Abstract:
In a comparative study of Japanese and European trade policy, this paper explains how the institutional context of negotiations affects political outcomes. I examine two pathways by which negotiation structure promotes liberalization: issue linkage and legal framing. Broadening stakes through issue linkage mobilizes domestic lobbying for liberalization. Use of GATT/WTO trade law in dispute settlement legitimizes arguments favoring liberalization. This study on international institutions addresses the theoretical debates in the field regarding how interdependence and the legalization of international affairs change the nature of state interaction.

Abstract:
The WaterLife Foundation is a New York-based charity designed to engage the corporate sector in small-scale/big impact sustainable drinking water partnerships in the developing world. WaterLife will work with local communities to install new wells, repository systems, sanitation systems, and a variety of other solutions, depending on the local need. WaterLife hosted "Facilitating Private - Public Partnerships for Drinking Water" in New York City on November 2, 2001. The meeting was sponsored by ExxonMobil and Columbia University, and the meeting logistics were organized by The Conference Board. The WaterLife Foundation hosted this innovative meeting with three goals in mind: Raise the corporate sector's awareness of the global drinking water problem Discuss the opportunities for partnerships between the corporate and non-profit sector Give the corporate sector the opportunity to design mutually beneficial partnerships with the WaterLife Foundation, in the area of sustainable drinking water initiatives. The emphasis of the November 2 meeting, and of the WaterLife Foundation, is on field work. WaterLife is not a research or policy organization, and this meeting resulted in concrete steps for ensuring corporate sector involvement in the active implementation of sustainable drinking water projects in the developing world.

The Institute for National Strategic Studies (INSS) held its annual Pacific symposium on “Asian Perspectives on the Challenges of China” at the National Defense University in Washington on March 7 and 8, 2000. This event brought together representatives of the policy community and academe from Australia, the People's Republic of China, India, Japan, the Republic of Korea, Singapore, Thailand, and the United States. It focused on how perceptions of China influence defense and foreign policies in key nations of the Asia- Pacific region, how the likely course of developments in China might affect the future policies of countries in the region, and how such changes might impact on their security relations with the United States.

Abstract:
Despite years of research, the community's knowledge of how an adversary might use nuclear (and radiological), biological, and chemical (NBC) weapons remains restricted in important ways. The historical data that inform this area are rather limited and largely dated. We do not have much in the way of adversary planning documents or doctrine to study, and nations acquiring NBC weapons do not usually address employment concepts. Despite these gaps, we do know that NBC weapons afford potential adversaries cost-effective force multipliers and that a number of states of concern are actively pursuing their development.

Abstract:
The preponderance of Saudi citizens among the September 11 terrorists and President George Bush's ensuing announcement of a war against global terrorism have again placed the spotlight on the U.S. relationship with Saudi Arabia. Even before September 11, U.S.-Saudi relations were approaching a crossroads. Despite long odds, America forged a successful military and political coalition with the Saudis during the Gulf war, but over the last several years bilateral ties have been seriously strained. Both sides have been inclined—and for the most part able—to keep these strains hidden from public view, but in the process the United States seems to have lost sight of the unique problems the Saudis face in working with America.

18657. Regional Conflicts with Strategic Consequences

Abstract:
The strategic environment facing the United States has changed radically in the past decade. The United States needs to reexamine traditional ways of planning for the use of military force in conflicts that threaten vital interests and that could escalate to the highest levels of violence. Several characteristics define the new environment: Changed relationships between the major powers. The bipolar world of the Cold War has yielded to U.S. preeminence in virtually every facet of power, while Russia has become a second-tier power. China now has the seventh largest economy in the world and is modernizing both its conventional and nuclear forces—though it is unlikely to replace the former Soviet Union as the second pole in a reconfigured bipolar world. The rise of regional powers, such as Iraq and Iran. These aspiring regional hegemons are unhappy with a status quo that is preserved by American military power. The end of bipolarity has brought this antagonism to the fore. During the Cold War, regional conflicts played out within the context of the broader ideological and strategic conflict between the two superpowers, which also tamped down pressures for escalation and proliferation for fear that conflict would spiral out of control. That all ended with the Cold War. The collapse of the Soviet empire made it impossible for Russia to continue supporting its allies abroad, who were forced to become responsible for their own security. The possibility that smaller rogue states might try to keep the United States out of a regional conflict. By credibly threatening that the fight could escalate and even involve homeland attacks on the United States or its partners, a regional pariah might hope to prevent the United States from committing forces to the conflict or hinder it from building coalitions with European and regional allies. Failing that, a regional adversary could seek to delay and disrupt U.S. deployments to the theater and hamper operations. Finally, the leadership of a rogue state may be able to preserve its regime even in defeat if it could strike the American homeland or American allies. In short, regional powers are developing the capability to conduct strategic warfare against the United States. The importance these countries place on asymmetric warfare probably has been encouraged by the American distaste for wartime casualties and worries about self-deterrence.

