Abstract:
The Essequibo[1] is a territory located in the North-East of South America, between Venezuela and Guyana, with a maritime projection towards the Atlantic. It has been part of Venezuela since 1777[2] under the rule of the Spanish Empire and then as the Republic of Venezuela since 1810. The United Kingdom illegally occupied it in 1814,[3] while Venezuela was going through a long and bloody war of independence. The UK tried to formalise the dispossession of the territory with the Paris Arbitral Award of 3 October 1899,[4] in a flawed process in which Venezuela was represented by the United States. The British Empire exercised its power to obtain a ruling in its favour. After the death of the lawyer Severo Mallet-Prevost in 1949, who represented Venezuela in this process, these irregularities became public knowledge.[5] In 1962, Venezuela denounced the nullity of the process before the United Nations and insisted on its historical claim.[6] On 17 February 1966, Venezuela and the UK signed the Geneva Agreement,[7] whereby the parties recognised the nullity of the Paris Arbitral Award and agreed to search for a negotiated solution. During this process, Guyana (independent since May 1966) would administer the Essequibo but without carrying out any activity that would modify the legal situation of the territory as established in Article V of the agreement, which states that “No acts or activities taking place while this Agreement is in force shall constitute a basis for asserting, supporting or denying a claim to territorial sovereignty in the territories of Venezuela or British Guiana or create any rights of sovereignty in those territories”. After four years, no progress was made in the negotiation, so on 18 June 1970, the two parties signed the Port of Spain Protocol,[8] to suspend the meetings for twelve years and to possibly use as an alternative one of the means of peaceful settlement provided for in the UN Charter.

Abstract:
The importance of digital infrastructure for global communication and connectivity is only growing. Within this varied sector, subsea cables play a central role in ensuring seamless internet traffic globally. What are the US’s strategic and economic interests in digital infrastructure, particularly subsea cables? Within the context of larger economic and geopolitical competition, US policy is multifaceted, from aiming to secure the physical security of infrastructure and guarding against espionage and technology leakage, to boosting economic competitiveness and supporting domestic firms. Overall, digital infrastructure, and undersea cables in particular, are a key element of a larger US strategy of outcompeting China. Although evaluations among allies of the relative threat posed by China and Chinese-owned digital infrastructure vary, broadly shared goals of resiliency, security, and increased connectivity mean there are potential areas for deeper EU-US cooperation, including partnerships with third countries, that align with their respective strategic visions and represent a solid base for further transatlantic coordination.

Abstract:
Semiconductors are essential for the global economy, but recent supply chain disruptions and geopolitical tensions have highlighted new risks, leading to new policy approaches. US semiconductor strategy centres around three objectives. First, the funding provided through the CHIPS and Science Act is part of a larger push to strengthen domestic industry and manufacturing. Second, the US seeks to deny strategic adversaries of key technology through export controls. And third, it aims to secure the supply chains for critical technologies. The European and American semiconductor sectors are already tightly intertwined, and further coordination has occurred through forums like the Trade and Technology Council. But challenges remain, including the risk of a subsidy race. Further transatlantic cooperation on key aspects of these new industrial policies can ensure the realisation of shared objectives for a more resilient semiconductor sector.

Abstract:
The rapid evolution of digital technology has ushered in a data-centric economy, where data accessibility drives marketplace efficiency and economic growth across various industries. However, this shift, while offering numerous benefits, introduces significant privacy and data security challenges, particularly in the context of transatlantic data transfers. Considering the vast economic ties between the EU and the US, the transatlantic data flow vividly illustrates the complexities involved in governing and transferring data. It grapples with the ongoing challenge of striking a satisfactory balance between economic advantages stemming from data utilisation and various concerns pertaining to national security, digital sovereignty and individual rights. In recent years, the European Commission approved two different frameworks on transatlantic data flow – Safe Harbour in 2000[1] and Privacy Shield in 2016[2] – asserting that the US provided a level of data protection for data transfers essentially equivalent to that guaranteed in the EU. However, despite initial optimism, both adequacy decisions faced a significant setback when the Court of Justice of the European Union invalidated them in what is commonly referred to as the “Schrems saga”,[3] named after the Austrian activist who first challenged both frameworks before the European Court. The core arguments centred on the absence of adequate safeguards for personal data within US domestic law and the extent of state surveillance over such data when it was transferred, as initially disclosed by Edward Snowden in 2013.[4] This legal development led to a period of significant uncertainty and further heightened the ongoing debate concerning the regulation of transatlantic data transfer. To address the consequences of this legal turmoil, both EU and the US committed to establishing “a renewed and sound framework for transatlantic data flows”,[5] seeking a long-term solution to address the complexities of data privacy and security, eventually leading to the recently adopted EU–US Data Privacy Framework (“DPF”).

Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

In the afternoon of 1 August, Joe Biden gave a speech from the White House confirming the killing of Al-Qaeda leader, Ayman al-Zawahiri, in Afghanistan. According to senior sources from the administration, Zawahiri was killed by “a precise tailored airstrike” conducted at around 06:30 am local time in the Sherpur neighbourhood of Kabul.[1] The strike was carried out via two Hellfire missiles (allegedly, two R9X missiles) fired from a drone.[2] The area in which the attack was carried out is particularly significant: the Sherpur neighbourhood is located in a deeply protected area of the capital, in which many Taliban leaders now live. Al-Zawahiri was reportedly killed in the house owned by a top aide to senior Taliban leader, Sirajuddin Haqqani.[3]

Direct investment also grew – crucially, not just Italian investment in the United States but the other way round too. While Italy’s economic ties with Russia and China remain potential hotspots, Rome has never questioned its Atlantic orientation. Abstract:
Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

“No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. Paper prepared in the framework of a research effort on the risks and the opportunities related to Central Bank Digital Currencies (CBDCs) with the support of Intesa Sanpaolo and the Bank of Italy.

Whatever one may think of the US withdrawal from Afghanistan, a decision that President Biden shared with his predecessor Donald Trump, most observers on the two sides of the Atlantic seem to agree that both the planning and the execution phases of the withdrawal were botched. Europeans in particular, including the ever-faithful US allies in the UK, complain about not having been adequately consulted or involved in the decision and execution of the withdrawal. Whatever the merits of this debate, it has inevitably led to fundamental questions about US foreign policy and its future trajectories. After four years of Trump, many in Europe are legitimately concerned. Old and by now familiar academic debates about Washington’s priorities, credibility and handling of global affairs have resurfaced as a result. The underlining question is: to what foreign policy tribe does Biden belong? Is he an optimist or a pessimist? A realist or an idealist? A liberal internationalist or a nationalist? Is he a Wilson or a Roosevelt and if the answer leans towards latter, which of the two Roosevelts’ are we referring to?

22. Twenty Years Later: Why 9/11 Has Not Been a Second Pearl Harbor

In the immediate aftermath of the 11 September 2001 terrorist attacks, an overwhelming majority of commentators drew a parallel with the surprise blitz by Imperial Japan against the US Pacific fleet in Hawaii’s Bay of Pearl Harbor, on 7 December 1941. The comparison rested on two pillars. The first had its roots in historical analogy and symbolic impact. The Pearl Harbor attack was the closest precedent of an aggression against the United States on its soil. The fact that the United States was caught by surprise, combined with the considerable toll in human lives exacted by the aggressors (more than two thousand people died in Pearl Harbor and almost three thousand on 9/11), lent legitimacy to such comparison. As all US citizens at the time would forever recall what they were doing when news of the Pearl Harbor attack came through, so do all US citizens (and not only) remember what they were busy with when the image of the Twin Towers wrapped in flames appeared on TV screens on that Tuesday back in 2001. The second reasoning underlying the parallel between Pearl Harbor and 9/11 concerned the impact on US domestic politics and, consequently, foreign policy.

