Abstract:
Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states. Cyberattacks targeting the renewable energy landscape during Europe’s green transition are increasing, making it urgent that new tools are developed to protect these emerging technologies. No less significant are the cyber and information operations targeting energy security in Eastern Europe as it seeks to become independent from Russia. Economic coercion is being used against Western and Central Europe to stop gas from flowing. China’s malign investments in Southern and Mediterranean Europe are enabling Beijing to control several NATO member states’ critical energy infrastructure at a critical moment in the global balance of power. What Ukraine Taught NATO about Hybrid Warfare will be an important reference for NATO officials and US installations operating in the European theater.

In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them. This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in achieving more equitable burden sharing. To reach this conclusion, the monograph relies on an array of primary and secondary sources, including interviews with over two dozen officials directly involved in the 2014–18 NDPP. While incorporating available quantitative data on alliance defense spending, the monograph primarily focuses on process tracing as the most effective qualitative methodology for revealing the story behind the 2014–18 NDPP. Policy makers will find this monograph particularly useful because it draws key lessons from the 2014–18 NDPP to make several forward-leaning policy recommendations to strengthen and build upon NATO’s burden-sharing successes to date.

With the United States facing two major revisionist powers, Russia and China, as well as additional security threats from North Korea, Iran, and jihadist terrorism, a critical advantage for the United States is its global network of alliances and strategic partners. As the 2018 National Defense Strategy states, “Alliances and partnerships are crucial to our strategy, providing a durable asymmetric strategic advantage that no competitor or rival can match.” The advantage of having military allies and partners is enhanced by the core capacity of the American military having remained largely the same over the past decade, though the global security environment grew more complex and difficult during that time. In short, the United States needs allies and security partners. But the United States needs allies and partners that can pull their weight militarily if the country is going to be able to maintain a favorable balance of power in critical regions of the world. Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.

In this monograph, Dr. Lukas Milevski examines the logic of grand strategy in practice, defined by its most basic building block—combining military and non-military power in war. He lays out competing visions of how to define grand strategy and why the aforementioned building block is the most fundamental. The monograph establishes the essential logic of military power through annihilation and exhaustion or attrition as well as through control of the opponent’s freedom of action. This baseline understanding of strategic action and effect in war allows an exploration of how the utility and meaning of non-military instruments change between peacetime and wartime and how they may contribute to the strategic effort and includes discussion of specific examples such as the U.S. interwar war plans and the Stuxnet cyberattack on Iranian nuclear facilities. The United States lacks a cohesive strategy to deter Russian aggression. Despite being militarily and economically inferior, Russia has undermined the United States and its allies by exploiting the “gray zone,” or the conceptual space between war and peace where nations compete to advance their national interests. In dealing with Russia, the United States must shift its strategic framework from a predominantly military-centric model to one that comprises a whole-of-government approach. publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.

Abstract:
The United States and the North Atlantic Treaty Organization (NATO) face daunting challenges in the Baltic region. Russia is behaving aggressively. Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all. These problems are formidable, but we have reason to be optimistic. Far from shattering NATO’s cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one. The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Russia’s annexation of Crimea and intervention in Eastern Ukraine in 2014, alarmed not only Western-leaning states in Central Europe and the Baltic but also Moscow’s traditional allies. These events signaled that Moscow is now willing and capable of using direct military force against perceived strategic threats in its self-proclaimed region of vested interests. With the exception of Ukraine and the Baltic States, this Letort Paper examines how Russia’s front-line states have adjusted their foreign policy posture since 2014. Belarus, Moldova, the states of Central Asia and the South Caucasus calculate the benefits and risks in their relationship with Moscow and either make concessions or strengthen their defenses accordingly to avoid triggering a Russian reaction. This Letort Paper provides a range of policy recommendations intended to maximize the opportunities of a new alignment with the West for these states while minimizing the risk of Russia, using again, those capabilities it has demonstrated in Ukraine and Syria.

