1. The Future of the Joint Warfighting Headquarters: An Alternative Approach to the Joint Task Force

Abstract:
The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II. Analysis of the historical record has shown that joint warfighting is best conducted with a Joint warfighting command subordinate to the geographic combatant commands. However, the Joint Task Force model is problematic because the ad-hoc, post-crisis activation of JTFs, along with their antiquated command and control structure, inherently puts the United States at a strategic and operational disadvantage. In the future, the US military will primarily maintain its competitive advantage, especially in great-power competition, by being a superior and sustainable joint force sooner than its adversaries. The proposed AEFs draw on generations of hard-earned experience to maintain and grow American supremacy in Joint warfighting in an increasingly dangerous world.

Although the People’s Liberation Army is not yet a global expeditionary force on par with the US military, the former has nevertheless significantly expanded its ability to operate abroad. Through enhanced technological capabilities, robust relationships with foreign militaries, increased access to overseas military bases and dual-use facilities, and the implementation of major structural reforms, the People’s Liberation Army has built a more integrated joint force capable of conducting a wider and more complex array of missions. This volume advances the understanding of the People’s Liberation Army’s capability to conduct overseas missions by examining China’s military relations with Europe, Africa, and Latin America; the country’s military activities in the Indian Ocean, polar regions, and Pacific Island countries; and the emerging roles of the People’s Liberation Army Rocket Force and the Joint Logistic Support Force. This volume finds the People’s Liberation Army is engaged in a wide range of activities throughout the world, including port calls, joint exercises, seminars, and personnel exchanges. China sells weapons to some parts of the world and seeks to acquire military and dual-use technology from others. In addition, the People’s Liberation Army seeks to increase its capability to operate in parts of the world, such as the Indian Ocean, Pacific Island countries, and polar regions, where the organization has only had a minimal presence in the past.

3. Framing the Future of the US Military Profession

Abstract:
The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major global pandemic and associated social and political unrest, and the growing societal distrust toward professions in general. Richard Lacquement and Thomas Galvin propose that the questions of professional identity, while still important, are now less salient than those about the professions’ jurisdictions of practice and domains of expert knowledge. Clarifying them will help better prepare US military professionals to exercise discretionary judgment effectively. They also propose a new Future of the US Military Profession research effort that addresses these jurisdictions across service, joint, and defense enterprises to clarify the divisions of professional work and responsibilities. This is a must-read for any steward of the military profession.

Abstract:
The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era. Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. Reforms to the political work system, the evolution of the Second Artillery into the Rocket Force, and expansion of the PLA’s foreign-based force posture all indicate that the PLA is accelerating its drive to become a world-class military. To succeed in future “informatized” wars, the PLA recognizes it must improve its members’ education level. It seeks to leverage better China’s civilian education system while also addressing legacy issues that frustrate professional military education and the care of its veterans. The PLA is also reforming joint education and seeking insight from its exchanges and interactions with other nations’ militaries. The revamping of its academic institutions to support better its most technical and advanced entities for network warfare and other operations is indicative of the PLA’s fast-paced evolution.

This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension. Moreover, invest in a multidomain alliance has the flexibility to allow a later build-up of heavy forces if conditions still warrant.

As is well known, then acting Secretary of the Navy Thomas Modly fired Captain Brett Crozier, captain of the aircraft carrier USS Theodore Roosevelt, after he wrote a letter arguing that all but ten percent of the crew should disembark the ship to prevent the spread of the COVID-19 virus. Doing so, he acknowledged, would diminish the carrier’s readiness and slow its response time in a crisis. Justifying that decision, however, he argued, “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”1 The problem for the captain, of course, was not the content of the letter as much as it was the subsequent leak to the San Francisco Chronicle. Setting aside the fiasco that resulted in his firing, and led to Modly’s sudden resignation, 2 the captain raises some important concerns regarding what the risks sailors, soldiers, airmen, and marines3 should be required to take in peacetime. Because it is peacetime, he argues, “[W]e … cannot allow a single Sailor to perish as a result of this pandemic unnecessarily.”4 Of course, even in war no one should die unnecessarily; however, the captain raises a good question: “what risks are necessary in peacetime?” To answer that question it is first important to understand what risks are necessary in wartime

