  • Abstract: This collection of best practices analyses international standards and best practices in the governance and oversight of security services. The report consists of four chapters: (1) mandate and functions of security services; (2) executive control of security services, (3) oversight and accountability of security services; (4) transparency of security services. This report was prepared with the financial assistance of the Open Society Georgia Foundation and the Geneva Centre for Security Sector Governance (DCAF). The report is a component of the Transparency International Georgia (TI Georgia) and Human Rights Education and Monitoring Center (EMC) project on ‘Advocacy for the Creation of the Modern System for the Security Sector’ implemented with financial support from the Open Society Foundation (OSF).

  • Abstract: This publication offers the proceedings from Conference 5 on “The role of the ombuds Institutions in security sector governance”. The aim of the conference was to identify a range of priorities and recommendations for Ukraine. Key recommendations include: parliamentary oversight capacity building; improving communication and coordination between the Parliamentary Committees and the Commissioner; improving the implementation of oversight legislation; ensuring oversight is proactive; and oversight actors have the necessary expertise and specialisation in order to deal with the particular issues of the security sector.

  • Abstract: This publication offers the proceedings of Conference 9 on “Accomplishments, Plans and Lessons learned” in the framework of “Monitoring Ukraine’s Security Governance Challenges” project. The 9th conference was the last public event of the two-year project aimed at developing multidimensional opportunities to support reform efforts and assist the development of democratic governance in Ukrainian security sector. The Conference aimed to summarise the project results, as well as make an assessment of SSR achievements in reference to the strategic objectives set three years prior, in order to identify the most problematic areas and to put forward practical solutions.

  • Abstract: This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders. The key issues are categorised thematically, rather than by conference, since certain issues were discussed in several events. Each sub-section concludes with respective policy recommendations.

  • Abstract: This publication offers the Key Issues and Policy Recommendations based on the results of the Ninth International Conference “Ukraine’s Security Sector Reform: Accomplishments and Plans”. Ukraine, in challenging circumstances, has made significant achievements in strengthening its national defence capabilities and developing its national security system. This has been possible due to the joint efforts of the Ukrainian government and society, and the unprecedented level of external support provided by Western entities: individual states, governmental and non-governmental organisations alike. The Ninth Conference was the last among a series of events held in the framework of the two-year project, which goals were to develop multi dimensional opportunities to support reform efforts and assist in the development of democratic governance in the Ukrainian security sector. The final event aimed not only to summarise the results of the project, but also to assess Ukraine’s SSR achievements, and also to examine how such achievements align with the strategic objectives of the project; namely, to identify the most problematic reform areas.

The conference addressed Ukraine’s Civilian Security Sector: Reforms’ Progress and Challenges. The objectives of this event were to identify current reform priorities and challenges; pinpoint weaknesses in oversight structures and relevant solutions; determine relevant lessons learned and best practices; and define capacity development needs. The Civilian Security Sector in Ukraine embraces a wide range of the national non-military structures including but not limited to law-enforcement and rule of law agencies. Key roles in civil security issues belong to Parliament, civil society and Media, which support and control activities of the Civilian Security Sector.
