudan’s long-suffering citizens, the country’s unraveling underscores the shifting political and security fault lines in the Horn of Africa. This Special Report surveys the region’s various interstate hostilities and intrastate conflicts and suggests ways the United States can reassert its influence to begin contributing meaningfully to the resolution of South Sudan’s civil war and conflicts in the greater Red Sea region.

Deployed after rebel groups overran large portions northeastern Mali in 2013, it was just the second time Beijing had ever contributed combat troops to a UN peacekeeping mission.
