Abstract:: Integrating artificially intelligent technologies for military purposes poses a special challenge. In previous arms races, such as the race to atomic bomb technology during World War II, expertise resided within the Department of Defense. But in the artificial intelligence (AI) arms race, expertise dwells mostly within industry and academia. Also, unlike the development of the bomb, effective employment of AI technology cannot be relegated to a few specialists; almost everyone will have to develop some level of AI and data literacy. Complicating matters is AI-driven systems can be a “black box” in that humans may not be able to explain some output, much less be held accountable for its consequences. This inability to explain coupled with the cession to a machine of some functions normally performed by humans risks the relinquishment of some jurisdiction and, consequently, autonomy to those outside the profession. Ceding jurisdiction could impact the American people’s trust in their military and, thus, its professional standing. To avoid these outcomes, creating and maintaining trust requires integrating knowledge of AI and data science into the military’s professional expertise. This knowledge covers both AI technology and how its use impacts command responsibility; talent management; governance; and the military’s relationship with the US government, the private sector, and society.

Abstract:: Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. NATO is perfecting drone operations through interoperability exercises, and space is being exploited by adversaries. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

3. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency (NATO COE-DAT Handbook 1)

Abstract:: In 2014 NATO’s Centre of Excellence-Defence Against Terrorism (COE-DAT) launched the inaugural course on “Critical Infrastructure Protection Against Terrorist Attacks.” As this course garnered increased attendance and interest, the core lecturer team felt the need to update the course in critical infrastructure (CI) taking into account the shift from an emphasis on “protection” of CI assets to “security and resiliency.” What was lacking in the fields of academe, emergency management, and the industry practitioner community was a handbook that leveraged the collective subject matter expertise of the core lecturer team, a handbook that could serve to educate government leaders, state and private-sector owners and operators of critical infrastructure, academicians, and policymakers in NATO and partner countries. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency is the culmination of such an effort, the first major collaborative research project under a Memorandum of Understanding between the US Army War College Strategic Studies Institute (SSI), and NATO COE-DAT. The research project began in October 2020 with a series of four workshops hosted by SSI. The draft chapters for the book were completed in late January 2022. Little did the research team envision the Russian invasion of Ukraine in February this year. The Russian occupation of the Zaporizhzhya nuclear power plant, successive missile attacks against Ukraine’s electric generation and distribution facilities, rail transport, and cyberattacks against almost every sector of the country’s critical infrastructure have been on world display. Russian use of its gas supplies as a means of economic warfare against Europe—designed to undermine NATO unity and support for Ukraine—is another timely example of why adversaries, nation-states, and terrorists alike target critical infrastructure. Hence, the need for public-private sector partnerships to secure that infrastructure and build the resiliency to sustain it when attacked. Ukraine also highlights the need for NATO allies to understand where vulnerabilities exist in host nation infrastructure that will undermine collective defense and give more urgency to redressing and mitigating those fissures.

4. The Future of the Joint Warfighting Headquarters: An Alternative Approach to the Joint Task Force

Abstract:: The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II. Analysis of the historical record has shown that joint warfighting is best conducted with a Joint warfighting command subordinate to the geographic combatant commands. However, the Joint Task Force model is problematic because the ad-hoc, post-crisis activation of JTFs, along with their antiquated command and control structure, inherently puts the United States at a strategic and operational disadvantage. In the future, the US military will primarily maintain its competitive advantage, especially in great-power competition, by being a superior and sustainable joint force sooner than its adversaries. The proposed AEFs draw on generations of hard-earned experience to maintain and grow American supremacy in Joint warfighting in an increasingly dangerous world.

Abstract:: Although the People’s Liberation Army is not yet a global expeditionary force on par with the US military, the former has nevertheless significantly expanded its ability to operate abroad. Through enhanced technological capabilities, robust relationships with foreign militaries, increased access to overseas military bases and dual-use facilities, and the implementation of major structural reforms, the People’s Liberation Army has built a more integrated joint force capable of conducting a wider and more complex array of missions. This volume advances the understanding of the People’s Liberation Army’s capability to conduct overseas missions by examining China’s military relations with Europe, Africa, and Latin America; the country’s military activities in the Indian Ocean, polar regions, and Pacific Island countries; and the emerging roles of the People’s Liberation Army Rocket Force and the Joint Logistic Support Force. This volume finds the People’s Liberation Army is engaged in a wide range of activities throughout the world, including port calls, joint exercises, seminars, and personnel exchanges. China sells weapons to some parts of the world and seeks to acquire military and dual-use technology from others. In addition, the People’s Liberation Army seeks to increase its capability to operate in parts of the world, such as the Indian Ocean, Pacific Island countries, and polar regions, where the organization has only had a minimal presence in the past.

