Abstract:
One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? What are the consequences of these dynamics for global security and the global economy? This Report aims to shed light on these questions, while also outlining the war’s possible future implications for the Russian Federation, the “West”, and the international order.

The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. By brokering a new normalisation agreement, the West seeks to prevent new hotbeds in Europe and push Russia one step back from the Balkans. Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

While the war in Ukraine is a game changer for international and in particular European security, China appears to be marching on. And, in some ways, it is true. Since Xi Jinping took power in 2012, China’s foreign policy has significantly shifted from a defensive to an assertive approach. As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. One year after it landed in Europe, the Covid-19 pandemic has left a deep mark on the Western Balkans. On the one hand, it has exacerbated geopolitical dynamics that had been ongoing for decades, especially with regards to the activity of external actors. Abstract:
What drives Russia’s foreign policy in Vladimir Putin’s times? Why did the Kremlin decide to annex Crimea, occupy South Ossetia, intervene in Syria, or give its blessing to Nord Stream II? When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country’s foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin’s leadership to assess the influence of different “lobbies” on Russia’s foreign policy. Who decides what in Moscow? The answer, unsurprisingly, is not always “Vladimir Putin”. All of the contributions in the volume underline the complexity of Russia’s decision-making process beneath the surface of a monolithic and increasingly personalistic government.

Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe?

As the Covid-19 pandemic strikes hard, protests in Hong Kong appear to have abated. Distant seem the days when yellow umbrellas and balaclavas saturated global media. And yet, just like at the start of what has now come to be known as the 2019 “global protest wave”, Hong Kong remains at the frontline of political contestation worldwide. The protests against the 2019 Hong Kong anti-extradition law unearthed one of the main points of contention between Hong Kong and mainland China. Through the protests, China’s increasingly assertive stance has found a counterweight, revealing how important the city is to Beijing. Apart from Hong Kong’s role as a major global trade and financial area, China’s actions towards Hong Kong might also serve as a litmus test for Beijing’s ability to mediate and pacify its neighbourhood. The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

In February 2018, anticipating the US withdrawal from the JCPOA, Iran’s Supreme Leader Ayatollah Ali Khamenei declared a policy of “preferring East over West”, thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. Armed groups have access to substantial resources and in some cases enjoy considerable local legitimacy. That makes them formidable but also resilient forces. This is why their suppression – through coercive measures or marginalization – can bring more costs than benefits to already fragile state institutions and exhausted populations. This volume addresses the void in the current debate on subnational armed groups, focusing particularly on the multiple ongoing conflicts and turmoil in the MENA region. The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future "quality infrastructure" policies and investments in the Indo-Pacific, in particular, make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?
