Georgia`s foreign policy, especially the implementation of international agreements, is best understood in the context of domestic contestation among alternative foreign policy views. • Nativist views exert increasing influence on the Georgian public. Georgia’s European partners should engage the Georgian public through civil society support and people-to-people contacts, to build trust and facilitate open debate. • The exclusive character of differing foreign policy positions further fuels the extreme political polarization. The government and opposition should be encouraged to come together over shared democratic values, instead of playing up the differences. • Pluralism and tolerance should be encouraged in the public and media debate.

Abstract:
De facto states – unrecognized secessionist entities that eke out a living on the margins of the international system – are often heavily dependent on external patron states for economic aid and investment. When the parent state – the state that the de facto state seeks to break away from – responds to the secessionist attempt by imposing sanctions or economic blockades, this further exacerbates such dependency. Moreover, due to their lack of international recognition, de facto states often have limited opportunities to engage with the outside world beyond the patron and the parent state. However, closer examination of one such de facto state, Abkhazia, reveals that de facto states can enjoy some bounded independent economic agency. Abkhazia’s maneuvering between Russia as “patron,” Georgia as “parent state,” and the wider international community (here exemplified by the EU) in the sphere of trade and economic interaction has important implications for de-facto state conflict transformation.

This research paper examines the critical external and internal challenges that faced NATO at its 70th anniversary, and how the policies of two members – Norway and Poland – can influence the internal cohesion of the Alliance and thus its ability to provide security to all its members. The survival of NATO as a viable security actor will depend on its capacity to maintain internal cohesion, a crucial factor influencing its ability to address external risks, challenges and threats in the increasingly turbulent international environment. This study places the debate in the broader context of discussion on alliance survivability in general, maps the external and internal challenges facing the Alliance after seven decades of its existence, and examines possible risks that the policies of Norway and Poland may pose to NATO’s internal cohesion and thus its ability to react to external challenges.

While resilience is used by several international organisations and nation states, there is still a lack of consensus regarding what the concept really means – it denotes both resisting change and being willing to adapt at the same time. 6. Governance, Social Policy, and Political Economy: Trends in Norway’s Partner Countries

In 2017–2018, NUPI (the Norwegian Institute of International Affairs) headed a project where political economy analyses were undertaken in eleven of Norway’s partner countries. These analyses were published as eleven separate reports. The reports focused on power relations and political developments in the partner countries, but they also analyzed the nature of governance. After the publication of the World Bank’s Worldwide Governance Indicators for 2019, the MFA approached NUPI and requested that we summarize the findings of this report for Norway’s eleven partner countries and assess these findings in light of the political economy analyses. We were also asked to investigate whether there were any connections between the nature and quality of governance on the one hand, and the nature of social policies and the human rights situation on the other. This report presents the findings of this assessment of the governance scores in the light of the above-mentioned political economy analyses. The report is structured as follows: Firstly, after briefly describing the governance indictors used by the World Bank, we summarize the eleven countries’ scores on the various governance indicators. Secondly, we assess the evolution of governance in the eleven countries, by comparing the scores in the 2019 report with those from 2011. Thirdly, we summarize the findings of the political economy analyses of the eleven countries and discuss how they fit with the governance scores. Finally, we present the eleven countries’ expenditure on social policies, as reported in the ILOs World Social Protection Report, and the human rights situation for the partner countries, and then describe how these findings relate to the governance scores.

The ways in which jihadist insurgents in the Sahel govern is rarely considered in the academic literature. They have often been portrayed as ‘Islamic terrorists’, who achieve their objectives by using brutal force against the civilian population and who finance their activities through criminal networks and activities. However, scattered empirical evidence reveals a different picture. Jihadist insurgents, like other insurgent groups, often use a variety of strategies to rule territory and populations. The scale, character and form of how such groups govern differs not only between countries but also at the sub-national level within the same group. Nevertheless, until recently jihadist insurgent governance in Africa and particularly the Sahel region has largely been overlooked. This synthesis reviews the existing literature on jihadist governance in West Africa, with a particular emphasis on the understudied region of the Sahel. The review is organised as follows: first, we clarify key concepts and provide definitions. Second, we provide a brief overview of Islam and politics in the Sahel, contextualising the rise of Salafist-jihadism as well as historical cases of jihadist governance. Third, we provide a brief overview of the literature and synthesise the existing research on jihadist insurgent governance in the Sahel. Fourth, we examine some key cases of jihadist governance in northern Mali, Nigeria and the Liptako-Gourma region straddling Mali, Burkina Faso and Niger. Finally, we conclude by summarising our findings, discussing the implications for the study of civil war and insurgency and consider avenues for future research.

