Abstract:: The European Union (EU) has been promoting its norms, values, and rules for decades. However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.

2. Transformation of Turkish-Russian Relations: Rivalry and Cooperation in Eurasia and the Levant

Abstract:: Relations between Russia and Türkiye have developed considerably since the end of the Cold War. What began as energy trade in the late 1980s evolved into cooperation in business, energy, construction, tourism, politics and even security. Behind the ever-expanding cooperation lies a mistrust fueled by historical enmity and regional rivalry that occasionally leads to confrontation. As the two countries seek to shape their competitive cooperation beyond the current geopolitical challenges and constraints of regional security and alliances, the question of whether they could find ways to advance their partnership is of paramount importance and has regional and global implications. This paper seeks to understand how they have managed their conflict-ridden past to develop a modus operandi in the post-Cold War world by proposing a new conceptual model, namely “competitive cooperation” or “coopetition”, to understand the relationship that developed over the last 30 years in different geographical regions.

3. Schengen Visa Deadlock: The Unresolved Case of Turkish Citizens

Abstract:: The visa policy of the European Union (EU) member states against Turkish citizens has been a controversial topic for decades. Millions of Turkish citizens suffer from serious restrictions before their travel to the Schengen area for the purpose of their non-gainful activities. In time, two main options appeared before the visa-free travel of Turkish citizens, namely the opportunity brought by the interpretations of the Court of Justice of the EU (CJEU) based on the “stand-still clause” and secondly the Visa Liberalisation Dialogue. The objective of the article is to discuss whether the visa regime against Turkish citizens is justified or politically motivated. It connects the technical/legal analysis to a political analysis through the securitization theory. Security framing practices of the European actors at various policy levels are analyzed to explain the continuation of the restrictive visa regime against Turkish citizens despite two strong options that could have ensured visa-free travel. This article concludes that as a result of developments following the failed coup attempt in 2016, visa-free travel of Turkish citizens which was framed through the perceived threat of Turkish migration has transformed into a real threat.

4. Introducing the Response to Sponsorship Dataset: Determinants of Responses by Target States to State Sponsors of Rebel Groups

Abstract:: Empirical studies on the sponsorship of rebel groups have focused on understanding why and how supporter states help rebels, whether this engagement benefits the rebels, and the effects of sponsorship on the conflict outcomes. By comparison, the responses of target states to sponsorship behavior have been neglected despite the possibility of interstate crises, disputes, and conflict due to the sponsorship. This study introduces a new dataset, the Response Sponsorship Dataset (RSD), which measures target states’ responses toward state sponsors of rebel groups intending to terminate the sponsorship. The data includes information on the responses of 58 target states to 102 supporter states concerning the support of 150 rebel groups between 1991 and 2010, comprising 3719 observations. The RSD identifies diplomatic, economic, militarized, domestic, covert responses and inaction as target state responses as well as classifying them as coercive or non-coercive based on target states’ foreign policy engagements with sponsors. The RSD provides new opportunities for researchers and policymakers to analyze target responses with regards to conflict management and foreign policy as well as promising future research on support termination.

5. Foreign Language Acquisition and Learning of Late Ottoman Ambassadors and Consuls (1885-1910)

Abstract:: The Ottoman Foreign Ministry underwent profound adjustments and transformations during the institutionalization process in the late Ottoman Empire. These developments significantly influenced the training of diplomats within the Ministry of Foreign Affairs, particularly from the latter half of the nineteenth century onwards, enhancing the professional competence and training of Ottoman diplomats. In this sense, this article aims to thoroughly examine the impact of institutionalization process within the Ottoman Foreign Ministry on diplomats’ acquisition and learning of foreign languages. The primary source for this study will be the registry files (sicill-i ahval) from the Ottoman Archives. Employing a prosopographic approach, the study will analyze the foreign language proficiency of late Ottoman ambassadors and consuls, along with their methods of language acquisition. By doing so, this article seeks to advance our understanding of the process of professionalization and specialization within Ottoman diplomacy.

6. Ukraine and Russia: From Civilized Divorce to Uncivilized War

Abstract:: Russia’s ongoing military intervention in Ukraine since February 24, 2022, has attracted considerable attention from International Relations specialists, analysts, intellectuals, and academics. Russia's decision to go to war has been interpreted in a variety of ways. Some scholars have linked it to the country's imperial and Soviet history (Mankoff 2022; Rojeck 2022; Trenin 2022; Timothy 2022; Van Harpen et al. 2023), while others have seen it as a deliberate distraction from internal problems (Torbakov 2022). Paul D’Anieri’s second edition of “Ukraine and Russia: From Civilized Divorce to Uncivilized War”, which consists of ten chapters, challenges prevailing views by providing a comprehensive analysis of the historical context of the conflict. D’Anieri contends that the origins of the Ukrainian war of 2022 go beyond the immediate crises of late 2021 or the events of 2014. Instead, he identifies three post-Cold War dynamics - the security dilemma, democratization, and domestic politics - as the primary drivers of the war. According to D’Anieri, these factors strained ties between Russia, Ukraine, and the West, leading to the conflict (pp. 2-3). Chapters three, four, and five meticulously dissect each dynamic, offering a detailed analysis of the intricate relationships between the United States (US), Russia, Ukraine, and Europe from 1989 to the present conflict.

