1. Cold War in Pakistan: Interdiscursivity in the Proleftist and Pro-Islamist Magazines

Abstract:: This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

Abstract:: Populism is a political phenomenon that has gained significant attention in recent times due to its ability to appeal to the masses for common good and to bring about changes in established political systems. It has become a significant political force in many parts of the world, including Pakistan. Pakistan is a country that has experienced political instability and economic challenges since its inception. While populism has provided a platform for addressing the grievances of marginalized communities, it has also posed significant challenges to democratic governance and economic stability. Mixed method research approach is utilized in the study to examine the role of populism in the political history of Pakistan. To study political dynamics of Pakistan, the works of scholars such as Ernesto Laclau, Chantal Mouffe, Guillermo O'Donnell and Philippe Schmitter are used in the research paper. To gather empirical data, a questionnaire has been employed as a research tool. This enables a deeper understanding of recent developments in populism within Pakistan. By examining the historical and social context of Pakistan and identifying the factors that have contributed to the rise of populist movements in the country, the research paper aims to analyze the developments of populism in Pakistan offering insights into its potential benefits and pitfalls. The findings of the study will have significant implications for policymakers, scholars, and practitioners in Pakistan and beyond.

Abstract:: The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Abstract:: With its rising power, China has been spreading its clout in almost every corner of the world. South Asia, owing to its rising significance, has caused new-found interest of China in this region. Amidst many assumptions, this paper attempts to trace out the rationale behind China‘s increasing presence in South Asia. Then, it primarily tries to analyze China‘s base of power in South Asian region and to explore its strengths and weaknesses. This study is designed to identify the factors that have attracted South Asian countries towards China. This study employs a case study method in general and ‗focused comparison‘ in particular. This method is considered highly appropriate as it brings various perspectives which are rooted in a particular context. China‘s transforming statecraft towards South Asia is the context and focused comparison comes into play while exploring the commonalities and differences associated with Chinese strategies towards South Asian countries. The study concludes that Chinese base of power in the South Asian region comes from the economic, security, and diplomatic support for the South Asian countries and China has capitalized on this opportunity to transform its resources into power.

This research article aims to provide an analysis of Pakistan's defence diplomacy from 2013 to 2022. The study examines the key factors that have influenced Pakistan's defence diplomacy and how it has evolved over the years. The research article employs a qualitative research approach, utilizing secondary data sources such as academic articles, policy papers, and government reports. The data is analyzed through a thematic approach to identify the key trends and developments in Pakistan's defence diplomacy. The analysis reveals that Pakistan's defence diplomacy has been shaped by a range of factors, including its relationship with key allies like China and the United States as well as its ongoing conflict with India. Abstract:: Information technology and the internet have changed the nature of warfare in the present era. 21st century starts with a new technological advancement in economic, social, and political awareness. This article analyzes the intimidations of Fifth-Generation War (5GW) and its threats national cohesion of Pakistan. 5GW is a battle of information and perception. Misinformation, propaganda, non-state actors, and media movements generate disorder and anger. The adversaries spread misleading reports, fake news, and propaganda through social media tools. Pakistan is located in a very significant geopolitical region in the world. Pakistan is a victim of this latest war launched by anti-state intelligence agencies. Abstract:: Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

9. Security Threats to Trade Management During the Mughal Era in South Asia (1500-1750)

Abstract:: Roads were developed by humans in ancient times. With the passage of time these structures went through development and took form of modern highways. A complex structure of road network existed in Indian sub-continent during imperialism in South Asia. When Mughals developed their Empire, they further developed that road network. These routes were used for various purposes like local as well as interstate trade, postal services, and movement of royal army. Individual travelers and caravans also moved on those roads. Valuable items were carried by travelers on these routes hence various groups of professional robbers, thieves and thugs were gradually formed who robbed and killed travelers. Mughal Emperors took various measures to address this issue. Administrative officers were given the task to make arrangements to provide security to travelers. Rest houses (Sarai) were made, check posts were created and local responsibility law was continued which required local village heads to provide security on roads which were present near their villages. A strong spying network was established which kept the emperor well informed about the happenings in the state. Culprits were either killed in encounters with Mughal troops or captured by the village vigil force or they were presented before Emperor and Judges who punished these criminals.

10. 18TH Constitutional Amendment: Implications for the Federation of Pakistan

Abstract:: Eighteenth Amendment to Pakistan’s Constitution has made the Prime Minister of Pakistan, and hence the parliament, stronger instead of the President by abolishing Article 58(2) (b) just as the ‘Glorious Revolution’ of 1688-1689 in England made the parliament stronger by abolishing ‘Divine Rights’ of the kings and paving the way towards the constitutional monarchy by passing the ‘Bill of Rights’ in 1689. Just as the ‘Bill of Rights’ constituted a new era of democracy in England, the 18th constitutional amendment has promised the same. Furthermore, this constitutional software has removed the Concurrent List from the Constitution of 1973, thereby assigning more administrative, legislative and fiscal responsibilities to the federating units. The paper finds that by the passage of the 18th amendment, concrete constitutional measures were taken to transform a ‘centralized federation’ into a ‘participatory federation’ and now it is the constitutionally-driven responsibility of the provinces to chalk out development projects, addressing the people’s demands through enhanced fiscal discipline and well-coordinated public policies at their levels. In addition, consensus over the 7th NFC award was an historically important event in the politicoconstitutional annals of the federation of Pakistan.

Abstract:: This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Abstract:: Contemporary geo-political and geo-economics potentialities creates new horizons for the bilateral relations between states. These potential arrangements require security as a pre-requisite, both traditional and nontraditional domain. Pakistan Navy is dealing with these security threats from a comprehensive security approach. Through Task Force-88 and Task Force-150 as well as the Force Protection Battalion (FPB) for the security of CPEC from foreign actors, it has made enormous efforts to protect the China Pakistan Economic Corridor (CPEC) from new challenges and threats. This demonstrates that the People's Liberation Army Navy (PLAN) and the Pakistan Navy might accomplish compressive security through joint efforts. The protection and defence of sea lanes of communication (SLOCs) and the maritime-based economy are also enshrined in Pakistan's maritime doctrine. The Pakistan Navy's active engagement in Pakistan's security sector has also opened doors for the improvement of bilateral ties between various countries through the AMAN Exercises, a global collaboration of 45 nations to combat rising security threats.