Further, we unpack the striking and largely ignored dimensions of the US-CEE ‘brotherhood in faith’: the many ways in which the United States and Central and Eastern Europe are tied together by overlapping ideologies of national conservatism and a particular version of Christian ‘family values’. This involves addressing the complexities of an increasingly influential and ambitious Visegrád Group, whose key players – Poland and Hungary – may be brothers, but are by no means twins. It also means raising some broader, burning discussions about the future of NATO and the meaning of ‘Europe’. Universalist, multicultural and postnational? Or conservative, Christian and sovereigntist?

After the crises in Ukraine, and despite the Georgian government’s allegedly more pragmatic attitude towards Russia, official statements from Moscow increasingly project Georgia as hostile. This may be the result of the Kremlin stepping up a propaganda campaign to put pressure on Georgia, but it is also linked to growing perceptions of Georgia as becoming an agent of NATO. Moreover, Russia’s increasingly insistent rhetorical and practical support for the independent status of the two Georgian breakaway republics, Abkhazia and South Ossetia, is still framed with reference to Kosovo as a tit-for-tat in a conflict with the West. In parallel with this hardening in Russian views, there is hardly any diplomatic contact between Russia and Georgia. The regional multilateral frameworks have become dysfunctional, obstructed by polarization. Further Georgian NATO integration could entail an increasing risk of war, unless frank discussions and engagement with Russia can be promoted.

Abstract:
What lessons can we draw from the 2014-2016 Ebola crisis in Guinea, Liberia, Sierra Leone? While both the outbreak itself and the context is different, there are enough similarities between the Ebola crisis and COVID-19 to extract useful lessons and best practices. In this research note, the focus is on three key lessons from the Ebola experience: community engagement, crisis communication and countering the rumour mill. In the world’s most fragile states, an uncontrolled outbreak of COVID-19 would have devastating consequences for the population. In a scenario where the spread of the coronavirus is under control in large parts of the world, the survival of COVID-19 in fragile states would also most certainly be a source for new waves of infections to the rest of the world. Not only do fragile states lack capacity to react adequately on their own, but their ability to utilise external support and assistance is limited due to low absorption capacity.

Recent years have seen important developments regarding the UN Security Council and the UN Secretariat. The Security Council, which has increasingly recognized organized crime as a serious threat to international peace and security—especially in relation to terrorism—has begun using sanctions to deal with organized crime and trafficking in Mali and Libya. Further, serious and organized crime (SOC) police units have been established in several UN field operations, including in the Central African Republic, the Democratic Republic of the Congo, and Mali. However, there is still no UN-wide policy on organized crime, and the issue has been conspicuously absent from recent strategic documents such as the Action for Peacekeeping Declaration (A4P). This report argues that there is need for a UN system-wide approach to peace operations for preventing and addressing organized crime, and its links to terrorism. To achieve this, UN member states and the UN Secretariat should seek to consolidate and broaden its nascent law enforcement capacity- building police approach into a context sensitive, system-wide approach. Six specific recommendations for the way forward are offered.

In the short-term, activities have been reduced to the most critical, rotations have been frozen, and most staff are working remotely. Most of the missions have adapted remarkably well, but even more extreme changes are likely in the medium term, as the global economic recession that will follow in the wake of the virus may force UN peace operations to drastically contract in size and scope.