8. Mediatised Terrorism: East-West Narratives of Risk

Abstract:: There is a growing body of literature in the social sciences that suggests that we live in a world surrounded by narratives that construct and interpret particular understandings of reality, that serve to make sense of the world. Following the understanding that everyone and everything has a narrative in the world we live in; it would not be wrong to say that these narratives appear in every shape and dimension. For instance, since the media also has a story to tell, we hear, watch, see and witness a wide variety of stories from the media. The media is therefore the producer and distributor of narratives. However, this emphasis has a deeper implication, namely that news stories are not simply a spiral of words describing events. This is because the media convey news to the receiving public by representing, constructing, and reconstructing it (through narratives). We frequently witness about various terrorist acts across the world via media. Saira Ali accurately examines this particular topic. Her book is for those who are concerned about how terrorism news is presented to audiences through the media and how it is made sense of in a country-specific and context-specific way. This approach also allows for a contextualisation of the construction of terrorism news narratives, within different cultural, social, and political contexts (p.5,10). The author embarks on an intellectual journey of curiosity regarding the mediatisation of terrorism in two distinct worlds. These worlds are Australia, where the risk of terrorism is quite low but it has taken drastic legal measures out of fear of global terrorism after 9/11, and Pakistan, with a more grey policy altough caught in the spiral of a complex terrorist atmospher. In this way, Ali’s intellectual effort is to interrogate the narrative that global terrorism is mostly damaging to Western civilisation by including the East in her analysis. Ali’s analysis is basically founded on an argument that “the reality of terrorism is constructed through discourse” (p. 6).

9. Diaspora Organisations in International Affairs

Abstract:: Diasporas and their organisations, which traditionally aimed to serve their interest in the homeland and abroad, have long been studied under several social science disciplines, such as anthropology, sociology, political science, and geography. At the beginning of the 2000s, for instance, human and political geographers started to focus on diaspora realizing that it is a geographical concept, which addresses various geographical themes such as dispersion, boundaries, territory (as homeland), and identity. The “geographical turn” contributed to the concept theoretically, and also to transnationalism and migration studies empirically by which cases were reconsidered through the lens of geographical concepts, such as space, place, and time. Similar to geographers’ arguments, diaspora organisations (DO) -as a distinct form of collectivity- and their activities are very relevant to what we study in International Relations (IR), especially when it comes to exploring DOs’ role that transcends state borders in development, human rights, conflict, and peace. In that regard, attempts to introduce novel contributions from various disciplines have the potential to significantly enhance our comprehension of the theory of diaspora and its associated organizations.

10. Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy

Abstract:: It is almost always the case that any Introduction to International Relations course teaches the contributions of Kenneth Waltz to the field, firstly through his grandiose formulation of a theory: it should be simple, parsimonious, abstract, and accordingly, one needs to move away from reality as much as possible to increase the theory’s explanatory and predictive capacity.1 Moving the individual and state level of analyses aside, Waltz simplifies his theory of international politics at the system/structural level and, with his neorealist theory becoming the dominant approach for a large part of the twentieth century, it put the state in a sort of black box, purposefully ignored individual actors, and targeted the maximum degree of abstraction as possible. In Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, which consists of seven chapters (one introduction chapter, four empirical chapters, one theoretical conclusions chapter and one policy implications chapter), Özdamar and Canbolat aim to shed light on foreign policy belief patterns of leaders in the Middle East and North Africa (MENA), highlighting divergences across them and comparing them to the average world leadership. In the process, and in total opposition to Waltz’s claim, the authors argue that advancing “the actor-specific empirical studies zeroing in on agent behaviors and decisions in the future” is “the only way for IR to establish itself as a scientific discipline” (p. 148). In other words, as opposed to the structural approaches, the authors propound that less abstraction and a more actor-specific, nuanced, and tailored approach would provide significant opportunities for the IR discipline to be scientific.

Abstract:: Although the neglect of Marxism has been a pervasive characteristic of IR theory, there has been a marked revival of interest in Marxism. Marx’s materialist insights into the general historical development of societies, as well as his critique of capitalism and political economy, have served as alternative starting points for different critical approaches to IR and offers a welcome alternative to neorealism, constructivism, and poststructuralism that have dominated IR for several decades. Marxism provides a redefinition of IR by focusing on changes in material circumstances, historical conditions, and society instead of assuming unchanging and fixed structures of anarchy or the state. Marx’s analysis and insights into the dynamics of international relations have become even more important given the ongoing crisis of neoliberal capitalism, the rise of authoritarianism, right-wing nationalist populisms, and the racial and gendered subordinations accompanying them pointing to the importance of Marxifying IR and IRifying Marxism.

