Abstract:
Turkey's foreign policy in Africa has achieved more than what initially has been planned as Opening to Africa in the last decade. A new post-2014 vision for Africa is necessity for variety of reasons including the tiredness among some segments of society and some state institutions. This article outlines the challenges fort his vision and put forward some ideas for the future of Turkey-Africa relations. The underlying point is that time has come for partnership with other actor in Africa to deepen further the relations.

Abstract:
This paper discusses EU-Turkey relations with a specific reference to regional developments in the Middle East after the Arab Spring. In the last decade, the Turkish government has tried to intensify Turkey's influence in the region. However, increasing activism in Turkey's foreign policy toward the region was not accompanied by a parallel commitment in its relations with the EU. In the meantime, the EU was caught unprepared by the Arab Spring in the middle of the Euro-zone crisis, and now its strategic interests are being threatened by regional instability. Both sides have been faced with the task of adapting their policies to the political transitions in the region. After an analysis of their contemporary regional policies, this article argues that even though their strategies are not totally in line with each other, Turkey follows the same objectives that the EU neighborhood policy has pursued towards the Middle East.

Abstract:
The relationship between Islam and foreign policy has become the subject of a number of volumes in recent years as scholars seek to understand the role that political Islam plays in determining foreign policy. This is more often than not accompanied by the assumption that Islam is fundamentally incompatible with modernity. Turkey, with its complex history of modernity and the transition from its Ottoman past, remains an interesting case for the study of the causal relationship between the construction of a modern nation state, secular identity and nationalized foreign policy. The rediscovery of Turkey's regional interests and affinities from the 'Balkans to Western China' – areas that had been largely absent from Turkish foreign policy debates since the foundation of the Republic – have emphasized the significance of the state's internal evolution in determining its external policy. In her book, Turkey Facing East: Islam, Modernity and Foreign Policy, Ayla Gol critically analyzes Turkey's engagement with modernity in the course of its transformation from the Ottoman structure into a modern nation state in order to understand Turkey's foreign policy towards its eastern neighbours between 1918 and 1921. This is a clear and important departure from studies that tend to examine this transition period in terms of Turkey's engagement with the West.

Abstract:
During the 1990s, political uncertainties in Turkey had negative effects that left the economy vulnerable to public and foreign debt due to high inflation, high budget deficit and high current account deficit. Coalition governments failed to address these problems. Following its rise to power in 2002, the AK Party developed a new perspective for the economy, politics and foreign policy collectively referred as the New Turkey. The government emphasized fiscal discipline, structural transformation and privatization. During this period, Turkey rapidly recovered from the negative effects of the 2001 financial crisis and reached a steady growth rate. The country also survived the 2008 global crisis with minimum damage. The government seeks to meet its targets for the centennial of the Republic's establishment.

Abstract:
Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. One particular reason why Turkey attracted much attention in the world was because, in its first years in power, the AKP was easily categorized, both in the media and in academia, mainly in the West, as an “Islamic” party with a hidden agenda that aimed at drifting Turkey away from its mainstream foreign and security policies that have long been anchored in the Western alliance, thereby turning Turkey's face toward the Middle East and the Islamic world beyond it.

TURKEY'S EUROPEAN FUTURE tackles the question of how the United States (US) has influenced relations between the European Union (EU) and Turkey, and especially the decisions of the EU on Turkey. Except for a few notable scholarly articles, US-EU-Turkey relations have not been investigated in depth. In this well-written and well-organized book, Tocci addresses this gap in the literature by thoroughly examining in what ways, mechanisms, and in which direction the United States has had an impact on the decisions of the EU regarding Turkey. The book focuses mostly on the 1990s and 2000s, however the main findings provide considerable insight for the earlier periods, as well as for the future.

Abstract:
THE CONTINUITIES, changes, ruptures, and transformation of Egyptian foreign policy have been analyzed from different angles. The changes in Egyptian foreign policy, in line with the Arab Spring and its transformative forces, were important for analysts, practitioners, and scholars working on both foreign policy and International Relations theory. Since the end of the Cold War, academia has become more receptive to the issues of the Middle East. However, in the last decade most work on the Middle East have revolved around a limited number of themes: ethnic/religious-based violence, the Arab/Palestinian-Israeli conflict, the Iranian nuclear issue, and problems related to Israel. Despite the prolific amount of literature on the foreign policies of Arab Middle Eastern countries, many of these works lack a theoretical analysis of the geostrategic positioning of these countries within the dynamics of international political power. Geostrategic positioning helps measure the possible weight of a country within the existing interna-tional and regional system, which leads to the analysis of what role a country can play in international politics. Mehmet Özkan's book is a timely addition to this literature with its in-depth analytical historical analysis and theoretical angle.

