1. Mapping Pathways for Peace through the Composition of Official Development Assistance

Abstract:
Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

China’s role in foreign aid and, more broadly, in development cooperation on the global stage has grown significantly since it began seven decades ago. Particularly in recent years, through such platforms as the Belt and Road Initiative (BRI), China’s profile and engagement in global governance in foreign aid and related areas have been further enhanced. China’s ambition is to take a more proactive approach in foreign aid and move towards a model of international development cooperation by linking with the United Nations 2030 Agenda for Sustainable Development and by including the BRI as a major platform to achieve key development goals. This paper provides a timely analysis of the evolution of China’s foreign aid policy in the past seven decades with a particular focus on the developments since 2000. It discusses China’s development finance to Africa and the major sectors receiving Chinese aid. It also analyses recent trends of Chinese foreign aid and identifies some of the challenges that China faces as it becomes a major player in international development financing.

3. Chronic Crisis Financing? Fifty Years of Humanitarian Aid and Future Prospects

This study maps trends of humanitarian funding in the context of total aid at the country level between 1969 and 2019 and estimates how these trends will change in the future. Historical trends show that the composition of aid has changed significantly in the last two decades: the humanitarian share of total aid to countries has increased from approximately 5 per cent in the 1990s to 23 per cent in 2019. Humanitarian aid was originally intended to respond to short-term emergencies, however, most of today’s humanitarian financing goes to protracted situations. Today many countries receive high levels of humanitarian assistance for a decade or longer, referred to in this paper as ‘chronic’ crises. More than half of total global humanitarian assistance (59 per cent) in the decade 2010–19 went to chronic crises, typically synonymous with conflict-affected, fragile and refugee-hosting settings. These chronic crises have become more prevalent since 1995. Conservative forecasts suggest that 71 per cent of humanitarian assistance over the next decade will continue to go to countries receiving high levels of assistance today. The study concludes with open questions to policymakers regarding the use of the humanitarian financing instrument. In chronic crisis settings, the strategic balance between humanitarian, development and peacebuilding financing and the interplay between these financing streams deserves attention.

4. Climate Change and Violent Conflict in West Africa: Assessing the Evidence

West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

Abstract:
This SIPRI Insights Paper provides a preliminary assessment of China’s attitudes to and policies on Afghanistan since the August 2021 Taliban takeover. It examines the scope of China’s security, economic and humanitarian interests, and the depth of its engagement so far. It finds that China’s footprint has been minimal due not only to China’s non-interference policy but also to a range of broader challenges: the militant extremist groups that continue to operate on Afghan soil, the risks of investing in a country where the government remains unrecognized by any member of the international community and a fragile stability that is far from conducive to long-term planning. While there may be prospects and opportunities for China to contribute to Afghan peace and development, particularly from a broader regional perspective, current realities mean that China’s overall approach to Afghanistan will remain cautious, pragmatic and limited.

Despite growing interest among development actors to integrate links between the environment, climate, peace and security into their policies and activities, practical approaches to addressing environment-related security risks are lagging behind awareness at policy level. This policy brief provides insights into how donors can incentivize implementing organizations to further develop and apply these practical approaches. It recommends support that: (a) facilitates engagement between implementing organizations and local communities, and prioritizes local knowledge and solutions; (b) builds new partnerships between implementing organizations from both the environment or climate side and the security or peacebuilding side; (c) enables the sharing of good practices and lessons learned on how to address environment-related security risks at various levels; (d) promotes the inclusion and prioritization of environment–security links in country-level policies; and (e) is more flexible in implementation, as well as engages in long-term commitments and funding.

7. Climate-related Security Risks in the 2020 Updated Nationally Determined Contributions

Nationally determined contributions (NDCs) are the central instrument for states to communicate their con­tribution to the 2016 Paris Agreement on climate change and reflect their wider approach to climate mitigation and adaptation. This SIPRI Insights paper analyses how the 2020 updated NDCs (16 submissions as of October 2020) discuss climate-related security risks and compares them with 2015. It finds that climate change is mainly seen as a risk to socio-economic development and human security and almost never as a risk to societal stability or the functioning of the state. The assessment of risks in NDCs largely focuses on direct climate impacts. This suggests that countries are currently not considering the risks from indirect climate impacts, including those that cross national borders, or the unintended adverse con­sequences of adaptation or mitigation responses. Going forward, countries will need to take account of the multi­faceted and transboundary character of climate risks in their NDCs in order to meet global expectations and goals.

Abstract:
The proliferation of small arms and light weapons (SALW) has had a negative impact on conflict, security and development. In order to help states to address the multifaceted challenges posed by the proliferation of these weapons, some states as well as regional and international organizations have established a series of funding instruments and assistance programmes that support or provide SALW control-related assistance. In view of the recognized linkages between SALW proliferation, security and development, official development assistance (ODA) has progressively become an eligible source of funding in this field. However, there remains limited clarity on which assistance activities have been supported through development spending. A comprehensive assessment of the use of ODA to support SALW control-related assistance could help donors, policymakers and interested stakeholders to understand how assistance policies have adjusted to the recognition of the link between conventional arms control and sustainable development made in the 2030 Agenda for Sustainable Development. Focusing on SALW control-related assistance provided in sub-Saharan Africa as a case study and comparing information included in separate data sets compiled by SIPRI and the Organisation for Economic Co-operation and Development, this report attempts to provide information on which relevant activities have been supported through ODA in this region. It shows that only a limited number of donors have used ODA to support SALW control-related assistance and that they have different practices in the way they report on the use of these funds. It also outlines the challenges that make mapping this assistance a particularly difficult exercise.

