Abstract:
The legacy of Israel's inconclusive thirty-four-day war with Hizballah in 2006 hovers over Israel's current military operations in Gaza. Israel believes its deterrence was lost in that war, and Israel's current campaign against Hamas should be seen as an effort to regain that deterrence. Israeli military officials believe that if Hamas feared Israel, they would not be firing rockets at Israeli towns but would have instead renewed the six-month ceasefire.

Abstract:
Turkey could not have a more vigorous advocate for its quest for European Union accession than the United States. Successive administrations in Washington have strongly asserted that Turkey is an intrinsic part of Europe, that historically and politically, Ankara has played a critical role in the defence of Europe against the Soviet Union and that now it is an indispensable country in bridging the civilisational divide. In the early 1970s, the United States decided to locate Turkey in Europe, bureaucratically speaking of course. Turkey, which used to be in the Near East bureau in the State Department and elsewhere in the bureaucracy, was transferred to the European divisions of the respective administrative agencies. Hence it is perhaps ironic that after arguing for decades that Turkey is a European country, the United States, through its Iraq invasion, has in one bold stroke managed to push Turkey back into the Middle East. Of course, other events, especially Turkish domestic politics, have also played a role in making this perceptual move possible. Simply stated, as United States security concerns shifted east and away from Europe, it was only natural, though far from intentional, that Washington would take Ankara along with it.

Abstract:
The Middle East and its security remains a vital ingredient in international security. The region's tensions, conflicts and stability are of fundamental concern to a wide range of actors, whose interests or proximity make it a priority. The novelty today is the increasing inter-relations of these conflicts and instability and the limitations of outside power influence. This, together with the appearance of new actors in the region, namely India and China, seems likely to transform diplomacy in the future. Regional dynamics, which are increasingly resistant to outside power influence or control, continue to shape the strategic environment. These dynamic forces, ranging from terrorism, sectarianism, and on-going conflicts, intersect and add to the region's instability and fragmentation. The conflict zone (from the Levant to Iran) overlaps the “energy ellipse” (in the Gulf), that is, the dependence of much of the world on this region for energy supplies. Superimposed on this is the related feature of the region, namely the emergence in the GCC of the 'super rich' states, carving out a new niche and economic identity with their newfound wealth. The region is thus complex: unstable, vulnerable, and wealthy in parts. Weak, shattered, or embryonic states (Iraq, Lebanon, Palestine) co-exist with strong states like Egypt, cautious ones like Saudi Arabia, and ambitious ones, notably Iran. What seems clear from the perspective of 2008 is the continuing need for international engagement, combined with a recognition that this engagement must be constructive and cannot substitute for local initiatives or substitute for local forces, which at best, can only be harnessed, not controlled.

Donald Rumsfeld's vision of a transformed United States military has been discussed by many and understood by few. It is no surprise that this lack of understanding has resulted in both significant simplifications and sweeping generalizations, to include the Reuters headline noted above. Even the term, “Rumsfeld's Transformation,” accounts for neither the historical influences that led to his vision, nor the multiple components of this transformational effort.

Abstract:
The nuclear non-proliferation regime is not as strong as it once was. The international community has had trouble reaching consensus on extending the Nuclear Non-Proliferation Treaty (NPT). North Korea has succeeded in building a nuclear weapon despite being party to the NPT, and now Iran appears to be on the verge of becoming the second NPT violator of the new millennium. But there is hope for nuclear rollback. The suspected Iranian program is reminiscent of South Africa's previous nuclear weapons program; a program which was disbanded nearly twenty years ago. By looking at the South African experience, the international community could formulate a comprehensive approach to ensure the Middle East does not become the next nuclear hotbed.

Abstract:
After September 11, 2001, the Bush administration launched an ambitious policy to forge a new Middle East, with intervention in Iraq as the driver of the transformation. "The establishment of a free Iraq at the heart of the Middle East will be a watershed event in the global democratic revolution," declared President Bush on November 7, 2003. In speech after speech, Bush administration officials made it abundantly clear that they would not pursue a policy directed at managing and containing existing crises, intending instead to leapfrog over them by creating a new region of democracy and peace in which old disputes would become irrelevant. The idea was summarized in a statement by Secretary of State Condoleezza Rice during the war between Lebanon and Israel in the summer of 2006. Pushing Israel to accept a cease- fire, she argued, would not help, because it would simply re-establish the status quo ante, not help create a new Middle East. The new Middle East was to be a region of mostly democratic countries allied with the United States. Regimes that did not cooperate would be subjected to a combination of sanctions and support for democratic movements, such as the so-called Cedar Revolution of 2005 in that forced Syrian troops out of the country. In extreme cases, they might be forced from power.

There is perhaps no leader in the world more important to current world affairs but less known and understood than Ayatollah Ali Khamenei, the Supreme Leader of Iran. Neither a dictator nor a democrat—but with traits of both—Khamenei is the single most powerful individual in a highly factionalized, autocratic regime. Though he does not make national decisions on his own, neither can any major decisions be taken without his consent. He has ruled the country by consensus rather than decree, with his own survival and that of the theocratic system as his top priorities.

5469. Targeting the Diyala Suicide Bombing Network

Abstract:
Coalition operations have significantly degraded the Al-Qaeda in Iraq (AQI) network over the last year, particularly in central Iraq. One of the main successes was the dismantling of AQI's vehicle-borne improvised explosive device (VBIED) network. As the VBIED network was rolled up, AQI shifted to conducting more suicide bombings. A major component of the suicide bombing network was located in the Baqubah-Khan Bani Saad corridor in Diyala province, which lies northeast of Baghdad. In January and February Coalition and Iraqi forces set about dismantling this network. This backgrounder details AQI's shift to suicide bombings and the operations to dismantle the Diyala suicide bombing network. A number of conclusions are draw about how AQI continues to operate throughout Iraq, the increasing capacity of the Iraqi army, and the relationship between kinetic and non-kinetic aspects of counterinsurgency.

In the last year Coalition and Iraqi Forces and local Iraqi citizens made significant progress fighting Al Qaeda in Iraq (AQI). AQI was cleared from former areas of operation like Anbar and Baghdad and the organization became fragmented with its freedom of movement and ability to conduct operations reduced. Multi-National Force – Iraq (MNF-Iraq) recently released a series of maps illustrating these developments. These maps are presented and explained in this Backgrounder.
