1. Iraq’s Quest for a Social Contract: An Approach to Promoting Social Cohesion and State Resilience

Abstract:
This study sets out to examine state-society relations in Iraq through the conceptual lens of the social contract and also provides a starting point for deriving potential areas of activity for external actors, such as German development cooperation (DC) and technical cooperation (TC). These players could provide support for the re-negotiation of this fraught mesh of relationships. This analysis is founded on a concept of the social contract in which the relationship between the government and those it governs is viewed primarily as a process of negotiation and can be operationalised, for instance, on the basis of the three Ps (participation, provision and protection). As such, the concept is informed both by contemporary approaches and by traditional reflections of French and Anglo-Saxon thinkers, who focus on the restriction of individual freedoms in return for the provision of legal certainty by the state. This study is divided into three sections. The first section explores weak statehood and the breakdown of society in the heuristic context of the social contract. The role of external actors in Iraq’s post-2003 development is then examined in the next section, which takes a closer look at the political system of proportional representation and its socio-political implications. Finally, the third section synthesises the first two by considering how external actors from the development cooperation sector might contribute to the peaceful negotiation of Iraq’s dysfunctional social contract. These reflections are made against the systemic backdrop of a rentier state with a hybrid form of governance and take account of the extremely fragile government-society relationship on the one hand, and external interventions, which have largely failed to date, on the other. In this context, the shortcomings of the largely dysfunctional Iraqi social contract become apparent and at the same time provide starting points for its improvement and renegotiation.

2. The Future of EU Blended Finance and Guarantees: An Assessment of Cooperation Strategies with Least Developed Countries in Africa

Abstract:
The European Fund for Sustainable Development Plus (EFSD+) is a core element of EU development cooperation and reflects the EU’s strong commitment to deploying blended finance and guarantees as development financing tools. This discussion paper examines the EU’s intentions concerning how the EFSD+ will be integrated into geographic programmes, focussing on the least developed countries (LDCs) in Africa. Based on a review of the Multiannual Indicative Programmes (MIPs) for 30 African LDCs as well as the regional MIP for Sub-Saharan Africa covering the period 2021-2027, the paper provides an overview of funding reserved for EFSD+ implementation in geographic programmes, identifies the expected EFSD+ sectoral priorities and summarises references to development finance institutions (DFIs) as EFSD+ implementation partners. This descriptive review highlights issues for the future monitoring and assessment of the EFSD+. The paper points to uncertainty about the magnitude of the management challenge that EU institutions face in EFSD+ implementation given the difficulties of predicting the scale of guarantee-backed operations in individual countries, the lack of information on the expected volume of blended finance operations, and the limited analysis of how EFSD+ tools relate to other EU funding approaches. The paper also notes that EU institutions should be more explicit about the criteria shaping EFSD+ resource commitments to clarify relevant prerequisites for the effective deployment of EFSD+ tools. Finally, the broad thematic scope for EFSD+ use implies that knowledge about how blended finance and guarantees function and how the financing approaches interact with other interventions needs to increase throughout the EU system.

3. The Politics of “What Works”: Evidence Incentives and Entrepreneurship in Development Organisations

Abstract:
Over the last two decades, national development agencies have committed to results-based approaches and to putting evidence at the centre of their decision-making. For evidence “optimists”, this is a much-needed corrective to past practice; in contrast, “pessimists” worry about ideology masquerading as science, and results-based approaches contributing to the further depoliticisation of development. This paper argues that reality falls somewhere in between these two extreme interpretations, and that the experiences of development organisations are varied enough to warrant further interrogation, not into whether evidence shapes policymaking, but into how it does so, and whose evidence matters most. The paper seeks to address these questions through an analytical framework that highlights the process of contestation between evidence agendas against a backdrop of policy complexity, professional barriers, and organisational incentives. A brief review of evidence from development cooperation agencies – with spotlight cases from Germany, Spain and the United Kingdom – reveals that institutionalisation and entrepreneurship play a critical role in enabling and shaping evidence-based policymaking. This leads to clear implications for practitioners, whose focus should be not only on getting the right kind of evidence, but on getting the politics of evidence right.

4. Towards a Seat at the Table: How an Initiative of Cities Got Their Voices Heard during Germany’s 2022 G7 Presidency

In the past, both researchers and policymakers have often underlined the important role cities have to play in reaching the objectives of the Paris Agreement and the 17 Sustainable Development Goals (SDGs). Meanwhile, city networks have become increasingly active in approaching international institutions and getting their voices heard. Among them are the Urban7 Group – a recently founded group of city associations from G7 countries advocating for a stronger involvement of cities in G7 policymaking. The discussion about who has a voice in the G7 and what role cities can potentially play in it is significant. The G7, despite being somewhat contentious, remains a highly relevant forum both in terms of the negative contribution of its members to global sustainability crises (such as climate change) and their collective economic capability to address the crises. In the past, references to the role of cities were largely absent from G7 official documents; this changed during Germany’s G7 presidency in 2022. Based on a document analysis and semi-structured interviews with ministry officials and city network representatives, this paper investigates how, in 2022, the Urban7 Group was involved in the G7 process, and which actors and contextual factors had an impact on the width and depth of this involvement. While the German presidency opted not to directly involve the Urban7 Group as an official G7 engagement group, the group nevertheless gained access to ministerial negotiations, in particular those of the new G7 track on urban development. The paper finds that this engagement was facilitated by pre-existing contacts with ministerial officials as well as changes in the delineation of ministries following the German federal election in late 2021 that led to changes in political leadership and the formation of a new ministry to take responsibility for urban development. The paper closes with critical reflections on the 2022 process, recommendations and potential avenues for future research.

5. How Does Globalisation Affect Social Cohesion?

Abstract:
This paper explores the effects of globalisation on social cohesion outcomes and the underlying mechanisms. A framework for reviewing the literature is offered, in which labour earnings, household expenditures and firm productivity are identified as the main channels through which economic globalisation affects cohesion, trust and pro-social behaviour. Evidence points towards substantial losses in cohesion following negative globalisation changes, altering cohesion through absolute and relative changes in employment and expenditure (and people’s perception thereof). However, evidence is thin and inconsistent; studies are limited to effects of trade (and not foreign direct investment), cover some dimensions of cohesion but not others, and often evaluate the effect of negative trade events on cohesion (while trade and foreign direct investment may offer gains to workers, households and firms, which boosts cohesion). From the available evidence, it is determined that when setting policy, it is important to address relative losses from globalisation (between groups), incorporate economic costs of social repercussions, and take on market distortions and underlying cyclical or secular trends that may amplify the effects of globalisation on cohesion.

