1. Russia’s Aggression Against Ukraine: Concept, Ideology, Objectives, Means, Consequences

Abstract:
The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

2. A Strategic Challenge: A Peddling Peril Index Analysis of Countries’ Restricted Russia Trade

Abstract:
National trade control systems and sanctions enforcement across the globe have been particularly challenged by Russia’s 2022 invasion of Ukraine, the unexpected types and number of goods to control, the need for rapid control of those items, and Russia’s determination to thwart others’ trade controls. The Russian situation demonstrates that even countries with strong strategic trade control systems have vulnerabilities. • In the aftermath of Russia’s invasion of Ukraine, the results of the Peddling Peril Index (PPI) for 2021/2022 provide a method to assess a total of 31 countries identified by their respective roles in the transshipment of restricted goods or the supply of dual-use goods used by the Russian military. • The purpose of this study is to identify patterns in these countries’ scores and lessons in finding ways of thwarting Russia’s success in violating sanctions and export controls.

3. Visible Progress at Russia’s Shahed Drone Production Site: Satellite Imagery Update and Call for Action

Abstract:
Nearly three months after the Institute and The Washington Post publicly revealed detailed information on the plans of JSC Alabuga1 (“Alabuga”) to produce thousands of deadly Shahed136 kamikaze drones on Russian soil, satellite imagery indicates that plans are progressing at the Alabuga Special Economic Zone. Yet, the company responsible, JSC Alabuga, and related companies are still not found on public U.S. or allied sanctions lists. The information in internal documents, analyzed by Institute staff over hundreds of hours, reveals not only detailed timelines for Alabuga’s production of weaponized drones and the establishment of mass production with Iranian assistance, but also multiple pressure points and vulnerabilities. Now, not later, is the time for the U.S. government to take the lead, work with partner governments and industry, and use leverage against those less inclined to cooperate, to hinder Alabuga from succeeding in providing the Russian military with thousands of Shahed-136 drones. With winter fast approaching, and Alabuga’s Shahed output increasing, Russia can be expected to accelerate its Shahed-136 attacks against Ukraine’s vital energy infrastructure, causing brutal living conditions for the civilian population. A key, overdue first step is for the United States and its allies to sanction JSC Alabuga and its associated companies

4. Electronics in the Shahed-136 Kamikaze Drone

Abstract:
Shahed-136 kamikaze drones, filled with Western electronics, continue to destroy Ukrainian lives and their civilian infrastructure. These drones, also known as Geran 2, are produced and assembled at JSC Alabuga facilities inside the Alabuga Special Economic Zone in Russia, with assistance from Iran. Yet, the company responsible, JSC Alabuga,1 and related companies are still not found on public U.S. or allied sanctions lists. Information in internal Alabuga documents, analyzed by Institute staff over hundreds of hours, show a remarkable ability to acquire sophisticated electronic components from the West and build modules aimed at defeating Ukraine’s ability to jam Shahed-136 drones and require Ukraine and its allies to keep deploying additional or more advanced jamming systems. The detailed information on the Shahed-136’s electronic components, with part numbers and manufacturer, provide a valuable opportunity to thwart exports of these specific parts to Russia and its partner Iran, which has to date supplied most of these electronic parts to Alabuga for use in the Shahed-136 drone. Starting next year, however, Alabuga has committed to outfit Shahed136 drones with electronic components it acquires on its own. The danger posed by Alabuga should mobilize governments to apply sanctions and other restrictive measures to Alabuga and the associated companies revealed in the documents. Sanctions on Alabuga would not only be helpful in disrupting Alabuga and associated companies’ procurement efforts, but they would cause stress to a giant drone factory that has to produce thousands of Shahed-136 drones on a tight schedule, with little previous experience with drone production, hundreds of new employees on its payroll, and under financial pressure to prove itself as a capable supplier to the military.

