Abstract:: This review paper is based on the concept of creating space to understand the ongoing Israeli-Palestinian conflict. In fact, the paper argues, the conflict produces and is produced by a process of creating conflict spaces. Therefore, intervention is proposed in the process of generating space in order to create an alternative to the conflict space – a space for peace. A joint planning model places urban planners at the heart of the space producing process, and identifies urban planning as activity with great impact potential, both because it mediates between the global economy, national policy, and individual daily life in the production of space, and because it can promote the creation of a peace space born of professional consensus. Joint planning is the practice of bringing knowledge, experience and an alternative perspective into the planning process. Mixed cities that constitute core spaces in the Israeli-Palestinian conflict are proposed as spaces that currently offer an opportunity to create change, or can be created as change, which will serve as a basis for turning the Israeli-Palestinian conflict space into the Israeli-Palestinian peace space.

2. Area C: From a Hub of the Israeli-Palestinian Conflict to a Space for “Creeping Peace”

Abstract:: Area C of the Occupied Palestinian Territories is a key hub of the Israeli-Palestinian Conflict claimed by Israelis and Palestinians and left under temporary Israeli responsibility by the Interim Agreement (1995). For almost three decades, Israel has been reducing the Palestinian living space in the area and deepening its hold, managing all planning and building processes, expanding settlement areas and so-called “state lands” and demarcating “military zones” and “nature reserves” for itself. The collapse of the peace process also encouraged the Palestinian Authority (since 2009) to act unilaterally on the ground. While Israel has assumed a “piecemeal” approach and sees Area C as a vital space for settlement and security, the Palestinians have taken a “holistic” approach, viewing the area as a necessary space for a contiguous and sustainable state. The campaign currently being waged on the ground perpetuates friction and a bloody struggle over land and infrastructure, distances the chance of a stable Israeli-Palestinian agreement, prevents development and construction for Palestinians, poses a tangible danger to nature and the environment, and deepens humanitarian and legal challenges of population expulsion and relocation. Turning this important area into a foundation for Israeli-Palestinian progress requires two types of policies – a reactive policy in the short term to prevent further deterioration, and a long-term policy of practical cooperation. In light of the new radical right-wing government’s policy advocating the de facto annexation of Area C to Israel, the pro-peace camp must take preventive measures: promote a campaign to “unmask” the government’s moves and intentions and expose the dangers of annexation as a fatal blow to Israel’s identity, security, and political and economic standing; expand demonstrations in conjunction with the overall protest against the new government’s anti-democratic policies; file objections to settlement construction and to harmful measures against the Palestinians. Down the line, Israel and the Palestinians must abandon their “zero sum game” approach and instead formulate joint systemic planning and promote positive steps in Area C: approve outline plans for Palestinian construction that were already submitted to Israel for approval, prevent crime and piracy, and promote joint projects with international and Arab assistance. These include solar power fields, agricultural and food cultivation areas, water and wastewater treatment facilities, and industrial zones. Advancing these measures without a political horizon will result, at most, in some specific improvement. On the other hand, advancing measures with a view to a political settlement – including the transfer of parts of Area C to the Palestinian Authority (PA) and the advancement of a comprehensive economic plan for the Palestinians – will lead to a real change, strengthen Palestinian ability and motivation to prevent terrorism, and make it possible to gradually advance the two-state vision based on the “Creeping Peace” strategy.

3. The Tower of David Museum: Venue for Co-Existence

Abstract:: Jerusalem has been studied extensively by scholars across a range of disciplines in the social sciences and humanities. However, the arts, specifically public performance arts, have rarely been leveraged as a primary source to inquire into the city’s social structures. This research project examines how cultural institutions within the Old City of Jerusalem (focusing on the Tower of David Museum site) reflect and shape the relationship between citizenship and cultural performances. The article inquires how a cultural institute in a contested city can become an allied sphere, a source for joint creation, and even a venue for peacebuilding. The events and performances addressed in this article provide examples of both straightforward and indirect peace process approaches, revealing culture’s potential use and limits in a contested environment. The author suggests that a multicultural approach, yet not a neutral one, leads the museum to reveal its agenda, becoming “The City’s Museum” for joint cultural creation and initiative. 4. Women’s Peace Groups in Formal Peace Processes: Benefits of Participation, Price of Exclusion

Abstract:: Women’s peace organizations work to end violence and promote peace agreements almost everywhere where conflicts occur. Studies and observations from the past 20 years show that these organizations contribute significantly to peace processes, despite their variation in forms, methods, and the extent of their involvement. In the context of formal negotiations and the formulation of peace agreements, the integration of women’s peace organizations was found to increase the prospects of reaching an agreement, as well as to change and enhance the nature and content of the agreement itself (including governance, social justice, rehabilitation, gender equality, etc.). Their integration was also found to significantly increase the feasibility of implementing the agreement and promote women’s representation in the political system. However, in Israel, as in most countries, decision makers marginalize women’s peace organizations despite their extensive work and significant contributions. This article examines the main barriers preventing the participation of women’s peace organizations in Israeli-Palestinian peacemaking, the price of their exclusion, and the actions needed to integrate them and express their potential. The article is based on interviews conducted in 2019 and 2020 with women-peace activists from Israel and beyond, as well as a review of research literature and case studies of women’s peace organizations in Israel and abroad. It outlines some of the prices Israeli society pays for women’s exclusion and recommends actions that may promote their integration into formal peacemaking efforts. This is the third in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

