When news broke of the Hamas attack on Israel last month, the silence from Beijing was conspicuous amid the din of international statements. When the government finally addressed the conflict at a press conference the day after, its words were remarkable for being unremarkable. An unnamed Foreign Ministry spokesperson expressed “deep concern,” called on “relevant parties to remain calm, exercise restraint, and immediately end the hostilities,” and lamented the “protracted standstill of the peace process”—a diplomatic endeavor in which Beijing has never shown more than a passing interest. The wording was nearly identical to China’s reactions during past Gaza conflicts, despite the fact that the circumstances were radically different. Because the brief remarks failed to condemn Hamas or even recognize the scale of the horrors that occurred on October 7, Israeli commentators interpreted them not as neutral, but as hostile. Beijing soon confirmed that interpretation. On October 14, Foreign Minister Wang Yi asserted that Israel’s actions went “beyond the scope of self-defense” and demanded that it stop imposing “group punishment” on Palestinians, while still refusing to condemn Hamas. Chinese media have likewise presented the war as one of Israeli aggression—despite being heavily censored, their early reports were rife with anti-Semitic, anti-Israel commentary claiming that Hamas was defending the two-state solution, even though the group’s past and present actions are patently bent on destroying the Israeli state. Notably, the strident tone in online Chinese commentary moderated in the run-up to President Xi Jinping’s November 15 meeting with President Biden, underscoring the government’s well-established influence over such messaging. This approach is a stark departure from Beijing’s past impassivity toward Middle East conflicts, in which Chinese officials had usually sought to avoid entanglement. Rather, it reflects the government’s new inclination to use far-flung conflicts as opportunities to undermine the United States and score points in the “Global South.” Yet it could also hold longer-term consequences for China, particularly regarding the government’s three-decade effort to improve relations with Israel. In addition, using the current crisis to take potshots at Washington may constrain Beijing’s ability to project impartiality in other regional conflicts.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Abstract:
Jakarta’s domestic politics make normalization unlikely despite years of positive signals, but the United States should nevertheless urge it to consider incremental, mutually beneficial steps toward rapprochement with Jerusalem. On October 29, Secretary of State Mike Pompeo will briefly visit Jakarta for discussions with Indonesian president Joko Widodo—popularly known as Jokowi—and Foreign Minister Retno Marsudi. Topping Pompeo’s agenda will undoubtedly be the U.S. effort to organize Asian allies around resisting China’s increasing assertiveness in and beyond the region. But Jakarta is also relevant to another Trump administration foreign policy priority, one that has taken on an increasingly high profile in the run-up to the U.S. election—normalization with Israel. Indonesia is one of thirty countries worldwide that do not recognize the state of Israel, and one of three in Southeast Asia. But unlike Malaysia, whose leaders have espoused virulent anti-Semitism, and tiny Brunei, Indonesia has a history of positive (albeit inconsistent) signals toward Israel, raising hopes that movement toward normalization may be possible even if it is not imminent.

With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.

During the first eighteen months following its January 2006 electoral victories, Hamas took an incremental approach toward official integration into the Palestinian Authority (PA) and the Palestine Liberation Organization (PLO). Since its takeover of Gaza in June 2007, however, Hamas has changed tactics and imposed an independent, authoritarian regime. After an initial period of calm, there are increasing signs of public discontent over the faction's nascent rule. Yet, Hamas has a near monopoly on the means of force -- its disciplined and well-organized security forces have managed to control Fatah-led disturbances. The group will continue to consolidate its rule in Gaza unless PA officials in the West Bank initiate a clear strategy aimed at the long-term restoration of authority there. Without such an effort, Hamas will further undermine the legitimacy of President Mahmoud Abbas and Prime Minister Salam Fayad, limiting their mandate to negotiate on behalf of all Palestinians at the planned international peace conference this fall.

Taken together, the kidnapping on Sunday of an Israel Defense Forces (IDF) soldier and the signing on Tuesday of an agreement among Palestinian factions to create a unity government for the Palestinian Authority (PA) suggest that significant seismic forces may be developing within Hamas that may have a decisive impact both on the organization's solidarity and on the future course of Israeli-Palestinian relations. While the unity agreement itself has little significance beyond internal Palestinian politics—it is a nonstarter for the Israelis and represents a major retreat from previous Palestinian positions—its importance lies in the fact that it highlights the possible emergence of a fissure within the Hamas organization between its internal leaders, headed by Palestinian prime minister Ismail Haniyeh, who experience the brunt both of popular concerns and Israeli reprisals, and its external leaders, chief among them Damascus-based Khaled Mashal, who are free of these constraints and therefore able to insist on more maximalist positions. However, in signing this agreement—apparently without full consultation with, or the approval of, the Damascus contingent—the Hamas leaders in the territories have signaled both their independence and their intention to embark on a more pragmatic path than that preferred by Hamas's more ideological external elements. Indeed, the timing and nature of the attack seems to have been specifically intended to disrupt the effort to agree on a unity government with Palestinian president Mahmoud Abbas, and thereby, the possible emergence of a more moderate Hamas strategy.

