Abstract:
The GCC states are adapting defence strategies to the challenges raised by their “Visions”, their post-hydrocarbon national plans. Far from being just economic programmes, the Visions are broad national transformation platforms displaying also a security dimension, and with many security implications. New cities and industrial poles, infrastructures, mega events and tourism raise unprecedented security risks, at which the GCC states are answering through a combination of economic-oriented foreign policy, multipolar international alliances, and ambitions towards “defense autonomisation”. What are the Visions’ security dimensions and implications, and how does the post-oil path affect and reshape foreign policies? This Report analyses how GCC states are adapting deterrence and defence tools to the connectivity age, navigating a troubled neighbourhood of both conventional and asymmetric threats. In a central but more vulnerable Gulf, how may the EU and NATO accommodate transformations in GCC states’ defense policies, postures, and means, to support their own security?

Abstract:
In December 2022, Japan announced it would drastically increase its defence budget by 2027. The decision came as a wake-up call for the whole region: Japan was gearing up for a world of heightened tensions and rivalry in the Indo-Pacific Region. This Report analyses the present and future of Japan’s security and defence policies. Within the context of a rising China, Tokyo has broadened its defence ties with the US, India, Australia, and Taiwan. However, China remains its biggest trading partner, meaning Tokyo's policymakers are charged with the task and challenge of striking a balance between defence policies and business and trade relations with China.

The transition to a decarbonized, decentralized, and digitized energy future will unlock new business, policy, and technology models with the associated opportunities and challenges. Innovative technologies like blockchain, a shared, decentralized, and immutable digital ledger system that processes, validates, and manages digital transactions based on algorithmic consensus protocols, may enable this transition. Potential blockchain applications in energy range from enhanced distributed energy resources and peer-to-peer energy trading regimes to more robust grid management and smart energy contracts. There has been significant hype around blockchain’s potential impact in shaping economic and energy systems. Yet, it is essential to separate signal from noise and assess blockchain’s potential impact. This paper aims to provide a comprehensive analysis by identifying key use cases and then addressing which key characteristics blockchain technologies need to bring to fruition to support them. It also proposes an analytical framework to evaluate the potential impact of eight applications based on four key criteria: feasibility, maturity, scalability, and value additivity.

Space is a contested domain for its very nature and today it is evidently becoming an increasingly important enabler of economic and military power. An increasing number of actors, infrastructures and technologies deployed in space also raises concerns for safety and security, especially in cyberspace. Many countries are striving to achieve space capabilities and autonomous access to space, and this is having a tremendous geopolitical impact, especially since space is emerging as an increasingly critical military and strategic domain. The development of the new space economy, which is increasingly involving the private sector and many industrial actors and services, will also be a game changer for the international economy. The space race likewise implies disruptive technologies that could contribute massively to the energy and digital transitions, accelerating solutions that could benefit humanity. A new international governance system for space is therefore needed urgently, considering that the current rules are no longer able to respond to a sector evolving at such a rapid pace. Which actors are leading the race? Which economic sectors could benefit the most and what could the new space economy mean for the world? How is space emerging as a military domain against a backdrop of increasing international tensions? What would a new system of global governance for space look like?

One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Abstract:
Industrial policies are the key element underlying today’s geopolitical scramble and a pillar of national security. Reacting to Western weaknesses and bottlenecks in the global supply chains, highlighted by multiple shocks such as the pandemic, the war in Ukraine, and the recent Israel-Hamas war, the US in first place and the EU later have started to introduce new industrial legislation aimed at making up for lost ground with respect to other industrial powerhouses, such as China. Besides being policy tools to accelerate the green and digital transitions, however, the US Inflation Reduction Act and the Net Zero Industry Act, as well as the US and the EU Chips Acts, entail subsidies, local content requirements and export controls targeted at strengthening the domestic industrial base for critical technologies, fostering strategic autonomy and de-risking from excessive foreign dependencies. This race poses risks for the weaponisation of industrial policies and fragmentation of international trade and also potentially jeopardises technological development. How can we strike a balance between economic security and efficiency? Which sectors are the most critical and which ones are the leading global powers pursuing? What will the consequences be for global value chains and international trade? Is it possible to reach an agreement on rules for a new level playing field to prevent economic competition turning into economic warfare?

Abstract:
In the past few years, the evolving global landscape has drawn increasing attention to the positioning of African countries on major international issues. Much emphasis has been placed on African voting and diplomatic stances in international fora, political rhetoric and protests, all seemingly pointing to a shift towards a more critical approach vis à vis traditional Western partners. At the same time, non-alignment, a notion that for some retained a merely historical value, has gained new impetus as a principle guiding a number of countries of the Global South, suggesting a break in the relationship with old and new partners. This report investigates the nature and reasons of the growing anti-Western sentiment in sub Saharan Africa, combining an analysis of the current international context with a look at the long term. Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country’s national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. One year after it landed in Europe, the Covid-19 pandemic has left a deep mark on the Western Balkans. On the one hand, it has exacerbated geopolitical dynamics that had been ongoing for decades, especially with regards to the activity of external actors. When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country’s foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin’s leadership to assess the influence of different “lobbies” on Russia’s foreign policy. Who decides what in Moscow? The answer, unsurprisingly, is not always “Vladimir Putin”. All of the contributions in the volume underline the complexity of Russia’s decision-making process beneath the surface of a monolithic and increasingly personalistic government.

Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. As the Covid-19 pandemic strikes hard, protests in Hong Kong appear to have abated. Distant seem the days when yellow umbrellas and balaclavas saturated global media. And yet, just like at the start of what has now come to be known as the 2019 “global protest wave”, Hong Kong remains at the frontline of political contestation worldwide. The protests against the 2019 Hong Kong anti-extradition law unearthed one of the main points of contention between Hong Kong and mainland China. Abstract:
The Covid-19 emergency will likely exacerbate many longstanding vulnerabilities that Russia has been facing for years: excessive dependence on energy exports, clashes with the West, demographic problems, and a constant foreign policy overreach. On foreign policy, however, Russia is not expected to take a step back. Today's Russia is back in many “old” theatres where the Soviet Union was actively engaged. More than a quarter of a century after the fall of the USSR, Russia’s President Vladimir Putin has made restoring his country's great power status a primary goal of his 20 years in power. What are the elements of continuity and change between Russia’s foreign policy and the Soviet Union’s? What are the political, historical, military and economic dimensions of Russia’s return to old Soviet theatres of influence? And how does this interact with Moscow's long-standing narrative of a return to a multipolar world?

In a world on the brink of a global recession caused by COVID-19, the Infrastructure efforts of today and tomorrow are more crucial than ever. They are an indispensable countercyclical tool to mitigate the negative effects of the economic paralysis. But they also constitute a pivotal component of a country’s development and competitiveness in the long term. That is why infrastructure will continue to play a critical role even when the pandemic crisis has been tamed. Rapid demographic growth, increasing urbanization, especially in developing countries, coupled with the mounting climate change are challenges that won’t disappear with the virus. These significant challenges will come with equally difficult questions. How to cope with these long-term trends? How to finance the increasing need of infrastructure? Which major international actors will take the lead? And finally, what role will technology play in shaping the future of infrastructure efforts?