A recent pilot experiment in the Bolivian Andes – run by a consortium of international and national non-profit organisations, research centres and Bolivia’s productive development bank – found that encouraging smallholder farmers to crowdsource agro-climatic information enhances the accuracy of local weather forecasts, increasing their adoption of climate-smart practices. As a cost-effective system, crowdsourcing can be harnessed to broaden the coverage of agro-climatic information services, while enhancing their local relevance by responding to actual needs. The basic principle of crowdsourcing is that of outsourcing a task traditionally performed by a designated agent to individuals, groups of people or a platform that share a common goal. Encouraging smallholder farmers to utilise technology to send reports from their farmlands fosters a sense of ownership and collaboration, thereby favouring forms of collective knowledge production and sharing.

After a hiatus of over five months, negotiations to restore the Joint Comprehensive Plan of Action (JCPOA), commonly known as the Iran nuclear deal, have finally resumed in Vienna. Struck in July 2015 by Iran and a group of six powers – France, Germany and the UK plus China, Russia and the US, as well as the EU (E3/EU+3)–, the JCPOA placed limits on Iranian nuclear activities, while also introducing a highly intrusive inspection regime by the International Atomic Energy Agency (IAEA). The deal is in a comatose state due to former US President Donald Trump’s decision to unilaterally pull out of the agreement and re-adopt all sanctions on Iran in May 2018. In response, since May 2019 Iran has progressively reduced its compliance with its non-proliferation obligations under the deal.

Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zerosum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

The last decade has witnessed a progressive change in what had long been considered global priorities for achieving growth. The global financial crisis of 2007–2008 and the following European sovereign debt crises of 2011–2012 have brought to light important pitfalls in the functioning of globalized financial markets. Trade and financial liberalization policies have at times caused severe strains in some communities, raising concerns over the effects of rapid increases in international integration. Environmental and social risks have come to the forefront of the policy debate. The COVID-19 pandemic has brought enormous challenges to what was the normal way of living. All these events have had far-reaching consequences on the global economy. Currently, the world is facing at least three major shocks that are affecting health (COVID-19), prosperity (the recession) and the planet (climate change). These have been chosen as the three keywords for Italy’s G20 Presidency. These shocks are different in nature and have very diverse effects across countries, regions and municipalities. This calls for differentiated and targeted responses that take into account the specific needs of individual communities.

Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Borrowing from an old Persian proverb, Europe cannot have both God and the sugar dates.

Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

China is and will be facing economic challenges stemming from the Middle East and will face growing calls to assume more active roles in the region, roles which however often go beyond its capabilities or interests. China’s approach to regional security can be categorised as promoting political solutions to disputes, contributing to economic development and providing security resources within the UN framework. China backs regional efforts to achieve peace and security via dialogue, also including extra-regional actors involved in the Middle East. As mail-in voting begins for the US November elections, Secretary of State Mike Pompeo has announced plans to visit Pope Francis in Rome. The intent was anticipated in a critical article penned by Pompeo himself in First Things, the authoritative US journal of conservative Catholics. In it, Pompeo explained his visit as aimed at pressing the Vatican to halt its entente with China about the naming of bishops in that country, leading to angry rebukes and a warning that the Pope may in fact refuse to meet the incoming Secretary of State. A couple of weeks earlier, two normalisation agreements involving Israel and the Middle Eastern states of Bahrain and the United Arab Emirates were signed with much pomp and fanfare at the White House. The name given to the agreements: The Abraham Accords. This follows Trump’s transfer of the US embassy to Jerusalem in 2018. Donald Trump’s efforts to consolidate electoral support from religious groups is not surprising or new. This tactic was instrumental in his previous election in 2016. More recently, one can recall the photo-op at Christ Church, near the White House, with the Holy Bible in his right hand after having ordered the police to dispel Black-Lives-Matter protesters from the area. Or Trump’s decision to be the first sitting president to address the annual anti-abortion March for Life rally earlier this year.

America has been hit hard by the 2020 coronavirus pandemic. A combination of poor public health response, differing state guidelines, and lack of political leadership are leading the country into a third, deadly wave of the virus. Yet while the immediate prognosis is pretty dire, the long-term implications of COVID for America’s power potential – and its role in the world – are less clear, and likely less severe than initial assessments suggested. There have been no significant impacts to American military readiness, and while the economic impacts of COVID-19 could potentially undermine the long-term health of the American economy, this is far from a foregone conclusion. However, it is clear that the COVID crisis has largely served to highlight existing trends with the potential to undermine American power, notably political polarisation and domestic underinvestment.