Abstract:
The transformation of Turkish foreign policy has become a closely followed subject, fueling important debates on the underlying reasons, resources, actors, outcomes, and nature of the policy progress. This change has also introduced new challenges to those who have adopted generic models to understand and explain Turkish foreign policy. This article will examine and discuss the main causes that have complicated the study of Turkish foreign policy during this period, such as simultaneous changes in the nature and conceptualization of the international system –the end of the unipolar world, the emergence of new power centers - and domestic transformations in Turkey, including active civilian control of military, the emergence of an attentive public opinion in foreign policy.

Abstract:
This article provides a general overview of Turkey's relations with the Western Balkans during the AK Party government. Although the Western Balkans has always been of primary interest for Turkey, the relations with this region had progressed only slowly and partially until the mid-2000s. From that time onwards, the convergence of a number of factors, including Turkey's economic progress, the AK Party's active foreign policy vision, the growth of civil society and the business sector, and favorable international political and economic conditions created new opportunities for Turkey in the Western Balkans. Consequently, the relations between Turkey and the Western Balkans has developed rapidly, especially in the economic and social spheres. Meanwhile, Turkey still has to deal with certain challenges and shortcomings for further deepening of these relations and their translation into political influence.

Abstract:
This article examines the critiques directed at Turkish foreign policy during the AK Party administration. There are three basic critiques leveled at the foreign policy that has been followed by the AK Party: Islamist ideology, geopolitical codes, and lack of capacity in foreign policy. These criticisms will be examined through a multi-layered approach, whereby they will be contextualized in terms of global fragmentation (macro level), regional disorder and fragmentation (meso level), and restoration in domestic politics and the opponents within Turkey towards these policies (micro level). A look at the challenges that Turkish foreign policy faces today and the search for a new foreign policy model will follow.

It will argue that the AK Party government has already adopted two different foreign policy role concepts. Thus, the changes in Turkish foreign policy can best be characterized as the adoption of a foreign policy role with many traits of civilian power (2002-2005), subsequent limited change (2005-2010) and the adoption of a regional power role (from 2010 on).

Abstract:
The main orientation of Turkish foreign policy has recently been described as Europeanization, Middle Easternization, or Islamization. This article offers an alternative reading of its discourse as a civilizational one, arguing that the concept of civilization has increasingly, albeit vaguely, been employed in Turkish foreign policy discourse in three different layers - national, regional and universal. Turkish foreign policy makers often invoke (and occasionally switch between) these different layers of civilization in a flexible manner, which adds dynamism to Turkish policies. Often integrated with the domestic and foreign policies of the AK Party government, this pragmatic discourse has proved useful for its proactive and assertive diplomacy. Based on the discourse analysis method, this article explores how and why the concept of civilization is utilized within this discourse.

Abstract:
Change is a central concept in Turkish and global politics. It forms the basis of liberal ideology, alongside freedom, democracy, and equality. In this spirit of change, radical liberal thinkers question the state of contemporary international relations with a focus on justice and fairness. Ahmet Davutoğlu appreciates the importance of these liberal considerations, and he claims the global order is in a period of transformation, in which Turkey and the rest of the world will come into new political roles. In order to facilitate the formation of a fair, cooperative world order, Davutoğlu promotes a global consensus based on cosmopolitanism and multilateralism. These ideas for international reform are consistent with radical liberalism. However, he also considers the formation of a new global order according to his conservative and Islamic ideas-a position inconsistent with liberalism. This contradiction demands a better understanding of Davutoğlu's stance in domestic politics and international relations, and a consideration of implications for Turkey's global identity.

