Abstract:
Governance is the delivery of political goods—beginning with security—to citizens of nation-states. Good governance results when nation-states provide a high order of certain political goods—when the nation-states perform effectively and well on behalf of their inhabitants. Rotberg says that nation-states “exist to provide a decentralized method of delivering political (public) goods to persons living within designated parameters....” and “it is according to their performances—according to the levels of their effective delivery of the most crucial political goods—that strong states may be distinguished from weak ones...” The social contract between ruler and ruled embodies effective delivery of these political goods—and what this hierarchy of crucial political goods entails is based on societal norms and beliefs.

Abstract:
The function of narratives was discussed at great length. It was suggested that in the Israeli-Palestinian conflict, each side's narrative is rooted in fear and insecurity, albeit for different reasons. Each side fears destruction, and, in another sense, each side fears peace. If peace comes, each side will have to reorganize it- self. This process is difficult because it is psychologically easier to organize against a clearly defined opposing force than without one. In order to move be- yond the traditional opposition, each side must recognize and legitimize the other side's fears as well as its own.

384. Assessing Vulnerabilities to the Effects of Global Change: An Eight-Step Approach

Abstract:
There is a growing call among researchers interested in studying global change and associated effects on society and ecosystems to examine vulnerabilities as well as impacts. Such a move would require a renewed emphasis on the factors that constrain and enable coupled human - environment systems to adapt to stress. Although a picture is emerging of what general factors global change vulnerability assessments should address, it is less clear what methods are needed for this endeavor. This paper presents results from a workshop held in October 2002 to explore the issue of methods and models for vulnerability assessments. The results include an objective for global change vulnerability assessments, a set of five information criteria that vulnerability assessments should satisfy for achieving this objective, and a set of eight steps designed to satisfy those criteria. The proposed objective for global change vulnerability assessments is to inform the decision - making of specific stakeholders about options for adapting to the effects of global change. The five criteria for achieving the objective are that vulnerability assessments should: engage a flexible knowledge base, be place - based, consider multiple and interacting stresses, examine differential adaptive capacity between and within populations, and be prospective as well as historical. The eight steps for satisfying the criteria are: define the study area in tandem with stakeholders, get to know places over time, hypothesize who is vulnerable to what, develop a causal model of vulnerability, find indicators for the components of vulnerability, weight and combine the indicators, project future vulnerability, and communicate vulnerability creatively. We expect most readers to identify some of the steps as self - evident and part of their well - established disciplinary practices. However, most readers should also identify one or more steps as uncommon to their research traditions. Thus taken together the eight steps presented here constitute a novel methodological framework.

Abstract:
Since the September 11 attacks, the federal government has undertaken a fundamental review of the U.S. defense priorities. The terrorist strikes against the World Trade Center and the Pentagon exposed the extraordinary vulnerability of the U.S. homeland that some had warned against over the last several years. There is now widespread agreement that the threat of terrorist attack against the United States is likely to be a long-term reality. Given this situation, the Bush administration's decision to reassess its policy on homeland security is wholly appropriate.

The inhabitants of tropical Africa in 2003 demand higher levels of performance from their governments than they could, or dared to do, in the 1970s and 1980s, a decade or two after independence from colonial rule. Nowadays they suffer despots reluctantly, as in Zimbabwe, deny them unconstitutional third terms, as in Malawi and Zambia (but not in Togo), gleefully vote for more promising rulers, as in Ghana and Kenya, or insist al- most everywhere on improved governing and government.

387. Russia: Grasping Reality of Nuclear Terror

Abstract:
The likelihood of a catastrophic terrorist attack against Russia is growing, as radical separatists in troubled Chechnya increasingly become more desperate, and security at many of Russia's civil nuclear facilities remains insufficient. They have already demonstrated their capability and willingness to inflict massive indiscriminate casualties by organizing an apartment bombing in the southern Russian city of Buinaksk. They have acquired radioactive materials, threatened to attack Russia's nuclear facilities, plotted to hijack a nuclear submarine, and have attempted to put pressure on the Russian leadership by planting a container with radioactive materials in Moscow and threatening to detonate it. These incidents occurred between 1994 and 1996, during Russia's first military campaign in Chechnya at a time when separatists were so overwhelmed and outmanned they believed that acts of terrorism employing nuclear, biological, and chemical (NBC) materials—if not weapons of mass destruction (WMD)—could be the only way to force Russian troops to retreat from Chechnya.

The higher phase of nuclear conflict means the use of nuclear weapons at various scales—from single nuclear explosions to the mass use of nuclear weapons.

That has been the lot of Haitians from 1804 to 1990, despite an emperor, a clutch of dictators, the despotic rule of the Duvalier family, an American occupation, and a few well-meaning democratic rulers. For nearly two centuries, Haitians have been waiting for leaders who favor the national over narrow personal interest, who seek a sustained improvement in the national condition, and who put the needs and claims of ordinary Haitians first.

Since September 11, the relationship between the United States and Russia has evolved significantly. At the Crawford summit in November 2001, President George W. Bush and President Vladimir V. Putin officially declared a “new relationship” between the United States and Russia. A significant portion of this new relationship has centered on nonproliferation matters, which have been declared a priority by both presidents. In fighting terrorist threats, Bush and Putin have “agreed to enhance bilateral and multilateral action to stem the export and proliferation of nuclear, chemical and biological materials, related technologies, and delivery systems as a critical component of the battle to defeat international terrorism.”