Over the last month, an array of analysts and experts has attempted to ascertain what the post-pandemic world might look like from strategic, policy, or institutional perspectives. Several of these assessments feature dramatic predictions of a new world unlike what existed just months ago. It’s reasonable to expect change following a global crisis, but the near breathlessness detectable in some of these analyses evinces a lack of nuance or an appreciation for stasis. Moreover, few of these or other analyses have addressed the implications in a transatlantic context, or suggested specific mitigation steps. This brief essay reflects a more balanced attempt to fill these gaps, identifying recommendations for the US Army and Department of Defense to leverage the crisis and mitigate the damage across the transatlantic community.

The Department of Defense (DOD) needs to re-institutionalize horizon scanning for “strategic shock” and integrate this perspective into its strategy, plans, and risk assessment. Defense-relevant “strategic shocks” are disruptive, transformational events for DOD. Though their precise origin and nature are uncertain, strategic shocks often emerge from clear trends. Shocks are often recognized in advance on some level but are nonetheless “shocking” because they are largely ignored. Too often, rapid strategic shock catches the DOD off guard because leadership fails to account for it. To be sure, accounting for shock is a value judgment. Many may actually see what ultimately becomes a shock well in advance. However, readying for shock requires leadership to understand a contingency event’s potential for strategic-level hazard. Failing that, and once confronted with shock, leadership frequently mischaracterizes it as defying reasonable prediction and prior planning.

The COVID-19 pandemic has led to over three million confirmed infections and more than one hundred thousand dead globally. In the United States, over sixty thousand people have died and more than 1 million have been infected. According to epidemiologists, this is only the first phase. Thus, near-term “success” against the outbreak reflects a current snapshot in time, not necessarily a permanent outcome. In light of our very preliminary understanding of the long-term impact of the outbreak and national-level responses, there are discernible trends about how countries’ responses are impacting their standing in key regions and around the world. Few regions offer such stark contrast in stories as the Indo-Pacific. In that region, South Korea is up, China is down, and the United States is out. These shifts may or may not endure. What is increasingly clear, however, is that ineffective responses—perceived at home or abroad—will limit policymakers’ freedom of action for some time to come.

16. Special Commentary: The Impact of COVID-19 on Civil-Military Relations

Abstract:
There has been a great deal of speculation regarding how the current COVID-19 pandemic could affect civil-military relations in the United States. Oona Hathaway observes that after the terrorists attacks on September 11, 2001, which killed approximately three thousand Americans, the United States “radically re-oriented” its security priorities and embarked on a two-decadelong global war on terror that cost $2.8 trillion from 2002 to 2017. Given that COVID-19 could kill more than one hundred thousand Americans, she argues that it is time to re-orient those priorities again.1 Of course, simply re-orienting security priorities by themselves will not be transformative. Nora Bensahel and David Barno, for example, argue that diminished defense budgets resulting from shrinking revenues will make less funds available to maintain expensive forward bases and legacy weapons programs. Moreover, they argue, the increased sense of vulnerability will give the National Guard and reserve components a greater priority than active forces given their more prominent role in addressing the current crisis.2 They are probably right that these things will occur. However, a smaller active force and an empowered National Guard and reserve components will not fundamentally alter the role the military plays in American society. That kind of transformation requires not only taking on new missions, but more importantly, taking on new expert knowledge. Since a profession’s status is contingent on a distinct body of expert knowledge, and the autonomy to apply that knowledge within a given jurisdiction, prioritizing human security will require developing expertise in more than the use of force. Doing so will shift the military’s focus from lethality to the prevention, or failing that, the alleviation of suffering, potentially blurring the lines between military and civilian realms. Of course, such an outcome is not inevitable and the US military has played a role in disaster response before without re-orienting its security priorities. However, the COVID-19 pandemic may prove a pivotal moment but not simply because of reduced funding for military expenditures or increased vulnerability to pandemics. Diminishing external security threats, due in some part to the effects of the virus, coupled with increasing demand to assure human well-being both in the United States and abroad, could lead to a rethinking of the military’s role in American society. This rethinking could include the redistribution of roles between the military, civilian agencies, and other organizations, which extends beyond simply decreasing funds spent on defense.

