101. When Parallel Red Lines Meet: Recent Events in Syria in Various Contexts

Abstract:
At the strategic level, the convergence in time and space of the events following the chemical weapons attack in Duma by the Syrian regime portend a dramatic development with substantial potential impact for Israel’s security environment. The attack on the T4 airbase, attributed to Israel, falls within the context of the last red line that Israel drew, whereby it cannot accept Iran’s military entrenchment in Syria. The attack in Duma reflects the Syrian regime’s considerable self-confidence at this time. As for Trump, the attack provides him with another opportunity to demonstrate his insistence on the red lines that he drew and take a determined stance opposite Putin. Thus, Israel’s enforcement of its red line and the United States’ enforcement of its red line have met, while Russia finds itself exerting efforts to deter both countries from taking further action that could undermine its achievements in Syria and its positioning as the dominant world power in the theater. However, the strategic convergence does not stop at Syria’s borders, and is unfolding against the backdrop of the crisis emerging around the Trump administration’s demands to improve the JCPOA, or run the risk of the re-imposition of sanctions and the US exiting the agreement. Indeed, the context is even wider, with preparations for Trump’s meeting with North Korean President Kim on the nuclear issue in the far background. Therefore, the clash between Israel and Iran in Syria on the eve of deliberations on the nuclear deal could potentially lead to a change from separate approaches to distinct issues to a broader and more comprehensive framework with interfaces and linkages between the issues.

102. The Attack on the Chemical Weapons Targets in Syria: Doing the Minimum

Abstract:
Besides the operational success, the attack in Syria earned the United States a clear political achievement, with the enforcement of American red lines by way of a coalition with Britain and France. However, this ad hoc coalition is focused solely on preventing the use of chemical weapons in Syria, and as Trump administration spokesmen clarified, there is no change in the US policy toward Syria. As such, the United States is threatening neither the Assad regime, nor the growing Iranian presence or Russian dominance in Syria. This attack was also not enough to address definitively the violations of the rules of war and the wide-scale attacks on civilians by Assad forces, including the use of conventional weapons, such as massive bombings from the air and barrel bomb attacks from helicopters. The United States and its partners did not present a plan to guarantee that the targeted attacks against civilians – and not just chemical attacks – on the part of Assad and the coalition that supports him will not continue. However, after seven years of war, in which more than a half a million people have been killed and millions have been displaced or have become refugees, the Syrian civilian population deserves more committed international support. For its part, Israel remains alone in the campaign against the consolidation by Iran and its proxies in war-torn Syria.

"Solid Stand," the annual nation-wide exercise conducted by the Home Front Command, was held in the framework of the large IDF general staff exercise. Since the home front participation was part of a classified military exercise, the involvement of civilian parties and the general public became less relevant. As a result, the ability of the civilian organs, which play a key role in the management of any emergency, to take part in the drill was limited. This article presents a number of primary gaps in the realm of state and military readiness that must be addressed in order to improve the civilian population's preparedness for what is believed to be a high risk scenario in the next conflict.

The combined attack by the United States, Britain, and France on Syrian targets following the Assad regime's use of chemical weapons has sparked extensive debate on the strike’s strategic aspects, and how, if at all, the offensive will affect the situation and the balance of power in Syria. The attack has also aroused a legal discussion, which once again highlights the limitations of the existing rules of international law when it comes to dealing with situations where the use of force is not based on the authorization of the Security Council or derived from the right to self defense. In this context, the forceful response, in and of itself, particularly being a combined attack by a number of key states, could have an impact on the development of international law with regard to the rules regarding possible legal justifications for the use of force between states.

105. The Saudi Revolution

Abstract:
In contrast to the bottom-up Arab revolutions that took place over the past decade, the revolutionary processes currently underway in Saudi Arabia that aim to change the economic and social fabric in this conservative kingdom are driven top-down by Crown Prince and acting ruler Mohammad bin Salman from his palace in Riyadh. Bin Salman has a great deal of work to do, and it is to be hoped that his plans for changing the nature of the Saudi society and economy are more successful than several of his regional actions, led by the boycott of Qatar and the war in Yemen. In addition, it is doubtful whether the kingdom itself has the available capital and the know-how necessary to push the reforms forward. The Saudi revolution will need political and economic help from the West, because its failure will certainly have regional and international consequences. Success will require the younger generation in the kingdom to scale back its expectations and become accustomed to more austere living conditions. At the same time, Bin Salman will have to find ways of persuading foreign leaders and investors that his internal purges were designed to combat corruption and to devise means of moderating the internal pressures created by the reforms. Otherwise, both the potential achievements of the revolutionary reforms and regime stability itself are liable to be jeopardized.