Abstract:
The EU has been successfully exercising its conditionality as a key aspect of its enlargement strategy since the 1990s. However, with no accession prospect in sight and the perceived lack of credibility and consistency of the EU's conditionality, Turkey's already unequal partnership with Europe has been thrown further off balance. This article argues that this is not the case, as the EU retains its leverage over Turkey, even in the absence of factors that are known as central to the successful implementation of the EU's conditionality. This article suggests two main reasons. First, despite the rhetoric on the interdependence of Turkish and the EU economy, this interdependence is not on equal footing and the Turkish economy is heavily dependent on the EU. Second, there is rising concern in Turkey over free trade talks between the EU and the United States, with its potential impact on the Turkish economy.

Abstract:
This paper presents the Foreign Policy Circumplex (FPC) coding framework and the (FPC-TR) to identify aspects of Turkish foreign policy behavior between 2002 and 2011. The findings show an increase in cooperative foreign policy behavior and relational third party engagements in the second term of the AK Party administration. Turkey increased its third-party role in the context of crises with Iran and Syria. In relations with Iraq, Iran, Afghanistan and Israel/Palestinian and Russia/Georgia conflicts, the same role, albeit with a decreasing tendency, continued. There were a number of decreased interactions related to issues, such as EU-Cyprus, Cyprus, Greece, Iraq, and Israel-Palestine. That said, we see an increase in relations with North Africa, the Balkan countries, Syria, the Middle East, Armenia and Israel. There is also greater cooperation in the context of Turkey's high priority bilateral relations, such as with the US, the Middle East, Iran, Iraq, Syria and Russia, as well as with the UN and European Council. With the EU and Israel, however, a reverse trend is observed.

Sa researcher interested in Turkish foreign policy and domestic politics, I was very captivated with the book's title as it entails an analysis of the way in which the EU reforms have impacted Turkey's human rights record and development. However, this also raises questions, such as what were the sources of the democratization and human rights reforms? Has the EU been the main force behind such transformation? Or, are there other domestic factors that we need to take into account as well? Such analysis enables us to draw significant conclusions on the development of the role of the police and other government control and protection tools in a human rights' context and evaluate possible causes of such reforms.

Abstract:
Turkish foreign policy has changed substantially within the last decade. Even though its relationship with the West still has significance, relations with neighboring countries and other countries in Africa, the Middle East, and Asia have improved. This new foreign policy incorporates Turkey's political and economic aspirations. Its aim is to utilize the country's economic strength in order to reach political goals while simultaneously using political tools to obtain economic benefits. This study analyzes the effects of the recent change in foreign policy on Turkey's international trade. Specifically, we investigate the influence of Turkish Prime Minister Erdoğan's foreign visits on international trade by using a standard trade gravity model. Statistical analyses imply that Erdoğan's visits help increase Turkish international trade.

Abstract:
This article examines Turkish Iranian relations in the 2000s, when the two countries initiated an unprecedented rapprochement. It argues that modification of foreign policy paradigms in Turkey and Iran led to the rationalization of bilateral relations that paved the way for improvement of economic and political ties between the two states. In addition to the rationalization, a supportive regional context helped them expand their relations. However, structural differences prevent the Turkish-Iranian rapprochement from turning into a strategic partnership. Moreover, restructuring of the regional context and rise of the specter of a conflictual relationship, which is still alive, threaten the future of Turkish-Iranian relations.

Abstract:
As a staunch ally of NATO whose actions were easy to predict, Turkey did not attract much attention as a foreign policy actor until a decade ago. The increasing activism of Turkish foreign policy and the greater initiative taken by Turkish elites have raised interest in Europe. After overcoming the first wave of bewilderment and irritation at Turkey's independent foreign policy initiatives, Europeans have started to develop a more nuanced approach towards the specifics of Turkish foreign policy. Currently, debates over Turkey are not confined to EU accession discussion alone. Instead, they consider the implications of Turkey's more assertive foreign policy as well.

Abstract:
This article examines whether the presence of imperial legacies in Central and South-eastern Europe affects their foreign policy stances and public opinion towards Turkish accession to the EU. It first discusses the boundaries of the ideational factors affecting the perception of Turkey, namely the historical legacy of the Ottoman Empire as a European power in Eastern Europe. Secondly, it looks at the ideational factors in how Turkish foreign policy, more specifically Turkey's EU membership, is perceived by Eastern and South-eastern European political elite and public. The author finds that in places where the Ottoman Empire is perceived in more historically distant terms, the more positive or neutral views are of Turkish membership. It concludes with a juxtaposition of Eastern European stances with Turkey's new foreign policy strategies. It recommends that Turkish foreign policy should not neglect advocacy in the western part of the old Ottoman sphere of influence where new EU members lie. These may indeed by transformed into new allies to support Turkey's bid against the opponents among older EU members.