Abstract:: Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: The study discusses about the emerging security challenges to Pakistan after NATO withdrawal from Afghanistan and Re-emergence of Taliban. After 19 years US signs an agreement and leaves Afghanistan in 2021. After withdrawal of NATO forces from Afghanistan, country faces alarming security concerns due to extreme hunger and poverty. To understand Pakistan's security dilemma, it is essential to analyze the Afghanistan’s current security scenario under the Talban government, foreign intervention in Afghanistan, Humanitarian crises, Pak-afghan relation, boarder issue, the movements in Pakistan and refugee crises, and then assess the security concerns of Pakistan due to Afghanistan crises after US withdrawal. Abstract:: All colonies got independence in the twentieth century through fighting or political movements against the colonizers or got independence without any struggle. mostly in these (post-colonial) states, military is dominant where political institutions are weak. Pakistan is one of these states, where army waged war against the democracy successfully and ruled directly half of the independence period. It indirect ruled the country through installing or dissolution of civilian governments. Now, they run the state from behind through giving instructions to the civilians, legalized its power using rivalry with India (Shah, 2020). Coincidently, during the military rule, Pakistan got economic well-being and remained stable (Burkey, 2010). It is now ray of hope that the military will disassociate itself from politics and become neutral. This paper aims to explain Pakistan's participation in United Nations peacekeeping Operations (UNPKOs) and the successes Pakistan has achieved in these operations. One of Pakistan's top foreign policy priorities under Article 40 of Constitution of Pakistan 1973 is to maintain international stability and security. Because of this, it has actively participated in United Nations peacekeeping missions since its creation. Pakistan has been an active member of the world community by contributing to 46 missions in 28 different countries and areas. Due to their calm demeanors and outstanding competence, Pakistani peacekeepers have been widely praised for their many successful operations and for winning the support of local populations. To date, 157 Pakistanis have also died in the service for this worthy purpose.

Abstract:: Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

Because of the presence of misperceptions as well as miscalculations the possibility of an accidental clash between both nuclear powers was high. So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

Abstract:: This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Abstract:: Money laundering is not the issue of today, as it is coming from the early days in many ways and the evil to society as it effects not only those peoples which are related to this evil as well as it also hits the noble peoples of the society by not paying the legal levies that increases the prices of products in the market. Research is carried out to check the impact of money laundering on the economy of Pakistan in an econometric way along with the other control variables (inflation, unemployment, remittances, number of crimes, total investment, and corruption). Money laundering is measured with informal economy and economic growth is measured with GDP. Annual data from 2000 to 2019 is employed for the purpose of analysis and suitable statistical tools are applied to derive the results. Through these test short run and long run effects are derived also. For analysis of the data, secondary data of two recent decades are used which is collected from the different sources i.e. economic surveys, published papers, and World Bank database etc. At the end it is concluded that money laundering has negative effect on the economy of Pakistan along with other variables.

Abstract:: This research aims to investigate harassment faced by women at workplaces. The research methodology used for this study is qualitative, and semi-structured interviews have been conducted to collect primary data. A population size of onehundred working women at public and private institutions of Lahore has been taken. Twenty working women were interviewed and themes and sub-themes were derived from the collected data. The results revealed that harassment commonly occurs in workplaces. It includes abuse, non-consensual physical contact, threats, homophobic comments, ogling, and attempts at seduction, gender-based harassment, sexual coercion, and sexual imposition. It not only impacts the psychological condition of working women but also impacts their productivity. Those women who are the only breadwinners of their families are unwilling to take any action against the culprits so as not to lose their jobs; as a result, perpetrators exploit them. Most respondents contacted were aware of women's rights, but not familiar with the Protection against Harassment of Women at Workplace Act, 2010. The study identified several issues related to harassment and recommended significant initiatives to train women against harassment.

Abstract:: “Nation-building or State-building” has been a 20th century highly complex and controversial concept which taking again center-stage in the post-Cold War era. The idea has generated much heated debate in the world as well as in the academic circles. The notion is a process of constructing or structuring a unification of the people within the state through the state power which can be politically and economically stable and viable in the long run. In the past „nation-building‟ or „state-building‟ approach emphasizes on cultural identity for the newly established „nation-states‟ which lead to self-determination. However, in the contemporary modern world, it is process whereby a diverse society with different languages, cultures and religions come together within the boundaries of a sovereign state with a unified constitutional and legal dispensation. In this regard, Pakistan is multi-ethnic, multi-cultural and multi-religious state where people have less amount of commonality of interests, goals and preferences. It is extremely unlikely that different linguistic communities will agree on the definition of „nation‟. Its complexity and fragility is the product of deep rooted political and economic factors which are the main threats to its domestic security and stability. It is also fact that religion and external threats are no more viable reason for the state and regime survival. So, the guardians of the state remain failed to succeed in „nationbuilding‟ process which is still the biggest challenge to the country‟s solidarity. Modern scholars have views that nation-building cannot complete without economic development, modernization and democratization. Thus, the state is the political regime that operates within an existing nation or nations. It is the role of the state to bring together disparate national communities into a stable political regime. Nonetheless, the model of democratization, expansion of federal structure, economic growth and stable political institutions recognize as the formula of success and this is the only way of nation-building or national integration.

It also contemplates that a new and balanced relationship, anchored in shared bilateral economic, political and security interests built simultaneously with the status quo, emerging and resurgent great powers is more beneficial and less risky for Pakistan in future than band wagoning with a single great power or offering its total security commitment against any other great power. Abstract:: The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

Majority of the Western media, academia and policy making circles deliberately established the narrative of Debt Trap Diplomacy (DTD). Gwadar port is likely to unlock potential of connectivity with regional trade partners in West Asia-Central Asia and South Asia. This project is a win-win situation for China and Pakistan. China‟s investment in Gwadar port will improve Pakistan‟s economy, uplift Baluchistan‟s living standards by offering attractive opportunity to potential investors in Gwadar‟s free zone. China‟s investment in Gwadar is promising to bring real change in Gwadar and Pakistan in particular. Due to massive propaganda against Gwadar, desired results have not been achieved yet. This paper is based on primary as well as secondary data. Primary data has been collected from Planning Commission of Pakistan on the condition of anonymity. The main argument of the paper is that the narrative of debt trap diplomacy is false. Connectivity of Gwadar with regional countries will be a game changer in the region.

Both the nations‘ leadership pronounced the bilateral relationship between China and Pakistan as the ―All-Weather Strategic Cooperative Partnership‖ and ―Iron Brother.‖ The strategic partnership between China and Pakistan has a significant impact on the Asian strategic environment in particular and global politics. The Indian strategic enclave regards China-Pakistan‘s multifaceted relationship as a substantial obstacle for India‘s rise as a Great Power within the regional context. The study‘s primary objective is to critically examine impact on Asia‘s main actors such as India and Russia. So that one can profess about the dynamics of this relationship and implications of China and Pakistan‘s geo-strategic relations on the rising economies. A qualitative study with qualitative interviews and thematic analysis was applied to conduct this study. The analysis reveals that South Asian RSC has no change in the patterns of amity and enmity. The region continues to be conflictive, where their enduring rivalry and continued distrust shape enmity patterns between Pakistan and India. On the contrary, Pakistan and China‘s amity patterns can be seen growing in the longstanding strategic relationship and deep-rooted cooperation. The investigation discovers that on a bilateral level, several new factors in the post-9/11 era have molded Pakistan-China Strategic relations, which have intricate linkages with the regional and global security complexion.