17. Special Commentary: Post-COVID Transformation: DOD Goes into the Matrix?

These are complex, turbulent, and uncertain times to be sure. The Department of Defense (DOD) is at an important inflection point. COVID-19 has irrevocably altered the dynamics of international security and reshaped DOD’s decision-making landscape. As a result, DOD will have to adapt to significantly different strategic circumstances post-COVID than those assumed operative in the 2018 National Defense Strategy (NDS18). We recommend that DOD recognize this to be true, seize the initiative, create opportunity from crisis, and recraft defense strategy to re-emerge from COVID as a stronger, more hypercompetitive institution. The past is definitely prologue in this regard. DOD’s current strategic circumstances mirror those of the immediate post-9/11 period. The wars that followed 9/11 forced a substantial strategic course correction on DOD. By 2003, it was clear that the azimuth set in the 2001 Quadrennial Defense Review (QDR01) was fundamentally compromised by the stark reality of the Iraq and Afghan wars and the wider “Global War on Terrorism.” There was corporate recognition at the time that the path described in QDR01 was not likely to position the American military for the demands of the post-9/11 environment. Just as war reshaped DOD’s strategic agenda then, COVID-19 will change the dynamics of great power rivalry and the defense choices associated with it going forward as well. By itself, we suggest this necessitates a thoughtful re-examination of the assumptions and approach described in NDS18. To use a pop culture analogy, DOD’s current situation is reminiscent of “Neo’s choice” in the dystopian movie The Matrix. In the film, rebel leader Morpheus offers protagonist Neo the choice of a red pill or a blue pill. The red pill extends to Neo an unvarnished view of “the matrix” and its broader and more difficult set of governing facts. The blue pill, on the other hand, returns Neo to his prior blissfully naïve existence plugged into a land of computer make-believe. The blue pill is all about doubling down on a comfortable yet already discredited past. The red pill offers Neo the opportunity to boldly enter a difficult but nonetheless transformational future. In the end (spoiler alert), Neo chooses red. Like Neo, DOD has its own difficult “red or blue” choice on the near-horizon. COVID forced the issue. DOD’s choice is between prudent risk-taking, transformation, and increased hypercompetitiveness (red) on the one hand, and status quo, steady decline, and inevitable loss of position in key regions and domains on the other (blue). As in the case of Neo, we suggest that DOD choose the former (red pill) transformational option.

The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.

After an intense period of internal reorganization, Parameters opens its long-awaited Winter 2018–2019 issue with a Special Commentary, “Civil-Military Relations and Today’s Policy Environment” by Thomas Garner. Garner suggests US civil-military relations may have come to a crossroads where the rift between American citizens and their military has grown too great to be ignored any longer. Our first forum, Coercion: New Means & Methods, features two articles that discuss underexplored ways of achieving strategic coercion. The first contribution, “Social Media Warriors: Leveraging a New Battlespace” by Buddhika Jayamaha and Jahara Matisek, explains how certain hostile parties have created a new battlespace consisting of the internet, social media, and other means of communication to foment social and political discontent within Western-style democracies. No less novel, David Katz’s contribution, “Multidimensionality: Rethinking Power Projection for the 21st Century,” explains how American military strategists might incorporate multidimensional power projection into their planning processes to counter gray-zone adversaries. The second forum, Technological Innovation: Problems & Prospects, addresses the double-edged nature of technology. The first article, “High-Energy Laser Weapons: Overpromising Readiness” by Ash Rossiter, discusses some of the facts and fictions associated with modern laser weapons within the context of today’s great-power competition. An essential point in this discussion is how the excessive promises of those responsible for developing (and selling) high-tech weapons can severely undermine military readiness. In quite a different vein, the forum’s second article, “Innovation Tradecraft: Sustaining Technological Advantage in the Future Army” by Adam Jay Harrison, Bharat Rao, and Bala Mulloth, identifies the components needed to build an innovation ecosystem. This ecosystem would include organizational culture, awareness of emerging technologies, a capacity for leveraging resources, and a strategy for absorbing external information. Ideally, such an ecosystem would help channel technological innovation in positive directions while reducing bureaucratic inertia. Our third forum, Technological Change & War’s Nature, consists of a contribution by a historical figure of some renown. The article entitled “Profession at the Crossroads” written by Donn A. Starry while he was still a lieutenant colonel. Among other things, Starry reveals how he and his contemporaries understood the relationship between technological change and the nature of war. His views provide an interesting contrast with those of today. This contribution is separated by nearly 50 years; yet it deals with a timeless and, for the military professional, a fundamentally inescapable question.

