- In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

On the same day, Bahrain and Israel signed their “Declaration of Peace, Cooperation, and Constructive Diplomatic and Friendly Relations.” Since then, bilateral relations between the two states and Israel have progressed speedily, with many more issue-specific agreements signed and economic relations with the Emirates burgeoning. The Negev Conference on March 28, 2022, which was attended by the U.A.E., Bahrain, Egypt, and Morocco, as well as the United States, symbolized a maturing and coalescence of the regional normalization processes between Israel and conservative Arab states. This paper will address recent developments in the foreign policy of U.A.E. that impact the current status of relations with Israel, as well as recent developments in relations between the two states.

Since then, bilateral relations between the two states and Israel have rapidly progressed, with many more issue-specific agreements signed. The Negev Summit on March 28, 2022, which was attended by Bahrain, U.A.E., Egypt, and Morocco, as well as the United States, symbolized a maturing and coalescence of the regional normalization processes between Israel and conservative Arab states. A follow-up to the Negev Summit took place in Manama on June 27, 2022 and the steering committee, which was chaired by Bahraini Undersecretary for Political Affairs Sheikh Abdullah bin Ahmed Al Khalifa, formed working groups on security, health, education, tourism, food and water security, and energy.[1] A previous paper addressed recent developments in the foreign policy of U.A.E. which impact on the current status of relations with Israel, as well as recent developments in the two states’ bilateral relations. This paper will look at the context and content of relations between Israel and Bahrain, and analyze the overall state of normalization in the region at this stage.[2]

- Amidst a deep political and economic crisis in Lebanon, accelerated by the Beirut port explosion in August last year, the end of 2020 witnessed a surprising round of talks regarding the demarcation of the Israeli-Lebanese maritime border. These bilateral negotiations - mediated by the U.S. and the U.N. - are the first non-security talks held between the two countries since the 1990s. Of course, Lebanon and Israel have no diplomatic relations and are technically in a state of war. The incentives for progress in the talks are strong as they could pave the way for lucrative oil and gas deals on both sides, though there still appear to be significant obstacles on the Lebanese side. Speaking with John Desrocher, the most recent U.S. mediator for the negotiations, in December 2020, Lebanese President Aoun was quoted as saying that Lebanon wants the talks to succeed because “this will strengthen stability in the South and allow us to invest in natural resources of oil and gas.”[1] Could a maritime border agreement between Israel and Lebanon be feasible, despite the otherwise toxic atmosphere between the two countries and the recent escalating threats of Hizballah? In a region full of surprises, this, too, might be a part of a changing reality.

21. Morocco’s Normalization with Israel: The Party for Justice and Development (PJD)’s Reaction

- In December 2020, following the Abraham Accords framework mediated by the United States, Morocco agreed to restore its official diplomatic ties with Israel after a 20-year break, and, in return, the Trump Administration recognized Morocco’s sovereignty over the long-disputed territory of Western Sahara. The initial steps to normalize Israeli-Moroccan ties followed quickly on the heels of the official announcements. On January 25, Israel’s liaison office reopened in Rabat while Morocco's diplomatic representation in Tel Aviv is expected to follow later this month, after the arrival to Israel of the Head of Morocco's diplomatic mission Abderrahim Beyyoud in February.[1] While the process for implementing the peace agreement between the two countries continues, with economic, cultural, and social collaborations, the Party for Justice and Development (PJD), the Moroccan Islamist ruling party, has faced criticism for its acquiescence to the Palace’s decision. By aligning itself with King Mohammed VI’s decision to normalize with Israel, the PJD has shown that it is more interested in preserving its good relations with the Palace and winning the King’s support for its domestic agenda of socio-economic reforms, than in taking a hard line on Palestine. During the PJD-led government of Abdelillah Benkirane (2012-2016), successful socio-economic reforms led to its attaining an additional 18 parliamentary seats in the October 2016 elections, reinforcing its position as the largest party in parliament. In muting its criticism of the normalization process, PJD is preserving its position in the political arena and focusing on its socio-economic agenda, which it sees as the key to its success. However, in doing so, the PJD risks alienating a portion of its constituency, which may view its silence in defense of Palestine as a form of ideological betrayal.

