Abstract:: This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Abstract:: This essay is a translated and edited version of the Anis Makdisi Program in Literature lecture delivered by the author in May 2021. The talk, on the uprising sweeping every Palestinian geography from the river to the sea, was constructed as a series of illustrative stories. Their distillation, as Khoury points out, is that there will be no end to the Palestinian question so long as there exists a people continually prepared to resist the ongoing Nakba. “It is enough,” Khoury concludes, “that with this uprising Palestine has recovered the alphabet, leaving us to create a new idiom.”

Abstract:: This article maps the internationalization of the Palestinian cause by studying the participants, groups, and themes at Palestinian solidarity conferences held in 1969–70. Examining such conferences reveals the extent of communication and ideological debate between the Palestine Liberation Organization (PLO) and international solidarity activists at an important juncture in the internationalization of the Palestinian liberation movement. The article makes the methodological point that international conferences organized by the PLO and other Palestinian institutions can function as an alternative archive that complements the traditional archives of diplomatic and intellectual history. Read in tandem with extant Palestinian sources, the paper trail left by international conferences mitigates the scattered and precarious status of Palestinian archives.

4. Cultivating Credit: Financialized Urbanization Is Alienation!

Abstract:: Since 2007, the Palestinian Authority has implemented a strategy of financialized urbanization in response to economic crises precipitated by Israel’s settler-colonial stranglehold on the Palestinian economy. This article argues that financialized urbanization operates as a mechanism to expand the local banking sector and as a modality of settler-colonial alienation. Examining the joint-ownership structures of companies whose activities straddle real estate and financial markets, the article shows where land ownership in the West Bank ultimately lies. The study highlights qualitative changes in money lending and the extended reach of finance to emphasize the risks of financial collapse. Understanding finance capital and settler colonialism as systems predicated on managing risk for maximum returns, the discussion draws their relation to each other into a single analytical framework to center the question of land dispossession and racialization at the heart of financialized urbanization.

5. An Invitation to Belong: Challenging the Systemic Exclusion of Palestinians as Present Absentees

Abstract:: This essay takes as its starting place the “present absentee” status of Palestinians in U.S. and Jewish discourse and engagement with Israel/ Palestine. Ethnographic fieldwork in Jewish American communities demonstrates practices that reiterate a dynamic of Jewish belonging against the presence of Palestinian absence. The essay explores different initiatives to challenge this systemic exclusion of Palestinians, including public programs that amplify Palestinian voices and normalize hearing Palestinians as experts in their own lives and an experimental study group with Jewish American leaders that centers Palestinian perspectives in an effort to cultivate radical empathy. Insights gained in these initiatives point to the importance of articulating fuller visions of community and belonging in engagement with Israel/Palestine.

6. Israeli Law and the Rule of Colonial Difference

Abstract:: Israeli law is an important medium that maintains, perfects, and facilitates the fragmentation of Palestinians. Israeli citizenship figures in this structure of fragmentation as an exceptionalizing legal status that blurs “colonial difference” between Palestinian citizens in Israel and Jewish Israelis. The May 2021 uprising and its aftermath not only highlighted the counter-fragmentary forces present among Palestinians across different legal statuses, it also brought into clearer view a rule of “colonial difference” that crisscrosses the Israeli legal system and pertains to all Palestinians under its control. This essay explores the concept of “colonial difference” as applied to Palestinians through the law, and how this rule has been employed in the context of the May 2021 uprising against Palestinian citizens in particular.

7. The ICC and Palestine: Breakthrough and End of the Road?

Abstract:: The recent ruling of the International Criminal Court (ICC) affirming territorial jurisdiction over the West Bank, including East Jerusalem, and the Gaza Strip may at first appear to be a mere procedural decision outlining the court’s authority to investigate Israeli criminality. Upon closer scrutiny, however, it is clearly much more: an indirect, yet far-reaching vindication of Palestinian resistance and struggle in the ongoing “legitimacy war” with Israel. These legal proceedings have momentous potential implications for broader accountability efforts, which could be significant over time, even if attempts to prosecute Israeli perpetrators are ultimately frustrated. This legal event already sheds light on both the limitations of the court and the legal and geopolitical challenges it faces in cases where suspected perpetrators wield significant influence in international political arenas. As of now, the ICC has gained credibility precisely because it has the institutional courage to take on the architects of Israeli criminality.