Abstract:: Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities. Whether Europe is prepared and able to parry Beijing’s economic statecraft is somewhat unclear, given varied attitudes toward China and the patchwork of investment screening mechanisms across the continent. Regardless, the outcomes will have significant implications for US security and for the Defense Department specifically. In support of US European Command (EUCOM) and the Department of Homeland Security (DHS), the U.S. Army War College’s Strategic Studies Institute (SSI) assembled an interdisciplinary team to examine these issues and offer actionable policy recommendations for military leaders and decisionmakers on both sides of the Atlantic.

Abstract:: As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails. Following the introductory chapter, Chapter 2, “Army Deployments in a Contested Homeland: A Framework for Protection,” explores how current coordination and cooperation mechanisms between the DoD and state and local government may need realignment, with civil authorities preparing themselves to support military mobilization. Chapter 3, “Strategic Seaports and National Defense in a Contested Environment,” examines the 22 strategic seaports across the United States, identifying issues with throughput, structural integrity, security, readiness, funding, and authorities. Chapter 4, “Single Point of Failure,” identifies how strict adherence to a business efficiency model for munition production and distribution may jeopardize the successful employment of military forces. Chapter 5, “The Interstate Highway System: Reinvestment Needed before a Contested Deployment,” provides the status of the deteriorating road network and explains how associated vulnerabilities could be exploited by an adversary. The two appendices provide points for consideration on cyberattacks and defense and the impacts a full mobilization of reserve forces would have on the homeland.

8. Framing the Future of the US Military Profession

Abstract:: The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major global pandemic and associated social and political unrest, and the growing societal distrust toward professions in general. Richard Lacquement and Thomas Galvin propose that the questions of professional identity, while still important, are now less salient than those about the professions’ jurisdictions of practice and domains of expert knowledge. Clarifying them will help better prepare US military professionals to exercise discretionary judgment effectively. They also propose a new Future of the US Military Profession research effort that addresses these jurisdictions across service, joint, and defense enterprises to clarify the divisions of professional work and responsibilities. This is a must-read for any steward of the military profession.

9. Veteran Disability Compensation and the Army Profession: Good Intentions Gone Awry

Abstract:: Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. More importantly, many of today’s soldiers are rationalizing disability compensation as something owed to them—not for a debilitating injury, but for the hardships of service to the nation. This study uses US Army and Department of Veterans Affairs personnel files, soldier interviews, and discussions with senior leaders to support its conclusions. The intent of the study is to prompt the Army profession to act before the culture surrounding disability compensation becomes permanent. In the end, the essence of the entitlement—taking care of veterans—must remain sacrosanct. This call for reform is driven not by fiscal considerations, but by a desire for the Army to remain both an institution trusted by society and a profession marked by selfless service.

Abstract:: This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

Abstract:: Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension. Moreover, invest in a multidomain alliance has the flexibility to allow a later build-up of heavy forces if conditions still warrant.

Abstract:: The United States faces a hypercompetitive geopolitical landscape in the Indo-Pacific region, arguably the most consequential theater for US national interests over the coming decades. Although the United States has created exquisite military capabilities to counter insurgencies and fight terrorists, rivals like China have developed a whole-of-government toolkit focused on expanding their span of control and freedom of action, separating the United States from its allies, and deterring US leaders from greater engagement in East Asia. China is actively transforming its military forces, with an eye toward defeating the United States in the event of armed hostilities. The People’s Republic of China (PRC) is also creatively employing its military and paramilitary assets strategically to outmaneuver the United States and partners in meaningful gray zone approaches. The PRC enjoys strategic depth and increasingly operates on internal or heavily protected lines of communication while demonstrating the ability to threaten American interests with a variety of multi-domain capabilities and forces. Meeting this challenge will require joint transformation to a more hypercompetitive theater design. Army adoption of the four transformational roles of grid, enabler, multi-domain warfighter, and capability and capacity generator will be essential to realizing this more hypercompetitive Joint theater approach.

