1. The Evolution and Ramifications of the Iran-Saudi Rivalry Through Multiple Lenses: A Review of Mabon, Fraihat and Mohammad

Abstract:: This review endeavors to identify key themes and critical perspectives discernible in the scholarship of Simon Mabon’s The Struggle for Supremacy in the Middle East: Saudi Arabia and Iran, Ibrahim Fraihat’s Iran and Saudi Arabia: Taming a Chaotic Conflict, and Talal Mohammad’s Iranian-Saudi Rivalry since 1979: In the Words of Kings and Clerics, who have meticulously investigated Iranian-Saudi relations in the Middle Eastern context. Since the Islamic Revolution of 1979, bilateral relations between the Islamic Republic of Iran and the Kingdom of Saudi Arabia have assumed paramount importance in elucidating the multifaceted political, religious, cultural, economic, and societal dynamics of the Middle East. The postrevolutionary trajectory brought a volte-face to relations, instigating a protracted period of rivalry and conflict spanning four decades, thereby catalyzing the escalation of conflicts across the Middle East. Both countries perceive each other as existential security threats, while concurrently aspiring for regional hegemony. Amidst this backdrop, seminal events such as Saudi Arabia’s support of Iraq during the Iran-Iraq War (1980-1988), the recalibration of the political landscape after the United States (US)-led invasion of Iraq in 2003, the reverberations of the Arab Spring, the execution of Nimr al-Nimr1 in 2016, and the Yemen Civil War have markedly intensified the discord in bilateral relations between Riyadh and Tehran. Although there have been short periods of restrained rapprochement and diplomatic overtures, the prevailing atmosphere of acrimony and relentless pursuit of dominance, both regionally and within the greater Islamic sphere, determine the framework of their relations. Consequently, pejorative labels such as “suspicion”, “infidel”, “enemy”, and “confrontation” often feature in describing the complicated dynamics characterizing Saudi-Iranian relations.

2. The Image of Imperial Russia as an Enemy in the Iranians’ Collective Memory

Abstract:: This research tried to uncover the historical factors that have instilled a deep-rooted distrust of Russia in the Iranians’ collective memory. The researcher employed a case study strategy to examine historical empirical data and analyzed the consequences of the conflicts between Persia/Iran and Imperial Russia through collective trauma theory. The research discovered that 1) the 9th–12th clashes and the Russo-Persian Wars in the 17th–19th centuries and their subsequent treaties of Gulistan, Turkmenchay, and later, Akhal, and 2) Imperial Russia’s interventions in Iran during Constitutional Revolution, including the shelling of the Iranian Parliament in 1911, threatening Iranian government by issuing two ultimatums in 1911, the occupation and atrocity against Iranians in Tabriz in 1909–1918, the shelling of the Holy Shrine in Mashhad in 1912, and occupying Iran during Persian Campaign in the First World War in 1914–1918, which later followed with Soviet occupation from 1941 to 1946 in World War II, were among the primary factors which led to distrust of Russia in Iranian collective memory to the present. The evidence for anti-Russian sentiments in Iranian collective memory was identified as contempt in historiographical and literary works, hatred in religious circles, and Russophobia and conspiracy theories among Iranian politicians. The author concluded that the image of Imperial Russia as an enemy in the collective memory of Iranians has been shaped by the transgenerational and lasting effects of the memory of historical events, making the feeling of victimization toward Russia an integral part of Iranian contemporary identity.

Abstract:: South Korea has indispensable military relations with the United States (US), especially in the context of its hostile relations with North Korea. In addition, China’s giant economic power makes South Korea reluctant to abandon its relations with China. Yet another significant factor complicating the regional dynamics for South Korea is the unresolved historical issues inherited from the imperial exploitation by the Japanese Empire on the Korean peninsula. This book aims to replace the narrative of South Korea’s as an “agent” in the global arena, considering its historical values and above-mentioned transforming conditions, with a multifaceted approach called “strategic pragmatism.” The author asks the following questions: what resources does South Korea have in its foreign policy-making processes?, what is its strategy based on these resources?, and what are the sources of the fundamental beliefs that construct the policymakers’ perception of South Korea’s foreign policy strategy?

Abstract:: The ability of migrants to adapt to their new environment in a short period of time while establishing a new life is an important factor affecting the welfare of both individuals and societies. The process of adaptation can determine the quality of life of the individual, reflecting the migrant’s ability to adapt socially, economically and culturally to their new environment. Adaptation in the new life after migration is usually associated with factors such as age, post-migration support from public institutions, postmigration support from relatives, post-migration support from neighbors, and inadequate educational opportunities. In this study, migration from Iran to Van province was analyzed using the geographically weighted regression (GWR) method. The analysis focused on identifying the factors that influence individuals’ responses to the statement “I adapted to my new life in a short time after migration”. According to the analysis results, it is observed that the GWR method gives stronger results. In comparison to the ordinary least squares (OLS) model, the GWR model demonstrates clear superiority across all evaluation criteria, indicating that the GWR model provides a substantially better fit to the data by capturing spatial variability more effectively.

Abstract:: The aim of this study is to elucidate decision-making processes of Ukrainian forced migrants of diverse ethnic and religious backgrounds relocated in Turkey in the wake of the Russian-Ukrainian War since 2022. We examine trends in prospective plans, including return, settlement, migration to third countries, and identify key factors influencing social integration in Turkey. To this end, extensive field research was conducted in five provinces in Turkey – İstanbul, Ankara, İzmir, Eskişehir and Antalya – between 2022 and 2024. This study employed qualitative method consisting of in-depth interviews with a wide range of stakeholders, including Ukrainian diplomatic representatives, migrant organizations, Turkish provincial migration management officials, and post-2022 Ukrainian migrants who were residing in Turkey under various statuses. The findings indicated that decisions between permanence and transience were determined by the state’s migrant and asylum policies along the embrace and provision continuum. In addition, active involvement of ethnic organizations of Ukrainians in migration processes appear to act as a factor that either triggers or hinders social cohesion.

Abstract:: This study examines the central government’s response to the paradiplomacy of sub-state actors through an analysis of the Turkish case, using a qualitative approach. As part of this research, a total of twelve face-to-face or virtual interviews were conducted with the representatives from the Turkish Ministry of Foreign Affairs, the Marmara Municipalities Union, and academics between June 2023 and November 2023. It views paradiplomacy as an outcome of the ongoing trend to localize diplomacy and aims to identify varying central government responses to paradiplomacy. These responses are analyzed using a three-fold categorization: positive, negative and mixed. The characteristics of each category explored in the context of the Turkish case. The study suggests that, despite the central government’s opportunistic approach to paradiplomacy, its response has shown a cyclical tendency. The central government’s stance on paradiplomacy is therefore complex and politically driven. It fluctuates along a broad spectrum, ranging from direct support to outright exclusion. This reflects the shifting political dynamics in Turkey.

Abstract:: Despite being physically divided in 1974, no peace agreement has been made in Cyprus since then. Amongst the issues awaiting solution, perhaps the most difficult one is the property issue. Problems related to property rights have been brought to the European Court of Human Rights (ECtHR) on several occasions. This study focuses on the Immovable Property Commission (IPC), which was established in accordance with the jurisprudence of the ECtHR. In a frozen conflict environment, the ECtHR, although not a transitional justice mechanism for resolving human rights violations in armed conflicts, occasionally plays an effective role in pressuring national authorities to repair the destructive effects of conflict periods. This study assesses the effectiveness of the IPC’s role in addressing property issues in general and within this specific context.

However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.