Abstract:
Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Abstract:
Why does Lithuania support Turkey's accession to the European Union? The article analyzes some of the key domestic factors and the strategic thinking behind Lithuania'a continuous support. Domestically, the political culture of the foreign policy elite and the permissiveness of public opinion allow treating Turkey's accession as a foreign policy issue, subject to cost-benefit calculations. Short-term calculations involve mutually advantageous deals between Turkey and Lithuania. Long-term assessments focus on how Turkey's membership would affect global, regional, and intra- European dynamics of power relations. The article suggests that, in the context of lasting foreign policy objectives and concerns, Turkey is attractive to Lithuania primarily due to its geopolitical roles: its traditional transatlantic alignment, its function as a transit hub for energy supplies to Europe, and its potential to become a great power, engaging in regional competition with Russia.

Turkey is becoming more independent and self-confident. Yet, the current analysis on Turkey in most American circles tirelessly refers to the tension between secularism and Islam or Eastern versus Western proclivities. Such focus often comes at the expense of the most powerful force driving Turkish foreign policy: nationalism and self-interest. Turkish-American relations are witnessing a paradigm shift that can be best defined as the rise of Turkish Gaullism. A Gaullist Turkey may in the long run decide to no longer pursue an elusive EU membership. It may even question its military alliance with the United States. Burdened by a sense that it never gets the respect it deserves, Turkey may increasingly act on its own in search of full independence, full sovereignty, strategic leverage and, most importantly, Turkish glory and grandeur.

The “axis-shift” discussions on Turkish foreign policy activism over the last couple of years have attracted remarkable international attention. Some pundits have attempted to place Turkey's increasing relations with its neighbors within the context of an ideological and identical reshuffling of Turkish foreign policy principles. While finding the “shift of axis” argument a rather crude characterization, the paper nevertheless argues that there are subtle shifts in Turkish foreign policy orientation. In this context, the paper aims to identify both the elements of continuity and rupture in the style and behavior of Turkish foreign policy. In fact, there are solid political economy fundamentals and legitimate reasons for Turkey to pursue a multi- dimensional and more assertive foreign policy in the emerging multi-polar world system. However, the present paper underlines that Turkey's multi-dimensional foreign policy activism with no firm axis may have potentially counterproductive consequences regarding Turkey's long- term national interests as well as its ability to play a stabilizing role as a pro-active and benign regional power.

Turkish foreign policy activism during the last decade has attracted widespread international attention. As a result, scholarly literature on the issue has expanded noticeably. If one makes a general categorization, the literature on the new Turkish foreign policy has mainly concentrated on “security-based” and “identitybased” explanations. The role of the changing economic dynamics in Turkey and the transformation of Turkish financial and industrial capital, however, are not adequately addressed in the existing literature. This study aims to contribute to the recent debates from a political economy perspective with reference to the functionalist and interdependence approaches. It is argued in this paper that the bifurcation within the financial capital in Turkey in the post-2001 period and the internationalization of the 'Anatolian tigers' have turned out to be the 'practical hand' of Turkish foreign policy. In addition, this study argues that there are certain limits and constraints of employing political economy factors as a driving force in the Turkish foreign policy activism.

In this paper, I argue that a fuller understanding of the recent activism in Turkish foreign policy, and in particular the changing nature of relations with its neighbors, requires us to engage in the study of the increasing economic interdependence and the analysis of broadly redefined national interests. Therefore, this paper aims to explain Turkey's relations with its neighbors through the neo-liberal theory model put forth by Robert O. Keohane and Joseph S. Nye, which underlines the importance of interdependence and cooperation among states. I argue that recent developments in Turkish foreign policy, particularly Turkey's relations with its neighbors, resemble the characteristic features of complex interdependence. The new activism in Turkish foreign policy facilitates international cooperation among regional actors and creates a “complex interdependence”.

