Abstract:
In the hundred years that have elapsed since the birth of Saudi Arabia many important developments and changes have affected both this country and Italy. Still, whereas Saudi Arabia has progressed with remarkable political stability, Italy has suffered numerous shocks: the crisis and fall, after World War I, of the nationalist elites which had made Italy an independent and united country in the 19th century; the fall of the Fascist regime and the Savoy monarchy at the end of World War II; the emergence, during the Cold War, of a Western democracy run by the classes which the nationalist elite had excluded from the process of independence; today, after the end of the Cold War, the fall of the Catholic and communist parties that dominated the Cold War domestic stage and the painful attempt to establish a less ideologically-based, more market-oriented and liberal-minded democracy in the country.

This paper discusses the perspective of setting up a network of think tanks (NTTs) dealing with international relations and security in the framework of official regional security organizations (RSOs). The paper refers, in particular, to the NATO Mediterranean Dialogue (NMD). In 1997 and 1999, the task of promoting the establishment of a non-governmental network of institutes in the NMD framework was suggested in the Reports prepared by Rand for the Italian and, then, the Spanish Ministry of Defense. The same task was then included by the Mediterranean Cooperation Group (MCG) in its agenda. The first section considers the NTTs' role in shaping public foreign and security policy in general terms. The second section analyses the characters of the NMD as an RSO. The third section argues which kind of NTTs fits with the NMD and which tasks they can pursue.

The southern shore of the Mediterranean region is an area with very high population growth. National economies haven't - but for Israel - the strength and vitality of northern-shore states. On the southern shore the state has generally a pervasive role in the society. Inefficient state-owned industries and subsidised agriculture give way to products that are scarcely competitive on the world market. Weak southern Mediterranean economies, that could somehow get along with a stable population, risk the failure in trying to keep pace with the ongoing population boom and with globalisation. For this reason, on the southern shore of the Mediterranean resource disputes have emerged, especially since the seventies, as an area of contentions between states. The latter more and more is perceived as a dangerous and hardly manageable issue.

STUDIES of scholarly communication in Western Europe and North America describe a world in crisis. (Borgman, 2000.) By the early 1990s, the cost of print journals had reached a level that discouraged their purchase by even the richest institutions, and digital editions of these works, a feature of the next decade, raised the ante higher still. Copyright, the legally-enforced ownership of ideas in some fixed form, has become more contentious in a digital realm, which potentially makes unauthorized usage as simple as "copy and paste." And, finally, while archiving scholarly publications has been difficult in the medium of acidic paper, it has become even more problematic in electronic form where the data themselves, the media that hold them and the computer programs that make them intelligible are all subject to decay or obsolescence. This triumvirate—spiraling information costs, control of information and its preservation for succeeding generations—constitutes the developed world's central focus for research and planning in scholarly communication. Abstract:
The Institute for the Study of Diplomacy hosted the fall 2001 meetings of the Schlesinger Working Group on the topic of Turkey. Our selection of Turkey is a reflection of the daunting choices and challenges that face this country, as well as its inherent importance. Turkey is at a crossroads not only due to its strategic geographic location, but also because of the key internal economic, social and political problems it must resolve. It faces difficult dilemmas on the question of Cyprus, its relations with Greece, and its cooperation with Israel. It has been forced to accept open-ended delays on EU membership, and it may have to yield some influence on the issue of European defense. Turkey walks a fine line between firm support for the Iraqi containment scheme and tacit admission of its dependence on the resulting smuggling business. On the home front, its tendency to ban pro-Islamist parties and its treatment of the Kurdish question may be unsustainable, while serious structural problems and rigidities in the economic system threaten to derail the impressive economic gains of past decades. And finally, the political system itself, rife with corruption and sustained by a bloated bureaucracy and entrenched party politics, is under growing strain.