5. Does the Road to Peace Pass Through Prisons? The role of former and current inmates in advancing Israeli-Palestinian peace

Abstract:: Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. Abstract:: When the Nita M. Lowey Middle East Partnership for Peace Act (“MEPPA”) overwhelmingly passed a divided Congress just after the 2020 presidential election, the new law made a splash. With wall-to-wall bipartisan support, it would invest $250 million over at least five years in Israeli-Palestinian relations. But what’s beyond the headlines? Months into implementation, where does MEPPA stand today, and where can it lead? Most importantly, what will it take to truly build a new foundation for lasting peace? To understand MEPPA’s purpose and full potential, it helps to understand where it came from. MEPPA sprang from an even bigger idea: a global, decade-long campaign to create a $200 million-per-year International Fund for Israeli-Palestinian Peace. That effort, launched by the Alliance for Middle East Peace (ALLMEP) in 2009, was inspired by lessons learned over the prior two decades: from the failed Oslo process, from the successful Northern Ireland peace, and from a small but growing field of initiatives building partnership and trust between Israelis and Palestinians.

Abstract:: The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. 9. Environmental Organizations as Potential Players in the Peace Process

Abstract:: Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. Abstract:: Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:: The Israeli Police and Europol, the European Union’s police agency, have been conducting negotiations over an operational agreement for several years. In September there was signing of end of negotiations, but in December the Council of the European Union decided to re-open the talks. In a global world where crime and terrorism cross borders, countries need to strengthen cooperation among themselves. Such inter-police cooperation takes on a unique form in the EU. The operational agreement between Israel’s Police and Europol can have considerable importance in contributing to the parties’ ability to deal with terror and crime. This paper will review Europol, its cooperation with Israel’s police and other enforcement agencies, including the negotiated agreement, the motivations for upgrading relations with Israel and the benefits and challenges of doing so.

Abstract:: The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

Abstract:: During the last few decades Saudi Arabia had exercised a role of a regional coordinator between various Middle Eastern states and between them and the USA. Twice in the past it had put on the table a peace initiative that was aimed at finding an acceptable solution for Palestinian-Israeli conflict, and both times these initiatives didn’t take off for various reasons. The reality of the Arab spring and Iran domination, as well as the rise of the crown-prince Muhammad Bin-Salman and Abraham accords had radically altered the regional dynamic, and during the last few years Saudi Arabia moved closer to Israel, especially since it became more preoccupied with Iranian threat and domestic reforms. 17. Palestinian Expectations from The Biden Administration

Abstract:: The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

18. ‘Peace through Health’ in the Israeli-Palestinian conflict: Ground for dialogue or guise for continued occupation?

Abstract:: “Peace through Health” is a theoretical and applied approach that sees humanitarian health initiatives as a primary basis for dialogue and cooperation between adversaries. This approach posits that health initiatives can spawn increased discourse and dialogue between parties to a conflict, build trust and promote cooperation on various issues, eventually facilitating the transition from conflict to peace. Based on interviews with representatives of an Israeli human rights organization that provides health services in the Occupied Territories, this article examines the implementation of the “peace through health” approach in the Israeli-Palestinian conflict. Under the Oslo Accords, Israel handed responsibility for the health of the Palestinian population to the Palestinian Authority (PA).However, continued Israeli control and absence of full Palestinian sovereignty have resulted in a weakened and poor Palestinian health system. The severe shortage of health resources has created growing Palestinian dependence on local and international humanitarian health organizations, including health professionals from the Israeli side. An analysis of the interviews conducted for this article indicates that the humanitarian assistance by Israeli health professionals provides an opportunity to develop dialogue, achieve logistical cooperation, and establish trust between the peoples.At the same time, the article discusses the possible disadvantages of this approach in the Israeli-Palestinian test case as an example of humanitarian work that fosters normalization and preserves the status quo of occupation.

Abstract:: This article focuses on energy as a tool for promoting peace between Israel and the Palestinians. It describes how the energy relations between Israel and the Palestinians reflect the existing relationship between the parties, and the potential they hold for promoting cooperation and peace. The energy sector and the energy relations between Israel and the Palestinians largely determine the level of energy services and electricity infrastructure in the West Bank. At present, this dependency does not benefit either party. The article points to a number of current initiatives aimed at strengthening Palestinian energy independence as well as energy security. At the same time, it highlights the inherent tensions in the management of the energy sector in the Israeli-Palestinian case, for example between energy independence and energy poverty in the West Bank and between responses to the climate crisis and the need for energy security. Finally, the article argues that the energy sector must be examined as an integral part of the political-diplomatic relationship between Israel and the Palestinians and that it must address the various tensions and promote energetic cooperation in the interest of peace.