Abstract:: Relations between Russia and Türkiye have developed considerably since the end of the Cold War. What began as energy trade in the late 1980s evolved into cooperation in business, energy, construction, tourism, politics and even security. Behind the ever-expanding cooperation lies a mistrust fueled by historical enmity and regional rivalry that occasionally leads to confrontation. As the two countries seek to shape their competitive cooperation beyond the current geopolitical challenges and constraints of regional security and alliances, the question of whether they could find ways to advance their partnership is of paramount importance and has regional and global implications. This paper seeks to understand how they have managed their conflict-ridden past to develop a modus operandi in the post-Cold War world by proposing a new conceptual model, namely “competitive cooperation” or “coopetition”, to understand the relationship that developed over the last 30 years in different geographical regions.

Abstract:: The visa policy of the European Union (EU) member states against Turkish citizens has been a controversial topic for decades. Millions of Turkish citizens suffer from serious restrictions before their travel to the Schengen area for the purpose of their non-gainful activities. In time, two main options appeared before the visa-free travel of Turkish citizens, namely the opportunity brought by the interpretations of the Court of Justice of the EU (CJEU) based on the “stand-still clause” and secondly the Visa Liberalisation Dialogue. The objective of the article is to discuss whether the visa regime against Turkish citizens is justified or politically motivated. It connects the technical/legal analysis to a political analysis through the securitization theory. Security framing practices of the European actors at various policy levels are analyzed to explain the continuation of the restrictive visa regime against Turkish citizens despite two strong options that could have ensured visa-free travel. This article concludes that as a result of developments following the failed coup attempt in 2016, visa-free travel of Turkish citizens which was framed through the perceived threat of Turkish migration has transformed into a real threat.

13. Introducing the Response to Sponsorship Dataset: Determinants of Responses by Target States to State Sponsors of Rebel Groups

Abstract:: Empirical studies on the sponsorship of rebel groups have focused on understanding why and how supporter states help rebels, whether this engagement benefits the rebels, and the effects of sponsorship on the conflict outcomes. By comparison, the responses of target states to sponsorship behavior have been neglected despite the possibility of interstate crises, disputes, and conflict due to the sponsorship. This study introduces a new dataset, the Response Sponsorship Dataset (RSD), which measures target states’ responses toward state sponsors of rebel groups intending to terminate the sponsorship. The data includes information on the responses of 58 target states to 102 supporter states concerning the support of 150 rebel groups between 1991 and 2010, comprising 3719 observations. The RSD identifies diplomatic, economic, militarized, domestic, covert responses and inaction as target state responses as well as classifying them as coercive or non-coercive based on target states’ foreign policy engagements with sponsors. The RSD provides new opportunities for researchers and policymakers to analyze target responses with regards to conflict management and foreign policy as well as promising future research on support termination.

Abstract:: The Ottoman Foreign Ministry underwent profound adjustments and transformations during the institutionalization process in the late Ottoman Empire. These developments significantly influenced the training of diplomats within the Ministry of Foreign Affairs, particularly from the latter half of the nineteenth century onwards, enhancing the professional competence and training of Ottoman diplomats. In this sense, this article aims to thoroughly examine the impact of institutionalization process within the Ottoman Foreign Ministry on diplomats’ acquisition and learning of foreign languages. The primary source for this study will be the registry files (sicill-i ahval) from the Ottoman Archives. Employing a prosopographic approach, the study will analyze the foreign language proficiency of late Ottoman ambassadors and consuls, along with their methods of language acquisition. By doing so, this article seeks to advance our understanding of the process of professionalization and specialization within Ottoman diplomacy.

15. Ukraine and Russia: From Civilized Divorce to Uncivilized War

Abstract:: Russia’s ongoing military intervention in Ukraine since February 24, 2022, has attracted considerable attention from International Relations specialists, analysts, intellectuals, and academics. Russia's decision to go to war has been interpreted in a variety of ways. Some scholars have linked it to the country's imperial and Soviet history (Mankoff 2022; Rojeck 2022; Trenin 2022; Timothy 2022; Van Harpen et al. 2023), while others have seen it as a deliberate distraction from internal problems (Torbakov 2022). Paul D’Anieri’s second edition of “Ukraine and Russia: From Civilized Divorce to Uncivilized War”, which consists of ten chapters, challenges prevailing views by providing a comprehensive analysis of the historical context of the conflict. D’Anieri contends that the origins of the Ukrainian war of 2022 go beyond the immediate crises of late 2021 or the events of 2014. Instead, he identifies three post-Cold War dynamics - the security dilemma, democratization, and domestic politics - as the primary drivers of the war. According to D’Anieri, these factors strained ties between Russia, Ukraine, and the West, leading to the conflict (pp. 2-3). Chapters three, four, and five meticulously dissect each dynamic, offering a detailed analysis of the intricate relationships between the United States (US), Russia, Ukraine, and Europe from 1989 to the present conflict.

Abstract:: There is a growing body of literature in the social sciences that suggests that we live in a world surrounded by narratives that construct and interpret particular understandings of reality, that serve to make sense of the world. Following the understanding that everyone and everything has a narrative in the world we live in; it would not be wrong to say that these narratives appear in every shape and dimension. For instance, since the media also has a story to tell, we hear, watch, see and witness a wide variety of stories from the media. The media is therefore the producer and distributor of narratives. However, this emphasis has a deeper implication, namely that news stories are not simply a spiral of words describing events. This is because the media convey news to the receiving public by representing, constructing, and reconstructing it (through narratives). We frequently witness about various terrorist acts across the world via media. Saira Ali accurately examines this particular topic. Her book is for those who are concerned about how terrorism news is presented to audiences through the media and how it is made sense of in a country-specific and context-specific way. This approach also allows for a contextualisation of the construction of terrorism news narratives, within different cultural, social, and political contexts (p.5,10). The author embarks on an intellectual journey of curiosity regarding the mediatisation of terrorism in two distinct worlds. These worlds are Australia, where the risk of terrorism is quite low but it has taken drastic legal measures out of fear of global terrorism after 9/11, and Pakistan, with a more grey policy altough caught in the spiral of a complex terrorist atmospher. In this way, Ali’s intellectual effort is to interrogate the narrative that global terrorism is mostly damaging to Western civilisation by including the East in her analysis. Ali’s analysis is basically founded on an argument that “the reality of terrorism is constructed through discourse” (p. 6).

Abstract:: Diasporas and their organisations, which traditionally aimed to serve their interest in the homeland and abroad, have long been studied under several social science disciplines, such as anthropology, sociology, political science, and geography. At the beginning of the 2000s, for instance, human and political geographers started to focus on diaspora realizing that it is a geographical concept, which addresses various geographical themes such as dispersion, boundaries, territory (as homeland), and identity. The “geographical turn” contributed to the concept theoretically, and also to transnationalism and migration studies empirically by which cases were reconsidered through the lens of geographical concepts, such as space, place, and time. Similar to geographers’ arguments, diaspora organisations (DO) -as a distinct form of collectivity- and their activities are very relevant to what we study in International Relations (IR), especially when it comes to exploring DOs’ role that transcends state borders in development, human rights, conflict, and peace. In that regard, attempts to introduce novel contributions from various disciplines have the potential to significantly enhance our comprehension of the theory of diaspora and its associated organizations.

Abstract:: It is almost always the case that any Introduction to International Relations course teaches the contributions of Kenneth Waltz to the field, firstly through his grandiose formulation of a theory: it should be simple, parsimonious, abstract, and accordingly, one needs to move away from reality as much as possible to increase the theory’s explanatory and predictive capacity.1 Moving the individual and state level of analyses aside, Waltz simplifies his theory of international politics at the system/structural level and, with his neorealist theory becoming the dominant approach for a large part of the twentieth century, it put the state in a sort of black box, purposefully ignored individual actors, and targeted the maximum degree of abstraction as possible. In Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, which consists of seven chapters (one introduction chapter, four empirical chapters, one theoretical conclusions chapter and one policy implications chapter), Özdamar and Canbolat aim to shed light on foreign policy belief patterns of leaders in the Middle East and North Africa (MENA), highlighting divergences across them and comparing them to the average world leadership. In the process, and in total opposition to Waltz’s claim, the authors argue that advancing “the actor-specific empirical studies zeroing in on agent behaviors and decisions in the future” is “the only way for IR to establish itself as a scientific discipline” (p. 148). In other words, as opposed to the structural approaches, the authors propound that less abstraction and a more actor-specific, nuanced, and tailored approach would provide significant opportunities for the IR discipline to be scientific.