The Bush administration promotes broader security relations with India as a priority yet maintains wide-ranging sanctions against this giant of the subcontinent to punish it for its 1998 nuclear tests. The administration inherited policies that restrict high technology and military exports to India, mandate that the United States vote against some development loans to India from the World Bank and the Asian Development Bank, and limit cooperation with the Indian military establishment. The administration is in the process of lifting restrictions on high-level military contacts and is consulting with New Delhi on its plans for missile defense, a concept that India has applauded.

Abstract:
The fall of the Berlin Wall in 1989, more than any other event, marked the collapse of the Soviet Union. I remember crossing through a vacant Checkpoint Charlie into East Berlin. No one on either side knew quite what we could or could not do, since it all happened so fast. The confusion and stark contrast between East and West Berlin made it hard to believe that we had once feared this collapsed Warsaw Pact or seen it as a serious global competitor. The West always contended that communism was a fundamentally flawed system that would eventually fail. Despite that belief, we were caught by surprise by the sudden and total end of the Soviet empire and the system that governed half the world. At the time, our President proudly drew what appeared to be the logical conclusion from these events: that there was to be a new world order. Others talked of reaping a peace dividend, since defense spending surely could be reduced.

Abstract:
Ten years after the end of the Cold War, mutual hopes that a comprehensive partnership would replace containment as the major organizing theme in U.S.-Russian relations have not been realized. The record of the 1990s has left both Russia and the United States unsatisfied. Russia looks back at the decade with bitterness and a feeling of being marginalized and slighted by the world's sole remaining superpower. It is also disappointed by its experience with Western-style reforms and mistrustful of American intentions. The United States is equally disappointed with Russia's lack of focus, inability to engage effectively abroad, and failure to implement major reforms at home. A comprehensive partnership is out of the question. Renewed competition or active containment are also not credible as organizing principles. Russia's economic, military and political/ideological weakness makes it an unlikely target of either U.S. competition or containment. Not only is Russia no longer a superpower, but its status as a regional power is in doubt.

Abstract:
One of the toughest challenges facing the Department of Defense (DOD) is translating strategic policy into concrete guidelines for preparing U.S. military forces. A defense planning standard is a set of judgments and directives for performing this key function. Normally this standard has three associated roles: to determine the size of forces and their main missions; to establish program and budgetary priorities; and to inform the Congress and the public of the rationale behind the defense strategy and force posture. For example, the Kennedy administration standard was a two and one-half war strategy, and the Nixon administration had a one and one-half war strategy. To guide its planning, the Carter administration used the standard of multitheater war with the Soviet Union in Europe and the Persian Gulf. The Reagan administration applied an Illustrative Planning Scenario that contemplated global war with the Soviet Union and the Warsaw Pact

18662. Renovating U.S. Strategic Arms Control Policy

Abstract:
There has been a tectonic shift in the strategic landscape since the Strategic Arms Reduction Treaty (START) negotiations concluded in the early 1990s. The Soviet Union and the Warsaw Pact are defunct. America and Russia are no longer enemies and the nuclear arms race between the two countries is, for all intents and purposes, over. The threat of a surprise nuclear attack has all but vanished along with any plausible scenario between the two countries that could escalate to a nuclear war. The strategic warning time for reconstitution of a credible conventional military threat to Europe can now be measured in years. The likelihood that Russia could marshal the economic resources for clandestine production of new nuclear weapon systems on a militarily significant scale is extremely remote. The most serious security threats emanating from Russia today—poorly safeguarded nuclear warheads and materials and the potential proliferation of such material and expertise to states of concern—reflect profound weakness. Simply put, the proliferation risks attendant to a Russia in the throes of a long-term structural crisis are a far more serious security threat than SS–18 heavy missiles destroying U.S. intercontinental ballistic missiles (ICBMs) in a preemptive first strike.