Abstract:: Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

Abstract:: The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

Abstract:: By dint of its position in the Arab and Muslim arena, Morocco is strongly committed to the Palestinian issue and the safeguarding of Jerusalem’s Muslim holy sites. Throughout its history, Morocco has served at times as a mediator between Israel and the Arab world and mobilized to help Israeli-Palestinian peacemaking within the framework of the Oslo process. Morocco has adopted a largely neutral foreign policy as a state seeking stability in the Middle East and North Africa and willing to help mediate regional conflicts. These efforts are notable in both the Palestinian arena and in the broader Middle Eastern and North African one. Israel takes a positive view of ties with Morocco, backed by the support of the large Moroccan Jewish diaspora living in Israel. Palestinian views of Morocco’s policy are mixed. Along with a positive perception based on recognition of Morocco’s commitment to the Palestinian issue, measured criticism is also being heard over its decision to advance normalization with Israel. Attitudes toward the normalization process are complex, including both criticism and support for the move. Morocco cannot set in motion and orchestrate the Israeli-Palestinian peace process, but it can help by providing conciliation and mediation and broad legitimacy for a consensual arrangement on Jerusalem’s holy sites.

Abstract:: Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. Abstract:: Contemporary analysis of Eastern Mediterranean geopolitics tends to focus on the discovery of offshore hydrocarbons, and how a desire to maximize commercial profits has spurred a realignment of regional interests. There is similar emphasis on how this realignment pushed some Eastern Mediterranean states into conflict with one another over maritime boundaries and drilling rights. But while natural gas pipelines may dominate political and analytical discourse, there are other infrastructure projects that deserve attention and shed further light on the region’s evolution and Israel’s role in this transitionary period. One example to support this claim is the EuroAsia Interconnector, an ambitious infrastructure project that intends to connect the European electrical grid via undersea cable from Greece to Cyprus, and Israel. Few in Israel are familiar with the interconnector. Unlike the much-publicized EastMed pipeline, the interconnector garners little attention. Ironically, there is a greater chance that the interconnector – whose cable would run along a similar route as the EastMed pipeline – will successfully link Israel and Europe in the Eastern Mediterranean, and not the more recognizable natural gas project.

33. The First Months of Israel-UAE Peace: Israel’s Perspective on the Abraham Accords

Abstract:: In the few months that have passed since the signing of the historical Abraham Accords, Israel and the UAE have opened embassies and exchanged ambassadors, launched direct flights between Tel Aviv and Abu Dhabi, hosted dozens of businesses, cultural and academic delegations (among them a high-ranking Emirati delegation led by the UAE ministers of finance and economy), and facilitated visits of thousands of Israeli tourists to Dubai. Universities and think tanks from both countries have established connections, and news outlets have launched different forms of cooperation. Israel, the UAE, and the US set an investment fund worth 3 billion USD (the fund is not operational yet) and banks on both sides established agreements on financial services. The scope of activity between the two countries is impressive, and it seems that in case of Israel and the UAE, the seeds of peace have fallen on fertile ground, mainly due to high level of economic development and mutual geopolitical interests and concerns, such as the Iranian threat (although both sides evaluate and treat it differently).Today, it is almost impossible to imagine that just a few years ago Israeli athletes were only allowed to compete in the UAE if they agreed to participate without their national flag or national anthem sung at the closing ceremony. Why is it that the peace between Israel and the UAE appears to be such a stark contrast from previous peace agreements that Israel has signed with other Arab countries? Several factors have facilitated the newly established relationship: the positive image of the UAE in Israel; the lack of past hostilities, casualties, and territorial demands between the two countries; the unofficial ties forged long before the official recognition; the many mutual interests that seem to be aligned together; and the right timing that allowed for this bold and important development. Will the parties be able to maintain a similar level of enthusiasm also when the honeymoon stage passes? How will the two countries deal with various regional and international challenges? This paper presents an Israeli perspective on the first months of the relationship between Israel and UAE, and looks at prospects for the near future of these relations.

Abstract:: Among Israel’s many government ministries, one stands out in particular. It is small, its authority is limited, and many doubt its need. But it is tasked with realizing one of Israel’s greatest aspirations since its founding: Reshaping relations with the Palestinians and its other Arab neighbors through regional cooperation. The Ministry of Regional Cooperation was established in 1999 as a product of political bargaining. Then-Prime Minister Ehud Barak sought to find a job for Shimon Peres, the peace advocate whom he did not want as his foreign minister. Peres used the new ministry as a platform to advance his vision of a new Middle East, while Barak led an Israeli-Palestinian peace process.