Abstract:: The book analyses the transition to renewable energy in Türkiye, which, according to the Bayulgen, is the country in the world that needs it the most to reduce its current account deficit, energy insecurity, and increasing environmental degradation. Chapter one is an introductory chapter and draws the general framework for the study. The main puzzle of the book is why renewable energy reforms stagnate over time despite favourable economic and technical conditions and why it is hard to increase renewable energy against fossil fuels. These questions are important to detect if the factors necessary to initiate pro-renewable policies are different from those that are necessary to sustain them. The Turkish case shows how governments can implement renewable energy reforms under external pressures to meet increasing energy demand without an ideological commitment to the environment. Therefore, clean energy reforms are not always motivated by societal demands. Once the reforms are enacted by the hand of a narrow governing circle more easily, more democracy is needed to sustain them to break the incumbent position of fossil fuel companies. Thus, the author claims that the drivers of initial reforms are crises, opportunistic elites, and concentration of power; while the drivers of sustainable reform are representative institutions and professional bureaucracy.

Abstract:: Looking at the history of European integration, it is well known that the post-World War II period was crucial. Although the foundations of the idea of “unity” in Europe have a much longer history, this idea took on a more concrete form in the post-war period. In this sense, the Schuman Declaration of May 9, 1950, can be considered a turning point. Apart from this step, we should of course not ignore the contribution of David Mitrany and other theoretical studies, especially those focusing on functionalism. While there is dense and comprehensive literature on the history of European integration within this framework, Mathieu Segers’ 2024 work, entitled The Origins of European Integration: The Pre-History of Today’s European Union, 1937-1951, analyzes the process from a different perspective. Focusing on the years 1937-1951, the book is almost like an archeological study. What makes it original in this sense is that it draws attention to the “American influence” in European integration, or “Americanisation” in his own words. Apart from the “Introduction” and “Conclusion”, Segers divides his work into two parts and six episodes.

Abstract:: The discovered hydrocarbon reserves throughout the Eastern Mediterranean hold enormous economic promise but have also increased regional geopolitical tensions. However, the discovery of reserves has failed to advance regional cooperation in the region due to pre-existing territorial conflicts and closed security alliances. Regional Security Complex Theory (RSCT) helps this study understand how security connections in the area determine energy politics by explaining the failure of economic benefits to transcend historical conflicts. This research shows that the securitization process of hydrocarbon resources created new conflicts that generated maritime military disputes and formed special alliances. The Eastern Mediterranean Gas Forum demonstrates how security issues supplant economic advantages since it excludes Türkiye from membership, thereby impeding the creation of an all-encompassing regional energy framework. The research adds value to existing knowledge about energy governance by underscoring the influence of state and non-state forces in the region’s energy sector. According to the analysis, energy diplomacy cannot solve geopolitical conflicts because security concerns need broader political structures for resolution. The Eastern Mediterranean hydrocarbon resources will continue to be a source of regional dispute if no comprehensive solutions are implemented.

Abstract:: Neoclassical Realism (NCR) combines international and domestic factors, offering a multidimensional framework for analyzing foreign policy. While this integration of external and internal dynamics has advanced foreign policy analysis, NCR remains constrained by its reliance on static unit-level variables. This limitation impedes NCR’s potential to fully bridge International Relations (IR) and Foreign Policy Analysis (FPA). In particular, NCR’s treatment of ideational variables as fixed overlooks the dynamic role of elite interactions, which significantly shape a state’s specific and fluid actions toward certain regions or actors— even under stable systemic pressures and enduring strategic-cultural ideas. This article addresses this gap by proposing the inclusion of inter-elite interactions as an intervening variable within the NCR framework. It argues that while the distribution of power sets the parameters for foreign policy, strategic culture and inter-elite interactions shape the specific foreign policy choices. By incorporating a socio-psychological focus on elite relations, the paper aims to enhance NCR’s explanatory power and fully unlock its potential for FPA. Abstract:: The concept of ontological security in foreign policy analysis (FPA) and International Relations highlights that states seek not only physical but also existential security. States, like individuals, aim to perceive themselves as meaningful entities and create stable identities through consistent routines and biographical narratives. These narratives are formed from collective memories and help the state maintain historical continuity and identity. However, FPA studies often overlook the importance of space, a crucial factor emphasized in psychological studies on individual ontological security. Space contributes to feelings of consistency, control, status, autonomy, and identity. This study explores the significance of space for a state’s ontological security in foreign policy, using Türkiye’s “Blue Homeland” (Mavi Vatan) policy as a case study. Türkiye’s ambitious maritime policy, involving activities like natural gas exploration and military exercises, reflects its quest for physical and ontological security. The Blue Homeland policy not only addresses physical security but also Türkiye’s need for ontological security through its discourses, symbols, and narratives. This study aims to introduce the spatial dimension into FPA’s ontological security approach and analyze Türkiye’s Blue Homeland policy through this new lens.

Abstract:: The article examines how NATO has strategically and symbolically addressed disruptions to its ontological security due to Russia’s military build-up in the Arctic and its aggressions in Ukraine. Based on an engagement between ontological security and securitization perspectives, the article argues that NATO’s intentional and unconscious securitization acts towards Russia have addressed its material threats and ontological anxieties. Demonstrating the intersection of the material and psychological aspects of securitization, it highlights how NATO has engaged in a security-oriented role in the Arctic and constructed Russia as an abject/other to reaffirm its “self” as a united, reliable, and values-driven collective defense alliance. This dual approach has reflected NATO’s reflexivity in balancing strategic and ontological needs to respond to evolving security dynamics. Analyzing NATO’s Summit Declarations, Strategic Concepts, and press releases on the Arctic and Russia, coupled with interviews with NATO officials, the article reveals three major themes the Alliance has used to securitize Russia as a threat: to the “Euro-Atlantic stability”, “the Arctic peace”, and “international law and values”.

Abstract:: When Russian forces attacked Ukraine on 24 February 2022, masses of people moved towards the borders of the European Union (EU). The unexpected increase in arrivals within a relatively short time span became a significant challenge for the EU to manage, turning into a crisis. This paper assesses whether the political alignment of different party groups in the European Parliament (EP) (e.g., left-wing, right-wing, populist) helps explain the discursive frames they adopt on migration within the context of the 2022 EU migration crisis. Using qualitative content analysis, the study identifies the discursive frames employed by members of the parliament in plenary debates. It finds that factors like the EU’s legislative procedure, institutional structure, and the EP’s political position contribute to overlapping discourses, which also vary based on the country of origin of migrants and the ideological positions of party groups.

Abstract:: In The Russian Military Intervention in Syria, Ohannes Geukjian attempts to explain Russia’s military intervention in Syria using the status-seeking theory. The theory claims that Russia risks conflict to retain its great power status. According to Geukjian, Russia is a statusinconsistent power, which means its status and capability are not aligned. Russia considers itself a great power due to its nuclear capabilities, veto power in the United Nations Security Council (UNSC), and its role in the Cold War. However, its economic, military, and material capabilities are insufficient to support this perception, hence making Russia an “overachiever.” Russia utilizes strategies to regain recognition as a major player in global politics, occasionally resorting to force. The book explores the events that led to Russia’s military intervention in 2015, with a particular focus on the factors that shaped its decision to support the Assad regime and contribute to the conflict resolution process.

