This paper calls for an integrated water and food security management in eight Eastern and Southern African countries—Ethiopia, Kenya, Malawi, Mozambique, Somalia, South Sudan, Zambia, and Zimbabwe. These countries, identified as Hunger Hotspots for 2025 and among the 30 most water insecure globally, are also experiencing the severe impacts of climate variability. The paper strongly recommends that multilateral bodies, governments, donors, and the private sector implement sustainable adaptation and mitigation measures—such as strengthening national hydro-meteorological forecasting systems, increasing investment in anticipatory action, ensuring access to climate finance etc. to tackle the root causes of these crises. Furthermore, it also provides insights into effective water management practices that can help national governments and policymakers adopt comprehensive policies, ultimately improving governance to tackle the triple crises of water, food and climate.

With the increasing frequency of fires, floods, droughts and other extreme weather events, countries across the world are facing a new era of climate-linked crises. The international climate finance system – through mitigation, adaptation and potentially now through loss and damage – is seeking to reduce and address these impacts. In parallel, the humanitarian system is increasingly having to respond to climate-linked crisis, or the impacts of climate change on already fragile or conflict-affected states. Both systems are chronically underfunded and increasingly overstretched and must now make difficult choices regarding the way in which funding is raised, distributed and used. As the climate crisis intensifies, climate and humanitarian finance must find ways to plan and programme together more effectively. While many important debates over principles and mechanisms continue, this paper seeks to provide a broad guide for those engaging at the intersection of climate and humanitarian finance to understand both systems and generate discussion on how both sectors can better coordinate for a more effective response to the climate crisis.

In 2024, all countries will be updating and submitting their Nationally Determined Contributions (NDCs). These national climate plans outline commitments towards tackling climate change. These plans impact all walks of life and must therefore be inclusive of the whole of society. By examining recent practices across 11 countries, Oxfam found that NDCs were not sufficiently inclusive, often failing to involve civil society and communities who bear the burden of climate change and the impact of climate transition plans. This paper explores who the main actors are in NDCs, which stakeholders have not been included, and why. In order to foster a sustainable, equitable, and inclusive social, economic, and political environment for climate action, the paper makes recommendations for the UN, governments, donors, international agencies and civil society.

The cognitive dimension of climate change is a subject that is rarely analysed. However, communities’ endogenous adaptation strategies are heavily dependent on their perception of the risks linked to climate change. An analysis of individuals’ representations and perceptions of climate change makes it possible to improve the ability to adapt of territories confronted by it. In this analysis, the relations of interdependence between perception, knowledge and adaptation strategies show how communities living in the coastal area of Senegal interpret climate change, in particular in the fields of agriculture, water resources and coastal areas. Considering these representations favours the co-construction and acceptability of the adaptation strategies. It enables state and non state actors to better understand the communities’ needs as regards public climate policies, whereas the media can identify levers they can use to devise effective public information campaigns on the climate, in order to reduce the vulnerability of communities that face climate hazards.

The issue of civil society participation in the processes of developing, implementing, and monitoring national climate plans is crucial to ensuring that these ambitions are both acceptable to the populations and, beyond that, that they align with a trajectory of sustainable development beneficial to all actors in Senegalese society. This case study aims to analyze the degree of involvement through consultations with a variety of civil society actors, as well as members of the administration and international partners active in the fight against climate change. While some believe that civil society participation has progressed significantly in recent years, the vast majority feel that the level reached is still insufficient. Barriers to civil society’s appropriation of climate issues include, among others, the lack of representativeness of grassroots organizations and vulnerable groups, as well as the unfamiliarity of civil society organizations (CSOs) and community-based organizations (CBOs) with the processes, objectives, and stakeholders of the National Climate Plan (NCP), meaning that many civil society actors are rarely aware of their contribution to its implementation even though they are involved. The study also shows how limited human and financial resources reduce the possibility of broad participation by civil society organizations, especially outside the capital. This raises the question of a fair, adequate, and targeted allocation of climate financing to meet the ambitions of climate policies in Senegal. This report presents recommendations to overcome barriers that may explain low ownership of national climate plans by communities, in order to propose ways for populations to be key actors in an ambitious ecological transition in Senegal.