In March 2018, with the approval of the military censor, Israel officially assumed responsibility for destroying the Syrian nuclear reactor on September 6, 2007, in an operation against what was considered an emerging existential threat. Before the public announcement, senior Israeli officials confirmed that for several years, the IDF has attacked strategic weapons in Syria meant for Hezbollah that were considered as posing an intolerable danger to Israel. These official statements have put an end to Israel’s long-standing policy of ambiguity about a series of aerial strikes on Syrian territory.

Against the backdrop of the visit to Washington by President Macron and the scheduled visit by Chancellor Merkel in an effort to persuade US President Trump not to leave the JCPOA, this article zeros in on the key issues that need to be addressed by the allies. Guided by what is not only necessary but feasible at this late stage, the topics addressed include missiles, inspections, lack of transparency, sanctions, and the sunset provisions. Everything turns on political will – if it exists, agreeing to the proposed steps should not entail a lengthy process, and implementation can realistically begin in relatively short order. Significant results will mean the international community emerges with reinforced solidarity and a strengthened JCPOA. If negotiations progress seriously on this basis, it would make sense for the Trump administration to allow additional time beyond May 12 to complete them.

108. Israel and United States Military Assistance to Egypt

Abstract:
In January 2018, the United States and Egypt signed a bilateral communications security agreement known as the Communications Interoperability and Security Memorandum of Agreement (CISMOA), which protects and regulates the use of sensitive American avionics and communications systems. This development now allows, for the first time, the acquisition by Egypt of US-made high precision GPS-based air-to-ground weapon systems and components, as well as advanced air-to-air missiles. Over the years, Israel’s concerns over the sale of large quantities of US weapon systems to Egypt were moderated by the quality cap dictated by the absence of a CISMOA agreement. Israel thus needs to raise this issue with Washington, within the context of the Qualitative Military Edge (QME) discussions. Given the unreliability of enduring stability in the Middle East, as exemplified by the events in Egypt since 2011, Israel should not disregard possible future scenarios in which its QME versus Egypt may matter. Based on the current convergence of security interests between Israel and Egypt, raising this issue with the US, though likely to upset Cairo, is not expected to undermine the practical manifestations of this relationship.

Abstract:
If Israel is in fact responsible for the April 29, 2018 attack in Syria, it is sending the message that it is determined and ready to fight a campaign to prevent Iran from consolidating its position in the northern arena, and that it will act to thwart the Iranian response. A war game conducted recently at INSS intended to clarify the boundaries of the ongoing campaign on the northern front and possible developments toward escalation between Israel and Iran and its proxies. Another goal was to consider a fundamental strategic question: is the northern arena truly one unit with two fronts – Syria and Lebanon, or is it two separate fronts operating according to different logics and reflecting distinct interests. Each of the involved actors – Israel, Iran, Syria, Hezbollah, Russia, and the United States – has a shared interest in preventing escalation that could lead to war. However, escalation has a dynamic of its own, and incidental elements – unintentional outcomes along with miscalculation – have a significant influence on events and developments. The most significant challenge for Israeli policy is how to resolve its goals vis-à-vis Iran. Thus the time has come for Israel to relinquish the comfort of its position of ambiguity on Syria; to understand that as far as it is concerned, the Assad regime is the least of all evils; and to strive to drive a wedge between Assad and Iran, and between Russia and Iran.