Abstract:: In the last decade, the influx of over 3.5 million Syrian refugees has profoundly reshaped the dynamics of global migration governance (European Commission 2024). One of the most comprehensive studies on this topic is Syrian Refugees in Turkey: Between Reception and Integration by Zeynep Şahin-Mencütek, N. Ela Gökalp-Aras, Ayhan Kaya, and Susan Beth Rottmann. This work presents a critical analysis of Turkey’s multifaceted response to Syrian mass migration from 2011 to 2020, introducing the concept of “strategic temporality” to frame its analysis. Beginning with the theoretical framework of strategic temporality, this six-chapter work explores Turkey’s legislative and political context, analyses reception practices, i.e. an in-depth analysis of protection mechanisms and a study of integration processes, and ends with considerations of the broader implications of these responses.

Abstract:: Although the neglect of Marxism has been a pervasive characteristic of IR theory, there has been a marked revival of interest in Marxism. Marx’s materialist insights into the general historical development of societies, as well as his critique of capitalism and political economy, have served as alternative starting points for different critical approaches to IR and offers a welcome alternative to neorealism, constructivism, and poststructuralism that have dominated IR for several decades. Marxism provides a redefinition of IR by focusing on changes in material circumstances, historical conditions, and society instead of assuming unchanging and fixed structures of anarchy or the state. 31. Quo Vadis, Historical International Relations? Geopolitical Marxism and the Promise of Radical Historicism

Abstract:: John Maclean’s 1988 call “Marxism and IR: A Strange Case of Mutual Neglect” has generated a rich bounty of Marxist studies and paradigms in International Relations (IR). This cross-pollination merged in the 1990s with the “historical turn” and shaped the sub-fields of International Historical Sociology and International Political Economy. But has it left its mark on how IR is practised today? We argue that while Marxism has spoken significantly to the discipline, mainstream IR, even Historical IR, has been largely impervious to Marxist arguments, drawing the standard charge of economism and structuralism. Rectifying these critiques, we suggest that conventional historical studies of “the international” remain methodologically and substantively impoverished. We exemplify this by showing how leading Historical IR studies of “systems change” fail to explain the inside/outside and public/private differentiations constitutive of the modern international order and to integrate the “levels of analysis” they presuppose. We further argue that this rejection has been facilitated by influential Marxist IR paradigms, which ultimately privilege structuralism over historicism: While Neo-Gramscians initially mobilised “historicism” to dissolve claims about the “sameness” of international relations across time and space, the approach became identified with the reified master-category of “hegemony”. Uneven and Combined Development, in turn, has gravitated towards matching Neo-realism’s claim to theoretical universality by insisting on transhistorical model-building and nomological “grand theory”. Both approaches remain over-sociologised and fail to address international politics. Drawing on radically historicist Political Marxism, this article shows how its substantive socio-political premises explain the historical formation of the contemporary international order and re-unite the “levels of analysis” theoretically to provide a framework for non-reductionist and non-economistic accounts of historical international relations. This requires an answer to the agentic challenge of Neo-Classical Realism by reincorporating grand strategy, diplomacy, and international politics into a reformulated perspective of Geopolitical Marxism to track the full historicity of the making of international orders.

Abstract:: Over the past decades, Marxist-inspired approaches from the field of International Historical Sociology (IHS) have theorised the relationship between 16th and 17th Century European colonial expansion and the development of relations of production and economic growth on both sides of the Atlantic. In this article, we argue that such attempts – from Dependency Theory (DT), World-Systems Theory (WST), and Uneven and Combined Development (UCD) – are premised on a structuralist perspective which overextend the notion of capitalism and under examine the sphere of production, rendering divergent and distinct strategies of European colonialism a homogenous and under-historicised process. Embracing theoretical innovations from Geopolitical Marxism (GPM), we dispute this unitary logic of expansion, instead applying a radical historicist methodology to demonstrate that British and Spanish colonial strategies in the Americas (intra-imperial free trade vs. mercantilism) were shaped by nationally specific class relations (capitalism vs. feudalism/absolutism), generating unique patterns of settlement on the ground (mineral extraction vs. cash-crop production). Promoting historicism thus allows Marxist International Relations to better recognise "the 'making of' the international order" during the period of European colonial expansion from the 16th century onwards, and, in doing so, further understand its enduring legacies.

Abstract:: For the discipline of International Relations (IR), the study of International Peace Settlements (IPS) for the organization of postwar international orders has thus far primarily been the purview of realist, liberal, and constructivist approaches. To date, Marxist approaches have tended to either ignore the significance of IPS in the formation of new global orders or have been inscribed into longer-term overarching processes – namely, the reified consequences of the development of capitalism. These proclivities have had the unwelcome effect of subsuming the role historical agents have played in the devising of international ordering strategies under preordained universal “laws of motion” and downplaying the broader efficacy of foreign policymaking in the building of world order. This paper proposes to rectify this Marxist lacuna by highlighting how adopting an approach that elaborates on the principles of Geopolitical Marxism (GPM) in IR can overcome these shortcomings. The paper argues that a radical historicist methodology for analysing these important world-historical junctures retrieves the significance of contextualized agency within the historical materialist tradition and overcomes the issues beholden to structuralist Marxist approaches.

Abstract:: When and how do agents consciously reproduce or unconsciously transform social structures? This inquiry is pivotal for advancing a theory of socio-historical development, particularly in addressing a key debate within International Historical Sociology (IHS) surrounding modern revolutions. This debate revolves around the tension between the “consequentialist” interpretation of bourgeois revolutions and the “revisionist” critiques, notably from the “historicist” wing of Political Marxism (PM). This article contends that the tension arises from an inadequate conceptualization of the agent-structure relationship. Drawing on Roy Bhaskar’s transformational model of social activity (TMSA) and critical realist philosophy of science, the article proposes a conceptual framework reconciling PM’s focus on class struggle to understand the historical specificity of capitalism with the role bourgeois revolutions historically and structurally played for the development of capitalism. Integrating Bhaskar’s framework with historical materialism-inspired debates on bourgeois revolutions, the paper suggests that agents’ unconscious actions can transform social structures amid social disintegration (“classic bourgeois revolutions”). Conversely, agents consciously seek to preserve and reproduce social structures, as seen in “passive revolutions”. This occurs when social structures, marked by inequality and hierarchies, are viewed as historical constructs rather than natural phenomena, particularly in the context of uneven and combined development of capitalism. This analysis contributes to ongoing IHS debates, enriches our comprehension of modern revolutions, and extends TMSA by empirically delineating circumstances wherein agents consciously uphold or unwittingly trigger the transformation of social structures.

Abstract:: This article devises an analytical framework that synthesizes neo-Gramscian and social constructivist perspectives to dissect international regimes amid global hegemonic shifts. It portrays regimes as intersubjective constructs with unique social purposes within the broader hegemonic fabric, shaped by dominant ideologies and power distributions. The study examines the transition of the trade regime from General Agreement on Tariffs and Trade (GATT) to World Trade Organization (WTO) through the Uruguay Round (1986-1994) and the Doha Round’s deadlock since 2001. The article posits that the Uruguay Round marked a pivotal hegemonic transformation, transitioning the regime from embedded liberalism to neoliberalism by transforming its social purpose, norms, and generative grammar. Yet, this shift, which precipitated a legitimacy crisis within the WTO and was exacerbated by the Doha Round’s failure to regenerate neoliberal hegemony with a fresh synthesis of free trade and sustainable development, arguably rendered the WTO directionless and contributed to the fragmentation of global trade governance amidst emerging regional pacts and varied ideological visions of economic liberalism.