6. (R)evolution? Exploring the Potential of Post-Development Approaches for Reforming Development Cooperation

Abstract:
The concept and mainstream approaches of development cooperation (DC) have been criticised since the early beginning of their existence. Post-development (PD) scholars have been criticising international DC since 1990 for both its Western perspective and the lack of reflection on asymmetrical power structures. Since also today DC has to face a variety of criticisms, we perceive PD approaches as a starting point for efforts towards change. We asked (1) to what extent and how elements of post-development approaches are reflected in the current policy initiatives of international DC, and (2) what potential do PD approaches have to reform DC. We analysed three examples: German feminist development policy (FemDP) as a relatively new idea of transformation, the locally led development approach as a long-standing concept and Global Public Investment (GPI) as an approach towards a new concept of international cooperation. By means of a content analysis, four commonly used PD elements were selected and slightly adapted to examine whether and how the three policy initiatives acknowledge PD aspects in order to reform DC: (1) the concept of alternatives to development, (2) pluralism of knowledge and power dynamics, (3) user-centred approaches and a critical stance towards the established scientific discourse and (4) the promotion of grassroots movements and local ownership. We discovered a variation in the use of the different PD elements. Although aspects related to power relations, post-colonial structures and knowledge management are prominent in all three initiatives, elements such as grassroots movements are given less consideration in all three cases. Even though FemDP does not focus on an alternative to development, as defined by PD approaches, it puts a strong emphasis on a transformative approach when it comes to its user-centred empowerment and tackles power imbalances by approaching decolonisation. Subsequently, the efforts of German Development Minister Svenja Schulze do not just describe a rhetorical reorientation but involve actual transformative efforts. However, further implementation efforts need to be analysed. The locally led development approach seems to be a suitable springboard for the inclusion of local knowledge and grassroots movements. Whereas the approach mostly uses descriptions of change as a means to reach its objectives, the GPI concept in particular uses PD elements as a reformative approach, as per the PD definition, putting the objective of the transformation of international public finance in international cooperation at its centre. Valuing PD approaches, we conclude that they do influence public initiatives in one way or another. In the future, if inner-systemic change should become an option, we see the greatest added value when PD scholars succeed in underpinning their approaches with instruments that can be used as tools in DC practice.

7. Tax Expenditures in OECD Countries: Findings from the Global Tax Expenditures Database

The Global Tax Expenditures Database (https://GTED.net/) collects national reports on tax expenditures for 101 countries for the period from 1990 to the present. Based on these data, the development of tax expenditures in the 38 OECD countries between 1999 and today is examined. A look at the data shows that even in countries with high GDP and comprehensive tax coverage, reporting is often incomplete. For a subset of 16 OECD countries for which (relatively) continuous reporting over the period is available, we look at the development of tax benefits for households and firms. We can show that data availability improves over time. For the development of business tax expenditures, a weakly significant positive trend can be identified in terms of tax revenues foregone, driven mainly by the Netherlands and Ireland. Both countries are known for wanting to strengthen their business location through generous tax expenditures for businesses. Tax expenditures for private households, which are on average higher than the level of tax expenditures for businesses in the countries under review, do not show any significant time trend, even though they were increasingly used to relieve the burden on private households and businesses during the financial crisis of 2008/09. In order to compare tax expenditures between countries and to better assess their effectiveness, regular reporting at the national level, transparent definitions and ideally uniform standards would be helpful. Regular monitoring by a commission of experts could contribute to the consistency and comparability.

8. Circular Business Models: Policy Enablers for Plastic Packaging Alternatives in India

Abstract:
In recent years, global production of plastics has surged and is expected to increase further over the following years, with over a quarter being attributed to plastic packaging. Plastic packaging poses environmental risks due to the fossil fuels consumed in its production and the impact on eco-systems due to its inappropriate disposal. A large share of mismanaged plastic waste can be attributed to a few developing and emerging countries (DECs) in Asia. Their expected income and population growth, as well as associated increase in consumption and urbanisation, is expected to further strain inadequate waste management systems. In response, young ventures offering circular business models in packaging have emerged to tackle plastic packaging pollution. These ventures are embedded in an entrepreneurial ecosystem in which policies are, among others, determining enablers, and policy-makers have a key role in setting optimal framework conditions for circular business models in packaging to succeed. At the same time, policy agendas that address resource efficiency and the circular economy are on the rise in multiple DECs. For this reason, this paper addresses the question of the extent to which existing policies are supporting and enabling circular business models. This paper first discusses opportunities, risks, and challenges of existing circular business models in packaging in terms of waste hierarchy levels – reducing and dematerialising, reusing and refilling, replacing, and recycling – before examining the entrepreneurial ecosystems in which they operate. With a focus on policy as an enabler for circular business models in packaging, a holistic overview of possible policies in the circular packaging context is provided. Against this conceptual background, India is examined as a case-study. In recent years, multiple Indian start-ups have emerged, offering reusable packaging solutions or bio-based packaging alternatives, while other ventures seek to improve waste management and recycling. India’s previously introduced policies, including the Plastic Waste Management Rules, Swacch Bharat Mission, extended producer responsibility and a ban on single-use plastic, are the first stepping stones towards an enabling ecosystem for circular business models in packaging. However, this paper points out further opportunities – so far, India’s key policies have been addressing the downstream on the macro level. This study showed that macro-level policies need further enforcement and should be complemented by upstream policies. Meanwhile, meso-level and micro-level policies have been rather neglected. Policy-makers and development cooperation are encouraged to take action now, given the limited window of opportunity to establish a supporting framework for circular economies in development policy.