21. Conventional arms control on the Korean Peninsula: The current state and prospects

At the end of 2017, the Korean Peninsula reached the brink of a nuclear war, as the US president Donald Trump and the North Korean leader Kim Jong-un exchanged words of nuclear threats each other. A tug of war as to whose nuclear button is bigger and stronger exacerbated the nuclear crisis. However, the South Korean President Moon Jae-in intervened to resolve the crisis by taking advantage of the Pyeongchang Winter Olympics. In doing so, President Moon intended to pursue denuclearisation and peace-building on the Korean Peninsula at the same time. North Korean Chairman Kim Jong-un responded positively to the South Korean call to hold the inter-Korean summit and the Trump-Kim summit. In order to end the Korean war and promote peace-building on the Korean Peninsula including termination of hostile acts on inter-Korean relations, the two Koreas adopted the April 27 Panmunjom Declaration, the September 19th Pyongyang Joint Declaration and the Inter-Korean Military Agreement at their summit in 2018. The Military Agreement is aimed at reducing tension and building trust between the two Koreas through conventional arms control, while the North Korean nuclear issue is being resolved through the US-DPRK summit. The September 19th Military Agreement is a modest but remarkable success in arms control history when compared with a long-term stalemate or even retreat in the contemporary international arms control arena. Indeed, arms control is at its lowest point in history, so dim are its prospects. Nevertheless, heated debates are taking place, both at home inside South Korea and abroad, over the legitimacy and rationality of the Sept. 19th Military Agreement. With little progress on the denuclearisation issue at the Kim-Trump summit and no sign of easing economic sanctions on Pyongyang, North Korea has test-fired short-range missiles ten times to exert pressure on the United States, undermining peace and stability on the Korean Peninsula. Against this backdrop, this policy brief intends to analyse the true meaning of the September 19 Military Agreement between the two Koreas, to identify its problems and policy implications in order to draw up supplementary measures to implement it successfully. Furthermore, the paper will draw some implications for the relationship between progress on North Korea’s denuclearisation issue and further conventional arms control on the Korean Peninsula.

While containment efforts were quickly implemented in many countries, COVID-19 may still prove to have a long-lasting effect in Latin America, a region already marked by economic disarray and political instability. Economic projections suggest that Latin American economies will be among the most affected by the current halt in global trade and consumption. As many countries have recently faced political turmoil, massive containment efforts raise a number of questions on legitimacy and citizen-state relations. In some countries, democratic processes essential for the upholding of democratic legitimacy have been halted. In Brazil, the central government’s handling of the crisis has been an important factor contributing to a severe political crisis. A geopolitical vacuum may provide China with an opportunity to increase its importance for the region.

Almost two years ago, China and the United States instigated a trade conflict which has had serious international effects, a situation since exacerbated by the Covid-19 pandemic. What has truly made a solution to this conflict elusive, however, is that its origins lie well beyond questions of trade deficits and fair competition, and are instead based on the looming question of a power transition between to the two states. The effects of this divergence are beginning to be observed in several economic realms, including the financial and the technological. Many other actors in the global economy have begun to experience the side effects of this completion, and may now have to face difficult choices about how to balance between these two emerging poles in the current fragile global economy.

Cyberspace is an increasingly controversial field on the international agenda. Despite the fact that processes on the thematic have been going on in the UN since 1998, a more significant international agreement is needed on what basic principles should apply in cyberspace. Small states have the opportunity of pushing cybersecurity as a thematic priority in the United Nations Security Council – a path Norway could pursue in its forthcoming 2021–2022 Security Council term. The attribution of the assumed Russian cyber operations toward the Norwegian parliament earlier this year actualizes the addressing of the issue in the Council. The policy brief discusses the GGE negotiations on cyberspace in 2015 and 2017 - and gives policy recommendations on the way forward.

While all states face massive challenges when responding to COVID-19, some are in a more precarious position than others. In Venezuela, the pandemic arrived at the worst possible time for its citizens. Facing one of the deepest economic crises outside of wartime in recent years, its consequences have spilled over to all aspect of social life.1 However, the timing seems to have suited the leaders of the Venezuelan regime well. Rather than constituting a threat to the stability of a regime that has lost both democratic legitimacy and the capacity to provide services and security, the government of Nicolas Maduro (2013-present) has seemingly managed to consolidate itself after several years of instability. The starting point of the discussion is an apparent paradox: how can a regime with neither legitimacy nor capacity, two commonly invoked criteria for effective crisis management, strengthen itself during a crisis such as that spurred by COVID-19? The brief presents an overview of how the Venezuelan regime has responded to COVID-19, and how the government of Nicolás Maduro has applied different strategies to consolidate a favorable political status quo. It takes as its starting point three concepts, namely “state capacity,” “legitimacy,” and “power,” all of which are frequently upheld as fundamental for understanding the varying ways in which states have responded to the pandemic. One widely recognized achievement of the Arctic Council and its various working groups has been the production of collectively generated assessments on Arctic problems. Assessment reports such as the Arctic Climate Impact Assessment (ACIA) provide an important baseline of shared knowledge for making collective circumpolar policy recommendations. But how does the knowledge produced through Arctic Council working groups figure into the policymaking of the Arctic states? This is an important question for understanding Arctic politics and the relationship between national decisionmaking and international relations more generally. Much of what the Arctic Council produces is in the form of recommendations, declarations of intent, and commitments to "best practices" in areas of shared interest and activity. While in recent years the Council has produced three binding agreements covering specific functional areas—search and rescue (2011), oil pollution preparedness and response (2013),and science cooperation (2017)—much ongoing Arctic collaborative work falls outside of these areas. This policy brief explores how science/policy outputs of and discussions at the Arctic Council fit into the Arctic political discourse of the USA, with an emphasis on key actors within the executive branch: the White House, the Department of the Interior, and the Environmental Protection Agency.