In this monograph, Tami Davis Biddle analyzes the historical record of air power over the past 100 years. Her monograph, designed for the student of strategy, is intended to provide both a concise introduction to the topic and a framework for thinking intelligently about air power, particularly aerial bombing. Her primary aim is to discern the distinction between what has been expected of air power by theorists and military institutions, and what it has produced in the crucible of war. Aerial bombing, Biddle argues, is a coercive activity in which an attacker seeks to structure the enemy’s incentives—using threats and actions to shape and constrain the enemy’s options, both perceived and real. It is an important and much-utilized military instrument for both deterrence and compellence. In addition, it is a powerful tool in the arsenal of the joint warfighter. Its ability to achieve anticipated results, however, varies with circumstances. Students of strategy must be able to discern and understand the conditions under which aerial bombing is more or less likely to achieve the results expected of it by those who employ it.

Abstract:
Scenario planning should be one of the Pentagon’s most important tools for developing strategy for an uncertain future. However, the formalized joint scenario planning process to support strategy and force development—Support for Strategic Analysis—has faced many challenges over the past 2 decades, and has ultimately proven less influential than intended on strategic decision-making. Explaining why is the main purpose of this monograph. It argues that scenario analysis has been most effective in supporting capability and program development, while it has fallen short in shaping strategy and force structure. The reasons for this are numerous and are rooted in intrinsic, structural characteristics of decision-making in large organizations. The monograph concludes with several recommendations for rejuvenating scenario planning in the Pentagon.

Abstract:
The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.

The Autumn issue of Parameters opens with a forum featuring two contributions that highlight some important Challenges for USCivil-Military Relations. The first contribution, “Policy Revolt: Army Opposition to the Korea Withdrawal Plan” by Eric Setzekorn, argues senior US Army leaders adopted a Fabian strategy of indirect resistance to Carter’s desire to reduce the number of troops stationed in Korea. The strategy worked. But the author leaves us wondering whether that success was a positive development for US civil-military relations. The second article, “The Walter Reed Scandal and the All-Volunteer Force” by Richard Malish, provides intriguing evidence that the American public might have put the AVF on a pedestal high enough that it harms civil-military relations. Our second forum, On Alliances and Coalitions, offers three essays addressing the importance of integrating disparate perspectives under a common strategy. The first article, “Fighting and Learning in the Great War: Four Lessons in Coalition Warfare” by Kelly Grieco, describes the key insights the United States and its allies drew, or ought to have drawn, during the First World War. All of these, as Grieco shows, have immediate relevance today. The second contribution to the forum, Vinay Kaura’s article “India-US Relations: From Distant Partners to an Alliance” suggests American and Indian interests are converging in a manner that makes an alliance between them, hitherto inconceivable, now a worthy objective. Paul Vera Delzo’s “Toward a Whole-of-Government Approach: Revamping Peru’s Strategy Process” describes how Peru can obtain greater efficiency and effectiveness from its strategies by integrating all government agencies. The final forum, On Clausewitz, presents two articles that challenge nontraditional interpretations of On War. Richard Milburn’s “Reclaiming Clausewitz’s Theory of Victory” takes on Emile Simpson’s “Clausewitz’s Theory of War and Victory in Contemporary Conflict” (Parameters Winter 2017–18). Milburn rejects Simpson’s view and maintains Clausewitz’s theory of victory remains relevant in the twenty-first century. Brandon Euhus’s “A Clausewitzian Response to ‘Hyperwarfare’ ” urges military planners to remember the human dimension of war, as expounded upon by military writers from Thucydides to Mao Zedong, is ultimately the decisive one.
