11. Does Clientelism Work? A Test os Guessability in India

Abstract:
Local brokers are thought to possess fine-grained information on voters' political preferences, material needs, and even social preferences. Research on clientelism assumes that brokers meet the most basic informational requirement of knowing voters' partisan preferences, if not their votes. This assumption drives theoretical predictions on the types of voters politicians should target with selective benefits, and whether or not a quid pro quo exchange of benefits-for-votes is an efficient electoral strategy relative to programmatic distribution. Nonetheless, existing scholarship does not test this assumption and analysis of variation in brokers' ability to identify voters' partisan preferences has not been conducted. To test this assumption, this paper develops a behavioral measure – guessability – based on whether or not village council presidents in Rajasthan, India correctly guess the partisan preferences of voters sampled from their local areas. I find guessability to be lower than existing theory and low-information benchmarks expect. Local leaders can identify the partisan preferences of voters who are most guessable either because they belong to core partisan ethnic groups or because they are integrated into their local co-partisan networks. However, they perform poorly at identifying those whose partisan preferences are uncertain and require monitoring to reveal. This has consequences for the targeting strategies parties and politicians pursue.

12. Crucial Collaborators or Petty Players? The Globalization of R and the Rise of China and India

Abstract:
In recent decades, research and development has become a key new arena of globalization. Whereas multinational corporations once conducted R primarily in their home countries, it is now often dispersed across multiple locations around the world. Has this process transformed economic ties between the world's dominant state and its would-be rising powers in ways that imply an important power shift? Focusing on China and India's growing collaboration with the U.S., this paper argues that it has not. China and India remain considerably more reliant on the globalization of R than the U.S. does, and this remains a potential source of leverage for Washington. This vulnerability mainly reflects the fact that U.S. R investments in China and India are far more important for these two Asian countries than they are for the U.S. These investments loom larger in the Chinese and Indian innovation systems than they do in their American counterpart, and it is difficult to imagine any country substituting for the U.S. in this regard. In contrast, the U.S. cannot derive a great deal of leverage as a platform for R Both China and India are considerably less dependent on the U.S. in this respect.

13. Complaining to the State: Grievance Redress and India's Social Welfare Programs

Abstract:
Poor implementation of social welfare programs is a chronic challenge in developing countries such as India. Yet, despite the large number of people affected and the serious consequences of implementation failure, there have been few studies, and even less theorization, of grievance redress in these contexts. Based on fieldwork conducted by the author, this article examines grievance redress for social welfare programs in the Indian states of Madhya Pradesh and Bihar. It argues that the idea of accountability regimes, which has been developed in the administrative law literature, provides a more useful framework for understanding grievance redress than commonly invoked alternatives, such as a purely rights-based approach or an ad hoc analysis of the costs and benefits of specific redress mechanisms. While not rejecting either of these alternatives, it claims that an accountability regime approach that focuses on how officials are monitored and controlled through grievances is both more descriptively complete and more likely to generate a wider range of useful policy prescriptions.

14. Colonial Origins of Maoist Insurgency in India: Long Term Effects of Indirect Rule

Abstract:
In this dissertation I try to answer the puzzle of why the Maoist insurgency in India, which is considered to be the most important internal security threat to the world's largest democracy, occurs in certain districts in India and not others. To restate the puzzle described in the Introduction Chapter, why did the insurgency emerge and consolidate along certain districts in the central-eastern part of India and not in other areas? Why are certain districts affected by the insurgency and not others? Is it as Fearon and Laitin (2003) would argue, purely because of opportunities for rebellion being present in some areas of India in the form of forest cover or mountainous terrain? Is it because of the fact of rebellious tribes or oppressed lower castes facing horizontal inequalities living there as theorized by Murshed and Gates (2005)? Is it as Gurr (1970) would argue because these areas are poorer or with higher levels of economic inequality than others? Yet there are other areas of the country which have similarly high forest cover, poverty, and socio-economically deprived ethnic groups like dalits (lower castes) and adivasis (tribal people), and yet have no Maoist insurgency. Is it as Teitelbaum and Verghese (2011) have recently argued because of colonial direct rule setting up the caste structures and poor quality civil services leading to Maoist insurgency in India? But the Maoist insurgency occurs in certain districts of states like Andhra Pradesh, Chhattisgarh and Orissa where there was indirect rule through native princes, rather than direct rule. None of these existing theories can fully explain the spatial variation in Maoist insurgency in India. There must be some other omitted variable which explains the full extent of this unusual spatial variation.