Abstract:: This research monograph explores the Army’s emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum. This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict. The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

Abstract:: In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them. This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in achieving more equitable burden sharing. To reach this conclusion, the monograph relies on an array of primary and secondary sources, including interviews with over two dozen officials directly involved in the 2014–18 NDPP. While incorporating available quantitative data on alliance defense spending, the monograph primarily focuses on process tracing as the most effective qualitative methodology for revealing the story behind the 2014–18 NDPP. Policy makers will find this monograph particularly useful because it draws key lessons from the 2014–18 NDPP to make several forward-leaning policy recommendations to strengthen and build upon NATO’s burden-sharing successes to date.

Abstract:: As is well known, then acting Secretary of the Navy Thomas Modly fired Captain Brett Crozier, captain of the aircraft carrier USS Theodore Roosevelt, after he wrote a letter arguing that all but ten percent of the crew should disembark the ship to prevent the spread of the COVID-19 virus. Doing so, he acknowledged, would diminish the carrier’s readiness and slow its response time in a crisis. Justifying that decision, however, he argued, “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”1 The problem for the captain, of course, was not the content of the letter as much as it was the subsequent leak to the San Francisco Chronicle. Setting aside the fiasco that resulted in his firing, and led to Modly’s sudden resignation, 2 the captain raises some important concerns regarding what the risks sailors, soldiers, airmen, and marines3 should be required to take in peacetime. Because it is peacetime, he argues, “[W]e … cannot allow a single Sailor to perish as a result of this pandemic unnecessarily.”4 Of course, even in war no one should die unnecessarily; however, the captain raises a good question: “what risks are necessary in peacetime?” To answer that question it is first important to understand what risks are necessary in wartime

Several of these assessments feature dramatic predictions of a new world unlike what existed just months ago. It’s reasonable to expect change following a global crisis, but the near breathlessness detectable in some of these analyses evinces a lack of nuance or an appreciation for stasis. Moreover, few of these or other analyses have addressed the implications in a transatlantic context, or suggested specific mitigation steps. Abstract:: As the COVID-19 pandemic rages across the United States, the Army is simultaneously providing extensive support to civil authorities and maintaining readiness to perform its deterrence and warfighting missions. Eventually the current crisis will subside but the United States and its Army will not simply return to the way things were before. The pandemic has unleashed great change within the United States and the global security environment, accelerating forces that will, in combination, be revolutionary. As Dmitri Simes put it, "If ever the modern world faced a “perfect storm,” this is it. The combination of a deadly and highly infectious virus, an emerging worldwide economic depression, the collapse of global governance, and an absence of a coordinated and effective international response—all have contributed to a tragedy of historic magnitude, one that will not be easily overcome." While it is impossible to predict precisely the course of any revolution, it is important to assess the likely or possible direction of change. Given that, this discussion paper suggests some of the long-term implications of the COVID-19 pandemic for the US Army and recommends one or more senior leader steering committees the Army should undertake once the immediate crisis is under control.

Abstract:: The Department of Defense (DOD) needs to re-institutionalize horizon scanning for “strategic shock” and integrate this perspective into its strategy, plans, and risk assessment. Defense-relevant “strategic shocks” are disruptive, transformational events for DOD. Though their precise origin and nature are uncertain, strategic shocks often emerge from clear trends. Shocks are often recognized in advance on some level but are nonetheless “shocking” because they are largely ignored. Too often, rapid strategic shock catches the DOD off guard because leadership fails to account for it. To be sure, accounting for shock is a value judgment. Many may actually see what ultimately becomes a shock well in advance. However, readying for shock requires leadership to understand a contingency event’s potential for strategic-level hazard. Failing that, and once confronted with shock, leadership frequently mischaracterizes it as defying reasonable prediction and prior planning.