110. Who Will Make the Decision?

Abstract:
The Knesset has recently amended the “Basic Law: The Government,” with respect to "authority to declare war or conduct a significant military operation." Under the previous legislation, this authority was given to the government, but the new law grants the authority to the Ministerial Committee for National Security (the Security Cabinet). However, the final version of the new law goes even further, and concludes: "Under extreme circumstances and for reasons that will be noted…the prime minister and the minister of defense are authorized to make the decision in a more restricted legal quorum." Such a law has almost no equivalent in Western democracies. It lacks the checks and balances essential to a democratic regime and is bound to undermine the principle that war is an act requiring maximum domestic and international legitimacy. Yet in view of the new legislation, the Security Cabinet's work should be improved so that it will be fully familiar with the strategic matters on the agenda. In addition, both for the sake of checks and balances and the prevention of an overconcentration of authority in the hands of individuals and so that more than two elected representatives of the people bear responsibility for cardinal policy measure such as war and peace, at least the entire Security Cabinet should participate in the decision. The tactical decisions can and should be made in restricted forums, but it is best for such a momentous decision as a declaration of war to be taken in a broad forum that bears the burden of the responsibility.

One year after his reelection as President of Iran, Hassan Rouhani faces severe challenges at home and abroad. It is more difficult than ever for him to keep his promises to the public, especially his promises to improve the economic situation and expand individual freedom. His freedom of action is restricted by the conservatives controlling most of the power centers in Iran, and criticism of him by his traditional rivals on the conservative right, among the religious establishment, and in the Revolutionary Guards, as well as by his reformist supporters, is growing. The difficulties facing the President not only threaten his ability to ease the distress among Iranians; they threaten his political future in advance of the anticipated succession struggle for the post of Supreme Leader. Moreover, his failure is liable to exacerbate the public despair that is already evident in the ongoing wave of protest in the streets of Iran and further erode the legitimacy of the entire regime.

As expected, Abdel Fattah el-Sisi was reelected Egyptian president in late March 2018, this time, with 97.08 percent of the vote. More than affording an electoral mandate, the recent elections highlighted the incumbent president's challenge of legitimacy, which is reflected in two spheres. The first is the exacerbation of the internal splits within the ruling military establishment. The second is growing alienation between the ruling establishment and the general Egyptian public and civilian elements. The precarious state of the regime's legitimacy is a cause for regional and international concern. It may detract from the regime's ability to carry out the next stages of the economic reform sponsored by the International Monetary Fund, and will complicate efforts to obtain the cooperation in the war against terrorism by the local civilian population in the Sinai Peninsula. In the medium and long terms, the enhanced internal friction in the military and tension between the ruling establishment and civilian forces may jeopardize the country's stability. The legitimacy challenge also affects Egypt's relations with Israel. The regime needs broad public legitimacy in order to incur political risks, such as controversial decisions in favor of bilateral or regional cooperation with Israel. In addition, a regime with unsteady legitimacy might be tempted to adopt a populist anti-Israel line in order to strengthen its public standing. At the same time, the political situation in Egypt also provides an opportunity for increasing bilateral cooperation with Israel in areas contributing to the regime's legitimacy: the economy, security, energy, water, agriculture, and tourism.

113. The Parliamentary Elections in Lebanon: Hezbollah’s Victory within the Political Status Quo

In the May 6, 2018 elections in Lebanon, the Shia bloc led by Hezbollah succeeded in increasing its power in the parliament at the expense of Prime Minister Saad al-Hariri’s party. Nevertheless, due to the country’s electoral system, the political status quo achieved in December 2016 will likely be maintained. The process of forming the government will once again reignite the power battle between Hezbollah and Iran on the one hand and al-Hariri and his supporters in Saudi Arabia and in the international community, mainly France and the United States, on the other hand. The election results will encourage Hezbollah to continue to consolidate its power and its ability to wield influence in the Lebanese political arena. The drive to promote this objective may also act as a restraining factor in the organization’s conduct vis-à-vis Israel. Therefore, at the present time, Hezbollah will presumably opt to continue to use Syria as its preferred theater for action against Israel.

Despite the two blows Iran sustained last week, Israel cannot afford to be complacent or overly satisfied. It will need to follow meticulously the updated policies adopted by each of the theater’s involved actors. Thus far, Israel has held separate policies regarding Iran’s nuclear program and the Iranian proxy war and malevolent influence. Now, it must develop an integrative long term policy and strive for coordinated efforts and meaningful cooperation with the United States, European countries, and the countries of the region. Operational and strategic coordination with Russia remains essential. Contending with the Iranian nuclear challenge will require the establishment of a joint “strategic early warning enterprise,” with the United States and other allies, aimed at preventing critical surprises.