Abstract:
The Institute for the study of Diplomacy hosted the spring 2001 meetings of the Schlesinger Working Group on the topic of Russian foreign policy towards its neighbors in Central Asia and the Caucasus. The potential for further conflict along Russia's periphery is real. Russia (experiencing an economic upswing and more assertive political leadership) is mired in a series of border problems as well as unresolved internal security challenges in Chechnya and continues to be a central actor in the entire Caucasus region. The civil war in Afghanistan continues to export Islamic extremism to Russia's important Central Asian neighbors. If a dramatic security downturn took shape in any of these borderlands, it would test the competence, political will, and strategic common sense of Putin and his team. Russia's government has already demonstrated its willingness to charge headlong into an internal conflict, and Putin's initial popularity has soared as a result. To provide a starting point for the discussion, the working group examined the following issues: External political and security challenges facing Russia in the near to medium term. Russia's interests and willingness to remain engaged in developments along its frontier. Prospects for strategic surprises and unanticipated events along Russia's southern border. Implications of Russia's behavior and region- al developments on US interests and capabilities.

Over the last two decades, post-conflict military and civilian interventions have occurred with increasing frequency and scope. By illustration, the first UN peacekeeping mission in 1948, the United Nations Truce Supervision Organization (UNTSO), was mandated to supervise the truce of the 1948 Arab-Israeli war, and initially deployed 93 military observers. By contrast, the current international interventions in Kosovo (UNMIK) and East Timor (UNTEAT) are de facto governments, employing thousands of international and local staff with police and military services included in the portfolio.

The purpose of the workshop was to follow up on the June 2001 report of the United Nations Secretary-General on the Prevention of Armed Conflict and address some of the opportunities and challenges involved in working to prevent the outbreak of armed conflict in tandem with relevant local actors.

Greed and grievance, or “need, creed and greed,” are all important sources of conflict, though the relative weight of each factor varies across cases and across time. Poverty, social inequality, rapid economic decline, large numbers of young unemployed males, and polarized identity politics may all provide the necessary catalyst for conflict, particularly when accompanied by repressive, illegal or extralegal behavior on the part of governments. Yet, as World Bank economist Paul Collier cautions, what motivates conflict and what makes it feasible are separate issues. In general, the existence of some form of grievance, whether economic, political, or social in nature, appears to be the most persuasive motivation for conflict. Greed, or, more broadly, economic motivations — whether the pursuit of resources for war-financing or for elite self-enrichment—appear more significant in sustaining, prolonging, and transforming conflict.

18566. Kosovo in Limbo: State-Building and "Substantial Autonomy"

Complex peace operations that involve state-building functions are difficult even when the political outcome is clear, as it is in East Timor. In situations such as Kosovo, where the final status of the territory under administration remains unclear, every aspect of state-building is more politically sensitive and more operationally complex. When this occurs in a highly militarized environment and in an unstable region, any departure from a supposedly “interim” solution becomes more difficult still. The Dayton Accords in Bosnia show the dangers of a difficult peace agreement evolving into a constitutional framework that is both unworkable and impossible to change. The conclusion of hostilities may provide the best incentive for belligerents to compromise, but it may subsequently become impossible to reopen such questions without the threat of renewed violence. Future peace agreements are therefore likely to contain state-building provisions that international institutions will assume the task of overseeing, in some situations without a clear political endpoint and exit strategy. In Kosovo, the elections slated for November 17, 2001, reflect a desire for measurable progress and an indication of when the mission will end. An April 2001 report by the UN Secretary-General on this topic was entitled “No exit without strategy”, warning that the UN has too often withdrawn or dramatically altered a peacekeeping operation, only to see the situation remain unstable or sink into renewed violence. Unfortunately, the attitude of lead actors within the Security Council is too often “no strategy without an exit”. State-building after a war will always take years, perhaps decades, and it is disingenuous to suggest otherwise to domestic publics. Elections and limited devolution notwithstanding, the international community will remain in Kosovo and Bosnia for the foreseeable future, certainly with a strong military presence and with at least a supervisory civilian authority. This is an undesirable outcome of what NATO styles as humanitarian interventions, but it is better than all the alternatives. The fact that UNMIK will remain in control of Kosovo for the foreseeable future raises the question of how it should govern. Within UNMIK, there is an increasing tension between those who regard respect for human rights and the rule of law as central to the institution-building aspect of UNMIK's mandate, and those who see this as secondary to the over-riding concerns of peace and security.

“Strategic coordination” is shorthand for efforts to respond to three common challenges facing thirdparty implementers of peace agreements: incoherence between the mediation and the implementation phases; conflicting approaches within a given phase; and fragmented, contradictory efforts to implement a given strategy. At worst, failure to deal with these challenges can undermine a peace process; at best, they add costs, reduce effectiveness, and slow success.