Abstract:: The COVID-19 pandemic has led to over three million confirmed infections and more than one hundred thousand dead globally. In the United States, over sixty thousand people have died and more than 1 million have been infected. According to epidemiologists, this is only the first phase. Thus, near-term “success” against the outbreak reflects a current snapshot in time, not necessarily a permanent outcome. In light of our very preliminary understanding of the long-term impact of the outbreak and national-level responses, there are discernible trends about how countries’ responses are impacting their standing in key regions and around the world. Few regions offer such stark contrast in stories as the Indo-Pacific. In that region, South Korea is up, China is down, and the United States is out. These shifts may or may not endure. What is increasingly clear, however, is that ineffective responses—perceived at home or abroad—will limit policymakers’ freedom of action for some time to come.

Abstract:: Almost no more need be said. This is not the traditional “monster” America prepared to destroy. But, it is the monster we face. The coronavirus, COVID-19, typifies the “compound” nature of today’s security threats. This deadly adversary is inimical to accepted international laws and conventions regarding warfare and human security protections. It is a true omnivore, respecting no borders and consuming all classes, genders, races, and faiths. This adversary has driven mass societal disruption and managed in about four months’ time to infect over 1.2 million (confirmed cases) with nearly 72,000 deaths, in the United States alone. Worldwide economic recession, even depression, seems likely and national publics now question their governments’ capacity and will to contain the adversary. Should governments fail to do so (most experts agree that the opportunity to contain COVID-19 is lost), big-data computer projections predict as many as 173,000 could die in the United States by the end of May 2020. The yet untold damage from such a toll across all sectors—political, economic, and societal—is incalculable. The potential for a global paradigm shift in the way we should perceive these threats is real. Some may ask, why speak of combatting a global pandemic as though we are waging an epochal war? This moment takes the popular fashion of war rhetoric beyond the metaphorical: We are at war against this virus…or at least we should be. We should regard this threat and its compounded implications as the security issue it is. COVID-19 is indicative of the changed nature of many of today’s threats.

27. Special Commentary: The Impact of COVID-19 on Civil-Military Relations

Abstract:: There has been a great deal of speculation regarding how the current COVID-19 pandemic could affect civil-military relations in the United States. Oona Hathaway observes that after the terrorists attacks on September 11, 2001, which killed approximately three thousand Americans, the United States “radically re-oriented” its security priorities and embarked on a two-decadelong global war on terror that cost $2.8 trillion from 2002 to 2017. Given that COVID-19 could kill more than one hundred thousand Americans, she argues that it is time to re-orient those priorities again.1 Of course, simply re-orienting security priorities by themselves will not be transformative. Nora Bensahel and David Barno, for example, argue that diminished defense budgets resulting from shrinking revenues will make less funds available to maintain expensive forward bases and legacy weapons programs. Moreover, they argue, the increased sense of vulnerability will give the National Guard and reserve components a greater priority than active forces given their more prominent role in addressing the current crisis.2 They are probably right that these things will occur. However, a smaller active force and an empowered National Guard and reserve components will not fundamentally alter the role the military plays in American society. That kind of transformation requires not only taking on new missions, but more importantly, taking on new expert knowledge. Since a profession’s status is contingent on a distinct body of expert knowledge, and the autonomy to apply that knowledge within a given jurisdiction, prioritizing human security will require developing expertise in more than the use of force. Doing so will shift the military’s focus from lethality to the prevention, or failing that, the alleviation of suffering, potentially blurring the lines between military and civilian realms. Of course, such an outcome is not inevitable and the US military has played a role in disaster response before without re-orienting its security priorities. However, the COVID-19 pandemic may prove a pivotal moment but not simply because of reduced funding for military expenditures or increased vulnerability to pandemics. Diminishing external security threats, due in some part to the effects of the virus, coupled with increasing demand to assure human well-being both in the United States and abroad, could lead to a rethinking of the military’s role in American society. This rethinking could include the redistribution of roles between the military, civilian agencies, and other organizations, which extends beyond simply decreasing funds spent on defense.