Abstract:
The Institute for Science and International Security has reviewed open-source images and information found on the internet, identifying several key Western parts, commonly available on the commercial market, used in the Russian Lancet-3 kamikaze drone. - The Lancet-3 is an effective combat drone that has been successful in combat operations against Ukrainian systems, including Western supplied armor and artillery. - This report follows a series of reports published in the last year by the Institute on Russian drone systems and its acquisition of foreign technology. - Russia is increasingly relying on large quantities of unmanned aerial vehicles (UAVs) to identify, target, and attack Ukrainian positions, vehicles, and structures. - Russia has a limited capability to design and produce advanced strategic commodities. To build these UAVs, Russia depends on extensive procurement networks to acquire strategic commodities produced by foreign countries, particularly the United States. - Because of the use of civilian Western components in Russian military systems, the United States and its partners are intensifying controls on critical items used in Russian drones, but more needs to be done.

6. Satellite Imagery Update on Alabuga Shahed-136 Drone Factory

Abstract:
Iranian-designed Shahed-136 kamikaze drones continue to destroy Ukrainian lives and their civilian infrastructure. These drones, also known as Geran-2, are produced and assembled by JSC Alabuga inside the Alabuga Special Economic Zone in Russia, with critical assistance from Iran. Recent commercial satellite imagery appears to show that the buildings making the drones continue to operate, and at higher levels than other facilities located at the SEZ. The image, taken on a Wednesday morning in late November, shows a winter scene of the SEZ, with all the visible buildings covered in snow, except the two buildings making the Shahed-136 drone. The heat generated by the Shahed-136 buildings’ interior appears to have melted the snow on their roofs, implying ongoing operation.

Abstract:
On March 2, 2022, the UN General Assembly convened in New York and voted 141 (in favor), 5 (against), and 35 (abstained), on the UNGA Resolution ES-11/1, condemning and demanding an end to the Russian invasion of Ukraine. This invasion is a paramount shift in the status quo of peaceful relations on the European continent and will have repercussions throughout the world. The Institute decided to assess the vote in terms related to international norms of responsible strategic trade and associated behavior, using the results and findings in the 2021/2022 Peddling Peril Index (PPI), which ranks national strategic trade control systems. We could have selected other international normative comparisons, but we decided to use the PPI since national strategic trade controls are often correlated with more responsible state actions, and the PPI also measures adherence to a large number of international treaties and conventions. A central finding is that the vote is positively correlated with states' demonstrated commitment and implementation of international arms control, trade control, and financial practices. Countries that voted against the resolution or abstained from voting performed worse, on average, in the Peddling Peril Index.

Abstract:
Russia is well known to depend on foreign goods for its military equipment and industries. Recent Ukrainian social media reports illustrate the large fraction of foreign goods in Russia’s Orlan-10, a mid-range, gasoline-engine, propellor-driven reconnaissance unmanned aerial vehicle (UAV) widely used by Russian military forces to pinpoint Ukrainian civilian and military targets for artillery strikes.

10. Procurement Data and Safeguards: Looking Historically and to the Future

Abstract:
Because nuclear programs depend on procurements, understanding such procurements has become an important aspect of safeguards today. This paper looks back at the development of this approach and draws out lessons for tomorrow. Past cases, recounted using open source data and Institute archives, are drawn from, among others, Iraq Action Team investigations, Iran inspections during 2003-2006, the Khan Network investigations, and the Joint Comprehensive Plan of Action. These cases illustrate important lessons about collecting and including procurement data more explicitly in state declarations and meeting inspection and monitoring goals. The cases also demonstrate the value of procurement data in facilitating the detection of irregularities in a nuclear declaration or verifying the correctness and completeness of a state’s nuclear declaration. These experiences and historical cases yield additional insights and lessons into ways to increase the usefulness of procurement data in future safeguards practices and methodologies.