Abstract:: The recent African scramble has resulted in uneven and combined development (UCD) in Sub-Saharan Africa (SSA) throughout the 21st century due to unequal exchange. South Africa plays a sub-imperial role in this scramble in SSA. It both exploits and is exploited. The mining industry in South Africa has attracted interest from colonial powers, English-speaking businesses, and foreign investors, making it a highly lucrative sector. Furthermore, most black South Africans have been employed in the mining industry since the late 19th century. Over the past 25 years, the African National Congress government has utilised the mining industry to achieve economic transformation through black economic empowerment policies. This study proposes that the mining sector in South Africa is responsible for the ongoing UCD, despite receiving new investments and empowerment policies. South Africa’s inclusion in BRICS has broadened its range of international partners beyond its traditional Western or African counterparts. However, South Africa’s decision to join the BRICS group in 2011 has not yet yielded the expected transformation in the country’s economy and growth. As a result, it is uncertain whether South Africa’s BRICS membership has addressed the country’s persistent problem of UCD. This study argues that South Africa’s BRICS membership has exacerbated UCD in the country. This study proposes that Trotsky’s UCD analytical framework is useful for analysing South Africa’s policy choice to join BRICS, which strengthens its sub-imperial role.

Abstract:: This article presents a materialist ecofeminist critique of neoextractivism by highlighting its historical origins and elaborating its economic policy implications in Latin America. Three questions addressed are as follows: 1) How can materialist ecofeminism contribute to understanding the current dynamics of capitalist development in the Global South, 2) why (neo)extractivism hits women hardest, and 3) to what extent and how ecofeminist movements can shape a post-extractivist transition to a just and sustainable future. The article’s main argument is that exploitation and oppression in Latin America can be understood in terms of gender, race, and class and, therefore, require an intersectional analysis framework. Within this framework, post-extractivist alternatives in this region must incorporate an ecofeminist analysis to understand better how social expression systems (including sexism, white supremacy, and ecological crises) intersect and reinforce each other. In this framework, this study is intended to contribute to the growing literature and debate on the development and resistance dynamics of neoextractivism in Latin America, where long-standing racial and gender inequalities intersect with class inequalities.

Abstract:: Can Marxists, especially in the Third World, use international law for progressive social change? Responding to the Soviet Union's context and its jurisprudential challenges in constructing socialism, Pashukanis's seminal work on commodity form theory is nihilistic, assuming the very nature of form of international law as bourgeois with limited possibilities of radical change as its new content. European Marxism, on the other hand, in its context of revolutionary defeat and consequent postmodernist pessimism of cultural Marxism, either relies on Pashukanis's nihilistic position or a pragmatist and realist posture, insisting on staying within the law's bourgeois form and being content with social democracy. As opposed to this, Third World Approaches to International Law (TWAIL) scholars, while exploring the imperialist nature of international law and representing one variant of Third World Marxism, have been more optimistic, wanting to use international law to restrain and shield against powerful Western states, i.e., they believe that the content of Third World resistance can change the form of international law. This article deconstructs this class “content” of international law in the understanding of TWAIL and shows the postcolonial Third World states, and even in the yet to be independent states, were dominated by their dependent local elite, which had compromised by the ex-colonizers and had started blocking radical structural changes in Third World. Soon, the target of imperialism and the Third World elite became radical movements in the Third World, and this struggle of the marginalized shaped international law. Therefore, relying on the radical tradition of Third World Marxism and taking the right of self-determination as an example, this article argues that both the content and form of international law were simultaneously used, subverted, and changed in a dialectical and dynamic way by the resistance of the people of the Third World.

Abstract:: State fragility has received increasing attention in recent decades as a result of the nexus between development and international stability. This study investigates the empirical drivers of state fragility in sub-Saharan Africa from 2007 to 2019. We shed light on the explanatory variables of government effectiveness, political stability, per-capita GDP, grow GDP%, International Monetary Fund loans, and official development assistance. Using panel data analysis and a 39-country sample, our study finds that government efficiency and political stability, in contrast to foreign aid, has a significant effect on reducing fragility in sub-Saharan Africa. In light of these findings, the article proposes delivering foreign aid in ways that strengthen state capacity.

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:: Economic nationalism and state intervention recently gained attraction in many countries including Turkey. This paper questions whether Turkey has changed its economic policy framework towards a statecentric model and, if so, whether these changes are well thought-out and sustainable. The examination of key areas of state capitalism, that is the monetary, industrial, trade, financial, and state economic enterprise (SEE) policies put forward in the officially adopted five-year plans and annual programs, suggests that the changes in the economic policy framework began after the 2008 global crisis and accelerated after the transition to a presidential system. Upon examination, the policy framework does not reflect a definitive, coherent, and wholistic approach but rather a pragmatic attitude that swings back and forth, which exposes the country to swings in the global system.

Abstract:: The discovery of new natural gas resources in the Eastern Mediterranean fueled the tension in the region and led to a highly complicated crisis involving multiple actors. This study adopts a constructivist approach in analyzing the political economy of the Eastern Mediterranean energy crisis by relying on the role of identities and ideas in shaping economic decisions. The historical enmity between Turkey and Greece over Cyprus is at the heart of the crisis. Thus, the study focuses on the Turkey, Greece, and Cyprus triangle to reveal the impact of Turkey’s image constructed by Greece and the Republic of Cyprus, on the political-economic aspect of the decisions of Greece and Greek Cypriots. To accomplish this objective, a two-stage content analysis was conducted by filtering the official statements of Greece and the RoC from their respective foreign ministries, utilizing the keyword “Eastern Mediterranean.” By scrutinizing the official discourses and documents, the analysis aims to delve into the image of Turkey held by these actors.

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:: The primary objective of this study is to elucidate the impact of ontological security on states’ foreign policy preferences. The study posits that foreign policy preferences are closely related with their basic trust, a product of the intricate interplay between actor’s agentic capacity and its internal and external environment. This theoretical proposition is subsequently subjected to comparative examination within the contexts of Saudi Arabia and Kuwait. The study contends that despite sharing similar concerns regarding physical and ontological security, these two actors have pursued distinct foreign policy trajectories regarding the Arab uprisings and normalization with Israel that owe to differing types of basic trust. In doing so, the study aims to contribute to the ontological security literature from two perspectives: 1) to refine and elucidate the scope of the basic trust concept by reinterpreting it and highlighting its central role in ontological security analysis, and 2) to contribute to the practical applications of the field by applying the concepts developed in the ontological security literature to case studies of Saudi Arabia and Kuwait.

Abstract:: China’s economy underwent regulatory, structural as well as spatial makeovers since the increase of opening up and reforms in 1978. Intermittent policy interventions have been implemented by the Chinese state to ensure that the economy plays a vital role. Relatedly, the Communist leadership’s economic perspective was shaped by two key attributes: ideology and functionality (pp. 8, 11, 42, 119, 148, 313, 314). From an ideological perspective, the legacy of reforms was as crucial as the equitable principle of Communist rule in China, as both ensured the party’s survival and its control over the state. From a functional perspective, the state’s performance remained an essential indicator for China to achieve economic growth and improve the living conditions of its people. In his book, Between State Capitalism and Economic State Craft: China INC, China expert Aravind Yelery captures the systemic reflections of these transitions, mapping how the state fused growth and encouraged further opening to help China manifest its rise. The book delves into China’s growth models examining how these contradictions are ‘chosen ones’ and how China aims to rally its economic statecraft globally. The central crux is the Communist Party of China’s (CPC) authority retention over the economy by preventing the state from giving up control over important sectors and industries. State-Owned Enterprises (SOEs) played a vital part in achieving this goal in China’s economy, allowing the CPC to control governance. Thus, the chapters are significantly interconnected enlightening on the ascendancy of capitalist approaches in the CPC, exploring how China managed to defy the decline experienced by previous communist regimes. The explanation of SOEs is presented as a key factor in establishing effective domestic economic controls, ultimately enabling China to exert its dominance in global economic affairs.