Abstract:: The COVID-19 crisis has laid bare several long-dormant vulnerabilities, and opportunities, associated with US national security and military business practices. Military leaders must consider political context when making resource prioritization decisions that attend to these new perspectives. Three controversial political themes dominate the national security dialogue in the wake of the COVID-19 crisis. First, the nation’s initial focus will likely be on the economic recovery effort, while incorporating preparations to mitigate the reemergence of COVID-19 or a future pandemic. Second, the nation may experience a prolonged period of austerity, possibly combined with greater taxation, to recover COVID-19 related mitigation debt. Finally, because of these first two issues, defense budgets are likely to experience cuts. Defense spending is the only viable discretionary spending category subject to belt-tightening measures amid the divisive political gridlock and vitriol of a highly contentious election year. Emerging analysis suggests the probability of economic stagnation, uneven sector and state economic recovery, mounting national debt, and political infighting in the shadow of a contentious election will underpin these themes. However, analyses of military implications are less developed. Military resource prioritization choices are often biased by traditional justification reasoning and conventional force management assumptions. Arguments defending these choices may not adequately account for the influence of domestic political agendas, structural power pressures, or the military’s culture. This paper will examine domestic political trends, their potential military implications, and offer a few defense management arguments to augment traditional justification reasoning. A future article will consider the influence of stakeholder’s structural power, the culture of the Army’s defense management enterprise, and their influence on arguments used to defend resource prioritization choices.

29. Special Commentary: Not So Fast: Why the Call to Expand the Reserve Components is Premature

Abstract:: The effects of the COVID-19 pandemic will have significant implications for the military and the US Army. Some experts have suggested that massive budget cuts are likely and will force the Army to increase the size of the reserve components. After all, the reserve components have performed the majority of the military’s work during the pandemic, and have argued for years that they are a low-cost alternative to active forces. However, there are several reasons this should not happen—at least not without a major shift in America’s global military presence and a significant revision of our National Security Strategy. There is no doubt that the Army’s reserve components have played an important role in the nation’s coronavirus response. Over forty-six thousand National Guard troops have been mobilized across the country, and the Army Reserve mobilized over three thousand soldiers. This was most notable in the Urban Augmentation Medical Task Forces, which deployed to various cities in need of additional manpower. They have provided vital services and a visual reminder of the Army’s homeland responsibilities. The importance of their efforts have led some to suggest that the reserve components will become more important and that resources should be diverted to them or that their numbers should grow. After all, reserve units in reserve status cost less. The National Guard consumes 12 percent of the Army’s base budget, and the Army Reserve only a paltry 6 percent, the major savings being the full-time pay, additional benefits, housing, installation, training, and operations and maintenance costs required by their active counterparts.

30. Special Commentary: Post-COVID Transformation: DOD Goes into the Matrix?

Abstract:: These are complex, turbulent, and uncertain times to be sure. The Department of Defense (DOD) is at an important inflection point. COVID-19 has irrevocably altered the dynamics of international security and reshaped DOD’s decision-making landscape. As a result, DOD will have to adapt to significantly different strategic circumstances post-COVID than those assumed operative in the 2018 National Defense Strategy (NDS18). We recommend that DOD recognize this to be true, seize the initiative, create opportunity from crisis, and recraft defense strategy to re-emerge from COVID as a stronger, more hypercompetitive institution. The past is definitely prologue in this regard. DOD’s current strategic circumstances mirror those of the immediate post-9/11 period. The wars that followed 9/11 forced a substantial strategic course correction on DOD. By 2003, it was clear that the azimuth set in the 2001 Quadrennial Defense Review (QDR01) was fundamentally compromised by the stark reality of the Iraq and Afghan wars and the wider “Global War on Terrorism.” There was corporate recognition at the time that the path described in QDR01 was not likely to position the American military for the demands of the post-9/11 environment. Just as war reshaped DOD’s strategic agenda then, COVID-19 will change the dynamics of great power rivalry and the defense choices associated with it going forward as well. By itself, we suggest this necessitates a thoughtful re-examination of the assumptions and approach described in NDS18. To use a pop culture analogy, DOD’s current situation is reminiscent of “Neo’s choice” in the dystopian movie The Matrix. In the film, rebel leader Morpheus offers protagonist Neo the choice of a red pill or a blue pill. The red pill extends to Neo an unvarnished view of “the matrix” and its broader and more difficult set of governing facts. The blue pill, on the other hand, returns Neo to his prior blissfully naïve existence plugged into a land of computer make-believe. The blue pill is all about doubling down on a comfortable yet already discredited past. The red pill offers Neo the opportunity to boldly enter a difficult but nonetheless transformational future. In the end (spoiler alert), Neo chooses red. Like Neo, DOD has its own difficult “red or blue” choice on the near-horizon. COVID forced the issue. DOD’s choice is between prudent risk-taking, transformation, and increased hypercompetitiveness (red) on the one hand, and status quo, steady decline, and inevitable loss of position in key regions and domains on the other (blue). As in the case of Neo, we suggest that DOD choose the former (red pill) transformational option.