23. Analysis of Arab Voting Patterns in the Elections for the 24th Knesset

- The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

- Abstract:
- The rate of voter turnout in the Druze community has been characterized by a continual downward trend for the past three decades. In deciding whether to vote and which party to vote for, Druze voters take individualistic considerations into account more than collective considerations which are related to the Druze community as a whole. Like other Druze communities throughout the Middle East, the Druze community in Israel is characterized by a pragmatic approach and political moderation. Therefore, the radical political views that the Arab parties try to promote are unattractive to most Druze voters. While Labor was the dominant party in the Druze community until 1999, there was no dominant party again until Blue-White in the 2019 elections. The expected collapse of Blue-White in the upcoming Knesset elections will leave a vacuum among the Druze and will lead to a further decline in their rate of voter turnout. The dispersed voting pattern of the Druze in the elections proves that politically they are not a homogenous community but rather a heterogeneous society.

- In the upcoming Knesset elections, the taboo that an Arab party should not join a government coalition is liable to be broken, in view of the crisis in Israeli politics and the balance between the Right and Center-Left. The Arab camp is showing a historic willingness for political partnership, but the Zionist Center-Left camp is hesitant to establish a coalition based on the Arab parties. Paradoxically, it is Benjamin Netanyahu who is likely to benefit from the political changes on the Arab street. Although in the past he ran a campaign to delegitimize the Arab parties, today he is embracing the Arab community against the backdrop of a split Joint Arab List. From a practical political viewpoint, Arab voters are differentiating between the nationalist level and the pragmatic day-to-day level. This is evidence of the increasing “Israelization” of the Arab community, though it is not giving up its Palestinian identity.

The word “normalization” has become one of the most famous and used words in the Arab world over the last year. Trump’s announcement in August 2020 of a historic peace agreement between Israel and the United Arab Emirates (U.A.E.) made the headlines all over the world, mainly on social media platforms. Shortly after, it was announced that Bahrain would join the U.A.E., becoming the second Gulf country to sign a normalization agreement with Israel. These peace deals, later known as the Abraham Accords, brought back the question that many were asking themselves: will there be more Arab and Muslim countries to sign peace agreements with Israel? Specifically, will Lebanon be the next country to sign a peace agreement with Israel?

- In June issue of Beehive, Shay Jovany compares social mobilisation in Jordan and Lebanon against the Israeli military operation “Guardian of the Walls”. This article is part of special issue, "Social Media in Times of Conflict", which analyses social media activism during the recent military conflict and communal disturbances in May 2021. Following several days of violence and civil unrest on the Temple Mount complex and in the Sheikh al-Jarah neighborhood, Hamas fired several rockets at Jerusalem on May 10. This triggered the “Guardian of the Walls” military operation, which similar to Israel’s past operations in Gaza, led to an outpouring of concern and condemnation in the international media and on social media platforms, including in the Arab world.

- In this issue of Iqtisadi, Paul Rivlin discusses the developing economic ties between the United Arab Emirates and Israel with an emphasis on investments in the energy sector. In April 2021, the Israeli firm Delek Drilling announced plans to sell its 22 percent direct stake in the Tamar gas field to investors led by the Abu Dhabi based state-owned Mubadala Petroleum for $1.1 billion. The Tamar field has an estimated 297 billion cubic meters (bcm) of reserves. This would be by far the largest commercial deal yet between Israel and the UAE. Mubadala Petroleum is a wholly owned subsidiary of Abu Dhabi state investor, Mubadala Investment Company. Its plans to move into Israel’s upstream gas sector have the backing of the UAE and Israeli governments. In March 2021, the UAE announced the establishment of a $10 billion fund to invest in energy and other strategic sectors of the Israeli economy. According to the official statement, the UAE will invest in and with Israel in sectors including energy, manufacturing, water, space, healthcare, and agro-tech. The investment fund will support development initiatives to promote regional economic cooperation between the two countries. Funding will come from government and private sector institutions and the Delek deal is part of this framework,

- Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

- In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

- The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

- The achievement of the Joint List in the elections was made possible by the maturity of its constituents, the presentation of clear vision and objectives, the management of prudent media campaigns, the cumulative experience of parliamentary activity, and the response of Arab citizens to racist statements against them by Jewish politicians. The election of four Arab women for the Knesset on behalf of the Joint List breaks the glass ceiling for the political representation of women in Arab society. Arab women have high electoral potential and can reduce the gender gap between them and men. In the current political configuration in Israel, the Joint List has a significant political power and can no longer be ignored. However, unity has its price as the unique space of each constituent party is shrinking.