12. Quo Vadis, Historical International Relations? Geopolitical Marxism and the Promise of Radical Historicism

Abstract:: John Maclean’s 1988 call “Marxism and IR: A Strange Case of Mutual Neglect” has generated a rich bounty of Marxist studies and paradigms in International Relations (IR). This cross-pollination merged in the 1990s with the “historical turn” and shaped the sub-fields of International Historical Sociology and International Political Economy. But has it left its mark on how IR is practised today? We argue that while Marxism has spoken significantly to the discipline, mainstream IR, even Historical IR, has been largely impervious to Marxist arguments, drawing the standard charge of economism and structuralism. Rectifying these critiques, we suggest that conventional historical studies of “the international” remain methodologically and substantively impoverished. We exemplify this by showing how leading Historical IR studies of “systems change” fail to explain the inside/outside and public/private differentiations constitutive of the modern international order and to integrate the “levels of analysis” they presuppose. We further argue that this rejection has been facilitated by influential Marxist IR paradigms, which ultimately privilege structuralism over historicism: While Neo-Gramscians initially mobilised “historicism” to dissolve claims about the “sameness” of international relations across time and space, the approach became identified with the reified master-category of “hegemony”. Uneven and Combined Development, in turn, has gravitated towards matching Neo-realism’s claim to theoretical universality by insisting on transhistorical model-building and nomological “grand theory”. Both approaches remain over-sociologised and fail to address international politics. Drawing on radically historicist Political Marxism, this article shows how its substantive socio-political premises explain the historical formation of the contemporary international order and re-unite the “levels of analysis” theoretically to provide a framework for non-reductionist and non-economistic accounts of historical international relations. This requires an answer to the agentic challenge of Neo-Classical Realism by reincorporating grand strategy, diplomacy, and international politics into a reformulated perspective of Geopolitical Marxism to track the full historicity of the making of international orders.

Abstract:: Over the past decades, Marxist-inspired approaches from the field of International Historical Sociology (IHS) have theorised the relationship between 16th and 17th Century European colonial expansion and the development of relations of production and economic growth on both sides of the Atlantic. In this article, we argue that such attempts – from Dependency Theory (DT), World-Systems Theory (WST), and Uneven and Combined Development (UCD) – are premised on a structuralist perspective which overextend the notion of capitalism and under examine the sphere of production, rendering divergent and distinct strategies of European colonialism a homogenous and under-historicised process. Embracing theoretical innovations from Geopolitical Marxism (GPM), we dispute this unitary logic of expansion, instead applying a radical historicist methodology to demonstrate that British and Spanish colonial strategies in the Americas (intra-imperial free trade vs. mercantilism) were shaped by nationally specific class relations (capitalism vs. feudalism/absolutism), generating unique patterns of settlement on the ground (mineral extraction vs. cash-crop production). Promoting historicism thus allows Marxist International Relations to better recognise "the 'making of' the international order" during the period of European colonial expansion from the 16th century onwards, and, in doing so, further understand its enduring legacies.

14. “Winning the Peace”: The Role of International Peace Settlements in the Creation of World Orders – A “Geopolitical Marxist” Perspective

Abstract:: For the discipline of International Relations (IR), the study of International Peace Settlements (IPS) for the organization of postwar international orders has thus far primarily been the purview of realist, liberal, and constructivist approaches. To date, Marxist approaches have tended to either ignore the significance of IPS in the formation of new global orders or have been inscribed into longer-term overarching processes – namely, the reified consequences of the development of capitalism. These proclivities have had the unwelcome effect of subsuming the role historical agents have played in the devising of international ordering strategies under preordained universal “laws of motion” and downplaying the broader efficacy of foreign policymaking in the building of world order. This paper proposes to rectify this Marxist lacuna by highlighting how adopting an approach that elaborates on the principles of Geopolitical Marxism (GPM) in IR can overcome these shortcomings. The paper argues that a radical historicist methodology for analysing these important world-historical junctures retrieves the significance of contextualized agency within the historical materialist tradition and overcomes the issues beholden to structuralist Marxist approaches.

15. Reconciling Tensions in the Analysis of Bourgeois Revolutions: A Critical Realist Approach

Abstract:: When and how do agents consciously reproduce or unconsciously transform social structures? This inquiry is pivotal for advancing a theory of socio-historical development, particularly in addressing a key debate within International Historical Sociology (IHS) surrounding modern revolutions. This debate revolves around the tension between the “consequentialist” interpretation of bourgeois revolutions and the “revisionist” critiques, notably from the “historicist” wing of Political Marxism (PM). This article contends that the tension arises from an inadequate conceptualization of the agent-structure relationship. Drawing on Roy Bhaskar’s transformational model of social activity (TMSA) and critical realist philosophy of science, the article proposes a conceptual framework reconciling PM’s focus on class struggle to understand the historical specificity of capitalism with the role bourgeois revolutions historically and structurally played for the development of capitalism. Integrating Bhaskar’s framework with historical materialism-inspired debates on bourgeois revolutions, the paper suggests that agents’ unconscious actions can transform social structures amid social disintegration (“classic bourgeois revolutions”). Conversely, agents consciously seek to preserve and reproduce social structures, as seen in “passive revolutions”. This occurs when social structures, marked by inequality and hierarchies, are viewed as historical constructs rather than natural phenomena, particularly in the context of uneven and combined development of capitalism. This analysis contributes to ongoing IHS debates, enriches our comprehension of modern revolutions, and extends TMSA by empirically delineating circumstances wherein agents consciously uphold or unwittingly trigger the transformation of social structures.