Beijing’s ham-fisted mask diplomacy, attempt to rewrite the pandemic’s origins and use of the World Health Organisation to advance the objectives of the Chinese Communist Party (CCP) underscored for Europe the nature of Beijing’s objectives. Europe has grown more attuned to the “strategic challenge” China poses in the economic, technology and global governance realms as a result. The growing convergence between US and European perspectives on China provides a solid foundation for future cooperation between the transatlantic partners. In September 2019, the once anti-establishment Five Star Movement (Movimento Cinque Stelle – M5S) agreed to enter a ruling alliance with the Democratic Party (Partito Democratico – PD).[1] By establishing this “yellow-red” coalition government with what was considered its political nemesis, the M5S managed to preserve its presence in power and avoid early elections. However, its influence gradually weakened, as attested to by poor performances in local elections. The M5S’s declining political fortunes and the changing composition of the government have a significant foreign policy dimension, especially if addressed through the lens of Italy–US relations. The PD is a solidly pro-Atlanticist party in Italy. The M5S, despite its evolution towards greater pragmatism over the years, remains a source of concern, being still perceived as the most pro-China actor within the Italian political landscape.

Times may be tough in the field of arms control, disarmament and non-proliferation (ADN). But ADN is by no means dead. This is a moment of opportunity, a chance to look to the future and consider what we should be doing differently to improve the international architecture for ADN in the future. NATO is in the process of considering how it can adapt to continue to be relevant in the changing global security environment. The time is therefore ripe for the Alliance to take on an enhanced role in preserving and strengthening more effective ADN. There are a number of areas in which it can support these efforts. These include specific steps to preserve and implement the Non-Proliferation Treaty, modernise the Vienna Document, adapt nuclear arms control regimes and deal with emerging and disruptive technologies (EDTs). NATO should position itself as a focal point for innovation in the ADN area, including promoting advances in verification, improving the multinational sharing and use of data, and advancing dialogue related to outer space.

Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.

A few months after the European Parliament elections, and a few weeks before a new European Commission is fully operational, the European Union is facing old and new challenges, both domestic and international. Internally, the EU will soon be testing these new institutions. In the recently elected European Parliament, nationalist and Eurosceptic political forces are a minority, but pro-European mainstream parties, which have the numbers to control the proceedings of the Parliament, have not been able to consolidate a stable and comfortable majority. The new European Commission has encountered setbacks in the confirmation procedure of three of its members and will therefore fully assume its responsibilities with some delay on 1 December.

Abstract:
The evolving external threat environment is impacting the internal political dynamics of NATO nations and is accentuating a series of already existing trends – differences in threat perceptions, burden-sharing difficulties, challenges to respond to sub-threshold threats and the rise of populism – which altogether affect the cohesiveness and potentially the effectiveness of NATO as a political and military alliance. NATO’s operational future over the next decades will be shaped by the ingenuity of the transatlantic leadership in developing new arrangements of institutional cooperation between the Alliance and the burgeoning forms of the “coalition of the willing”. The Alliance should nonetheless remain the main transatlantic political forum, given Brexit as well as the rising need for a common political response to the many challenges ranging from migration to failed states. NATO has been relatively successful in adapting to the changing security environment. Its military capabilities remain unparalleled and unrivalled. The more interesting question is however the political one. Namely how the politics of sustaining this Alliance are being shaped by the underlying dynamics that are transforming the global political, economic and military context. The paper is divided in three chapters.

Abstract:
Should the EU enforce a containment policy towards the People’s Republic of China (PRC – or simply China), joining efforts undertaken by US President Donald Trump, who has unleashed a trade and technological war against Beijing with the aim of permanently subordinating the Asian giant to the West? Or should the EU continue its engagement policy towards Beijing – and even seek to maximise Sino-European ties to put limits on those US unilateral policies that are detrimental to Europe’s interests and fundamental values? What would be the best policy mix of engagement and containment for EU–China relations? And to what extent should the EU align its China policy with that of the US?