The Somali jihadi organization al-Shabaab, yet again featured in the news internationally when they attacked a business and hotel complex in Nairobi 15 January this year. This is not the first time the group carries out largescale attacks outside the Somali boarders. Other examples are the Garissa University College attack in 2015, the mass shooting at Westgate shopping mall in Nairobi in 2013 and the Kampala attacks in 2010. However, the majority of the atrocities committed by al-Shabaab take place in South Central Somalia. The Global Terrorism Index 2018 ranked Somalia as number 6 on its list of countries most impacted by terrorism in 2017.1 Al-Shabaab was behind the deadliest terrorist attack in 2017 worldwide, when a suicide bomber detonated an explosives-laden truck, killing 587 people in Mogadishu. Although al-Shabaab has had several military setbacks the last few years, the group still poses a significant threat to security and stability in the region. As the name al-Shabaab (‘the youth’) indicates, young people predominate in the group. This means that thousands of individuals spend parts of their youth in al- Shabaab. The question then arises: how to best assist the ones who want to leave the group?

Emmanuel Macron, already as a presidential candidate, bet heavily on Europe and the Franco-German tandem. This choice, which required a certain amount of political capital, resulted in a number of initiatives, many of them outlined in his September 2017 Sorbonne speech. It also resulted in the bilateral Aachen Treaty Macron and Angela Merkel signed in January 2019, intended to renew the 1963 Elysée Treaty. But the pomp surrounding the signing ceremony in Aachen barely hides the fact that things are not going too well in Franco-German relations. Frustration with Berlin has reached new peaks in Paris, not least due to Germany’s failure to provide an “answer” to Macron’s vision for Europe. When the Christian Democrats’ new president, Annegret Kramp-Karrenbauer, wrote a debate article in March 2019, this was widely considered too little too late – in addition to the protocol faux pas of a party president without any government position responding to a head of state. It seems clear that Germany is not willing to embark on a great journey toward “refounding Europe” together with Macron’s France, although Paris and Berlin of course do cooperate on many issues.

50 years since the first astronauts stepped foot on the moon, it would be easy to be complacent about human space exploration today. After all, humans have not ventured out of low-earth orbit since 1972. Achievements in space since the Apollo missions have flown under the radar for most of the regular public. However, the world is actually in a very different place now than it was 50 years ago, when the Soviet Union and United States were the sole spacefaring powers. Today, 72 countries have space programs, 14 have launch capability, and six have highly developed space capabilities (China, Europe, India, Japan, the US, and Russia). Space agencies, private commercial entities, international organizations, amateur space enthusiasts, multi-national corporations, and public-private partnerships comprise the diverse landscape of actors involved in space today. The total global space economy is estimated to be well over $383.5 billion.1 In particular, the European space industry is one of the largest in the world, and contributes around €53-62 billion to the European economy. Manufacturing is a significant part of this, with European companies producing around one-third of the world’s satellites.2 Within 10 years, it is expected that there will be a thriving low-earth orbit eco-system, space tourism, a permanent moon base, and shortly thereafter, a manned trip to Mars.