Research on state-business relations has traditionally focused on business associations' lobbying activities. However, as these organizations started to assume a more active role in their country's economic life, scholars began to look at another distinct role of business associations: their formal participation in policy making. This article examines to what extent Turkish business associations are taking part in the foreign economic policy-making process, which, in turn, leads to two sub-questions: (1) Through what kind of mechanisms is a pattern of interaction established between the state and the business associations? (2) Does the state transfer a part of its administrative functions to the private sector? This article examines the institutional setting established during the liberalization wave of the 1980s and has gradually evolved up to the present, through which the state has maintained its role as the policy maker yet has allowed the private sector to play a role in the process because it is deemed to be capable of administering specific functions more efficiently than the state.

Our analysis will discuss Turkey's changing direction, if any, in terms of its trade orientation. This paper argues that Turkey's trade sector has maintained its long-standing direction towards the major European Union (EU) member countries with only minor setbacks, while new dimensions in bilateral trade have emerged not only due to Turkey's changing foreign policy considerations but also global economic transformations. Recent uprisings and unrests across the Middle East and North Africa (MENA) have brought new leadership to Egypt and Tunisia, and could possibly result in more leadership changes. While it is too early to assess the meaning and implications of the MENA uprisings, it is even more difficult to predict whether the current ferment could fundamentally reshape the region by bringing real democratic transformation. What is evident, however, is that the United States' old bargain with autocrats is collapsing; and that U.S. strategic interests are seemingly better served, at least during this historic period, by working with governments that genuinely reflect the will of their people. This essay's central argument is that change and transformation in MENA has resulted from bottom- up, anti-establishment popular movements that have exposed the flaws of the U.S. foreign policy and will most likely challenge the conventional U.S. policies in the region for years to come.

Since the early 2000s, Turkish foreign policy has experienced a fundamental transformation. Turkey's regional and global position, its relations with the countries in surrounding regions, and its long-lasting disputes with its neighbors were reshaped through the adoption of the "zero-problem with-neighbors" policy. In line with this policy, Turkey has taken a pro-active stance and followed a multi-dimensional foreign policy approach to establish itself, first, as a conciliatory partner for peace with its neighbors, and second, as an agent of mediation between its clashing neighboring countries. 2009 was a year of foreign policy initiatives towards Syria, Armenia, and Iraq, including the Kurdish Regional Government. And it marked the beginning of more positive and constructive relations between Turkey and the United States. Turkey gained substantial ground in becoming a regional hub for energy by undersigning two critical energy deals. Yet, two major issues remain as challenges for Turkish foreign policy: a) the EU accession process, and b) the Cyprus dispute.

This article agrees that there is a transformation in Turkish foreign policy. It suggests that the changes in foreign policy are not aimed to de-Westernize Turkey; instead they are attempts to create an autonomous, self-regulating, and self-confident foreign policy agenda while normalizing the previous crisis-driven policymaking in Turkey's foreign relations. These changes include: broadening of Turkey's foreign policy agenda to include regions other than Europe and North America, using the expertise of new actors in shaping foreign policy (such as civil experts and NGOs) and transforming decision making mechanisms to incorporate new initiatives. In fact, this article, while not denying some recurring problems in Turkey's foreign policy, suggests that Turkey is not turning away from the West; but striving to reconfigure and reformulate its foreign policy, reflecting the demands of an increasingly open and democratic society and adapting to the realities of a multi-polar world.

The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Turkey has so many factors operating in favor of it becoming one of the world's great energy hubs – and yet there are so many reasons why it may completely fail to fulfill such a goal. The country's inherent geography – its classic position as a crossroads between east and west, between north and south – makes it natural to become a giant center for trading in oil, gas and petrochemicals. But its attitude – the accumulation of its foreign policy, its approach to energy transit and to internal energy development, and its own uncertainty as to its place in the world in general and its involvement in Europe in particular – tells quite a different story. The future of Turkey as a gas trading hub lies very much in Turkey's own hands. For such a hub to emerge will require Turkey to opt for domestic market liberalization over statism (étatism).

Since 2000, Turkey's Europeanisation process has affected the country's foreign policy both as a structural and a conjunctural factor. As a structural factor, the EU has had a good deal of influence on Turkey's political and security culture by introducing elements of “soft power” and by expanding the number of Turkey's foreign policymaking agents, particularly in the realm of “pipeline diplomacy.” As a conjunctural factor, the EU has affected Turkey's foreign policy rhetoric by introducing new negotiating chips, and thus complicating the “bargaining” process. However, in order for Turkey's energy diplomacy to achieve its goals, Turkey's strategy towards the Middle East and the Caucasus must become coherent and its approach towards the EU, the US, and Russia, balanced. Most importantly, the question of whether Turkey perceives “pipeline diplomacy” as a means to achieve energy independence, thus enhancing its security, or as leverage to increase its power, thus leading to its recognition as a regional hegemon, remains open.