Abstract:: The political system of Pakistan rests on the principle of federation: powers of decisionmaking are constitutionally divided between parliament and the provincial governments. The constitution of the Islamic Republic of Pakistan 1973 emphasizes party-based democracy. It demands the practice of democracy within the political parties to promote democratic norms in political culture and to create a conducive political environment to strengthen the federal system in Pakistan. The second important principle of federation is unity in diversity. A political party in a federation is considered as a bridge between the federal government and its federating units having its roots in the general masses across the federating units. It helps the federating units to have a forum to identify, express, and articulate their interests. But the element of hereditary succession and the presence of affinity networks within political parties is weakening the democratic spirit of the federal Constitution of Pakistan. In major political parties, the only merit to elevate to the highest rank in the party is to be the next heir or to be the close relative of the party leader. The culture of hereditary leadership promotes the norms of kinship politics and nepotism where political decisions are made to protect the vested interests of kinship groups at the cost of the more extensive interests of the federation. This paper is based on three sections; the first section deals with the phenomena of hereditary politics in general; the second section deals with the importance of political parties in a federal system and; the third section of the study deals with hereditary succession and affinity networks in political parties in Pakistan and their impact on the federal system. The study used the desk research method to analyze the data under the qualitative approach. Primary and secondary sources are used to collect the data, however, primary data is collected from various internet sources like official websites of FAFEN, ECP, and Dunya news, etc.

Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. Abstract:: The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

Abstract:: The treatment, image, and issues related to CPEC become significant when this venture is considered a game-changer for the Pakistani economy. This study analyzes the CPEC coverage in Pakistan's highly circulated English newspaper, Daily Dawn, and The News. The quantitative content analysis technique is employed for this study from April 2015 to December 2019. This study aims to explore how news contents of selected newspapers portray the image of CPEC and the treatment of selected newspapers toward this project. The theoretical foundation of this study work under the Grunig models of Public Relations. The findings of this study reveal that both newspapers portray a positive image of CPEC. The primary focus of the news content of selected newspapers is information regarding the economic and political aspects of this project, while inadequate significance is given to strategic, social, and legal aspects. Moreover, from Grunig’s models' perspective, major public relations practices worked under the public information and press agent model.

Abstract:: Feminism is a mission for far-reaching transformation of society. It focuses on gendersensitive foreign policy agenda, shifting away from traditional approaches. Therefore, it can be considered more than just gender equality where the goal of gender justice dominates the idea. In 2014, Sweden proclaimed a Feminist Foreign Policy (FPP), followed by Canada in 2017, France and Luxembourg in 2019, and Mexico in 2020 which opened a path for many other countries to follow the trail. Swedish FFP talks about 3 Rs, i-e; Rights, Representation and Resources. The political framework of Feminist Foreign Policy revolves around the welfare of that marginalized faction of the society which has been facing all kinds of oppression emanating from forces of patriarchy, colonization, hetero-normativity, capitalism, racism, imperialism and militarism. The study intends to answer the primary question why it is important for the world to adopt FFP and will it even work in South Asia, particularly Pakistan where gender is one of the consolidating principles of the society. With these ideas’ backdrop, Swedish Feminist foreign policy gives us window of opportunity to think over the subject. However, the fact remains that this practice is different from one country to another, one region to another and one culture to another but the important is to be able to prove that it is beneficial for country’s concern to include women at the level of society because it is smart economics.

Abstract:: It is an internationally recognized principle that the prerogative to speak freely is a preliminary human right of the utmost importance. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. The unbridled license may not be given to any person for publishing defamatory material, either libel or slander, which defames the dignity and reputation of others on the plea of the prerogative to speak freely. The prerogative to speak freely must be proportionated against other fundamental rights and constitutional principles. Abstract:: Studies in different socio-cultural contexts have found that women academics face structural and cultural obstacles and barriers. Less is known about the lived experiences of women academics in the context of Azad Jammu and Kashmir. This study explores the lived experiences of women academicians in coeducation higher education institutions (HEIs) / universites of Azad Jammu and Kashmir (AJK), Pakistan. The main objective of the study was to know the working relationships and interactions between women academicians with their men colleagues and students. We also attempted to unpack how women academicians manage their families and academic responsibilities. The data for the study come from sixteen in-depth interviews with women academicians in two public sector coeducation universities/ HEIs of AJK. The respondents were selected with the help of purposive sampling technique. We processed and analyzed the collected data inline with the qualitative data analysis technique. We enagegd Walby‟s (1990) concept of pubic and private patriarchy. Our study findings/results unpacked the explicit and implicit disparities and discrimination faced by women academicians in the prevailing patriarchal structure of higher education institutions of AJK. The findings advance and further the existing debate on the lived experiences of women academicians in HEIs with new insights from the specific context of AJK.

Abstract:: Pakistan is a galaxy of religions and a land having rich cultural diversity. Such attributes have fascinated the research scholars, political scientists, and sociologists for studying the elements that, despite of indifferences, have connected the people. Pakistan was a political demanded of a visible Muslim minority of Sub-Continent to have a piece of land where the deprived and oppressed community (Muslim) can enjoy the liberty and freedom of their culture, tradition, and religious rituals. However, when the Pakistan Movement was on its full spring, other small minorities have also joined hands. Furthermore, Quaid’s vision for a democratic, tolerant, and inclusive society convinced the other minorities and ethnic groups for opting to live in Pakistan. The constitutional and political history of Pakistan reflects the efforts and energies invested by the decision makers to strengthen the national unity and cohesive bond. The research topic ‘National Unity and Cohesion in Pakistan: A Critical Assessment of Constitution 1973’ is an attempt to identify the constitutional provisions for ensuring national unity and cohesion. The qualitative method has been deployed in which the researcher studied the material already produced on the same topic and conducted interviews. The primary objective of this endeavour was to assess the constitutional commitments and the political will to ensure implementation. Additionally, the factors that have affected the implementation and disturbed the social fabric of Pakistan contributing to increase marginalization of weak segments of society and excluding some specific groups from the mainstream.

Abstract:: The US withdrawal from Central Asia, Russia-Ukraine conflict and diverted great-powers’ competition from the region necessitate and drive the Central Asian region to revive historical links and open up in southern direction. The circumstances also induce Russia to open up trade routes to South via Central Asia. Central Asia with prudent regional approach may move from a “shatter belt” status (a region torn by internal strife and external intervention) to strengthened regionalism in the absence of direct great powers’ competition. Abstract:: Language is one of the most complex abilities, especially teaching in a formal learning environment and demography may help to comprehend social and economic issues and find viable answers. It engages in market research, labor market analysis, insurance forecasting, economic development, and social planning. People in South Asian countries work for private and public institutions at local, regional, national, and international levels. This research deals with the language learning of child acquisition and its influence on demographic elements, and the most crucial element in this discussion is the various implications on South Asia countries and the results of a research study conducted among private and government students (N=500) who are studying in different Muslim and nonMuslims schools of Lahore, Pakistan. This study investigates the effect of demographic factors on children's language acquisition at the middle level all over Asian countries. The researchers developed a questionnaire that contained 40 items, 37 are close-ended and 3 are open-ended. Quantitative and descriptive statistics with SPSS software are employed to investigate the effect of all demographic factors on the language learning process of children. The results indicate the pertinent findings against each major construct/theme such as age, gender, parents' (income, status, education, background, and occupation), social and economic context, rural and urban society, and cultural influence. It also shows that each factor has a deep influence on language acquisition among middle-level students, and Asian countries are affected a lot. This study investigates the short- and long-term effects of demographic variables on the language acquisition of South Asian children.