Abstract:
The Sustainable Development Goals (SDGs) present a new and coherent way of thinking about diverse facets of development. Implicit in the framework of the SDGs is that the goals are interconnected and interdependent. To translate such critical ideas into reality, countries need new skills, perspectives and approaches to the implementation of policies and programmes. Capacity-building, in particular for the public sector, is therefore at the core of achieving the 2030 Agenda. Although all countries have designed their respective capacity-building strategies and undertaken various interventions for knowledge dissemination among government officials and other stakeholders on the SDGs, there are wide variations between countries regarding the progress on capacity-building initiatives. In many developing countries, the heterogeneity of the political, societal and economic structures poses one of the biggest challenges to capacity-building for the localisation of the SDGs. This discussion paper explores and maps the SDG training landscape for government officials in India. As a particularly heterogeneous country in political, economic and cultural terms, India is an interesting example to explore the challenges of capacity-building in many developing countries towards the achievement of the SDGs. Against this background, the study aims to achieve the following: a) to understand the role of government and private actors in building the capacity of government officials to respond to the 2030 Agenda b) to understand the resources required for capacity-building on the SDGs c) to identify the current shortcomings in capacity-building efforts d) to develop recommendations for a more coordinated and effective strategy that will strengthen the capacity-building initiatives of India This paper highlights the relevance of the evidence for creating better processes, even in the sphere of sensitisation, capacity-building and advocacy. A major contribution of the paper is to help India develop an evidence-based policy on SDG trainings. This paper will also assist other countries that are currently tackling similar kinds of challenges in the realm of capacity-building for the SDGs in designing a comprehensive capacity-building strategy for effective implementation of the SDGs.

10. The Opportunities and Challenges of Industry 4.0 for Industrial Development: A Case Study of Morocco’s Automotive and Garment Sectors

Abstract:
The development and application of advanced manufacturing technologies (known as Industry 4.0) have been enabled by the fast-paced process of digital transformation. These transformations are expected to have major implications on the reorganisation of global value chains as well as on labour markets. For late-industrialising countries, Industry 4.0 brings both opportunities and challenges. On the one hand, it opens opportunities in terms of improving competitiveness, learning and export markets. On the other hand, however, it may devalue the traditional competitive advantage based on low labour costs, creating difficult-to-tackle challenges on labour markets related to unemployment and new demands for reskilling and upskilling. This paper explores these aspects through the lens of one country, Morocco, and two very different sectors: automotive and apparel. Morocco is a lower-middle-income country that has capitalised on its proximity to Europe and succeeded in developing a dynamic export-oriented automotive industry. The garment sector, which is critical for employment, has been generally neglected by the industrial development strategies. However, Industry 4.0 and its implications on global value chains are likely to affect both sectors, although in different ways. Our analysis clearly shows that interventions must be tailored to the different degrees of technological readiness. The automotive sector is driven more by the needs of major original equipment manufacturers. Therefore, industrial policy should focus on setting the framework conditions, enabling upgrading by investing in research and development, and shifting incentives towards facilitating local suppliers to better integrate with higher-tier suppliers. In the garment sector, policy interventions need to be more comprehensive, from developing a long-term vision to building awareness on technological upgrading and new business models enabled by digitalisation and automation. Moreover, there is extensive scope for industrial policy to contribute to building basic technological and knowledge capabilities all along the garment supply chain and to attracting investment.

11. New Rules, Same Practice? Analysing UN Development System Reform Effects at the Country Level

Abstract:
With its unique multilateral assets, the United Nations Development System (UNDS) should be playing a key role in assisting governments and other stakeholders with their implementation of the 2030 Agenda for Sustainable Development. But this requires change. Despite improvements in recent decades, too often the UNDS has continued to act as a loose assemblage of competing entities, undermining its effective support for Sustainable Development Goal (SDG) implementation. It is against that backdrop that the UNDS has been undergoing an extensive reform – that was decided on in 2018 and has been implemented since 2019 – to provide more coherent, integrated support in line with requirements of the 2030 Agenda to United Nations (UN) programme countries. What effects have the reforms yielded at the country level? This paper presents the main findings, conclusions and recommendations from our research on UNDS reform implementation. It does so with a focus on reform-induced changes towards what we call a strengthened, collective offer at the country level. Overall, our research shows that reform implementation is moving the needle on the quality of the collective offer. In particular, with regard to its institutional element, we observed that the reform has fostered change in how UN country teams work together that is in line with what the 2030 Agenda demands. Institutional changes allow for increased cross-organisational and cross-sectoral coordination, which could potentially lead to increased policy coherence. But while we see substantial progress, it remains incomplete, fragile and subject to structural limitations. A more critical picture emerges with regard to change in the substantive component of the collective offer in the areas of SDG integration, cross-border work and normative approaches. While there were positive examples, we found little evidence of a systematic repositioning in these areas. The adjustment of the UNDS to the 2030 Agenda does not (yet) meet the expectations derived from the UN’s own reform ambition.

12. What Role do Local Elections Play for Societal Peace in Nepal? Evidence from Post-Conflict Nepal

Abstract:
Can local elections introduced in a post-conflict context help to foster societal peace, or do they create new potential for conflict? The value of post-conflict elections has been the matter of controversial academic debates. However, this literature largely neglects to take into account the role of local elections. Based on the literature, we formulate three hypotheses on how local elections might impact societal peace, focussing on the periods before, during and after an election. The first focusses on the potential negative effects of identity-based mobilisation before an election, while the latter two lead us to expect positive effects – either through increased participation through the vote during an election, or improved responsiveness as a consequence after an election. We study each of these three mechanisms in Nepal, a country that experienced almost 10 years of civil war up until 2006 and where local elections were reintroduced in 2017. Combining 79 qualitative interviews at the national and local levels with insights from a large-n survey of 1,400 respondents, we find that overall the reintroduction of local elections had a clear positive impact on societal peace in Nepal. In particular, the results show that the elections increased participation and responsiveness, which has positively affected political trust and reduced (the potential for) political violence. Overall, this paper thereby contributes to the academic debate on the role of elections for peace, calling to attention the positive role local elections can play. It also demonstrates the benefits of moving beyond a narrow definition of peace in relatively stable post-conflict contexts to take a closer look at the effect of political institutions on societal dynamics.