Turkey has become an important east-west and north-south gas and oil transit route and an energy hub, thanks to the Turkish straits, and the existing and proposed pipelines that run through its territory. Economic opportunities, however, can present diplomatic liabilities. In a tough and complicated region, Turkey finds itself caught between the interests of competing superpowers and regional players. As the world's 16th largest economy, Turkey's thirst for energy will only increase. Satisfying this thirst requires not only diversification of sources and routes, but also good relations with all neighbors, in addition to traditional partners. An analysis of Ankara's options and new foreign policy vision shows that Turkey has little choice but to use greater caution and engagement. Following its own national interests and security concerns will drive Turkey to new openings in Syria, Iraq, Iran, Armenia and other CIS countries. Energy will be one of the main pillars of Turkey's policy of engagement and integration in the region.

Today, energy security is an important domestic and foreign policy matter and states are looking for alternative energy sources more vigorously than ever before. Using the “Heartland Theory” of British geographer Halford Mackinder to evaluate the theoretical claims that the convergence of foreign policy and energy security is driving competition for influence in the world, we examine the “competition” among the powerful political actors in the Caspian. Our findings suggest that the need for a continued source of energy has shifted national energy security policies from purely military affairs to prioritizing stable oil markets and has created potential roles, especially for powerful regional actors. After our review of the historical and present competition over Caspian energy sources, we analyze the effects of growing internationalization and securitization of global energy issues for Turkey and the possible implications of different foreign policy options Turkey is likely to pursue in the region.

This essay analyzes the relationship between Turkey and Israel against the background of the AKP ascent to power in Turkey in 2002 and the invasion of Iraq in 2003. It argues that notwithstanding the sea changes that occurred in the region following the invasion, as well as the far-reaching changes in Turkey's foreign policy, both states still have vested interests in maintaining their close relationship, even at times of crisis. Nicolas Sarkozy's election as France's president in May 2007 has marked a rhetorical change in the foreign policy of Paris and has made the French presidency much more dynamic. Sarkozy has led many international initiatives and increased France's presence in international and Middle Eastern arenas. Despite all these developments, however, France's Middle-Eastern policy has been characterized by a large degree of continuity since Sarkozy has embraced traditional French perceptions and agenda concerning the Middle East. Thus, he has continued France's so-called 'Arab policy', and mainly pursued past policies on key regional issues such as the Israeli-Arab conflict. Consequently, Sarkozy's declarations concerning the changing nature of French policy do not seem fully compatible with reality. So far there has also been a gap between France's optimistic assessment of the results of its Middle Eastern policy versus the less impressive outcomes on the ground.

Ahmet Davutoğlu was appointed Foreign Minister of Turkey on May 1, 2009. Chief advisor to the Prime Minister since 2002, Davutoğlu is known as the intellectual architect of Turkish foreign policy under the AK Party. He articulated a novel foreign policy vision and succeeded, to a considerable extent, in changing the rhetoric and practice of Turkish foreign policy. Turkey's new dynamic and multidimensional foreign policy line is visible on the ground, most notably to date in the country's numerous and significant efforts to address chronic problems in the neighboring regions. Davutoğlu's duty will now shift from the intellectual design of policies to greater actual involvement in foreign policy, as he undertakes his new responsibilities as Minister of Foreign Affairs. Turkey successfully gained provisional membership of the United Nations Security Council by receiving support from 151 states in the UN General Assembly. Turkey is serving in the SC for the period between January 1, 2009 and December 31, 2010. This historic achievement was the end product of arduous efforts on the part of the ErdoÄŸan government which has braced itself for membership of the Security Council since 2003. Membership no doubt brings Turkey plenty of benefits, like enhancing Turkey's international political weight and prestige. However, it also poses challenges to the credibility of Turkey's multi-dimensional and assertive foreign policy with its strong tinge of fairness. The Turkish political scene did not witness a profound change with the local elections of March 2009. The ruling Justice and Development Party (AK Party) continued its strong electoral performance and maintained its status as the most popular political force. One change following the election was the cabinet reshuffle in May in which Professor Ahmet Davutoğlu was appointed as Turkey's minister of foreign affairs. Such an appointment was hardly a surprise, since it is no secret that he had been the architect of Turkey's foreign policy under the AK Party government as the chief foreign policy advisor to the prime minister.

