1. Mapping Pathways for Peace through the Composition of Official Development Assistance

Abstract:
Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

This policy brief analyses current initiatives and ways forward to address the nexus between climate change, peace and security within the European Union’s (EU) foreign, security and defence policies. Considering Sweden’s reputation and credibility in advancing international cooperation on climate security and in light of the 2023 Swedish presidency of the Council of the EU, there is an opportunity to address the current lack of alignment between the climate and conflict-sensitizing work of the European External Action Service (EEAS) and the climate adaptation and mitigation work of the European Commission. Closer collaboration between the EEAS, the European Commission and EU member states to align resources and tools would allow for a qualitative leap forward by fostering actions that are preventative rather than reactive to climate-related security risks in the short to medium term.

3. Post-shipment On-site Inspections and Stockpile Management Assistance: Bridging Gaps

Abstract:
Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This SIPRI Policy Brief highlights how building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

4. The Challenges of Data Collection in Conflict-affected Areas: A Case Study in the Liptako-Gourma Region

Abstract:
Conducting research in the Sahel has become more challenging over the past 10 years, and the continuing deterioration of the security situation has restricted access to many areas. This SIPRI Insights paper provides an overview of the main challenges for researchers when conducting data collection in conflict-affected areas. The paper employs a case study of a humanitarian protection project that SIPRI has been working on in the Liptako-Gourma region. The project was designed in collaboration with the Danish Refugee Council (DRC) and three local research partners: the Centre for Democratic Governance (CGD) in Burkina Faso, Point Sud in Mali and the Laboratoire d’Études et de Recherche sur les Dynamiques Sociales et le Développement Local (LASDEL) in Niger. Using the case study, the paper identifies and outlines how the project addressed specific challenges. The paper also highlights key considerations for researchers to take into account when carrying out data collection and fieldwork in conflict zones. Evidence-based research can influence humanitarian and development initiatives and support shifts in policy and programming. The bottom-up research approach gives a voice to communities and alternative perspectives and advances evidence-based solutions that are locally driven, meaningful and sustainable for target populations.

5. Gender Dimensions of Climate Insecurity

Gender is a traditionally under researched dimension in scholarship on climate and security. However, as recent research has noted, it is a variable that cannot only shape how different groups of individuals are affected by climate-related security risks. Gendered norms and power structures can also increase or mitigate the likelihood of climate-related security risks. This SIPRI Insights contributes to the growing body of research on gender, climate and security by analysing the gender dimensions of the four pathways of climate insecurity featured in past SIPRI studies: (a) livelihood deterioration, (b) migration and changing mobility, (c) tactical considerations of armed groups and (d) elite exploitation and resource mismanagement. It reviews literature to highlight how gender can influence resilience and risk for different groups of men and women within the pathways. Where relevant, it also discusses how gender may serve as an instigating factor for the respective pathways. The paper stresses the need to critically understand the different and interlinked experiences of diverse groups of men and women in the pathway contexts and to ensure equal leadership and participation of all affected groups in addressing climate-related security risks.

6. Climate Change and Violent Conflict in West Africa: Assessing the Evidence

West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

7. Considering the Future of Gender and Peace Operations: Strategic Debates and Operational Challenges

The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation in line with its most progressive reading.

Conflict dynamics in the Sahel are complex. The region faces a multidimensional crisis that includes the proliferation of terrorist groups, criminal networks, environmental pressures, state weaknesses and severe governance problems. In addition to this internal context, the Sahel crisis has been affected by external factors, such as the fall of Muammar Gaddafi and the civil war in Libya. Its deeper causes can be found in the structural factors of fragility in the sociopolitical dynamics of internal divisions, serial uprisings and weak states. Having started as a largely Malian conflict, the crisis now affects the whole Sahel region and, despite the deployment of military and security operations, it continues to get worse. A new approach is needed. The authors of this Policy Paper identify regionally and locally driven solutions as one such way to support development and promote peace. They highlight how stronger involvement of the Maghreb countries that share borders with the crisis-affected countries to their south could be a critical factor in building the foundations of stability and starting to meet longer-term development objectives. Given their engagement with Sahel crises in the past and the multiple linkages that connect the two regions, the role of these countries—and especially Algeria and Morocco—could be pivotal. Despite challenges, African-led initiatives are perceived to be more legitimate and to have a deeper understanding of local contexts. The authors thus recommend that the African Union, with its emphasis on endeavouring to bring ‘African solutions to African problems’, provides the framework for coordinated action in the Sahel. This paper offers a fresh assessment of the situation in the Sahel in the context of relations with neighbouring Maghreb countries. The authors’ insightful analysis and recommendations will be of interest to policymakers in Africa, in Europe and elsewhere, as well as to local actors and other stakeholders involved in mediation and peacebuilding efforts in the Sahel.

