- After its 2022 invasion of Ukraine, Russia further amended its 2012 legislation regulating the activities of foreign agents to intensify its persecution of internal enemies. Labeling those with large audiences who openly criticize the invasion or the Kremlin’s actions as “foreign agents” became one of the government’s key tools of repression. Meanwhile, similar legislation to combat foreign influence has started appearing in other countries, including Georgia, France, Hungary, and Kyrgyzstan. This DGAP Analysis aims to help EU stakeholders understand Russia’s repressive model so that they can prevent its further adoption, especially by right-leaning governments in democratic countries.
