101. EU’s Global Actorness in Question: A Debate over the EU-Turkey Migration Deal

Abstract:
Addressing a close relationship between the EU’s role as a global actor and migration management, this article covers the 2016 EU-Turkey migration deal and endeavors to go beyond simple criticism of its efficiency. Following a review of the relevant literature and critical analysis of recent migration management process, interviews with field experts and policymakers were utilized to assess the policy dilemmas of the EU’s approach to the pressure from migration. The pressure the EU has long been experiencing is not a challenge that can be solved by asymmetric cooperation with third countries, characterized by an ignorance of divergences in perceptions and expectations. This may have subsequent impact on the EU’s enlargement policy and thereby on the stability of the region.

Abstract:
The discipline of International Relations is increasingly paying attention to nationalism, although this attention is mostly limited with the role of nationalism on international system. By presenting an approach born out of the intersection of Historical Sociology in International Relations (HSIR) and the Modernist School of Nationalism, this paper aims at expanding the terrain of nationalism studies in International Relations (IR). Using Iran as an example, it demonstrates that three basic premises of HSIR—the interaction between domestic and international dynamics, historicization, and multi-causality—are central to analysing nationalism, which is only associated with the domestic level. It argues that HSIR has much to offer not only to studies of nationalism and/in the Middle East but also to the discipline of IR by elucidating the international connections of this seemingly domestic issue.

Abstract:
Relationality seems to have attracted a broader audience in international relations (IR) in the last decade. Unlike other approaches of the relational turn that concentrate more on analyzing or stabilizing the international order, the Buddhist theory of IR is mainly concerned with the political practice of the liberation and healing of people. In this article, I will illustrate how Mahāyāna Buddhist teachings can contribute to IR by using case studies. The cases to investigate include the Okinawa base issue, Denmark’s ‘light in the darkness’, and South Korea-Japan diplomatic relations.

Abstract:
The contemporary IR craft homogenizes a pluriverse of time-spacescapes as if it were a “one-world world.” We propose a strategy of recrafting to engender a nimble discipline for actively encountering ‘the world multiply’ and a generation of scholars capable of engaging various forms of knowing/being/sensing/doing. Worlding multiply requires: (1) taking seriously the plurality of worlds that emerge through distinct existential assumptions and (2) learning how to translate/read across time-spacescapes built through incommensurate ways of doing/being without reducing one to the other. We suggest conscientiously developing tools—new skills, concepts, ways of being—for encountering complexity in both pedagogy and scholarship.

Abstract:
A West-centric knowledge bias has plagued International Relations (IR) for some time, prompting many non-West scholars to develop indigenous knowledge systems. In doing so, there is, however, a risk of both essentialization of certain cultures/histories; and reproducing the hierarchic and exclusionary structure of knowledge production. Moving beyond the add and stir critique style of non-Western approaches to IR, this paper explores the significance of connections and hybrid histories to understand gendered state practices. Through a case study of state performance in Kashmir, the paper traces the hybrid masculinist legacies (colonial, Brahminical and Kshatriya) derived from both Western and non-Western histories.

Abstract:
Conventional explanations of China’s Belt and Road Initiative (BRI) focus on how the BRI will be in China’s interest, how it will strengthen China’s geopolitical position, or a combination of the two. We argue that such views are limited because they merely interpret the BRI through ‘Western’ IR lenses. This paper ‘re-worlds’ China by using the BRI as a case study to illustrate how in the discursive field(s) of China’s elite, China as a Westphalian nation state, and China as amorphous Tianxia under Confucianism coexist, struggle for recognition, and are interrelated. Consequently, we argue that China, because of the economic miracle it created domestically over the last few decades, is now convinced of its own ‘moral superiority’, and ready to export its self-perceived ‘benevolence’ abroad. In this light, we read the BRI to be undergirded by a combination of ‘Western’ and Confucian values, suggesting a post-Western/post-Chinese form of regionalism.