16. The Rise and Decline of the Liberal World Order and the Multilateral Trade System: A Critical-Constructivist Synthesis to International Regime Analysis

Abstract:: This article devises an analytical framework that synthesizes neo-Gramscian and social constructivist perspectives to dissect international regimes amid global hegemonic shifts. It portrays regimes as intersubjective constructs with unique social purposes within the broader hegemonic fabric, shaped by dominant ideologies and power distributions. The study examines the transition of the trade regime from General Agreement on Tariffs and Trade (GATT) to World Trade Organization (WTO) through the Uruguay Round (1986-1994) and the Doha Round’s deadlock since 2001. The article posits that the Uruguay Round marked a pivotal hegemonic transformation, transitioning the regime from embedded liberalism to neoliberalism by transforming its social purpose, norms, and generative grammar. Yet, this shift, which precipitated a legitimacy crisis within the WTO and was exacerbated by the Doha Round’s failure to regenerate neoliberal hegemony with a fresh synthesis of free trade and sustainable development, arguably rendered the WTO directionless and contributed to the fragmentation of global trade governance amidst emerging regional pacts and varied ideological visions of economic liberalism.

17. How Has South Africa’s Membership of BRICS Intensified Uneven and Combined Development in the Country and Beyond?

Abstract:: The recent African scramble has resulted in uneven and combined development (UCD) in Sub-Saharan Africa (SSA) throughout the 21st century due to unequal exchange. South Africa plays a sub-imperial role in this scramble in SSA. It both exploits and is exploited. The mining industry in South Africa has attracted interest from colonial powers, English-speaking businesses, and foreign investors, making it a highly lucrative sector. Furthermore, most black South Africans have been employed in the mining industry since the late 19th century. Over the past 25 years, the African National Congress government has utilised the mining industry to achieve economic transformation through black economic empowerment policies. This study proposes that the mining sector in South Africa is responsible for the ongoing UCD, despite receiving new investments and empowerment policies. South Africa’s inclusion in BRICS has broadened its range of international partners beyond its traditional Western or African counterparts. However, South Africa’s decision to join the BRICS group in 2011 has not yet yielded the expected transformation in the country’s economy and growth. As a result, it is uncertain whether South Africa’s BRICS membership has addressed the country’s persistent problem of UCD. This study argues that South Africa’s BRICS membership has exacerbated UCD in the country. This study proposes that Trotsky’s UCD analytical framework is useful for analysing South Africa’s policy choice to join BRICS, which strengthens its sub-imperial role.

Abstract:: This article presents a materialist ecofeminist critique of neoextractivism by highlighting its historical origins and elaborating its economic policy implications in Latin America. Three questions addressed are as follows: 1) How can materialist ecofeminism contribute to understanding the current dynamics of capitalist development in the Global South, 2) why (neo)extractivism hits women hardest, and 3) to what extent and how ecofeminist movements can shape a post-extractivist transition to a just and sustainable future. The article’s main argument is that exploitation and oppression in Latin America can be understood in terms of gender, race, and class and, therefore, require an intersectional analysis framework. Within this framework, post-extractivist alternatives in this region must incorporate an ecofeminist analysis to understand better how social expression systems (including sexism, white supremacy, and ecological crises) intersect and reinforce each other. In this framework, this study is intended to contribute to the growing literature and debate on the development and resistance dynamics of neoextractivism in Latin America, where long-standing racial and gender inequalities intersect with class inequalities.

19. Resistance and Change in Form and Content of International Law: A Third World Perspective on Commodity Form Theory of International Law

Abstract:: Can Marxists, especially in the Third World, use international law for progressive social change? Responding to the Soviet Union's context and its jurisprudential challenges in constructing socialism, Pashukanis's seminal work on commodity form theory is nihilistic, assuming the very nature of form of international law as bourgeois with limited possibilities of radical change as its new content. European Marxism, on the other hand, in its context of revolutionary defeat and consequent postmodernist pessimism of cultural Marxism, either relies on Pashukanis's nihilistic position or a pragmatist and realist posture, insisting on staying within the law's bourgeois form and being content with social democracy. As opposed to this, Third World Approaches to International Law (TWAIL) scholars, while exploring the imperialist nature of international law and representing one variant of Third World Marxism, have been more optimistic, wanting to use international law to restrain and shield against powerful Western states, i.e., they believe that the content of Third World resistance can change the form of international law. This article deconstructs this class “content” of international law in the understanding of TWAIL and shows the postcolonial Third World states, and even in the yet to be independent states, were dominated by their dependent local elite, which had compromised by the ex-colonizers and had started blocking radical structural changes in Third World. Soon, the target of imperialism and the Third World elite became radical movements in the Third World, and this struggle of the marginalized shaped international law. Therefore, relying on the radical tradition of Third World Marxism and taking the right of self-determination as an example, this article argues that both the content and form of international law were simultaneously used, subverted, and changed in a dialectical and dynamic way by the resistance of the people of the Third World.