The book examines a collection of 14 approaches from scholars of mainstream United States (U.S.), critical Western, mainstream Chinese, and critical Chinese approaches and seeks to reveal their relevant power-knowledge nexuses and region-centric characteristics in knowledge production, with a particular focus on the current power structure in knowledge production in Chinese and U.S. societies. Demir indicates that every approach occupies a position within the three-layered structure of knowledge production: core, semi-periphery, and periphery. Currently, the U.S. assumes the core (hegemonic) position within social sciences knowledge production, which enables it to dominate the means of knowledge production and direct the ways in which knowledge is produced. Therefore, the U.S. can globally reproduce its own theories, which it benefits from, under the guise of universal validity. Moreover, Demir advocates the diversification of intellectual knowledge in the social sciences, a human-centric approach instead of a region-centric one, a focus on the colonial histories of societies, and the decolonization of International Relations (IR).

Abstract:: The increasing deleterious effects of climate change have led to the emergence of multilateral environmental regimes and different understandings of responsibilities. Great Powers, Climate Change, and Global Environmental Responsibilities, edited by Robert Falkner and Barry Buzan, is an excellent book covering case-based examples of special environmental responsibilities. It aims to close the gap between International Relations (IR) theories on great powers and Global Environmental Politics (GEP) to illuminate the definition of environmental great power, differences in global environmental responsibilities, and the role of great powers regarding global environmental issues, particularly climate change. Buzan and Falkner argue that climate change is a global threat to international society that requires great powers to assume special responsibilities. Hence, this book seeks to bring together IR approaches to the study of great power and Great Power Management (GPM) to explain how great powers acquire legitimacy to justify their unequal status by accepting special rights and responsibilities as an institution of international society and how GEP perspectives shape the roles played by major powers (p. 6). The research questions of this study are as follows: (1) What are the features of environmental great powers? (2) Do environmental powers accept special responsibilities to combat climate change that correspond with their positions in global environmental politics? and (3) Have great powers securitized climate change, that is have they evaluated it as an issue that is related to maintaining international order and conserving stability in international society? The main argument of the book is that great powers have not developed a common understanding of their environmental responsibilities because they do not evaluate climate change as a systemic threat to the international system. Furthermore, whether it is a developed or developing country, the interests of great powers have blocked the securitization of environmental issues.

The book focuses on how the lives and political strategies of these influential leaders from the second half of the twentieth century redirected their nations and what made them effective in world politics. In addition, Kissinger’s anecdotes explain the difficulties these leaders faced while rebuilding their countries after World War II and the qualities that caused them to have long-lasting effects. Kissinger’s diplomatic experience is as significant as the content of the book. Although famous worldwide, he is one of the most controversial diplomats. Kissinger, who fled the Nazis as a child and sought refuge in the US, worked as a national security advisor and Secretary of State during the Richard Nixon administration. Kissinger, who survived the Watergate Scandal and won the Nobel Peace Prize in 1973 for his role in ending the Vietnam War, served as Gerald Ford’s Secretary of State. After completing these duties, he continued to advise many US presidents. Undoubtedly, critical assignments made him read world politics in depth. He has been a key figure in global politics since the Cold War. However, Kissinger has an approach that ignores human rights violations to keep the international balance and the vital interests of the US. He continues to place particular emphasis on power and national interest in politics.

Abstract:: Turkey’s political history has seen recurring shifts between democratic ideals and authoritarian tendencies, notably during the two decades of the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) rule. This transition marked a departure from a relatively democratic façade that emerged in response to the European Union (EU) accession process towards a more authoritarian regime characterized by increased government control and curtailment of civil liberties.1 It is a shift accentuated after the 2013 Gezi protests which culminated in a significant regime change in 2018. This transformation was marked by President Recep Tayyip Erdoğan’s consolidation of power through constitutional amendments, leading to the transition from a parliamentary democracy to a presidential system. To comprehend this transformation, it is imperative to examine the interplay between economic dynamics and the state within the neo-liberal capitalist system, aligning with Poulantzas’ observations on global trends.2 It can be argued that the accumulation and state crises, exacerbated by the 2008 global economic crisis, have contributed to Turkey’s authoritarian shift in parallel with global developments. Originating from a 2018 workshop at Middle East Technical University, Turkey’s New State in the Making: Transformations in Legality, Economy, and Coercion provides a historical-sociological perspective on Turkey’s state crises, serving as a vital resource for comprehending authoritarianism and class-state relations and offering an in-depth exploration of the AKP regime’s transformation, presenting a continuum of its history rather than a rigid division between democratic and authoritarian phases.

Abstract:: Financial turmoil damages national and global economies, but the causes of financial crises vary, with a combination of financial and political factors creating them. By asserting that every financial crisis necessarily involves political aspects, this study aims to certify that the poor policy response of Turkey, which has relied heavily on a “president over institutions” approach, has contributed to the ongoing severe currency and debt crises. Focusing on the two predominantly domestically induced crises of 2001 and 2018, this article analyzes secondary literature and data to put forth a framework that combines the fiscal policy response with a look at the country’s institutional strength and shows how financial uncertainty and instability exacerbated the conditions of the ongoing 2018 crisis. The study also finds that deteriorating political institutions in Turkey, marked by a lack of governmental efficacy that has led to compromised financial and fiscal sustainability, has played a considerable role in the onset of the 2018 crisis.

Abstract:: This study primarily aims to draw attention to the role of the European Union (EU) and the United States (US) in North Macedonia’s1 transition from a hybrid regime to a standard democracy from 2015 to the present. The stability of the country has been of paramount importance for the Western interests, thus the EU and US have continuously supported successive governments to uphold the de-facto powersharing system that prevailed since its independence in the early 1990s. By employing Levitsky and Way’s theoretical framework of linkage and leverage, this study aims to elucidate the decisive roles played by the EU and the US in cultivating the conditions necessitated for North Macedonia’s gradual democratic transition after 2015. To do this it addresses political developments in North Macedonia, discusses the problems that aroused during this transition period, which are inherited in a lack of democratic culture and widespread corruption, and finally, suggests that as the Macedonia example demonstrated, EU support and tutelage is critical during such challenging transitions.

Abstract:: Recent developments in the operationalization of mutual military buildups raise some questions about the findings of the quantitative literature on the association of mutual military buildups (MMB) and militarized dispute (MID) onset in the Greece-Ottoman Empire and Greece-Turkey dyads. We use the novel data to evaluate that relationship, working within the Steps to War explanatory framework. The Greece-Ottoman Empire and Greece-Turkey cases are puzzles for the framework, since on the one they have had a frequent presence of the Steps to War but have far fewer wars than we would expect. Our analysis indicates that despite that puzzling incongruity the Greece - Ottoman Empire and Greece-Turkey cases are good fits for the Steps to War, except when it comes to the role of mutual military buildups. We find indicators that while the other factors of Steps to War have a positive combined association with MID onset, the inclusion of mutual military buildups renders such an association statistically insignificant. On the other hand, we do find indicators that mutual military buildups may contribute to the transition from Lesser to Severe Rivalry, as per the Steps to Rivalry. Finally, the dyads reach infection periods that make war more likely as per the Steps to War. But many expected wars do not take place. We posit two possible explanations for future research: deterrence, or major power managerial coordination.

Abstract:: In recent years, an increasing number of nations have developed and institutionalized immigration programs aimed at attracting high-net-worth individuals, promising expedited residency and, in many cases, a streamlined path to citizenship. These initiatives target individuals expected to contribute economically, whether through immediate financial investments, capital transfers, or desirable professional skills deemed essential for national economic competitiveness. This article critically examines the rise of talent programs against the backdrop of scholarship studying investment-based citizenship schemes. While there is a developed literature studying investment-based citizenship programs and criticizing the imposition of neoliberal rationalities on state-induced meanings and practices of citizenship, there is less attention paid to the implications of these so-called merit-based citizenship programs. We argue that both sets of schemes follow a neoliberal market logic, prioritizing immigrants based on their perceived economic value. We explore how these programs disembed potential immigrants from their social contexts and perpetuate market-based inequalities. Thus, we propose that despite the distinctions often made between talent programs and investment schemes, both contribute to the reinforcement of a global citizenship hierarchy. Drawing on examples from Organization for Economic Co-operation and Development (OECD) countries’ skilled migration initiatives, we demonstrate how these programs shape discourses of selectivity and “deservingness” for future citizenship. Through a comprehensive analysis of legal frameworks and policy databases, the study highlights the complex interplay between migration policies, commodification of citizenship, and global hierarchies. Ultimately, it calls for a deeper understanding of the continuities and transformations in citizenship logics enabled by the infusion of market dynamics into migration policies.