Abstract:
One of the critiques of International Relations (IR) is that the discipline’s discursive boundaries are particularly rigid and continue to be shaped and maintained by dominant Western-centric concepts and discourses. This paper explores the apparent dichotomy between how concepts like ‘the international’ are interpreted by IR scholars and the experiences of ordinary people on which these concepts are imposed. How people engage with borders will be used as an illustration, with borders being regarded by IR scholars as constituting important boundaries that are essential to the field’s understanding of the world as consisting of neatly separated sovereign, territorial states. Two examples that highlight the arbitrary nature of national borders in Africa draw these assumptions into question and suggest that defining what does or does not constitute the international is, in reality, much more complex than suggested by the theoretical abstractions found in standard IR texts.

Abstract:
Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:
The New Security Legislation (NSL) passed through the Japanese Diet in 2015 has created concerns among the public and some parts of the academia about whether Japan’s potentially unhindered actions will destabilize the region. By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.

Abstract:
A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Abstract:
Immigration policy has taken centre stage in the social sciences over the past 20 years. Despite the proliferation of articles and books in this field, very little attention has been paid to immigration policy as foreign policy. It is domestic policy that prevails in the literature, most notably about the effects of immigration on destination societies. This article distinguishes the domestic and foreign policy aspects of immigration policy, acknowledging as it does so that foreign policy is virtually always an expression of national self-interest. It concludes with observations on the realist and idealist/liberal approaches to international relations theory including with respect to the recently adopted United Nations Global Compact for Safe, Orderly, and Regular Migration and the United Nations Global Compact on Refugees. Its purpose is to draw attention to this neglected aspect of immigration policy and to encourage others to explore it in greater detail, from the perspectives of both individual states and the world’s international institutions.

Abstract:
Deep ocean floor called as Area is considered as Common Heritage of Mankind (CHM) and the mining activities are managed by International Seabed Authority (ISA). In this article, firstly, the significance of the CHM concept with respect to decolonised states and its impact on law of the sea is elaborated. Secondly, the mandate of ISA which assumed responsibility for the translation of the CHM concept into practice is examined. Every state can take part in mining activities in the Area as a ‘sponsor state’ but the lack of precision with respect to responsibility limits have a deterrent effect over the states that are disadvantaged technically and financially. Considering the negative impact of this issue over the CHM concept the Advisory Opinion of the International Tribunal for Law of the Sea that was given in 2011 is examined.

Abstract:
This article investigates the impact of interpreters on the US foreign policy that is defined with a tradition of anti- diplomacy in the Trump era. The literature in both International Relations and Translation Studies often overlooks the impact of interpreters on diplomacy and fails to consider interpreter as an actor per se. In this context, the study will investigate the initiatives undertaken by interpreters in order to fill the emerging gap in the diplomatic sphere in terms of diplomatic language, customs and actors in the Trump era. Accordingly, the article first comparatively examines the role of interpreters and diplomats and then, discusses the key roles of interpreters in diplomacy under two main categories: “communication filter” involving time-gaining strategy, moderation and gatekeeping and “conciliation” that includes the roles of scape goat, crisis prevention and mediation. Overall, this study demonstrates that interpreters have a greater space of manoeuvre than is generally assumed in terms of influencing diplomatic processes. By establishing the missing link between International Relations and Translation Studies, this study aims to become a pioneering work that contributes to the debate about whether interpreters can be considered as an important diplomatic actor.

Abstract:
This paper aims to analyze Britain’s relations with the former colonies in the Gulf after the termination of the British protectorate in the Persian Gulf and discuss how the British colonial ties influenced the post-colonial relations with the Arab Gulf States. Archive documents, official papers and secondary sources were used in order to determine and compare the relations in pre/post withdrawal periods and the results were analyzed in frame of the Post-colonial theory. The main argument of this study is that the British colonial relations and ties, which had been constructed in political, military, economic and institutional spheres in the colonial era, were significant determinants in reshaping the new British foreign policy towards the Arab Gulf States. Britain, who successfully adopted the colonial relations in the new term, managed to preserve its interests after the withdrawal and even extended some of them in certain fields such as the oil sector.

