This scenario presents a problem, as mastering the digital age requires some AI literacy.

Abstract:: In his classic treatise The Philosophy of Money, sociologist Georg Simmel asserts that money is “colorless” and “abstract,” a “system of numbers” that relentlessly promotes the rationalization and depersonalization of modern life.1 Simmel might be right about money, but banknotes are a different story. The banknotes of the world contain many colorful images of human beings, animals, landscapes, and other eye-catching features. What are the purposes of banknote iconography? What kinds of images best achieve those purposes? Does the art of the banknote still matter in the digital age? The answers to these questions also speak to broader issues, including the bases of social trust, the content of collective identities, and the power of visual politics. Some people think of physical cash as a relic of the old days of brick-and- mortar retail. It is true that credit and debit cards and digital means of payment are on the rise. Even the Monopoly board game no longer comes with its famous colorful paper money; instead, a voice-activated electronic “banker” processes players’ transactions and keeps track of their balances.2 Yet reports of the death of the banknote are highly exaggerated. Between 1990 and 2020 the value of cash in circulation soared worldwide from about $1 trillion to $7 trillion, and the annual rate of increase has been accelerating over time.3 The coronavirus pandemic that erupted in early 2020 caused a further spike in cash demand all over the world.4 A comprehensive study of 140 currencies found that the value of cash in circulation in 137 of those currencies rose in 2020 over the previous year while it declined in only three.5 The value of U.S. currency in circulation shot up by 16 percent during 2020, double the average increase of the previous 10 years.6 As of the end of June 2023, it stood at $2.3 trillion, or to be more precise, $2,342,265,000,000—almost 10 percent of U.S. GDP.7 In short, banknotes remain greatly in demand almost everywhere; and wherever there are banknotes, there is banknote iconography.

Abstract:: Recent geopolitical events and the overleveraging of U.S. sanctions has strained the relationship between the U.S. dollar and other world financial powers, bringing the current system—fundamentally grounded in the 1944 Bretton Woods Agreement—to a critical inflection point. Although the past 80 years has seen a global financial system that hinged on the chosen policy of the United States, adversaries and allies alike are actively searching for ways to diversify from a dollar-centric system. Simultaneously, the innovation of financial technology has led to the creation of blockchain based, non-state currencies and demand for more efficient settlement of transactions. Abstract:: Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

12. Coups D’état in the Covid-19 Era

Abstract:: In the years preceding the outbreak of the coronavirus pandemic in early 2020, many observers were cheerily optimistic about the decline of coups d’état in the twenty-first century. As late as early 2019, for example, Axios declared confidently that coups—or illegal seizures of power by military or government actors—“are becoming a thing of the past.”1 In early 2022, the same journalist and outlet reported that “coups are making a comeback.”2 Between those three years (January 2019–January 2022), 13 coup attempts occurred, 10 of which succeeded. By contrast, in the three years beforehand (January 2016–January 2019), there had only been five coup attempts, two of which were successful. In other words, the number of coup attempts more than doubled, and the number of successful coups quintupled, according to my updated Colpus dataset of coup types.3 What accounts for the apparent coup comeback? Is the pandemic itself to blame? In this article, I draw on my newly updated Colpus dataset of coup types, documenting all coups through February 2022, to survey the history of recent coups. I first show that after several decades in decline, coups started to make their comeback before the pandemic. I then survey the potential causes of “covid coups” and the factors for why recent coups have been overwhelmingly concentrated in Africa. I conclude by reflecting on the legacy of “covid coups.”