Abstract:: Abdullah Hamidaddin edited a comprehensive study published by Bloomsbury in cooperation with King Faisal Research and Islamic Studies. The book provides outstanding research on the Huthi movement including sections on its ideology, belief system; and role in reconfiguring one of the oldest and strongest culture and history in the region. The current state of the Yemeni government, that is the divided and insecure rule of country since the Arab revolts in 2011 poses military and political threats to the Arab Gulf States and the Horn of Africa. Yemen hosts paramilitary groups like the Huthis and Al-Qaeda in the Arabian Peninsula along with unorganized groups belonging to Islamic State of Iraq and Syria (ISIS) as well as military groups with links to the Southern secessionists. Yemen is a failed state that poses serious insecurities for its citizens and for other states in the region. The underlining socio-economic problems of Yemen in terms of lack of economic activities, food insecurity, and the security of civilians are closely related with the ongoing proxy war between Saudi Arabia and Iran; the military intervention led by Saudi Arabia since 2015; the internal conflict among three major groups including Huthis, the Central government and the Southern secessionists. Amid all these overlapping elements of the conflict, the nature of the Huthi movement and how it has evolved to be major actor in Yemen require further attention. The purpose of the book is to illustrate the nature and impacts of the Huthi movement in Yemen. A multi-layered and multi-disciplined analysis of the movement in the volume edited by Hamidaddin divides and categorizes the overall content. The research, thus, is a significant and meaningful academic effort as it fills in a valid gap on the Huthi movements in the literature for this closed religious and political group operating in Yemen. The book is also important for understanding the current form and content of the war in Yemen because the case studies in the volume focus on quite recent issues like the education and media policies of Huthis.

Abstract:: The World for Sale: Money, Power, and the Traders Who Barter the Earth’s Resources sheds light on commodity traders, crucial yet often overlooked actors in the global economy. The book is a collection of stories about them, how they get involved in political affairs, where they get their power, and how they work in the shadows. These stories from different times and places show the immense power of commodity traders. Methodologically, the book is mainly based on interviews with more than a hundred traders. Blas and Farchy also collected thousands of pages that detail the finances, business networks, and structure of commodity traders’ organizations (p. 11-12). The book consists of 13 chapters. Chapters 2, 3, and 4 are particularly important since they reveal how commodity traders operate by addressing the energy crisis that arose due to waves of nationalization in the Middle East in the 1970s and 1980s. The book’s main purpose is to reveal the role of despots and tyrants in the global economy by pointing out the unsavory aspects of their businesses, such as bribery and offshore banking. Since most of these methods are illegal and cannot be used by official companies and institutions, such commodity traders come to the fore.

Abstract:: Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

Abstract:: This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

Abstract:: In this study, we aim to explore the ideational and contextual sources of perceptions about refugees. Contrary to many studies focusing on the interaction with and integration of refugees in developed countries, we examine the effect of social identity and refugee exposure on the perception of refugees in Turkey, which pose a substantive case with a background of ethnic conflict and scarce resources. We contend that social identities provide individuals with cues; however, we argue that identity type and its salience are key to understanding in-group vs. out-group formation processes, hence the perceptions about refugees. Moreover, we argue that socioeconomic status affects an individual’s support for refugee integration, as it challenges the existing status quo of access to scarce resources. Our findings challenge the conventional wisdom in migration studies by employing an original face-to-face survey among over 1,100 respondents in three cities (Istanbul, Diyarbakir, and Gaziantep) in Turkey. We find that those prioritizing national vs. religious identities reveal different levels of perceived threat. Additionally, we show that those belonging to lower-income socioeconomic groups are less supportive of refugee integration when the presence of refugees sets the ground for competition for economic and social resources where they reside.

Abstract:: The blockade imposed on Qatar changed the power dynamics in the Persian Gulf, increasing tension and insecurity in the area. Qatar’s ability to overcome the blockade was largely due to its cooperation with Iran, and the two countries’ ties grew as a result. This study investigates whether Qatar’s long-standing hedging toward Iran has changed into an alignment in the wake of the 2017 blockade. The key conclusion of the article is that, despite Qatar’s faint signals of alignment with Iran during the blockade, it did not entirely stray from its hedging strategy. Qatar-Iran relations has been selected as a case study to illustrate the effects of regional developments and security crises on the hedging strategy within the context of the Blockade Crisis.

Abstract:: Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

Abstract:: Students and practitioners of International Relations have always been wondering whether the effects of anarchy can be mitigated, where anarchy stands for the absence of hierarchical organization among states. In other words, is it possible for states to abandon their endemic suspicions and anxieties, and start to trust each other? Sebastian Rosato, with his timely and much needed work, concludes that this cannot be the case and those who foresee rosy scenarios for the United States (US)-China rivalry are, to put it mildly, mistaken.

Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

Abstract:: 2020’s international system, which according to John Mearsheimer “shifts from unipolarity to multipolarity,”1 is more welcoming for small states and small state studies. In this environment where the number of actors is growing, small states have a stronger voice through the alliances they make, the projects they create or the roles they play in international organisations. The book named “Small States and Shelter Theory: Iceland’s External Affairs”, analyses the current foreign policy decision-making processes of small states as system actors, with the purpose of adding a new theory to the International Relations (IR) discipline. Shelter theory, is presented as an alternative to the numerous IR theories explaining the behaviours of small states and this concept was initially introduced by the editor of the book, Baldur Thorhallsson, in 2010.2

In her analysis of global democracies, Applebaum explains why authoritarianism is on the rise and how it is being welcomed by many. She argues that the world is becoming more authoritarian, and democracy is starting to slip, especially with the recent election of US President Donald Trump. Through her writing, Applebaum hopes to bring awareness to this phenomenon with the hope of recognizing it and resisting it. Anne Applebaum is a Pulitzer Prize winning journalist, who has worked for several magazines and newspapers. These include The Spectator, The Evening Standard, Slate, The Daily and Sunday Telegraph, The Economist, The Independent, The Washington Post, and currently The Atlantic. Her career provides her with great access to the top decision-making circles both in Europe and the United States during critical times, including the fall of the Berlin Wall, or the Brexit referendum and its aftermath.

Abstract:: Is neoliberalism in a deep crisis or not? If yes, what are the dynamics of this crisis? Does this crisis promise social, political, and economic transformations? If it does, what are the prerequisites? Will global levels of inequality continue to be dispersed? If one desperately searches for an answer to these questions, Thomas Piketty’s latest book, A Brief History of Equality, might offer a possible starting point. Piketty is known for his valuable r>g theory. He explains that return to capital exceeds the rate of economic growth, and it, in return, increases the concentration of wealth. This time, he does not put forward a new theoretical frame. Instead, building upon his r>g theory, he elaborates on his argument for the deepening of inequality in a multi-dimensional and multi-faceted way within a large time frame between 1780 and 2020. As for the primary source of data, he utilises the World Inequality Database (WID.world), which contains evidence about the distribution of income and wealth over the years. It provides the author with a multidisciplinary approach, while interpreting the progress in economic, political, and social developments.

