- One of SEESAC's functional areas is Small Arms and Light Weapons (SALW) Awareness and Communication, which constitutes an integral part of all SALW Control interventions. This strategy involves the use of professionally developed core messages and dissemination strategies to impart knowledge to, shape the perceptions and change the behaviour of the civilian community towards SALW. Collecting quality data is a prerequisite for developing any SALW Awareness activities.

- In most countries within South Eastern Europe a combination of past conflict and weak, but developing state institutions has resulted in varying degrees of control over the possession, use and trade in weapons in the first few years of the decade. Limited police performance, corruption and the growth of organised crime and trafficking networks, have effectively served to both justify illicit weapons possession in the minds of many, and also allowed for undesirable transfers and possession of illegal Small Arms and Light Weapons (SALW). Problems with co-operation and exchange of information, either at the national level between the different relevant departments or agencies, or internationally between governments, have also been evident.

- Abstract:
- Armed violence data gathering systems in countries in South Eastern Europe (SEE) vary in quality and coverage of the population. No single country embodies best practices by itself. The lack of continuous monitoring means that data has sometimes been generated by research that attempts to recover information on armed violence retrospectively. Different methods for doing this offer differing degrees of reliability; analysis of media reports and SALW Perceptions Surveys offer an important substitute for continuously gathered data, but are unreliable for a number of reasons. Other studies have been obliged to recover data from past records, which were not designed for storing data specifically on armed violence. In other cases, individual institutions have conducted their own data gathering, and have supplied useful fragments of a comprehensive picture of the problem.

- At the South Eastern Europe Cooperation Process (SEECP) Ministers of Defence meeting in Bucharest on 31 March 2005, the Ministers of Defence reaffirmed their commitment to enhance cooperation and dialogue in SEE, and also with international partners, on specific defense conversion related processes. This included an exchange of views on the conversion of redundant military facilities. A necessary precursor to the conversion of military facilities is the disposal of the equipment contained within those facilities, including heavy weapons.

6. Public Perceptions of Small Arms and Security in South Serbia

- Abstract:
- This report summarises the main findings of a research study implemented by Strategic Marketing and Media Research Institute (SMMRI) on behalf of SEEASAC / UNDP Serbia and Montenegro from 27 July to 06 August 2003 in the South Serbian municipalities of Presevo, Bujanovac and Medvedja. The purpose of the research was to clarify the attitudes and perceptions of ordinary citizens regarding small arms, in order to better judge whether a SALW collection project would prove successful. In addition to providing valuable information about perceptions of SALW, the survey results also shed light on related matters, including the state of inter-ethnic relations, public perceptions of international agencies working in the area, the developmental needs of communities, and levels of trust in security providers.

- Until the mid-1980s, almost all surplus and unserviceable munitions and propellants (energetic materials (EM)) were either dumped at sea or destroyed by open burning (OB) or detonation (OD). These disposal techniques were chosen because of their simplicity, low cost, effectiveness and safety. As our knowledge and understanding of the chemical and biological processes essential to the health and well-being of humans and ecosystems expanded, the perception arose that the dusty, brown plumes produced by OB and OD could endanger human health and the environment (HH).

- Abstract:
- It is an understatement to say that the presence of small arms and light weapons is a significant problem in the Balkans. Guns contributed significantly to the violence, death, and destruction that surrounded the inter-ethnic conflicts of the 1990s and early 21st century. Since the conclusion of hostilities, the effects of violent conflict persist in the area, as does the circulation of many SALW. In fact, these weapons continue to cause civilian injuries and deaths, constrain social and economic development, enhance criminal capability, and contribute to ethnic and societal tensions that may incite future conflicts throughout the Balkans.

- The wars in which the Republic of Serbia1 took part during the nineties left behind a multitude of easily accessible small arms that soon appeared on the streets of all Serbian cities. The ready availability of uncontrolled firearms in any society is concern enough, but in Serbia's case this diffusion of small arms into society occurred against a backdrop of economic crisis, an unprecedented growth of criminal activity, and a nationalistic discourse of 'patriotic wars' in which violence, gun-use, militarism and machismo were mythologised to serve political ends.

- Borders communities are more than just entry and exit points to a country. In the world of porous borders and transborder crime, these communities take on various aspects of the activities pursued in their environs. Some of these activities are clearly evident, such as the increase in youth appearing to be drug users. Other signs are more difficult to pinpoint, as one person's businessman becomes another's smuggler. These characteristics are exacerbated by the context of a post-conflict situation where tensions and isolation cause greater conspiracy theories rather than greater cooperation and coordination.