Compared with previous ratings, China’s trade policy today is more positively acknowledged. Yet, China can still be criticised in particular because of its non-transparent subsidy policy, the privileged role of state-owned enterprises, the heavy hand of the state in general, the sluggish enforcement of intellectual property rights, and the prevalence of non-tariff barriers. Yet, it cannot be ignored that Chinese entrepreneurship mentality is highly developed outside state interference in world markets. Especially, in the digital economy, high motivation and a large pool of human skills act as drivers of innovations, so far mainly process innovations. The trade war with the US hurts China and is responded by China with asymmetrical retaliation. The more Chinese exports to the US in total are affected, the more costs will have to be borne by US consumers as options to shift to alternative suppliers become weaker. What President Trump would see as a “good” deal for the US is unclear. It can be thus presumed that the trade war will continue into 2020 and that it is in fact a tech war. The EU is affected as EU companies produce in China for the US market and in the US for the Chinese market. While it might gain from trade diversion effects in the short run, the negative effects on investment due to uncertainty weigh more heavily. The EU is tempted to negotiate a free trade agreement with China but rightly refuses to start negotiations before China is prepared to conclude an agreement on investment. The EU should not see China and the US on equidistance. Workable relations with the US are much more important. To conclude, China’s trade policy has improved relative to Western standards but still warrants further steps towards much less state influence. Yet, its global competiveness especially in the state-of-the-art digital economy is high and is owed to a strong entrepreneurial mentality.

Do state-owned enterprises (SOEs) and state capitalism create unfair competition in international markets? Empirical evidence surveyed in this brief suggests that from the turn of the century, state-owned enterprises (SOEs) indeed started competing increasingly with private firms, trading across borders and establishing themselves abroad through foreign direct investment. Some SOEs benefited from government-granted advantages unavailable to their private peers. International legal disputes involving SOEs have multiplied, and discussions of new trade and investment policy initiatives aiming to discipline SOEs have emerged. However, opinions differ as to what are the best policy approaches. The OECD Guidelines on SOEs would go a long way towards maintaining an international level playing field, but these are not mandatory and therefore unevenly implemented. WTO law gives countries freedom in managing their SOEs and focuses instead on disciplining government actions which may distort competition in international markets, irrespective of their ownership status. Some recent preferential trading agreements (PTAs) have included new SOE-specific disciplines that may influence future policy developments. On-going concerns about the allegedly unfair trade practices in emerging market economies with large state sectors, most notably China, are likely to strengthen the pressure for a closer scrutiny of SOEs and a development of new national and international disciplines. Improved transparency and disclosure are likely to be a common denominator of these new initiatives.

States join security alliances to increase their level of security vis-à-vis neighbours that may pose a threat. The deterrence logic that was the main rationale for joining NATO in 1949 still represents the cornerstone of Norway’s security policy. However, belonging to a military alliance can also pose challenges. This policy brief focuses on some possible negative spillover effects that could emerge from being member of a military alliance. The focus here is on current challenges within NATO, and the possible implications for Norway. First, we present a broader conceptual framework. What are the internal and external challenges facing NATO? How do NATO and its members deal with them? We then proceed to the implications for Norway. Due to structural factors that shape relations in Norway’s strategic environment – including the location of Russian strategic bases close to the border, and the clear asymmetry in capabilities – negative developments in other regions and theatres may influence Norwegian security directly. We argue that, in order to minimize the likelihood of negative trends spilling over to Norway’s strategic neighbourhood, it is important to communicate the special features of this neighbourhood clearly to other members of the alliance. Further, to facilitate intra-alliance trust and cohesion, Norway should also emphasize NATO’s internal, shared value-base, in order to make the alliance better prepared to meet external security challenges.

The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and cooperation? In two policy briefs we examine changes in how Russia and Norway have approached each other in the Arctic in the period 2012–2016. This first brief presents the development of official Norwegian and Russian narratives on the relations between the two countries in the Arctic. Such narratives stipulate logical paths for action. Showing how Norwegian and Russian policies have changed in line with these narratives, we conclude that what some refer to as “the New Cold War” is indeed spreading to the Arctic.

This policy brief examines changing Russian and Norwegian approaches to each other in the period 2012–2016, and discusses how the “New Cold War” spread to the North. This is an intriguing question, since both parties had initially stated that, despite the overall worsening of Russia–West relations following the crises in Ukraine, the North should be protected as a space for peaceful interaction. To address this question, watching and tracking the changing patterns of Russian exercises and military modernization is not enough; understanding the rise in tensions requires studying the effects of the interactions underway between the parties in this region. Three interaction effects need to be taken into consideration in explaining why the tense relations following the conflict in Ukraine spread to the low-tension Northern theatre. In this, we stress the interactive dynamics that ensues when two parties start to view each other as threats, interpreting new moves by the other as expressions of hostile intent. Further, we explain the observed New Cold War “contamination” with reference to domestic policy agendas and practices of decision-making. On both the Norwegian and the Russian sides, the new military posturing in the North, now interpreted as part of a growing conflict, has emerged partly as a side-effect of implementing what actually were longstanding national goals.

