61. A Political Economy of Historical Change and Continuity in Turkish Foreign Policy

Abstract:
This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

Abstract:
In this study, we aim to explore the ideational and contextual sources of perceptions about refugees. Contrary to many studies focusing on the interaction with and integration of refugees in developed countries, we examine the effect of social identity and refugee exposure on the perception of refugees in Turkey, which pose a substantive case with a background of ethnic conflict and scarce resources. We contend that social identities provide individuals with cues; however, we argue that identity type and its salience are key to understanding in-group vs. out-group formation processes, hence the perceptions about refugees. Moreover, we argue that socioeconomic status affects an individual’s support for refugee integration, as it challenges the existing status quo of access to scarce resources. Our findings challenge the conventional wisdom in migration studies by employing an original face-to-face survey among over 1,100 respondents in three cities (Istanbul, Diyarbakir, and Gaziantep) in Turkey. We find that those prioritizing national vs. religious identities reveal different levels of perceived threat. Additionally, we show that those belonging to lower-income socioeconomic groups are less supportive of refugee integration when the presence of refugees sets the ground for competition for economic and social resources where they reside.

Abstract:
The blockade imposed on Qatar changed the power dynamics in the Persian Gulf, increasing tension and insecurity in the area. Qatar’s ability to overcome the blockade was largely due to its cooperation with Iran, and the two countries’ ties grew as a result. This study investigates whether Qatar’s long-standing hedging toward Iran has changed into an alignment in the wake of the 2017 blockade. The key conclusion of the article is that, despite Qatar’s faint signals of alignment with Iran during the blockade, it did not entirely stray from its hedging strategy. Qatar-Iran relations has been selected as a case study to illustrate the effects of regional developments and security crises on the hedging strategy within the context of the Blockade Crisis.

Abstract:
Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

Abstract:
Students and practitioners of International Relations have always been wondering whether the effects of anarchy can be mitigated, where anarchy stands for the absence of hierarchical organization among states. In other words, is it possible for states to abandon their endemic suspicions and anxieties, and start to trust each other? Sebastian Rosato, with his timely and much needed work, concludes that this cannot be the case and those who foresee rosy scenarios for the United States (US)-China rivalry are, to put it mildly, mistaken.

Abstract:
This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

Abstract:
2020’s international system, which according to John Mearsheimer “shifts from unipolarity to multipolarity,”1 is more welcoming for small states and small state studies. In this environment where the number of actors is growing, small states have a stronger voice through the alliances they make, the projects they create or the roles they play in international organisations. The book named “Small States and Shelter Theory: Iceland’s External Affairs”, analyses the current foreign policy decision-making processes of small states as system actors, with the purpose of adding a new theory to the International Relations (IR) discipline. Shelter theory, is presented as an alternative to the numerous IR theories explaining the behaviours of small states and this concept was initially introduced by the editor of the book, Baldur Thorhallsson, in 2010.2

In her book, Twilight of Democracy: The Seductive Lure of Authoritarianism, Anne Applebaum explores a political shift that many democracies face today. In her analysis of global democracies, Applebaum explains why authoritarianism is on the rise and how it is being welcomed by many. She argues that the world is becoming more authoritarian, and democracy is starting to slip, especially with the recent election of US President Donald Trump. Through her writing, Applebaum hopes to bring awareness to this phenomenon with the hope of recognizing it and resisting it. Anne Applebaum is a Pulitzer Prize winning journalist, who has worked for several magazines and newspapers. These include The Spectator, The Evening Standard, Slate, The Daily and Sunday Telegraph, The Economist, The Independent, The Washington Post, and currently The Atlantic. Her career provides her with great access to the top decision-making circles both in Europe and the United States during critical times, including the fall of the Berlin Wall, or the Brexit referendum and its aftermath.

Abstract:
Is neoliberalism in a deep crisis or not? If yes, what are the dynamics of this crisis? Does this crisis promise social, political, and economic transformations? If it does, what are the prerequisites? Will global levels of inequality continue to be dispersed? If one desperately searches for an answer to these questions, Thomas Piketty’s latest book, A Brief History of Equality, might offer a possible starting point. Piketty is known for his valuable r>g theory. He explains that return to capital exceeds the rate of economic growth, and it, in return, increases the concentration of wealth. This time, he does not put forward a new theoretical frame. Instead, building upon his r>g theory, he elaborates on his argument for the deepening of inequality in a multi-dimensional and multi-faceted way within a large time frame between 1780 and 2020. As for the primary source of data, he utilises the World Inequality Database (WID.world), which contains evidence about the distribution of income and wealth over the years. It provides the author with a multidisciplinary approach, while interpreting the progress in economic, political, and social developments.

