Abstract:
Millennials, the oft-referenced generation born in the ’80s and ’90s, are the first generation to have access to the internet in their youth and are the largest and most diverse generation in American history. Now for the first time, Millennials are running for US president: Pete Buttigieg and Tulsi Gabbard were born in 1982 and 1981 respectively, putting them at the upper limit of the Millennial range. The 2019 Chicago Council Survey data provide insight into how this group views key foreign policy issues compared with previous generations. While there is some evidence that younger Americans are more hesitant to engage in the world and more likely to oppose the use of force than their elders, time will tell whether the post-Cold War and 9/11 experiences have shaped a new generation with enduring preferences for a more restrained, less military-focused foreign policy.

Abstract:
The federal government remains in a partial shutdown, the longest in US history, as President Trump and Democrats in Congress are deadlocked over funding for expanding the border wall with Mexico. A just-completed Chicago Council Survey shows that both sides have the backing of their public constituencies, but the President’s insistence on this topic has not boosted support for the expansion among the general public. Overall more Americans now oppose expanding the US-Mexico border wall since last asked in 2016.

Over the past 12 months, there have been more discussions between South Korean, US, and North Korean officials about Pyongyang’s potential denuclearization than at any time since the Six-Party Talks in 2006 and 2007. Exactly where those discussions are headed is unclear. But in South Korea, the public generally sees an improvement in the South Korean security situation according to a just-completed Chicago Council on Global Affairs survey. As a result, support for South Korea developing its own nuclear weapon appears to have waned, though a slight majority remains in favor. Despite what seems to be a slight sense of relief, the South Korean public is skeptical that either Moon or Trump can convince Kim Jong Un to fully denuclearize

On December 4–5, 2017, the City of Chicago hosted the North American Climate Summit in partnership with C40 and the Global Covenant of Mayors for Climate and Energy. This was the first time a US climate summit convened following President Donald Trump’s decision to withdraw the United States from the Paris Agreement. Featuring remarks from former President Barack Obama, the summit brought together mayors from around the world to define collective, city-level actions and commitments to combat climate change. At the time of this publication, upward of 70 cities have signed the Chicago Climate Charter, affirming their commitment to address climate change within their cities

For over a decade now, the Americas have had the highest rates of lethal violence in the world, making violent crime part of the daily life of millions of citizens across the region. In 2017, 47 of the 50 most violent cities in the world were located in the Western Hemisphere. Reducing crime and violence in urban centers has become a top priority for citizens and governments of the United States and Latin American countries alike. Rather than attempting to tackle these challenges on their own, cities across the Americas should learn from one another, exchange experiences and best practices that work, and understand the contexts in which certain strategies are effective.

In the past year, the Trump administration has moved the US embassy in Israel to Jerusalem, recognized Jerusalem as Israel’s capital, ended aid to the United Nation agency supporting Palestinian refugees, and announced the closure of Palestine Liberation Organization (PLO) office in Washington, DC. These actions, heavily criticized by the international community, are a dramatic shift from past US policy. The 2018 Chicago Council Survey, conducted after the US embassy move to Jerusalem but before the other actions, finds that the American public has generally not formed an opinion about the embassy relocation and would prefer that the US not take a side in the Israel-Palestinian conflict. A just completed Chicago Council-University of Texas survey of foreign policy opinion leaders shows that leaders have stronger views. Republican opinion leaders approve of the embassy relocation, while solid majorities of Democratic and Independent leaders disapprove

This report is the result of collaboration among scholars and former practitioners from the Atlantic Council, the Brookings Institution, the Center for a New American Security, and the Chicago Council on Global Affairs. It is informed by and reflects mid-January discussions with senior NATO and US officials in Brussels and senior Ukrainian civilian and military officials in Kyiv and at the Ukrainian “anti-terror operation” headquarters in Kramatorsk. The report outlines the background to the crisis over Ukraine, describes why the United States and NATO need to engage more actively and urgently, summarizes what the authors heard in discussions at NATO and in Ukraine, and offers specific recommendations for steps that Washington and NATO should take to strengthen Ukraine’s defenses and thereby enhance its ability to deter further Russian aggression.

Abstract:
The 69‎th session of UN General Assembly is being held against the backdrop of international crises that include the Ebola outbreak in West Africa, ISIS military gains in Iraq and Syria, and continuing negotiations with Iran. According to the recently released 2014 Chicago Council Survey of American opinion on foreign policy, majorities are confident in the UN’s ability to carry out humanitarian efforts and peacekeeping. They are more skeptical, however, of the UN’s effectiveness when it comes to preventing the spread of nuclear weapons, resolving international conflicts, and sanctioning countries that violate international law.