40. Assessing Israel Katz’s First Year as Foreign Minister

Abstract:: In February 2019, Israel Katz was named Israel’s interim foreign minister, and three months later his appointment became permanent. This ended a period of almost four-years without a fulltime foreign minister, during which the Ministry of Foreign Affairs (MFA) significantly declined. A year into Katz’s term, an assessment can be made as to whether his appointment has strengthened the MFA and left a policy imprint. This, while taking into consideration the turmoil in Israeli politics since early 2019 and the understanding that deeper change requires a ministerial tenure longer than a year. This article sums up Katz’s first year on the job, based on media reports and information published by the MFA. It examines both intra-ministerial and policy aspects, and concludes that Katz is operating in Netanyahu’s heavy shadow, has failed to address the deep budgetary crisis faced by the MFA, and has focused on developing ties with Gulf States and combatting anti-Semitism.

Abstract:: This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

Abstract:: Since President Abdel Fatah a-Sisi’s rise to power in 2014, Israeli-Egyptian ties have been marked by defense-strategic cooperation. This is based on the shared perception of Iran and radical Islamist terror organizations as a threat, and the common interest in managing the Palestinian issue, in general, and specifically the Gaza arena. In the inherent tension between ideology and national interests, Egypt continues to strive for an agreement between Israel and the Palestinians (Fatah, Hamas and the other Palestinian factions) and seeks to bring about internal Palestinian reconciliation beforehand (between the leaderships in Ramallah and Gaza). Its role as a key mediator between Hamas and Israel is crucial, and is in line with Egypt’s international standing as an important regional leader.

Abstract:: The final months of 2019 were marked by widespread, prolonged protests throughout Iraq, which began in October. Baghdad was the focal point of the demonstrations, which were directed at the ruling political elite and the state backing it: Iran. Prime Minister Adil AbdulMahdi resigned at the end of November, throwing official Iraq into a political vacuum and guaranteeing that any premier appointed to replace him would be considered an interim ruler and as such, his government would only be accepted by the weakened political elite, but not by a significant part of the population. This article reviews the changes that occurred in 2019 in the nature of Israel-Iraq cooperation, as they relate to diplomatic, security, economic and civilian aspects.

Abstract:: The year 2019 saw additional deterioration in Israel-Jordan relations to the point where ties can be described as “toxic”. Israel’s continued callous disregard of Jordanian sensitivities and interests on policy issues (such as al-Haram a-Sharif/Temple Mount) and economic issues (such as water), was further exacerbated by the particularly volatile issue of the Jordan Valley annexation. Strong security ties continued to provide the basis of the relationship, although they are conducted largely behind the scenes. Economic and civilian cooperation declined, except for the Israeli gas exports to Jordan, which are of strategic importance. Nonetheless, and despite Jordan’s frustration, anger and disappointment with Israel, new content can be infused into the relationship in order to rehabilitate it. Both states have a clear interest in cooperation.

Abstract:: This paper explores the nexus between Israel’s energy policy and foreign policy interests in the Eastern Mediterranean. While regional energy cooperation has the potential to be one of the most significant and enduring Israeli foreign policy achievements in recent decades, a closer look at regional geopolitics reveals that energy cooperation is often transactional in nature, and rarely transformative. The discovery of offshore hydrocarbons has also aggravated existing tensions between regional actors. This subject deserves more serious discussion by Israeli policymakers and the Israeli public, who often accept the Netanyahu government’s argument that energy exports will provide Israel massive strategic benefits. As this paper argues, in order to chart an optimal course forward, Israelis must first have a realistic conversation about energy’s potential to catalyze changes in the Eastern Mediterranean that serve Israel’s domestic needs and strategic interests.

Abstract:: Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

Abstract:: US President Donald Trump's plan for resolution of the Israeli-Palestinian conflict, presented in January 2020, was perceived in Jerusalem as a green light to annexation of some 30 percent of the West Bank. It was in accordance with the intentions declared over the past year by Israeli Prime Minister Benjamin Netanyahu. Accordingly, the April 2020 coalition agreement between the Likud and Blue and White political parties included a clause allowing Netanyahu to bring a USapproved annexation plan for government or Knesset approval as of July 1, 2020. 1 Soon after, reactions began pouring in from around the world, including Europe, expressing opposition to annexation and warning Israel against such a move. This paper presents the reactions of the EU, its member states and the UK. It examines them in light of the hurdles to formulating an EU consensus on the issue, and maps them according to the extent of the criticism and the attitudes of the various European states toward the Israeli government’s policy.