8. Palestinian Refugees of the Oslo Generation: Thinking beyond the Nation?

Abstract:: This article analyzes the political narratives and critiques of young Palestinian refugees who have grown up in the bleak post-Oslo period. Based on ethnographic fieldwork and interviews conducted with refugee youth in Jordan and the West Bank between 2009 and 2014, I show that this generation of refugees endorses a collective Palestinian identity and peoplehood with claims to the (home)land while also narrating their identities and relations to land, nation, state, and rights as complex, multifaceted, and fractured. Their political imaginaries do not limit the political and epistemic project of decolonizing Palestine to the classic paradigm of a territorialized nation-state as enshrined in the Oslo two-state agenda. Rather, they point to a creative and radical, post-nation-statist, translocal politics for Palestine.

Abstract:: The Journal of Palestine Studies is celebrating fifty years of uninterrupted publication as the journal of record on Palestinian affairs since its founding in 1971. Historian, book author, and Columbia University’s Edward Said Chair of Middle East Studies, Rashid Khalidi, has been at the helm as editor for almost two decades. In this article, he reflects on the Journal’s role in knowledge production on Palestine from a number of vantage points: the situation that obtained at the Journal’s founding when Palestinians simply did not have “permission to narrate” their own story in the Western public sphere; the evolution of the academic universe in the United States and its eventual embrace of disciplines, such as race, gender, Indigenous, and Palestine studies, once considered marginal or fringe; and the concomitant and virulent Zionist campaign to tar speech critical of Israel and the Zionist project with the brush of anti-Semitism, whether in the media, politics, or academia.

Abstract:: This article traces the rise of anthropological scholarship on Palestine and/ or Palestinians from 2011 through the present, providing readers with a comprehensive bibliography of anthropological publications related to Palestine over that period. Drawing upon the author’s experience as a scholar of Palestine and a publicly engaged anthropologist, it accounts for the factors fueling the proliferation of this domain of knowledge production and the implications this has for representations of individual and collective Palestinian human conditions. The article argues that contemporary anthropological research and writing provide Palestinians with intellectual tools for discursive enfranchisement. Such anthropological engagement also makes possible global solidarity wherein Palestinians are recognized as epistemic equals, rendering legible the heterogeneity and complexities of Palestinian lived experiences.

11. National Identity in the Guest Room: The Palestinian “Duyuf”

Abstract:: This article explores the manifold dimensions of Palestinian contemporary identity through the lens of the ghurfat al-duyuf (traditional guests’ room) and its design. It argues that against a backdrop of a decades-long military occupation, this domestic space devoted to social functions is the terrain where families spontaneously express the core features of their identity and their participation in Palestinian nationhood through the layout of meaningful objects. It further contends that the narratives that emerged from the ghurfat al-duyuf over a ten-year observation period necessitate the reframing of Palestinian identity as a nuanced complex of diversities. Using a combination of architectural and ethnographic methods, the article seeks to provide an alternative approach to the subject matter, based on empirical observation of small-scale, everyday realities and common practices in the guests’ room.

12. The PLO and Communist Albania: Cold War Relations

Abstract:: This article examines Communist Albania’s support for the Palestinian cause and the relationships Tirana cultivated with the various groups comprising the Palestinian national movement. It explores the latter’s motivation for cultivating relations with Albania, a tiny Communist country that refused the logic of the bipolar world, both in its alliance with China and, later, through its disengagement from the East-West conflict and retreat into self-imposed isolationism. The article shows that, following Albania’s break with the Soviet bloc in the 1970s, the Palestine Liberation Organization, and specifically Fatah, was a more natural and logical choice for Tirana’s support than other, more self-avowedly left-wing Palestinian organizations. This study is based on primary sources from the archives of the Albanian foreign affairs ministry and the Party of Labour of Albania, as well as secondary sources such as accounts by members of the Albanian military who trained Fatah guerrilla fighters.

Abstract:: Despite its military, diplomatic, and economic power, Israel’s regime of military occupation, settler colonialism, and apartheid still views the nonviolent, Palestinian-led global Boycott, Divestment, Sanctions (BDS) movement as a “strategic threat” to its system of injustice, waging a protracted war against the movement accordingly. This essay aims to contextualize Israel’s war on BDS by examining the movement’s origins, principles, impact, and theory of change. It analyzes the most critical challenges BDS is facing and its most promising strengths, especially its balancing of ethical principles with strategic effectiveness and its intersectional approach to the struggle for Palestinian freedom, justice, and equality.

