Abstract:
“Saudi Arabia and Pakistan are back on track,” declared ʿAli ʿAwadh ʿAsseri, a former Saudi ambassador to Pakistan, following Pakistani Prime Minister Imran Khan’s state visit to Riyadh in May 2021.[1] Khan’s visit ended a two-year diplomatic rift that had marred a close relationship spanning seven decades.[2] The Pakistani Prime Minister’s visit reopened vital channels of communication that had been shut for almost a year and signaled a “reset” in Saudi-Pakistani relations.[3] The rift between Pakistan and Saudi Arabia began in 2019 and peaked in 2020, while the year 2021 was marked by calls for a reset in their relations.[4] Saudi Arabia’s deepening ties with India remain at the heart of the Saudi-Pakistani split, and they are unlikely to change despite any presumptive diplomatic reset between Pakistan and Saudi Arabia. Saudi Arabia’s increasing engagement with India as a key energy client is just one aspect of a broader transformation the Kingdom is experiencing under Saudi Crown Prince Mohammed bin Salman.[5] At the same time, Pakistan is in a deep economic crisis and is looking for foreign investment in major infrastructure projects to generate employment in the country.[6] In 2021, Pakistan declared its intention to pursue a foreign policy guided by its focus on economic security over its geopolitical interests.[7] Therefore, the long-term prospects for the Saudi-Pakistani reset depends on Pakistan’s ability to accept Saudi Arabia’s more even-handed India-Pakistan policy and the Saudis’ willingness to invest in an economic partnership with Pakistan.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

The “Treaty of Peace, Diplomatic Relations and Full Normalization Between the United Arab Emirates and the State of Israel” was signed on September 15, 2020. On the same day, Bahrain and Israel signed their “Declaration of Peace, Cooperation, and Constructive Diplomatic and Friendly Relations.” Since then, bilateral relations between the two states and Israel have progressed speedily, with many more issue-specific agreements signed and economic relations with the Emirates burgeoning. The Negev Conference on March 28, 2022, which was attended by the U.A.E., Bahrain, Egypt, and Morocco, as well as the United States, symbolized a maturing and coalescence of the regional normalization processes between Israel and conservative Arab states. This paper will address recent developments in the foreign policy of U.A.E. that impact the current status of relations with Israel, as well as recent developments in relations between the two states.

Of course, Lebanon and Israel have no diplomatic relations and are technically in a state of war. The incentives for progress in the talks are strong as they could pave the way for lucrative oil and gas deals on both sides, though there still appear to be significant obstacles on the Lebanese side. Speaking with John Desrocher, the most recent U.S. mediator for the negotiations, in December 2020, Lebanese President Aoun was quoted as saying that Lebanon wants the talks to succeed because “this will strengthen stability in the South and allow us to invest in natural resources of oil and gas.”[1] Could a maritime border agreement between Israel and Lebanon be feasible, despite the otherwise toxic atmosphere between the two countries and the recent escalating threats of Hizballah? In a region full of surprises, this, too, might be a part of a changing reality.

In December 2020, following the Abraham Accords framework mediated by the United States, Morocco agreed to restore its official diplomatic ties with Israel after a 20-year break, and, in return, the Trump Administration recognized Morocco’s sovereignty over the long-disputed territory of Western Sahara. The initial steps to normalize Israeli-Moroccan ties followed quickly on the heels of the official announcements. On January 25, Israel’s liaison office reopened in Rabat while Morocco's diplomatic representation in Tel Aviv is expected to follow later this month, after the arrival to Israel of the Head of Morocco's diplomatic mission Abderrahim Beyyoud in February.[1] While the process for implementing the peace agreement between the two countries continues, with economic, cultural, and social collaborations, the Party for Justice and Development (PJD), the Moroccan Islamist ruling party, has faced criticism for its acquiescence to the Palace’s decision. By aligning itself with King Mohammed VI’s decision to normalize with Israel, the PJD has shown that it is more interested in preserving its good relations with the Palace and winning the King’s support for its domestic agenda of socio-economic reforms, than in taking a hard line on Palestine. During the PJD-led government of Abdelillah Benkirane (2012-2016), successful socio-economic reforms led to its attaining an additional 18 parliamentary seats in the October 2016 elections, reinforcing its position as the largest party in parliament. In muting its criticism of the normalization process, PJD is preserving its position in the political arena and focusing on its socio-economic agenda, which it sees as the key to its success. However, in doing so, the PJD risks alienating a portion of its constituency, which may view its silence in defense of Palestine as a form of ideological betrayal.

Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

On August 6, Hizballah fired 20 rockets towards the Shebaa Farms area of the Golan Heights, highlighting the growing political instability in Lebanon. Hizballah's behavior should be viewed in light of the ongoing financial and political crisis that has affected every aspect of Lebanese life since late 2019 and has pushed hundreds of thousands of people into poverty. Hizballah may not be the primary or sole cause of the crisis, but it is important to understand how it may have contributed indirectly to it, how it may benefit from it, and why it may not have an interest in fully resolving it. Hanin Ghaddar, the Friedmann Fellow at the Washington Institute for Near East Policy (WINEP), argues that despite the collapsing economy in Lebanon, Hizballah has been able to expand its array of social-welfare institutions to deepen their Shiʿi constituency's dependence and even expand the reach of these programs by providing support to a growing number of Lebanese who are struggling to survive. Hizballah also receives funding from Iran and through its commercial activities around the world, so one might ask how much Hizballah really needs the Lebanese state. Lina Khatib, a scholar at Chatham House and SOAS University of London, contends that Hizballah benefits from its hybrid role as a part of the state and, at the same time, free to operate outside the official channels of government and public scrutiny. Michael Young, senior editor at the Carnegie Middle East Center in Beirut, however, has argued that the group might indeed benefit from a collapse of the state, which will allow Hizballah to continue to fill a growing political, economic, and social power vacuum.

The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

Abstract:
The rate of voter turnout in the Druze community has been characterized by a continual downward trend for the past three decades. In deciding whether to vote and which party to vote for, Druze voters take individualistic considerations into account more than collective considerations which are related to the Druze community as a whole. Like other Druze communities throughout the Middle East, the Druze community in Israel is characterized by a pragmatic approach and political moderation. Therefore, the radical political views that the Arab parties try to promote are unattractive to most Druze voters. While Labor was the dominant party in the Druze community until 1999, there was no dominant party again until Blue-White in the 2019 elections. The expected collapse of Blue-White in the upcoming Knesset elections will leave a vacuum among the Druze and will lead to a further decline in their rate of voter turnout. The dispersed voting pattern of the Druze in the elections proves that politically they are not a homogenous community but rather a heterogeneous society.

In the upcoming Knesset elections, the taboo that an Arab party should not join a government coalition is liable to be broken, in view of the crisis in Israeli politics and the balance between the Right and Center-Left. The Arab camp is showing a historic willingness for political partnership, but the Zionist Center-Left camp is hesitant to establish a coalition based on the Arab parties. Paradoxically, it is Benjamin Netanyahu who is likely to benefit from the political changes on the Arab street. Although in the past he ran a campaign to delegitimize the Arab parties, today he is embracing the Arab community against the backdrop of a split Joint Arab List. From a practical political viewpoint, Arab voters are differentiating between the nationalist level and the pragmatic day-to-day level. This is evidence of the increasing “Israelization” of the Arab community, though it is not giving up its Palestinian identity.

This article is part of special issue, "Social Media in Times of Conflict", which analyses social media activism during the recent military conflict "Guardian of the Walls" and communal disturbances in May 2021. During the last year, the use of the TikTok social media platform has skyrocketed, amassing more than a billion users worldwide. TikTok is a digital platform that allows its users to upload, share and watch short videos that last between 15 seconds to one minute (depending on the video’s format). The videos are uploaded with original or recorded text or music in the background. Recently, TikTok has become a major instigating factor in recent incidents in Jerusalem and throughout Israel, which led to extensive public discourse about the application’s role in the flow of events. For example, videos containing the hashtag #freepalestine garnered 6.6 billion views on TikTok. One video, in which a young Palestinian slaps a young ultra-Orthodox man on a train in Jerusalem went viral, and, to a certain extent, triggered additional cases of Palestinian violence in then city. During the latest conflict between Israel and Gaza in May, many more videos documenting fighting between Israelis and Palestinians flooded TikTok.