Despite positioning itself as the ‘climate bank of Asia and the Pacific’, it is difficult to ascertain the Asian Development Bank’s claims of climate adaptation finance. Oxfam analysed the bank’s 2019–2023 climate finance portfolio and conducted a detailed assessment of 15 climate adaptation projects, comprising 43% of reported adaptation finance for FY 2021 and 2022. Oxfam found that the Asian Development Bank (ADB) hugely overstates the reported amounts with potential over-reporting of 44% in average for the assessed projects. This briefing paper calls for a transformative shift in the ADB’s adaptation finance strategies. The ADB must improve the accuracy and transparency of climate finance reporting and realign financial flows with the needs of the region's most vulnerable communities.

This report provides a primer on the performance of electricity utilities in sub-Saharan Africa, reflecting on the current landscape of power sector and utility challenges, the reforms undertaken to address performance failures, opportunities for a “utility of the future” amid the global energy transition, governance frameworks available to assess performance (like the infrastructure regulatory system and World Bank’s Utility Performance and Behavior Today [UPBEAT] platform), and the prospects for changing the political economy of state-owned utilities to significantly improve transparency, accountability, and performance. It provides foundational knowledge on how to use financial statements and economic tools so that nonexperts can assess the financial health of a utility for the purposes of demanding greater accountability. It also provides insights on why energy sector power purchase agreements (PPAs) should be made more transparent for greater public accountability. Further, the primer lays out the need for an enhanced role of civil society in advocating for improved transparency and greater civil participation in the governance of state-owned utilities and how regulation can be of further help. The key takeaway is that state-owned enterprises should be subject to commercial governance arrangements, including mandatory and stringent contracts and exposure to some private capital as well as stakeholder annual general meetings, open to the public, similar to those that occur in the private sector. This report complements three other reports published for Ghana, Kenya, and South Africa. Each of those reports focuses on understanding the specific governance conditions surrounding their respective national electricity utilities. All these reports together are intended to build the programmatic and campaigning capacity among civil society actors to enable them to engage in improving the governance of electricity utilities. As such, the intended audience for this report is, first, members of civil society, and then policymakers and energy sector practitioners who are concerned about the operations of their national electricity utilities and who are contemplating advocacy and programming to improve their performance.

Most wars of the late 20th and early 21st centuries have been “food wars”: food and hunger were used as weapons, food and food-related water and energy infrastructure were damaged intentionally or incidentally, and food insecurity persisted as a legacy of conflict destructiveness. Frequently, food insecurity, in turn, is a trigger or underlying cause of conflict. This paper analyzes 54 active conflict, refugee-hosting, and conflict legacy countries with populations in 2023 facing “crisis-level” acute food insecurity, i.e., at Integrated Food Security Phase Classification (IPC) 3 or higher. In total, nearly 278 million people in these countries faced crisis-level hunger in 2023, accounting for 99% of the global population at IPC 3+ (281.6 million people). Analysis indicates that war-displacement-hunger crises occur in countries that continue to rely heavily on primary product exports. Paradoxically, peacebuilding efforts have often assumed that economic liberalization offers the best or only pathway to sustainable peace. Yet struggle for control over fungible primary commodities can fund more violence, increased inequality, continued instability, and the risk of renewed conflict. Agricultural export commodities are important sources of revenue for smallholder farmers and governments in conflict-affected, food-insecure countries. The conflict implications of export- and food-crop value chains are therefore crucial for future food-wars policy discussions and actions. Some efforts seek to link export crops to efforts to achieve peace, sustainable livelihoods, and environmental restoration. Other proposed solutions focus on adopting more holistic national development strategies, including food-systems approaches that protect and promote the right to food and livelihood security, as well as policy approaches and frameworks that might more effectively consider conflict, globalization, and climate change in food and nutrition policy.

Farmers around the world produce more than enough to feed everyone on the planet, yet since 2017 hunger has increased sharply. Promoting food production and distribution that are socially equitable and environmentally sustainable is a necessity, in Europe and globally. This paper highlights the European Union’s role in addressing global hunger and supporting a sustainable and equitable global food system transformation. A new direction is needed and the EU can make a positive change. Smallholder farmers in the Global South offer enormous untapped potential for fighting global hunger but they must be better supported. The EU must also stand for climate justice by taking the climate change threat to food security seriously, limit the EU’s global land use footprint by stopping unsustainable and irresponsible land use that drives hunger and inequality, and balance the power in food systems by breaking corporate domination and enhancing equitable global food governance.