55. Egyptian Plague or Spring of Youth? The Israeli Discourse regarding the Arab Spring

Abstract:: From the outset of the protest events in Tunisia, Egypt, Yemen, Libya and other countries, many people in the world began using the term “Arab spring” to describe the sequence of events in the various locations. The term was based on the term “theSpring of Nations,” that refers to a wave of national revolutions in Europe in the mid-19th century. It seemed to take a little longer for the term to penetrate the Israeli discourse on the subject and even when it did many hesitated to accept it and had reservations about its positive and optimistic connotations. For instance, Minister of Strategic Affairs Moshe (Bogie) Yaalon stated that “the event is dramatic and historic and will be given a name, but not the Arab spring.” Former Mossad chief Meir Dagan also opined it was a mistake to use the term “Arab spring” and explained that “whoever coined the phrase drew it from events that occurred in Europe in 1848, when liberal ideas proliferated in the world. The truth is there is no liberal message.” Former head of military intelligence Amos Yadlin said “we understand today that the pair of words ‘Arab spring’ did not describe correctly the phenomenon that rocked the Middle East in 2011.” The Israel Defense Forces’ intelligence branch discussed the issue and decided that the term “Arab spring” was unsuitable and decided to use the term “upheaval” as the official term describing the events.4 Many other people in Israel, as shall be described below, began using the terms “Arab winter” or “Islamic winter” as terms to challenge the original term and express a negative reading of the events. This article wishes to present an analysis of the Israeli discourse following the Arab Spring events as articulated by different parties in diverse forums of conversation. The article analyzes the public and media conversation in Israel and includes an analysis of statements, articles and public opinion surveys and refers to different players (politicians, public figures, journalists and military commanders) and different issues and questions that have arisen as part of the conversation on the subject.

57. The Differences between the EU’s Differentiation Policy and the BDS Movement

Abstract:: The differentiation policy led by the European Union (EU) distinguishes between the sovereign State of Israel within the 1967 borders and the occupied territories. The BDS Movement calls for what its initials stand for – boycott, sanctions and divestment – to be inflicted upon the whole State of Israel. Although they differ in essence, public discourse in Israel often confuses the two – whether unintentionally, stemming from ignorance, or intentionally because of certain political views. This paper aims to draw a clear distinction between the two policies in order to enable a more nuanced, less impassioned and more conducive dialogue in Israel and with the EU, along with an uncompromising fight against the BDS movement. The EU’s differentiation policy seeks to maintain trade and cooperation with the State of Israel within its 1967 borders, in adherence to international law and Europe’s consumer protection laws – unlike the BDS movement that seeks to boycott and sanction the entire State of Israel. Recognizing the value of EU-Israel relationship, the EU's differentiation policy aims to incentivize Israel to resume negotiations with the Palestinians. The BDS movement, on the other hand, sets goals (such as revoking the right of return and abrogating the Law of Return) that if fully achieved would mean Israel’s end as a Jewish state. The differentiation policy includes an element of normative condemnation but not delegitimization of the State of Israel as a whole, as espoused by the BDS movement. Whereas the differentiation policy implements existing international law, the BDS movement aspires to change the international perception of Israel even within its 1967 borders. Currently, the economic implications of both the differentiation policy and the BDS movement are negligible. However, in the long term, the threat posed by the BDS activities is greater than that of the differentiation policy, since the BDS is not limited to the settlements. The UN recently issued a list of companies operating in the settlements, which could serve in the future to boycott the settlements and damage major companies that play a significant role in Israel’s economy. The EU does not see any connection between its differentiation policy and the BDS movement, to which some European states oppose.

Abstract:: The second wave of the coronavirus sweeping Israel has overtaken the annexation issue in the headlines and relegated it to the margins of the public agenda. However, although Prime Minister Benjamin Netanyahu and his ministers have rarely mentioned the annexation since July 1, and have abandoned public activity related to the issue, the world keeps discussing the inherent dangers of such a move. Warnings against the hasty move that could have crucial repercussions for regional processes continue to be heard, especially in Europe and the Hashemite Kingdom. King Abdullah recently declared that his country would reject any kind of territorial annexation, big or small, warning that “annexation would undermine prospects of achieving peace”. His restrained diplomatic language reflects a real fear that prompted by political considerations of one kind or another, the annexation issue will soon be restored to the table and the headlines. In July 2020, Mitvim Institute experts conducted a policy dialogue with several leading Jordanian figures from the diplomatic, political, academic and military fields, in order to understand the thinking in Amman about annexation and what Jordan fears in that sense. This document sums up key insights from the dialogue.

Abstract:: The Trump Peace Plan follows a familiar American pattern of using economic tools to promote regional peace in the Middle East. This paper puts the recent plan in its appropriate context. More specifically, earlier American strategies of economic peacemaking built on three intellectual approaches: The notion of “commercial peace”, which promises peace by way of economic interdependence; the notion of “capitalist peace”, which focuses on the central and primary role of building market economies within individual states in the region; and the notion of “economic statecraft”, which focuses on the direct use of economic carrots and sticks to push regional actors to make certain policy concessions. The paper explores how these policies have played out over time in US policy in the Middle East, and points to the limits of using economic statecraft to coerce actors into peace.