For more than two de- cades prior to that he was Hyman Professor and Director of China Studies at the Johns Hopkins University School of Advanced International Studies. Lampton is former Chairman of The Asia Foundation, former President of the National Committee on United States-China Relations, and for- mer Dean of Faculty at SAIS. Among many written works, academic and popular is his most recent book (with Selina Ho and Cheng-Chwee Kuik), Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020). He received his B.A., M.A., and Ph.D. degrees from Stanford University in political science where, as an undergraduate student, he was a firefighter. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies. Abstract:: The U.S.-Mexico border has always experienced significant migration flows. Migration to the United States from Mexico increased significantly in 1900 due to political unrest in Mexico and the rise of agribusiness in the South- west, an increase that resulted in the creation of the United States Border Patrol in 1924.1 Initially, most migrants who crossed the border were single, adult males, primarily from Mexico. However, since the early 2010s, most migrants apprehended at the border have been families and unaccompanied minors, mainly from Central America, but also from other parts of the world. Many of these immigrants arrive seeking asylum at official ports of entry, as well as between ports of entry.2 Since 2010, approximately 463,773 minors have crossed the U.S.-Mexico border without their parents, with a notable increase from the Northern Triangle states of El Salvador, Honduras, and Guatemala, three of the most violent countries in the world.3 The number of women and girls crossing the U.S.-Mexico border has also increased. In 2011, 42,590 women and girls were apprehended by the U.S. Border Patrol. That number rose to 119,415 in 2014, under the Obama administration, and surged further to 298,489 in 2019, under the Trump administration.4 The last several decades have seen a feminization of migration, with women making the conscious decision to migrate for better opportunities. Latin American states have been leading in having the highest proportion of women among international migrants.5

Two important ones are “do no harm” and “understand the local context.” A third traditional injunction has recently gained even more relevance: “Think globally and act locally.” Yet today, there is a growing need to “think globally and act globally.” Bilateral and multilateral donor agencies like USAID and the World Bank have appropriately focused their work at the national and subnational levels. Local ownership is still a valid principle of development. However, transna- tional issues and the global economic outlook are now overwhelming local development progress. Abstract:: Canada was founded on enslavement and dispossession. This is most ex- emplified by its assimilationist ideologies and policies, by the displacement, subjugation, and oppression of Indigenous and Black peoples and cultures, and by the expropriation of Indigenous lands. The colonial theft of land and accumulation of capital have been foundational to Canada’s wealth. New op- portunities for Europeans to access resources prompted colonization in North America, which was followed by the creation of a global economy that came to be dominated by Spain, Portugal, Holland, France, and Britain. To access lands in the Americas, Europeans negotiated treaties, dispossessed Indigenous peoples of their lands, waged war to extinguish Indigenous populations, and eliminated or disrupted Indigenous landholding traditions.1 The unique ways in which Black and Indigenous people have been racialized and implicated in white set- tler nations and by capitalist expansion reveal the antithetical roles both groups have played in the formation of settler colonial societies. For example, while the reproduction of Black slaves in the United States was perceived as positive since it increased slave owners’ wealth, the growth of Indigenous populations was seen to jeopardize the accumulation of profit by slave owners because it made access to land more difficult.2

Abstract:: A new scramble for Africa’s natural resources is leaving communities more impoverished, oppressed, and traumatized. Enriching the ruling elites and mul- tinational corporations, the withdrawal of natural resources from the Earth con- tributes to land and water grabs, violence, intimidation, desecration of cultural heritage sites, pollution of water sources, and poverty in communities hosting natural resources. Whereas exploitation of natural resources is expected to boost local economies and improve livelihoods, the lived realities of host communities in Zimbabwe demonstrate that living standards decline when natural resource extraction occurs. There is often trading of accusations between government and extractive industries on the problem of whose responsibility it is to develop resource-rich communities. Corruption and a rent-seeking culture have weakened governance, leading to social stratification, class formations, and entrenched autocratic rule. Access to resource rents is also turning the focus of government away from other more sustainable sectors of the economy, such as agriculture, manufacturing, and tourism. This paradox of plenty, also known as the resource curse, confirms the long-held view that countries with abundant natural resource reserves are prone to poverty, confliict, and poor governance. In these countries, natural resources are sometimes used to finance violence, repression, and rigged elections.

Abstract:: In August 2014, the Islamic State (ISIS) surrounded Yazidi villages in Sinjar, Iraq as part of an e2ort to ethnically cleanse Yazidis from existence. Over a two-week period, ISIS militants murdered more than 5,000 men and older women, took more than 6,000 women and children captive, and forced more than 400,000 individuals to 1ee their homes.1 I lived in one of those villages. My family members were killed and dumped into unmarked, mass graves. My sisters, nieces, and I were taken captive and forced into sexual slavery. 3is was no accident. Sexual violence has long been used as a weapon of war. ISIS believed that violating Yazidi women would destroy the community from within.2 For much of history, the use of sexual violence as a weapon has been considered an unfortunate byproduct of con1ict at the high- est levels of peace and security. While the international community has begun to recognize sexual violence as a weapon, many survivors are still silenced by shame and stigma. It is imperative that the taboo surrounding sexual violence is broken so that the international community can work proactively to prevent and respond to this gender-based weapon.

