1. Multipolarity After Ukraine: Old Wine in New Bottles?

Abstract:
One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? What are the consequences of these dynamics for global security and the global economy? This Report aims to shed light on these questions, while also outlining the war’s possible future implications for the Russian Federation, the “West”, and the international order.

Abstract:
The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. By brokering a new normalisation agreement, the West seeks to prevent new hotbeds in Europe and push Russia one step back from the Balkans. Meanwhile, the Russian invasion of Ukraine has given new momentum to the integration process of candidate states, making EU membership a tangible goal rather than an unattainable dream. Will the EU be able to stabilise the Balkans? Will Russia continue to exert its influence in the region? Are Belgrade and Pristina on the eve of a new phase in the normalisation process?

Abstract:
Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. However, the launch of the EU Strategy for cooperation in the Indo-Pacific in September 2021 and its subsequent implementation have been affected by growing polarisation between the US and China, and by a fast-changing scenario caused by the Russian invasion of Ukraine. This Report examines the state and perspectives of the EU's Indo-Pacific strategy, 18 months after its launch. Are there avenues for cooperation with regional military initiatives, such as the QUAD? How is the economic landscape changing, in particular after the start of negotiations for the Indo-Pacific Economic Framework for Prosperity (IPEF)? In today’s tumultuous and fast-changing times, digitalisation and technology are game changers in a wide range of sectors and have a tremendous impact on infrastructure. Roads, railways, electricity grids, aviation, and maritime transport are deeply affected by the digital and technological transition, with gains in terms of competitiveness, cost-reduction, and safety. Digitalisation is also a key tool for fostering global commitment towards sustainability, but the race for digital infrastructure is also a geopolitical one. As the world’s largest economies are starting to adopt competitive strategies, a level playing field appears far from being agreed upon. Why are digitalisation and technology the core domains of global geopolitical competition? How are they changing the way infrastructure is built, operated, and maintained? Ten years after the start of the Malian crisis, political and security instability in the Sahel have changed in scale and nature, and spilled over across national frontiers. The border region between Mali, Burkina Faso and Niger has become the new epicentre of insecurity. The comeback of military actors on the political scene, and the support provided by large parts of the population to post-coup military juntas is evidence of poor governance and a severe deterioration in the legitimacy of elected authorities. Russia’s attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. This Report investigates whether we can expect a further convergence of European strategic cultures, and on collaboration among Europeans to generate the required military capabilities and integrate their forces. Most importantly, it finds that the timely implementation of the EU’s Strategic Compass will be a decisive test to establish whether Europeans are rising to the challenge of taking more responsibility for their security and defence.

Armed groups play a central role in Libya and Yemen. Pervading weak and contested institutions, they have gradually brought their survival, profit and governance strategies under the state umbrella: warlords have become the new lords of the state. Armed groups control most of the energy revenues, critical infrastructure, smuggling and illicit trafficking. Their leaders are multifaceted: they are simultaneously military commanders, tribal chiefs, politicians and businessmen. Combining comparative analysis and case studies, this Report sheds light on the “economic face” of the armed groups and their power trajectories. How do armed groups build networks of profit and loyalty in the territories they hold? How does clientelism mark a continuity trend with former authoritarian regimes?

After Russia's invasion of Ukraine and its weaponisation of natural gas supplies, energy security has become a top political priority for Europe. Given the Middle East and North Africa (MENA) region's abundant oil and gas resources, the European countries inevitably turned to the region to make up for the shortfall. This Report analyses the impact of Europe's "scramble for alternatives" on key MENA exporters of fossil fuels. Specific attention is attached to their prospects as short-term suppliers of fossil fuels while they set the stage for their green transition.