Abstract:
His article asks why Turkey recently adopted the emerging international norm of inter-civilizational dialogue as one of its foreign policy priorities. In addressing this question, we turn first to an assessment of the limitations of normative and realist arguments, then suggest that the Justice and Development Party's (AK Party) considerations of domestic political survival were necessary factors in the adoption of intercivilizational dialogue, even though in and of themselves, they were not sufficient. The AK Party government, circumscribed by the secularist establishment, strategically adopted the norm of inter-civilizational dialogue to create a legitimate space for its survival in Turkey's domestic political sphere. This conclusion stems from the theoretical finding that in those states in which political power is not concentrated in the government, the domestic political considerations of the government gain priority in foreign policymaking.

Abstract:
Ahmet Davutoğlu was appointed Turkish foreign minister on May 1, 2009. Chief advisor to the Turkish prime minister since 2002, Davutoglu is known as the intellectual architect of Turkish foreign policy under the AK Party. He articulated a novel foreign policy vision and succeeded, to a considerable extent, in changing the rhetoric and practice of Turkish foreign policy. Turkey's new dynamic and multidimensional foreign policy line is visible on the ground, most notably to date in the country's numerous and significant efforts to address chronic problems in neighboring regions. Davutoğlu's duty will now shift from the intellectual design of policies to greater actual involvement in foreign policy as he undertakes his new responsibilities as minister of foreign affairs. The Davutoğlu era in Turkish foreign policy will deepen Turkey's involvement in regional politics, international organizations, and world politics.

There is a lively debate centered on whether Turkey is undergoing an axis shift, meaning Turkey is drifting away from the Transatlantic system and heading towards the Middle East in the most acclaimed dailies and journals of the Western world. One may witness a flurry of commentaries, appraisals and op-ed articles published in these media outlets. Taking notice of the vibrant debate on Turkey's orientation in the international sphere, Turkey's leaders underlined Turkey's position with varying degrees of emphasis. Despite the statements of Turkey's policymakers, which argue against the idea of shift of axis, the debates over Turkey's identity and foreign policy orientation has not lost steam. The shift should not be attributed to Turkey's departure from its Western ties to be replaced by those with the East but rather, a shift of power as the inevitable outcome of the end of the Cold War and a fact of the new millennium.

The Palestinian question is a central issue at the both state and society level in Turkey. Thousands of Turkish people protested the Israeli aggression against the Palestinians in Gaza this month in different parts of Turkey. Turkish PM Erdogan responded to the Israeli action by labeling it an act of disrespect to Turkey and suspended Turkey's facilitating role for indirect talks between Israel and Syria. Erdogan also initiated an intensive diplomatic campaign at the regional and international levels, utilizing Turkey's seat in the United Nations Security Council. Turkey calls for an immediate ceasefire between Israel and Hamas, and urges a compromise between rival Palestinian groups. Finally, the war on Gaza will have far-reaching consequences for the future of the region as well as for Turkish-Israeli relations.

Under the Obama administration American foreign policy will be engaged in genuine coalition building with allies. Such a return to multilateralism will have a positive impact on transatlantic and Turkish-American relations. Just like under the Clinton presidency during the late 1990s, Turkey needs American support to undo the deadlock with the European Union. America's return to Middle East diplomacy will also improve Turkish-American relations since the Obama administration is much more likely to support Ankara's openings to Damascus. Turkey should make an effort to host a new Arab-Israeli peace process in the framework of an international conference in Istanbul. In the short run Ankara can avoid problems with Washington on the Armenian issue if it decides to enhance its military and civilian support to NATO forces in Afghanistan.

On December 27, 2008, Israel launched a deadly attack on Gaza. Turkey responded immediately to the Israeli attacks and strongly criticized the operation. Turkish Prime Minister Recep Tayyip Erdogan embarked on a tour of Syria, Jordan, Saudi Arabia and Egypt to garner support for an immediate ceasefire. Turkey's active diplomacy in the Gaza crisis is an indication of Turkey's new foreign policy vision and a self-confidence consolidated by strengthening relations with regional powers. Turkey's proactive policy in the region does not suggest that it will discontinue its relations with one side or the other. In fact, this supposition is marked by the old belief that Turkish foreign policy has a single axis or dimension. By observing the balance of power and keeping all actors involved in the process, Ankara has a greater chance of finding a just and sustainable solution to the Palestinian problem.