Data is a relationship between sentient beings and the objects sensed, knowledge of the world external to the consciousness of that being. Transfer of data is speech. Collection of data is learning. Thus, a restriction on the transfer of data is a restriction on speech or the freedom of speech.1 A restriction on the collection of data becomes a restriction on learning or the freedom to learn. Data—origi- nally, a configuration of the consciousness perceiving external objects—is being rei3ed, that is, treated as if it is a tangible thing. Increasingly, data is deemed to be a possession by people reflected in it or those producing it and subject to delivery fees for transfer. Data is deemed capable of being “owned by data subjects,” “owned by data producers,” or charged fees for delivery.2

Abstract:: A rule of thumb in Hollywood is when you have no new ideas for a 1lm, remake an old one. 5e United States is taking a similar approach to internet policy, with the well-intended “Declaration for the Future of the Internet” (hereafter referred to as “the Declaration”) reiterating themes from the dawn of the internet.1 5ere is a real opportunity for a new approach to internet policy that endorses democratic values and a reformed multistakeholder model, but the Declaration does not provide this opportunity because it ignores sovereignty and great power con6ict—the forces reshaping the internet. 5ere are 193 countries in the world. Only 60 endorsed the Declaration.2 If this had been an election, the United States would have lost. 5is outcome may partly re6ect a lack of diplomatic skill by the United States, but it also re6ects a paucity of ideas to address concerns in the developing world, which center around development, sovereignty, and the rule of law. Many nations would have welcomed a bold new vision for the internet that took their interests into account. 5ey did not get this vision from the Declaration.

Abstract:: A push for inclusion has been one of the most striking features of space programs in recent years, with a diverse range of agents going up to the Inter- national Space Station. NASA has been promoting the recognition of the early, but hidden, role of black scientists such as Katherine Johnson within its pro- grams of the 1960s (Johnson was celebrated in the 2016 7lm Hidden Figures).1 Beyond this, private sector activities are emerging with some built-in elements of inclusion. In 2021, Wally Funk fially could make it into space on a private sector Blue Origin suborbital flight, 60 years after being part of the privately trained female Mercury 13 group. These women were not part of the official NASA program, and they never made it into space, despite public criticism and the advantages of sending women in the cramped capsules given their generally smaller size. The women had what Margaret Weitekamp has referred to as “right stu:, wrong sex.”2

Abstract:: Oscar was born in an illegal prostitution center where his mother was a sex worker (we are not certain if she worked there voluntarily). Oscar was first prostituted at age four, serving up to six “clients” daily at the same center where his mother worked. Both he and his mother were constant victims of rape and physical violence. This was the environment in which he was raised. In recent decades, according to a Reinserta study, violence against children in Mexico has intensi7ed nationwide.1 From 2006 to 2018, there were 325,699 homicides, according to data from Mexico’s National Institute of Statistics and Geography (INEGI). Of these victims, 23,420 were men under the age of 19, a little over 7 percent of the total, and 6,022 were women under the age of 19, about 2 percent of the total.2 Children represent a particularly vulnerable group, as they are immersed in practices that violate their human rights and make it impossible for them to develop physically and psychologically in an adequate manner and according to their age. They experience physical violence, sexual abuse, domestic violence, and other forms of violence that are normalized from an early age.

Abstract:: On 26 March 2022, gangs in the small Central American country of El Salvador killed 62 people, making it the deadliest day in modern Salvadoran history.1 In the span of just three days, between 25 and 27 March, there were a total of 87 seemingly random murders of people laboring and commuting in El Salvador. In line with the common political practice since the 1990s, Salvadoran politi- cians zeroed in on punishing gangs, whom they have blamed for all social ills. Indeed, the brutal intercommunal violence of gangs is horrifying and dehuman- izing in ways that permeate everyday life for large swaths of Salvadoran society. 3ese realities make gangs particularly visible and therefore politically useful for the ruling elite, who can and frequently do turn to gangs as a distraction from their own corruption. 3e proliferation of gangs and violence, however, was not inevitable, and a political and media focus solely on gangs misses the larger picture. Gangs, and the social conditions surrounding them in El Salvador, are ultimately a symptom of a larger root problem: neoliberal capitalism. To best understand the conditions of the present moment, we trace how neoliberalism developed in El Salvador, why it has thrived across party lines, how it is fueling the actions of this particular Salvadoran administration, and how a growing grassroots cross-border movement is resisting it.