- 96% of the businesses in Arab society are small and miniature businesses, most of which are not defined as "essential enterprises". As a result, they were shut down during part of the Corona crisis. The model of distance working and working from home is not common in Arab society. Only a miniscule proportion of Arab businesses have the potential to operate in this mode and as a result the Corona crisis took a heavy toll on businesses in Arab society. The government made state-guaranteed loans available to small and medium-sized businesses; however, the conditions for eligibility were difficult to fulfil for Arab-owned businesses. Most of the loan applications were rejected, and businesses that managed to meet the conditions were awarded much smaller loans than they had requested. Their financial distress has led many business owners to take out gray market loans at exorbitant interest rates. It is recommended that an interministerial forum be created with representatives of the Ministry of Internal Security, the Ministry of Welfare and the Ministry of Economy in cooperation with the Committee of Arab Mayors, with the goal of keeping Arab business owners from entering a vicious circle of crime and violence as a result of the debt they have been forced to take on. Arab business owners need to become organized, whether at the national or local level.

- In recent years, social and cultural processes in Bedouin society in the Negev have had an effect on the social fabric and the status of women. The first generation of Bedouin women grew up in the nomadic period and were born before the establishment of the State. They are characterized by strong self-confidence based on their social, family and personal status. The second generation of women grew up during the urbanization period and they experienced the difficulties of transitioning from a nomadic way of life to life in a permanent settlement. They feel confused and angry about the transition process; nonetheless, they occupy key positions in Bedouin society and serve as the bridging generation between the past and the present. The third generation of women are divided between obeying their inner voices and obeying the collective social will. The women of this generation are in the midst of a transition process that is still ongoing. Bedouin society is flourishing and developing, as reflected in its integration within higher education and the labor market. In contrast, the advancement of women faces the barrier of traditional male domination. Although there is a small handful of men in Bedouin society who yearn for change and gender equality, they are torn between traditional masculinity – which calls for the man to be dominant – and modern masculinity.

- Haim Koren analyzes the ongoing relationship between Israel and South Sudan. From the beginning, it made strategic sense for Israel to provide military aid to rebels in South Sudan. This would serve as a useful distraction to Egypt and Sudan, and would open a new and vulnerable front against the Arab World. However, it wasn’t until the June 1967 war that Israel truly acted upon this opportunity, following Khartoum’s decision to support Egypt in that conflict. [1] Joseph Lago, then the leader of the South Sudanese Anya-Nya ("Viper Venom") guerrilla organization, appealed desperately to Israel, asking it to help in preventing integration of Sudanese units within the Egyptian army by pinning them down in an ongoing conflict with the fighters of South Sudan. This would carry a number of advantages for Israel, including strengthening Israel’s operational connections with Kenya and Ethiopia, which were states within Israel’s geo-strategic ‘second circle.’ Providing such aid would also carry moral weight: Israel would help a nation struggling for independence against what south Sudanese felt to be Islamic “tyranny.”

- Mohammad Darawshe's article analyzes the factors behind the historic low in the participation rate of Arab citizens, who stood at only 49.2% in the last elections. For the Arab voter, there weren’t compelling reasons to vote in the 2019 Knesset elections. In fact, a number of reasons motivated them not to. Quarrels around the issue of seat rotation plagued the Joint List and clarified for the Arab voter that the hope for unity had been lost. The Arab public therefore decided to punish the parties, taking from them the privilege it had given, returning them to their natural size in order to school them in the laws of modesty. Arab voters perceived the Nation-State Law as the antithesis of the integration to which they aspire. The law conveyed a clear message to Arab citizens that a border had been placed before them, and that they should not cultivate aspirations for class equality. Arab leaders must open the ranks of leadership and accept into it pragmatic social and economic figures. The mechanism of political parties are outdated and no longer reflect the new moods of the Arab public. There is no doubt that it is time to open a new chapter in Center-Left relations with Arab society. Without Arab cooperation, the Center-Left bloc will never come to power. Conversely, without the partnership of the Center-Left, the Arab public will not be able to influence decision-making in the state of Israel.

- Dr. Salim Brake, in the current issue of Bayan, analyzes the considerations and voting patterns of the Druze in the Knesset elections. The Druze generally vote on utilitarian considerations, such as voting for parties expected to be included in the coalition and to influence government policy. Few of them vote for ideological motives. Social networks voiced fierce criticism following two legislative acts that have hurt Druze over the past year: Kaminitz Law and Nation State Law. Despite this, the Druze artificially separated their stance on these laws and voted for parties that supported those laws. The Blue-White party spoke against the Nation State Law in its current form, and as a result, drew significant support from the Druze community. However, Blue-White is only committed to amending the law and including a clause referencing equality within it, and not eliminating it as Druze hoped. The increase in support for the "Israel Beitenu" party is due to the fact that the Druze representatives in the Likud are not seen as representing the real interests of the Druze community. In addition, the Druze candidate in the "Israel Beitenu" party expressed opposition to the Nation State Law.
