Abstract:
On October 21, 2019, the EastWest Institute (EWI), together with the Multinational Development Policy Dialogue of the Konrad-Adenauer-Stiftung (KAS), convened a high-level roundtable dialogue in Brussels, concerning international water security. The dialogue, the first in the project series, brought together distinguished experts representing both the public and private sectors in China, India, Pakistan, Bangladesh, Nepal and the European Union to assess the risks and threats to water security and gauge opportunities for future cooperation between co-riparian states in the Himalayan region. The roundtable dialogue consisted of two panels: “Rethinking Hydrodiplomacy in an Uncertain Geopolitical Future,” moderated by Ms. Kitty Pilgrim, international journalist and former CNN correspondent, and “Effective Water Resource Governance through Multi-Stakeholder Partnerships,” moderated by Dr. Peter Hefele, head of the Asia and Pacific team of the Konrad-Adenauer-Stiftung (KAS).

We were thrilled to host this summit with the Stanford Institute for Economic Policy Research (SIEPR), IEEE Communications Society, The William and Flora Hewlett Foundation and Palantir.

Abstract:
A gap continues to exist between the international community's rhetoric about conflict prevention and its responsibility to protect people from severe human rights violations. The record of human misery caused by violent conflict is testimony to the chronic lack of political will to respond collectively to new and emerging threats to peace. The ineffectiveness of many global efforts at preventive diplomacy is evidence that traditional diplomatic approaches, including the use of force, simply may not work.

Between June 2009 and January 2010, the East West Institute (EWI) began exploring how the United States, China, and the international community could build strategic trust through cooperation on climate change and climate security. EWI examined this issue through policy discussions in several forums: Track 2 processes such as the U.S.-China High Level Security Dialogue and the U.S.-China-Europe Trialogue21 initiative; a roundtable session in New York; and the U.S.-China Working Group on Climate Change—a group of Chinese and American experts convened with the support of the Connect U.S. Fund who met before and after Copenhagen to assess progress and to determine ways to move forward.

In the wake of the financial crisis, organizations everywhere have looked to the third revolution in information technology to upgrade their infrastructure and spur a new round of growth. The damage caused by cyber crimes and cyber attacks, however, is at the same time growing increasingly serious. As we face a looming “cyber cold war” and a “cyber arms race,” vital individual, business, and even national interests are threatened. At the same time, faith in information technology and information networks continues to slip. As a result, seeking effective ways to counter cyber threats has become an urgent priority across the globe.

Cyber war has become the drumbeat of the day. Nation-states are developing national strategies, creating offensive and defensive cyber war capabilities, conduct-ing cyber reconnaissance missions, and engaging in cyber attacks, all with alarming frequency. What is blatantly apparent is that far more financial resources and intel-lectual capital are being spent figuring out how to conduct cyber warfare than are being spent figuring out how to prevent it. The lack of international dialogue and activity with respect to the containment of cyber warfare is simply stunning. As Winston Churchill famously noted, “It is bet-ter to jaw-jaw than to war-war.” It is time for governments to begin discussions aimed at assuring an agreed-upon level of geo-cyber stability through mutual cooperation and international law.

The United States and Russia are still the giants of nuclear power, accounting for more than half the world's enriched uranium production. Twenty-five percent of the world's nuclear power plants are found in the United States and half of those power plants use Russian uranium. Russian nuclear fuel now constitutes 10 percent of the U.S. power generation mix. The interdependence arising from existing trade in nuclear fuel points toward a natural partnership.

“Do you feel more secure today than you did one year ago?” At the beginning of the East West Institute's 4th Worldwide Security Conference (WSC4), held on February 22-24, 2007 in Brussels, most attendees gave a pessimistic reaction to this straw poll. Two themes were central to the conference. Firstly, that at the core of counter-terrorism is the essential task of not allowing terrorist violence to dictate the nature and function of our society; and secondly, that terrorism is illegitimate and criminal. Terrorism cannot damage our liberties and rights, and it is a crime, not a war. Are we winning the long-term struggle against current terrorist groups and movements? The conference said no. Are the terrorists winning the propaganda war? The conference said yes.

The EastWest Institute's 4th Worldwide Security Conference brought attention to two unfortunate realities. More than half of the 600 public officials and private sector participants, all of them involved in some way in counter-terrorism, felt that we are far from winning the long-term struggle against terrorism. Secondly, there was majority support for the view that terrorists are winning the propaganda war.

Russia and the US agree on many more security issues than cause dispute between them. Neither expects war or major conflict with the other as an act of deliberate policy. The two states agree they are not military enemies. They have no military strategic interests of a bilateral nature that are fundamentally antagonistic.