Abstract:: Taking the small number of ethnographic studies of Palestinian communities in North America as its problematic, this article situates that predicament in the larger context of decades of academic silencing of Arab American and SWANA (Southwest Asia and North Africa) studies, efforts that represent but one component of a larger political project to quash pro-Palestinian activism. Abetted by the absence of a racial category, scholars continue to face substantial hurdles at the institutional level, inhibiting the robust growth of the field and boding poorly for an expansion in community studies. Yet recent scholarship on Palestinians in North America— exemplified by the articles included in this special issue that center the complexities of identities; activism; and Black, Indigenous, and people of color (BIPOC) solidarities—evidences real changes on the ground for Palestinian activism. Those changes, and continued advocacy for institutional change, are necessary to invigorate community studies, a critically important method of scholar-activist praxis because of their power to enhance a community’s access to resources, well-being, organizing capacities, and local-level power and solidarity building.

Abstract:: This article explores the resurgence of Indigenous/Palestine solidarity during the Wet’suwet’en land sovereignty struggle in Canada that took place around the same time Donald Trump’s Middle East “peace plan” was released in early 2020. Historicizing this resurgence within a longer period of anti-colonial resistance, the article attends to the distinct historical, political- economic, and juridical formations that undergird settler colonialism in Canada and Israel/Palestine. It contends with the theoretical limits of the settler-colonial framework, pushing back against narratives of settler success, and shows how anti-colonial resistance accelerated economic crises that led both settler states to enter into “negotiations” with the colonized (reconciliation in one case, and peace talks in the other) as a strategy to maintain capitalist settler control over stolen lands. The analysis also sheds light on a praxis of solidarity that has implications for movement building and joint struggle.

Abstract:: This article contributes to Palestinian intellectual history by discussing the lives and writings of three diaspora intellectuals during the transitional period of the 1950s: Jabra Ibrahim Jabra, Abdul-Latif Tibawi, and Nicola Ziadeh. I argue that they fused a conservative acceptance of state authority and avoidance of radical politics with a liberal understanding of nationalism and scholarship, including freedom, secularism, and objectivity. Without a Palestinian nation-state, their participation in the imagined futures of Pan-Arabism and decolonization meant avoiding radical leftist political movements. Instead, they advanced literature and history, surviving in the diaspora as liberals during Pan-Arabism’s transition from a revolutionary goal to a state ideology.

Abstract:: This article analyzes transformations in Palestinian secularism, specifically in Chicago, Illinois, in response to the weakening of the Palestine Liberation Organization and the emergence of Islamic reformist structures since the late 1980s. Up until then, secular community organizations that aligned with the secular-oriented Palestinian political factions constituted the ideological center of this community. Beginning in the late 1980s, however, a discernible religious shift began to take place. The analysis draws from extensive fieldwork (2010–15) to show how secularism has not disappeared but rather transmuted into new, often hybrid forms whose lack of institutionalization reflect the attenuation of secularist structures and orientations. The weakening of the secularist milieu leaves individuals who have become disenchanted with the religious-sectarian shift (at the time of the fieldwork) with few alternatives for social connection, solidarity, and action. They forge their own idiosyncratic paths as a result.

Abstract:: This article explores the transnational histories that have conditioned Palestinian youth organizing in the United States from the 1950s to the present day. It examines the organizational vehicles of earlier generations of activists such as the Organization of Arab Students (OAS) and the General Union of Palestinian Students (GUPS) to trace the formation of the U.S. chapter of the transnational Palestinian Youth Movement (PYM). It argues that in the Oslo and post-Oslo eras, which severed the Palestinian diaspora from the national body politic and the rich Palestinian organizational histories of the pre-1993 period, the lessons of their forerunners are instructive for PYM’s new generation of organizers. The article posits that transnational connections have profound implications for localized U.S. political organizing and that contemporary Palestinian youth organizing is part of a historical continuum. Drawing on oral history and scholar-activist ethnographic methods, the article situates contemporary youth organizing in its transnational and historical contexts.