Israel’s exposure of the Iranian nuclear archive was an impressive and professional operation. It was meant to help prepare public opinion for President Trump’s statement and to make it more difficult for the other leaders who are party to the agreement and who are in no hurry to enter into a confrontation with Iran. In light of the importance of the great threat that Iran poses to Israel, the exposure operation was a vital step in a long struggle. The alternative of not exposing the material would have meant giving up the chance of using the information to create cognitive value and leaving it in the archives of the intelligence community.

Abstract:
In comparison to previous years, the 2018 Israel Apartheid Week (IAW) was somewhat smaller in scope, and calmer in the level of energies it generated among both protagonists and antagonists. Still, it would be unwise to dismiss the IAW phenomenon as insignificant. In addition to the repercussions of the cumulative effect of efforts to delegitimize Israel in general, and efforts to equate Israel with apartheid during IAW in particular, the growing number of Jewish students who support and even instigate passionate campaigning against Israel is troubling. While the Israeli government's controversial policies vis-à-vis the Israeli-Palestinian conflict fuel some of the events, IAW, similar to the BDS campaign, should not be mistaken for a pro-peace, pro-two-state, or pro-dialogue endeavor. Thus, both the State of Israel and Israel supporters should be minded toward engaging in a long term effort; strive to develop quantifying and measurement indices capable of obliterating the "noise" generated by IAW; monitor new trends in the phenomenon; and enable free and secure flow of knowledge between all relevant players in their efforts to counter IAW events. Findings also emphasize the state's important role in working systematically and strategically to bridge between the Jewish communities in Israel and in the Diaspora.

117. The Future of Jerusalem: Between Public Opinion and Policy

Abstract:
The waves of terror in Jerusalem in recent years have disproved two false assumptions that have long guided Israeli governments. The first is that it is possible to maintain the status quo in the city, including on the Temple Mount. The second false assumption is that Jerusalem is a united city. This line of thinking is at odds with the reality in the east of the city, especially the neighborhoods and villages where for 51 years, neglect has reigned supreme and few Israeli Jews ever enter. Even now, Israeli control there is limited, especially in areas on the outer side of the security barrier. A clear majority of Israelis agree that today, in practice, Jerusalem is divided into a Jewish city and an Arab city. Consequently, a string of urgent actions is needed, first and foremost improvements to municipal services, infrastructures, and quality of life in East Jerusalem, as well as incentives to involve the Arab population in the Jerusalem municipal authority. Most of the Israeli Jewish public feels that the current reality in Jerusalem is highly problematic and difficult to sustain forever. Therefore, at present there is growing openness to new and creative ideas, and the steps proposed to improve living conditions support a range of future options for East Jerusalem.

118. The European Union after the United States Withdrawal from the JCPOA

Abstract:
President Trump’s announcement that the United States would withdraw from the JCPOA is the most recent development in a series of unilateral decisions by the administration that have thrown relations between the US and its European allies into a crisis. In the short term, Germany, France, and Britain, like the European Union as a whole, will need to confront their relations with Iran vis-à-vis the nuclear deal against the background of the American withdrawal, and in the long term, their future relations with the United States. Indeed, the crisis stemming from the agreement with Iran is a symptom of the fundamental disagreement that has characterized US-Europe relations since President Trump entered the White House, which reflects only limited commitment by the US to multilateral frameworks. Still, Europe’s dependence on the United States in the realm of security and economics is significant, and it has no potential alternative in the foreseeable future. As for Israel, even if many members of the European Union understand Israel’s need to contend with the threats posed by Iran, the EU is not party to the opposition of Prime Minister Netanyahu to the nuclear deal. It is therefore still unclear how Europe will respond to Israel’s position, which encouraged a situation whereby the deal that the Europeans regarded as an achievement of recent European foreign policy, and as a tool for achieving stability in the Middle East, will be erased.

Abstract:
The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Because Assad’s forces rely on help from Iran’s proxies – Shiite militias and Hezbollah – Israel may have to fulfill a counter-threat if any of the red lines it announced are crossed.