Abstract:: State fragility has received increasing attention in recent decades as a result of the nexus between development and international stability. This study investigates the empirical drivers of state fragility in sub-Saharan Africa from 2007 to 2019. We shed light on the explanatory variables of government effectiveness, political stability, per-capita GDP, grow GDP%, International Monetary Fund loans, and official development assistance. Using panel data analysis and a 39-country sample, our study finds that government efficiency and political stability, in contrast to foreign aid, has a significant effect on reducing fragility in sub-Saharan Africa. In light of these findings, the article proposes delivering foreign aid in ways that strengthen state capacity.

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

Abstract:: The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. This shift aligns with Japan’s historical narrative of combating unprecedented threats to public health.

Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:: This paper delves into an assessment of the impact of Turkey’s quest for status since the 2000s on changes in its foreign policy. In this vein, this paper will make essential contributions to the existing literature on Turkey’s status-seeking strategies by using specific cases to link them to changes in Turkey’s foreign policy and assessing the extent to which they are transactional or transformational. The examination of this topic is all the more important in light of internal developments in Turkey, such as democratic backsliding and economic crisis, as well external factors such as its tense relationships with the EU, its rapprochement with Russia and China, and its increasingly proactive profile in regional crises. Abstract:: Economic nationalism and state intervention recently gained attraction in many countries including Turkey. This paper questions whether Turkey has changed its economic policy framework towards a statecentric model and, if so, whether these changes are well thought-out and sustainable. The examination of key areas of state capitalism, that is the monetary, industrial, trade, financial, and state economic enterprise (SEE) policies put forward in the officially adopted five-year plans and annual programs, suggests that the changes in the economic policy framework began after the 2008 global crisis and accelerated after the transition to a presidential system. Upon examination, the policy framework does not reflect a definitive, coherent, and wholistic approach but rather a pragmatic attitude that swings back and forth, which exposes the country to swings in the global system.

Abstract:: The discovery of new natural gas resources in the Eastern Mediterranean fueled the tension in the region and led to a highly complicated crisis involving multiple actors. This study adopts a constructivist approach in analyzing the political economy of the Eastern Mediterranean energy crisis by relying on the role of identities and ideas in shaping economic decisions. The historical enmity between Turkey and Greece over Cyprus is at the heart of the crisis. Thus, the study focuses on the Turkey, Greece, and Cyprus triangle to reveal the impact of Turkey’s image constructed by Greece and the Republic of Cyprus, on the political-economic aspect of the decisions of Greece and Greek Cypriots. To accomplish this objective, a two-stage content analysis was conducted by filtering the official statements of Greece and the RoC from their respective foreign ministries, utilizing the keyword “Eastern Mediterranean.” By scrutinizing the official discourses and documents, the analysis aims to delve into the image of Turkey held by these actors.

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:: The primary objective of this study is to elucidate the impact of ontological security on states’ foreign policy preferences. The study posits that foreign policy preferences are closely related with their basic trust, a product of the intricate interplay between actor’s agentic capacity and its internal and external environment. This theoretical proposition is subsequently subjected to comparative examination within the contexts of Saudi Arabia and Kuwait. The study contends that despite sharing similar concerns regarding physical and ontological security, these two actors have pursued distinct foreign policy trajectories regarding the Arab uprisings and normalization with Israel that owe to differing types of basic trust. In doing so, the study aims to contribute to the ontological security literature from two perspectives: 1) to refine and elucidate the scope of the basic trust concept by reinterpreting it and highlighting its central role in ontological security analysis, and 2) to contribute to the practical applications of the field by applying the concepts developed in the ontological security literature to case studies of Saudi Arabia and Kuwait.

Abstract:: China’s economy underwent regulatory, structural as well as spatial makeovers since the increase of opening up and reforms in 1978. Intermittent policy interventions have been implemented by the Chinese state to ensure that the economy plays a vital role. Relatedly, the Communist leadership’s economic perspective was shaped by two key attributes: ideology and functionality (pp. 8, 11, 42, 119, 148, 313, 314). From an ideological perspective, the legacy of reforms was as crucial as the equitable principle of Communist rule in China, as both ensured the party’s survival and its control over the state. From a functional perspective, the state’s performance remained an essential indicator for China to achieve economic growth and improve the living conditions of its people. In his book, Between State Capitalism and Economic State Craft: China INC, China expert Aravind Yelery captures the systemic reflections of these transitions, mapping how the state fused growth and encouraged further opening to help China manifest its rise. The book delves into China’s growth models examining how these contradictions are ‘chosen ones’ and how China aims to rally its economic statecraft globally. The central crux is the Communist Party of China’s (CPC) authority retention over the economy by preventing the state from giving up control over important sectors and industries. State-Owned Enterprises (SOEs) played a vital part in achieving this goal in China’s economy, allowing the CPC to control governance. Thus, the chapters are significantly interconnected enlightening on the ascendancy of capitalist approaches in the CPC, exploring how China managed to defy the decline experienced by previous communist regimes. The explanation of SOEs is presented as a key factor in establishing effective domestic economic controls, ultimately enabling China to exert its dominance in global economic affairs.