The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The third SIPRI Lecture, which was held virtually on 24 May 2021, was delivered by HE Dr Madeleine Albright and focused on the theme of ‘Democracy in a Post-Covid World’. The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

This SIPRI Policy Brief assesses the role of the Organization for Security and Co-operation in Europe (OSCE) in the field of climate security, in terms of its current and possible future commitments. Despite growing political momentum among most OSCE participating states about the need to address the issue of climate security, there appear to be divergent views on how to move forward on this important issue. Based on an assessment of recent OSCE activities linked to climate-related security risks and interviews with representatives from OSCE participating states, this policy brief suggests four avenues for the OSCE to advance its role in the field of climate security: (a) agree to new commitments; (b) engage in agenda setting; (c) strengthen the mandate of institutions; and (d) develop existing resources.

Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.

Although international interventions involving a full range of actors and sectors are being increasingly reoriented towards these regions, the sustainability of the responses depends on their ability to draw on the needs and priorities of local communities. This SIPRI Insights is based on a study that combines both quantitative and qualitative data to provide an evidence-based analysis of local perspectives in Mopti and Ségou. It highlights how the people there understand and respond to the governance, development and security challenges they face.

13. Military Spending and Official Development Assistance in Recipient States: Is there a Relationship?

Official development assistance (ODA) plays an important and complementary role in promoting development in low- and middle-income states. Previous research in the literature has shown that ODA can have unintended con­sequences by enabling recipient states to shift ‘freed-up’ resources away from activities now funded by ODA to other spending categories. This literature has argued that the ‘freed-up’ resources could be funding military spending. This SIPRI Insights on Peace and Security queries these con­clusions and contributes to the debate by placing the relation­ship between ODA and military spending in context. The results show that, for low-income states, armed conflict is a major explanatory factor in determin­ing the positive association between increases in ODA and increases in military spending. While the existence of armed conflict drives both higher military spending and the need for higher levels of ODA, peace helps to lower military spending and states’ reliance on external aid.

Abstract:
Assessing the prospects for Zero Hunger—Sustainable Development Goal 2—requires an understanding of food security that goes beyond developmental or humanitarian issues, to include linkages with geopolitics. Geopolitical challenges cut across areas such as natural resources, trade, armed conflict and climate change where unilateralism and zero-sum approaches to security directly hamper efforts to eradicate hunger and undermine the frameworks that govern those efforts. The report provides an overview of how geopolitics interacts with these areas. Competition for agricultural resources can be both a cause and a consequence of geopolitical rivalry. International trade, while essential for food security, also creates vulnerabilities through supply disruptions—sometimes politically motivated. Armed conflict is a driver of food insecurity, which can itself feed into social unrest and violence. Climate change interacts with all three phenomena, reshaping both the physical landscape and political calculus. These overlapping linkages require further integrated policy engagement and analysis.

In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

Abstract:
Policymakers are increasingly concerned with the climate-related security risks—the adverse effects of climate change on peace and security. This SIPRI Policy Brief outlines four interrelated pathways between climate change and conflict: (a) livelihoods, (b) migration and mobility, (c) armed group tactics, and (d) elite exploitation. These illustrate the relationship between short- and long-term environmental changes linked to climate change; their impact on the root causes and dynamics of violent conflict; and the critical role of human action, reaction and inaction in mediating violent outcomes. As a policymaking tool, pathways help to identify and navigate the political space for mitigating violent conflict. They can support decision makers in navigating these complex relationships in conflict-affected and climate-exposed regions by integrating local context into analyses of the security and conflict risks of climate change. Pathways also help to facilitate policy planning in areas such as livelihoods, mobility, resource management and governance.

This report on Colombia examines WFP programming and interventions following the 2016 Colombian peace agreement and investigates the role that WFP plays as the country transitions out of more than 50 years of armed conflict. The report’s detailed findings are largely based on local field research involving qualitative assessment through in-depth interviews, focus group discussions and project site visits. Interviews were held with country office staff, project beneficiaries and other key stakeholders. The findings highlight the significant contributions of WFP programming to improving the prospects for peace, identify crucial conflict sensitivity concerns and suggest 15 actionable recommendations on how WFP’s contribution can be enhanced.

Abstract:
The humanitarian and developmental impact of anti-vehicle mines (AVMs) is particularly relevant in immediate post-conflict reconstruction efforts. However, the comprehensive analysis of how AVMs hamper the socio-economic and sustainable development outlook of communities in the medium and long term has often been overlooked. This pilot study depicts the impact of AVM contamination on socio-economic development and the benefits of AVM clearance on sustainable development. To do so, the Sustainable Development Goals (SDGs) serve as a framework to measure the impact of AVM clearance on agriculture, infrastructure, and access to social services.