Abstract:
The first day of Indian independence is popularly identified with Nehru's famous "tryst with destiny" speech delivered at the Red Fort - the symbolc seat of power at New Delhi, the capital of the new nation. At the Tata Institute of Fundamental Research, that the physicist Homi Bhabha had set up two years ago, the day was celebrated quietly, though not without its lessons for the scientists who now had to be nurtured into becoming scientist-citizens. The available records of TIFR do not have any reference to the ceremonies that took place on August 15, 1947. However, the oral history interviews of a scientist present on that day bear testimony to the relationship that was being imagined between nationalism and science.

Abstract:
This report investigates student awareness, interests and aspirations around general and vocational education. Using a survey administered to class 12 students in one district each in Rajasthan, Chattisgarh, and Karnataka, we attempt to gain a better understanding of student aspirations, awareness levels, sources of information, key stakeholders and factors that influence their education and career choices. We then map student interests against sectors that are slated to experience the highest growth in terms of job creation. Our results indicate aspirations of students are largely misaligned with the needs of the Indian economy. It is important to create opportunities, generate awareness about various career options and the respective pathways available to realise career goals. Our findings have implications for policies aiming to improve participation in vocational education and training.

Abstract:
Distinguished ladies and gentlemen, I must confess that the title for this lecture was thought up on the spur of the moment. Still, you might wonder which characters in Dickens' novels we can see in the Indian media. I can readily say that many journalists see latter-day versions of Uncle Scrooge; publishers who want to run their empires on shoestring budgets. Publishers, in turn, will say we have our Oliver Twist journalists, who keep asking their employers for more-even when salaries are doubling every four or five years. We have reporters who are Artful Dodgers, especially when it comes to deadlines. We have bankrupt TV moguls who, like Micawber, are forever hoping that something will turn up. And of course, many readers are like Pip, they had great expectations about the media but feel robbed and are disappointed. But when I fixed on the title, of a Dickensian Age for the Indian media, I had none of this in mind. My thought was the more predictable one, that this is a tale not of two cities but two narratives, competing narratives.

DR. RICHARD JOHNSTON: Welcome everyone to the welcome lecture from S. Y. Quraishi to the Comparing Elections and Electoral Systems in North America and India Conference. My name is Richard Johnston. By a vote of three to one, I was chosen as the person to do the introduction so I was not present at the time the vote was taken, but I am actually very pleased to be asked to do this. Just so you know, my current affiliation is the University of BC, but I am a former Penn person. It doesn't feel very former at the moment, I'll say, which is very pleasant. Anyway, my task is not to talk about me, but to introduce S. Y. Quraishi, the Chief Commissioner for Elections for India. I can't underscore how big a deal it is for us to have Dr. Quraishi here. The position is recognized in the Constitution of India. It is an enormously important role. This is the largest election task in the world. Not only does the Elections Commission take care of the Parliamentary elections, Lok Sabha elections, but also Presidential and Vice-Presidential elections, and elections in several states. So Dr. Quraishi is responsible for organization of elections, certainly to a Canadian, on an unimaginable scale. He is the seventeenth Chief Commissioner. He has been so since the third of July last year and served on the Commission for four years before that.

Abstract:
This study examines the current state of public-private partnerships (PPPs) in health care in Punjab, and possibilities for new kinds of initiatives in this broad category of institutional arrangements. Health care outcomes in India are below the levels that might be expected even at India's specific level of development. The Indian government has recognized the need for public policy action, and is implementing a massive National Rural Health Mission (NRHM) to improve public sector delivery of health care services, especially in poorer states, and especially to the poor all over the country. The NRHM involves substantial increases in funding, and many innovations in organizational arrangements, including collaborations with a range of private sector entities.

20. Seeing Beyond Dharma: Ethical Excellence in Vikram and Vetaal Stories

Abstract:
Besides canonical texts such as Bhagavad Gita and Dharmasutras, reflections upon dharma's complexity and dilemmas abound in popular narratives such as Pancatantra, Hitopadesa and Vikram and Vetaal stories. Popularised by Amar Chitra Katha and Chanda Mama as Vikram and Vetaal, this classic is second only to Pancatantra and has been part of the narrative repertoire of many Indians. It is about the encounters between King Vikramaditya and a superhuman daemon, Vetala dwelling in a corpse. In several stories, King Vikramaditya is presented with two or more instances of noble or generous or virtuous actions and asked to judge which is greater. This essay examines ethical reasoning and judgment as they are presented in five stories about superlative nobility, magnanimity and virtue. Focusing on Vikramaditya's verdicts, I argue that judging extraordinary nobility or generosity or virtue involves going beyond dharma whether we take it as customary duty (based on caste and class, stage of life or family usage) or even occupational duty (svadharma). It appears that ethical greatness is all about sovereign gestures through which one responds to the challenges posed by the sacrifices of others.