Before the next administration decides on a strategic force posture, national missile defense (NMD) architecture, and arms control objectives for both offensive and defensive forces, it needs to grapple with questions of strategy and doctrine. Any consideration of alternative defense strategies and their implications for nuclear forces and missile defenses should start with a basic set of questions: For what purposes will we need nuclear weapons and missile defenses in the future and under what conditions would these missions be carried out? What countries will pose strategic threats to vital U.S. national interests over the next 10–20 years? What hostile actions are we trying to deter, and what are the proper character, size, and mix of nuclear weapons and defenses in deterring these threats?

18664. The Strategic Implications of a Nuclear-Armed Iran

Scholars and other spcialists on Iran have argued about that country's political intentions and strategic amibitions since the overthrow of Shah Mohammed Reza Pahlavi and the establishment of the Islamic Republic of Iran in 1979. In the 1980s Iran's efforts to export its revolution and support international terrorism raised the question of whether a moderate Islamic republic that was able to deal with the West could ever exist. The death of the Ayatollah Khomeini in 1989 and the succession of Ali Hashimi-Rafsanjani as president raised new issues for the 1990s. As the European and American oil and investment communities considered the race to open Iran commercially, scholars and diplomats debated Iranian efforts to recover from nearly a decade of war and revolution. They compared the merits of the European approach of initiating critical dialogue with the U.S. policy of containing and isolating Iran. Neither approach seemed to have much impact, both conceded, and Iranians continued to sort out their domestic political agenda and to decide how best to protect their strategic and national interests. The U.S. Government, for example, tried to estimate how much time and money Iran would need to modernize its military and to acquire new weapons systems despite projected low oil prices and the country's need to rebuild its damaged and neglected civilian and industrial infrastructure.1 The assumption underlying the U.S. projections was that Iran would be pursuing weapons of mass destruction, especially nuclear technology and longrange missile systems.

Abstract:
This review employs a multidisciplinary approach to consider the effects of conflict and conflict processes on children in the case of Northern Ireland. Conflict process is likely to effect children at multiple and different levels of societal functioning, with each level capturing a unique element of the effects of conflict processes on children. Thus, understanding each part of the process is likely to contribute towards a more complete understanding than is possible by focusing only on any one level of analysis. Various levels of analysis (e.g., economic, political, institutional, educational) of the effects of communal conflict on adults and children in Northern Ireland have been considered elsewhere (INCORE, 1995). The specific gap addressed in this paper is to further the conceptualization of the psychological, sociological, and familial processes in children that may be affected by communal conflict in Northern Ireland. A related goal is to place these conceptualizations in terms of a broader framework for understanding the complexity of the processes underlying the impact of the conflict.

Abstract:
There is a growing body of literature dealing with the roles of children and young people in armed conflict and the effects of such conflict on their development (Brett McCallin, 1996; Cohn Goodwin-Gill, 1994; Klare, 1999; Machel, 1996; Wessells, 1998). This literature based on extensive field case work has provided important evidence of intensive child and youth involvement in warfare, the reasons for that involvement, the processes of induction into armed groups, the activities of children in these groups - as fighters, cooks, spies, couriers, and in providing sexual services - and their immediate - term rehabilitation needs once a war has been ended. Many of these studies make recommendations about demobilization, reintegration and prevention with an emphasis on economic, social, and psychological measures and the effective implementation of relevant international law. Although much has been discovered and is actively utilized in the domain of advocacy, most studies recognize that much more needs to be done to develop research and good practice particularly in the area of healing war - torn societies across a range of social, psychological, economic and security interests and needs and using indigenous beliefs and rituals as peace building resources (Wessells 2000).

Guatemala, one of the poorest countries in Latin America, suffered an internal armed conflict for 36 years. A long and difficult peace negotiation process ended in 1996 with the signing of the most comprehensive and ambitious peace accords in the history of peace agreements. Five years later, the accomplishments of the accords are limited. This article examines the social context in which the accords were negotiated and implemented. It also explores some of its accomplishments and shortcomings, and suggests the first lessons learned.