Abstract:
Senior officials within the Iranian regime have long been convinced that American administrations have striven to infiltrate Iran’s internal system and topple the Islamic regime, and this impression has been bolstered of late. For its part, even if the Trump administration has not presented a defined position on regime change in Iran, it undoubtedly has a clear interest in this regard. Yet the US administration has no concrete ability to bring about regime change in Iran in the desired direction – not by supporting internal opposition forces, and certainly not through military intervention. If the Iranian regime does change in the future, it will presumably result from internal processes and not external intervention.

The new government proposed by President Hassan Rouhani is the first significant evidence of his intentions, priorities, and limits of power. While forming his government, the President was forced to balance the opposing forces in the Iranian political system. The composition of the government reflects his wish to avoid open conflict with the religious establishment, led by Supreme Leader Ali Khamenei, and his intention to place the economic crisis at the top of his government's priorities, even at the expense of civic reforms. His decision to ignore calls for reforms and the failure to include women and minorities in the government have already sowed disappointment and drawn criticism from broad sections of the public that supported him in the last elections. However, public support depends to a large extent on actual policies and success in realizing promises, mainly in the area of the economy. While North Korea’s recent nuclear tests significantly raised the level of fear in the United States, they were not a surprise. North Korea, long a nuclear state, is a dangerous nuclear proliferator that has shirked international commitments. Pyongyang issues highly aggressive rhetoric toward the United States and its regional neighbors on a regular basis; it flaunts its nuclear capability and threatens to use it, and tends to share nonconventional know-how and technologies. And herein lies a link to Tehran: as Iran also remains motivated in the nuclear realm despite the JCPOA, the direct implications of North Korea's activities for Iran's nuclear program must be under constant scrutiny. The indirect implications for dealing with Iran's nuclear motivation invoke the ability to rely on negotiations to stop a determined proliferator. The North Korean case of failed negotiations must be heeded when thinking about Iran.

The perspective of twelve years since Israel’s disengagement from the Gaza Strip and the northern West Bank confirms that this significant political and security-related event was a correct strategic decision. Regarding the West Bank, it appears that unilateral disengagement as a stand-alone event will not repeat itself. However, a political and security independent process with similar attributes could enable Israel to continue striving for a reality of two states for two peoples, based on a gradual, secure, and responsible end to Israel’s control over the Palestinian people. Efforts should be made to reach agreement with the Palestinians regarding interim measures throughout transitional stages. However, if it becomes clear that an agreement cannot be reached, measures should be implemented independently (regardless of Palestinian consent) aimed at improving Israel’s situation without impairing its security. These measures will need to be carried out in close coordination with the United States and in accordance with US-Israel understandings.

The crisis concerning the Temple Mount that erupted in July 2017 appears to have ebbed. Despite predictions to the contrary, the Middle East is not ablaze; peoples and leaders of the region remain preoccupied with other crises; and there is no third intifada at Israel’s doorstep. At the same time, the attack on the Temple Mount that left two Israeli policemen dead brought on serious additional consequences, including the murders in Halamish, the tension with Jordan, worsened relations between Israel’s Jewish population and its Arab sector, and further erosion of Israel’s vague sovereignty on the Temple Mount.

Jerusalem’s holy sites have a way of asserting strategic significance far beyond what their simple physical presence would suggest. Events in the aftermath of the shooting of two Israeli police officers on the Temple Mount highlight this truth. So it was with respect to the Kotel (Western Wall) a month earlier, albeit in a non- security context. Following the Israeli government’s decision to reverse course on an agreement with the liberal streams of Judaism and Diaspora representatives to establish a third section of the Kotel for egalitarian prayer, a crisis erupted that has called into question Israel’s very relationship with Diaspora communities, first and foremost the American Jewish community, which has been steadfast in its support of the US-Israel bilateral relationship. The sense of crisis was deepened further by a separate government decision to advance a law on conversion that could call into question the validity of conversions when Jews converted by Reform and Conservative rabbis overseas come to Israel.