18570. Refashioning the Dialogue: Regional Perspectives on the Brahimi Report on UN Operations

Abstract:
There is no single “developing world” perspective on UN peace operations — nor, indeed, a single perspective from each of the regions that took part in the consultation. Nevertheless, some broad themes emerged in the course of discussion, conditioned by particular regional experiences with such operations. Each of the meetings emphasized the importance of the Brahimi Report and took note of the timing and resource constraints that limited the scope of the Report essentially to peacekeeping. All meetings in the developing world, where people feel marginalized from UN decision-making, rued the lateness of the consultative process, noting that building a constituency for UN peace operations requires more extensive, deeper, and earlier consultation with a broad range of regional and local actors. At the New York meeting one permanent representative observed that, returning to the organization after a fifteen-year absence, he saw that the UN, too, was now being affected by the global demand for transparency and accountability.

This conference sought to identify some of the challenges facing the Belgian Presidency and suggest concrete steps that the EU could take to ensure coherence in its development co - operation, trade, and common foreign and security policies. The conference specifically aimed to explore how the conflict prevention potential of the new EU - ACP 'Cotonou' Agreement could be realised by developing its provisions for political dialogue and the modalities for engaging civil society in conflict prevention and peacebuilding.

Cluster Weapons consist of a large number of sub-munitions (“bomblets”) which are dispensed from a metal canister in mid-air and then disperse over a distance of several hundred metres. They are inherently indiscriminate since, once dispensed, the bomblets are un-guided and a threat to military and civilians alike. Bomblets are designed to knock out armoured vehicles but can also kill people to a radius of 30-40 metres.

18573. Reinvigorating Multilateral Arms Control

Institutionalised or negotiated arms control at the multilateral level within the United Nations system and the bilateral level between the US and Russia fell into a state of crisis in the mid 1990s. Several factors contributed to this crisis. Firstly, with the slow but continuous disintegration of Russia's military apparatus the US emerged as the dominant power in international security relations. It has increasingly come to believe that it can control smaller states by military means and its interest in arms control has waned accordingly. Secondly, traditional arms control has proven too rigid in light of emerging post-Cold War security concerns. Regional and internal conflicts have resulted in more emphasis on UN peacekeeping operations and controlling or eliminating the weapons most commonly used in these wars (such as landmines, small arms and light weapons). When it became clear that it would not be possible to negotiate the landmines ban within traditional arms control institutions, so-called 'friendly states' began to develop new parallel fora. The Ottawa Process, which consisted of fast-track diplomatic negotiations culminating in the signing of the Landmines Convention, is an example of this new type of arms control initiative. Thirdly, the main aim of arms control is no longer stability, whereby states aim to maintain parity and build trust. Instead, the focus has turned to limiting the costs of armaments acquisition and disarmament

One decade after the end of the cold war and the fall of the bipolar system, the enlargements of the North Atlantic Treaty Organization (NATO) and the European Union (EU) reflect the fundamental changes that have taken place in Europe's security environment. The processes of enlargement are of essential importance to the states which belong to the two organizations and the applicant states. It is also essential that the security interests of the states be yond the borders of the EU and NATO be taken into account. The European Union faces the challenge of determining its new role in the security dimension. This calls for both further institutionalization of its relationship with NATO and redefinition of its relations with the United States. The decisions adopted by the Nice European Council meeting represent a new stage in overcoming the political division of Europe that was established at Yalta in 1945. The reform launched by the December 2000 Inter- governmental Conference opened the way for further enlargement of the EU. It remains an open question whether and, if so, to what extent the new institutional solutions in the security dimension—the Common Foreign and Security Policy (CFSP) and the European Security and Defence Policy (ESDP)—will shape the future political and military reality in the Union and outside it, in particular in transatlantic relations

At the same time, most of these countries are attempting to initiate or consolidate delicate and difficult transitions from authoritarian to democratic governance. This dual transition poses an important challenge for donors and others who support developing countries in their pursuit of democracy and growth.