13. Addressing Human Mobility in National Climate Policy: Insights from Updated Nationally Determined Contributions (NDCs) in South America

Abstract:
Whereas South American countries are experiencing increased population movements in the context of climate change, the international climate governance agenda calls for the adoption of specialised legislation and for enhanced cooperation among different policy frameworks. The revision and update of the Nationally Determined Contributions (NDCs) provide a window of opportunity to mainstream human mobility discussions in climate policy frameworks and, thus, support the uptake of effective measures to address the topic. This briefing paper provides an overview of how the climate change–human mobility nexus has been addressed in the NDCs submitted thus far by South American countries and identifies pathways towards improved management of population movements in revised NDCs. To date, a partial integration of the human mobility perspective prevails: References to the topic indicate a slow – but progressive – acknowledgment of the impacts of a changing climate in vulnerable communities, which may include human displacement. Given the urgent need to move forward from the recognition of the topic to the establishment of effective measures to tackle forced population movements associated with the impacts of climate change, the updating of NDCs – currently under way in the region – entails an opportunity to incorporate strategies aimed at enhancing the management of human mobility. Ongoing discussions linked to the inclusion of the human mobility dimension should happen in a holistic manner, taking socio-environmental approaches into consideration. Human displacement and adaptation to climate change are akin processes that need to be aligned with mitigation and related measures. An improved adaptation component of NDCs depends on the participation of distinct actors (such as national departments and agencies, as well as non-governmental and civil society organisations focussed on climate adaptation) at the national level, and not only those dealing with mitigation strategies. Likewise, it should take the incorporation of practical and evidence-based measures into account. These include, for instance, methods to promote the consultation and effective participation of affected communities and strategies to strengthen their resilience. Furthermore, revised NDCs should call for governance and legal frameworks that include a clear definition of roles and the establishment of effective measures, rooted in the commitment to protect the human rights of affected and vulnerable populations. Revised NDCs should set up policy options to prepare for and respond to human displacement, aiming to reduce communities’ vulnerability and exposure. The recognition of human mobility in the context of climate change as a common challenge faced by South American countries entails a window of opportunity to enhance the development of effective measures to address the topic, as well as to foster the implementation of coherent long-term strategies that go beyond short-term political priorities.

Germany and the United Kingdom of Great Britain and Northern Ireland (UK) are the second- and fourth-largest providers of official development assistance (ODA) worldwide and are key actors in driving international policy discussions on global development in the Organisation for Economic Co-operation and Development (OECD), the G7, the G20 and other key groupings and platforms. The development policies of both countries witnessed important convergence and detailed cooperation during the first decade of this millennium – a period when Western countries understood development cooperation as a source of considerable soft power, which was demonstrated in rising budgets and like-minded policy directions. The austerity policies that followed the global economic and financial crisis, and the UK’s decision to leave the European Union (EU) in 2016, have challenged the bilateral relationship in the development policy area between Germany and the UK. The UK’s departure from the EU has reduced the number of joint interactions and corresponding opportunities for identifying cooperation initiatives. Halfway through the period envisaged for the completion of the 2030 Agenda, both countries are adjusting their development policies, seeking to determine their future European roles and global development ambitions, but they remain key partners in global development. Both the UK and Germany have recently revised or are in the process of preparing development policy strategies as part of their integrated foreign policies – a reflection process which in recent months has been challenged to adjust to the implications of the war in Ukraine. The case remains strong for regular exchanges and cooperation on development policy between both countries, including by intensifying dialogues and resuming formal secondments between the FCDO and the German Federal Ministry for Economic Cooperation and Development (BMZ). Two areas in particular offer good prospects. First of all, the UK and Germany should closely work together to deliver on the current G7 Presidency agenda – including the key focus on infrastructure investment, as initiated during last year’s UK Presidency. Other key opportunities for cooperation include gender and climate action, as well as the provision of global public goods. Secondly, Germany and the UK should seek to engage in and harness the role of the OECD as a provider of key standards for international development policy and as an important forum for peer learning. As key providers of global development finance, the legitimacy of its reporting system is essential to both countries’ influence and contribution to global development.

15. Is Foreign Direct Investment Losing Clout in Development?

Abstract:
Over the last decade, only a single projection of foreign direct investment (FDI) flows by the United Nations influential “World Investment Report” has proposed a negative outlook in the medium term. Based partly on surveys of business executives, these forecasts reflect ex¬pecta¬tions of investment growth which, however, have repeated¬ly failed to materialise. In fact, FDI flows to develop¬ing countries have remained stagnant over the past decade. Such wishful thinking is nurtured by a long series of positive narratives and facts about foreign investment. FDI has been one of the pillars of international development efforts for over 70 years. Its promise has not been limited to critical finance, but extends to longer term competitiveness through access to better technology, managerial know-how and, above all, prosperity through more and better paid jobs in the formal sector. From the old prescriptions of the so-called Washington Consensus to the hopeful Addis Ababa Action Agenda, the dominant development narrative has therefore favoured a rather indiscriminate pursuit of investment volume. This brief calls for rethinking of narratives and policies that help to improve the impact of FDI, based on secular trends that challenge our expectations. Four such trends stand out: First, while other sources of finance for development have grown considerably over the last decades, foreign invest¬ment has not followed the trend. Second, the kind of investment that is associated with stronger gains and longer term commitment in host economies – greenfield FDI – has also been in consistent decline as a share of total invest¬ment, while mergers and acquisitions and project finance have gained in importance. Third, the top 100 multinational enterprises (MNEs), accounting for nearly a quarter of global FDI stock, rely less on employment today than they used to in order to grow their foreign presence. Job creation, knowledge transfer and spillovers are therefore less likely to materialise through the presence of mega-firms and their corresponding investment at scale. Fourth, the growth of Chinese outward FDI within a strategic expan¬sionary political agenda stands to change rules and attitudes towards foreign investment moving forwards. We argue that, collectively, these trends invite a renewed conversation around the kind of foreign investment we want and expectations of this source of finance for develop¬ment. These facts obscure neither the broad benefits of FDI to developing countries, nor the value proposition of FDI attraction. Rather, they raise questions about expectations, priorities and the alignment of investment policy with the realities experienced across develop¬ing countries. To that end, we propose four priorities that stand to make a difference in the current context. We call for policy-makers to: 1) Place additional emphasis on retention of investment and linkages with the domestic economy. 2) Try new approaches for FDI attraction that focus on improving domestic investment facilitation frameworks. 3) Be selective as to investment sources and activities in order to mitigate political risks and align inward investment better with sustainable development. 4) Add evidence to improve our understanding of invest¬ment and inform decision-making. Overall, it is critical to engage in a serious multi-stakeholder conversation around expectations, actors and solutions that respond to the investment reality of today.

16. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

Abstract:
The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geo­strategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core develop­ment policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to cata­lyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

Abstract:
The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

18. Policy Responses to COVID-19: Why Social Cohesion and Social Protection Matter in Africa

This empirical analysis investigates whether and to what extent social cohesion and the coverage of social protection schemes influence governments’ decisions about the stringency of COVID-19 containment policies during the first and second waves in 2020 in Africa. Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors (“societal triangle”) provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.

Nucleus-outgrower schemes (NOSs) are supposed to be a particularly effective private-sector mechanism to support smallholder farmers and contribute towards mitigating the problematic aspects of pure large-scale agricultural investments. This discussion paper uses panel household survey data collected in two rounds in Zambia to analyse some agro-ecological and socio-economic impacts of the outgrower programme of one of the largest agricultural investments in Zambia: Amatheon Agri Zambia (AAZ) Limited. The descriptive results show that the type of participation in the programme varies across participants and components, with most participating in trainings. Econometric results suggest the following key findings. First, although the overall impact of the AAZ outgrower programme on the uptake of conservation agriculture practices is robust and promising, impacts on the adoption of other agricultural technologies is less obvious and the effect depends on the type of support provided. Second, the programme has had a significant impact on maize productivity promoted in the initial phase but not on the other crops – mainly oilseeds – promoted later. Third, the initially less productive farmers seem to benefit slightly more than already better performing ones. Fourth, although the impact on overall household security was insignificant, there is some suggestive evidence (although the effect is weak) that the programme has a positive effect on improving women’s uptake of micronutrients. Finally, our findings show that the three components of the programme (trainings, seed loans and output purchases) have different effects on the adoption of sustainable agricultural practices and productivity, and to some extent on food security. Overall, the results suggest that NOSs, with all their risks, can play a role in the adoption of sustainable agricultural practices, improving farm-level agricultural technologies, providing input credit, and thereby improving productivity and smallholder livelihoods. However, this is not automatically the case, as it crucially depends on the design and management of the project; the availability of good policies and institutions governing the rules of operation; the types of crops promoted; the duration of the project; and the political commitment of host countries, among others.

Abstract:
Noting that few studies to date have investigated the determinants of social cohesion in a comprehensive and systematic manner, this paper examines the macro-level determinants of social cohesion using a panel of up to 92 developing and developed countries for the period 1990–2020. Employing the system GMM dynamic panel data estimator, which addresses endogeneity concerns by means of internal instruments, I find that the levels of education, government size, globalisation, and economic development have significantly positive effects on most dimensions of a country’s social cohesion. In contrast, inflation, corruption and income inequality are detrimental to social cohesion.

21. Ten Recommendations for Germany’s Feminist Development Policy

Abstract:
In early 2022, Germany’s development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments’ policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany’s first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy’s overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy’s goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.

22. Inequality and Social Cohesion in Africa: Theoretical Insights and an Exploratory Empirical Investigation

Abstract:
Inequality is bad per se and has adverse effects, among other things, on economic development and the environment. It is also often argued that high and increasing inequalities put societies under stress, which increases the likelihood of social conflicts. However, the literature on this topic is scarce and some of the conclusions are not adequately supported by empirical evidence. This is mainly because there are different definitions and measurements of social cohesion. Moreover, some definitions of social cohesion incorporate inequality, thus making it impossible to examine how these two phenomena interact with one another. This paper analyses both theoretically and empirically, the relationship between inequality and social cohesion. To do so, it employs a recent definition of social cohesion provided by Leininger et al. (2021). According to this definition, social cohesion is composed of three core attributes, namely trust, inclusive identity and cooperation for the common good. These attributes are examined in two dimensions, namely the horizontal (relationship among individuals) and vertical (relationship between individuals and state institutions) dimensions of social cohesion. This paper provides an overview of the empirical evidence regarding the relationship between inequality and the three attributes of social cohesion. We find that while inequality is likely to have a negative effect on all three attributes, the intensity of the relationship may depend on some key mediating factors. Moreover, we highlight the main pathways through which inequality could affect each of the three key attributes. The empirical analysis focuses on Africa. While there is some work in this field in Europe and Asia, to the best of our knowledge, there has not been any related empirical work thus far that has focused on African countries. To measure the three attributes of social cohesion, we use a database generated by Leininger et al. (2021), which is based on data from Afrobarometer and the V-Dem Institute. Inequality is mainly measured by the Gini coefficient and data are sourced from the World Income Distribution dataset. As expected, our analysis shows that countries with higher inequality usually have lower levels of social cohesion, which is measured by an aggregate index. This negative correlation holds when we analyse the relationship between the Gini coefficient and the three attributes separately; however, the intensity varies. It is stronger for trust (rho=0.25) compared with the other two attributes (both of which have a rho equal to approximately 0.1). Additional investigations point to substantially different results for the horizontal and vertical dimensions of social cohesion. Higher levels of inequality are associated with lower levels of horizontal trust and horizontal cooperation. On the other hand, higher levels of inequality are associated with higher levels of vertical trust and are essentially uncorrelated with vertical cooperation. These relationships remain substantially unchanged when we use measures of income inequality other than the Gini coefficient. Further analyses that aim to explain the puzzling results for the vertical dimension of social cohesion reveal that our findings are not clearly driven by trust in a specific institution and are also not an artefact of the specific data we used. Indeed, we obtain similar results using data from the World Values Survey. At the same time, it appears that the positive relationship between inequality and vertical trust is visible only among African countries, whereas it is not observed at the global level or for other regions. Further research is needed to confirm whether Africa is truly exceptional in this regard, and if so, why that may be the case.

