Abstract:
The NATO Alliance faces simultaneous dangers to its east, to its south, and from a series of security challenges unbounded by geography, at a time when disparate allied responses to a host of challenges are tearing the seams of European unity and American political figures have even questioned the need for NATO. Europe risks turning from an exporter of stability to an importer of instability. The vision of a Europe whole, free and at peace is challenged by a Europe fractured and anxious. The Alliance must be revitalized for the new world rising before us. An overarching Alliance strategy must rely on NATO’s ability to provide a full spectrum of deterrent and defense tools to provide collective defense for all of its members, together with an ability to project stability and resilience beyond its borders using an array of tools for crisis management.

Abstract:
For decades the partnership between North America and Europe has been a steady anchor in a world of rapid change. Today, however, the transatlantic partnership itself has become unsettled and uncertain. Nowhere is this clearer than in the economic sphere. Voters across the United States and many parts of Europe have grown skeptical of open markets. Concerns about stagnant wages, widening income inequality, and pockets of stubbornly high unemployment have combined with fears of automation, digitization and immigration to swell economic insecurities on each side of the Atlantic. The election of Donald Trump as U.S. president and the decision by British citizens to leave the European Union have only added to transatlantic uncertainties. This state of division and mutual inwardness threatens the prosperity and ultimately the position of North America and Europe in the global economy and the broader global security system. This study charts possible paths by which Americans and Europeans can navigate this strange new world. It describes how the transatlantic economy is being transformed by domestic political uncertainties, the digital revolution, the changing nature of production, and the diffusion of global power and intensified global competition. It takes account of shifting trade relations among the United States, Canada and Mexico through NAFTA, and what Brexit and the rise of non-EU Europe may mean for the European Union and for transatlantic partnership.

Abstract:
Generating the innovation to sustain the United States’ technology-based military superiority will, of necessity, be a core element of defense strategy for the Trump Administration. This paper identifies the challenges faced by the DoD’s large, multi-faceted research and development ecosystem in meeting that national security goal, and proposes a holistic and balanced strategy for addressing them. Fundamentally, the outgoing Obama Administration concluded that the U.S. military dominance against our near-peer adversaries is eroding in a globalized environment where commercial innovation is not only being rapidly generated through agile and fast-paced processes but is being rapidly disseminated globally and therefore available to potential adversaries. In contrast, the DoD faces the challenge of building a future force that is second to none while using internal processes that generally are overly cumbersome, somewhat antiquated and slower—processes which constrain its ability to access all available innovation, commercial and otherwise, and to rapidly transition that technology to the war fighter in order to produce robust effects on the battlefield. Notwithstanding years of studies that have highlighted well known institutional obstacles to change in both our defense R&D ecosystem and the Department more broadly, these challenges still largely remain. Numerous DoD initiatives to address these issues and incentivize change unfortunately have not moved the needle.

This paper is part of CTR's Working Paper Series: "Russia and the West: Reality Check." The current level of Russian presence in the Middle East is unprecedented for the region since the fall of the Soviet Union. Records of diplomatic and political contacts show increased exchange of multilevel delegations between Russia and the main regional countries. After 2012, Moscow has attempted to cultivate deeper involvement in regional issues and to establish contacts with forces in the Middle East which it considers as legitimate. Moreover, on September 30, 2015, Russia launched air strikes against Syrian groupings fighting against the regime of Bashar al-Assad. Before that time, Russia had tried to avoid any fully-fledged involvement in the military conflicts in the region. It was also the first time when it adopted an American military strategy by putting the main accent on the use of air power instead of ground forces. Under these circumstances, the turmoil in the Middle East, which poses a political and security challenge to the EU and United States, makes it crucial to know whether Russia could be a reliable partner in helping the West to stabilize the region or whether, on the contrary, Moscow will play the role of a troublemaker.