The interest Turkey has generated in the Arab world over the last few years is caused by the convergence of changes in Turkey, the Middle East and the global power-balance. Turkey's domestic political process, its new foreign policy and the EU membership process are closely followed in the larger Muslim world. The new configurations of power in the Middle East and the world at large lead to new types of geopolitical imagination. From Turkish soap operas and import products to Turkey's involvements in Lebanon and Palestine, Turkey is claiming a new space in the Arab public opinion in a manner never seen before. While AK Party's ties with the Arab and Muslim world are partly responsible for Turkey's renewed foreign policy activism in the region, the current debate is also reflective of the failures of the international system and heralds the advent of a new balance of power in Turkey's immediate neighborhood.

This paper examines the impact of contested national identity on Turkish and Japanese foreign policies. Applying a modified constructivist theoretical framework, it seeks to explore the ways in which the national identities of Turkey and Japan are constructed, internalized and in turn externalized through their foreign policies. In examining the case of Turkey and Japan, the paper problematizes national identity as a contested space characterized by a clash of opposing sub-national identities with distinct readings of national interests and security. Hence foreign policy decisions emerge in the context of this contestation among opposing national identities.

Abstract:
Despite its unique geographical and cultural position between East and the West, Turkey, throughout its modern history, has followed a Western-oriented foreign policy. This essay argues that Turkey's Western orientation is closely linked to Turkey's official Western identity created as a result of Turkey's modernization project in the years following the Independence War. The Islamist challenge to this new identity occasionally created a tension between the secular/Kemalist elite and the Islamists in Turkey, which from time to time impinged upon Turkey's foreign policy. The debate on Turkish foreign policy has been an extension of the debate on national identity in the past and still continues to be so. Therefore, in order to better understand the main determinants of Turkey's foreign policy preferences and behaviors, an analysis of Turkish identity is needed.

This paper attempts to evaluate the forces behind the Turkish-Greek rapprochement, its prospects and its limitations. In the first part, through an analysis of the route from détente to rapprochement, the case for sustainable changes in the foreign policies of the two countries will be made, from confrontation to cooperation. In the second part, the effect of Europeanization on the foreign policies of Greece and Turkey and on their bilateral disputes will be discussed, with a view to presenting the overall contribution of the EU to bilateral affairs in the way of opportunities offered and constraints set. Finally, in the third and fourth parts it is argued that obstacles to rapprochement still remain, particularly in the form of nationalism.

Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.

This article considers the August 2008 visit to Turkey by Iranian President Mahmoud Ahmedinejad, and analyzes relations between Turkey and Iran in general. The tensions and crises that followed the 1979 Iranian Revolution are briefly presented in order to provide a better understanding of the present state of relations. Then we draw a picture of the situation after the Justice and Development Party (AKP) came to power in 2002, bringing widespread changes to Turkish foreign policy. Abstract:
The results of the January 5 2008 presidential elections in Georgia will have a long-lasting effect on this emerging democracy, as well as its foreign policy orientation, and on overall stability in the Caucasus. The winner, Mikheil Saakashvili, widely seen as a pro-American and pro-Western politician very keen on the issues of joining NATO and the EU, has in fact done nothing during his first four years in power to secure his country's political independence from Russia or to weaken Moscow's position in the Caucasus. If Saakashvilis's deeds, rather than his words, are examined more carefully, he appears to be more pro-Russian in his foreign orientation rather than pro-Western. It is not entirely unlikely that President Putin of Russia and his Georgian counterpart Saakashvili are staging the hate game between themselves for the benefit of Western observers and their respective domestic audiences. Saakashvili has just managed to secure his second term in office on the anti-Russian ticket, with all the legal and illegal means at his disposal. This will keep his political opposition, whatever is left of the independent news media, and the majority of Georgians actively opposed to him for years to come. If pressured hard by the West, Saakashvili may be forced to make a turn in his foreign policy orientation, and openly choose Moscow as his political overlord. Such a turn of events would have long reaching consequences for the overall stability and security of the Caucasus, as well as for extra-regional links and energy cooperation.