23. Partnerships for Policy Transfer: How Brazil and China Engage in Triangular Cooperation with the United Nations

This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond – often through triangular cooperation, i.e. South–South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships – 17 for Brazil and 18 for China – forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and governance arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus – for both Brazil and China – on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China–UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

Abstract:
The socioeconomic wellbeing of urban areas depends on a well-functioning transportation system that makes it easier for people to access goods and services. Whereas most urban areas in emerging economies are expanding in size and human population, high motorisation and inadequate public transport services have resulted in congestion, traffic accidents and increasing transport-related greenhouse gas (GHG) emissions. Urban rail development can help address the current transportation problem because trains can move a large number of people at high speed, provide reliable services, contribute to lower GHGs and have a low accident rate. However, urban rail is expensive and requires many technical and technological capabilities often unavailable in emerging economies because they are technology latecomers. This paper examines how two emerging economies, China and India, have adopted industrial policies to develop local capabilities for urban rail technology. The paper shows how the Chinese government has moved from purchasing urban rail technology from multinational companies (MNCs) to the current situation where it has developed local capabilities, owns rail technology patents and competes with the same MNCs on the international market. The paper also demonstrates how India is gradually improving the local manufacturing of rail subsystems as opposed to importation. Overall, the paper suggests a pathway to industrial policy adoption that demonstrates how emerging economies can catch up with urban rail technology development to address their local transportation needs.

The European Union Circular Economy Action Plan (EU-CEAP) is key to transitioning to a circular economy and climate neutrality under the EU Green Deal – and developing and emerging countries (DECs) play important roles. They are essential for primary material chains, for example, for electric vehicle batteries. DECs are also part of secondary material chains, and Europe relies on them to recycle its plastic packaging. Despite the crucial roles that DECs play in Europe’s transition to a circular economy, literature and policy discourses have not yet examined the EU-CEAP’s impact. This discussion paper fills this gap by outlining the EU-CEAP’s challenges and opportunities for DECs and presents recommendations for development cooperation.

26. Mexico’s “Catch-22”: The Implications of Being a Trade and Climate Partner of the United States and the European Union

Under the current global environmental governance and trade regimes, several initiatives, such as the new United States–Mexico–Canada Agreement, the European Union’s European Green Deal, and regional free trade agreements the European Union has implemented with strategic partners like Mexico, are prompting a vibrant discussion on how trade agreements can be used as a potential mechanism to create enforceable cross-border commitments to tackle climate change. However, to cut greenhouse gas emissions within a few decades, a decisive departure from current trends in emission and trade policies is required by all countries, both developed and developing. As a result, politicians, scholars and experts around the world have looked to trade agreements as a possible tool for reaching global climate commitments, either related to or independent from the Paris Agreement. But how well do these agreements suit this purpose? Carbon-intensive products worldwide increased when tariff reductions were implemented, resulting in destructive practices for many countries, particularly those in the Global South. For countries such as Mexico, the nexus between trade and climate change is not easy to address: the country is trapped between its ambitions to play a role in global trade platforms as an industrial manufacturer and agricultural exporter and its desire to be recognized as a global actor in climate change policy and actions within the global community. Despite recent changes in climate and environmental politics under the administration of President Andrés Manuel López Obrador (2018–2024), Mexico is a middle-income country with a long-standing tradition as climate champion and environmental leader in the Global South and needs to make clear where it stands under the new global environmental and ecological transition scenario imposed by the climate crisis and trade-related issues. The “entanglement” of global trade treaties and commitments under the current climate crisis, represents a major shift for Mexico. Caught between the new US–Mexico-Canada Agreement, the EU–Mexico Trade Agreement and the possible impacts of the European Green Deal, Mexico needs to define its role in trade and environmental terms alongside giant partners such as the United States and the European Union, while defending its role as a regional power. If the European Green Deal takes off as an international driver for deepening climate and sustainable development goals with European Union strategic partners, it remains to be seen how Mexico will respond to the challenge. In this paper we address the possible implications for Mexico under each of these instruments. We look at the interplay between them, explore the linkages and possible conflictual pathways, and “disentangle” the schemes in which trade and climate change are interconnected. Mexico may be trapped in a “catch-22” situation. Environmental provisions embedded in trade treaties provide critical benefits to the country, but this often comes at the expense of “unacceptable” environmental enforcement measures that can put at risk national development plans, especially at a time when the environment and climate change issues are not at the top of the current administration’s political agenda.

Apart from being a necessary feature of stable societies per se, social cohesion is also a key factor for sustainable economic development. One potential means through which social cohesion could foster economic development is by enhancing financial development. In this paper, we examine whether social cohesion is significantly associated with firms’ access to finance in Africa. To this end, we use a recently constructed dataset on social cohesion in Africa, which is based on the Afrobarometer survey and the Varieties of Democracy database. The dataset contains indices for the three pillars of social cohesion – trust, inclusive identity and cooperation for the common good. Combining this dataset with that of the World Bank Enterprise Surveys, we build a sample which covers more than 12,500 firms and 27 African countries. Our results show that all three components of social cohesion are positively associated with at least one measure of firms’ access to external finance. In particular, trust – but not inclusive identity and cooperation for the common good – is significantly associated with the likelihood that firms have a checking or savings account, or are financially constrained. When we measure access to finance with respect to having a line of credit or a loan from a financial institution, all the three pillars of social cohesion, including inclusive identity and cooperation for the common good, are related to access to finance. The results are robust to addressing endogeneity concerns using a heteroskedasticity-based identification strategy. Overall, our results suggest that improving social cohesion (e.g. through social protection, education, strengthening civil society organisations) could do more than hold society together; it could also promote access to finance, growth of firms, and thus economic development and job creation.