Abstract:
The use of Twitter has become an important part of foreign policy making and conducting in the recent years. Since it is seen as the most powerful and popular tool of digital diplomacy, foreign policy makers increasingly use Twitter for sending messages to their counterparts and to inform their followers on certain issues, problems or current topics on their country’s foreign policy agenda. Taking the popularity of Twitter use in foreign policy, this study aims to discuss the role of Twitter diplomacy on Turkey-US relations. In this respect, how and for which purposes foreign policy makers in Turkey and the US use Twitter, which topics are mostly covered by the tweets of the selected top- level decision-makers’ accounts, the positive and negative impacts of Twitter on the current status of bilateral relations and the role that Twitter is likely to play in the future of relations are the points that are going to be dealt within the framework of this study.

Abstract:
This article analyses the evolving discourses over Turkish foreign policy deeply entrenched within the Turkish cultural wars. It demonstrates the process and mechanisms that render Turkish foreign policy an extension of the pursuit of cultural politics and statements of identity. It also assesses how the Middle East was posited not only as a theater of diplomacy but also as a rhetorical gadget over contested Turkish identity, especially pushed by the AKP intelligentsia and policymakers and avidly defied by the secular opposition. Its emphasis is on the Arab Spring and Turkey’s immersion into the Syrian civil war, as these developments exacerbated the overlap between foreign policy making and discourses on foreign policy, particularly since the AKP sought not only diplomatic opportunities but also a regional transnational realignment as a result of the Arab Spring and the regional revolutionary milieu.

Abstract:
Arguing that the European Union’s (EU) imposition of its norms and values on Turkey is a continuation of the logic of “European standards of civilisation”, this article offers a second reading of European discourses about Turkey. It regards enlargement conditionality as an apparatus through which the EU constructs its own identity as “ideal” and its others as imperfect. Thus, it attempts to deconstruct the EU’s standards of civilisation through three major lines on which they are built: the authoritative application of standards, unequal treatment and a geopolitical approach – as set by Hartmut Behr in 2007.

Abstract:
This article explores the institution of dual citizenship outside of the West and focuses on Turkey to assess the possible relationship between dual citizenship and the integration of migrants, drawing on Kymlicka and Norman’s (2000) dimensions of citizenship framework, with its tripartite focus on formal status, activity and identity. The research incorporates the perspectives of the three key groups of actors involved in international migration: the host state, the major sending states, and the migrants themselves. Our findings indicate that dual citizenship is neither a barrier to, nor facilitator of, integration in the citizenship dimension of activity in Turkey. Rather, integration — perceived as economic participation by the great majority of the actors — is linked not to dual citizenship per se, but to the acquisition of citizenship in the host country.

Abstract:
Developments in Syria over the past eight years prompted the arguments claiming that Early Republican Turkey had turned her back to the Middle East. However, after a close consideration regarding the discourses of the political elite in Turkey, it becomes evident that Early Republican Turkey’s Middle East policy had been tending to rapprochement with Arab countries rather than avoidance of getting involved in regional issues. This article aims to scrutinize the viewpoints of the outstanding political elite of the Late Ottoman and Early Republican periods like Hüseyin Cahit Yalçın and Falih Rıfkı Atay toward Greater Syria (Bilad-al-Sham) in order to understand the historical and intellectual backgrounds of Early Republican Turkey’s Middle East policy.

Abstract:
This study presents the importance of patron states for de facto states within the context of Turkey-Northern Cyprus relations intending to highlight how and in what ways the Turkish Cypriot civil society is influenced by this relationship. It analyses the societal dissent in Northern Cyprus through a detailed study of the leading role played by trade unions given the conjectural developments since the early 2000s and argues that this differentiates Northern Cyprus from other de facto states. With the case analysis of Northern Cyprus, this study aims to contribute to the gap on the study of de facto states’ domestic affairs and the influence of patron states on the societal structures of these entities.