Abstract:: For several years, the northern countries of Central America—El Salvador, Guatemala, and Honduras—have seen some of the highest levels of criminal violence globally. 5ey are also ground zero for two of the most brutal street gangs in the Western Hemisphere: the Mara Salvatrucha (MS-13) and the 18th Street Gang (Barrio 18). Di6erent government administrations have imple- mented various policies to address gangs and criminal violence; however, no policy has been more controversial or frequently used than the zero-tolerance, or mano dura (iron fist), crackdowns. Zero-tolerance crackdowns were introduced at different moments in all three countries but have been a dominant feature of state response to crime in Central America in the last two decades. In this essay, I examine the latest installment of hard-on-crime policies in El Salvador and how they contributed to the democratic erosion of the country. This case exemplifies how Central American governments have repeatedly used the fight against crime as a justification to strengthen security forces without oversight, ignore human rights standards, and leverage the justice system to serve corrupt government officials.

Abstract:: Has Central America always been a dangerous place? During the early 1980s, in the provincial city of Chichigalpa, Nicaragua, one could walk anywhere and at any time without fearing crime. The Frente Sandinista de Liberación Nacional (FSLN), a leftist guerrilla organization founded in 1961 that had led the Ni- caraguan Revolution to triumph in 1979, ruled the country.1 Remarkably, its police force, the Policía Sandinista, was neither feared nor scorned, even by the anti-Sandinista sectors of the community. Neither crime nor its absence were a topic of conversation in Chichigalpa, nor were they a concern in the U.S. media, despite the media’s obsession with all things Sandinista.2 If the media or the Reagan administration had commented on the low levels of crime in Nica- ragua, they likely would have criticized the FSLN for that too, citing a highly regimented surveillance society as its cause.3 On the contrary, any surveillance that did exist in Nicaragua in the early 1980s derived from enhanced forms of solidarity against what was largely perceived as an external threat: the Contras— the United States-backed, counter-revolutionary forces composed of former Somoza supporters, Nicaraguan-dictatorship exiles, and ex-Guardia o:cers. 9is military force eventually received signi5cant peasant support in the central and eastern parts of the country.4 One institution that fomented solidarity was the Comités de Defensa Sandinista (CDS). Organized immediately preceding and following the revolutionary triumph of July 1979, the CDS began as a group of relatively democratic organizations that promoted community development as well as security.5 Over the next few years, through nightly patrols, they increas- ingly focused on the surveillance of potential Contra terrorist activities. While such e;orts certainly contributed to crime reduction, the democratic character of the organizations also eroded, as a top-down emphasis on national defense became predominant among the CDSs.

Brutal gangs in the North of Central America (NCA)—formed by the countries of El Salvador, Honduras, and Guatemala—have even served as a bogey-man in presidential campaigns in the United States during the 2010s.1 But what about the predicament of the people living in the zones to which organized criminal groups lay claim? Much has been written about the levels of violence to which these populations are exposed; however, what is less understood, even today, is how the aggressive activities of organized criminal groups have produced waves of internal and external displacement and the implications of this displacement for the global community. 3is paper draws on research conducted by the author over the past decade to re5ect on the crisis of forced displacement that has a6ected these populations in the NCAM during the 2010s. 3e paper analyzes statistical data concern- ing refugees and internally displaced persons (IDPs) to o6er observations on the scale of displacement within the NCAM and across borders; the diverse organized criminal groups that generate di6erent but overlapping dynamics of displacement; and the response in law and policy to this displacement within these countries and in the Americas more generally. Finally, this paper ends by arguing that the displacement in the NCAM has important implications not only for those countries but for the Americas and at the global level, as well.