Abstract:: There is a high concern that development assistance can be seen as national interest from the donor’s perspective. The book dwells on the specific case of Brazil and tackles the question of how a country like Brazil seeks power and influence by providing no-strings-attached foreign technical assistance. In the book, there are also some similarities and differences among Southern emerging donors like China, India and South Africa, concerning their take on foreign assistance. The book, as Farrias puts it, is mainly about foreign policy motivations and development assistance. In the particular case of Brazil, author asks what the foreign policy logic behind the no-strings-attached development assistance is. While answering the question, she gets help from a theoretical perspective, which is a combination of realism and constructivism. According to Farrias, development partnership between developing countries is understudied; and she wants to clear this gap with a specific case study. According to her, most studies deal with money-based cooperation, but from a developing country’s perspective, knowledge sharing is common. Hence, technical cooperation is ought to be explored, Farrias claims. According to Farrias, technical cooperation is mostly on non-controversial topics. She advocates that despite the weakness of development assistance, it is one of the most common foreign policy tools for developing countries.

Abstract:: The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

Abstract:: The ICJ in its order dated 16 March 2022, decided that the legality of the unilateral use of force to prevent acts of genocide is ‘doubtful’. Based on this order, it is possible to say that the ICJ provides a yellow light to unilateral use of force for the prevention of acts of genocide. But the ICJ expressed its opinion in this respect in 2007, underlining that every state may only act within the limits permitted by international law. The doctrine underscored that the unilateral use of force for the prevention of genocide was forbidden. In this situation, the following question arises: is it really doubtful? To find the answer to this question, it is necessary to examine the legal basis and means for the prevention of genocide. In this article, the legality of the unilateral use of force for the obligation to prevent genocide has been comprehensively discussed.

Abstract:: Unipolarity has been taken for granted and remains unquestioned in the International Relations literature. This article provides the conceptual history of unipolarity by bringing an immanent critique. It shows the evolution of unipolarity literature in the absence of counterbalancing in four stages. It focuses on the use of history in structural realism and brings a historical sociological perspective to the literature to show how tempocentric theorizing impaired the understanding of unipolarity as a distinct structure. The article concludes by underlying the importance of noticing the cost of reification of concepts for theorizing and by highlighting that unipolarity is still understudied both theoretically and methodologically.

Abstract:: Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

Abstract:: The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Abstract:: Covid-19 not only posed a threat to the bodies of individuals or their mental health but also disrupted routines that are re-producing certain communities every day. This is particularly the case for communities with already securitized identities such as the ultra-Orthodox (Haredi) society in Israel. Its authentic narrative, routines and practices that had been sustained thanks to their decades-long autonomy within the state, faced a substantial challenge when the state-led pandemic measures arrived in Haredi towns. This article seeks to explain the Haredi non-compliance with certain pandemic instructions like closing religious and educational centers, through the conceptual lens of an ontological security approach. It argues that the ontological security concerns of the Haredi leadership hampered them from fully complying with the state-led pandemic measures, even at the expense of risking the lives of individual Haredim.

Abstract:: This article aims to expand the social-theoretical and psychoanalytic range of research on ontological in/ security, by exploring parallel concerns addressed by Beck, Kristeva, Butler and Zizek. These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Second, the difficulties and possibilities of displacing othering processes within national and international politics. Third, the disruptive effects of globalising processes on the symbolic efficiency of cultures and on their encoded defences against ontological insecurity. Fourth, the crucial significance for political and international relations of the qualitative characteristics of those defences against ontological insecurity that gain predominance within cultural repertoires and their variable norms of recognition. Likewise, the significance of those norms of recognition that challenge established norms and successfully reorganise cultural repertoires.

89. Anxiety, Dissonance and Imperial Amnesia of the European Union

Abstract:: According to the master commemorative narrative of the EU, the European integration project represents a break with the violent European past characterised by fragmentation and nationalism, which culminated in World War Two and the crimes of Nazism and Stalinism. However, recent scholarship has criticised the omission of 19th and 20th-century European colonialism from the memory narratives advanced by the EU. In this article, I use the permanent exhibition in the House of European History (HEH) in Brussels to take this insight one step further and make two arguments. Firstly, I show that it is not only colonialism that is erased from official memory but, more broadly, empires and imperialism, although most European history over the past 2000 years was imperial. Secondly, I understand this “imperial amnesia” as an anxiety-controlling mechanism aimed at reducing the dissonance between the self-proclaimed image of a normative and civilian power on the one hand and imperial-like tendencies in its behaviour on the other.

Abstract:: This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Abstract:: Identity change is an important phenomenon in international politics. It can radically alter how states orient themself and act internationally. But how does identity change occur? For some, it is merely an epiphenomenal result of changes in the international distribution of power. Others highlight domestic factors, while still others see it as occurring through a social process of interaction with other states. There are also explanations that combine these and other factors. While existing accounts have pushed the debate on identity change forward, this article suggests that incorporating anxiety into our understanding of identity change would help us better understand two important aspects of it: how an existing identity comes to be doubted and how a new one becomes thinkable and eventually accepted. Drawing on the work of psychologist Rollo May, this article explores the link between identity change, anxiety and creativity. The argument is illustrated through reference to 19th century Japan. For much of its history, Japan was part of the Sino-centric order and looked up to China as a “teacher in the ways of civilization”. However, in the 19th century, Japan radically redefined its identity in relation to China, and Asia more broadly, and rejected the Sino-centric world view as it sought to become a “civilized” state similar to the Western countries.

92. “Ethnicizing” the EU’s involvement in post- conflict societies: The case of ontological insecurity in Republika Srpska

Abstract:: The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

94. Authoritarian Populism as a Response to Crisis: The Case of Brazil

Abstract:: This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

95. Turkey as Normative Power: Connections with the Muslim Brotherhood during the Arab Spring

Abstract:: The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

96. Beyond Geopolitics: A Geoeconomic Perspective of China-Iran Belt and Road Initiative Relations

Abstract:: The Belt and Road Initiative (BRI) is the largest regional development project in the history of global development. It is estimated that Chinese companies will invest up to $1.2 trillion in infrastructure development in Asia and elsewhere in the coming years. However, there are many obstacles to the successful implementation of this initiative in the host countries, including geographical factors, local culture, geopolitical contestation, public attitudes, institutional capacity, and governance quality. These challenges can substantially diminish the coherence of the BRI and prevent its effective implementation. This study aims to develop an analytical framework for exploring the risks associated with and challenges of executing BRI projects in Iran. To this end, all risks are categorized into three broad groups: operational, financial, and geopolitical. The results show that Iran generally faces many internal and external challenges in attracting foreign investment. The critical question is: Why is Iran receiving substantial investment from Chinese companies despite its unfavorable business environment? A geoeconomic approach is used to develop a theoretical framework to explain Iran-China BRI relations. In this context, Iran’s geoeconomic significance is the main factor encouraging the flow of Chinese investment into the country. The BRI comprises mostly functional cooperation between China and countries along the Silk Road based on a specific geospatial environment. Iran’s geospatial environment encourages Chinese investments in infrastructure, which is the main content of functional cooperation.

Abstract:: The political scene of the European Union (EU) presents a discursive field where identity construction becomes a vital tool for political parties to claim political credit and legitimize themselves. While pro-European parties utilize the narratives of an in-group of European identity, Eurosceptic parties problematize the gap between ‘us’ and ‘them’ by employing narratives of intergroup differentiation as an instrument to re/shape the political reality. The scholarly literature mostly focuses on Eurosceptic populist discourse and right-wing rhetoric relying on discursive socio-political exclusion to form in-group identification of national identities. By adopting a different stance, this article seeks to address the discursive strategies of the pro-European parties employed and mobilized during the 2019 European Parliament election campaigns through the discourse historical approach. It argues that it is of critical importance to reveal the pro-European discourse to reflect the pro-European stance over the debates on the existing identity cleavage within the turbulent European political scene.

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

99. A Comparative Analysis of Human Rights Protection in European Union and African Union Countries: An fsQCA Approach

Abstract:: This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.