Palestinian Authority (PA) president Mahmoud Abbas's surprise May 25 announcement that he would call for a national referendum should Palestinian factions fail to reach agreement during their national dialogue was wrongly interpreted as a peace plan by many in the press. The document Abbas threatened to put to a popular vote is intended to quell the daily gun battles, kidnappings, and assassination attempts among rival armed groups in Gaza. However, since each party will interpret the document to affirm its own interests, the vague language on relations with Israel could be interpreted either as advocating a one-state solution that would eliminate prospects for peace or as recognizing a two-state solution. Abbas and Fatah may view the “national accord,” negotiated earlier in May among prominent prisoners in Israeli jails, as a means of forcing Hamas into a corner on negotiating with Israel, but the text of the document much more closely resembles Hamas's own political program. Mr. Deckel is a leading political analyst in Israel and Washington correspondent for Israel Television and Israel Radio. Mr. Makovsky is a senior fellow and director of the Project on the Middle East Peace Process at The Washington Institute. Mr. Makovsky's remarks were released in PolicyWatch no. 1086, “The Shape of Israel's Election Race.” The following is a rapporteur's summary of Mr. Deckel's remarks. In several recent interviews with the press, Israeli acting prime minister Ehud Olmert articulated a specific agenda for disengagement and the evacuation of thousands of additional settlers from the West Bank, distinguishing his campaign from the vague promises that have characterized past Israeli elections. Ariel Sharon campaigned in 2003 on eventual “deep and painful” future concessions, but did not specifically address disengagement until after the elections. It is therefore important to evaluate the prospect that Kadima will head the next government and what policies it would likely follow if in power.

21. The Shape of Israel's Election Race

In a surprise move prior to Israel's March 28 election, Acting Prime Minister Ehud Olmert unveiled a proposal that Israeli settlers be consolidated into West Bank settlement blocs largely adjacent to the Green Line. A week after the announcement, Israeli public reaction suggests his gamble seems to have paid off. According to a Yediot Ahronot poll released on March 17, Israelis favor Olmert's unilateralist proposal by a margin of 52 percent to 45 percent. Moreover, Olmert's poll standing was not negatively impacted by the proposal, despite the fact that it could mean the removal of an estimated 60,000 settlers from dozens of settlements scattered across the larger part of the West Bank outside Israel's security barrier. (Inside the Israeli security barrier, there are approximately 193,000 settlers, mostly in blocs, in the 8 percent of the West Bank largely adjacent to the pre-1967 boundaries. By comparison, President Clinton's final proposal in 2000 involved Israel keeping 5 percent of the land.) An Olmert security advisor and former Shin Bet head, Avi Dichter, says the Israel Defense Forces (IDF) will not be withdrawn from the West Bank. Olmert was able to use his commanding lead to answer critics who say that the new party leader lacks Ariel Sharon's track record and therefore the authority to ask the public to trust his decisions. In the March 17 poll, Olmert's Kadima stood to win 39 seats in the 120-seat Knesset; Labor was polling at 19 seats and Likud, 15 seats. Olmert's standing was undoubtedly assisted by Israel's March 15 operation to seize from a Jericho prison the assassins of Israeli cabinet minister Rehavam Zeevi. Olmert hopes the operation will burnish his security credentials and undercut Netanyahu's argument that he is uniquely tough enough to challenge Hamas. (Olmert needs to be concerned about the 22 percent of Israelis who are undecided—the equivalent of twenty-five Knesset seats.)

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

Having publicly aired its internal problems over the last weeks rather than developing a clear campaign message, Fatah is unlikely to win more than 40 percent of the seats in the next Palestinian Legislative Council (PLC). Even though the question of Israel allowing voting in East Jerusalem now seems resolved, it remains to be seen whether elections will take place. If they do proceed, Fatah is certain to lose its monopoly on the Palestinian Authority and will require a coalition to form the next government.

Former Israeli prime minister and recently resigned finance minister Benjamin Netanyahu won the Likud leadership primary on December 19, beating the foreign minister, Silvan Shalom, by a margin of 45 percent to 33 percent. Netanyahu returns to the leadership of Likud, which he vacated after his loss in the 1999 election. Netanyahu's victory comes a day after Israeli prime minister Ariel Sharon suffered what his doctors called a mild stroke; he was released from the hospital within forty-eight hours. At seventy-seven, Sharon already shares the record for the oldest Israeli prime minister; David Ben-Gurion was seventy-seven when he resigned in 1963. Sharon turns seventy-eight in February.