Efforts to prevent repetitions of the September 11 incidents have begun to be called “the war on terror.” This suggests analogies to the “war on drugs,” and there have been attempts to use these comparisons to draw conclusions about the appropriate shape and likely success of the anti- terrorism campaigns. Making new problems seem familiar by seeking out analogies is both a natural psychological response and a rational analytical strategy.

393. Recommendations for Democratization Assistance in the Caspian Region

Abstract:
This paper discusses Western democratization assistance programs to Caspian states over the last ten years and the lessons policy makers should learn from these programs. It makes the following points: The euphoria of the early 1990s over the end of the Cold War caused Western organizations to have unrealistic expectations for democratic development in the former Soviet Union. Western democracy assistance programs have often failed to take the perspective of “the ordinary person on the street” in recipient countries into consideration. Instead, these programs usually reflect external, Western-imposed priorities. Western democracy-promoting organizations have often failed to appreciate the extent to which traditional institutions in Caspian societies (such as kinship networks) managed to survive the Soviet period and still influence the societies of the region. Western democracy-promoting organizations have failed to take into consideration the security challenges that Caspian states have had to confront during their first decade of independence. The war against global terrorism gives the West an opportunity to reevaluate its policies towards the Caspian region. Rather than relying solely on experiences of North American and Western European democracies, Western democracy-promoting organizations need to draw upon the recent experiences of new democracies of Central Europe in creating new models for the Caspian region.

394. Russia's Role in the Shifting World Oil Market

Abstract:
Recent changes in Russia's domestic oil industry have had dramatic effects on world oil markets, including Russia's emergence as the number two exporter of oil after Saudi Arabia. These effects are occurring even though Russia is not close to fully exploiting its reserves. Russia's oil industry has large growth prospects, and this potential will allow Moscow to take a greater market share away from OPEC in the future. A number of factors will facilitate this trend. Russia's target oil price is lower than OPEC's, which gives it an incentive to continue exporting beyond OPEC's wishes. Also, Russia's oil industry is more privatized than the oil industries in Persian Gulf states, which allows it to be more entrepreneurial in attracting investment and joint ventures.

Russian support for U.S. efforts in the war on terrorism has surprised many Western observers. But this was not the only recent surprise from Moscow — Western advocates for the rule of law in Russia also had much to celebrate in the closing months of 2001. Under strong prodding by President Vladimir Putin, the Duma passed several impressive pieces of reform legislation, including an entirely new Criminal Procedure Code, a potentially revolutionary land reform law, new shareholder protections in amendments to the Joint Stock Company Law, and the first post-Soviet Labor Code.

397. Beyond the ABM Treaty: A Plea For a Limited National Missile Defense System

With approval rates higher than ever thanks to the war against terrorism, President George W. Bush finally did in December 2001 what he had threatened to do on different occasions but what many others thought - or hoped - was only bluff: withdrawing unilaterally from the 1972 Anti- Ballistic Missile (ABM) Treaty. Regardless of the rationale or emotions behind or against this decision, it ended a period of uncertainty. Although in principle the Bush administration can still change its mind until June 2002 when the six months withdrawal period expires, most observers believe that this will not happen. Indeed, there are already plans on the table to start building a new test site at Fort Greely in Alaska in the Summer of 2002 that from 2004 onwards could be used as a base for a small ground-based mid-course National Missile Defense (NMD) launch site if needed.

398. Consequence Management in the 1995 Sarin Attacks on the Japanese Subway System

Abstract:
In the early to mid 1990s, a group known as Aum Shinrikyo amassed, and used against innocent civilians, an arsenal of chemical and biological weapons. A large body of literature details the evolution of Aum Shinrikyo, its shocking attacks on a housing complex in Matsumoto and on five subway lines in Tokyo using a chemical weapon, and Japanese society's reaction to the attacks. Not much analysis, however, has been done on the lessons learned about consequence management from the first significant terrorist attacks with weapons of mass destruction to occur in modern times. Recent events in the United States including the dispersal of anthrax spores through the mail and scores of hoaxes alleging use of anthrax have brought the issue of terrorism using weapons of mass destruction (WMD) closer to home. The handling of the Aum Shinrikyo attacks offers the opportunity for policymakers, emergency response personnel, and other relevant professionals to learn about WMD consequence management.

400. Globalization and the Development of Welfare States in Post-Communist Europe

Abstract:
How has globalization influenced welfare state development in postcommunist Europe? We focus on the leading East-Central European accession states, Poland, the Czech Republic, and Hungary, and show that these states have experienced radically different welfare state developments since 1989 from their neighbors in the former Soviet Union. The first pa rt of the paper proposes that these divergent paths can be explained by a “Europe effect”. We argue that the effects of globalization have differed greatly, depending on a country's position in the international economy and geopolitical relations. We demonstrate that countries closer to the European Union have used welfare state programs to compensate citizens for the traumas of system transition and economic openness, while the welfare systems in the former Soviet states have collapsed to a far greater extent, in terms of spending and effectivness.