This paper shares stories from six countries—Bangladesh, Nepal, Kenya, Somalia, Syria, and Iraq—highlighting the challenges communities face in accessing water. It seeks to bring forward the unique perspectives of communities from diverse backgrounds, each experiencing water crises in distinct ways. While climate change intensifies their crises, many communities also face marginalization due to exclusionary water governance. The impacts are further compounded by factors such as gender, poverty, ethnicity, and race. However, the voices and perspectives of these communities are often overlooked in global climate discussions.The paper aims to highlight these diverse community experiences and advocate for the inclusion of local voices and leadership in climate actions and interventions to ensure fairer access to water. As global climate events like COP-29 unfold, it calls on governments to create inclusive climate policies, integrate water issues into loss and damage discussions, actively involve women and local voices, and urge rich, polluting nations to compensate those most affected by historic and ongoing carbon emissions.

This briefing paper presents findings from Oxfam’s recently commissioned research on climate predictions for 2040 and 2050 in the Middle East, the Horn, East and Central Africa (HECA), West Africa and Asia regions. Analyses show how temperature increases will influence water insecurity in these regions and the potential impacts on food security, the spread of diseases, and other factors. This briefing paper also reveals severe under-investment by national governments and donors in water, sanitation and hygiene (WASH) systems, with critical implications not only for water security but also for poverty and inequality. Oxfam is calling for urgent action to increase investments in sustainable, climate-adapted water management for the people who are most at risk from the worsening climate crisis.

The world has entered a new and dangerous era of climate change impacts, causing huge loss and damage and driving up inequality in the world’s poorest countries and communities that have contributed least to the climate crisis. New research by Oxfam estimates that funding requirements for UN humanitarian appeals linked to extreme weather are eight times higher than they were 20 years ago, and over the past five years nearly half of appeal requirements have gone unmet. Funding for emergency humanitarian response is piecemeal and painfully inadequate, as is broader support to address loss and damage such as rebuilding homes and vital infrastructure. Scaled-up financial support from governments, corporations and individuals most responsible for causing the climate crisis, and most able to pay, is an immediate necessity. A new finance facility must be created to help ensure that finance to address loss and damage is accessible and sustained, is additional to adaptation, mitigation and ODA commitments, and is delivered in accordance with the principles of climate justice.

In West Africa/Sahel, countries and their communities are experiencing the worst impacts of the climate crisis. Elsewhere, Paris Agreement climate finance commitments are set to prioritise the countries that are most impacted by climate change. However, new research by Oxfam shows that, despite West Africa/Sahel being one of the world’s most climate-vulnerable regions, the international climate finance received falls far short of meeting national climate finance needs and is being significantly over-reported in favour of debt instruments. Adaptation finance is also insufficient. Reported climate finance does not place gender equality at the centre, and only a small part directly reaches local actors. In light of this, developed countries and other donors should scale up grant-based adaptation finance that reaches the local level and responds to the real needs of particularly hard-hit regions such as West Africa/Sahel.

Despite being the largest multilateral provider of climate finance, the World Bank supplies very little evidence to support its claims about the amount of climate finance it provides. Oxfam has attempted to recreate the Bank’s reported climate finance figures using public information for projects in the Bank’s FY2020. Oxfam found that the Bank’s current climate finance reporting processes are such that its claimed levels of climate finance cannot be independently verified and could be off by as much as $7bn, or 40%. Without better disclosure practices, the World Bank is asking us to take much on faith. Climate finance funding is too important for us to do that. The World Bank must be more transparent in its reporting so that it can be held to account.

Asia is particularly vulnerable to climate hazards including extreme temperatures, flooding, droughts, cyclones, and sea level rise. The most vulnerable communities need financial support to help adapt to the climate crisis – they cannot do so alone. Developed countries have promised $100 bn in climate finance to developing countries every year until 2025. This promise has not been met. Asian countries have outlined the support they require and delivering on these needs is integral to bringing climate justice to those most vulnerable to – yet least responsible for – the climate crisis. We find that the climate finance provided to Asia is woefully inadequate to support the necessary adaptation actions and vulnerable communities are suffering as a result.