To gauge the effectiveness of its Two - Level Program, the Office of the Deputy Assistant Secretary of the Navy (Civilian Personnel/Equal Employment Opportunity) of the Department of the Navy (DON) engaged the services of the National Academy of Public Administration's (NAPA) Center for Human Resources Management (CHRM). The NAPA review focused on the extent to which implementation of the DON Two - Level Program fosters adherence to critical program elements including system requirements, awards and recognition, career development and advancement, a more productive environment, and improved communication and feedback. Data were analyzed to determine compliance with program requirements, identify successful approaches, document significant program outcomes, and examine best practices.

Tourism drives economic growth in ways that make it one of the best engines for job creation and development for poor countries that possess natural beauty and relevant infrastructure. The industry is highly labor intensive and encourages entrepreneurship. Under its ambit, property owners, restaurants, and local suppliers of goods and services, among others, develop the habits of risk taking without which no economy can realize its full potential. Tourism holds out the prospect of a better life for those stakeholders who make money from it. Not unlike trade, it improves an economy's competitiveness. Trade does so because it stimulates local suppliers to match the quality and variety of imported goods. Tourism does so because returning travelers to a destination demand the goods and services they have seen in other countries (Elliott 2001).

This paper examines the politics of hemispheric integration exemplified by the Summits of the Americas held in Miami (1994), Santiago (1998), and Quebec (2001) and the negotiations over the creation of a Free Trade Area of the Americas (FTAA). Our basic premise is that political and institutional arrangements articulating state, society, and economy in Latin America are currently in the midst of a process of reconfiguration unleashed by the acceleration of globalization and attendant crises of state-centered development strategies. More specifically, we believe the Americas are witnessing the emergence of an ensemble of new social and political actors, among the most salient of which are new social movements and civil society organizations (CSOs), organized in networks operating at the domestic, regional, and global levels.

This paper evaluates the costs and benefits of changes brought by the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) on special and differential treatment (S); shows how these changes affected the new regional integration processes in the American continent; and examines whether this issue is still a priority of developing countries' agendas. Large concessions offered by developing countries in exchange for access to markets automatically led to “trade graduation.” Thus, S has lost its former significance among developing countries. Moreover, nonreciprocal treatment was retained for least developed countries, which do not even enjoy this type of treatment under the so-called “new trade-related issues” of services, investment, and intellectual property rights.

In May 1996, the price of copper crashed from US$2,600 to $1,775 per ton. The Sumitomo Corporation of Japan acknowledged unprecedented losses of $2.6 billion from unauthorized trading by its chief copper trader, one of the faceless manipulators of the international commodities markets, Yasuo Hamanaka. Among the major banks caught in this modern variation of the Ponzi scheme were J.P. Morgan and the London Metal Exchange. Chile, whose economy was highly dependent on income from the commodity, was quickly and painfully reminded that the highly leveraged markets on which it depended, even in the hands of the most reputable institutions, are fragile and subject to unexpected forces beyond its control. Copper prices began a downward spiral, and they have not yet recovered.

One of the time-honored constitutional traditions of Latin America—the ban on immediate presidential re-election—gave way to political change in the 1990s. Cloaked in controversy, the trend began in Peru. In 1992, President Alberto Fujimori led an auto-coup (auto-golpe) that closed Congress and suspended the 1979 Constitution. The auto-coup eventually led to a new Constitution in 1993. The new Constitution lifted the ban on immediate presidential re-election, allowing a president to stay in office for two consecutive five-year terms.

Costa Rica enjoys a reputation as a peaceful, democratic, and equitable Central American country with a strong commitment to nature protection. Government environmentalism began with a focus on nature preservation during the administration of Daniel Odúber (1974-1978), the presidential father of the national parks system. Under President Oscar Árias (1986-1990), Costa Rica's leaders became aware that responses to the problems of environmental protection versus development required more than the creation of national parks. Since then, they have worked tirelessly to weave the norms and principles of the concept of sustainable development into their nation's policies and institutional framework. Costa Rica's institutional and programmatic innovations have turned it into a laboratory for sustainable development, especially with respect to the forest. It is seen as a leader and pioneer in community forestry, bioprospecting, green taxes, carbon emissions trading, and administrative decentralization in the management of protected areas. As occurs with all trailblazers, Costa Rica's efforts to implement a policy of sustainable development raise a number of questions. What trade-offs have the forest and biodiversity conservation policies of the 1990s generated with respect to the different components of sustainable development? Are the measures adopted likely to be successful? How were those policy choices made? By what means can the components of sustainable development that have been neglected be incorporated, especially those related to livelihood? This paper will address these questions