U.S. domination in global politics provided a powerful incentive for the post-Cold War rapprochement between Russia and China. The worsening of Russia’s relations with the West since 2014 made Moscow even more willing to offer significant concessions to Beijing. However, closer Russian-Chinese cooperation predates the Russian-Western crisis over Ukraine and reaches back to the 2008-2009 global economic crisis. Even the growing power asymmetry has not dissuaded Moscow from deepening its cooperation with China. This challenged widespread Western expectations that Russia would be eager to cooperate with the West in order to compensate for China’s increasing advantage. Hence, a potential improvement of Russian-Western relations is highly unlikely to result in the weakening of Russian-Chinese ties

With the growing tension between East and West, and with the rejection by Russia of common international rules, the question how the post-Soviet states should construct their foreign relations remains of utmost importance. Armenia, a landlocked country in the South Caucasus, has yet to accomplish its transition from socialism to democracy and market economy. Moreover, efforts along these lines have regressed, and the authorities do little to implement reforms or to establish a healthy system of checks and balances. In recent months the country has been overwhelmed by protests. The authorities neither address domestic problems nor satisfy protestor demands. Instead the Armenian government frequently resorts to disproportionate use of police forces against peaceful protestors. With political prisoners and hundreds of detained civil activists, journalists and politicians, it will be impossible to build an independent and prosperous country. Armenia has a rich history and culture, but at the same time it has experienced dark historical periods. The Armenian Genocide of 1915 and the unresolved Nagorno-Karabakh conflict shape Armenian identity. However, such historical issues have been instrumentalized by the Armenian government. Instead of building the future, Armenian authorities emphasize the past. Policies based on past grievances lead the Armenian government to become more and more dependent on Russia. Armenia needs to tackle corruption, falsified elections, a corrupt judiciary and many other problems -- and Western partners whose efforts are based on democratic values, free and fair elections, and respect towards human rights have a crucial role to play. This chapter offers background on Armenia's relations with various actors, historical matters that shape Armenian identity, and the failure and lack of will to improve the country's current situation. It then discusses the role of the West and its importance for Armenia. We seek to answer why Armenia slowed down its reform efforts, what the West needs to do to improve the situation in Armenia.

Since gaining independence twenty-five years ago, Azerbaijan has pursued three major foreign policy goals: resolution of the Karabakh conflict based on the territorial integrity of the country; preservation of its own independence and security; and finally becoming the major regional player by using its energy and geographical positions. Azerbaijan’s foreign policy actions may be considered a kind of “silent diplomacy,” which Baku is using to gradually develop Azerbaijan’s role in the region, playing off of contradictions among other powers. During this time, Baku has taken some bold actions that indicate its policy is not dependent on regional powers and that its interests are to be taken into account. Today, looking at the fast-changing situation in the region, we can conclude that none of these goals have been fulfilled completely. In fact, the country is perhaps facing more challenges than before. The Karabakh conflict remains one of the most problematic issues. In terms of security and trade, Azerbaijan is still struggling to find its place in the mosaic of such institutions as the EU and the Eurasian Economic Union. In addition, the sudden drop in oil prices and the inability of the country to create a diverse economy has become another headache for the political establishment. Moreover, the lack of needed investments decreases the chances that the country will become a regional hub. This chapter reviews current problems challenging the country and recommends ways the transatlantic community can deal with Baku on pressuring issues.

In this chapter, Haran and Burkovskiy begin with a general analysis of mutual perceptions from both sides, then proceed to identify key interests and concerns regarding the war in Donbas, and analyze whether the political aspects of the Minsk agreements can be implemented. They then suggest some recommendations on the way ahead. The authors argue that Putin’s success in attacking Ukraine, which is impossible to achieve without undermining unity among Western powers, could embolden him to exert his power and influence in wider Europe. Moreover, as U.S.-EU ties are likely to undergo some stress after elections on each side of the Atlantic in 2016 and 2017, Russia will to be tempted to take advantage of such turbulence by pressing forward with its goals in Ukraine and pushing the so-called “grey zone” of insecurity westward before a new equilibrium is found within the Euro-Atlantic area.