Since the breakup of the Soviet Union, a number of gas disputes between Russia and Central and Eastern European countries have unveiled the strategic dependence of Europe on Russian piped gas. The recent Ukrainian crisis demonstrated that Europe has a desperate need to improve the security of its gas supply. The United States is interested in the economic stability and growth of Europe, because the European Union (EU) is its principal and largest economic partner. The United States and the EU enjoy the largest trade and investment relationship in the world, which should not be jeopardized by disruptive, anti-status-quo powers. Europe’s energy independence is not only an economic interest of America, but also a political and security one. Europe’s dependence on Russian natural gas undermines European unity and weakens the primary U.S. allies in their relations with Russia. U.S. Armed Forces in Europe and the U.S. Army in particular can and should play an important role in promoting energy security. This involvement includes: increased situational awareness; deployment to the sensitive areas; and enhanced training activities, including with the allies of the U.S. military in Central and Eastern Europe.

16. Strategic Insights: Will the Russians Escalate in Syria?

Abstract:
In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

The Syrian civil war began in March 2011 and has claimed nearly 250,000 lives so far. After over 4 years of internal fighting, the Kremlin has decided to expand its role in this conflict by moving combat aircraft and some ground troops to Syria to support the Bashar al-Assad government. These actions seem like a clear prelude to a direct Russian combat role, although the scope of such an effort is not yet clear. It has started with a limited number of air strikes against the opposition forces fighting Assad. Additionally, Russia is providing the Syrian army with new weapons supplies which that army seems to be absorbing very quickly. The United States has expressed concern about the deployment and is facing the question of how seriously it seeks to oppose increased Russian involvement in this war, and what, if anything, to do about it.

18. The New Russian Engagement with Latin America: Strategic Position, Commerce, and Dreams of the Past

In many ways, Russia’s expanded engagement in Latin America as a response to escalating tension over the Ukraine was a repetition of its answer to U.S. involvement in the 2008 conflict in the former Soviet Republic of Georgia. In the latter conflict, the U.S. deployed naval forces to the Black Sea in response to Russian support for the breakaway republics of Abkhazia and South Ossetia. Russia countered with a series of actions in Latin America, including sending nuclear-capable Tu-160 bombers to Venezuela, from where they conducted symbolically-charged flights around the Caribbean. A month later, a four-ship Russian naval flotilla deployed to the area to conduct military exercises with the Venezuelan navy before making port calls in Cuba and Nicaragua. In November 2008, Russian President Dmitri Medvedev traveled to Latin America to participate in the leadership summit of the Bolivarian Alliance for the Americas, then subsequently hosted both Venezuelan President Hugo Chavez and Nicaraguan President Daniel Ortega in Moscow. Three months later, Bolivian President Evo Morales also traveled to Russia, followed in November 2009 by Ecuadorian President Rafael Correa. Very little beyond journalistic accounts have been written to examine contemporary Russian activities in Latin America and the Caribbean. As Russia’s reassertion of its global position and associated tensions with the United States proceed, a broad understanding of Russia in the Americas becomes ever more important, both as a question of U.S. national security and as an important dynamic shaping the global geopolitical environment. This monograph focuses on the character of the ongoing Russian re-engagement with Latin America and the Caribbean and its implications for the U.S.

In February 2015, Russian Defense Minister Sergei Shoigu traveled to Latin America to meet with leaders and defense officials in Cuba, Nicaragua, and Venezuela. Although the visit included Russian participation in a Venezuelan military exercise, the focus of the meetings in all three countries was on access to ports and airfields in the region in order to support Russian military operations in the vicinity of the United States.1 The discussions bore the most fruit in Nicaragua, where Minister Shoigu signed an agreement to facilitate Russian access to the ports of Corinto and Bluefields, as well as strengthening counter-drug cooperation and discussing weapons sales.2