During much of the 1970s and 1980s, the principal political struggles throughout Latin America revolved around the creation of democratic political regimes based on the right to vote. Now that this right has been effectively established in virtually every country of the region, 1 the limits of political democracy as traditionally defined are becoming increasingly apparent (Oxhorn and Ducatenzeiler 1998; Agüero and Stark 1998; Chalmers et al. 1997). Trade liberalization, a fundamental feature of U.S. economic policy since the end of the Second World War, has increasingly become a contentious domestic political issue during the last decade. Proponents and opponents of free trade transcend political party affiliation, industry, occupation, geographical locale, income level, age, and other socioeconomic and demographic factors. In addition, the U.S. public and its leaders for the most part hold qualified, mixed, or inconsistent opinions about trade liberalization and the larger and rapidly increasing phenomenon known as globalization. In a February 9-14, 2000, nationwide poll conducted by Princeton Survey Research Associates, a majority of respondents (64 percent compared to 27 percent) stated that free trade with other countries is good for the United States. On the other hand, an NBC News/ W all Street Journal poll several months later asked interviewees to respond to the following statement: “Foreign trade has been bad for the U.S. economy because cheap imports from abroad have hurt wages and cost jobs here at home.” Forty-eight percent of the respondents answered that it has been “bad” and 34 percent “good.”

Ten years after the end of the Cold War, a revised concept of “security” has not yet produced as broad or thorough understanding as when security implied a narrow, yet clear framework centered on the state and the military . The classical understanding of security, often referred to as “national security,” meant different uses of military force to defend the integrity of the state, generally in a strategically oriented, rational-choice perspective of analysis. Neither the growing interdependence of the 1970s along with the advance of the neo-institutionalist approach in international relations, nor the more realist-oriented efforts of linking the economy with security truly challenged a classical understanding of the concept of security. The fact that this theoretical understanding was widely applied in foreign and defense policy contributed to its strength, even if critics maintained that this was a self-fulfilling prophecy. In a widely quoted 1991 article, Stephen Walt offers a comprehensive review of the evolution of the field of study labeled “security studies” from the post-Second World War “Golden Age” to the “Renaissance” of the 1970s. Although Walt differentiates between the pre-Second World War study of strategy, limited to the professional military, and the expansion of the field with the involvement of civilians for the first time during World War II, he defined the focus of security studies clearly as the study of war.

What is the impact of patent citations on patent renewal behaviour? Patent citations are commonly used as an indicator of technology spillovers. For cited patents therefore, patent citations have a potentially ambiguous impact. On the one hand, patent citations may indicate a scientific breakthrough, a high value of the cited patent and therefore a long survival period. On the other hand, patent citations may indicate competing innovations that render the cited patent obsolete. By discriminating patents by technology field, it is demonstrated that patents that receive citations across technology fields survive longer than other patents. Patents that receive citations within the same technology field lapse earlier.

In this paper, we analyse how R investment decisions are affected by R spillovers between firms, taking into consideration that more R investment improves the ability to learn from competing firms - the so-called absorptive capacity effect of R The model in this paper is an extension of d'Aspremont and Jacquemin (1988), where they show that exogenous R spillovers reduce the incentive to invest in R when firms compete in a Cournot duopoly. Our model treats R spillovers as endogenous, being a function of absorptive capacity effects. Contrary to earlier studies, we show that absorptive capacity effects do not necessarily drive up the incentive to invest in R This only happens when the market size is small or the absorptive capacity effect is weak. Otherwise firms will actually chose to cut down on R Furthermore, absorptive capacity effects also increase the critical rate of spillovers that determines whether participating in research joint ventures leads to lower or higher R investment. Finally, we show that strong learning effects of own R are not necessarily goodfor welfare. Moreover, if the market size is large, welfare will be at its highest when the learning effect is small.