Nordic Defence Cooperation (NORDEFCO) was originally about cost-effectiveness. The Nordic states sought to work together when training and educating their soldiers, procuring new equipment, and logistically supporting their forces. Faced with a relevantly benign security situation at home, with Russia regarded in principle as a partner, operational military cooperation was primarily about expeditionary operations far from northern Europe. Even if NORDEFCO never became the beacon of Nordic cooperation that some political speeches sought to paint it as, it nonetheless provided the Nordics with a flexible and non-bureaucratic framework through which various forms of defence cooperation could be pursued. Russia’s annexation of Crimea in March 2014, and the subsequent deterioration of Western-Russian relations, changed this. NORDEFCO today is much more about meeting pressing security challenges in the Nordic region. This policy brief explores the potential for further Nordic cooperation. What are the opportunities and constraints? The study is primarily based on seven recent interviews with civilian and military officials, as well discussions with independent security scholars, from all the Nordic countries except Iceland.

Witnessing the changes in armed conflict since the 1990s, several global political-level agendas have emerged, recognizing the growing human suffering from armed conflict and the long-term consequences on societies. These high-level agendas, such as Protection of Civilians (POC), Women, Peace and Security (WPS), and Children in Armed Conflict (CAAC), address crucial issues that fall under a broader human security approach, and are to be addressed by peace operations. As such, they have at an increasing rate been included in strategic level doctrine and policy. The three global UN peace and security reviews published in 2015 stress the need for a shift to more people-centered, inclusive processes, establishing better context awareness, and investing in cooperation with external counterparts significantly. If peace operations are to remain relevant and effective in achieving international peace and security, this needs to be taken into account. This shift within peace operations requires that the preparation and training of peacekeepers follow suit in order to meet the challenges faced in increasingly complex environments. This policy brief therefore advocates for the adoption of an integrated approach to peace operations training, putting greater emphasis on comprehensive, people-centered approaches and contextual analysis.

his policy brief aims to spark reflection on the conditions of domestic workers, and the importance of independent institutions like trade unions for protecting their rights. Drawing on conversations with domestic workers in Lima, Peru, it shows how particularly those who live with their employees are often subjected to maltreatment. Trade unions perform essential services by informing domestic workers of their labour rights, empowering them to demand these from their employers, and providing legal aid. Parallels are drawn to the au pair programme in Norway. Despite a comprehensive legal framework, au pairs may face similar problems associated with living in the home of the employer, with the additional insecurity of working and living in an unfamiliar country. It is vital that independent organizations for the protection of the rights of au pairs in Norway can continue their work, to limit abusive labour conditions.

The G20 is by dint of its membership – the 20 largest economies in the world – an important decision-making body. Moreover, the challenges currently facing established inter-governmental organizations (IGOs) arguably make the G20 even more important. The G20 is perceived as agile, effective and powerful whereas established IGOs – such as the UN and the World Bank - appear to be bogged down by overly bureaucratic rules, organizational inertia, and a lack of resources to fulfil their mandates. This was on display when the G20 convened in Washington DC during the global financial crisis, and its swift actions, in all likelihood, prevented a more severe global crisis.

Despite the difficulty in making predictions about an incoming American administration even before the inaugural process has been completed, the first two months since the US elections in November 2016 have already generated a great deal of debate and concern, about uncharted new directions in US foreign policy under president elect Donald Trump. Certainly the new president faces a host of international challenges,including Middle East security and chaotic relations with Russia, but arguably the most critical tests for the incoming government will be found in the Asia-Pacific region. As within other areas of foreign policy, Trump as a candidate oscillated,at times wildly, between interventionism and isolationism in his approach to Pacific Rim affairs, and as the year came to a close there was much watching and waiting in policy circles to see which of these would dominate. In addition, Trump assumes the presidency with the dubious distinction of possessing the lowest amount of foreign policy background in the history of American politics, so there is also the question of his administration’s ‘learning’ curve in crucial areas including the Asia-Pacific, with China relations at the forefront.

Protection of Civilians (PoC) has during the last decade evolved to become an important guideline for international actors in post-conflict and conflict affected societies. While much policy literature has been written on how to better implement the PoC framework, less has been written on the conceptual framework of the protection of civilians and how this fits with local contexts, networks and relationships. Drawing on recent research and empirical material from Afghanistan, Somalia, Liberia, Sudan, Uganda and Colombia this policy brief identifies five implicit assumptions underpinning the Protection of Civilians as conceptualized in the Aide Memoire and UN Security Council resolutions. Through these assumptions we analyze how a skewed conceptual platform for protection implementers paradoxically disconnects protection needs.

