1. The Case for Cooperation: The Future of the U.S.-UK Intelligence Alliance

Abstract:
Over the past 75 years, the United States and the United Kingdom have built the deepest intelligence alliance in the world. Despite decades of cooperation, however, there exists today a significant misalignment between the strategic prioritization of this “special relationship” and the regulations, policies, organizational cultures, and technologies that facilitate its day-to-day activities. This report’s recommendations are designed to encourage the adoption of policies, procedures, and tools that will enable the United States and the United Kingdom to achieve the deep level of collaboration they have repeatedly committed to in bilateral agreements, national security strategies, and intelligence guidance. If allies and partners are an indispensable pillar of both nations’ strategies to challenge rising and revanchist authoritarianism and other threats, then the U.S. and UK intelligence communities should jointly pursue robust interoperability that appropriately balances risk with opportunity.

Abstract:
Japan and the United States have introduced strategies to maintain regional stability and prosperity by realizing a Free and Open Indo-Pacific region, and enhancing cooperation with Southeast Asian partners such as the Philippines is critically important to those efforts. Japan has a long history of engagement with the Philippines rooted in economic cooperation, but gradually expanding the agenda to include defense cooperation and capacity building is critical to managing an increasingly complex regional security environment. Japan should further develop its security partnership with the Philippines to reflect its geopolitical importance and address its security vulnerabilities in coordination with the United States and other regional partners. This report details ways to sustain momentum for bilateral security cooperation between Japan and the Philippines as a step toward multilateral security cooperation with the United States and other partners in the future, all aimed at contributing to the stability and prosperity of the Indo-Pacific region.

Abstract:
From October 6 to 16, the author traveled throughout Colombia to speak with businesspeople, academics, and other professionals about the country’s security panorama, its commercial and other relationships with the People’s Republic of China (PRC), and prospects for evolving those relationships under the new government of Gustavo Petro. This white paper, the first of two on those interactions, addresses the country’s important and deepening relationship with the PRC and its companies. In recent years, Colombia’s political and security relationship with the PRC has been limited. This arguably reflects Bogotá’s perception that deepening political and security ties with the PRC might damage its close and important relationship with the United States. Nonetheless, despite perceptions that the PRC is more of a threat than an opportunity in the commercial arena, the presence of Chinese companies and their representatives in the country has expanded remarkably. Under the Petro government, all dimensions of Colombia’s relationship with the PRC, from political and security affairs to economic ones, are poised to expand and shift in ways that may cause unease in Washington.

As the new Indian government has settled in, what will happen to its relations with Pakistan? While some take comfort in the idea that the strong nationalist credentials of the new Prime Minister could facilitate a peace agreement with Pakistan, others argue that the risk of communal violence created by the Hindutva ideology of the new government could be a potential impediment to better India–Pakistan relations. But the evolution of the bilateral relationship is unlikely to depend on either of these considerations; it is also unlikely to depend primarily on New Delhi.

"Well begun is half done," Aristotle once said, meaning that beginning a project well makes it easier to do the rest. Yet, this may not be true of China–U.S. relations during Obama's presidency. Although the Obama administration secured a smooth transition from the George W. Bush years and attached high priority to relations with China during its first year in office, bilateral relations turned downward over the rest of Obama's first term, leaving a legacy of growing mutual suspicion and rising competition between the two countries, especially in the Asia–Pacific region. In spite of the November 2009 bilateral agreement to build a "positive, cooperative, and comprehensive relationship," the two sides missed opportunities for more cooperation while mishandling and even misguiding bilateral ties on some points.

Over the last few years, Russia's relationship with the United States has traveled a swift and seemingly deliberate arc from partner to pariah. The current turmoil in Ukraine and near-certain resulting isolation of Russia culminate several years' worth of deteriorating ties. The Edward Snowden mess, disagreements over Syria and Iran, dismay over the eroding human rights environment in Russia, and now Russian annexation of Crimea have led the previously heralded "reset" to an unceremonious end. What are the implications of these and related developments for U.S.-Russia collaboration in medicine and public health? Should avenues of partnership remain open, even in such a frosty political context? Should the international community support Russia's health sector when ample resources exist within Russia itself? Is it even possible anymore?