In April 2021, the Israeli firm Delek Drilling announced plans to sell its 22 percent direct stake in the Tamar gas field to investors led by the Abu Dhabi based state-owned Mubadala Petroleum for $1.1 billion. The Tamar field has an estimated 297 billion cubic meters (bcm) of reserves. This would be by far the largest commercial deal yet between Israel and the UAE. Mubadala Petroleum is a wholly owned subsidiary of Abu Dhabi state investor, Mubadala Investment Company. Its plans to move into Israel’s upstream gas sector have the backing of the UAE and Israeli governments. In March 2021, the UAE announced the establishment of a $10 billion fund to invest in energy and other strategic sectors of the Israeli economy. According to the official statement, the UAE will invest in and with Israel in sectors including energy, manufacturing, water, space, healthcare, and agro-tech. The investment fund will support development initiatives to promote regional economic cooperation between the two countries. Funding will come from government and private sector institutions and the Delek deal is part of this framework,

Members of two rival camps in the Sunni Middle East — Qatar and Turkey on one side, and Egypt, Saudi Arabia, and the UAE, on the other — have continued a sustained diplomatic effort at reconciliation that began early this year. In a sign of the delicate progress between Qatar and its Gulf neighbors, on September 17, the Saudi Gazette tweeted a picture of Saudi Crown Prince Mohammed bin Salman standing beside Qatari Emir Tamim Al Thani and Emirati Sheikh Tahnoun bin Zayed, all dressed informally, in the Egyptian resort city of Sharm al-Sheikh. More recently, on November 24, Mohammed bin Zayed, the Crown Prince of the UAE, met in Ankara with Turkey’s President, Recep Tayyip Erdoğan, in a dramatic reversal of what had appeared to be a hostile rivalry.[1] The visit resulted in the Emiratis establishing a $10 billion fund for investment in Turkey.[2]

Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

In this issue of Beehive, Michael Barak analyzes the reactions in the social media to the election of Joe Biden to the US Presidency among supporters and opponents of the Egyptian regime, including exiled dissidents. The growing probability of Joe Biden victory during the election week gained widespread attention on social media among Egyptian citizens and exiled dissidents. While al-Sisi’s supporters responded coldly, expressing concern about the tightening of the new administration’s policy towards the Egyptian regime, Egyptian exiled dissidents showed mixed feelings. On the one hand, there are those who express optimism, joy, and anticipation for a change of the American policy that they criticize for being sympathetic to the Egyptian regime. On the other hand, there are those who seek to cool the sense of euphoria, arguing that the American presidency does not intend to change its sympathetic attitude towards its traditional allies. Yet, some of the Egyptian exiled dissidents believe that this is the right time to erode the power of the Egyptian regime.

In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

The civil war that has prevailed in Libya since the fall of the Qaddafi regime in 2011 has become increasingly internationalized. Foreign powers have taken sides in the war, supplying weapons, mercenaries and other support. In recent months, Turkey’s increased intervention in support of the Tripoli-based Government of National Accord (GNA) has added another element to the internationalization of the conflict. In order to obtain military support, the GNA has allied itself with Turkey’s plan to gain control of access to the Eastern Mediterranean and its gas-fields. This poses a threat to Greece, Cyprus, Israel and Egypt, who are all cooperating in the utilization of those fields and the possible development of pipelines to Europe.

The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

The achievement of the Joint List in the elections was made possible by the maturity of its constituents, the presentation of clear vision and objectives, the management of prudent media campaigns, the cumulative experience of parliamentary activity, and the response of Arab citizens to racist statements against them by Jewish politicians. The election of four Arab women for the Knesset on behalf of the Joint List breaks the glass ceiling for the political representation of women in Arab society. Arab women have high electoral potential and can reduce the gender gap between them and men. In the current political configuration in Israel, the Joint List has a significant political power and can no longer be ignored. However, unity has its price as the unique space of each constituent party is shrinking.