Since Moldova's November 2014 election, the country's image has changed drastically from the “success story” of the EU´s Eastern Partnership to that of a “captured state.” Moldova's politics continue to be defined by corruption and vested interests, which take advantage of weak state institutions and public administration, an ineffective judiciary and law enforcement agencies. This environment has enabled hostile takeovers of financial companies, often through concealed offshore operations, for criminal purposes, money-laundering schemes and a spectacular banking fraud, which was uncovered in autumn 2014. Low incomes have prompted hundreds of thousands of Moldovans to leave the country in search of a better life. Rivalries for political power, control over institutions, and economic assets have generated growing crises within different ruling coalitions, resulting in rapid changeover in governments, the break-up of major political parties and the formation of new parliamentary majorities with precarious democratic legitimacy. All of these factors have subjected Moldova to an unrelenting series of governmental, economic, financial and social crises since early 2015. The deeper causes of these crises can be traced to much earlier developments, however, and are deeply rooted in local structures.

Once again, the world is grappling with historic challenges, as it did when the Soviet Union fell in 1991, and once more, Ukraine is at the forefront of these challenges. The Kremlin’s attempts to destroy Ukraine’s European aspirations is simply one of Russia's many challenges to the post-World War II international liberal order. The actions of the Kremlin -- be they in Ukraine, Georgia, Moldova, and Syria; in the U.S. electoral process; or in the funding of far-right and far-left political parties throughout Europe -- have but one purpose: to destroy the transatlantic partnership and the principles of the post-World War II order and peace. Ukraine is simply one of the battlegrounds, but it is a key because it is in Europe. Unity of the transatlantic partnership and of the democratic nations is critical. Unity of support for the Ukrainian transition process is a serious part of this battle, because Ukraine’s successful democratic, rule-of-law based transformation is key to ensuring a Europe whole, free and at peace.

15. NATO’s Future: A Tale of Three Summits

Abstract:
NATO tends to make progress on key policy issues and capability from summit to summit. Major shifts in the orientation of the Alliance can be traced to significant summits like London (1990), Washington (1999), Prague (2002), and Lisbon (2010). During the past two years, NATO has held a summit in Wales (4-5 September 2014) and one in Warsaw (8-9 July 2016). A third minisummit is planned for Brussels in 2017. These first two summits taken together again significantly shifted the focus of the Alliance in the face of a series of new and dangerous challenges in the East and South. They shifted NATO’s posture in the East from benign neglect to allied reassurance to some degree of deterrence. The proposed force posture is inadequate to defeat a determined Russian short warning attack. Considerable increases in forward deployed forces (perhaps seven brigades) plus strengthened reinforcements would be necessary for NATO to hold its ground. But the Warsaw formula does provide what might be called “deterrence by assured response.” In the South, Allies recognized the complexity of the threats to Europe and sought to define NATO’s role in dealing with them. The third summit next year in Brussels could set the stage for further progress on both fronts. Much more still needs to be done. But with these fairly dramatic changes, NATO is in the process of once again restructuring itself so that it will not be “obsolete” in the effort to provide security for the transatlantic allies. This paper briefly analyzes 20 key issues now facing the Alliance and highlights the progress made in Wales and Warsaw. It also suggests some directions for the Brussels summit and beyond.

Russia under Vladimir Putin has become a revisionist power seeking to undo the post-Cold War settlement, control its neighborhood, and disrupt Western influence. By annexing the eastern Ukrainian region of Crimea and waging war in other parts of the country, the Kremlin seeks not only to undermine Ukraine's sovereignty but the European security order. The comfortable verities of the ''post-Cold War era'' are a paradigm lost. The Soviet succession continues to rumble, and a new era has begun - more fluid, more turbulent, more open-ended.

Abstract:
The last 20 years have witnessed the economic emergence of several countries, which are considered today to be “pivotal states”, “regional powers”, and “emerging powers” in world politics. These emerging powers encompass countries such as China, India, Brazil and Russia, (the BRICs), which have in common both that they have experienced rapid economic growth and that they seek to influence the global economy and world politics to a greater degree than they did before their rise. The BRICs have become leading exporters and lenders (especially China to the US) as well as holders of currency reserves, and they (plus Mexico) are expected to surpass the GNP of the G7 industrialized countries by the year 2040. The reasons for the assignment of a new role, and often of increased power, to these states are their demographic and geographic size, their economic and military capacities, and their political aspirations.