On June 24, 2005, Aviezer Ravitsky, a professor at Hebrew University of Jerusalem and an expert on religious Zionism, addressed The Washington Institute's Special Policy Forum. The following is a rapporteur's summary of his remarks. The impending Israeli disengagement from the Gaza Strip and four settlements in the northern West Bank threatens the ideological foundations of many settlers. This is particularly true for religious settlers, most of whom view Israeli habitation of the West Bank as the fulfillment of a biblical mandate initiated by the Hebrew patriarchs. The fact that Prime Minister Ariel Sharon, a prime architect of the settlement movement during his tenure as housing minister in the late 1970s, unilaterally proposed the disengagement epitomizes what many settlers see as their abandonment by the political establishment. They fear that Israel will eventually withdraw from most, if not all, of the West Bank. That prospect threatens to undermine the cause of the national-religious camp in Israel, which has championed the settlement movement above all else since Israel assumed control over the territories in 1967.

Urgent regional matters — such as Iraq and the Arab–Israeli peace process — will dominate the agenda during Egyptian president Hosni Mubarak's visit to Washington this week, while Egypt's transition to a free-market economy and U.S.– Egypt trade ties will also receive attention. Egyptian domestic politics, however, will register little, aside from U.S. frustrations over anti-Semitism in the Egyptian press and concern about the status of Egypt's Coptic Christians. Although the regime appears quite stable, having secured a "victory" in its 1990s conflict with violent extremist groups, the state of political reform in Egypt, America's most important Arab ally, merits a closer look. That is because Egypt's long-term economic reform — in which Washington has invested so much — can succeed only if accompanied by meaningful political liberalization.

In recent weeks, a simmering debate between the two major power centers in domestic Lebanese politics has spilled into public view. This debate pits newly installed Prime Minister Rafiq Hariri, who represents those who want Lebanon to take advantage of Israel's withdrawal from southern Lebanon to focus on internal stability, economic reconstruction and securing foreign investment, against Hizballah leader Shaykh Hassan Nasrallah, who — with the support of Syria and Iran — champions maintaining Lebanon's role on the front line of the ongoing revolutionary resistance against Israel. This tension was described in the Lebanese newspaper an-Nahar as the choice between "Hanoi" (Nasrallah) and "Hong Kong" (Hariri). As with most Middle East crises, the development of this delicate and flammable dispute carries both risks and opportunities for Lebanon and other players on the Middle East scene.

The formation of a national unity government in Israel today, by a vote 72 to 21, is a triumph for Ariel Sharon. First, he seized the initiative. After his landslide victory a few weeks ago, Sharon did not engage in classic Israeli bargaining tactics in dealing with his Labor Party rivals, but rather caught the defeated and divided party off balance by immediately offering them top cabinet positions in the desire to cement a unity government. Sharon was not intoxicated by the breadth of his victory, but rather followed through on his campaign commitment. Sharon realizes that it is also good politics. According to Gallup's poll taken last week, the Israeli public favors the establishment of such a government by an overwhelming 79 to 14 margin.

The Israeli people spoke in the most dramatic and convincing fashion. Viewed in the U.S. context, Ariel Sharon won a larger share of the vote — 62.5 percent — than any presidential candidate in history. Essentially, Israel voted to express one word: "enough!" — enough violence, enough concessions, enough perception of weakness. They were particularly voting against Barak, both personally and against the policies that characterized his government (dating not only to Camp David but as far back as the earliest days of his cabinet). Certainly, much of yesterday's vote was against Barak more than it was a vote for Sharon; just as Barak's 1999 landslide was less a vote for him than it was a vote against Bibi Netanyahu; just as Netanyahu's 1996 squeaker was less a vote for him than it was a vote against Shimon Peres. Now it's Sharon's turn.

The deadline has now passed for Ehud Barak to step aside in favor of rival Shimon Peres in Israel's prime ministerial face-off next Tuesday, February 6, against Likud leader MK Ariel Sharon. Analysts have already written off this election for Barak, as Sharon's lead in the polls has barely budged from a 16 to 20 point margin over the last two months. Given that Barak won a landslide victory by a 12.1 percent margin less than two years ago, the scope of his probable defeat is striking — perhaps the most lopsided electoral debacle since Menachem Begin's Herut lost to the Labor forerunner Mapai in 1959 by a margin of 24.7 percent. Barak's electoral free-fall is especially remarkable given that his opponent is someone long regarded as unelectable, due to his advanced age, right-wing political views, checkered past, and evident discomfort with the new media age. Nevertheless, Barak has pressed on, insisting that the real campaign has only just begun. His decision to stay in the race has heightened speculation that he may plan on joining a Sharon-led "national unity government," despite carefully worded protestations to the contrary.
