Abstract:
Even a cursory glance at headlines in Foreign Affairs – “How AI Makes Dictators More Dangerous”, “The Insidious Cyberthreat” and “The Autocrat in Your iPhone” - suggests that 2022 was not the best year for cyber optimists who profess a belief in technology’s democratising power (González 2022). Digital authoritarian systems and “spin dictatorships” continue relying just as much on information manipulation as coercion to consolidate their power (Guriev 2022). Meanwhile, concerns over the use of sophisticated mercenary surveillance systems and invasive AI technology in democracies are also mounting (Deibert 2022).

2. Turkey: The beginning of the next phase of autocratization or the revival of democracy

Abstract:
In May 2023, Turkey will hold the most critical elections since the founding of the Republic 100 years ago. For the first time in 20 years in power, public polls point at an electoral defeat of the Justice and Development Party (AKP) and President Recep Tayyip Erdoğan. What does the crisis and potential demise of President Erdoğan mean for Turkey? Is this the beginning of a next phase of autocratization or the chance for transition to democracy? Autocratization came gradually after recurrent electoral victories of the ruling AKP. The executive takeover (Svolik 2019) has entailed the colonization of state institutions, the control of the judiciary, the mainstreaming of media, the curtailment of democratic rights and liberties and the reorganization of business capital. Authoritarianism reached a new level after the failed coup attempt of 2016 and introduction of a presidential system in 20181. Ever since executive powers are united in the hands of the president. He can rule with executive orders, appoint ministers and bureaucrats and redesign institutions and ministries without the approval of the parliament. Parliament was weakened and checks and balances largely elimitnated. Independent state institutions such as the Supreme Election Committee, the Regulatory Radio and Televison Authority or the Central Bank have lost their autonomy. Without exception, they are all led by loyal supporters who are appointed by the president.

This event explored the role of think tanks in international politics. We unpacked the concept of “think tanks”, their impact in different parts of Central and Eastern Europe, as well as their relations with elites, governments, and civil society. With scholars working on and for think tanks, we explored how these institutions matter in processes of Europeanization and democratization, but also in anti-EU movements and authoritarian politics.

Abstract:
It is difficult to imagine what could unite Jürgen Habermas, Francis Fukuyama, Judith Butler, Noam Chomsky, Martha Nussbaum, Michael Walzer, Yuval Noah Harari and Vladimir Mironov.1 However, the renowned Institute for Philosophy and Social Theory in Belgrade (IFDT), founded to settle dissident intellectuals expelled from the university for their involvement in the Yugoslav 1968 protests, managed to do so. An international appeal has reached us in the past few days which has revealed once more the ongoing clandestine attack on freedom of thought and academic autonomy in Serbia. Unfortunately, Serbia is not alone in democratic backsliding, neither in Southeast Europe or Europe more generally, nor at the global level. Democracy has been openly challenged in several EU states, while the most recent developments in the USA have revealed the depth of internal fractures in American liberal democracy. Thus, it is not surprising that the Southeast European region (SEE) - a post-conflict, semi-peripheral area in Europe - faces growing illiberalism and varying types of competitive authoritarianism and new despotism.

While Joe Biden has won the US presidential elections, it is clear that the Trump presidency was not an aberration in the democratic tradition of the US, but reflects a broader shift towards authoritarian politics that is also mirrored on the global scale. This panel discussion reflects on the domestic and international effects of these shifts on social movements, marginalized populations, human rights, and global peace-making. Together with renowned experts, we will explore the future of social justice, inclusion, and participation in the US and beyond under a Biden administration that is faced with the conditions of populism, persistent white supremacy, and rising authoritarianism.

Abstract:
The failure of the countries in Southeast Europe in the last three decades to initiate deep political and societal change that would lead them towards the goal of liberal democracy cannot be explained only by the reference to wars and internal conflicts or by external factors related to their peripheral position in Europe. We argue that political culture has to be taken into consideration to help explain the phenomenon of defective or phony democracy in the Western Balkans. A more forceful expression of emancipatory values by youth, along with greater action capabilities provided by economic growth, could create a more democratic political culture and leaders that are more accountable within a generation. However, it is necessary to have knowledge and understand what we want to influence, because simply supporting ›democracy‹ can go hand in hand with support for authoritarian values. It has to be accepted and fully realized that political conditions and practices are not part of the inherited cultural repertoire, but are shaped by highly complex and intertwined structural and socio-economic processes. Then we will be able to respond with adequate (political and structural) propositions and solutions that might »expand popular capacities« (in the words of Stuart Hall) and bring about the desired change in Southeast Europe.

8. Nationalist Polarization in the Western Balkans and Its Institutional Consequences: A Fate That Can Be changed

Abstract:
In Southeastern Europe, the process of democratization and Europeanization since the beginning of the 2000s has been seen as a major paradigm shift and made the inter-national community and the EU believe that time of wars and nationalist excesses was in the past. It seemed a sure sign that all countries of the region were set to reach the membership in the European Union soon. In terms of Europeanization and democratization, we can argue that the second decade of the 21st century has brought no substantial progress in Southeastern Europe. Rather, it has seen the region on the path of constant decline of democracy. The latest reports of Nations in Transit, the Bertelsmann Transformation Index, and other serious academic research prove the continuous trend of de-democratization in the region, with scores either falling or stagnating. Weak democratic institutions often resemble empty facades. Lack of rule of law is evident, the principle has perverted into the rule by law of dominant political parties able to control the judiciary. We see huge deficits in terms of fundamental rights and values including media freedom. Just in April 2019, Re-porters Without Borders published their newest ranking on the freedom of media, listing Serbia as one of the coun-tries in Europe in which the media freedom deteriorated the most. Elections are held, but are dominated by dominant par-ties and are not able to generate genuine political chang-es. All in all, we see a mounting democratic deficit before democracy has even had the chance to become “the only game in town.” On top of everything else – with the excep-tion of North Macedonia – comes a rhetorical democratic and EU-integration mimicry from governing elites, who are also engaged in maintaining or establishing illiberal or semi-authoritarian power structures. Citizens are either disillusioned with the type of governance in their countries or generally frustrated, which results in political disen-gagement or the wish to emigrate. One part of the citizen-ry long ago adjusted to the structures and circumstances, learning to obey or to profit from the clientelist structures. Either way the spaces for political engagement and active participation have been shrinking……