Abstract:: For the last decade of his life, the Palestinian intellectual, author, and editor Ghassan Kanafani (d. 1972) was deeply immersed in theorizing, lecturing, and publishing on Palestinian resistance literature from Beirut. A refugee of the 1948 war, Kanafani presented his theory of resistance literature and the notion of “cultural siege” at the March 1967 Beirut conference of the Soviet-funded Afro-Asian Writers Association (AAWA). Articulated in resistance to Zionist propaganda literature and in solidarity with Marxist- Leninist revolutionary struggles in the Third World, Kanafani was inspired by Maxim Gorky, William Faulkner, and Mao Zedong alike. In books, essays, and lectures, Kanafani argued that Zionist propaganda literature served as a “weapon” in the war against Palestine, returning repeatedly to Arthur Koestler’s 1946 Thieves in the Night. Better known for his critique of Stalinism in Darkness at Noon (1940), Koestler was also actively involved in waging cultural Cold War, writing the United States Central Intelligence Agency’s (CIA) Congress for Cultural Freedom 1950 manifesto and helping the organization infiltrate Afro-Asian writing in the wake of Bandung. Kanafani’s 1960s theory of resistance literature thus responded at once to the psychological dislocation of Zionist propaganda fiction and the cultural infiltration of Arabic literature in the Cold War.

20. Gaza and the One-State Reality

Abstract:: In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

21. Mapping Palestine/Israel through Interactive Documentary

Abstract:: Available on publicly accessible websites, interactive documentaries are typically free to use, allowing audiences to navigate through amounts of information too large for standard film or television documentaries. Media literacy, however, is needed to understand the ways that interactive documentaries reveal or conceal their power to narrate. Examining ARTE France’s Gaza Sderot (2008–9), Zochrot’s iNakba (2014), and Dorit Naaman’s Jerusalem, We Are Here (2016), this article discusses documentaries that prompt audiences to reflect upon asymmetries in the power to forget history and the responsibility to remember it by mapping Palestinian geographies that have been rendered invisible. Since media ecologies are increasingly militarized, particularly in Palestine/Israel, interactive documentaries like iNakba and Jerusalem, We Are Here can disrupt Israeli state branding as technologically innovative while minimizing risk of surveillance by avoiding the use of location-aware technologies that transform interaction into tracking.

22. Palestine Comes to Paris: The Global Sixties and the Making of a Universal Cause

Abstract:: In the early 1960s, Israeli diplomats based in Paris noted that student life there had become political in new ways that threatened to undermine Israel’s image and standing in the public mind. In an effort to understand the growing international student body and its nine thousand wellintegrated Arab students, the embassy asked Israeli students to spy on their colleagues and submit detailed reports about their political associations, thoughts, opinions, connections, whereabouts, and much else. Using the reports and other auxiliary material that the Israeli diplomats collected, this article examines the formation process of a unique, student-led intellectual and political ecosystem. Abstract:: The Dead Sea, the lowest point on Earth, is one of the natural wonders of the world. Rich in minerals and salt, the lake has attracted visitors for millennia, and the economic value of its mineral riches has been important to both the local Palestinian population and to every colonial power that has ruled the area. Today, Israel exercises total control over the Dead Sea, the northern basin of which lies in the occupied Palestinian territories. Israeli settlements and international businesses, aided by state-funded initiatives, have established a profitable tourism sector and extractive industries based on the Dead Sea’s natural resources, while Palestinians remain effectively excluded from pursuing such opportunities. Qumran National Park, private beach resorts, and the cosmetics company AHAVA, among others, reap enormous profits from settlements in the Dead Sea area, benefiting from Israel’s occupation and unlawful policies and helping to drive a self-serving narrative of the area’s history.

Abstract:: This article examines the relationship of the Palestine Liberation Organization (PLO) to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) during the 1970s, the period when the PLO reached the zenith of its power in Palestinian refugee camps throughout the Levant. Based on archival United Nations (UN) and UNRWA documents, as well as the PLO’s own communications and publications, the article argues that the organization approached its relationship with UNRWA as part of a broader strategy to gain international legitimacy at the UN. That approach resulted in a complex set of tensions, specifically over which of the two institutions truly served and represented Palestinian refugees. In exploring these tensions, this article also demonstrates how the “question of Palestine” was in many ways an international issue.

Abstract:: This is the second installment of a two-part article on the recently released secret testimony to the Peel Commission. Part I ( JPS 49, no. 1) showed how the secret testimony deepens our understanding of the structural exclusion of the Palestinians from the Mandate state. Part II now focuses on what the secret testimony reveals about the Peel Commission’s eventual decision to recommend partition. It turns out that Zionist leaders were less central to this decision than scholars have previously assumed, and that second-tier British colonial officials played a key role in the commissioners’ partition recommendation. British decision-making over the partition of Palestine was shaped not only by a broad ambition to put into practice global-imperial theories about representative government and the protection of minorities; it also stemmed from a cold-eyed self-interest in rehabilitating the British reputation for efficient colonial governance—by terminating, in as deliberate a manner as possible, a slack and compromised Mandatory administration.