Small-scale farmers in Iraq are among the most affected groups in Iraq by climate change and water scarcity. With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

The global care crisis is being exacerbated by the global climate emergency, with interlocking impacts that threaten lives and livelihoods in all parts of the world. These impacts are particularly severe among rural livelihoods in low-income countries. Climate change intensifies the work involved in caring for people, animals, plants, and places. It reduces the availability and quality of public services in marginalized communities and directly compounds the unfair distribution of unpaid care work that sustains gender inequality. Yet the intersections of climate change and care work have been overlooked in the development literature. Strategies for climate mitigation and adaptation have paid relatively little attention to how care work is affected by climate impacts, nor have they considered whether interventions improve or intensify the situation of carers. Instead, when designing “gender-sensitive” climate actions, the focus has been largely on women’s economic empowerment as opposed to alleviating or transforming existing distributions of care work. The aim of this report is to fill a knowledge gap by examining the points of interaction between climate change impacts and the amount, distribution, and conditions of unpaid care work. We focus on care workers rather than those who are cared for, while stressing the relational nature of care and acknowledging that carers too require care.

Carbon pricing is not a new phenomenon. Backed by widespread consensus in the economic literature that it is the single most effective policy for addressing climate change, it has been the staple policy priority of many environmental non-governmental organizations (NGOs). Yet carbon pricing has seen limited uptake. Efforts to price carbon have failed in a multitude of contexts. Where they have passed, in most cases, prices have been set too low or covered too little of the economy to effectively address the challenge posed by climate change. As a result, climate advocates have come to question carbon pricing as a primary policy approach. In this context, this paper is not intended to provide novel insights into carbon pricing, nor is it intended to motivate for or against an immediate campaign priority at Oxfam. Rather, this review of carbon pricing is intended to provide a technical background on the topic, considering the concerns that are of greatest salience to Oxfam. The specific aims of the paper are to support Oxfam staff in their deliberation on whether, when, and how to engage on carbon pricing initiatives, as questions around this policy approach shift over the next 20 years. It is anticipated that such reflection would also be useful to a number of organizations whose concerns are similar to Oxfam’s.

Investment in small-scale agriculture is needed in order to meet the ambitious objective set by the United Nations and signed by the world leaders in 2015: to eradicate hunger, ensure food security, improve nutrition and promote sustainable agriculture by 2030 (SDG 2). However, reaching this ambitious goal with the current level of resources committed will not be possible without concerted action on global challenges such as worsening climate change, fluctuating energy prices, diversification of diets in emerging economies and a growing pressure on natural resources such as land and water for purposes other than food. In the world today, 795 million people – one in nine people – still experience limited access to healthy and nutritious food; essential for children to develop properly and for fostering good health. Most of the people affected live in developing countries – 98 percent –and in Africa, one person in four suffers from hunger.1 Paradoxically, those who suffer from hunger are mainly farmers or people who depend on agriculture as their main source of income. To end the injustice of hunger in the world, there is therefore a need for a shared effort from public and private players, geared to allocate more and better investment for the promotion of sustainable agricultural development. In this paper, Oxfam investigates the flows of official development aid (ODA) committed by Italy in the last ten years to promoting food security, sustainable agriculture and rural development in its partner countries. The analysis aims to identify the main features of Italian ODA in this sector in order to evaluate its level of transparency and accountability. It also aims to verify the coherence, in financial terms, between the real allocation of resources and the political importance that Italy has historically assigned to food security issues. In parallel, this paper examines the involvement of Italian agri-food industries in rural development programmes financed through Italian ODA. In light of the wide- ranging debate which aims to promote a greater involvement of the private sector in development, Oxfam investigated the experience gained to date by Italy in one of the priority sectors of its development cooperation policy. The paper’s analysis focuses on three case studies featuring different modalities and objectives for private sector involvement, with the aim to assessing the impacts of their contribution in terms of the reduction of poverty and food insecurity in local communities. Oxfam’s purpose is to contribute to the ongoing national debate in Italy on the eligibility criteria that would promote private sector support for co- financed cooperation initiatives in partner countries; in line with the objectives and goals of the Italian International Development Cooperation policy.