Cities account for approximately 70 per cent of global energy consumption and about 75 per cent of greenhouse gas emissions due to the density of economic activities and infrastructure and their often path-dependent development patterns. Cities adopting a green transformation process can minimise their environmental impact and maximise opportunities to improve and support the natural environment. Topics to address are energy efficiency and reduction of non-renewable energy sources to reduce their carbon footprint; actively support waste reduction and management; establish green and resilient infrastructure; encourage nature-based solutions; enhance the efficiency of new buildings; encourage low-carbon transport; and improve water cycle management. Also, these fields will lead to a greener urban economy, create more green jobs – or respectively change jobs towards becoming green – and deliver improved quality of life outcomes for residents. The aim of this discussion paper is to address the challenges, opportunities and fields of actions – respectively interventions – of these economic, but also social transformations on the job market on the level of cities. The regional focus is on African and Asian cities in developing countries. A special focus is on intermediary cities with between 1 to 5 million inhabitants since they constitute the fastest-growing urban areas today and more importantly, they have both the capacity and expertise to guide an economic transformation while still being, at the same time, not too large to be managed effectively, as outlined above. The fields of action for cities in a transformation towards a green economy, thereby creating green jobs, can be clustered into: • land use planning • green buildings and construction • sustainable mobility and urban transport • green and blue urban infrastructure services with nature-based solutions (NBSs) as a cross-cutting issue • renewable energy and energy efficiency The employment effects of a transformation towards a green economy play an important role. The opportunities for cities in Africa and Asia to create green jobs under their own local mandates of decision-making in urban planning and within their own service providers, and/or to support the “greening” of the private sector, will obviously create more green jobs, and respectively shift current jobs into green jobs.

Germany promotes “just transition” as a guiding principle for the global transition to a socially and environmentally sustainable economy that incorporates the necessary climate, environmental and energy policy measures. This includes the urgent transformation of economies to become emission neutral while ensuring a process whereby poverty and inequality are reduced, and no one is left behind. The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), the World Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ) worked together to explore ways to implement the concept of just transition in German development cooperation. The two papers that have resulted from this process outline approaches to a “just transition for all” and highlight its potential to reduce poverty and inequality (SDG 1 and SDG 10). In recent decades, the interdependencies between social and ecological development have become clear: negative effects of climate change particularly affect vulnerable and marginalised groups living in poverty. At the same time, social inequalities contribute to an exacerbation of climate change. A just transition must effectively address the consequences at the international, national, regional and local levels. Both papers provide an overview of existing approaches and challenges to foster a “just transition for all”. They offer different but complementary perspectives on an increasingly important complex of topics. This first paper, by DIE, takes a broad perspective by considering the decarbonisation of the energy sector as a whole, outlining the connections between just transition, poverty and inequality, and exploring how to ensure a just transition (for both workers and consumers) through the use of different social protection mechanisms. It argues that it is possible to make energy transitions just, but that properly designed combinations of socio-economic and climate policies are needed. A second paper, by the World Bank, zooms in on the transition away from coal. It lays out key social and community impacts resulting from the decommissioning of coal assets, based on experience gained from World Bank operations and from industrialised countries, and articulates an enhanced approach to supporting the coal transition. Both provide practical recommendations for international development cooperation in general, and for German development cooperation in particular.

Abstract:
This paper reviews the current state of literature on the impacts of urbanisation on rural development in developing countries, with an emphasis on Sub-Saharan Africa (SSA). Assessments of these effects diverge greatly. While some authors see urbanisation as strongly benefitting rural areas, for instance, through increased demand for agricultural goods and services, others highlight negative effects, for example, through the loss of livelihoods emanating from displacements and the conversion of agricultural land. Given this complexity, a review that thoroughly analyses the causal relationships between urbanisation and rural development is warranted. To do this, this Discussion Paper identifies seven channels through which urbanisation affects rural development: i) production and consumption linkages; ii) employment linkages; iii) financial linkages; iv) land market linkages; v) information and public service linkages; vi) social interactions linkages; and vii) environmental externalities. As to the first channel, production and consumption linkages, the review suggests that urbanisation has increased demand for agricultural products and services; natural resources; commercialisation and modernisation of agricultural technologies; and smallholders’ participation in modern agricultural value chains. The employment channel suggests that rapid urbanisation is enabling the diversification of rural livelihoods by bringing new eco­nomic opportunities to rural areas, but the effects have not been uniform across countries and communities. With regard to financial linkages, flows from cities have increased in many developing countries, benefitting rural areas; yet some studies point to no or to negative effects due to reduced agricultural productivity from the loss of labour and technology, and the crowding out of investment. Land market effects are particularly heterogeneous. While urbanisation tends to drive land value up and encourages investments, there are also negative developments in terms of crowding out and speculation. As to information and public service linkages, the review suggests that urbanisation has fostered information and knowledge flows from urban areas to rural areas which have improved income, innovation, and employment. Social interactions among urban and rural citizens more generally may bridge cultural gaps, improve the flow of information, knowledge, and resources pertinent for rural economic transformation, and thereby enhance social cohesion; yet little empirical evidence exists so far in terms of effects and causalities. Finally, urbanisation affects rural development through the environmental externalities it generates: waste disposal, environ­mental degradation, and loss of biodiversity. If appropriate technologies are put in place, urbanisation can also improve waste management and soil fertility, thus reducing the cost of agricultural production. To this end, the review has identified research gaps that have important policy implications. First, although effective rural-urban planning, monitoring and evaluation of rural-urban devel­opment policies require better data, there is lack of data collection systems or their quality is poor. In this respect, investing in emerging data sources such as satellites data can help countries improve their data collection systems and measures. Second, research is needed to revise and re­formulate better theoretical frameworks that take into account the uniqueness of African urban cities. Third, empirical evidence which documents to what extent and how rural-urban linkages provide an important arena for improving social interactions among neighbours, societies, and communities is needed. Finally, as many African countries continue to experience rapid urbani­sation (mostly urban sprawl), a thorough study of the impacts of urban externalities on agri­cultural productivity, food security, biodiversity, and the health of rural communities is necessary.

Ensuring the quality and sustainability of production in preceding steps is a major challenge for many firms and thus, ultimately, also for the consumer. BT offers potential for achieving significant progress on this front. To avoid catastrophic effects on natural and human systems, bold action needs to be taken rapidly to mitigate climate change. Despite this urgency, the currently implemented and planned climate mitigation policies are not sufficient to meet the global targets set in Paris in 2015. One reason for their current inadequate rollout is their perceived negative distributional effects: by increasing the price of goods, climate mitigation policies may increase both poverty and inequality. In addition, they may disrupt labour markets and increase unemployment, especially in sectors and areas dependent on fossil fuels. As a result, public protests in many countries have so far blocked or delayed the implementation of climate policies.