Abstract:: In the book Contemporary China in Anglo-American and Chinese Perspectives: Making Sense of a Rising China, Emre Demir aims to analyze China’s rise by displaying the differences and similarities in scholarly discourse in Western and Chinese scholarship. The book examines a collection of 14 approaches from scholars of mainstream United States (U.S.), critical Western, mainstream Chinese, and critical Chinese approaches and seeks to reveal their relevant power-knowledge nexuses and region-centric characteristics in knowledge production, with a particular focus on the current power structure in knowledge production in Chinese and U.S. societies. Demir indicates that every approach occupies a position within the three-layered structure of knowledge production: core, semi-periphery, and periphery. Currently, the U.S. assumes the core (hegemonic) position within social sciences knowledge production, which enables it to dominate the means of knowledge production and direct the ways in which knowledge is produced. Therefore, the U.S. can globally reproduce its own theories, which it benefits from, under the guise of universal validity. Moreover, Demir advocates the diversification of intellectual knowledge in the social sciences, a human-centric approach instead of a region-centric one, a focus on the colonial histories of societies, and the decolonization of International Relations (IR).

Abstract:: The increasing deleterious effects of climate change have led to the emergence of multilateral environmental regimes and different understandings of responsibilities. Great Powers, Climate Change, and Global Environmental Responsibilities, edited by Robert Falkner and Barry Buzan, is an excellent book covering case-based examples of special environmental responsibilities. It aims to close the gap between International Relations (IR) theories on great powers and Global Environmental Politics (GEP) to illuminate the definition of environmental great power, differences in global environmental responsibilities, and the role of great powers regarding global environmental issues, particularly climate change. Buzan and Falkner argue that climate change is a global threat to international society that requires great powers to assume special responsibilities. Hence, this book seeks to bring together IR approaches to the study of great power and Great Power Management (GPM) to explain how great powers acquire legitimacy to justify their unequal status by accepting special rights and responsibilities as an institution of international society and how GEP perspectives shape the roles played by major powers (p. 6). The research questions of this study are as follows: (1) What are the features of environmental great powers? (2) Do environmental powers accept special responsibilities to combat climate change that correspond with their positions in global environmental politics? and (3) Have great powers securitized climate change, that is have they evaluated it as an issue that is related to maintaining international order and conserving stability in international society? The main argument of the book is that great powers have not developed a common understanding of their environmental responsibilities because they do not evaluate climate change as a systemic threat to the international system. Furthermore, whether it is a developed or developing country, the interests of great powers have blocked the securitization of environmental issues.

Abstract:: Post-Post-Kemalizm: Türkiye Çalışmalarında Yeni Arayışlar ( Post-Post-Kemalism: Search for Alternatives in Turkish Studies), edited by İlker Aytürk and Berk Esen, aims to present a multidimensional approach to a long-standing intellectual debate in the field of Turkish studies. As laid out by the editors in the preface, the book is based on the argument that the post-Kemalist paradigm is insufficient for making sense of Türkiye today, which prompts the search for an alternative paradigm (p. 14). The book, which consists of two sections, first details the failure of the post-Kemalist paradigm as seen through different disciplines, including political science, women’s studies, and foreign policy. The second part then provides a rethinking of the paradigm by presenting a critique of post-Kemalism from different thematic perspectives, including liberalism, culturalism, secularism, tutelage,1 Islamic studies, and political parties. The work aims to create an alternative perspective to contemporary Turkish studies and provides benefit to researchers who are interested in and are carrying out studies in this field.

Abstract:: Henry Kissinger examines six national leaders in his recent book, Leadership: Six Studies in World Strategy. These leaders are Konrad Adenauer from West Germany, Charles de Gaulle from France, Richard Nixon from the United States of America (US), Anwar Sadat from Egypt, Lee Kuan Yew from Singapore, and Margaret Thatcher from the United Kingdom (UK). The book focuses on how the lives and political strategies of these influential leaders from the second half of the twentieth century redirected their nations and what made them effective in world politics. In addition, Kissinger’s anecdotes explain the difficulties these leaders faced while rebuilding their countries after World War II and the qualities that caused them to have long-lasting effects. Kissinger’s diplomatic experience is as significant as the content of the book. Although famous worldwide, he is one of the most controversial diplomats. Kissinger, who fled the Nazis as a child and sought refuge in the US, worked as a national security advisor and Secretary of State during the Richard Nixon administration. Kissinger, who survived the Watergate Scandal and won the Nobel Peace Prize in 1973 for his role in ending the Vietnam War, served as Gerald Ford’s Secretary of State. After completing these duties, he continued to advise many US presidents. Undoubtedly, critical assignments made him read world politics in depth. He has been a key figure in global politics since the Cold War. However, Kissinger has an approach that ignores human rights violations to keep the international balance and the vital interests of the US. He continues to place particular emphasis on power and national interest in politics.