Abstract:
We have an open but fleeting moment to forge a more effective Atlantic partnership. We must seize it now. European and North American allies have allowed their relations become discordant, yet the times demand vigor and unity. Courageous decisions need to be taken to breathe new life and relevance into the Atlantic partnership, which must be recast to tackle a diverse range of serious challenges at home and abroad. Reaching consensus on long term strategy should be of high priority. Leaders should go beyond providing direction to the NATO institution and take a higher plane, charting in an Atlantic Compact the future of their partnership in ways that relate the security, prosperity and freedom of their people and their nations to the world as a whole.

Abstract:
After a five-year boom in prosperity, the transatlantic economy has fallen into what could be perhaps its deepest recession since World War II. Although the U.S. was the epicenter of the financial crisis, many European banks have exposure to U.S. subprime loans and embraced the risky lending practices of their American counterparts. The financial crisis and attendant recession underscore the deep integration of the transatlantic economy. Notions of “decoupling” are mistaken and are likely to lead to serious policy errors. Never before have Europeans and Americans had a greater stake in each other's economic success. Each has a substantial interest in the other's ability to weather current difficulties and to emerge in sound shape from the crisis.

Abstract:
This book will examine whether leading liberal democracies have a responsibility to respond when democracy is under threat. The United States, the European Union and its Member States pride themselves on their commitment to liberal democracy. They cherish it at home and claim to support it internationally. Americans tend to accept the Kantian notion that the internal conditions of a country help shape its foreign policy. Immanuel Kant presented the idea that democracies do not go to war against each other. Americans have embedded the democratic peace theory in their foreign policy outlook. The fact that the United States and the United Kingdom made a historic shift into strategic alignment across the twentieth century reinforced the notion of a commonality of interests among liberal democracies. A basic premise of American foreign policy in the twentieth century is the notion that as a liberal democracy based on values, the United States should advance certain values in its international affairs. Having always cared about freedom of the seas and freer access for American exports, the republic began to care about freedom itself. Even before the U.S. was committed to international human rights, it supported democracy, albeit imperfectly and inconsistently. America's emergence to the top table of international affairs after the First World War was complemented by President Woodrow Wilson's Fourteen Points. The United States cloaked its military might in the finery of democracy. Yet, this was not mere rhetoric: the U.S. did advance a conception of democracy in the form of self-determination as part of the peace settlement. President Wilson, and his successors in both political parties, understood that grand strategic engagement needed to be underpinned by a philosophical objective.

Abstract:
The nations of Ukraine, Belarus and Moldova are the new Eastern Europe—sandwiched between a larger European Union and a resurgent Russia. Historically the object of fluid and volatile geopolitical shifts, none has ever existed as a state within its current borders, and none enjoys consensus on its respective national identity. All are located along key military, transportation and energy corridors linking Europe to Eurasia. Their problems—infectious diseases, organized crime, drug and human trafficking, pollution and illegal migration—directly spill over into the EU. Their success could have a beneficial impact on the development of democracy, pluralism and the rule of law throughout the post-Soviet space. Their future will help shape Russia's own destiny and ultimately determine where Europe ends.

The Iraq crisis has been a stress test for the transatlantic partners.1 It is the latest in a series that at once has been revealing and redefining their relationship since the Cold War's end. The first Gulf War, Bosnia, and Kosovo: each measured the ability of Americans and Europeans to continue working effectively together. Each highlighted distinctive habits of national mind and action obscured by the exigencies of the Cold War. Each raised pointed questions about the pattern of interaction between the United States and its major allies. Each provided insights into the capabilities, limitations, and internal strains of multilateral organizations: NATO, the European Union, and the United Nations. Each altered attitudes and images in ways that affected how the next crisis was handled.