Abstract:
With inequality reduction now being officially and broadly recognised as a key development objective with its own Sustainable Development Goal (SDG 10), there is a need for simple, economical and quick methodologies with which to focus on this area and assess progress. This paper presents such a methodology, which allows a rough assessment of the potential impacts of development cooperation on income, consumption and wealth inequality. This is important, as a rigorous causal analysis of the contribution development cooperation makes to reducing a partner country’s inequality is complex and costly. First, the relative contribution of targeted development cooperation programmes and projects to the economies of partner countries tends to be small (though admittedly not in all cases). Second, a myriad of factors contribute to changes in inequality in any given country, and assessing the impact of all of them is a complex, imprecise, time-consuming and resource-intensive exercise.

There is a case to be made for greater transparency of the United Nations’ (UN) development work at the country level. Transparency can, in the simplest terms, be defined as the quality of being open to public scrutiny. Despite improvements in recent years, UN organisations still only partially meet this standard. Only the UN Development Programme (UNDP) and, with limitations, the World Food Programme (WFP) systematically publish basic project parameters such as project documents, funding data and evaluations. Others do not even publish project lists. Only the UN Children’s Fund (UNICEF) publishes evaluations – a key source on performance – in an easily accessible way next to programme or project information. Lack of project transparency constitutes not only a failure to operate openly in an exemplary way, as should be expected of the UN as a public institution with aspirations to play a leadership role in global development. It also undermines in very practical ways the development purposes that UN organisations were set up for: It reduces their accountability to the stakeholders they serve, including executive boards and local actors; it hampers the coordination of aid activities across and beyond the UN; and it undermines the learning from both successes and failures.

At the 10-year anniversary of the Tunisian Revolution, which toppled decades of dictatorship and repositioned discussions about democracy across the Middle East and North Africa, the democratic transition in Tunisia is in flux, or rather at an impasse. On the one hand, Tunisia is celebrated as the lone democratic success story of the 2011 Arab Uprisings, based on multiple cycles of free and fair elections. On the other hand, serious domestic political agitation over the last decade, coupled with deep structural inequalities and a rise in public perceptions of corruption in government, has nearly derailed its course towards democratic consolidation and stability. Democratisation in Tunisia has hinged on the widely celebrated mechanism of consensus among political adversaries in parliament, and among key political and civil society actors. Yet, instead of achieving consensus on critical political and economic-structural reforms, compromise-based arrangements have fallen apart due to intense party infighting, regular resignations of governments, and enormous public pressure resulting from a stagnating economy and lack of vision for comprehensive and equitable economic reform. The effect has been sustained infighting over economic and social policy, which in turn has resulted in diminishing public trust in political parties and new democratic institutions, an all-time low level of satisfaction with the government’s performance and a significant rise in contentious politics, particularly between 2019 and 2021. The proliferation of micro-parties (209 registered political parties for a population of 11.8 million) has resulted in confusion among the electorate, while the economic reality of a suffocating international debt crisis, which has only been exacerbated by the COVID-19 pandemic, has rendered levels of public trust in government to an all-time low.

Social protection plays a central role in achieving several of the social and environmental goals of the 2030 Agenda for Sustainable Development. As a result, this policy area is gaining increased recognition at the nexus of global climate change and development debates. Various social protection instruments are deemed to have the potential to increase the coping, adaptive and transformative capacities of vulnerable groups to face the impacts of climate change, facilitate a just transition to a green economy and help achieve environmental protection objectives, build intergenerational resilience and address non-economic climate impacts. Nevertheless, many developing countries that are vulnerable to climate change have underdeveloped social protection systems that are yet to be climate proofed. This can be done by incorporating climate change risks and opportunities into social protection policies, strategies and mechanisms. There is a large financing gap when it comes to increasing social protection coverage, establishing national social protection floors and mainstreaming climate risk into the sector. This necessitates substantial and additional sources of financing. This briefing paper discusses the current and future potential of the core multilateral climate funds established under the United Nations Framework Convention on Climate Change (UNFCCC) in financing social protection in response to climate change. It further emphasises the importance of integrating social protection in countries’ Nationally Determined Contributions (NDCs) to access climate finance and provides recommendations for governments, development cooperation entities and funding institutions.

The COVID-19 pandemic is a global human health crisis that is deeply intertwined with the global biodiversity crisis. It originated when a zoonotic virus spilled over from wild animals to humans. Viruses can spread easily in disturbed ecosystems, and with increasing contact between humans and wildlife the risk of contagion grows. Conservation is crucial to reduce the risks of future pandemics, but the current pandemic also impacts on conservation in many ways. In this Briefing Paper we suggest strategies to alleviate the pandemic’s adverse effects on conservation in the Global South. Many zoonoses originate there, and livelihoods are strongly dependent on natural resources. The paper considers the pandemic’s overarching economic implica-tions for protected and other conserved areas, and specific ramifications for the tourism and wildlife trade sectors, which are closely related to these areas. As economies shrink, natural resources come under pressure from various sides. Financial resources are reallocated from the conservation to the health sector, countries decrease environmental protection standards to boost economic recovery, and poor people in rural regions resort to protected wild resources as a subsistence strategy. Together, these trends speed up the loss of biodiversity and ecosystem services and create supportive conditions for the emergence of zoonotic disease and the undermining of livelihoods.

This paper addresses the self-selection of potential migrants. In particular, the study examines whether risk and time preferences explain a significant proportion in the movement heterogeneity of individuals. It is further intended to shed light on the role of social preferences (trust, altruism, reciprocity) as potential migratory determinants. By making use of a unique cross-sectional data set on migration intentions (Gallup World Poll) and experimentally-validated preferences (the Global Preference Survey) covering 70 countries worldwide, a probit model is estimated. The empirical results provide evidence that potential migrants exhibit higher levels of risk-taking and patience than their counterparts who stay at home (the stayers). This holds true across differing countries with various cultural backgrounds and income levels. Trust and negative reciprocity are found to be significantly related to migration aspirations as well. Yet conclusive clarifications still remain necessary, providing impetuses for future research.

Budgetary constraints forced Egypt, Morocco and Tunisia to reduce energy and food subsidy after 2010 but they applied different strategies, thereby transforming their existing, quite akin social contracts into different new ones delivering more protection, provision or participation for citizens.