Abstract:: On September 11, 2001, the World Trade Center collapsed and the Pentagon was attacked, triggering a sustained anti-terrorism campaign around the world. A number of cases have been reported where the war on terror has adversely affected the sovereignty of the state. The war on terror has been particularly devastating to Pakistan, one of the frontline states in this conflict. This war has compromised Pakistan's sovereignty a number of times. Specifically, this paper focuses on drone strikes by US forces in Pakistan's tribal areas, including attacks on Salallah checkpoints and the killing of Osama in Abbottabad without obtaining permission or sharing information from Pakistan. There is still a lack of trust between the United States and Pakistan, so it was the Pakistani government's responsibility to protect its regional interests before entering this war and deciding the scope of Allied Forces authority. The paper concludes that the US-led forces have undermined Pakistan's sovereignty. The document notes that intelligence cooperation, allies' trust, and the respect for national sovereignty of states are very important factors for the advancement of the antiterrorism effort.

Abstract:: Pakistan has oscillated between weak civilian rules and military regimes throughout its history. Military co-option with the judiciary, alongside few exceptions commenced an era of dissolutions in 1988. This led to develop an institutional imbalance which undermined the representative institutions by upholding the presidential orders to dismiss federal and provincial assemblies in Pakistan. The judiciary in Pakistan largely remained a reactionary institution as it endeavored for the self-preservation rather than upholding the constitutionalism and enforcing the rule of law. Judiciary‟s political assertiveness during the decade of 1990s by addressing the political questions led to decline of its impartial character. This research expounds that judiciary‟s informal support for military increased the federal challenges of Pakistan and enhanced the authoritarian features of the state. This paper also explicates that by validating the dismissals of the representative institutions and authorizing the military regimes to amend the constitution, Judiciary compromised its judicial independence, which is one of the salient features of Constitution of 1973. Keeping in view the nature of case study and employing qualitative approach of research, this paper largely addresses the key question that how judicial Independence is relevant to the issues of federalism and democracy in Pakistan.

Abstract:: The main aim of the present study is to empirically investigate into the question whether the Institutional Quality (IQ) and Trade Openness (TO) are competitors or complements in Economic Growth (EG) in case of sample South Asia Economies; “India, Bangladesh, Pakistan, and Sri Lanka”. The panel data for the period of 1984-2018 has been utilized. The Fixed Effects Model (FEM) estimation technique has been applied for empirical investigation. The empirical results of FEM confirm the positive and statically significant impact of IQ and Interaction Term on Economic Growth in sample countries. The positive significant results strongly supported the hypothesis of this study, the IQ and TO are complements in EG in the case of sample SAE. The IQ measure has also established positive and significant effects on EG while the TO has a negative impact. Based on empirical findings, this study recommends that the policymakers of sample countries should make policies that strengthen the IQ, in order to improve trade and, consequently, the EG.

Abstract:: The principal objectives of this research were to analyze their reintegration challenges and to dig out the way to use their social and human capital for getting benefit from the international political economy. Qualitative data were obtained from sixteen highly qualified return migrants in the universities of Faisalabad. Purposive and snowball sampling techniques were adopted to reach the respondents and in-depth interviews with them were conducted with the help of an interview guide. Thematic analysis was applied on the bases of case studies. The return migrants were facing multiple challenges at the institutional, political, and economic levels. They were less paid as they can get better salaries internationally. There is no channel to utilize their human and social capital appropriately that can be beneficial for enhancing the role of the country in the global political economy. The difficulties in the diffusion of new ideas, mismanagement at the professional level, cultural shock, lack of proper infrastructure, and political interference in academic institutions remained challengeable for them. The country should better utilize the capital of the highly qualified return migrants to uplift the political economy of the country.

Abstract:: This study examined the effect of personality traits on procrastination of university students. All the students enrolled in public and private universities of the Punjab were population of the study. Sample was comprised of 500 students which were selected through convenient sampling technique. Due to Covid-19 convenient sampling technique was used. Two instruments were used to measure personality traits and procrastination. Big Five Inventory was used to measure personality traits and 20-item Procrastination Scale was used to measure procrastination. Structural Equation Modeling (SEM) was used to analyze the data. It was found that sample data fit the hypothetical model well. Randomly selected large sample is recommended to further probe the cause-effect relationship of variables understudy.

Abstract:: People engage in online political debates through Facebook and online political information sharing leads to offline political participation. This study aims to analyse the use and influence of Facebook on the information-sharing practices of Pakistani netizens. A quantitative research design based on an online questionnaire survey was used to collect data from Pakistani netizens who were also active users of Facebook. Data showed that the majority of the respondents positively used Facebook during an election to enhance their political knowledge and participation. They also forwarded political information and influenced their friends to vote for a specific candidate in the election. The Facebook campaign had a positive influence on election results as well as the turnout of the election. Findings also revealed that demographic factors of respondents did not have any effect on their information sharing practices during a general election. Moreover, caution should be exhibited to avoid posting derogatory and appalling comments and fake news. The use of Facebook among educated netizens in the Pakistani General election may fill the gap in the psephology and context of a developing country. Findings may apply to other developing countries with similar contexts.

The real test of relationship was, when India stopped supply of coal for Pakistani trains and Chinese helped Pakistan, Pakistan on the other hand refused to condemn China in 1950s Korean War. The start of the relationship was neither warm nor cold. Pakistan had assumed that China was a neighbor and neighbor can not be changed. Moreover in case of Chinese assumption of Security Council seat, Pakistanis realized that Kashmir question would be discussed at UN, therefore, close and friendly relationship with China was necessary but Pakistan also needed economic and military assistance which could only come from Western block. However, maintaining normal relations with China was considered necessary. Therefore, Pakistan strongly supported Chinese‟ entry into UN Security Council and at Bandung Conference.

Abstract:: China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Additionally, there is a general understanding of the external motives and domestic sources being behind China‟s policy towards South China Sea, however, these factors are often analyzed and studied in isolation. This research article examines both the factors simultaneously and draws conclusions on the potential of armed conflict in the region, especially with respect to the claimant littoral states and the American pivot.