The paper focuses on interaction of political and economic aspects in Russian-Latvian relations. During the most of the 1990´s, the relationship was dominated by the «conflict manifestation, » which could be witnessed during the protracted Russian troop withdrawal and mutually irreconcilable positioning over NATO expansion and status of Russian-speaking population. However, in the context of EU enlargement and «economisation» of Russian foreign policy, economic factors may play an increasingly important role in Russian-Latvian relations. It is possible to discover a complex web of links and economic interdependence between economic actors in both Russia and Latvia. This especially refers to transit as Latvian ports remain among the major routes of Russian exports, primarily oil, to Western Europe. Yet, certain interests of particular economic groups in Russia as well as economic and political priorities of Russian government generally, in the region and domestically will have influence, not necessarily favourable, on further development of this economic interdependence.

In this working paper Pernille Rieker looks into the relationship between the European integration process and changes in Norway's national security identity. Has the dominant national discourse on security changed since the early 1990s? If so, how are these changes related to the recent acceleration of the European integration process? And to what extent are such European influences on national security identities related to formal membership in the EU? While there is reason to believe that a Europeanisation of national security policies has taken place, the question is whether we may speak of a pro-found change in identity, or merely an instrumental adaptation to external changes. Several researchers have studied the influence of this participation on national institutions and policies; less attention, however, has been given to the Europeanisation of Norway's security identity. This paper is an attempt to fill this gap.

This article presents two models of international trade under monopolistic competition. In increasing returns sectors firms face fixed, in addition to variable, trade costs, therefore both exporters and non-exporters may coexist. While nonexporters benefit from access to large domestic markets, exporters benefit from access to large foreign markets. Consequently, a small country has a higher share of exporting firms than a large one. In contrast to standard models, increasing returns sectors turn out more open in small countries than in large ones, and small countries may be net exporters of such commodities, despite the disadvantage of a smaller home market.

International negotiations on trade (e.g. GATT and TRIPS) have typically been of the package-form, and different issues have therefore been linked to each other. Trade issues have not been linked to e.g. environmental agreements in negotiations, however. This paper studies the outcome of linked bargaining, where two issues are simultaneously negotiated over by two countries. We notice that there always exist gains from linkages in bargaining, and that such linking will always occur in equilibrium if there is a pre-stage where the countries are bargaining over the agenda. The outcome under linked bargaining is compared with the outcome under separate negotiations, and the circumstances where a country will gain or lose from linking are characterized. The results help us to understand different countries' preferences for linkages in bargaining.

Research on economic growth has experienced remarkable progress the last decade. The neoclassical perspective has benefited from development of new mathematical methods and new approaches to market structure, economics of scale and spillover effects. At the same time evolutionary theories on economic development have appeared, partly competing but also complementary to neoclassical theorising. In this paper, the development of the two perspectives on economic growth is reviewed and they are compared with each other. Despite evident differences there seems to be convergence between the two traditions. The two perspectives therefore do not belong to different paradigms in the Kuhnian sense and they can hardly be categorised as two isolated research programmes in the sense of Imre Lakatos. Evolutionary and neoclassical growth economics draw inspiration from similar sources, they are overlapping and to some extent complementary. The two traditions also interact with each other.

18688. Economic Growth in Colombia: A Reversal of 'Fortune'?

Abstract:
Colombia’s annual GDP growth fell to an average of 3% between 1980 and 2000 from 5% between 1950 and 1980. The sources-of-growth decomposition shows that this reversal can be accounted entirely by changes in productivity. Indeed, between 1960 and 1960 productivity gains increased output per capita by 1% per year. Since 1980, productivity losses have reduced output per capita at the same rate. The time series analysis suggests that the implosion of productivity is related to the increase in criminality which has diverted capital and labor to unproductive activities. In turn, the rise in crime has been the result of rapid expansion in drug-trafficking activities, which erupted around 1980. This explanation is supported by cross-country evidence that shows that Colombia is clear outlier in terms of conflict and fragmentation, and suggests that high crime is associated with low productivity.

How should a government intervene to help the credit constrained poor? We study an economy where productivity and wealth are unobserved, and loans must be collateralized. We show that the e¢cient policy typically consists of o¤ering both a grant and an investment subsidy. Everybody will take the grant and only the relatively productive will take the subsidy. This policy reduces but does not eliminate investment distortions.

Secessionist conflicts have become a major feature of the European political landscape in the 1990s. International response to them has varied from full-scale military intervention to half-hearted mediation, generally providing for freezing of most active hostilities and for addressing most urgent humanitarian needs. Europe in the 1990s saw more “peace” operations on its soil than any other region in the world, but still was not able to find satisfactory answers. Kosovo is a tragic illustration of that and the deployment of NATO troops after a massive use of airpower still lacks the framework of a political plan and appears very tentative and opportunistic. Several specifically European factors define the perspective of a possible new wave of secessionist conflicts in the region.