Abstract:: The role of intergovernmental organizations (IGOs) and non-governmental organizations (NGOs) in the global system is a contentious issue. States delegate some responsibilities and in certain instances accept growing autonomy. Coalitions address complex environments, wasteful overlaps and jurisdictional trespass, turning them into productive divisions of labor. Therefore, Yves Schemeil aims to explain in his new book, The Making of the World: How International Organizations Shape Our Future, the expansion, collaboration, competition, and death of international organizations (IO), offering “a concise and topical discussion” to distinguish the book from the IOs literature. The book examines the impact of IOs on daily life and the exogenous contexts that constrain their action, focusing on inputs rather than outputs and emphasizing networks rather than single units. It highlights the interplay between factors employed in IOs, such as collaborative trends and networking potential. Networks are essential for IOs as they help prevent deadlocks, make the fight for narrower win-sets obsolete, and solve the credibility problem by generating trust. IOs have, moreover, invented new ways of management and governance, making their organizations more flexible, cognitive, transformative, and networking-based.

Abstract:: Turkey’s political history has seen recurring shifts between democratic ideals and authoritarian tendencies, notably during the two decades of the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) rule. This transition marked a departure from a relatively democratic façade that emerged in response to the European Union (EU) accession process towards a more authoritarian regime characterized by increased government control and curtailment of civil liberties.1 It is a shift accentuated after the 2013 Gezi protests which culminated in a significant regime change in 2018. This transformation was marked by President Recep Tayyip Erdoğan’s consolidation of power through constitutional amendments, leading to the transition from a parliamentary democracy to a presidential system. To comprehend this transformation, it is imperative to examine the interplay between economic dynamics and the state within the neo-liberal capitalist system, aligning with Poulantzas’ observations on global trends.2 It can be argued that the accumulation and state crises, exacerbated by the 2008 global economic crisis, have contributed to Turkey’s authoritarian shift in parallel with global developments. Originating from a 2018 workshop at Middle East Technical University, Turkey’s New State in the Making: Transformations in Legality, Economy, and Coercion provides a historical-sociological perspective on Turkey’s state crises, serving as a vital resource for comprehending authoritarianism and class-state relations and offering an in-depth exploration of the AKP regime’s transformation, presenting a continuum of its history rather than a rigid division between democratic and authoritarian phases.

Abstract:: This study provides a comprehensive analysis of Türkiye’s decision-making processes in the context of the international ozone regime, particularly focusing on the country’s engagement in the Vienna Convention and the Montreal Protocol during the 1980s and early 1990s. Utilizing process tracing methodology and primary sources, and adopting an interest-based framework the research delves into Türkiye’s involvement and pinpoints the principal determinants of its international environmental policy. The study argues that Türkiye’s approach to environmental cooperation in the Convention and Protocol was shaped by the incentive and sanction provisions of the Montreal Protocol, efforts to align Türkiye’s commercial and political relations with the European Community, the growing involvement of Western countries in the agreements, and the potential environmental prestige gained from cooperative endeavors. The study emphasizes the trade provisions and Article 5 status within the Montreal Protocol, both of which played a critical role in influencing Türkiye’s policy choices. This significance primarily stems from the requirement for new calculations in abatement costs. It illuminates the causal links between specific design elements of the ozone regime and their impact on Türkiye’s policy decisions.

Abstract:: Financial turmoil damages national and global economies, but the causes of financial crises vary, with a combination of financial and political factors creating them. By asserting that every financial crisis necessarily involves political aspects, this study aims to certify that the poor policy response of Turkey, which has relied heavily on a “president over institutions” approach, has contributed to the ongoing severe currency and debt crises. Focusing on the two predominantly domestically induced crises of 2001 and 2018, this article analyzes secondary literature and data to put forth a framework that combines the fiscal policy response with a look at the country’s institutional strength and shows how financial uncertainty and instability exacerbated the conditions of the ongoing 2018 crisis. The study also finds that deteriorating political institutions in Turkey, marked by a lack of governmental efficacy that has led to compromised financial and fiscal sustainability, has played a considerable role in the onset of the 2018 crisis.

Abstract:: This study primarily aims to draw attention to the role of the European Union (EU) and the United States (US) in North Macedonia’s1 transition from a hybrid regime to a standard democracy from 2015 to the present. The stability of the country has been of paramount importance for the Western interests, thus the EU and US have continuously supported successive governments to uphold the de-facto powersharing system that prevailed since its independence in the early 1990s. By employing Levitsky and Way’s theoretical framework of linkage and leverage, this study aims to elucidate the decisive roles played by the EU and the US in cultivating the conditions necessitated for North Macedonia’s gradual democratic transition after 2015. To do this it addresses political developments in North Macedonia, discusses the problems that aroused during this transition period, which are inherited in a lack of democratic culture and widespread corruption, and finally, suggests that as the Macedonia example demonstrated, EU support and tutelage is critical during such challenging transitions.