Abstract:: In response to growing Palestine solidarity activism globally—and particularly in countries that have been traditional allies of Israel—the Israeli government has launched a well-resourced campaign to undermine such efforts. A key element of this campaign consists in equating Palestine advocacy; the Boycott, Divestment, Sanctions (BDS) movement; and anti-Zionism with anti-Semitism. The concerted effort to delegitimize solidarity with the Palestinians is taking place even as genuine anti-Semitism is on the rise, thanks to the resurgent white nationalism of the Far Right in Europe and North America—political forces that Israel is harnessing to help shield from scrutiny and accountability its apartheid policies toward Palestinians, both citizens of the state as well as those under military rule. In its efforts to conflate anti-Zionism with anti- Semitism, the Israeli government is assisted by non-state organizations that nonetheless enjoy close ties with the state and its agencies.

Abstract:: How are refugees responding to protect themselves and others in the midst of the Covid-19 pandemic? How do these responses relate to diverse local, national, and international structures of inequality and marginalization? Drawing on the case of Beddawi camp in North Lebanon, I argue that local responses—such as sharing information via print and social media, raising funds for and preparing iftar baskets during Ramadan, and distributing food and sanitation products to help people practice social distancing—demonstrate how camp residents have worked individually and collectively to find ways to care for Palestinian, Syrian, Iraqi, Kurdish, and Lebanese residents alike, thereby transcending a focus on nationality- based identity markers. However, state, municipal, international, and media reports pointing to Syrian refugees as having imported the virus into Beddawi camp place such local modes of solidarity and mutuality at risk. This article thus highlights the importance of considering how refugee-refugee assistance initiatives relate simultaneously to: the politics of the self and the other, politically produced precarity, and multi-scalar systems that undermine the potential for solidarity in times of overlapping precarities.

Abstract:: The situation of West Bank Palestinians working in Israel has highlighted a number of parallels with the conditions of global labor employed in essential sectors during the Covid-19 pandemic. Under capitalism, the compulsion to work, ostensibly to cultivate life, comes at the risk of being exposed to death, but is preferred over immiseration caused by unemployment. The pandemic has merely amplified existing structural features of such employment. For Palestinian workers, with the risk of infection in Israel being significantly higher, the perilous conditions experienced by Palestinian labor have turned the preservation of life enabled by such employment more firmly into the production of death. The Palestinian Authority (PA), too, faces a conundrum: to balance the economic benefits it derives from Palestinian disposability in the Israeli labor market with public health considerations limiting such employment. This essay argues that the Covid-19 pandemic lays fully bare the necroeconomy produced by the intersection of settler colonialism and capitalism, which also forms the bedrock of the necropolitical order in the West Bank.

Abstract:: This paper examines Mahmoud Darwish’s exploration of the political, geographical, existential, and metaphysical dimensions of displacement, banishment, and statelessness in his 2005 lyrical epic “Exile.” The paper offers an analysis of Darwish’s treatment of dialectic, heteroglossia, the juxtaposition of the national and the existential, and conflicting temporalities, as well as political uncertainty and metaphysical fear. With particular reference to the paradoxical portrayal of space in “Exile”—the juxtaposition of the near and far, real and illusory, localized and dispersed—I also examine the ways in which Palestinian identity, as narrated in this poem, is destabilized and dispersed by what Michel Foucault calls “heterotopic space.”

Abstract:: Fatah leaders routinely accuse Hamas of plotting to establish an “emirate” in the Gaza Strip. Gaza is in fact turning into a statelet separate from the West Bank, but it is Israeli policies that are driving the “Gaza is Palestine” option with a series of measures that have been implemented since the early 1990s to sever Gaza from the West Bank. This development has intensified under the administration of U.S. president Donald Trump. In the White House’s vision for Middle East peace, which turns the West Bank into a series of isolated Bantustans enveloped by Israeli territory and shorn of Jerusalem, the Gaza Strip becomes the centerpiece of any future Palestinian entity. The international community, laser focused on avoiding another war in Gaza, has prioritized the humanitarian over the political crisis, furthering the excision of the Palestinian territory. As aid flows directly into Gaza, bypassing Ramallah, and Israel and Hamas negotiate a long-term ceasefire, the Palestinian Authority (PA) finds itself increasingly marginalized.