Abstract:: Established in January 2019, the Eastern Mediterranean Gas Forum (EMGF) is the most significant multinational organization in a geopolitical space often associated with conflict and competition. Currently comprised of Egypt, Greece, Cyprus, Israel, Italy, Jordan, Greece, Italy and the Palestinian Authority, the forum’s purpose to advance opportunities for energy development and cooperation between Eastern Mediterranean states in order to maximize the commercial potential of the region’s hydrocarbon reserves. This paper analyzes the diplomatic processes that resulted in the EMGF’s formation, the current challenges the forum faces, and Israel’s capacity to shape this nascent body’s future. If the forum hopes to grow in the postcoronavirus era, then it must commit to seeking pathways towards economic cooperation, enhancing its scope to include renewable energy, while also prioritizing conflict resolution and the establishment of a new maritime order.

62. The Middle East Rediscovers the Jews

Abstract:: This article reviews the changed attitudes of Arab states (especially the “core” states of the Middle East) toward the Jews from the turn of the millennium to the present. It places these changes in a broad diplomatic context, which also relates to improved ties between Israel and Middle Eastern states and these states’ strengthening alliance with the US. The article presents the difficulties of Arab regimes and societies in differentiating between Jews and Israel, briefly describes widespread manifestations of anti-Semitism in the second half of the 20th century in Arab culture and media, and reviews the changing geopolitics and awareness in Arab states that have affected the development of interfaith discourse between Jews and Muslims. The article argues that a significant turnaround has occurred over the past two decades in the attitude of Arab regimes toward the Jews by virtue of the geopolitical changes in the Middle East and a desire to project enlightenment and modernity to the West. The resulting increased Jewish-Muslim dialogue could imbue future Israeli-Palestinian negotiations with an added dimension and contribute to their success.

Abstract:: This paper provides an historic overview of Israel's relationship with the Arab world followed by an in-depth review of cooperation between Arab states and Israel on solving and managing the conflict between Israel and the Palestinians. The Palestinian issue served to enable and limit relations between Israel and Arab states along the years. Reviving Palestinian-Israeli negotiations and improving the status of the Palestinians have been the central tenants of cooperation between Israel and Arab states. The Palestinian issue serves as a legitimizing factor for Israeli-Arab cooperation, and the occupation remains an obstacle to accomplishing regional stability. The Abraham Accords may intensify Israeli-Arab cooperation on the Palestinian issue, thus making the quest for a peaceful resolution to the Palestinian issue more central to Israel's regional foreign policies.

Abstract:: Civilian cooperation between Israel and Arab states takes place on various levels and in different fields despite the ongoing Israeli-Palestinian conflict that often prevents and always challenges the establishment of full, normal relations between the citizens of Israel and the region. This paper is intended to serve anyone seeking to promote Israel-Arab normalization, peace and cooperation, by spotlighting the wide array of existing civilian relations and trying to learn from experience for the sake of expanding future cooperation. Learning from experience is important both in order to efficiently and effectively advance regional cooperation toward peace, and also to advance existing cooperation, especially given its potential for offering better conditions for a political-diplomatic process. The potential for regional cooperation does not rely only on formal diplomatic, security and economic agreements between states, but also on ties between civilians. That is especially true for the desire to advance normalization as reflected in relations on the civil society level and the public legitimization of relations in a wide variety of fields. This paper analyzes civilian cooperation practices between Israelis and residents of states in the Middle East and North Africa, in the environment, sports, tourism, science, religion and heritage, culture and humanitarian aid.

Abstract:: The relations between the United Arab Emirates (UAE) and Israel are primarily characterized by mutual interest and cautious rapprochement steps. The rapprochement can be attributed to the pragmatic character of the two states and their shared interests, including, inter alia, opposition to the Iranian nuclear program, opposing religious extremism, regional trade, modernization processes, handling similar environmental issues, and participation in global events and projects. The cautious approach and the limitations in these relations derive mainly from the UAE’s avoidance of official normalization with Israel due to the latter’s conduct regarding the Palestinian issue.

Abstract:: Israeli and Palestinian experts and activists – together with international diplomats – gathered on 31 October 2018 at the UN Headquarters in Jerusalem for a civil society roundtable discussion on “Regional Opportunities in Support of Current Efforts to Improve the Situation in Gaza.” The event, attended by some fifty participants, was initiated and convened by Mitvim - The Israeli Institute for Regional Foreign Policies and Israel-Palestine Creative Regional Initiatives (IPCRI). It included an opening address by UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov and explored how various regional actors can help improve the situation in Gaza, without jeopardizing chances for a broader Israeli-Palestinian peace agreement. It also identified recommendations and possible courses of action. The event was held in cooperation with FriedrichEbert-Stiftung, the Foreign Ministry of the Netherlands, IEMed, and the EuroMeSCo Network. This paper summarizes the discussion.

74. The 2018 Israel-Turkey Policy Dialogue of the Mitvim Institute

Abstract:: In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.