Abstract:: Institutional quality is considered the major cause of income difference among the nations of the world. The primary objective of this research work is to analyze the nexus between institutional quality with a special emphasis on democracy in the economic growth of Pakistan. Economic growth is measured by Real Gross Domestic Product (RGDP), and democracy is quantified by democratic accountability (DA). Time series data on democratic accountability (DA), human capital (HC), infrastructure (INF), inflation (DEF), and RGDP from 1984 to 2018 have been utilized. Using the Johansen Cointegration approach, the results showed a long-run cointegration between the variables. Johansen Normalized results showed that democratic accountability, infrastructure, and human capital have a direct and statistically significant effect on Pakistan‟s economic growth. Similarly, Vector Error Correction Model (VECM) exhibits that the computed value of ECT (-1) is statistically significant, negative, and less than 1, these results confirm the convergence of the variables towards its mean position. The VECM confirmed the existence of a long-run relationship between democratic accountability and the economic growth of Pakistan. Moreover, the results showed the short-run relationship between the variables. Granger causality showed a unidirectional causality is running from democratic accountability to economic growth. The results of diagnostic tests also revealed the absence of autocorrelation and heteroscedasticity with the normality of residuals. Based on the econometric results, this study recommends that elected governments should establish such procedures and mechanisms that strengthen and support the democratic system and respond to people‟s problems to achieve sustainable economic growth in Pakistan.

Abstract:: This research paper analyses the employment of cyber warfare as a tool of hybrid warfare by focusing on the case study of Pakistan. The changing domains of war in hybrid regimes complemented by the ambiguity of cyber warfare, becomes a real destructive instrument of power. Pakistan is a developing country and the cyber space of Pakistan has numerous vulnerabilities which are exploited by our adversaries time and again. Cyber space is closely linked with hybrid warfare and it is employed by both state and non-state actors as an effective instrument of hybrid warfare. The paper begins by the challenging task of defining and briefly analysing the terms such as cyberspace, cyber warfare and hybrid warfare. The research argues how cyber warfare is being linked with hybrid warfare in contemporary times. Subsequently, it attempts to analyse the existing cyberspace of Pakistan to identify its cyber vulnerabilities and how those vulnerabilities have been exploited to undermine the national security of Pakistan through cyber warfare in a hybrid domain. Additionally, the paper highlights the major findings to underpin the requirements of guarding cyber space and concludes by underpinning the need to protect the cyber space from exploitations by multiple actors.

Abstract:: The Movement for Restoration of Democracy (MRD) emerged when General Zia-ul-Haq could not fulfill the promise of conducting elections and prolonged his dictatorial regime instead of fulfilling his promise. He drew his power from a controlled system of government. In those circumstances, the democrats formed an alliance against the martial law administration. They neglected their internal differences and focused on their goal to achieve freedom of expression and liberty which was snubbed by the regime. MRD main demands were the restoration of democracy, under 1973 Constitution, conduction of election and handing over the system of administration to representatives of people. MRD continued struggled till the end of dictatorial regime in 1988.

Abstract:: Belt and Road Initiative is China’s global infrastructure program. This long-term investment strategy is aimed at improving regional cooperation, increased trade and economic integration by linking Asia with Europe and Africa through maritime and land networks. South Asia is vital for Belt and Road Initiative of China. China views South Asia as a priority zone because its geostrategic location will contribute a lot in the preferment of the BRI. This research intends to highlight the geo-strategic and geo-economic implications of BRI on security and economy of South Asian states. This study is carried out using qualitative research methodology. Data was collected through primary and secondary sources including books, journals, research papers, articles and videos of seminars and conferences on the concerned topic and interviews of experts of BRI and CPEC were also conducted. According to the research, BRI is the manifestation of Mackinder’s heartland theory. BRI fortifies intra-state transport connectivity, improves international connectivity, will help to ease power shortages and facilitate economic modernization and industrialization in South Asia. The findings of this research show that China is expanding its diplomatic influence through its economic presence in South Asia causing serious challenges to India’s power in the region and USA’s status of global hegemon. Along with the opportunities of BRI, there are a number of risks of political instability, poor law and order situation, corruption, terrorism and extremism in South Asia, hindering the smooth functioning of BRI projects. Also there is a fear of Chinese debt trap and loss of sovereignty in South Asian states making them reluctant to fully permit the execution of Chinese led projects on their land.

Abstract:: Every country developed its relations with other states for their interests and purposes. Hence, soon after the independence in 1947, Pakistan enhanced its relations with the United States as response U.S. also responses positive, however, this connotation was totally on the hidden interests. This research shed light on the relationship between the Islamabad and Washington from 1947 to 1952 and its aftermath. A variety of interests have been found with Pakistan such as Pashtunistan issue from Afghanistan, financial aid, and Kashmir issue, whereas, United States utilized Pakistan to punish the communist cause. At beginning, the U.S. was found timid in the emergence of Pakistan considering the communist control over it; however, later seen the goodwill between the two countries. Under the umbrella of friendship, Washington and Islamabad ensured the both countries interests and developed the number of associations such as Middle East Defence Organization (MEDO) beginning in 1952, settlement of Pashtunistan issue, and a positive try of Kashmir issue. These associations provided the opportunities for both the countries where Islamabad received military assistance, billions of dollars, and other fruits, while the Washington used the Islamabad to fight the communist narrative. It is apparent that despite the number of mistrusts, Pakistan and United States relations were tremendous during the investigation era.

Abstract:: Postcolonial polities are marred with governance dilemma due to plethora of factors from lack of resources to flawed administrative structures; diffused roles and structures with a bend to authoritarianism; corruption to ineffectiveness for provision of welfare services for population; curbing freedoms to military interventions leading to crisis of governance. Michel Foucault theoretical approach of governmentality with its three pillars i.e. who will govern, how will govern and what is meant by governance is an effective tool to provide an insight in structural functional revisionist analysis of working of such polities. The methodological approach of paper is to cluster three important concepts, i.e. governmentality-structural-functional analysis and the concept of good governance encompassing hexagonal study of six important indicators, i.e. voice and accountability, political stability, effective governance, regulatory capability, Rule of Law and Control of Corruption. As different IGO‘s evaluate countries performance on basis of these indicators, the study will take account of Pakistan performance on good governance indicators and try to find the answer of why questions by a structural functional analysis of governmentality at play in Pakistan. The performance flaws of Pakistani state are direct result of diffused and overlapping governance roles and structures; collaborative rule of non-representative institutions like military and judiciary and their intervention in governance.