Abstract:: The Peel Commission (1936–37) was the first British commission of inquiry to recommend the partition of Palestine into two states. The commissioners made their recommendation after listening to several weeks of testimony, delivered in both public and secret sessions. The transcripts of the public testimony were published soon afterward, but the secret testimony transcripts were only released by the United Kingdom’s National Archives in March 2017. Divided into two parts, this article closely examines the secret testimony. Part I discusses how the secret testimony deepens our understanding of key themes in Mandate history, including: the structural exclusion of the Palestinians from the Mandate state, the place of development projects in that structural exclusion, the different roles played by British anti-Semitism and anti-Arab racism, and the importance of the procedural aspects of committee work for understanding the mechanics of British governance. Abstract:: The U.S. Security Coordinator (USSC) mission in Jerusalem was created in 2005 to help implement security sector reform within the Palestinian Authority (PA). With a single-minded focus on “counterterrorism,” Washington considered the USSC an ancillary mechanism to support U.S. diplomatic and political efforts to resolve the Israeli-Palestinian conflict. Despite upending long-standing U.S. policy and cutting all other forms of aid to the Palestinians, the Trump administration has maintained the USSC in the run-up to the “Deal of the Century.” This article draws on original interviews with security personnel responsible for enacting USSC interventions. It uses their insights to highlight how the mission tethered Israeli political aims to its remit, and the distorting ramifications that have ensued for Palestine and the Palestinians. In uncovering the full parameters of Washington’s securitization policy, this history also points to the ways in which the PA has consequently been woven into the U.S.-led “global War on Terror.”

Abstract:: This study follows the events that caused the depopulation of the village of Zakariyya, south of the Jaffa-Jerusalem road, during the summer of 1950. Using documents from state and military archives, the article constructs the story of the villagers’ expulsion and explores the role of the little-known Transfer Committee in initiating and promoting postwar expulsions of Palestinians from the newly established State of Israel. A close reading of the actions of individual committee members over the course of events uncovers both the Transfer Committee’s modus operandi and the ostensible rationale for the postwar depopulation of the village. The article argues that by packing the committee with representatives of major Israeli power centers, Chair Yosef Weitz in effect laid the groundwork for the continuing expulsion of Palestinians from Israel after the establishment of the state.

Abstract:: A 2019 investigation by the Israeli NGO Akevot and Haaretz newspaper has uncovered official suppression of crucial documents about the Nakba in Israeli archives. The Journal of Palestine Studies is publishing print excerpts and a full online version of the buried “migration report,” which details Israel’s depopulation of Palestinian villages in the first six months of the 1948 war, a document that clearly undermines official Israeli state narratives about the course of events. In methodical fashion, this report provides contemporaneous documentation of Israeli culpability in the expulsion of Palestinians from their homes and the systematic depopulation of so-called Arab villages in the first six months of the war. Alongside a discussion of key revelations in the newly available document, this introduction situates the broader pattern of erasure within historiographical debates over 1948 and questions of archival access. It examines how accounts of Israel’s birth and Palestinian statelessness have been crafted in relation to the underlying question: who has permission to narrate the past?

Abstract:: In 1967, Israel occupied the western section of Syria’s Golan Heights, expelling some 130,000 of its inhabitants and leaving a few thousand people scattered across five villages. Severed from Syria, this residual and mostly Druze community, known as the Jawlanis, has been subjected to systematic policies of ethno-religious identity reformulation and bureaucratic and economic control by the Israeli regime for half a century. This essay offers an account of the transformation of authority, class, and the politics of representation among what is now the near 25,000-strong Jawlani community, detailing the impact of Israeli occupation both politically and economically. During an initial decade and a half of direct military rule, Israel secured the community’s political docility by restoring traditional leaders to power; but following full-on annexation in 1981, new forces emerged from the popular resistance movement that developed in response. Those forces continue to compete for social influence and representation today.

Abstract:: This article examines the practices of humanitarian aid distribution from the perspective of aid recipients rather than providers through an immersion in the daily home life of Palestinian residents of Nahr al-Barid refugee camp (north Lebanon) in 2011. It argues that in the name of distributing aid fairly, humanitarian aid providers put in place a pervasive system of surveillance to monitor, evaluate, and compare residents’ misery levels by relying on locally recruited aid workers. This regime of visibility was designed to be one directional; NGOs never disclosed how much aid they had available, nor when or how it would be distributed. The inclusion of local aid workers in this opaque framework turned a process that relied on community and neighborhood ties into an impersonal machine that fostered doubt and suspicion and ultimately hindered the community’s ability to engage in collective political action.