Abstract:: The global pandemic known as the novel Coronavirus Disease 2019 (COVID-19) has been wreaking havoc upon the world since it was first detected in Wuhan, China, at the end of December 2019. The disease rapidly spread to all provinces in China, as well as a number of countries overseas, and was declared a Public Health Emergency of International Concern by the Director-General of the World Health Organization on 30 January 2020. The Congressional Research Service (CRS) contends that the COVID-19 pandemic is having widespread economic, social, and political effects on Latin America and the Caribbean, a region with strong economic and political ties to the United States. Brazil has been particularly hit hard by COVID-19. It has become a global epicenter for the disease with the second most COVID-19 positive cases in the world after the United States. Brazil’s President Jair Bolsonaro announced July 8, 2020, that he had contracted the virus.

Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. Abstract:: The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

Abstract:: Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.

40. A Whole-of-Government Approach to Gray Zone Warfare

Abstract:: This monograph provides an assessment of gray zone tactics used by the most active U.S. adversaries and builds the case for requiring U.S. Federal agencies to request that the Deputy National Security Advisor convene a National Security Council/Deputies Committee (NSC/DC) meeting whenever any Federal agency deems a gray zone approach to an international issue is appropriate. It also recommends that the United States should pursue the development of a standing National Security Council/Policy Coordination Committee (NSC/PCC) for gray zone solutions, with sub-NSC/PCCs for each component of the 4+1 (Russia, China, Iraq, North Korea, and violent extremist organizations) so that experts can be quickly assembled in times of crisis.

Abstract:: After an intense period of internal reorganization, Parameters opens its long-awaited Winter 2018–2019 issue with a Special Commentary, “Civil-Military Relations and Today’s Policy Environment” by Thomas Garner. Garner suggests US civil-military relations may have come to a crossroads where the rift between American citizens and their military has grown too great to be ignored any longer. Our first forum, Coercion: New Means & Methods, features two articles that discuss underexplored ways of achieving strategic coercion. The first contribution, “Social Media Warriors: Leveraging a New Battlespace” by Buddhika Jayamaha and Jahara Matisek, explains how certain hostile parties have created a new battlespace consisting of the internet, social media, and other means of communication to foment social and political discontent within Western-style democracies. No less novel, David Katz’s contribution, “Multidimensionality: Rethinking Power Projection for the 21st Century,” explains how American military strategists might incorporate multidimensional power projection into their planning processes to counter gray-zone adversaries. The second forum, Technological Innovation: Problems & Prospects, addresses the double-edged nature of technology. The first article, “High-Energy Laser Weapons: Overpromising Readiness” by Ash Rossiter, discusses some of the facts and fictions associated with modern laser weapons within the context of today’s great-power competition. An essential point in this discussion is how the excessive promises of those responsible for developing (and selling) high-tech weapons can severely undermine military readiness. In quite a different vein, the forum’s second article, “Innovation Tradecraft: Sustaining Technological Advantage in the Future Army” by Adam Jay Harrison, Bharat Rao, and Bala Mulloth, identifies the components needed to build an innovation ecosystem. This ecosystem would include organizational culture, awareness of emerging technologies, a capacity for leveraging resources, and a strategy for absorbing external information. Ideally, such an ecosystem would help channel technological innovation in positive directions while reducing bureaucratic inertia. Our third forum, Technological Change & War’s Nature, consists of a contribution by a historical figure of some renown. The article entitled “Profession at the Crossroads” written by Donn A. Starry while he was still a lieutenant colonel. Among other things, Starry reveals how he and his contemporaries understood the relationship between technological change and the nature of war. His views provide an interesting contrast with those of today. This contribution is separated by nearly 50 years; yet it deals with a timeless and, for the military professional, a fundamentally inescapable question.