Abstract:
As a result of a speech delivered by Republic of Korea (ROK) president Park Geun- hye in Dresden, Germany, on March 28, 2014, the topic of unification of the Korean peninsula has been on the minds of many. This is, of course, not the first time that unification has been in the news. During the Cold War era, unification was defined as the absolute military victory of one side over the other. In Korean, this was known as “songgong t'ongil” or “p'ukch'in t'ongil” (“march north” or “unification by force”). In political science literature influenced by the European experience, it was defined as the perfect integration of the two countries. After the reunification of Germany on October 3, 1990, unification was seen as the economic and political absorption of one side by the other. And yet at other times, it was defined, by both North and South Korea, as the imperfect operation of one country, two systems. For a decade during the period of “sunshine” policy, 1997–2007, unification was defined as something to be avoided for generations. It was framed as an outcome that was too difficult to contemplate, too dangerous to suggest, and too expensive to afford.

Data on Afghan Surge show had little or no lasting impact. NATO/ISAF stopped all meaningful reporting on security trends after EIA fiasco. No maps or assessments of insurgent control or influence versus limited dataf 10 worst areas of tactical encounters. No maps or assessments of areas of effective government control and support and areas where government is not present or lacks support. Shift from direct clashes to high profile and political attacks makes it impossible to assess situation using past metrics, but HPAs sharply up. UN casualty data and State Department START data on terrorism highly negative. No reason for insurgents to engage NATO/ISAF or ANSF on unfavorable terms before combat NATO/ISAF forces are gone.

A new government took office in India in May 2014 under the prime ministership of Narendra Modi. One of the first decisions it took was to invite the member states of the South Asian Association of Regional Cooperation (SAARC) for the swearing - in ceremony. The decision was a surprise but widely viewed as a great move, underscoring the resolve of the new government to embed India firmly within the South Asian regional matrix. It also underlined that, even though Modi's priorities will be largely domestic, foreign policy will continue to receive due attention. Modi also immediately set for himself a frenetic pace of international travel for the remainder of 2014, covering countries as diverse as Bhutan, Japan, Brazil, Australia, Nepal, and others in Southeast Asia.

Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014-2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self - financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy" Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

Given India's rapid development, the nation has become an increasingly vital world actor. India has the 11th largest economy in the world, and with its annual economic growth rate averaging 7 percent per year since 1997, it could surpass the United States and China to become the world's largest economy by 2050. This economic capacity facilitated billions of dollars in investments since 2006 to expand and upgrade India's defense and security capabilities, including the launch of its first nuclear- powered submarine and the ongoing acquisition of a fleet of aircraft carriers. South Africa has the highest burden of HIV/AIDS in the world, with 5.6 million people living with the virus and over 400,000 newly infected annually. Since 2004, the U.S. government has committed more than $4 billion to combating HIV/AIDS in South Africa—the largest U.S. investment in HIV/AIDS worldwide. Continued progress in controlling HIV/AIDS in South Africa, the epicenter of the pandemic, is pivotal to sustained progress against the disease worldwide.

This report on the U.S.-Japan alliance comes at a time of drift in the relationship. As leaders in both the United States and Japan face a myriad of other challenges, the health and welfare of one of the world's most important alliances is endangered. Although the arduous efforts of Assistant Secretary of State Kurt Campbell and his colleagues in both governments have largely kept the alliance stable, today's challenges and opportunities in the region and beyond demand more. Together, we face the re-rise of China and its attendant uncertainties, North Korea with its nuclear capabilities and hostile intentions, and the promise of Asia's dynamism. Abstract:
Covering inter-Korean relations for Comparative Connections has been a roller-coaster ride, given the peninsula's changeable political weather. Even so, the current state of affairs is unprecedented. Pyongyang has spent the whole of 2012 hurling ever ruder and angrier jibes at ROK President Lee; plumbing the depths even by North Korean standards. In April, KCNA published and trumpeted a set of vicious cartoons that depict Lee as a rat being gorily done to death. From the viewpoint of inter-Korean relations, the past four months essentially saw almost no interaction except this one-sided name-calling. Unsurprisingly Seoul did have a few words to say in response, which only served to rile Pyongyang more. Wading through filth is no fun, but duty must be done as we describe and try to interpret North Korea's slander campaign, which showed ominous signs of escalating from words to deeds. In some obscure way, one intended function may be to boost the callow Kim Jong Un, so we also briefly report his formal accession to the DPRK's top leadership posts.