Abstract:: The Israeli discourse surrounding regional cooperation tends to focus primarily on the Gulf States and on security issues; as such, it often overlooks more moderate and pro-Western countries in the region, and alternative cooperation tracks that are more along civil and cultural lines. Israel should pay more attention to Tunisia, which constitutes an important geographical, historical, and political crossroads along the Mediterranean coast; which provides insight into democratization processes; which is home to an ancient Jewish community; and which may serve as either an enabling or inhibiting factor for the realization of Israel’s interests in Africa. Despite the current political obstacles to relations between the two countries, there exists a precedent of positive relations and cooperation between Israel and Tunisia, and there is a possibility of expanding this cooperation in the future. Meanwhile, positive interpersonal, cultural, and civil relations should be advanced. These will assist future political relations, once changes occur in regional politics and progress is made in the Israeli-Palestinian peace process.

77. Netanyahu and the Temporary International Presence in Hebron (TIPH)

Abstract:: On Janury 28, 2019, Israeli Prime Minister Benjamin Netanyahu announced he was terminating the mandate of the Temporary International Presence in Hebron (TIPH), an observer force established in 1994 after the massacre of Muslim worshipers in Hebron by the Israeli settler Baruch Goldstein. In January 1997, an agreement was signed between the Government of Israel, headed by Netanyahu, and the PLO setting out terms of the TIPH mandate. The sides repeatedly extended the agreement for over 20 years. The observers do not have military or policing functions, and they do not bear arms. Their task is to monitor and report on events and convey classified reports to each side, and to the TIPH contributing states. Netanyahu’s decision, to a large extent influenced by domestic pressure in the runup to the April 9 elections, generated expressions of concern and condemnation by the international community, both by the force’s contributing states such as Norway and Italy, and by Germany, the EU and the UN Secretary General. The reactions noted that the observer force had been an element of the Oslo process and played an important role in the volatile and sensitive city of Hebron, warning against the repercussions of its removal. Changing and adapting the mandate of the observer force should be conducted in a dialogue with the Palestinian Authority and TIPH states, and not dictated as a unilateral Israeli political decision.

Abstract:: This article describes the relationship and cooperation between Israel and Egypt, and discusses the impact of the Israeli-Palestinian conflict on them. It focuses on the current political and security cooperation between the two countries regarding the Gaza Strip, the fight against terror, the Palestinian issue, the relations with the US administration, and the regional rivalry between Arab Sunni states and Iran. The article emphasizes that when it comes to civil and economic ties between Israel and Egypt, the potential for cooperation has yet to be fulfilled. Nevertheless, there are a few signs for economic cooperation in the areas of natural gas and industry (with the enlargement of the QIZ system), and to some positive change in the public attitude of the Egyptian government towards relations with Israel. The challenges to bolstering Israel-Egypt relations include bureaucratic, economic and politicalsecurity (e.g. the nuclear issue) components. Above all, however, stands the Israeli- Palestinian conflict and the perception of the Egyptian public that normalization with Israel cannot be reached prior to a solution to the Israeli-Palestinian conflict.

79. The Role of Former Diplomats in Israel’s Public Sphere

Abstract:: In Israel, former diplomats do not tend to play a significant public role. However, they have the potential to make a real contribution to improving the public and political Israeli discourse on foreign policy. Israel’s former diplomats have dozens of years of experience, diplomatic skills, knowledge of various countries and organizations, intricate networks of social ties around the world, analytic capacity and deep understanding of the international arena and of Israel’s place among nations. This valuable experience often goes down the drain. A Mitvim Institute task-team recommended to increase their role in Israel’s public sphere, in order to empower Israel’s diplomacy and Foreign Service. On February 3, 2019, the Mitvim Institute hosted a policy workshop to discuss how this can be done. It was carried out in cooperation with the Friedrich-Ebert-Stiftung and with participation of senior former diplomats (including Foreign Ministry directors-general and deputy directors-general). Discussants presented examples from other countries, outlined the situation in Israel, described the challenges to optimizing the potential impact of Foreign Ministry retirees, and identified recommendations to promote change.

Abstract:: Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. The publication includes three analytical chapters focusing on internal European dynamics, on Israel’s foreign policy towards the EU, and on EU policy-making regarding the Israeli-Palestinian conflict/peace process.

82. Guiding Principles for Israel’s Foreign Policy toward the Eastern Mediterranean

Abstract:: In recent years, the Eastern Mediterranean has become a central focus of world powers, of states in the Middle East, Europe, and beyond, and of international corporations. Regional geopolitical developments, as well as economic opportunities generated by natural gas discoveries in the Mediterranean, have contributed to this trend and turned the Eastern Mediterranean into a distinct sub-region perceived as having unique features. Israel plays a central role in this development. Israeli diplomacy identified these trends correctly, successfully becoming an active and dominant player in the region. The natural gas findings in Israel’s exclusive economic zone (EEZ) provide it with a wider range of diplomatic options, helping it promote relationships with various states in the region; including some engaged in conflict with each other. Israelis regard the Mediterranean as an important component of their identity, as reflected in the 2018 Israeli Foreign Policy Index of the Mitvim Institute, in which 22 percent of those surveyed claimed Israel belongs predominantly to this region (compared with 28 percent who said it belongs to the Middle East and 23 percent to Europe).