Abstract:: This article is a critical appraisal to the findings of Sweden based Institute V-Dem1 , the Democracy Report 2021 ―Autocratization Turns Viral‖. This report elucidates that India is no more among the list of democratic countries, terming India as an ―Electoral Autocracy‖. This statistically quantified analysis puts a big question mark on the face of Indian democracy where human rights are no more respected. The Indian democratic backsliding has largely occurred due to Modi‘s promotion of Hindu-nationalist agenda that has hollowed Indian democracy leading country to a polarized and intolerant society. Personality cults have historically been the hallmarks of totalitarian regimes. The cult of Modi has been complemented by a deepening majoritarianism, as the ruling party assaults and threatens religious minorities in its effort to build a theocratic Hindu state. Empirically the study focuses on critical analysis of this report while discussing Hindutva Ideology and Citizenship Amendment Act (CAA). The present research tries to answer the question how current situation of democratic backsliding will impact Indian politics. The legal right after its recognition takes power for its enforceability from the Constitution. Therefore, in order to alter a legal right, it needs amendments in the Constitution by legislature. The philosophy of human rights is as old as the establishment of mankind. The right to life is considered as the most important and basic human right and is the foundation of all other rights guaranteed by the Constitution. However, where there is right there is always some obligation to enjoy that right. The right of equality demands that all the people have same rights and self-respect as they are born as free and entitle for equal protection as per the Constitution without any discrimination. Generally, human rights are deliberated as a matter of right other than special favor and privilege and must be accepted with full regard not being constrained to the territorial limitations. Therefore, the focus of this study is to critically analyze the most important fundamental rights and how seriously the judiciary of Pakistan perceives these rights in the context of Constitution of Pakistan, 1973. The study may provide an opportunity to build a bridge between the judiciary and the executive for the proper implementation of fundamental rights in Pakistan.

Abstract:: This article addresses the intrastate hydro issues and conflicts in India. With the advancement of industrial development, the issue of hydro resource sharing and acquisition has emerged as a major issue in the country. Presently Indian states are facing serious disputes over the hydro resource sharing formulas and construction of mega water reservoirs over the shared water resources. Water deprivation has even compelled some states to demand for themselves a separate state, causing alienation from the Indian federation. This article strives to look into the parameters adopted by the federal government of India for resolution of the issues. It also investigates how India has been unable to adopt and devise a permanent hydro management policy. The expert view opines that if the grim hydro management situation is not addressed properly it may lead to water scarcity and consequent deteriorated internal political scenario. This article suggests that this issue can be resolved through viable hydro management strategies that involve all stakeholders with a positive purpose to satisfy each one of them. Ultimately, it is suggested that unless India improves its water sharing mechanisms with the neighboring countries, the internal strategies to resolve the issue would go in vain.

Abstract:: The purpose of this paper is to analyze the structure and characteristics of the civil services in Pakistan and determine the extent of application of path dependency principles to the civil services in Pakistan. The paper also aims to discuss the factors that have led to the path dependency in civil services of Pakistan. More specifically, this study will try to identify the set of initial conditions that triggered the events that led to path dependency in civil services of Pakistan and debate on the nature of the mechanisms that have kept the civil services of Pakistan on the same track, making it path dependent. Also in the context of path dependency, what have been the critical junctures in the path dependent model of civil services of Pakistan? This paper also explores the various attempts of reforming civil service since the creation of Pakistan and argues that path dependency has acted as a barrier to the civil service reforms in Pakistan. The study also proposes a theoretical model for conducting empirical research on the implementation of civil service reforms in Pakistan.

Abstract:: The education system in Pakistan, especially its closed-book examination regime, is the legacy of the British Raj dating back to 1857. The examination style of the University of London was introduced in the subcontinent for native students at the high school level to promote English and with an incentive of preference in government jobs. Since the creation of Pakistan, the closed-book examination system, instead of evolving with the changing requirements, got further strengthened where it was also introduced in the higher education in the country. A closed-book examination system promotes rote learning and memorization among the students to fetch good grades. The entire purpose of education becomes questionable when student's efficacy and intellect are assessed in the light of marks attained. The GAP culture of educational institutions is detrimental to the students and society alike. Education in itself has shrunk to passing the exams for promotion to the next level or attaining jobs rather than developing the personalities and transforming the youth into thinking minds and effective, contributing members of the society. Education in Pakistan is merely a test of memory where those with good memory skills who can reproduce the textbooks as verbatim attain good marks and are considered educated and knowledgeable, and failures are discarded from the society. Closed-book examinations are at a tangent to critical, reflective, and creative thinking skills. The analytical abilities of the students of this exam regime are at its lowest ebb. In order to address the menace of extremism, violence, increasing intolerance, and exclusivity in the society, there is a need to find an alternate in the shape of an open-book examination regime that will promote critical, reflective, and problem-solving skills among the youth. Open-book exams assess the true analytical skills of the students, and since this type of examination can only be attempted by students with conceptual clarity and enhanced understanding instead of parroting and rote learning.

Abstract:: The debate regarding the influence of corruption on economic growth is increasing. Therefore, this study examines the impacts of corruption on economic growth of developing South Asian Economies between 2002-2017 period. The study uses fixed effects, random effects and robust least square estimators for the empirical estimation. The outcomes show that in developing South Asian countries corruption is working like grease and enhancing the economic growth. Nevertheless, the study based on the theoretical and empirical literature recommends these countries to formulate policies to lower corruption as it harms the institutional quality, adversely affects the investment decisions of the firms, system of meritocracy, and is considered globally as a moral decay of the society. These all in turn, in the long run adversely affects the economic growth.

Abstract:: The launch of Sputnik demarked the beginning of the space age and also the beginning of the militarization of the outer space. During the Cold War, the two strategic competitors exploited the outer space for their military purposes, which initiated an intense space race, lasted till the end of it. Due to intense competition in space, different satellites for photographic reconnaissance, surveillance, communication and intelligence were launched into the outer space and space became the area of conflict between the arch enemies. The major development in the militarization of space came under the President Reagan‘s period, when Strategic Defence Initiative was announced in 1983. This was the first step towards weaponizing the common heritage of the human being. The power trends in the militarization of outer space have also shown its implication on security of South Asia. China, under the consideration of security dilemma, has contributed its part in the militarization of space. As a result, India in collaboration with U.S is also crawling towards developing its space power, which has serious implications on the security of Pakistan. Therefore, the strategic competition among nations has resulted into their massive investment in the developing their space assets for military purposes and brought a paradigm shift in it. This research paper analyzes that space has become a fourth medium of warfare. The new plans from the major powers to utilize the outer space to dominate and to create their hegemony in the outer space will deteriorate the fragile peace in South Asia, as well as endanger the peace of the world. The design of present research is exploratory and for more empirical analysis, study also based on philosophical assumptions.

Abstract:: Worldwide, startling gender disparities exist in employment. There has been a shift in gender culture in the present era which requires both men and women to have paid jobs and share household responsibilities. South Asian region with leading economies like India, Bangladesh and Nepal, presents an interesting paradox for research. Hence, the aim of this conceptual paper is to understand the push and pull factors which influence female labor force participation in the South Asian region in purview of various social, cultural and institutional impediments to engaging into their economic role. Specifically in India, Pakistan and Afghanistan, where the female labor force participation rates are significantly lower than the other South Asian nations, scarce conceptual as well as empirical researches have been conducted till date to analyze the underlying reasons and consequences of gender inequality or in labor force participation. The article highlights that in case of majority of the developing countries of South Asia, there are numerous complications associated with prevalent gender stereotypes within the society and the division of labor. The author argues that it fails to acknowledge women’s triple role in the society. Lack of adequate institutional framework can be one of the prime reasons of low scores for the South Asian region that restrains women to enter productive employment sectors. Discrimination against women in labor force can be costly in the course of development. If properly utilized in the labor market, with the provision of an enabling environment, this huge workforce can make significant contributions to the economic development and growth of the region. Ultimately, it would aid in attaining the Sustainable Development Goals of eradicating extreme poverty and hunger from the world.

