This research paper argues that the European Union should roll out a European Green Marshall Plan for ecosystem restoration and local governance in the Sahel region, located between the Sahara to the north and the Sudanian savanna to the south. Ecological degradation and related climate change put mounting pressure on the region. In combination with cyclical resource-related conflicts and the presence of terrorist and insurgent groups, this has created an increasingly volatile situation. European security and stability are indirectly at stake. The EU’s ‘Old War’ footing and support for illegitimate, corrupt, and autocratic governments to ‘mow the lawn’ of terrorists and insurgents fails to address and often undermines fundamental human security needs in the region. The authors propose a remodelling of EU foreign and security policy to shift focus from current securitization efforts towards facilitating a green, bottom-up transition that empowers local communities’ ecological stewardship by using their existing knowledge, skills, and dynamics, and Farmer-Managed Natural Regeneration (FMNR). Failure to make these changes toward a human security-centred approach means the EU’s current security and climate-related policies risk further undermining rather than contributing to regional security.

Ever since its creation in 1974, the European Council has dominated the EU agenda, even though at first lacking any legal status and devoid of formal decision-making powers. EUCO meetings elicit huge media interest. Hundreds of journalists cover every summit. Following those meetings is the best way to understand what goes on in the EU and where it is headed. That is why it is worth looking more in detail at how the EUCO expresses itself, namely via its conclusions. Those conclusions are heard because they emanate from the most powerful representatives of the 27 Member States and the President of the European Commission. They take on a life of their own. The Lisbon treaty stipulates in Article 15 (1) that the EUCO “shall provide the Union with the necessary impetus for its development and shall define the general political directions and priorities thereof. It shall not exercise legislative functions.” This loosely worded definition leaves a margin of maneuver for the EUCO. It caters for what the EUCO has done since its inception: agreeing on major decisions shaping the future of the EU, including treaty changes (Article 48 TEU) and conditions of eligibility for countries wanting to join the EU (Article 49 TEU); negotiating the Multiannual Financial Framework (MFF) packages; setting out political positions on key policies; tasking the Council and other institutions to progress with work on given files; commenting on major political developments outside the EU; reacting to acute crises and setting the framework for handling them.

Abstract:
What is valuable, is vulnerable. So it is for peace, democracy, and the ability to lead the good life. They are never permanently gained, but remain a permanent aspiration. Throughout history, it has always been thus. At this very moment, Europe is once again witnessing a war on the continent. How did we act after the Second World War to ensure that Europe would no longer be a continent constantly plagued by war? We aspired to an “ever closer European Union”. Panta rhei – everything flows. Today once more we see an acceleration of history; perhaps we are even reaching a tipping point. To be fit for purpose in this new geopolitical context, we must accelerate the construction of the EU as well. More than ever, we must not just react, but act, with foresight. European management must give way to European leadership. That does require, among other steps, a revision of the European Treaties – that is for the medium term. What follows, was originally conceived before the Russian invasion of Ukraine. It is a plea for a Brussels Declaration, subscribed by all EU Member States, to achieve an “ever closer Union”. What might, before 24 February, have been seen as revolutionary, may now be seen as an evident next step, which is revolutionary only in its simplicity. A step to complement the 11 March 2022 Versailles Declaration.

This policy brief is a report on the expert workshop on AU-EU cooperation on transitional justice which was organised in October 2021 by Egmont – The Royal Institute for International Relations, the University of Leuven, the Belgian Federal Public Service Foreign Affairs, the European External Action Service and the African Union. The workshop sought to examine some of the challenges and lessons learned so far from AU and EU support for transitional justice. Discussions focused on four areas: transitional justice’s contribution to peacebuilding, the role of civil society in transitional justice, the integration of a socioeconomic dimension to transitional justice and the gendering of transitional justice.