11. Concurrent Crises in the Horn of Africa

Abstract:
The greater Horn of Africa, stretching from southern Ethiopia to northern Kenya and Somalia, is experiencing its worst drought in four decades. A fourth consecutive failed rainy season caused by the La Niña weather phenomenon has generated extreme drought conditions that have curtailed agricultural production, destroyed crops, and killed more than 3 million livestock, threatening the livelihoods and lives of millions of farmers and pastoralists. Across the region, more than 20 million people currently face starvation, and nearly 6 million children under the age of five are acutely malnourished. The number of individuals impacted by acute food insecurity will likely increase to over 25 million by mid-2022, hitting conflict-affected Ethiopia and Somalia the hardest, potentially leading to widespread malnutrition and starvation. Droughts in the region are not new, but they are becoming more frequent and severe, resulting in longer-term impacts. Climate models forecast the upcoming October–December rains to underperform, meaning the region will likely see an unprecedented five-season drought. Rangelands are unable to recover from increasing drought cycles and pastoralist livelihoods may no longer be viable in many areas. The current drought is the latest of many crises afflicting the Horn, including the Covid-19 pandemic, devastating floods, and locust outbreaks. The Horn is also one of the most conflict-affected regions of the world. Each country in the Horn has experienced some measure of political strife for decades. Conflict and violence have compounded the effects of climatic shocks on affected populations by creating additional needs and barriers for international humanitarian organizations and frontline local actors. Women and girls are bearing the brunt of these concurrent crises due to prevailing gender inequalities, which hinder their participation in decisionmaking mechanisms and humanitarian response and recovery efforts, undermining the integration of local actors in humanitarian action. While resilience-building efforts have made some progress in mitigating impacts from drought, they are not yet scaled to the overwhelming need. The combined effects of the climatic and political crises necessitate both an emergency humanitarian response and the implementation of long-term climate adaptation and resilience strategies.

Abstract:
In the Spring of 1991 Mette Skak, a Danish political scientist, and the author of this article, discussed in Sofia University “St. Kliment Ohridsky” during a BulgarianDanish conference the possibilities of building a security community in the Balkans – in a similar way as it has been created in the Nordic region of Europe and in the territory covered by NATO and then European Community (EC). The core idea of this concept, elaborated during the 1960s by the American political scholar Karl Deutsch, was to get rid of war as a method of solving conflicting interests between states. It is unthinkable and inapplicable for the member countries of the security community to use force in case of a dispute among them. Of course, certain preconditions are to be met by the participating states and key among them is compatibility of the values of the societies and the states in the group. The discussion led to naming this idea of the two scholars as ‘political science fiction’. To some extent this assessment was true – the wars in a dissolving Yugoslavia had not yet started, the former federation has been lured by the EC, USA and still existing USSR to preserve at any cost its integrity, the animosities of the Cold War Balkan international relations were still persisting, the national democratic transformations in the former totalitarian states were just beginning to toddle.

14. Iranian Illicit Procurement Scheme to Acquire Controlled Spectrometry Systems Busted

Abstract:
On September 9, 2021, the German Federal Prosecutors Office issued an arrest warrant for a German-Iranian citizen, Alexander J., who is accused of illegally exporting a multitude of laboratory equipment, including four spectrometers, in three separate cases, exports that appear to have also violated the Joint Comprehensive Plan of Action (JCPOA).1 The total value of all the goods exported to Iran is 1.1 million euros. The defendant, Alexander J., is accused of violating the Foreign Trade Act (AWG) and Regulation (EU) No. 267/2012 of March 23, 2012, as amended in October 2015 in response to the establishment of a special Iranian procurement channel in the JCPOA, which places restrictive measures on certain Iranian entities and equipment for export (and related activities, such as brokering). In the first two cases, Alexander J. is alleged to have exported items to an Iranian national whose Iran-based companies were EU-sanctioned front companies procuring laboratory equipment for Iran’s nuclear and ballistic missile programs at the time. Alexander J. further supplied the sanctioned entity with two spectrometers listed in Annex II of this EU regulation, which lists items that are not on the EU dual-use control list (Regulation (EC) No 428/2009 of 5 May 2009) but that could contribute to sensitive activities, including enrichment-related activities, reprocessing or heavy-water-related activities.2 These items require a license on a case-by-case basis. In addition, Alexander J. violated the regulation by providing goods to an embargoed entity. In the third case, Alexander J. exported two listed spectrometers to a different, unspecified Iranian entity, also without the required license.