The fiscal crisis that struck India in 1991, as the result of myriad internal and external factors, compelled the nation to adopt a series of economic reforms and liberalization policies. The genesis of the fiscal crisis lay partly in the highly protected domestic economy that maintained extensive subsidization, licensing and investment regulations, thus placing considerable burdens on the expenditures of the central government. Compounding this problem was a rapidly expanding current account deficit that had grown over time as import demand steadily increased and exports and foreign investment lagged. These conditions, in combination with external factors, generated a severe balance of payments crisis in which India came perilously close to defaulting on loans from international lenders. Under the leadership of Prime Minister Narasimha Rao and Financial Minister Manmohan Singh, the Indian government initiated a series of macroeconomic reforms. This included reductions in fiscal expenditure, privatization of state-run industries, promotion of foreign investment, and liberalization of international trade policy.

Poverty, the struggle for scarce resources, declining standards of living, ethnic rivalries and divisions, political repression by authoritarian governments, and rapid social and economic modernization—all these factors contribute to intrastate conflicts. <br /><br /> All intrastate conflicts share a set of common characteristics that have major implications for women and gender relations. First, the belligerent parties deliberately inflict violence on civilian populations. Second, the intrastate conflicts displace substantial numbers of people, mostly women and children. Third, women’s participation in war contributes to the redefinition of their identities and traditional roles. Fourth, there is usually a conscious attempt to destroy the supporting civilian infrastructure, leading to increased poverty and starvation. WOMEN'S ORGANIZATIONS proliferated during and after the civil war that ravaged El Salvador from 1979 through 1991. By war's end, more than a hundred different women's organizations existed in El Salvador, each generating local and regional projects and frequently working in the national political arena as well. Unlike women's movements in other Latin American nations, the women's movement in El Salvador has grown stronger in the post conflict period of emerging democracy. The two movements—democracy and women's rights—appear to be mutually supportive. The case of El Salvador suggests that helping women's groups establish autonomy and stability during, rather than following, a conflict may be crucial to ensuring future women's activism and a vital democratic civil society.

This study analyzes the restructuring of a national economy by identifying the career pathways of its enterprises. This analysis is conducted in a setting strategically chosen as a case of rapid and profound economic transformation: the postsocialist Hungarian economy between 1988-2000. The goal of this study is to chart the multiple pathways of property transformation. Property pathways are conceptualized as the patterned sequences of change that firms undergo 1) in the composition of their ownership structure and 2) in their position within network structures of ties to other enterprises. These career pathways are neither unidirectional nor plotted in advance. The landscape and topography of the socioeconomic field are given shape and repeatedly transformed by the interaction of the multiple strategies of firms attempting to survive in the face of variable political, institutional, and market uncertainties. These different types of uncertainties will have different temporalities, and the study explores whether and how they increase or diminish in various periods. We develop and test specific hypotheses about how enterprise pathways along the compositional and positional property dimensions are related to the shifting contexts of these types of uncertainty. The core dataset for this study includes the complete ownership histories of approximately 1,800 of the largest enterprises in Hungary for a twelve year period, starting with the collapse of communism in 1989, recording each change in a company's top 25 owners on a monthly basis. Monthly entries for each enterprise also include changes in top management, boards of directors, major lines of product activity, raising or lowering of capital, and location of establishments and branch offices, as well as the dates of founding, mergers, bankruptcy, etc. Data on revenues, number of employees, and operating profit will be compiled from annual balance sheets. These rich data make it possible to map the life cycles of the business groups that are formed by network ties among enterprises, identifying not only when they arise, merge, or dissipate, but also the changing shapes of their network properties. To identify patterns of change, the study draws on sequence analysis, a research tool that makes possible the study of historical processes in an eventful way similar to historiography while retaining social scientific abstraction. Whereas sequence analysis has given us a perspective on careers as historical processes but has not been applied to business organizations, network analysis has been applied to business organizations but has not been done historically. The methodological innovation at the heart of this study is to combine the tools of sequence analysis and network analysis to yield a sequence analysis of changing network positions.

We consider social, genetic, evolutionary, and hormonal transfer hypotheses for same-sex romantic preferences of adolescent (N=5,552) sibling pairs drawn from a nationally representative sample. We show that male but not female opposite-sex twins disproportionately report same-sex attraction; and that the pattern of concordance of same-sex preference among siblings is inconsistent with a simple genetic influence model. Our results provide substantial support for the role of social influences, reject the hormone transfer model, reject a speculative evolutionary theory, and are consistent with a general model that allows for genetic expression of same-sex attraction under specific, highly circumscribed, social conditions.