Abstract:
We discuss initiatives that the League of Arab States and US allies and partners have put on the table to foster reform, change, and security in the Middle East. These initiatives have met both support and skepticism before and after they were formally launched at the summit of the League (Tunis, May 2004), and during the summits of the G8, US/EU, and NATO taking place the following month. We assess these developments with the League of Arab States Secretary General Amre Moussa, and Marina Ottaway, Senior Associate and Co-Director of the Rule of Law and Democracy Project at the Carnegie Endowment for International Peace. The CTR conducted these two interviews separately by telephone from The Hague, and in Washington, DC, in July 2004.

The Ministers of Foreign Affairs of the Euro-Mediterranean Partnership (EMP) held their annual meeting in Naples on December 2-3, 2003. The Naples conference was the sixth in the series of such meetings since the founding conference of the partnership, which took place in Barcelona in November 1995. With an annual budget of €1 billion, the EMP is a process of “multi-bilateral” cooperation in the political and security; economic and financial; and social and cultural areas. It involves the European Union (EU), and Cyprus, Israel, Malta, Turkey, as well as seven Mediterranean Arab countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) and the Palestinian National Authority. In Naples, the Ministers delivered only general declarations regarding contentious issues such as the situation in Iraq, the Israeli-Palestinian road map, and international terrorism. Predictable and incremental as it was, progress was nevertheless achieved on three main “baskets” of the partnership agenda.

At the end of the day, missile defense is and should be here to stay as a key element of U.S., and in all likelihood, European defense strategy for the twenty-first century. The threats are real and there is an emerging consensus about creating defenses against it. While the “macro” issues of ABM withdrawal and initial fielding of the U.S. midcourse segment are behind us, there are very legitimate issues that warrant debate on both sides of the Atlantic. We now need to focus on making the right choices to provide a better balance of capabilities between various strategic, regional, force protection, and homeland security needs. Moreover, U.S.-European engagement on missile defense is potentially, but not inevitably, a win-win proposition—binding alliance partners together geo-politically, creating a layered, multi-national plug and play “system of system” architecture, and enhancing our ability to fight wars together. And, an enhanced coalition war fighting capability is likely to have beneficial spillover effects on the broader Transatlantic relationship; it is axiomatic that countries that fight wars together tend to have congruent interests in a range of areas. But for this to happen, Europe needs to begin to seriously consider its missile defense needs soon and apply resources to the task and the United States needs to resolve the underlying technology transfer issues and questions of roles and responsibilities. Thus, with hard work and good will, multi-national cooperation between the United States and its allies offers “win-win” from the standpoint of strengthening the alliance and our mutual security.

CTR: How did the idea of the arrest warrant come about? António Vitorino: The 1999 Amsterdam Treaty expressly provided for the replacement of extradition procedures with a fast-track surrender mechanism. The meeting in Tampere that same year [creating an area of freedom, security and justice in the European Union] developed that idea. We have worked on it since 2000 and completed this work in September 2001. We presented our findings to the Council just eight days after the September 11 attacks. Work on the warrant was completed in just two months. The arrest warrant introduces an unprecedented expedited process, which abolishes formal and lengthy extradition procedures. It is based on the principle of mutual recognition of judicial decisions among EU members, that is, a decision of a member state tribunal should be executed in another member state as easily and quickly as possible.

CTR: Will the Conference and its declaration offer a blueprint for a new security treaty to replace the 1947 Rio Treaty? Ambassador Miguel Ruiz- Cabañas: The Conference's declaration encapsulates the main security concerns of the hemisphere such as terrorism, organized crime, the illicit trafficking in persons and arms, poverty, HIV/AIDS and attacks on cyber security. It is a political document, not a legally binding instrument such as a treaty. It will have both a political and a moral impact. I believe that it would be difficult to draft a new treaty. Our approach is similar to such regional organizations that have reformulated their priorities not through a treaty, but through a new political declaration. I must add, however, that the Conference's draft declaration contains a paragraph calling for an assessment of the Rio Treaty to reflect the new security challenges facing the hemisphere. It has been proposed that next year, an expert working group could start meeting to evaluate whether OAS instruments and agreements are working and how they can be improved. The important fact is that, with this Conference and for the first time in fifty years, the region will commit to an updated vision of security based on common values and concerns.