Abstract:: For most Russians, the collapse of the Union of Soviet Socialist Republics (USSR) in 1991 was highly disorienting, if not traumatizing. They were sud- denly living in a new world. Many appreciated the newfound freedoms (of speech, association, religion, travel, and limited economic entrepreneurship) bequeathed by Mikhail Gorbachev’s reforms. Still, however much they appreci- ated Gorbachev’s ending of the Cold War, Russians had to get used to a long list of shattering losses. Their country was no longer a distinct, multi-ethnic civilization or an acknowledged “great power” that could take pride in its history. The economy was collapsing amidst deepening shortages of consumer goods, while organized crime climbed above ground to demand protection money and collude with state and party officials to strip state assets.1 Abroad, the country was a lonely “has-been.” The states of Eastern Europe were no longer military allies or vassals, and Russia could no longer claim to be the virtuous leader of an anti-imperialist “world communist movement.” The USSR’s prior claims of being a “global power” were nullified by the parlous state of the Russian military and the country’s economic dependence on the West in the wake of the collapse. The only international status indicator that remained was the claim of being a nuclear “superpower.”

Such was the experi- ence of generations that lived through the twentieth century. Three decades prior, the air we breathed was full of democracy; we needed that air once more.

Abstract:: The world is observing one of the worst humanitarian crises of this century: the Uyghur genocide, a colonial project that uses modern surveillance and widespread concentration camp apparatuses. At the heart of this genocide is a fundamental “otherization” of the Uyghur people that relies on Islamophobic policy and rhetoric to dehumanize the indigenous population of East Turkistan, known to China as Xinjiang. The Chinese Communist Party (CCP) employs Islamophobia to over-police Muslim populations and curtail their civil liber- ties. Islamophobic rhetoric has also driven surges in hate crimes against Muslim communities. The United Nations notes that this trend continues today as Is- lamophobic incidents continue to rise globally.1 The genocide in East Turkistan is the defining human rights atrocity of the twenty-first century thus far. The CCP has remolded a global trend of Islamophobia to fit their own needs—a new chapter in a horrific history. Though the motivations of the Chinese state in East Turkistan are varied, economic gain, cultural unification, and national consolidation all rank highly. Specific policies targeting the practice of Islam have allowed for a brutal crackdown on cultural norms in the region. Meanwhile, a global trend toward Islamophobia has given the genocide some political cover in the global sphere.

Abstract:: While delivering a lecture for the BBC, Edward Said maintained, “Speaking truth to power is no Panglossian idealism: it is carefully weighing the alterna- tives, picking the right one, and then intelligently representing it where it can do the most good and cause the right change.”1 This was 1993. A world not yet remade in the image of the war on terror and the new order it ushered in eight years later. Not even Said, the secular hu- manist whose Orientalism crystallized how the West mispresented Islam, could anticipate the coming urgency of his work and the weight of the words he spoke in London.2 Speaking at the doorstep of the imperial power that divided much of the world and entrenched the epistemological binary that oriented Islam as a civilizational other, Said’s spoken truth confronted power beyond domestic boundaries. He was a grassroots internationalist who challenged the violence wrought by transnational hegemonies, new and old. He saw beyond boundar- ies, political and existential, to link struggles and galvanize oppressed groups against hegemonic forces.

Abstract:: The twentieth anniversary of the 11 September 2001 terrorist attacks is an opportune moment to review the impact of those attacks on the U.S. media’s coverage of Muslims and Islam. In 2003, Vice President Dick Cheney famously argued that “[i]n a sense, 9/11 changed everything for us.”1 Evidence suggests that—within the U.S. government—“everything” includes how officials perceive Muslims; they became the target of wide, undifferentiated suspicion.2 The picture for the U.S. media is less clear-cut: some have argued that, as within the govern- ment, the attacks “thrust a certain type of Orientalist stereotype firmly back... into our news media, and into the mouths of politicians.”3 Meanwhile, others have found an “increase in sympathetic representations of Arab and Muslim Americans in the U.S. media after 9/11.”4 In our own research, we find two key changes after 9/11: an enduring rise in the number of newspaper articles about Muslims and Islam and a dramatic increase in the share of articles linking Muslims to terrorism or extremism.