9. Climate-related Security Risks in the 2020 Updated Nationally Determined Contributions

Nationally determined contributions (NDCs) are the central instrument for states to communicate their con­tribution to the 2016 Paris Agreement on climate change and reflect their wider approach to climate mitigation and adaptation. This SIPRI Insights paper analyses how the 2020 updated NDCs (16 submissions as of October 2020) discuss climate-related security risks and compares them with 2015. It finds that climate change is mainly seen as a risk to socio-economic development and human security and almost never as a risk to societal stability or the functioning of the state. The assessment of risks in NDCs largely focuses on direct climate impacts. This suggests that countries are currently not considering the risks from indirect climate impacts, including those that cross national borders, or the unintended adverse con­sequences of adaptation or mitigation responses. Going forward, countries will need to take account of the multi­faceted and transboundary character of climate risks in their NDCs in order to meet global expectations and goals.

10. The European Union Training Mission in the Central African Republic: An Assessment

This SIPRI Background Paper provides an overview of the European Union Training Mission in the Central African Republic (EUTM RCA) and assesses its impact on the country’s conflict dynamics since it was established in 2016. The second of three country-specific papers, it is part of a larger SIPRI project analysing the effectiveness of the EU’s training missions in Somalia, the Central African Republic and Mali. All three papers will feed into a synthesis paper that will offer a comparative analysis of the missions and recommendations for the way forward. This paper analyses EUTM RCA’s main training and advisory activities, before assessing its political and operational impacts. It summarizes the main factors that account for the mission’s successes and limitations, and makes five recommendations to augment the future impact of the mission. It concludes that EUTM RCA has made an impact in terms of military capacity building and assistance to the national Ministry of Defence, but so far there has been little tangible progress in terms of structural reform of the defence sector or the transformation of the armed forces. In addition, EUTM RCA faces many obstacles that lie largely beyond its control. The main challenges of lack of national ownership and limited political engagement cannot be addressed with technical solutions alone.

Energy transition is an essential element of the global effort to meet the objectives set out in the 2016 Paris Agreement on climate change. China and the European Union (EU) have agreed to work together to help deliver the financing needed to achieve energy transition, but more is needed. To promote China–EU co-operation, this SIPRI Policy Brief recommends: (a) exploring a dedicated China–EU green finance initiative; (b) presenting a joint China–EU proposal on clear definitions and standards of sustainable green financing to the International Partnership on Sustainable Finance; (c) generating a joint curriculum to train staff in multilateral development banks, private investment banks, insurance companies and green banks; (d) pursuing joint finance for projects that find private capital difficult to attract; and (e) deploying independent evaluation teams to scrutinize how rating systems are applied in energy transition projects.

12. The World Food Programme’s Contribution to Improving the Prospects for Peace in Lebanon

This report aims to provide a better understanding of the World Food Programme’s (WFP) contribution to improving the prospects for peace in Lebanon. Specifically, the report investigates where and how WFP’s cash-based transfer (CBT) interventions in the country make potential peace contributions and looks at how these contributions could be further developed. The findings are based on a review of programme documents, in-depth interviews with a range of stakeholders and field visits to project sites in Lebanon in 2021. The findings suggest that WFP’s CBT interventions can—and do—positively contribute to improving the prospects for peace in Lebanon. However, the conflict and peacebuilding environment in Lebanon is extremely complex and rife with uncertainties. With this in mind, the report emphasizes the importance of taking conflict sensitivity concerns into account and provides 13 recommendations on how WFP’s contribution to peace in Lebanon could be enhanced.

The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

This SIPRI Policy Brief assesses the role of the Organization for Security and Co-operation in Europe (OSCE) in the field of climate security, in terms of its current and possible future commitments. Despite growing political momentum among most OSCE participating states about the need to address the issue of climate security, there appear to be divergent views on how to move forward on this important issue. Based on an assessment of recent OSCE activities linked to climate-related security risks and interviews with representatives from OSCE participating states, this policy brief suggests four avenues for the OSCE to advance its role in the field of climate security: (a) agree to new commitments; (b) engage in agenda setting; (c) strengthen the mandate of institutions; and (d) develop existing resources.

United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security stresses the importance of women’s full and equal participation in all efforts towards maintaining and promoting peace and security, including peace operations. More than 20 years after the resolution was adopted, some progress has been achieved in improving women’s representation in multilateral peace operations, but there are still gaps to fill. Specific achievements include the UN and the Organization for Security and Co-operation in Europe (OSCE) launching gender parity strategies and establishing specific targets for women’s participation in their respective personnel. At the same time, the European Union (EU) affirmed its political commitment by increasing women’s representation in Common Security and Defence Policy (CSDP) missions. This booklet provides a data-driven analysis of UN peace operations, OSCE field operations and EU CSDP missions and operations. It uses data visualizations to provide annual snapshots and averages of women’s representation in leadership roles, overall personnel numbers and member state contributions. The booklet supports the efforts of multilateral organizations and their member states to increase the representation of women in peace operations. Having a richer, data-oriented picture of women’s participation in peace operations will help multilateral organizations to identify gender-parity strategies. Finally, it enhances transparency and provides insights into recent trends and developments in peace operations.