The tension on the Temple Mount and the crisis between Israel and Jordan following the attack on a security guard at the Israeli embassy in Amman need more than ad hoc solutions that leave the basic situation unresolved and the strategic opportunities untapped. Israel would do well to seize the political and operational initiative before international and regional entities do, and propose, inter alia, an international meeting on steps that can prevent radical entities from violating freedom of worship and freedom of access to the Temple Mount, a site holy to both Judaism and Islam. The proposals on the Temple Mount issue relate to another key issue, namely, Israel’s response to key regional changes - the accelerated weakening of Arab political unity and the strengthening of the parties threatening the survival of the moderate Arab regimes.

The United Nations Office for Disaster Risk Reduction (UNISDR) estimates that in the past 20 years, approximately 1.3 million people were killed and approximately 4.5 billion were affected by natural disasters, including earthquakes. Yet the number of casualties caused by the earthquake in Haiti in 2010 varied sharply from the number of casualties caused by the earthquake in Christchurch, New Zealand in 2011. The earthquake in Haiti was of similar magnitude as the major quake in Christchurch, but the human toll was significantly higher: 185 people were killed in the Christchurch earthquake, versus an estimated number of more than 220,000 killed in Haiti. Clearly, then, it is not the magnitude of the disaster or natural hazard that determines its impact.

The first meeting between US President Donald Trump and Russian President Vladimir Putin since Trump entered the White House took place in Hamburg, during the G20 summit of July 7-8, 2017. Relations between the two powers have been marked by tension over disagreements on various areas of conflict around the world, and from the reports in the United States about alleged contacts between Trump and Russia during the presidential campaign and Russian cyber interference in the election process. Tensions rose further when US forces attacked pro-Assad coalition forces in Syria and when Russia opposed the condemnation of North Korea in the Security Council regarding Pyonyang’s long range missile program. Nonetheless, reports were that the meeting between the leaders, which lasted longer than planned, was constructive, though very few details about the conversation itself or any agreements reached were provided, other than an announcement on the agreement to impose a ceasefire in southwestern Syria and establish a de-escalation zone there.

The agenda alone of the G20 summit in Hamburg, Germany on July 7-8, 2017 was not sufficient to draw the world’s attention. Although the forum brings together the leaders of the world’s 19 leading economies and the European Union, representing two thirds of the global population and 80 percent of the global GDP, it generally draws little more than thousands of demonstrators protesting globalization. This summit, however, generated much interest as it provided the stage for personal meetings between leaders, some the first of their kind, such as between Presidents Trump and Putin. In addition, at the summit Trump had to confront the other 19 leaders directly on some trade issues and the Paris Agreement, and the summit itself took place while eyes were also directed eastward, starting just after North Korea successfully tested its first intercontinental ballistic missile.

Recent weeks have witnessed a change in the public position on the United Nations Interim Force in Lebanon (UNIFIL) among high ranking IDF personnel. Senior IDF officers have addressed Hezbollah’s military activity in Lebanon, regarding both the Iranian-supported production of weapon systems in Lebanon and open, provocative intelligence gathering along the Blue Line. Prominent in this context was an exchange between IDF Deputy Chief of the General Staff Major General Aviv Kochavi and UNIFIL Commander Major General Michael Beary on June 11, 2017 during the visit to Israel by US Ambassador to the UN Nikki Haley. It was reported that after Beary praised the quiet in his Area of Responsibility, and said that there was no need for a change in UNIFIL activity in the sector, Kochavi took issue with this statement, saying that the Lebanese army was preventing UNIFIL forces from entering built-up areas, thereby abetting the continuation of Hezbollah activity in populated terrain.

Events of recent weeks in both nearby and distant arenas have reshuffled the cards vis-à- vis the state of affairs in the Gaza Strip. The result has been the emergence of possible conditions for change – that is, if Israel takes effective advantage of them and leverages them through cooperation with Egypt and the Gulf states. Yahya Sinwar’s election as the leader of Hamas in the Gaza Strip was followed by Hamas’s issuing of a new policy document, and the decision of the pragmatic Sunni camp, led by Saudi Arabia and Egypt, to sever ties with Qatar and impose sanctions on it. In addition, Palestinian President Mahmoud Abbas decided to reduce the Palestinian Authority’s payments for fuel destined for the power station in the Gaza Strip (a measure that has exacerbated the electricity crisis in Gaza), and Sinwar and a Hamas delegation went to Egypt for meetings with senior Egyptian intelligence officials and long-time Abbas rival Mohammed Dahlan.