Abstract:: This article explores border crossing and the Palestinian city as a literary metropolis—two major themes in the works of emerging Palestinian novelists in Israel. It looks at the “re-Palestinization” of urban space by writers who belong to a post-Oslo generation of Palestinian intellectuals that left villages and small towns in Israel to go and study, work, and live in the city. What distinguishes the literature of this generation is its negotiation of border crossing in a fragmented geography and its engagement with the city as a space of paradoxical encounter between a national imaginary and a settler-colonial reality. Based on a critical reading of their works, the article argues that Adania Shibli and Ibtisam Azem challenge colonial border discourse, exposing the ongoing Zionist erasure of the Palestinian city and creating a new topography for Palestinian literature. Abstract:: Conceptually linked, noncontiguous, and undeniably national, Ibrahim Nasrallah’s book series Al-milhat al-filastiniyya (The Palestine Comedies) breaks conceptual ground. Told across twelve volumes, the Comedies represents the long-called- for Palestinian national novel, though in unconventional form. The series uses diverse literary devices, including intertextuality and the archetype of the twin, to demonstrate how formal innovations can redirect assumptions about what constitutes not only a national novel, but also a nation. The series reimagines relationships between space, time, and people, giving narrative shape to a community so often imagined as fragments. Abandoning the retrospective prerequisite of bounded sovereign space and homogeneous, linear time, the Comedies imagines a “nation constellation.” A close examination of two novels within the series, A‛ras amna (2004) and Tifl al-mimhat (2000), shows how Palestinian relationships can be imagined outside existing national logics. It reads the constellation as an alternative nation form that can both encompass colonial frameworks and free the delimitation of Palestine from the dominance of power structures that only begin with the nation-state

Abstract:: Richard Falk’s quest to combine academic scholarship with political activism is witnessed throughout his lifework, but perhaps especially so during his tenure as United Nations special rapporteur on human rights in the Palestinian territories occupied since 1967, a position he held from 2008 to 2014. Falk is a vocal critic of Israel’s occupation and a staunch supporter of Palestinian self- determination, positions that have drawn strong condemnation from Israel and its supporters, but praise from Palestinians and their supporters. There is little doubt that Falk’s work has had a huge influence on public debate and activism pertaining to this issue, both within Israel-Palestine as well as globally. This article outlines Falk’s scholarship and activism regarding Palestine, analyzes the post of UN special rapporteur in general, reviews both criticism of and support for Falk’s work, and assesses Falk’s concept of the “citizen pilgrim.” It concludes by reflecting on what this reveals about the experience of praxis for politically engaged academics.

Abstract:: On 25 March 2019, U.S. president Donald Trump signed a proclamation recognizing the occupied Golan Heights as part of Israel. The Golan Heights proclamation, which endorses Israel’s annexation of the territory captured from Syria in the 1967 war, was issued two weeks before the Israeli general election in a photo-op with Prime Minister Benjamin Netanyahu at the White House. Undermining internationally agreed-upon norms prohibiting states from recognizing the annexation of territory by force, the proclamation could have detrimental consequences for the international legal order, providing a precedent for other states to take steps to annex territory they claim is necessary for their defense.

Abstract:: German organizations are among the last Palestine solidarity groups in Europe to have embraced the call for Boycott, Divestment and Sanctions (BDS), launched in 2005. Pro-Israel German groups have been quick to respond with aggressive rhetoric equating a BDS-favorable stance with Nazism. The vilification of the movement has had the unintended consequence of inserting BDS into German politics, both at federal and local levels. Select case studies show that the BDS debate in Germany has developed somewhat differently than in other European countries, and that religious discourse is significant in shaping attitudes to Israel and Palestine. While the Palestine solidarity movement tends to single out the “Anti-Germans”—a pro-Israel formation that grew out of the Left after the reunification of Germany—as the major culprit, it is in fact conservative Christian, mostly Evangelical, organizations that are largely responsible for discouraging BDS activism.