96% of the businesses in Arab society are small and miniature businesses, most of which are not defined as "essential enterprises". As a result, they were shut down during part of the Corona crisis. The model of distance working and working from home is not common in Arab society. Only a miniscule proportion of Arab businesses have the potential to operate in this mode and as a result the Corona crisis took a heavy toll on businesses in Arab society. The government made state-guaranteed loans available to small and medium-sized businesses; however, the conditions for eligibility were difficult to fulfil for Arab-owned businesses. Most of the loan applications were rejected, and businesses that managed to meet the conditions were awarded much smaller loans than they had requested. Their financial distress has led many business owners to take out gray market loans at exorbitant interest rates. It is recommended that an interministerial forum be created with representatives of the Ministry of Internal Security, the Ministry of Welfare and the Ministry of Economy in cooperation with the Committee of Arab Mayors, with the goal of keeping Arab business owners from entering a vicious circle of crime and violence as a result of the debt they have been forced to take on. Arab business owners need to become organized, whether at the national or local level.

Since mid-June, there have been growing social media protests by residents of the city of Port Said, Egypt against the mayor's intention to reposition the statue of de Lesseps (1805-1894), a French engineer and statesman who initiated and led the Suez Canal excavation project. In their view, the statue symbolizes European colonialism and denigrates the blood of the Egyptian people who scarified their lives in a war against the oppressive colonialist enemy. The discourse reflects an ideological struggle over the interpretation of symbols and monuments in the public sphere and corresponds with similar protests that have taken place recently in several Western countries, with the resumption of riots against the murder of George Floyd, which highlights the phenomenon of tearing down statues identified as symbols of oppression.

This has obscured some very worrying underlying trends which were among the reasons why the Arab Spring occurred. The first is demographic pressure (See Table 1). The population of the Middle East has increased by nearly over 100 million, or 22 percent in the ten years preceding 2017. The population of the Arab states rose by 83 million or a quarter, while the three non-Arab states increased more slowly. Israel’s population rise was close to the Middle East average. Egypt, the largest Arab state in demographic terms, experienced a rise of 20 million or nearly 26 percent. These increases, which were among the fastest in the world, placed huge strains on the economies of the region. They required more food supplies in a region that is chronically short of water, investments in the infrastructure, and fast economic growth to generate jobs.

In this edition of Iqtisadi, Paul Rivlin examines the "MENA Generation 2030" UNICEF report, and its implications. According to the United Nations International Children's Emergency Fund (UNICEF) the population of the Middle East and North Africa (MENA: the Arab countries and Iran) will increase from 484 million in 2018 to 581 million in 2030 and 724 million in 2050.[1] (See Table 1) Between 2018 and 2030, the population is forecast rise by almost 1.7 percent annually and between 2030 and 2050 by just over 1.2 percent annually. By far the largest country demographically is Egypt, and its population is forecast to rise by almost 1.8 percent annually between 2018 and 2030 and by almost 1.4 percent annually between 2030 and 2050. On 14 September, drones and/or missiles hit the Abqaiq processing facility in Saudi Arabia, the world’s largest oil processing plant. In addition, fires engulfed the Khurais oil field after it was also hit. While there is uncertainty about where the attack came from, it is widely agreed that Iran was behind it. Iran, whose economy is suffering badly from the effects of sanctions as well as massive mismanagement, has used proxies in Iraq, Syria, Lebanon and Yemen against its enemies: Saudi Arabia, Israel and the US. The attacks on Saudi Arabia are among the most dramatic and economically significant in this war.

In the new issue of Iqtisadi, Paul Rivlin examines the popular protests in Iraq during October 2019 from an economic angle. At the beginning of October, after days of riots in Baghdad, a nationwide curfew was imposed. The demonstrations were led by young men who claimed they have been denied job prospects by a system of state-sponsored corruption that reserved jobs to those with connections. This patronage network meant that ministries were run as fiefdoms, with revenues from services dispensed among patrons, who include senior officials and militias.[1] Protesters defied the curfews in parts of Iraq, taking to the streets in increasing numbers, while confrontations resulted in the death of over 250 people over the course of October.[2] As the country was paralyzed by anti-government demonstrations, the country’s most important Shiʿa cleric, Ayatollah ʿAli Sistani, issued a warning to both sides to end the violence “before it’s too late.”[3]