International humanitarian agencies and donors have made a series of global commitments to local actors as part of the localization agenda, including to increase their access to greater direct funding by 2020. This briefing paper reviews 2015 national financial data for Bangladesh and Uganda to better understand how to target international investments in localization. It presents key findings from Oxfam-commissioned research on which factors affect local actors’ ability to access international humanitarian funding. It concludes that in order for global commitments to translate into practice, investments should look at changing the terms of the funding relationship, as well as be based on a context-specific, national analysis of the financial environment.

Climate/disaster risk financing could play a useful role if it is part of an approach that includes risk reduction, if it strengthens social protection, and if it has real participation from civil society. Insurance, as one component of risk financing, could play a supportive role if carefully designed – keeping in mind the limitations, including the risk of worsening income and gender inequality. The InsuResilience Global Partnership should build more evidence of what works for poor people, invest in pro-poor business models, and ensure the insurance schemes developed are part of a broader approach to reduce risks and the inequalities that make people vulnerable to disasters.

Inequality between the richest and the rest in Malawi continues to rise, with poverty remaining extreme and endemic. Climate change is compounding the challenges, with recent droughts and floods likely to have worsened poverty, resulting in one in three Malawians relying on humanitarian assistance in 2016. Economic inequality threatens to undermine the hard-fought and important progress on some aspects of human development in Malawi. This report presents a vision, roadmap and policy recommendations for a more inclusive, equitable and prosperous Malawi. It shows that inequality is not inevitable but the result of policy choices made by those with power. Breaking out of slow and unequal growth requires government, development partners and institutions to work for all, especially for those living at the margins, rather than serving powerful vested interests.

There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This $100bn commitment has a pivotal role to play in supporting developing countries to reduce their emissions and adapt to the impacts of climate change. This year will also see governments at the 24th Conference of Parties (COP24) in Katowice agree new rules to govern how climate finance is accounted under the Paris Agreement – rules that will shape the quality and transparency of climate finance provision for many years to come. This briefing paper offers an assessment of progress towards the $100bn goal. The second in a series, it looks at the latest donor figures for 2015-16, with a strong focus on public finance. The Resilience, Food Security and Nutrition Project (Projet de Resilience, Securite Alimentaire et Nutritionnelle, PRSAN) was carried out in the North and Centre-North regions of Burkina Faso between 2013 and 2017 by Oxfam and Christian Aid, together with two implementing partners, the Alliance Technique d’Assistance au Developpement (ATAD) and the Office de Developpement des Eglises Evangeliques (ODE). The project was aimed at enabling particularly vulnerable households to increase their resilience and improve their food security and nutritional situation. Project activities included supporting households in crop production, market gardening, processing and household businesses, providing awareness-raising on good nutritional practices, carrying out community-level disaster assessments and establishing early-warning committees, and distributing livestock and cash transfers. The Effectiveness Review was aimed at evaluating the success of this project in enabling participants to build their resilience to shocks, stresses and uncertainty. The ‘Citizen Participation in Adaptation to Climate Change’ (CPACC) project aimed to build the resilience of farming households to climate shocks, through promoting conservation farming techniques and livelihood diversification, and through supporting disaster-planning activities and early-warning systems at the community level. This Effectiveness Review used a quasi-experimental approach to assess the impact of the project among households whose members directly participated in the project activities, in one of the three districts where the project was carried out. The results provide evidence that the project had a positive effect on the resilience of participant households, particularly through the community-level disaster preparedness activities. There is also evidence that the project had a positive impact on the adoption of conservation farming techniques, on the area of land cultivated, and on yields. However, the project does not appear to have had the positive effects it sought on engagement in non-agricultural income-generating activities, nor on participation in savings groups. There is no indication that the project had had a positive impact on households’ overall material welfare by the time of the survey.

Asia is exposed and vulnerable to a wide range of natural and manmade hazards. In many respects, it is the global epicenter for disasters. Its location makes it prone to destructive hazards that are exacerbated by climate change, leading to an increasing number of cyclones, sea level rises, severe drought, and other extreme climate effects. This vulnerability is compounded by poverty. The majority of the world’s poorest people today live in Asia, thus protection and recovery from these disasters remain difficult. In Asia, Oxfam continues to work with partners and vulnerable communities to promote resilience against existing risks and new risks from natural and human induced disasters that impact disadvantaged poor people in Asia. In Pakistan, thousands of people are affected by the impacts of climate change. District Badin (Sindh) is one of the most vulnerable areas, where coastal communities are affected by sea intrusion which has damaged natural resources and productive assets, such as water resources, cultivable land and associated livelihood opportunities. Insufficient investment in district annual development plans, alongside a lack of information, services and knowledge of adaptation at community level have all contributed to heightening vulnerabilities and exacerbating existing poverty patterns. The natural and human-made hazards and the subsequent risks have made it much harder for the coastal communities of Badin district, especially women, to withstand the impacts of disasters and external shocks.