Abstract:: This article examines early Palestinian engagements with multiple facets of the Black American struggle for freedom through a content analysis of influential Palestinian press outlets in Arabic prior to 1967. It argues that, since the 1930s, Palestinian intellectuals with strong anti-colonial views linked anti-Black racism in the United States to larger imperial and Cold War dynamics, and that they connected Black American mobilizations against racism to decolonization movements around the world. This article also examines Mahmoud Darwish’s early analytical writings on race as a social construct in both the U.S. and Israeli contexts. Understanding these early engagements sheds light on subsequent developments in Black-Palestinian transnational solidarity and on Palestinian Afro-Arab cultural imaginaries.

47. “To Build a New World”: Black American Internationalism and Palestine Solidarity

Abstract:: This essay traces the arc of Black American solidarity with Palestine, placing the phenomenon in the context of twentieth-century African American internationalism. It sketches the evolution of the political imaginary that enabled Black activists to depict African Americans and Palestinians as compatriots within global communities of dissent. For more than half a century, Black internationalists identified with Zionism, believing that the Jewish bid for a national homeland paralleled the African American freedom struggle. During the 1950s and 1960s, however, colonial aggression in the Middle East led many African American progressives to rethink the analogy. In the late 1960s and the 1970s, African American dissidents operating within the nexus of Black nationalism, Pan-Africanism, and Third Worldism constructed powerful theories of Afro-Palestinian kinship. In so doing, they reimagined or transcended bonds of color, positing anti-imperialist struggle, rather than racial affinity, as the precondition of camaraderie.

48. From the River to the Sea to Every Mountain Top: Solidarity as Worldmaking

Abstract:: This essay questions a key takeaway from the Ferguson/Gaza convergence that catalyzed the current wave of Black-Palestinian transnational solidarity: the idea that “equivalence,” or a politics of analogy based on racial or national identity, or racialized or colonial experience, is the sole or primary grounds for solidarity. By revisiting three recent spectacular moments involving Black intellectuals advocating for Palestine—Michelle Alexander’s op-ed in the New York Times criticizing Israeli policies, CNN’s firing of Marc Lamont Hill, and the Birmingham Civil Rights Institute’s initial decision to deny Angela Davis its highest honor—this paper suggests that their controversial positions must be traced back to the post-1967 moment. The convergence of Black urban rebellions and the June 1967 Arab-Israeli war birthed the first significant wave of Black-Palestinian solidarity; at the same time, solidarities rooted in anti- imperialism and Left internationalism rivaled the “Black-Jewish alliance,” founded on analogy of oppression rather than shared principles of liberation. Third World insurgencies and anti-imperialist movements, not just events in the United States and Palestine, created the conditions for radically reordering political alliances: rather than adopting a politics of analogy or identity, the Black and Palestinian Left embraced a vision of “worldmaking” that was a catalyst for imagining revolution as opposed to plotting coalition.

49. Trumps Dangerous Vision for Palestine

Abstract:: The Bahrain workshop and its associated economic plan are little more than elaborate smokescreens for U.S. president Donald Trump’s political vision centered on the broader goals of normalizing Israeli occupation, consolidating the “Greater Israel” agenda, and effectively foreclosing Palestinian political aspirations. By working together with the government of Israeli prime minister Benjamin Netanyahu to redefine the conflict and do away with the traditional ground rules of the peace process, including the two-state solution, Trump is attempting to turn back the clock to the pre-1967 era when Palestinians were viewed mainly as an economic, humanitarian, and security problem rather than a political one. For Palestinians to effectively confront this unprecedented challenge, they will need to put their political house in order, including ending the debilitating political division between Fatah and Hamas, reviving institutional politics, and working to build a national consensus around a new strategy.

50. The Kushner Plan: Keeping Israeli-Palestinian Peace out of Reach

Abstract:: The U.S. administration’s Israeli-Palestinian “peace plan,” under President Donald Trump, has so far yielded only an inconclusive talkfest about economic development. The underlying rationale of the plan—that economics must come before any addressing of core political issues—is fundamentally flawed for several reasons. The biggest impediments to Palestinian economic development stem from aspects of the Israeli occupation that would continue under the plan, which rejects a two-state solution and is a slightly revised and renamed version of the current arrangement of limited Palestinian autonomy under Israeli domination. The plan flows directly from the Trump administration’s policy of acquiescing in the preferences of the right-wing government of Israel. Accordingly, the political portion of the plan is indefinitely delayed and might never be announced. Keeping the full plan under wraps serves the Israeli government’s purpose of holding out the promise of—but never delivering—peace with the Palestinians, while more facts are created on the ground