NATO and the European Union (EU) are both engaged in a continuous cycle of adaptation, witness in 2021 the NATO 2030 process on the NATO side, and the Strategic Compass on the EU side. These two exercises aim to look forward to how both institutions can better respond to ever-changing risks and threats. One key dimension in this debate is the optimal division of tasks between NATO and the EU, so that what they do together and in a coordinated manner is bigger than what they do separately or in a disorderly way. The issue of NATO-EU cooperation is obviously not new and has been at the heart of the development of the EU’s Common Security and Defence Policy (CSDP) since the late 1990s. This ties into at least three levels of debate that pertain to: the relationship and complementarity between the two organizations; the issue of what European states do within NATO; and the broader transatlantic bond. This said, twenty years of debates and inter- institutional cooperation have fallen short of clarifying what the two institutions must do in relation to each other. Most importantly, the NATO-EU conundrum is hampered by a series of never-met objectives and pledges, as well as by frictions on issues such as duplication, overlap, European strategic autonomy and burden-sharing. Against this background, this paper takes stock of these unmet objectives and offers a broad picture of what a division of tasks between NATO and the EU could possibly look like. The analysis is intentionally bold and puts forward a number of proposals that are undeniably contentious. It nonetheless draws on an observation of long-term and more recent trends, and aims at feeding the debate about the future of the two main European security institutions and the way they can interlock better.

The post-Cold War transatlantic relations have been marked by something akin to the law of opposite effects. When the relationship is vibrant, Europe’s defence cooperation stagnates. When the relationship is in trouble, Europeans pull themselves together to advance their security and defence interests. During the Clinton presidency, Europeans comfortably outsourced military crisis management in the Balkans to Washington. In contrast, a major transatlantic rift over the Iraq war during the Bush administration triggered the adoption of the European Security Strategy and a bulk of EU military operations under the banner of the European Security and Defence Policy. EU-US relations were back on an even keel during the Obama era, the time when Europeans haphazardly reduced their defence budgets and lost a great share of their military capabilities. Enter Donald Trump. During the deepest crisis of confidence among transatlantic allies in decades, Europeans re-energized their defence integration with a set of new initiatives, such as permanent structured cooperation (PESCO) and the European Defence Fund (EDF). It is therefore somewhat logical and far from unexpected that when Joe Biden emerged as the winner of the 2020 US presidential elections, there is yet again a heightened risk that Europeans would fall back into a lazy, self-defeating mindset of dependency on the US military shield. Breaking this pattern of reverse effects and avoiding European complacency is crucial for a healthy transatlantic partnership, but it requires concerted efforts on both sides of the Atlantic.

“Sofagate” has brutally disclosed the internal divergences within the EU in the field of its external relations. Some tried to minimize this unfortunate incident as a mere breach of diplomatic protocol. However, several elements lead us to think that the issue at stake is a very political matter: the division of power between the President ofthe EU Commission and the President of the European Council concerning the external representation ofthe EU. Tensions between both presidents were predictable and identified as soon as the Lisbon Treaty came into force (see premonitory analysis written by Professor 1 NikiAloupiin2010) .The ambivalent language of the Lisbon treaty seems to be the main source of these tensions which had, until now, been contained. On 6 of April 2021, these misgivings became public as pictures of the Ankara meeting, amplified by social media, went viral. Considering the complex relationship between institutions and Member states as well as the harsh criticism from Euro sceptical populists, an institutional quarrel is the last thing the EU needs in these COVID-19 times. This awkward dispute undermines the ambitions for an efficient and coherent European foreign policy. This article focuses solely on the impact ofthe incident on the internal structure of the EU’s external representation. It provides an analysis of the dysfunction, why it happened, and how it could be fixed. This paper does not comment on the role of Turkish authorities or any other aspect of the “sofagate”.

Abstract:
The election of President Biden was greeted by sighs of relief across Europe and offered the promise of a renewed relationship. The first hundred days in the office have been impressive. The tone vis-à-vis the EU has changed radically. New perspectives of cooperation are opening up, as set out in the Commission’s December communication on “EU-US: A new transatlantic agenda for global change”. For this to be fruitful two conditions need to be met. The first and most important one is linked to the capacity of the EU to deliver and to do what it takes to be a credible and strong partner. In this sense the future of the transatlantic partnership depends more on the European side than the American one. America is a super power and will remain one. And super powers only listen to other powers that are serious. But there is also a need for changes on the U.S side. The quiet assumption, so prevalent in the U.S, that it is natural for it to lead on all major issues and for the Europeans to follow will not stand up to the requirements of today. A strong partner can and will at times have different views and even different interests and should be allowed to defend them without being accused of jeopardizing the relationship.