With the world on the brink of an unprecedented four famines, donor countries must urgently step up efforts to tackle the structural causes of hunger and poverty. Food security and sustainable agriculture are among the European Union’s key priorities for development cooperation. The EU is committed to long-term solutions, including empowering smallholders, in particular women, and supporting environmentally sustainable approaches in agriculture. In practice, however, its development aid to the agricultural sector does not live up to its commitments. An Oxfam analysis of more than 7,500 EU-funded projects reveals a significant lack of transparency in reporting, casting doubt on the accountability of the EU’s aid. Based on the reported data, only a small portion of the EU’s agricultural development aid complies with the aim of targeting small-scale producers and women. Funding is also biased towards industrial and export crops and countries of strategic interest, at the expense of smallholders and countries most in need.

This case study takes a retrospective look at the 2010-11 Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG-ECHO) Small-Scale Disaster Project in La Paz and the context within which it took place. Our research found that absorptive, adaptive, and transformative capacities can be fostered by iterative development processes. It also demonstrated that disaster risk reduction and climate change adaptation are strongly tied to resilient, sustainable, long-term development. Resilience, however, is not an a priori conceptual framework of development programming; rather it is a life process engendered within specific communities. Consequently, development practitioners must construct programs based on rigorous, ethical, and sound research integrating scientific with local and ancestral knowledge. This is the only approach that can generate environmentally healthy and productive, sustainable, and equitable life systems. This report is part of a series that seeks to draw lessons from resilience projects in Latin America and the Pacific.

Seeking to gain knowledge about resilience, this case study considered a 2007-09 Red Cross preparedness project funded by the Disaster Preparedness European Community Humanitarian Office (DIPECHO). The project was implemented around the Nevado del Huila volcano in Colombia, in a largely rural area with a predominantly indigenous population. The findings and analysis point to the importance of listening to and learning from the community, including its traditional and indigenous resilience practices, as well as the iterative nature of resilient development. The field research also yielded interesting material about perceptions and practices of resilience in Nasa indigenous communities.

Hidden in the food we buy every day, from chocolate to ice cream, are commodities like palm oil and soy that are driving deforestation across the world. From Indonesia to the Peruvian Amazon, vast areas of carbon-rich forest are being cleared to produce these agricultural commodities, contributing to climate change and social conflict. Several food and beverage companies have made commitments over the last few years to tackle deforestation in their supply chains. This paper analyses how the world’s ten biggest food and beverage companies – which were challenged to improve their environmental and social policies as part of Oxfam’s Behind the Brands campaign – are implementing their commitments to eliminate deforestation from their supply chains. It argues that while this is a significant step forward, these companies must now implement their promises. They must translate policies into practice and strengthen their efforts to protect the rights and livelihoods of the communities and indigenous peoples on the frontlines of defending the world’s forests to achieve real change.

Climate change is putting increasing stress on the livelihoods of people living in the world’s drylands. Smallholder irrigation has long been seen as a means of improving food security in areas with unpredictable rainfall, and is now being promoted as part of climate change adaptation strategies. The Ruti Irrigation Scheme in Zimbabwe was begun by Oxfam in 2009 with these objectives in mind. This report examines the findings of two evaluations of the project and shows that the irrigation scheme has had more significant social and economic impacts than those measured by a quantitative study alone. However, the positive impacts for wellbeing have not been as extensive as originally hoped – having been affected by extreme weather events and the decision to reserve scarce water for use by sugar estates further downstream. This suggests that while smallholder irrigation schemes can provide important local benefits, these are threatened not only by the usual difficulties associated with their implementation, but also by the greater challenges posed by climate change and the resource conflicts that are being exacerbated as a result. These are problems which require significant changes in policy and practice at catchment-wide, national, and international levels.