There is a high concern that development assistance can be seen as national interest from the donor’s perspective. The book dwells on the specific case of Brazil and tackles the question of how a country like Brazil seeks power and influence by providing no-strings-attached foreign technical assistance. In the book, there are also some similarities and differences among Southern emerging donors like China, India and South Africa, concerning their take on foreign assistance. The book, as Farrias puts it, is mainly about foreign policy motivations and development assistance. In the particular case of Brazil, author asks what the foreign policy logic behind the no-strings-attached development assistance is. While answering the question, she gets help from a theoretical perspective, which is a combination of realism and constructivism. According to Farrias, development partnership between developing countries is understudied; and she wants to clear this gap with a specific case study. According to her, most studies deal with money-based cooperation, but from a developing country’s perspective, knowledge sharing is common. Hence, technical cooperation is ought to be explored, Farrias claims. According to Farrias, technical cooperation is mostly on non-controversial topics. She advocates that despite the weakness of development assistance, it is one of the most common foreign policy tools for developing countries.

Abstract:
The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

The relationship between academics and policymakers has a complex and multi-layered structure, and there are different views on how this relationship should be. While discussing the political processes in the context of Turkey’s membership, the interactions between academics and policymakers in the relations between Turkey and the EU have the potential to provide solutions in the steps that need to be taken. However, the academic tendency of EU studies in Turkey will be revealed by answering questions such as what subjects are preferred by academics working on the EU in Turkey to study in the knowledge-production process, which subjects they prioritize in EU studies, what the effects of the ups and downs in Turkey-EU relations are on the academy, and how the academy positions itself in the field of EU studies. It is considered that such a study will contribute to further studies on how the academy’s relations with policymakers are and how they should be in studying Turkey-EU relations

Abstract:
The ICJ in its order dated 16 March 2022, decided that the legality of the unilateral use of force to prevent acts of genocide is ‘doubtful’. Based on this order, it is possible to say that the ICJ provides a yellow light to unilateral use of force for the prevention of acts of genocide. But the ICJ expressed its opinion in this respect in 2007, underlining that every state may only act within the limits permitted by international law. The doctrine underscored that the unilateral use of force for the prevention of genocide was forbidden. In this situation, the following question arises: is it really doubtful? To find the answer to this question, it is necessary to examine the legal basis and means for the prevention of genocide. In this article, the legality of the unilateral use of force for the obligation to prevent genocide has been comprehensively discussed.

Abstract:
Unipolarity has been taken for granted and remains unquestioned in the International Relations literature. This article provides the conceptual history of unipolarity by bringing an immanent critique. It shows the evolution of unipolarity literature in the absence of counterbalancing in four stages. It focuses on the use of history in structural realism and brings a historical sociological perspective to the literature to show how tempocentric theorizing impaired the understanding of unipolarity as a distinct structure. The article concludes by underlying the importance of noticing the cost of reification of concepts for theorizing and by highlighting that unipolarity is still understudied both theoretically and methodologically.

Abstract:
Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

Abstract:
The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Abstract:
Covid-19 not only posed a threat to the bodies of individuals or their mental health but also disrupted routines that are re-producing certain communities every day. This is particularly the case for communities with already securitized identities such as the ultra-Orthodox (Haredi) society in Israel. Its authentic narrative, routines and practices that had been sustained thanks to their decades-long autonomy within the state, faced a substantial challenge when the state-led pandemic measures arrived in Haredi towns. This article seeks to explain the Haredi non-compliance with certain pandemic instructions like closing religious and educational centers, through the conceptual lens of an ontological security approach. It argues that the ontological security concerns of the Haredi leadership hampered them from fully complying with the state-led pandemic measures, even at the expense of risking the lives of individual Haredim.

Abstract:
This article aims to expand the social-theoretical and psychoanalytic range of research on ontological in/ security, by exploring parallel concerns addressed by Beck, Kristeva, Butler and Zizek. These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Second, the difficulties and possibilities of displacing othering processes within national and international politics. Third, the disruptive effects of globalising processes on the symbolic efficiency of cultures and on their encoded defences against ontological insecurity. Fourth, the crucial significance for political and international relations of the qualitative characteristics of those defences against ontological insecurity that gain predominance within cultural repertoires and their variable norms of recognition. Likewise, the significance of those norms of recognition that challenge established norms and successfully reorganise cultural repertoires.

Abstract:
According to the master commemorative narrative of the EU, the European integration project represents a break with the violent European past characterised by fragmentation and nationalism, which culminated in World War Two and the crimes of Nazism and Stalinism. However, recent scholarship has criticised the omission of 19th and 20th-century European colonialism from the memory narratives advanced by the EU. In this article, I use the permanent exhibition in the House of European History (HEH) in Brussels to take this insight one step further and make two arguments. Firstly, I show that it is not only colonialism that is erased from official memory but, more broadly, empires and imperialism, although most European history over the past 2000 years was imperial.