The EU made its first forays into the field of public and cultural diplomacy when the European External Action Service (EEAS) was created a decade ago. In 2016 the Joint Communication of the European Commission and the EEAS, titled ‘Towards an EU strategy for international cultural relations’,1 made further headway. The Communication and the accompanying preparatorystudies2 concludedthat enormouspotential existed for the EU’s cultural diplomacy, but that a strategy to realise that potential was lacking. This brief argues that the EU should use the momentum of post-COVID recovery for strategically aligning its cultural diplomacy with the climate and sustainability agenda.

Abstract:
The EU-US Summit on 15 June 2021 marked the beginning of a renewed transatlantic partner- ship and set an ambitious joint agenda for EU-US cooperation post-COVID-19. The new Biden administration offers the EU the opportunity to re-establish transatlantic relations, which reached their lowest point since World War II under the turbulent Trump administration, and to address the bilateral disputes and tensions that have emerged, partly as a result of Trump’s ‘America First’ policies. One of the key deliverables of the Summit was the establishment of the EU-US Trade and Technology Council (TTC). The TTC aims to deepen EU-US relations on trade and investment and to avoid new technical barriers to trade by cooperating on key poli- cies such as technology, digital policy issues and supply chains. Despite the optimism in Brussels and Washington about renewing and strengthening transat- lantic cooperation, there are several challenges for EU-US cooperation. In the areas of trade, digital and climate in particular several differing views or outstanding disputes (most of them inherited by the Trump administration) will need to be addressed by the new TTC (the first meeting is scheduled on 29-30 September 2021) or other joint bodies. Only then will the EU and the US be able to deliver on the new ambitious transatlantic agenda. This paper will there- fore discuss the key challenges and opportunities for EU-US cooperation in the three inter- related areas of trade, digital and climate. For each of these areas, the outcome of the June 2021 EU-US Summit will be discussed and the challenges and opportunities for delivering on the renewed transatlantic agenda will be analysed. Moreover, this paper will present several policy recommendations, for the TTC or on EU-US cooperation in general, on how to advance the transatlantic partnership.

The need for the EU to respond and position itself in the deepening geoeconomic competition between the Great Powers has initiated a policy reorientation that is slowly attempting to break down the barriers between economic and security concerns. But how can a more geoeconomic EU ensure an integrated approach to economic, technological and security policy that allows it both to manage new risks and also retain the principles of openness and cooperation? Getting a geoeconomic EU right will require a strategy which defines and operationalises the notion of ‘European economic sovereignty’. This would support the EU and Member States in managing the increasing tension between openness and protection in prospective policy. On that basis, a geoeconomic EU in 2020 could see it reinforcing resilience to economic coercion and strengthening its role in emerging technology-security governance and diplomacy.

15. Dealing with Russia: Towards a Coherent Belgian Policy

Belgo-Russian relations are mired in paradox. For several years, the relationship between the Russian Federation on the one hand and the EU and NATO on the other has been characterized by mistrust. As a founding member of these multilateral organisations, Belgium has been a full part of the decision-making process that has formulated a hardening stance towards the Russian Federation. Yet on a bilateral level, Belgium has pragmatically upheld what is left of commercial cooperation and cultural exchanges. In order to deal with this paradox, Belgium should formulate a more coherent approach towards Russia that focuses on upholding the European order and security whilst maintaining dialogue and engaging the Russian Federation. This requires the new Belgian government to engage in a delicate balancing act that can be articulated in the forthcoming National Security Strategy, in the Belgian positions in the EU and NATO, and in the bilateral relationship with Moscow. This Egmont Paper aspires to provide both analytical background and novel ideas which can be used to such a purpose. When analysing Russian foreign policy, it can only be acknowledged that the annex- ation of Crimea in 2014 fundamentally challenged the rules-based international order. Yet to understand Russian behaviour, it is imperative to reach back in time to the late 1990s and early 2000s. Ever since, Russia’s main goal on the international stage has been the re-establishment of its Great Power status. To this end, it has sought to consolidate security buffers in the form of geographical and psychological depth. Most notably, it involved the promotion of the ‘Russian World’ (Russkiy Mir), the conduct of operations in the grey zone between war and peace, and a fair dose of strategic opportunism. Whilst perhaps understandable, this assertive foreign policy has negatively affected Belgian interests in a variety of ways. Belgo-Russian relations constitute a true kaleidoscope ranging from cooperation to conflict. Bilateral trade has largely recovered from the 2014-2015 shock resulting from the sanctions regime – even if the trade balance remains a negative one. Cultural and academic exchanges continue, in line with the little-known 1993 Belgo- Russian Treaty on Understanding and Cooperation. Yet politically, conflict has been on the increase. Russia has been actively challenging and contesting the multilateral framework that Belgium holds dear. In addition, Belgium has become the target of Russian disinformation and other grey zone operations. As it is unlikely that Russia will tone down its assertive foreign policy anytime soon, Belgium would do well to articulate a more coherent approach. This needs to clarify Belgian policy priorities, communicate Belgian positions towards the Russian government, and educate the domestic audience about the evolving relationship with the Russian Federation.