16. Strengthening EU Civilian Crisis Management: The Civilian CSDP Compact and Beyond

The Civilian Common Security and Defence Policy (CSDP) Compact has been the most serious attempt to date to strengthen civilian CSDP. However, progress on the commitments to increase secondments to missions and to promote a better representation of women in them has been mixed at best. Secondments have increased in absolute terms, enabled by the expansion of several missions, but the share of seconded personnel has fallen to 62 per cent overall and even lower in some missions. Women’s representation has not increased overall, although it has improved in some missions and among heads of mission. Personnel contributions by European Union member states have not increased enough to prevent a steady rise in contracted personnel in missions, including in operational positions. It is therefore increasingly unlikely that the aim to raise the share of seconded personnel to 70 per cent can be achieved by mid 2023, when the compact ends. This SIPRI Insights paper analyses these trends and recommends, among other things, alternative indicators for demonstrating progress towards the more effective staffing of civilian CSDP missions.

Abstract:
The long-standing relationship between China and the European Union (EU) is being subsumed into a broader geopolitical competition between major power centres. Alongside cooperation, elements of competition and rivalry have been sharpened by a re-evaluation of the bilateral relationship by EU actors. Areas of cooperation have included Chinese involvement in the EU’s internal connectivity projects—specifically in transport and digital networks. This report examines this cooperation and assesses its prospects. Enhancing connectivity within and around the EU to facilitate trade and commercial relations was relatively uncontroversial even if initiatives were never fully aligned. But the space for common projects has been narrowed by political divergence and new sensitivities in the EU regarding the security implications of Chinese investments. China understands that the EU’s scrutiny of its investments and restrictions on its involvement in connectivity projects are affected by EU–US relations. Despite these tensions, the report shows that constructive ways forward in this globally significant relationship are still possible, both within and beyond the connectivity domains.

18. A Strategic Triangle in the Arctic? Implications of China–Russia–United States Power Dynamics for Regional Security

This SIPRI Insights on Peace and Security paper examines security challenges arising from the Arctic activities of three actors with a substantial ‘footprint’—China, Russia and the United States—and how they might be addressed in existing and new frameworks. Arctic and non-Arctic states want to exploit commercial opportunities created by a changing physical environment. Arctic states agree that climate-related challenges can be addressed through cooperation within existing institutions. However, to ensure that increasing human activity stays within acceptable environmental and human security risk levels, non-Arctic states need to be engaged. The risk of unwanted escalation in military tension in the Arctic due to deteriorating relations among major powers over disputes arising elsewhere has grown to the point where it cannot be ignored. A steady increase in military investments in the Arctic, or Arctic operations, will continue, but there is no ready-made framework to address military security challenges. Issues that occupy a ‘grey zone’ between military and non-military security will have to be addressed as digital and transport infrastructure expand in the Arctic. However, there is little experience in how diverse state and non-state actors can manage cooperation and competition simultaneously.

Climate-related security risks are changing the security landscape in which multilateral peacebuilding efforts are taking place. Following a similar assessment of the United Nations Assistance Mission in Somalia in 2019, this SIPRI Policy Paper offers another glimpse into the future of peacebuilding in the context of climate change, this time by providing an in-depth assessment of the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Climate change in Mali has affected natural resource-based livelihoods and contributed to undermining human security in a context of conflict and weak governance. Furthermore, the compound character of climate change is an increasingly strong factor that reshapes social, political and economic contexts, thereby potentially amplifying local grievances and marginalization. These interactions all contribute to hindering MINUSMA’s efforts to support peace and stability in Mali. MINUSMA, however, explicitly and implicitly responds to climate-related security risks. For example, its divisions address natural resource-related conflicts, supporting peace and stability in a context where natural resources are often crucial to livelihoods and human security. MINUSMA also works to reduce its own potential negative environmental impact. Nevertheless, it faces three main limitations in addressing climate-related security risks: prioritization of the issue vis-à-vis the mandate, limited capacity within the mission, and coordination challenges between the mission and the UN Country Team. By analysing how climate change affects MINUSMA’s mandate, and the mission’s responses to it, the insight offered in this paper suggests the need for increased knowledge, training and prioritization surrounding climate security. This applies not only to MINUSMA, but also to other missions located in areas of high climate change exposure, and more generally to the broader UN system.

20. Food Systems in Conflict and Peacebuilding Settings: Pathways and Interconnections

Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.