47. The reverse home market effect in exports: A cross-country study of the extensive margin of exports

This paper presents a simple new trade theory model with results that contradict those from standard model. A home market effect in domestic sales of manufactured goods is found to co-exist with a reversed home market effect in exports of manufactured goods. In consequence, for a small country the number of manufacturing firms that sell in the domestic market is lower than proportional whereas the number of exporters is higher than proportional to country size. The proportion of firms that export, decreases with relative size of the home market. Empirical support for the latter prediction is found in a cross-sectional dataset on firm level exports for 116 countries.

Abstract:
Both intra - and inter-regional trade agreements are proliferating in East Asia. Deepening regional interdependence through trade and investment, and the necessity for stability and revitalization of the regional economy since the East Asian financial crisis in the late 1990s led the East Asian countries to adopt discriminatory RTAs. Accordingly, East Asian commercial policy stance has shifted from unilateral to bilateral to mega-lateral liberalization. This report attempts to assess the East Asian countries' efforts to liberalize the regional market by cooperating with each other. We investigate (i) why RTAs have been proliferating in East Asia, (ii) what the main characteristics of East Asian RTAs are, (iii) whether the East Asian countries are natural trading partners for each other to enhance welfare gains from RTAs, and (iv) whither East Asian RTAs. From our analysis, we recommend following policy options. First, East Asian RTAs should follow an expansionary RTA path (for example, AFTA and five ASEAN+1 FTAs → RCEP and/or TPP → FTAAP). Second, as we consider the high dependence on external economies through global trade and investment, East Asia needs to cooperate with major external trading partners by forming cross-regional RTAs with the EU and US. Third, in order to enable East Asian economies to take the more desirable expansionary RTA path, harmonizing or simplifying ROO, the cumulation of value contents among the RTA members in East Asia, and enhancing trade facilitation should be a prerequisite considering the complicated web of RTAs, regional production networks, and the consolidation of the FTAAP.

49. The governance of global value chains for live butterflies

Abstract:
Despite estimates that the global butterfly trade generates over US$100 million annually in sales of pupae for exhibitions and deadstock for a range of collector and artisanal uses, almost no research has been conducted that unpacks the dynamics of these value chains. This paper remedies this gap by highlighting the governance structure of the value chain, with important implications on the benefits for chain participants, upgrading strategies, sectoral sustainability, and the potential for new market entrants. This research on live butterfly chains reveals the fragility of current modes of economic organization that promote overproduction as threatening the long-term viability for the industry as a whole. The authors propose an alternative governance model based on the use of individually transferrable quotas, or ITQs, as a means of improving the performance of certain butterfly value chains.

50. Improving livelihoods through conservation and education

Abstract:
In many parts of the developing world, those with physical or mental handicaps are often considered to be a burden on society, with limited to no remunerative activities available in the workforce. Activities such as butterfly farming, which require precision and attention to detail, are potentially relevant for disadvantaged groups as a source of livelihoods. At the same time, such activities can be integrated with community-led conservation efforts as well. We provide a case study of the development of a butterfly garden at the Swastha Centre for Special Education and Rehabilitation in the Kodagu area of Coorg, a region in the state of Karnataka in India through which conservation-based activities are integrated with special education in a manner than builds skills, improves livelihoods, and serves as an important resource for environmental education. Our case demonstrates a scalable means by which butterflies can be used to educate, improve the environment, and offer livelihoods to the disadvantaged in a country where such opportunities are greatly needed.

Abstract:
Certification programs has been employed in many agricultural products as a means to encourage and communicate compliance with standards associated with various attributes, such as organic, fair-trade, GMO free, and eco-friendly, among others. Such programs further seek to provide added value, through a price premium, to producers and supply chain actors associated with the label. In this paper, we review a number of global labeling and certification programs that could add value for coffee farms in India through the promotion of conservation and environmental protection. We provide results from a survey conducted on a sample of coffee farms in Coorg district, India to assess their awareness and perceptions related towards certified coffee and environmental conservation in general. Survey results illustrate strong positive associations with the environment by coffee planters, particularly among certified and organic producers. However, price premiums for certified and organic coffee are relatively small. While the potential of conservation-oriented certification for coffee in Coorg could be relatively limited outside of a few individual-level niches, branding Coorg more generally as a conservation-oriented region could hold promise, leveraging and personalizing the uniqueness of the natural offerings from Coorg and tapping into burgeoning associations with place and region in India.