45. From Arming to Fighting? The Steps to War, Mutual Military Buildups and Dispute Onset in the Greece-Ottoman Empire/Turkey Rivalries

Abstract:: Recent developments in the operationalization of mutual military buildups raise some questions about the findings of the quantitative literature on the association of mutual military buildups (MMB) and militarized dispute (MID) onset in the Greece-Ottoman Empire and Greece-Turkey dyads. We use the novel data to evaluate that relationship, working within the Steps to War explanatory framework. The Greece-Ottoman Empire and Greece-Turkey cases are puzzles for the framework, since on the one they have had a frequent presence of the Steps to War but have far fewer wars than we would expect. Our analysis indicates that despite that puzzling incongruity the Greece - Ottoman Empire and Greece-Turkey cases are good fits for the Steps to War, except when it comes to the role of mutual military buildups. We find indicators that while the other factors of Steps to War have a positive combined association with MID onset, the inclusion of mutual military buildups renders such an association statistically insignificant. On the other hand, we do find indicators that mutual military buildups may contribute to the transition from Lesser to Severe Rivalry, as per the Steps to Rivalry. Finally, the dyads reach infection periods that make war more likely as per the Steps to War. But many expected wars do not take place. We posit two possible explanations for future research: deterrence, or major power managerial coordination.

Abstract:: In recent years, an increasing number of nations have developed and institutionalized immigration programs aimed at attracting high-net-worth individuals, promising expedited residency and, in many cases, a streamlined path to citizenship. These initiatives target individuals expected to contribute economically, whether through immediate financial investments, capital transfers, or desirable professional skills deemed essential for national economic competitiveness. This article critically examines the rise of talent programs against the backdrop of scholarship studying investment-based citizenship schemes. While there is a developed literature studying investment-based citizenship programs and criticizing the imposition of neoliberal rationalities on state-induced meanings and practices of citizenship, there is less attention paid to the implications of these so-called merit-based citizenship programs. We argue that both sets of schemes follow a neoliberal market logic, prioritizing immigrants based on their perceived economic value. We explore how these programs disembed potential immigrants from their social contexts and perpetuate market-based inequalities. Thus, we propose that despite the distinctions often made between talent programs and investment schemes, both contribute to the reinforcement of a global citizenship hierarchy. Drawing on examples from Organization for Economic Co-operation and Development (OECD) countries’ skilled migration initiatives, we demonstrate how these programs shape discourses of selectivity and “deservingness” for future citizenship. Through a comprehensive analysis of legal frameworks and policy databases, the study highlights the complex interplay between migration policies, commodification of citizenship, and global hierarchies. Ultimately, it calls for a deeper understanding of the continuities and transformations in citizenship logics enabled by the infusion of market dynamics into migration policies.

Abstract:: Abdullah Hamidaddin edited a comprehensive study published by Bloomsbury in cooperation with King Faisal Research and Islamic Studies. The book provides outstanding research on the Huthi movement including sections on its ideology, belief system; and role in reconfiguring one of the oldest and strongest culture and history in the region. The current state of the Yemeni government, that is the divided and insecure rule of country since the Arab revolts in 2011 poses military and political threats to the Arab Gulf States and the Horn of Africa. Yemen hosts paramilitary groups like the Huthis and Al-Qaeda in the Arabian Peninsula along with unorganized groups belonging to Islamic State of Iraq and Syria (ISIS) as well as military groups with links to the Southern secessionists. Yemen is a failed state that poses serious insecurities for its citizens and for other states in the region. The underlining socio-economic problems of Yemen in terms of lack of economic activities, food insecurity, and the security of civilians are closely related with the ongoing proxy war between Saudi Arabia and Iran; the military intervention led by Saudi Arabia since 2015; the internal conflict among three major groups including Huthis, the Central government and the Southern secessionists. Amid all these overlapping elements of the conflict, the nature of the Huthi movement and how it has evolved to be major actor in Yemen require further attention. The purpose of the book is to illustrate the nature and impacts of the Huthi movement in Yemen. A multi-layered and multi-disciplined analysis of the movement in the volume edited by Hamidaddin divides and categorizes the overall content. The research, thus, is a significant and meaningful academic effort as it fills in a valid gap on the Huthi movements in the literature for this closed religious and political group operating in Yemen. The book is also important for understanding the current form and content of the war in Yemen because the case studies in the volume focus on quite recent issues like the education and media policies of Huthis.

Abstract:: Ancient Roman history creates a wide interdisciplinary field of study for academics, from politics and archaeology to sociology and art. Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. We can confidently say that this book fills a gap in helping us understand the intellectual and philosophical debates behind the political upheavals of the late Republic and in comparing Roman politics and politics today.

Abstract:: The World for Sale: Money, Power, and the Traders Who Barter the Earth’s Resources sheds light on commodity traders, crucial yet often overlooked actors in the global economy. The book is a collection of stories about them, how they get involved in political affairs, where they get their power, and how they work in the shadows. These stories from different times and places show the immense power of commodity traders. Methodologically, the book is mainly based on interviews with more than a hundred traders. Blas and Farchy also collected thousands of pages that detail the finances, business networks, and structure of commodity traders’ organizations (p. 11-12). The book consists of 13 chapters. Chapters 2, 3, and 4 are particularly important since they reveal how commodity traders operate by addressing the energy crisis that arose due to waves of nationalization in the Middle East in the 1970s and 1980s. The book’s main purpose is to reveal the role of despots and tyrants in the global economy by pointing out the unsavory aspects of their businesses, such as bribery and offshore banking. Since most of these methods are illegal and cannot be used by official companies and institutions, such commodity traders come to the fore.

Abstract:: Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.