CTR: What is the comparative advantage of the OAS convention over the other dozen anti-terrorism treaties that have been developed in the past three decades? Ambassador Paul Durand: Beyond [the innovation of] human rights, I am not sure it did a lot more new. I think that the value added is that there is now a basis of understanding among 34 countries that you do not find in broader forums such as the UN. As for human rights, we were not going into the area of responsibilities of states [sponsors]. We tackled [this] issue in the context of states' obligations to respect human rights norms. Although this is new [in a terrorism convention], it did not cause an awful lot of consternation. Members were on board.

Good morning. I deeply appreciate the opportunity to join you today to honor the legacy of one of the truly great statesmen in American -- and transatlantic -- history, General George C. Marshall. The legacy of General Marshall has touched my own life in several ways over the years. While I am sure he will not remember this, the last time General Meyer and I shared a stage together was thirty years ago, when he presented me an award at my high school in Carlisle, Pennsylvania, and spoke to all of us impressionable seventeen year olds about the selfless example of public service offered by George Marshall. Several years later, I studied as a Marshall Scholar at Oxford University, the direct beneficiary of a program established by the British Government in gratitude for General Marshall's contributions. While the Marshall Scholarship Fund has survived the minor infamy of its award to me, it had a profound effect on my life, and I'm pleased to be here today in part to honor that gift. I have also had the profound good fortune, both personally and professionally, to work for a number of years for Secretary Powell, whose own remarkable career you will honor this evening as a continuation of the legacy of George Marshall.

Only a few short years have passed since we bade farewell to the 20th century and ushered in a new millennium. Generalised assessments always include the question of whether the glass is half empty or half full; and so there have been differing evaluations put forth on the outcomes of the passing century and the prospects of the new one. However, we can quite safely say that we bid farewell to the 20th century - the century of two world conflicts, totalitarian ideologies and systems, of the holocaust, concentration camps, the gulag-with a sense of relief. The cold war came to an end, the Soviet empire collapsed, and the spread of democracy and freedom around the globe seemed to justify proclamations of the advent of a Hegelian "end of history". The United Nations Millennium Declaration announced the undertaking of new and effective action that would liberate the world's population from the plagues of hunger, poverty and fear.

As pillars of the transatlantic community, the United States and the European Union often talk about their shared values derived from their common heritage in the western liberal democratic tradition. Both claim to base their domestic and external policies on their values; and both play a role in international affairs. Their common values suggest that they would support similar policies on international human rights issues. Yet on the international stage they have surprisingly different approaches. One of the defining features of the global economic landscape over the past decade has been the increasing integration and cohesion of the transatlantic economy. Globalization is happening faster and reaching deeper between Europe and America than between any other two continents. The data in this study suggest that the past decade was not primarily about U.S. companies spreading their operations to the four corners of the globe. Rather, it was a time when the transatlantic economy became even more intertwined and interdependent. Failing to understand this dynamic can lead to serious errors of policy and cause significant damage to U.S. and European interests.

A significant NATO Summit is approaching. The United States and its European allies are at a crossroads. NATO is expanding to embrace former members of the Warsaw Pact. The future role of NATO as a military alliance in the 21st century remains under discussion. Will NATO truly be given tangible new missions and really act out of area, and what force structure will support its strategic objectives? Will the United States and its European partners bridge the gap over how to fight the war now underway? Will the widening gap in military capabilities between the United States and its coalition partners be addressed, and will there ever again be coalition operations with U.S. participation under NATO command? Are Europe and the United States “de-coupling,” with the creation of “Fortress Europe” and “Fortress America” in defense? There is an opportunity to seize the moment, and act on these vital issues.

European governments repeatedly accused the United States of being disengaged and not living up to its responsibilities as a global power. When it did, they feared U.S. power and its disdain for multilateral approaches to international problems.