The Indian coffee sector is at an important transition point, increasingly stuck in the middle between quality and value segments of the market. A potential niche for India is in the development of eco-friendly (green) coffees, leveraging the natural environment and biodiversity present in many regions. In this study, we conducted a value chain assessment of the coffee sector in Coorg, a major production area in India, to identify the potential entry points and constraints to a conservation-oriented strategy of upgrading. The results highlight that coffee value chains in Coorg are fragmented and largely uncoordinated, with innovative upgrading efforts largely individually motivated. This suggests that integrating conservation principles in a broad-based branding strategy could be difficult at the level of the chain without institutional support or the entry of chain champions. On the other hand, integrating conservation as a diversification activity e.g. through the development of butterfly gardens for tourism, could provide a low-cost way of adding value for farmers while promoting good environmental stewardship.

Abstract:
The new trade theory, which emerged in the early 1980s, emphasised economies of scale and market failures as driving forces behind international trade. As opposed to the earlier theory, which mainly assumed perfect competition, the new trade theory provided a rationale for industrial policy. This article shows how industrial policy targeting specific firms or industries may be socially desirable within the new trade theory framework. Models from new economic geography and the more recent 'new' new trade theory with heterogeneous firms are also discussed. The main focus is put on models with pecuniary externalities.

54. A Political Economy of Slum Spaces: Mathare Valley

Abstract:
The starting point of the paper is the spatial characteristics of slums when it seeks to explain why rulers tend to neglect the welfare of their dwellers: they don't have to. Their economies are fairly closed. While located close to the centers of power, their high population density implies that they cover small space and are easy to cordon off in case of danger. The ease of control from the outside allows rulers to spend less attention to the control of their complex inside. Particularly when a slum is based on shack architecture, the high degree of mutual monitoring among dwellers may cause sharp shifts in the control regime of crime. The emphasis on spatial configurations motivates the focus on one specific slum: Mathare Valley. Paths back to colonial rule are outlined. The paper is stylistically unkempt.

55. The Governance of Global Wealth Chains

Abstract:
This working paper creates a theoretical framework to explain how Global Wealth Chains are created, maintained, and governed. We draw upon different strands of literature, including scholarship in international political economy and economic geography on Global Value Chains, literature on finance and law in institutional economics, and work from economic sociology on network dynamics within markets. This scholarship assists us in highlighting three variables in how Global Wealth Chains are articulated and change according to: (1) the complexity of transactions, (2) regulatory liability and (3) innovation capacities among suppliers of products used in wealth chains. We then differentiate five types of global value chain governance - market, modular, relational, captive, and hierarchy - which range from simple 'off shelf' products shielded from regulators by advantageous international tax laws to highly complex and flexible innovative financial products produced by large financial institutions and corporations. This paper highlights how Global Wealth Chains intersect with value chains and real economies, and provides three brief case studies on offshore shell companies, family property trusts, and global-scale corporate tax avoidance.

This paper attempts to summarize the status of the Cuban reform processes at the end of 2013 (including some elements from early 2014). It is part of a project at the Norwegian Institute of International Affairs, where we are following both the economic reforms and – in this case – the political implications of economic reforms. The article will take as a point of departure reforms and changes that may be observed in the following areas: agricultural transformations, possible widening space for entrepreneurs, the Mariel Special Development Zone, the new cooperative sector, the emergence of a new dual state-private structure in the economy, a discussion of different Cuban agents of change, considerations about an evolving international context. Towards the end of the paper, we attempt to assess these empirical trends against the backdrop of some theoretical considerations for political transformations, partly with reference to other cases, before the paper draws up three possible scenarios for Cuba towards and even after 2018, when the great generational shift in the Cuban leadership is supposed to take place. This Report also contains an article going more in depth about the deterioration of social services in Cuba, written by the Cuban political scientist Armando Chaguaceda. Since this article is printed in Spanish, a summary in English is included in the present article. The key question behind this paper is whether and to what extent a promotion of economic pluralism is taking place in such a way that it may lead to political pluralism and de-concentration of power, or contrary, whether there will be a re-concentration of both economic and political power in the party, state and military nomenclature.