Abstract:: In this monograph, Dr. Lukas Milevski examines the logic of grand strategy in practice, defined by its most basic building block—combining military and non-military power in war. He lays out competing visions of how to define grand strategy and why the aforementioned building block is the most fundamental. The monograph establishes the essential logic of military power through annihilation and exhaustion or attrition as well as through control of the opponent’s freedom of action. This baseline understanding of strategic action and effect in war allows an exploration of how the utility and meaning of non-military instruments change between peacetime and wartime and how they may contribute to the strategic effort and includes discussion of specific examples such as the U.S. interwar war plans and the Stuxnet cyberattack on Iranian nuclear facilities. The author also links this combination to present-day Russian and Chinese attempts at mixing military and non-military power.

45. Strategic Insights: Five Myths Associated With Employing Private Military Companies

Abstract:: In August of 2017, Blackwater founder Erik Prince offered a plan for privatizing the war in Afghanistan, where he would replace the approximately 23,000 multinational forces (of which 15,000 are U.S. troops) and 27,000 contractors with 2,000 special forces and 6,000 security contractors who would embed with the Afghan National Army. Though the administration apparently rejected the plan at the time, multiple media outlets report there may be renewed interest, especially given the United States remains unable to resolve the conflict despite adopting a new, more aggressive strategy. Predictably, and justifiably, this interest has sparked a great deal of concern. Both former Secretary of Defense James Mattis and Chief of Staff John Kelly, in addition to a host of others, are reportedly opposed to the plan. With their departure, another opportunity to reconsider Prince’s proposal may arise.

Abstract:: In this monograph, Tami Davis Biddle analyzes the historical record of air power over the past 100 years. Her monograph, designed for the student of strategy, is intended to provide both a concise introduction to the topic and a framework for thinking intelligently about air power, particularly aerial bombing. Her primary aim is to discern the distinction between what has been expected of air power by theorists and military institutions, and what it has produced in the crucible of war. Aerial bombing, Biddle argues, is a coercive activity in which an attacker seeks to structure the enemy’s incentives—using threats and actions to shape and constrain the enemy’s options, both perceived and real. It is an important and much-utilized military instrument for both deterrence and compellence. In addition, it is a powerful tool in the arsenal of the joint warfighter. Its ability to achieve anticipated results, however, varies with circumstances. Students of strategy must be able to discern and understand the conditions under which aerial bombing is more or less likely to achieve the results expected of it by those who employ it.

Abstract:: The United States lacks a cohesive strategy to deter Russian aggression. Despite being militarily and economically inferior, Russia has undermined the United States and its allies by exploiting the “gray zone,” or the conceptual space between war and peace where nations compete to advance their national interests. In dealing with Russia, the United States must shift its strategic framework from a predominantly military-centric model to one that comprises a whole-of-government approach. The holistic approach must leverage a combination of diplomacy, information, military, and economic (DIME) measures. In this timely and prescient monograph, three active duty military officers and national security fellows from the Harvard Kennedy School look to address this contemporary and complex problem. Through extensive research and consultation with some of the nation’s and academia’s foremost experts, the authors offer policymakers a menu of strategic options to deter Russia in the gray zone and protect vital U.S. national security interests.

Abstract:: publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.

Abstract:: The United States and the North Atlantic Treaty Organization (NATO) face daunting challenges in the Baltic region. Russia is behaving aggressively. Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all. These problems are formidable, but we have reason to be optimistic. Far from shattering NATO’s cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one. The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Abstract:: The first 7 years of U.S. Cyber Command operations are paved with milestones that mark the steady operationalization of modern cyberspace as the newest domain of military conflict as well as a realm of international power. The creation of the Cyber Mission Force and Joint Force Headquarters-Cyber are significant steps toward improving the timeliness and effectiveness of cyberspace operations that directly support combatant commands and the whole-of-government responses to cyberspace threats. It focuses on the central question: “What is the context in which different military services approach cyberspace component operations internally as well as with the Department of Defense?”