Abstract:: The work of Samuel Huntington, first presented in a 1993 article in Foreign Affairs and subsequently elaborated upon in his 1996 book Clash of Civiliza- tions, has shaped the perception of the role of religion in general, and Islam in particular, in international conflicts.1 Huntington argued that Islam is uniquely incompatible with and antagonistic to the core values of the West, values which he defines as democracy and equality of individuals. Since Huntington first presented his work, much ink has been spilled by scholars attempting to invali- date his thesis. They show that civilizations are not homogenous or monolithic players in world politics with an inclination to “clash,” but rather that they consist of pluralistic, divergent, and convergent actors and of practices that are constantly evolving.2 Nonetheless, Huntington’s concept of the “Clash” has remained relevant in political discourse and in the media.

48. Humanitarian Intervention and International Order: The Endless Wars Problem

Abstract:: Nowadays, few approve of humanitarian intervention, understood as the use of non-consensual force for the principal purpose of alleviating massive human suffering. Realists have always held that armed humanitarian crusades are an irrational, dangerous, and counterproductive extravagance likely to cause more problems than they solve, and at great expense.1 In a world full of autocracies and communities that define their values very differently from one another, re- alists argue, the forceful pursuit of “liberal hegemony” is likely to produce only “a perpetual state of war.”2 Critical thinkers have always suspected that a thinly veiled Western liberal imperialism lay behind what some described as the “new military humanism.”3 Its confidence in Western perfidiousness was briefly shaken by revelations of its misplaced faith in the Khmer Rouge and Slobodan Milošević but restored with gusto by the false pretexts for war with Iraq in 2003. English School pluralists value international order over individual rights;4 legal positivists lament the illegality of humanitarian intervention;5 post-colonial scholars, states, and other critical writers believe humanitarian intervention is the thin end of a neo-imperial wedge to erode hard-won self-determination and sovereignty;6 pacifists complain that humanitarian war is still, after all, war, and highlight the tragic irony of taking lives in order to save lives.7 More recently, Samuel Moyn situated humanitarian intervention within a broader politics by which “endless war” has been normalized as humane at the expense of war prevention.8 So intense is global antipathy that prominent advocates of the “responsibility to protect,” like Gareth Evans, carefully distinguish the principle they champion from humanitarian intervention. Samantha Power, meanwhile, was chastened by a painful experience in Libya into doubting whether humanitarian goals could be achieved by military force.9

49. Armed Conflict and the Protection of Populations: The Debate over Humanitarian Intervention, Using Armed Force, and the Idea of Sovereignty

Abstract:: This paper examines the development of the idea of humanitarian in- tervention and its implications for state sovereignty. It begins with a moral discussion of intervention from the rediscovery of the just war theory in the 1960s and 1970s, extends through public debates about intervention to protect fundamental human rights during armed conflicts over succeed- ing decades, and includes the production of the global commitment of the “Responsibility to Protect” and its treatment in the Outcome document of the 2005 UN World Summit. The article notes that two competing ideas of sovereignty have been recurrent themes in humanitarian intervention debates. One idea, expressed in Article 2 of the UN Charter, defines sovereignty in terms of the inviolability of state territory. The other, surfacing in human rights law and in moral debates in the public sphere, defines sovereignty in terms of the responsibility of states and the world order to protect funda- mental human rights domestically and internationally. This paper identifies the deep historical roots of both conceptions and their mutual, but different, connections to the idea of natural law, as well as their different implications regarding the roles of states, regional organizations, and the UN. It concludes by noting that while the 2005 Summit reaffirmed the former conception of sovereignty, it also acknowledged the latter as a domestic obligation of states, though one in which the international community also has an interest.

50. The Uyghur Genocide and International Policy Response

Abstract:: The Chinese government’s treatment of the Uyghurs has gone from a relatively obscure issue in the international press to a central one. It has become the subject of discussion and policymaking in the halls of governments around the world and has gained widespread awareness among the general public. This is because Uyghurs are subject to some of the worst human rights abuses in the world; in many respects, their treatment meets the accepted definition of geno- cide. The fact that these abuses are being perpetrated in the People’s Republic of China (PRC), a nation widely expected to have a major role in shaping the twenty-first century, has contributed to the urgency of the issue. The Uyghur community has welcomed the long overdue response from some governments. An increasing number of parliaments have condemned the Chinese government’s actions as genocide, and some are developing legislation aimed at addressing issues such as forced labor in the supply chain and transnational repression di- rected at Uyghurs living abroad. Although the Chinese government denounces these as attempts to meddle in their internal affairs, the repression of Uyghurs has a global dimension that requires a global response.