Integration into the European Union has for many years been one of the top priorities of the Central and Eastern European countries (CEECs), playing a central role in both their foreign and domestic policies. Preparing for membership in the EU is in many ways connected to the development of democracy in these countries. The Union has declared support to democracy in the applicant countries to be one of the main priorities of eastern enlargement. In addition to concrete support, however, I argue that the relevance of the EU for democracy in the CEECs is even more due to indirect influence – integration is a dominant issue in the domestic politics of these countries and therefore an important part of continuous (re)production of democracy. This paper studies what kind of democracy has been constructed in one of the eastern applicant countries, Estonia, in the course of integration into the EU It analyses firstly the different conceptions of democracy that have been presented and put into practice as part of that process. Secondly, it places integration into the EU in the context of democratic politics of Estonia, asking whether preparations for EU membership have left room for more than a formal democracy to function.

A study about Russian grand strategy is certain to raise more than a few eyebrows among observers of Russian foreign policy. How can one possibly assume that in a country with constantly changing prime ministers and an economy on the verge of bankruptcy there could be a commonly accepted Grand Plan about anything? Moreover, the record of post-cold war Russian foreign policy is so full of reckless moves and unpredictable u-turns, that it seems rather far-fetched to suggest that there could be, even in theory, a common logic behind it. Judging by the steady flow of publications on the role of self-interested politicians, parties, business elites, and organizational and bureaucratic actors in the formation of Russian foreign policy, it does indeed seem that most scholars see Russia's external policy driven by the day-to-day power struggles of various groups within the Russian political elite rather than by a common national strategy.

Abstract:
Finland is often seen as a country whose view of Germany has traditionally been more positive than that of the average of the European countries. According to an opinion poll that was conducted in 1996, 42 % of the Finns have a positive view, 47 % a neutral and only 6 % a negative view of Germany and Germans. This positive attitude is not only a result of the large amount of cultural and trade contacts or societal similarities, shared Lutheran religion and German roots of Finnish political thinking but derives also from the historical experience that Germany has been willing to help Finland in bad times. Although this view is not necessarily correct when judged against the historical record and although it is not unanimously shared by all Finns, it provides the necessary starting point when assessing Finland's view of Germany in today's Europe.

The U.S. government is now actively engaged in preparing the nation for highly destructive acts of terrorism, especially those involving chemical and biological weapons. This effort involves multiple federal agencies and a wide variety of programs. Collectively known as the “U.S. domestic preparedness program,” these programs are a very recent innovation in American governance. The budget of federal weapons of mass destruction (WMD) preparedness programs has grown from effectively zero in 1995 to approximately $1.5 billion in fiscal year 2000. 1 This made the U.S. domestic preparedness program one of the fastest growing federal programs of the late 1990s.

Virtually all states expend some resources to combat terrorism. The policies, programs, and operations that governments undertake to meet this challenge are known collectively as counterterrorism. Although this term is only a few decades old, the practice of counterterrorism is as old as terrorism itself. Like terrorism, counterterrorism is easily recognized, even if its boundaries are somewhat imprecise.

The threat of biological weapons (BW) is usually associated with terrible outbreaks of human illness. Receiving substantially less attention from the media, however, is the fact that BW can also be used against agricultural targets as strategic economic weapons. Agriculture accounts for about 13 percent of the United States' annual gross domestic product. 1996 U.S. cash receipts for livestock, poultry, and crops totaled more than $200 billion. An attack on agriculture could have enormous economic consequences.

T. W. SCHULTZ was ahead of his time, at least among economists. The earliest postwar models of development emphasized accumulation of physical capital, and saw spending on health and education as a drain on the accumulation of "productive" assets. But eventually, the newer classical growth models incorporated formally Schultz's insight, and related work on accounting for growth by Hollis Chenery and colleagues at the World Bank pointed to the contribution of more skilled workers with more human capital to increased productivity and growth. The more recent endogenous growth models are even more emphatic. Sustainable growth in these models is the result in part of positive externalities generated by education, an important form of human capital. In these models, the new ideas and new technologies that are critical to high sustained growth rely fundamentally on high levels of human capital.