Abstract:: This research explores the economic determinants of crime in case of a panel of South Asian countries (Pakistan, India, Sri Lanka and Bangladesh). To empirically determine the relationship between crime and its determinants, data for the concerned variables are collected for the period of 2003 to 2017 from different sources like World Development Indicator (WDI), National Police Survey and UNESCO. In this study, education, economic growth, population and unemployment are used as the determinants of crime. To find out the relationship Random Effect Model (REM) and Fixed Effect Model (FEM) models are constructed. After applying diagnostic test, it is found that Fixed Effect Model is appropriate. But the FEM model violates the assumptions of classical linear regression model (CLRM) because there is hertoscedasticity and autocorrelation problem in the data. To robust these problems, feasible generalized least square (FGLS) model has been applied. The results of FGLS revealed that education has negative and significant impact on crime. Contrary, population, economic growth and unemployment have positive and significant impact on crime. The study recommends that government should give preference to education sector. On the other hand, government should control the population growth and unemployment rate.

India and Iran have some common interests in Afghanistan. New Delhi has invested a big amount in various sectors in Afghanistan to enhance its influence in Afghan society. India has worked hard to facilitate Afghan Nationals to boost its soft power. India now influences the internal politics of Afghanistan. The world considers India a major market in South Asia. India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Pakistan has already suffered a lot due to the disturbance in Afghanistan. Peaceful Afghanistan is in the favor of South Asia and for the Global Powers. This paper focuses on the Indian presence in Afghanistan and India’s role to bring peace in Afghanistan.

U.S. strategic and operational methodology despite exhausting all possibilities; troops’ surge, air dominance/surveillance, non-kinetic peace building operations, failed to dislodge the threat of Taliban violence. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Abstract:: Kashmir is the most serious dispute between Pakistan and India that originated with the British decision to give independence to British India that later divided into two states i.e. Pakistan and India. Being a Muslim majority princely state, the people wanted to join Pakistan. However the non-Muslim ruler of Kashmir opted India. The people of Kashmir revolted against this decision which set the stage for the first Kashmir war between Pakistan and India. Since then India has maintained its control over Kashmir by use of force and a heavy presence of Indian security forces. India and Pakistan fought another war on Kashmir in 1965. Despite India’s coercive policies, Kashmiris continued to resist Indian domination. The current uprising in Kashmir is the latest manifestation of Kashmiri revolt against India. Pakistan and India need to hold talks for a peaceful resolution of Kashmir which is also acceptable to the Kashmiris. They do not want to live under Indian rule and want to decide about the future of Kashmir through plebiscite, as promised in the UN resolutions of 1948-49.

Abstract:: The danger of nuclear terrorism has heightened significantly in the recent years largely because of the transnational terrorist networks and their unrelenting efforts to acquire nuclear technology. The menace of nuclear terrorism is alarming and should be calculated as credible source of emerging trends in terrorism. No incident of nuclear terrorism happened yet but terrorist groups are struggling to steal fissile materials, nuclear technology or insiders‟ support to either procure a crude weapon or steal one. International community is concerned with such foreseeable scenario. This research attempts to make a realistic calculation of the hazards of nuclear terrorism. First part of the paper underlines hype of nuclear terrorism and the risks it poses. It also signifies magnitude of reality involving nuclear terrorism. Second part of the paper underscores the response to international media that is frenzy about risk of nuclear terrorism in Pakistan. It also highlights the safety and security measures that Pakistan has adopted under the guidelines of IAEA and Nuclear Security Summits. This paper concludes with the argument that over the years Pakistan has remained relatively open about sharing information regarding how it is making advancements in its command and control system to ward off any risks of nuclear terrorism and has been successful in achieving better levels of security.

Abstract:: This study examined the relationship between the violent practice of honour killing and the role of the socio-cultural institution, such as, the law-makers, i.e., politicians about the reinforcement of this customary practice. The qualitative method has been used to get the in-depth information about the subjective experiences and perceptions of various politicians. By employing purposive sampling comprising of five representatives from the law-makers, i.e., politicians who were working with the cases of the honour killings of women, data were taken from the largest province of Punjab. The Interpretative phenomenological approach (IPA) was used to analyze the semi-structured interviews of various participants. This study discussed the collusion of politicians with other functionaries, lack of effective law enforcement by the police force and the failure of the criminal justice system in combating the honour violence committed against women in Punjab. The resolution of the problem involves the change of mindset of all the associated stakeholders. Various measures have been advocated to address the honour crime through the execution of the relevant policy strategies and pertinent legislation.

Abstract:: The present study is aimed to explore the role of judicial system of Pakistan in social maladjustment among the children under child custody litigation. In addition, the study is also intended to find out the gaps in child custody litigation for addressing the problems in child custody litigation. The presents study used qualitative research design and conducted 25 in-depth interviews lawyers, judges, parents and relatives of the children under child custody litigation. For the purpose of data collection, researchers selected eight guardian courts situated in Lahore. Interview guide was used to collect data from the respondents who were selected using purposive sampling techniques. Respondents were assured that their provided information will not be shared with anyone without their prior permission. For analyzing data, thematic analysis technique was used. The present study found that judicial system in general and child litigation particularly have an active role in enhancing social maladjustment among the children. There are many factors which are responsible for this increase which include both internal and external factors of court. However, court is responsible to make decision therefore; the majority of the respondents were of the views that court delay in decision making, unpleasant court environment and inefficiency of staff and judges is the main cause of social maladjustment in children. It is concluded that the role of judicial system and its impacts are very severe upon psychological health of the children, therefore, court should tackle the cases very seriously and on urgent bases for keeping children in good environment according to their needs.

Abstract:: Classical architectural decorative technique such as mosaic work has been practiced in all over the world. Buildings are carefully designed to reflect the character and tradition of the region. In present research an attempt has been made to explain the significance of tile mosaic work with traditional motives and stylized conceptual representation in contemporary mosques of Punjab, Pakistan. The mosques present traditional and modern phase of decoration in Pakistan with aesthetic values. The study explains geometrical designs and stylized symbolic interpretation through the tile work of contemporary mosques of Pakistan. Conceptual, symbolic and abstract representation of mosaic work of Faisal Mosque Islamabad, arabesque and islimi designs of Ali Hajvery Data Darbar Mosque Lahore, geometrical designs and their significance in Jami„ Mosque Defence Lahore, Bahria Town Mosque and Masjid al-Habib Lahore Cantt, are the major areas covered in the paper.