Abstract:: Ties with the EU are a strategic asset for the State of Israel. Europe is Israel’s largest trading partner, a source of political and defense support (despite disagreements), an anchor of shared norms and values, a partner in cultural creation, and a central collaborator in research and development. The importance of these ties obliges Israel to invest attention and resources in preserving and even deepening and expanding them. Done right, Israel could leverage the tremendous potential of its ties with Europe for the improved wellbeing of its citizens and for its international standing. However, in recent years, the Israeli government has been leading a negative campaign against the EU. It has been criticizing the EU for being anti-Israel, while making efforts to increase divisions between EU Member States in order to limit the EU’s capacity to play a role in the Israeli-Palestinian issue. Toward the formation of a new Israeli government in late 2019, this article presents ten guiding principles for an improved Israeli foreign policy toward the EU, based on the work of a Mitvim Institute task team.

Abstract:: On 9 September 2019, the Mitvim Institute convened a pre-elections event on Israel’s foreign policy. The event focused on paths to advance peace with the Palestinians; to deepen Israel’s regional belonging in the Middle East, Europe and the Mediterranean; and to empower Israel’s diplomacy Foreign Service. Senior politicians from six political parties spoke at the event: Minister Yuval Steinitz (Likud), Member of Knesset (MK) Ofer Shelah (Blue and White), MK Merav Michaeli (Labor-Gesher), MK Eli Avidar (Yisrael Beiteinu), Nitzan Horowitz (Chair of the Democratic Union) and MK Ofer Cassif (Joint List). Each of them was interviewed by Arad Nir, foreign news editor of Channel 12 News. Dr. Nimrod Goren and Merav Kahana-Dagan of Mitvim delivered opening remarks in which they presented recent trends in Israel’s foreign policy and findings of a special pre-elections Mitvim poll. 92. The Importance of Ties between Palestinian Citizens of Israel and Diaspora Jewry: A View from Britain

Abstract:: Palestinian Arab citizens of Israel, who feel their political representatives cannot achieve significant change for them on domestic issues, find it hard to believe that their voice could be meaningful in Israel’s foreign relations. Indeed, their involvement in Israeli foreign relations, both in the governmental and non-governmental arena, is limited. However, one area in which their involvement and influence have significant untapped potential lies in forging ties with Diaspora Jewry. For instance, in London, there is a clear disconnect between the representative bodies of the Jewish community, such as the Board of Deputies of British Jews and the Jewish Leadership Council, and those representing the Palestinian community, such as The Association of the Palestinian Community in the UK and the Palestinian Forum in Britain which reflect the main currents of Palestinian thinking. While the disconnect is evident on the formal-organizational level, it does not preclude unofficial ties between Palestinians and Jews in London. Nonetheless, links between the two communities are limited, as is the space for joint discussions and exchanges of views, thoughts and narratives.

Abstract:: The question of the affinity between the Israeli-Palestinian track and the Israeli-Arab track is a contentious issue in Israeli public discourse. Prime Minister Netanyahu repeatedly claims that the Palestinian issue can be bypassed on the road to normalization with the Arab world, even without progress on that front. However, the history of Israeli-Jordanian relations attests to the strong and intrinsic link between these two arenas. The breakthrough that led to the 1994 peace treaty with Jordan was enabled by progress in negotiations with the Palestinians, and every crisis since in the Palestinian arena is reflected in relations with Jordan. All attempts to warm relations with Jordan and increase cooperation on civil issues (beyond the intelligence and military cooperation) require a parallel move vis-à-vis the Palestinians.

96. International Responses to Annexation: Lessons for Israel from Other Conflicts

Abstract:: Over the last decade, Israel has accelerated a long-term process of annexation in the West Bank through legal, political, physical and rhetorical steps that are both explicit, and increasingly irreversible. What kind of reaction can Israel expect from the international community if these policies continue? This paper summarizes the annexationist trends in Israel, then examines cases of post-World War II annexation, to map the range of international reactions. The analysis shows that the international community (states and meta-state bodies) has responded with diverse tools, all designed to oppose and deter annexation. Yet such measures have only rarely stopped or reversed annexation. When annexation was stopped or reversed, the international pressure focused on violations of other major international norms or reflected state interests. Israeli annexation outright, but the international community can be expected to step up concrete policies of opposition. Not only would such responses not be unique to Israel – it would be an anomaly if the international community did not undertake opposition measures. The paper concludes by proposing that the international community develop a more expansive understanding of the concept of annexation to improve deterrence, and re-commit itself to the fundamental proscription against conquering territory by force.