China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. The strategic calculus changed in Europe with the 2014 Russian seizure of Crimea and its ongoing war against Ukraine. Compounding the dilemma of an aggressive Russia, is the application of ambiguity to create a clock of uncertainty that prevents a decisive response to counter its destabilizing activities. The implosion of the Soviet Union on the eve of December 25, 1991, has been heralded by pundits and Sovietologists as an unprecedented event in world history. No one expected the powerful Union of Soviet Socialist Republics (USSR) to come to an end as uneventfully as it did. The implosion of the Soviet Union sent shockwaves throughout the world. Not only did the Soviet Union cease to exist on that Christmas night, but it also lost half of its territory and half of its population. Furthermore, the Soviets came to find out the morning after that most of its weapons of mass destruction were now in the hands of the newly independent states—former members of the USSR. But, perhaps most importantly, the United States would soon realize that it had lost a common enemy. Russia, since its inception, has been trying to find its place among the civilized nations of the world. Is Russia a superpower? Or, is Russia an emerging power?

This monograph examines Russia's policy toward the Caspian Sea region as Moscow attempts to counterbalance growing American involvement within what it perceives to be its zone of privileged interest, focusing on the recent expansion of the Caspian Flotilla and the rationale behind it. Moscow has sought to counterbalance the growing involvement of other actors in the region, which has led to rising tension between Russia and its southern neighbors. The primary objectives of the research are to examine Russian perceptions of threat and security in the Caspian region and assess the implications for other actors. This monograph analyzes the drivers of the increasing competition for influence, focusing on developments within the energy sector, and assess the implications of Russia's consolidation of its dominance for security and stability in the region. Abstract:
When U.S. President Barack Obama cancelled a scheduled September 2013 summit meeting with his Russian counterpart, Vladimir Putin, “lack of progress on issues such as missile defense” was cited as the primary justification. Despite widespread and well founded assumption that the real trigger for the cancellation was the Russian decision to offer temporary asylum to Edward Snowden, the citing of missile defense was indicative. The comment marked one of the periodic plateaus of mutual frustration between the United States and Russia over U.S. attitudes to missile defense capability, stemming from a continued failure to achieve meaningful dialogue over U.S. plans and Russian fears.

Abstract:
Terrorism is a blight that has affected Russia for almost 2 decades. Since the early-1990s, the North Caucasus has been ravaged by small-scale attacks such as pinpoint assassinations and kidnappings, up to large scale attacks on communities—most vividly illustrated by the attack on Beslan in 2004, which killed hundreds, the majority of whom were children. Attacks have emphasized both casualties and the disruption of authority by attacking not just prominent civic leaders, religious leaders, and military personnel in both blunt and sophisticated ways, but also the civilian population. Although the Chechen Republic was the center of this problem for many years, it has spread into neighboring regions and beyond. Outside of Chechen, terrorists have attacked Russian transport networks—including bombing aircraft and airports, such as the Domodedovo attack in 2011, and also attacking trains. Attacks have also been conducted in Moscow itself, again vividly illustrated by the attacks on the Nord-Ost theatre in 2002.

Abstract:
The North Caucasus region has been a source of instability for the past several centuries. Most recently, Chechen aspirations to achieve full independence after the break-up of the Soviet Union led to two disastrous wars. While the active phase of the Chechen conflict ended in 2000 – more than a decade ago—the underlying social, economic, and political issues of the region remain. A low-level insurgency continues to persist in the North Caucasus region, with occasional terrorist attacks in the Russian heartland. There are few reasons to expect any substantial improvement in the situation for years to come. Chechnya functions as a de facto independent entity; Islamist influence in Dagestan is growing, terror attacks continue, and the rest of the North Caucasus requires massive presence of Russian security services to keep the situation under control. Preventing the North Caucasus from slipping back into greater instability requires tackling corruption, cronyism, discrimination, and unemployment—something the Kremlin has so far not been very willing to do. “Small wars” in the Caucasus resonated as far away as Boston, MA, and more international attention and cooperation is necessary to prevent the region from blowing up.