Abstract:: This paper examines the post-colonial nation‟s history (India) from perspectives of marginalized minorities in Arundhati Roy‟s The Ministry of Utmost Happiness. The aim of this research is to explore the marginalization of “the Others” and traces the otherized segments of contemporary Indian society that are marginalized on the basis of being a hijra, a Dalit, a woman, a Muslim and an Untouchable. This paper analyzes „binarism‟ and the conflict between the center and periphery: between Hindus and Muslims, between male, female and intersex, between Touchables and Untouchables, as well as between the graveyard and the surrounding wider city. Anjum, an intersex, Revathy, a Maoist comrade, Dayachand, an Untouchable, Tilotamma, a wandering Syrian origin half-Dalit woman, Musa Yeswi, a forced Kashmiri freedom fighter– narrate the untold and unheard tales about failure of a secular democratic country. This paper tours the fault lines of India and highlights the struggle of socially excluded people of society, against the established standards of the culture hence challenging contemporary stereotypical representation of “the Others” and eventually resistance. Roy explicitly advocates religious, racial and territorial degenerative system and reflects the challenges of telling national narrative from a multiple minoritarian perspective. The novel has multi-layered and multi-dimensional plot-structure and investigate the causes behind Roy‟s attempt to give voice to the voiceless (Indians). This research is carried out applying Edward Said‟s theoretical framework of “The Self” and “The Other”, “Us” and “Them”, and “Binary Opposition”.

95. The Socio-political Construction of 'Honor' in the Patriarchal Society of Pakistan

Abstract:: This study aims to analyze how the notion of „honor‟ is usually constructed in Pakistani society. Using the script of an Oscar-winning documentary by Sharemeen Obaid Chinoy, A Girl in the River: The Price of Forgiveness, the researchers have investigated how various socio-political norms, linguistic tools, and strategies have been used to construct the issue of honor killing in a typical Pakistani patriarchal society. A set of tools offered by Critical Discourse Analysis (CDA) practitioners (e.g. Fairclough, 1992, Van Dijk, 2006, Gee, 2011 and Reisigl and Wodak, 2000) helped the researchers to find that the concept of „honor‟, as social actors of the documentary view it, does not seem to be rooted in moral or religious codes rather it is a metaphor for political and social approval. Interestingly, only women are objectified as the carriers of this concept. They are conceived as the agents of disrespect or the violators of „honor‟ if an untoward incident happens. These attitudes clearly comment on the political power struggle between genders, which need in-depth investigations in Pakistani society. The analytical framework of this study may be used to analyze media discourse and discriminatory socio-political norms/attitudes in South Asian societies.

Abstract:: This article focuses on the gap that exists among the genders as a result of political socialization in the Christian religious minority within Punjab, Pakistan. A study in this regard was carried out in four major districts of Punjab namely Lahore, Faisalabad, Gujranwala and Rawalpindi. A sample of 400 was surveyed during Dec 2017-Jan 2018. The data were collected using multi stage sampling. The results of the study indicated that gender plays an important role in voting behavior. There is a huge difference in political awareness of men and women. Men are more politically aware and their level of knowledge surpasses that of women from their community. Where men are more independent in their decision making regarding whom to vote or not to vote, women are largely dependent on males of family in forming their political decisions.

Abstract:: Information has become a valued commodity in this age of globalization. Information centers all over the world are now better equipped to manage information due to advancement in Information and Communication Technologies (ICTs). In this context, Institutional Repositories (IRs) provide a unique platform for information management through new ways of Information Storage and Retrieval (ISR) and digitization. The awareness regarding Open Access Publishing (OAP) and attitudes of IR users are very important contributing factors in success of any institutional repository. The paper is an attempt to highlight the necessary role of IR in building the academic capabilities of research scholars in South Asian region. This paper focuses on perception evaluation of research scholars regarding IR in terms of awareness, and availability of IR. A questionnaire based survey method has been employed to collect data from research scholars. It has been found that most of the participants are aware of the existence of the IR. They showed that they are capable to use IR. The study will be helpful in providing practical implications for other institutions to initiate IR.

98. Work Culture towards Professions in South Asia: A Multidimensional Study on University Teachers of Pakistan

Abstract:: South Asia means one-fourth population of the world, comprises 7 countries, and the most backward region of the world, educationally, economically and in human development index. On the other hand, it is historically was a rich region with most ancient and educated civilization of the world before colonial rule. The aim of the study was to examine professional attitude of teachers and their psychological satisfaction level towards work culture after adopting teaching profession at university level in the region of South Asia. The researchers explored three major components of attitude called ABC model, A for Affective, B for Behavior and C for Cognitive to explore teaching attitude. The researchers investigate psychological satisfaction level in teachers specify with three factors called intrinsic, extrinsic and altruistic. The study was nonexperimental in its nature with descriptive study design. All teachers of public universities of the South Asian region were the population of the study. Out of three hundred sample teachers, 233 teachers participated in the research from 8 universities. After reviewing the literature two questionnaires were constructed by the researchers for discovering attitude towards teaching ten statements and satisfaction level of teachers towards teaching after adopting teaching profession eight statements at point Likert scale. Pilot testing of the instruments was also conducted. Overall reliability of instruments on Cronbach's Alpha is (α = .91), while attitude (α = .77) and satisfaction was (α = .80) accordingly. Each questionnaire was on five point Likert scale. On the basis of the information it was decided to apply a parametric test One Sample T Test and to check relationship a Pearson Correlation Test were applied. Results of the study show that teachers have positive attitude towards teaching and teachers were low satisfied after adopting teaching profession. Abstract:: The objective of the present study is to explore the levels of health literacy among the rural and urban population of Pakistan and its connection with their subjective wellbeing because promoting health and wellbeing for all have been declared as a sustainable development goal by United Nations. The present study used qualitative methods conducting in-depth interviews with male and female population from two districts of the Punjab to achieve study goals. Findings indicated that a low levels of health literacy prevails in rural areas while the case is little different in Urban areas. Health literacy increases the wellbeing of the people while there are some factors like religious and cultural beliefs of the local community about health which affect the wellbeing of the people even in presence of the good health information. Comprehensive and tailored programs for community mobilization and advancing health literacy are recommended to promote health and wellbeing.

100. China-Pakistan Economic Corridor: Geo-political Implications, Regional Constraints and Benefits of CPEC

Abstract:: The article is intended to find out the geopolitical implications, regional constraints and benefits of China-Pakistan Economic Corridor. Researcher reviewed both published research articles and books to find out geopolitical implication, regional constraints and benefits of China-Pakistan Economic Corridor. For this purpose, researcher also reviewed newspapers articles and published reports by government and non-governmental stakeholders working on CPEC. Review of the articles and reports indicated that CPEC had enormous benefits not only for China and Pakistan but also for the whole region. But different internal and external stakeholders are not in favor of successful completion of this project. Extremism, sense of deprivation, lack of political consensus, political instability are some of the internal constraints. On the other hand, Afghanistan, India, Iran, UAE and USA are posing constraints to halt the successful completion of CPEC.