One of the innovations of the new European Commission’s proposal of a European Green Deal (EGD) is to build a “Green Deal Diplomacy”. While this ambition has not yet materialized, the proposed new diplomacy does not emerge in an empty space, as the EU has already started to develop explicit climate and energy diplomacies since 2011 and 2015 respectively. As such, it will be essential for the EGD diplomacy to learn from past successes and missed opportunities of the previous attempts to formulate and implement EU external ambitions in policy areas related to the European Green Deal.

On 22 January 2019, Emmanuel Macron and Angela Merkel signed a new treaty on “Franco-German cooperation and integration” in Aachen. Complementing the 1963 Elysée Treaty which symbolized the reconciliation between Germany and France in the post-war period, the Aachen Treaty aims to further strengthen the ties between the two countries in the domains of economy, culture, administration, environment, diplomacy and defence. Although the Treaty has been criticised for its lack of ambition, a closer reading of its text reveals some hidden gems, including its mutual defence clause. On 2 August both the US and the Russian Federation will no longer be restrained by the Intermediate-Range Nuclear Forces (INF) Treaty (1987). Early this century it gradually became clear that Russia wanted to step out of the Treaty, by which it felt itself to be solely restrained. European nations should now take up a greater share of the burden of missile defence, which should get a broader mission than it has today. The debate on EU strategic autonomy can be an instrument in this endeavour. Because of the worsening security environment NATO’s non- strategic nuclear capability becomes even more important. European NATO allies and EU member states may very soon be confronted with difficult and fundamental choices for a future without the INF Treaty, which need to be communicated and explained to their national population.

Abstract:
In 2014, the European Parliament staged a small 'coup' when it imposed the EPP "Spitzenkandidat" Jean-Claude Juncker as the new Commission President, on the basis of a rather innovative reading of the Treaty. In 2019, the attempt at renewing this operation failed, because of some of the inherent flaws in the concept, and because the conditions were no longer the same. The European Council was quick to reclaim its prerogatives as set out in the Treaty. This may however not be the last word and a revised version of the Spitzenkandidaten could possibly emerge from the upcoming conference on the future of the EU. But any such move towards a more federal Europe requires an informed and transparent debate and cannot be introduced via the back-door.

22. The Resurgence of Bilateral Diplomacy in Europe

Abstract:
As the conduct of international relations is changing in tone, bilateral diplomacy is back in vogue. This trend does not leave the European continent unaffected: intergovernmental bargaining is on the rise. Many EU member state capitals make good use of their diplomatic network across the continent to better understand what other member states aspire to achieve, and to promote their own voice within the European system. This Egmont Paper seeks to shed conceptual clarity on the resurgence of bilateral diplomacy in Europe. Firstly, it argues that in the absence of multilateral successes, bilateral approaches constitute the fall-back position for structuring the international system. Secondly, it explains in what ways bilateral networks add political depth to intra-European relationships. Thirdly, it addresses the question whether the revival of bilateralism in Europe inevitably undermines supranational institutions. It concludes one must appreciates the conspicuous complementarity between the two approaches: bilateralism and multilateralism may well alternate in prominence, but can also reinforce one another. By way of postscript, it considers the implications this analysis entails for Belgium’s diplomatic posture.