Oxfam analysis finds that governments and donors are failing to provide women farmers with relevant and adequate support for farming and adapting to climate change. Oxfam conducted research on government and donor investments in Ethiopia, Ghana, Nigeria, Pakistan, the Philippines and Tanzania. It found that funding in these countries is significantly lower than commitments that have been made, and there is little evidence of resources and technical assistance reaching women farmers. Resources are being diverted to priorities other than smallholder farmers, and for the most part governments lack the capacity to deliver funding to them. This paper presents the findings along with recommendations for governments.

Oxfam’s Effectiveness Reviews evaluate the impact of the organization’s projects on the lives of those they are intended to help. This research paper uses statistical meta-analysis to summarise the results of all 16 Effectiveness Reviews carried out under the theme of resilience between 2011 and 2015. The paper finds that projects evaluated had a significant positive impact overall, as measured by an index of contextually-appropriate indicators of resilience. However, there are important differences in impact between different regions of the world. The meta-analysis also reveals a difference in the level of resilience by the gender of the head of household, and provides some insights into the resilience measurement approach.

Supercharged storms, more intense droughts, rising seas and other impacts of climate change all magnify existing vulnerabilities and the likelihood of displacement – disproportionately affecting low-income countries, women, children and Indigenous peoples. This paper describes the effects on communities and how responding to these growing realities demands far stronger action towards ending global climate pollution, supporting resilient communities, ensuring rights for people on the move and developing long-term strategies to ensure that those who are forced to move in the future are able to do so safely and with dignity.

This evaluation is presented as part of the Effectiveness Review Series 2015/16, selected for review under the resilience thematic area. This report documents the findings of a quasi-experimental impact evaluation carried out in January 2016 that sought to assess the impact of the activities of the ‘Joint Programme on Disaster Risk Management and Humanitarian Preparedness’. The project under review was implemented between April 2011 and March 2016 in four districts in the Terai region of southern Nepal – Dhanusha, Rautahat, Salarhi, and Saptari. The project was carried out by Oxfam in partnership with several organisations, including the Koshi Victims Society (KVS), the Social Development Research Centre (SDRC), Bagmati Welfare Society Nepal (BWSN), Nepal Red Cross Society (NRCS), and Rural Development Centre (RDC). The project had three broad objectives, which were developed during its planning phase: (1) to strengthen and institutionalise Community-Based Disaster Risk Reduction (CBDRR), (2) to enhance the capacity of local institutions to prepare for and respond to humanitarian emergencies, (3) to create an enabling environment for people to demand their ‘rights in crisis’.

Abstract:
Despite impressive economic growth recorded in Ethiopia over the past decade, chronic food insecurity affects many. The country’s subsistence crop and livestock agriculture is vulnerable to climate change and rainfall variability. The Ethiopian Somali region is one of the regions worst affected. A shortage of rainfall in the region over the past three consecutive years has resulted in huge losses of livestock and internal displacement of people. Although the drought affects everyone, men and women experience the impacts of the drought differently. The objective of this gender analysis is to understand the different impacts of the drought on men, women, girls, and boys, and their different coping mechanisms and potentials, in order to design and deliver humanitarian interventions responsive to their different needs. The study was conducted in Somali region, in six kebeles (wards/towns) of six woredas (districts) in the Jarrar, Doolo, and Afder zones.

The Paris Agreement marked a major breakthrough in support for climate action from many parts of the business community, including from key actors in the food and beverage sector. But despite significant progress, much work remains both to cut greenhouse gas emissions and to support the millions of people already hit by climate change. As one of the sectors that is at highest risk of being affected by climate change, responsible for a giant emissions footprint and reliant on millions of small-scale farmers and agricultural workers in the regions most vulnerable to climate change, the food and beverage sector should lead the next generation of post-Paris corporate climate commitments. This paper presents new data commissioned from the research consultancy CE Delft on the greenhouse gas emissions footprints and water scarcity footprints of major food commodities. The data demonstrate the vital role the food and beverage industry can and must play in turning the Paris Agreement into a springboard for the stronger climate action needed.

It is one of the world’s worst affected countries in terms of climate change, resulting in high levels of poverty and vulnerability, and major impacts on natural resources and physical infrastructures. Oxfam is building the capacity of Mozambique’s civil society so it can effectively participate in disaster management, directly support affected and vulnerable people, and, in terms of the humanitarian situation, have a critical vision and voice.
